Hello readers! In the 17th of April 2022 edition, our weekly monitor reached 277 new calls recently opened by European Institutions and Agencies. This week we monitored very different funding calls. On social issues, a Horizon Europe call was issued for prizes on Social Innovation; another call is aimed at funding transaction costs on innovative financial instruments for social innovation. On cultural issues, the annual network of European cinemas is funded under Creative Europe Programme. The AMIF programme funds informative initiatives in favour of migrants. Digital Europe and Horizon Europe programmes fund new initiatives for HPC Centres and exascale programmes. Small Scale Projects are funded by the European Innovation Fund in climate change issues. Programme
Public programmes that fund the specific call for proposals, according to specific policy objectives, and accompanied by specific working plans, financial regulations, etc.

Administrations, Institutions and/or Agencies, committed to the implementation of the programmes and funding of coherent initiatives and projects according to the single ongoing call for projects.
Objective
Public calls for projects generally include the general and specific objectives to be achieved by the funded initiatives. Objectives are coherent with the general ones defined by the funding programmes.
Eligible Activities
Projects are expected to be implemented through types of activities identified as eligible to public funding. In many cases, calls also list activitities and connected costs not eligible to public funding from a specific European programme.
Eligible Applicants
Entities eligible to apply for funding can be physical or legal persons. Legal persons can include public and/or private entities. In many cases, calls require applicants to form partnerships or legal consortia, with specific conditions for lead applicans, applicants and associate entities.

Objective
Protect fundamental rights and European values from possible threats stemming from unregulated use of artificial intelligence (AI) and big data applications. Explore the potential of AI and big data to reinforce fundamental rights and European values. Examine the effectiveness of monitoring and control protocols of established legislation and non-regulatory measures over AI and big data development and implementations. Introduction of values-based frameworks to inform data governance and regulate the use of AI and big data. Innovative uses of AI and big data to enhance citizen engagement and democracy.
Eligible Activities
Proposals are expected to address some of the following points: To build evidence, to review and to analyse threats to and opportunities for democracy, personal and collective European values stemming from AI and big data. This should involve a specific focus on gender issues and vulnerable populations, including persons with disabilities and people at risk of discrimination. They should propose ethical standards enforced through regulatory and governance frameworks. Supported with operational guidance, they should help protect citizens, uphold European values and ensure public trust in AI and the processing of big data. Innovative, inclusive and participative uses of AI and big data for civic engagement and democracy, including through experimental approaches, should be explored. Research is expected to design ways to educate European citizens about these technologies to enable informed civic participation in shaping them. Projects should build on existing results, findings and good practices, for instance those focused on Responsible Research and Innovation, and relevant projects supported under Horizon 2020’s Science with and for Society programme.

Comprehensive evidence on the mid- to long-term impacts of current political and social developments on European representative democracies. Develop policy recommendations, toolkits, narratives and methodologies for enhancing trust in political institutions, and boosting transparency, representativeness, and inclusiveness of representative systems at local, regional, national and EU level.
Eligible Activities
Proposals are expected to address some of the following: to create a robust and comprehensive knowledge base on long-term developments in terms of trust in, and trustworthiness of, the political institutions of representative democracy – parties, executives, parliaments, judiciary, social partners, institutionalised social dialogue, etc. – and their legitimacy. Proposals should relate changing voting attitudes at the individual level to wider political and cultural discourses, where feelings and emotions can compete and overrule facts and reasons, and to the emergence of new social movements and parties. They should analyse key drivers of such changes, taking into consideration socio-economic variables (including transformation in the world of work), as well as cultural variables linked to identity, generational differences, gender, ethnic diversity, security, migration and the material forms of discourse such as education and media. The political cleavages that shape current political phenomena and trace their connection to historical legacies as well as their foreseeable negative and positive long-term impacts on democratic systems should be analysed.

Objective
Support the European Union’s role in leading the transformation and defence of multilateralism by identifying and analysing policy avenues for a more robust, democratic and effective global governance. Develop policy recommendations, institutional frames, toolboxes, narratives and methodologies for supporting action towards transnational democracy
Eligible Activities
Proposals are expected to address some of the following: to identify barriers and opportunities for re-invigorating and enhancing the formal legal and institutional architecture of the rules-based global system. They should analyse, through a mix of normative and empirical methodologies, ways to reinforce the institutions that work, ways to replace those that do not, and propose those that are missing, with the aim of spurring the transformation of global governance. Proposals should relate the capacity of the populist and nationalist actors to feed on sovereigntist claims and narratives about the challenges confronted by supranational integration projects. Comparative approaches at European and global levels should be developed, taking into consideration historical and cultural contexts. Research should identify new actors, norms and processes of participation and representation (such as the participation of local authorities, communitybased organisations, trade unions, youth, women’s rights and civil society organisations in general, or citizens themselves through digital means for instance), which can boost the legitimacy, transparency, representativeness and effectiveness of multilateral institutions. Interests and strategies of other international powers, such as the United States, China, India, Russia or of other regional groupings (e.g. Mercosur, ASEAN, African Union) in disseminating new collective norms for global governance, including the related relevant historical roots, should be analysed.

Eligible Activities
Proposals under this topic should explore innovative and sustainable ways to protect monuments, historical buildings, archaeological sites and cultural landscapes from climate change effects[1], natural hazards and environmental pollution, taking into consideration their environmental footprint[2] as well as users’ comfort. Importance should also be given to coastal and maritime regions and underwater heritage, addressing, in particular, the need for research on wetting phenomena and repellence. Proposals can consider cooperation with European Neighbourhood countries as appropriate for achieving their objectives and increasing impact.

Research should contribute to identifying ways of more effectively promoting common European interests at a global level, leveraging resources and forging closer cooperation between cultural, creative and economic partners.

The targeted objective of FA2 is to take the major opportunity offered by digitalization and automation of rail operation and to develop the respective systems. The expected effects of FA2 are: • Reduce the cost of capacity, which is a major indirect catalyst for capacity optimisation. • Allow precise traffic flow management, supporting punctuality, reliability, and productivity improvements. • Allow the control of much higher train densities with a significantly reduced Life Cycle Cost (LCC) of CCS components compared to today. • Deliver scalable solutions fitting for high- and low-density lines, supporting the generation of largescale component markets and standardisable industrial asset management processes as well as to speed up the deployment and ensure long term evolvability of the system. .

EIC Transition aims at maturing both your technology and business idea thus increasing its technology and market readiness. The expected outcomes of an EIC Transition project are a) a technology that is demonstrated to be effective for its intended application and b) a business model, its initial validation and a business plan for its development to market. It is also expected that the intellectual property generated by the EIC Transition project is formally protected in an adequate way. Proposals submitted to this EIC Transition Challenge should focus on demonstrating novel digital devices and/or architectures that have a clear and quantifiable advantage with respect to one or several of the key issues mentioned above compared with existing alternatives for a class of relevant problems or applications. Proposals should focus their work on harnessing a physical, chemical, or biological process not previously explored, or they should revisit existing devices while operating them in novel modes or regimes leading to a novel approach with quantifiable and demonstrable advantages.

EIC Transition funds innovation activities that go beyond the experimental proof of principle in laboratory. It supports both the maturation and validation of a novel technology from the lab to the relevant application environments (by making use of prototyping, formulation, models, user testing or other validation tests) as well as explorations and development of a sustainable business case and business model towards commercialisation.

Develop and demonstrate novel modular, compact, high performances, thermal energy storage solutions (TES) for heating, hot tap water and cooling for electricity load shifting. The integration of the solution within the energy networks of the building and its system management should allow different functions, such as peak load reduction, energy saving, energy cost minimization. Develop and demonstrate a novel thermal energy storage system much more compact than stateof-the-art technologies, enabling the storage of heat and cold for domestic applications for periods typically of 4 weeks long.
Eligible Activities
The scope covers the whole spectrum of application of the thermal energy storage systems, ranging from short run to longer run, as well as from the smaller to bigger sizes: Thermal end-uses (space heating, hot tap water, cooling) represent a major share of the European electricity demand with consumption often at peak times. Integration into the building heating system and in the smart electricity grid is a key development aspect, next to the storage materials and technologies. Such storage devices reduces the demand for electricity from the grid at peak times during the day, allowing off peak electricity to be used in the building for satisfying cooling needs during summer and/or heating demand, for space heating and hot tap water at later times. The typical charging power is in the order of 3 kW, for periods of up to three hours. The TES system is conceived modularly. The high volumetric energy density is a basic requirement given its utilization. For buildings not connected to district heating and cooling network, a much more compact TES system is needed to optimize and to increase the integration of varying RES . Such systems need much less volume than state-of-the-art technologies, realized with materials that have extremely low heat losses and enable the storage of heat and cold for domestic applications for periods typically up to 4 weeks. Cost reduction is a very important target, as the present solutions are too expensive. The ideal thermochemical TES process should have high reaction heat; Good reversibility; Fast charging and discharging rates; Stable reaction products; Non-toxic, noncorrosive, non-flammable and non-explosive reactants and products; Large-scale availabilities and abundance, affordable price.

Photovoltaic power generation is pivotal to a clean energy system and the achievement of the zero-emissions target. To that end, it is important to enhance affordability, sustainability and exploit the modularity and synergies of application of PV technologies. Consequently, project results are expected to contribute to all of the following outcomes: Harvesting of crops and photovoltaic electricity, providing sustainable solutions for energy production/use/efficiency, soil protection and water conservation. Reinforce the European PV value chain, introduce new business models and open new markets for novel Agro-Photovoltaic systems. Minimise the impact of PV on landscape and environment exploiting its modularity and synergies of use.
Eligible Activities
Develop and demonstrate agro-photovoltaic systems or building integrated agrophotovoltaic systems for green houses employing PV cell technologies/systems that allow and are adapted to appropriate growth conditions (plant variety and local geography) and at the same time produce electricity covering all year-through energy needs (e.g. for cooling/heating, watering, etc.) and increased crop yield. Demonstrate feasibility, reliability, replicability, robustness and ease of maintenance of the system and its performance using relevant KPIs (for e.g. ground coverage ratio, energy and agricultural yield, spatial efficiency, etc.). Demonstrate a business case for the concept and market introduction strategy. Address the following related aspects: low environmental impact (avoiding or minimizing land impact from PV systems), resource efficiency and circularity potential. Include a strong involvement of citizens/civil society, together with academia/ research, industry/SMEs and government/public authorities

To this aim, projects should link citizens, technologies, regulation and markets together. Objective
The information and promotion programmes shall target one or several third countries. The objectives of these programmes shall comply with the general and specific objectives set out in Article 2 and the aims listed in Article 3 of Regulation (EU) No 1144/2014 highlighting in particular the specific features of agricultural production methods in the Union, particularly in terms of food safety, traceability, authenticity, labelling, nutritional and health aspects, animal welfare, respect for the environment and sustainability (including climate benefits such as the greenhouse gas emissions reduction and/or increase in carbon removals), and the characteristics of agricultural and food products, particularly in terms of their quality, taste, diversity or traditions. The expected ultimate impact is to enhance the competitiveness and consumption of Union agri-food products, raise their profile and increase their market share in these targeted countries.
Eligible Activities
The activities that can be funded under this call are information and promotion campaigns covering products and schemes listed in Article 5 of Regulation (EU) No 1144/2014.

Objective
The objective is to increase the awareness and recognition of the Union quality scheme on organic production. Information and promotion programmes on the Union quality scheme on organic production method should be a key priority in the internal market since this scheme provides consumers with assurances on the sustainability, quality and characteristics of the product and the production process used, the environmental benefits they generate and achieve added value for the products concerned and enhance their market opportunities. One of the expected results is to further increase the levels of recognition of the EU organic logo by the European consumers and increased knowledge of the information the organic logo aims to provide. According to special Eurobarometer (No 504), the awareness of the organic farming logo has increased by 29 percentage points since 2017 with 56% of European consumers who recognize the EU logo of organic farming. The expected ultimate impact is to increase awareness of the Union quality scheme on organic production and to enhance the competitiveness and consumption of organic products, raise their profile and increase their market share.

Objective
EBSI is already developing 7 use cases in cooperation with Member States and other Commission Services where significant resources have been invested and will need continued support until deployment for business continuity reasons. EBSI will support these cross border services and applications leveraging the EBP priorities. It will reinforce the catalytic role of EBSI for providing better services to citizens and opportunities for businesses. The objective is to support through grants actions that reinforce the EBSI infrastructure and the EBP use cases. This will engage a large range of European actors in actions related to EBSI and EBP priorities.
Eligible Activities
This part concern all the EBSI actions for 2021-22, that are implemented through call for proposals. It will support the roll out of the EBSI by contributing to the deployment of nodes in all Member States enhancing the performance and robustness of EBSI, and to the implementation of local support services (help desk, information and training activities for local authorities, citizens etc.). It will support as well as the deployment of the crossborder use cases already selected by EBP. 2 types of proposals are foreseen to be funded (depending on the use case covered): i. Leveraging the work on verifiable credentials of the EBSI’s Diploma and the European Social Security Pass use cases ii. Other use cases

Objective
The project will support closer collaboration in the digital education sector in Europe amongst European EdTech start-ups/SMEs and other relevant stakeholders and across Europe. It will foster the exchange of good practices at pan-European level, aiming at increased capacities of the national education systems and at distance, innovative, effective and inclusive learning. It will also foster increased opportunities for the European EdTech industry, while promoting European ethical values regarding the use of educational technologies and data shared in Europe. It will contribute to increasing synergies and complementarity between initiatives in digital education, in particular in view of the Erasmus programme and Horizon Europe. It will also help the education sector to be better prepared for possible future crisis such as additional lock-downs to due to the Covid-19 pandemic. Objective: This action will support the digital transformation of the education sector at European level by boosting innovation in education in Europe by supporting EdTech startups and SMEs to accelerate their disruptive EdTech solutions. The project will support the strategic priority of the Digital Education Action Plan 2021-2027 and in full synergy with, and complementarity to, the objective of setting up a European Digital Education Hub and in line with the European Education Area framework.
Eligible Activities
Host a pan-European network to promote European excellence in educational innovation by bringing together European EdTech start-ups/SMEs, with other relevant actors such as technology providers, industry associations and investors, policy makers and ministries, schools, teachers, universities, research organisations, experts and NGOs, and linking this network to other existing pan-European networks/fora. Support cooperation between EdTech start-ups/SMEs and other stakeholders of a maximum number of Member States and Associated countries to exchange best practises, analyse successful applications of digital technologies and potential market uptake, explore lessons learned during and after the Covid-19 crisis. This should be done in close cooperation with the development of the European Education Area. Support EdTech companies with business and educational mentoring and training services and by gaining insights and understanding market trends and needs by collecting comprehensive and high-value up-to-date data to better understand the EdTech start-ups/SMEs landscape in Europe. Develop guidelines aiming at fostering a wider European EdTech industry for the development of digital education content, solutions and tools, in light of technological needs (connectivity, platforms, interoperability, standardisation, security and privacy issues, use of emerging technologies such as AI or data) as well as pedagogical, societal and ethical aspects, based on relevant scientific evidence and in consultation with European Education area stakeholders. Propose a roadmap towards a European EdTech ecosystem promoting European excellence in educational innovation, including how local, regional, national and European efforts can be combined.

Objective
The overall objective of the METABUILDING project is to bring innovation to the “traditional” value chain of the Construction sector and at the same time systematically expand that value chain to other industrial sectors to create an Enlarged Built Environment sector. Construction sector SMEs are in the centre of attention and the project aims at integrating them in the innovation process in order to help them increase their productivity and competitiveness through collaboration with SMEs from more innovative, emerging industrial sectors. Furthermore, METABUILDING wants to contribute to the structuring of the construction sector to enhance collaboration between EU countries and regions. It provides innovation support to SMEs from 5 industrial sectors: Construction, Digital Industry, Additive Manufacturing, Nature-Based Solutions and Circularity & Recycling and 6 target countries: Austria, France, Hungary, Italy, Portugal and Spain.

Objective
DIGITbrain project has the ambition to transform the CloudiFacturing Solution and ecosystem (developed in the H2020 CloudiFacturing Project) towards the requirements of Manufacturing as a Service (hereafter MaaS), utilising the Digital Brain and its underlying technology components as the main innovation of the project. MaaS is a smart business model that aims to democratise the access of advanced digital technologies and advanced manufacturing technologies to manufacturing SMEs
Eligible Activities
Experiments are expected to cover any segments in the manufacturing sector, including (but not limited to) discrete manufacturing, continuous production, or construction. Experiments should aim at covering the development and uptake of digital technologies especially in segments where these are underexploited. In line with the DIGITbrain Solution, experiments are expected to model behaviour of an Industrial Product (manufacturing machine, line or mechatronic system) with the means of a Digital Twin. Besides, experiments are expected to demonstrate benefits in different phases of the life cycle of the Industrial Product, its adaption and/or evolution to new generations of the industrial product. Experiments are expecting to consider also environmental impacts.

Objective
Alliances for Innovation aim to strengthen Europe’s innovation capacity by boosting innovation through cooperation and flow of knowledge among higher education, vocational education and training (both initial and continuous), and the broader socio-economic environment, including research. They also aim to boost the provision of new skills and address skills mismatches by designing and creating new curricula for higher education (HE) and vocational education and training (VET), supporting the development of a sense of initiative and entrepreneurial mind-sets in the EU. These partnerships shall implement a coherent and comprehensive set of sectoral or cross-sectoral activities, which should be adaptable to future knowledge developments across the EU. To boost innovation, the focus will be on digital skills as they are increasingly important in all job profiles across the entire labour market. Also, the transition to a circular and greener economy needs to be underpinned by changes to qualifications and national education and training curricula to meet emerging professional needs for green skills and sustainable development. Alliances for Sectoral Cooperation on Skills (implementing the ‘Blueprint’) (European Skills Agenda for sustainable competitiveness, social fairness and resilience: https://ec.europa.eu/social/main.jsp?catId=1223) aim to create new strategic approaches and cooperation for concrete skills development solutions – both in the short and the medium term – in given economic sectors, or in areas implementing a major action of the European Skills Agenda for sustainable competitiveness, social fairness and resilience, the Pact for Skills. The main objective of the Pact is to mobilise and incentivize all relevant stakeholders to take concrete actions for the upskilling and reskilling of the workforce, by pooling efforts and setting up partnerships, also at EU level addressing the needs of the labour market, supporting green and digital transitions as well as national, regional and local skills and growth strategies. Therefore, the deliverables of Alliances for Sectoral Cooperation on Skills, i.e. sectoral skills intelligence, skills strategies, occupational profiles, training programmes, and long-term planning, will be an important contribution to the work of the sectoral partnerships that have joined the Pact for Skills. Alliances for Sectoral Cooperation on Skills seek to tackle skills gaps on the labour market that hamper growth, innovation and competitiveness in specific sectors or areas, aiming both at short term interventions and long term strategies. These Alliances will be implemented in the 14 industrial ecosystems identified in the New Industrial Strategy for Europe (COM/2020/102 final: https://eur-lex.europa.eu/legal-content/EN/ TXT/?uri=CELEX:52020DC0102) (1. Objective
The principal objective of the call is to encourage and to facilitate the active engagement of European young citizens with the construction of a vibrant European democracy keeping particularly in mind their participation in the European Elections 2024. The European Parliament is looking to co-finance projects articulating a coherent, consistent and cost efficient work programme encompassing two types of actions:
Eligible Activities
The first action consist in creating pan-European networks of advocates for democratic participation, by selecting young people to be trained. Each network of advocates should cover at least seven European Union Member States. The applicant has to detail in the project proposal the choice of countries that they have made as well as the process of identification and selection of young advocates forming the new pan-European networks. The second action consists in design and implementation of capacity building through training, aiming at providing the young advocates with skills, competences and tools to play an active role in the democratic life and in the promotion of the democratic values, including the participation in the European Elections in 2024.

A pan-European youth organisation or a pan-European civil society organisation . For the purpose of this call, the concept of pan-European organisation refers: -To either national membership organisations part of a network of organisations sharing common values. - To increase the quantity and quality of research performed by public Universities (with a special focus on the leading University in Kosovo, the University of Pristina) and public Research Institutes in Kosovo in the priority fields of environment, energy and natural resources; agricultural production and food safety; health and medical research and social science research, all integrating gender analysis. - To consolidate and increase the collaboration between networks of Kosovo and European research institutions and researchers in priority research fields, to promote best practice exchange and to increase the involvement and support from researchers from the diaspora communities of Kosovo; - To promote the collaboration between researchers from Kosovo with researchers from the EU both within same and across different disciplines. To strengthen the interaction between research and research users/ stakeholders;
Eligible Activities
- Pure and applied research in the priority fields (environment, energy and natural resources, agricultural production and food safety; public health and medical research, or social science research): research could include, but not restricted to: analysis, laboratory testing, sampling, data collection and plot analysis etc. Gender analysis should be included; - Development of partnerships and collaborative research between Kosovo public Universities and public research institutes in Kosovo with Universities and Research Institutes in the EU, EEA or countries; - Research activities undertaken in accordance with EU standards in research, which can be facilitated and supported via visits to Kosovo of researchers from research institutions based outside Kosovo from EU, EEA or IPA countries.
