The smart tool for EU proposal drafters and grant writers CallforEurope is a consultancy that provides for professional information and assistance on European Policies, Programmes and Public Calls. Hello readers! In the 24th of April 2022 edition, we monitored all new funding European calls for a total of 245 calls. A call was recently issued for promoting awareness, knowledge generation, and sharing, on mental health and psychological wellbeing in migrants and refugee populations, with a special focus on Ukraine’s displaced people. Another call was issued for enhancing operational capacity of law enforcement on cyber-attaks and cyber-enabled crimes. A competitive call was monitored with the objective of enhancing good practices on advanced materials and manufacturing technologies united for lightweight.

Projects should contribute to both of the following expected outcomes: In-depth understanding of the major factors contributing to the present rise of extremist narratives and of their influence on mainstream worldviews, discourses and policies across European countries in their local and global context. Formulation of multi-level policy recommendations to help counter these extremist narratives while limiting their spread and impact.

Eligible Activities

The COVID-19 crisis risks further strengthening extreme political narratives that have already been rising starkly across Europe. These narratives fuel the demand for more protectionism, nation-state localisation of production and tougher frontier controls, while depicting foreigners as a threat to national wellbeing. On an ideological plane, political extremists often show disdain for the rights and liberties of others but resent the limitations of their own activities. More extreme forms embrace engagement in ideologically driven criminal activity and violence. Some of the greater impacts of extreme narratives on society stem from their influence on mainstream political discourses and policies. This phenomenon is notably reflected by alarming outcomes in national and European opinion polls and elections. Therefore, the phenomenon seems to belong to a wider trend and should be analysed in its local and global contexts, including in connection with the strengthening of authoritarian, populist and extremist discourses in some countries. Certain anti-democratic sentiments also seem to be connected to and nurtured by conspiracy theories, possible bonds that could be flagged and examined for comprehensive understanding of all interacting factors.Proposals are expected to address the following: Analyse the various forms of extremist discourses and narratives, their dynamics and disruptive potential.

Projects should contribute to all of the following expected outcomes: Build robust evidence base for redesigning curricula in support of democracy, with an emphasis on students’ active participation and engagement in this process. Toolkits for enhancing the humanistic and civic aspects of education with a view to promoting active democratic citizenship and empowerment, including through experimental approaches. Strengthened democratic processes in education through the involvement of citizens in defining educational contents, learning environments and goals.

Eligible Activities

Education, from early childhood to lifelong learning, plays an important role in bolstering democratic citizenship and strengthening the resilience of democratic societies. It can play an essential role in the promotion of core values like human rights and the rule of law, as well as in the prevention of human rights violations. It can also help promote gender equality, disability inclusiveness, a culture of peace and non-violence, environmental awareness, appreciation of linguistic, ethnic, cultural and religious diversity. Education can contribute to tackle radicalisation and successfully integrate migrants and refugees. Research shows that voters with more extreme attitudes are overrepresented among citizens with low formal education and a below-average household income. Populist discourses and extremist groups find more support among citizens who benefit less from cultural modernisation, economic liberalisation and internationalisation. Involvement of citizens and young people, including through NGOs, social partners and grassroots organisations, and cooperation with cultural and creative sectors are strongly encouraged to ensure the achievement of expected outcomes.Proposals are expected to show how educational material and innovative pedagogical practices in different settings (including lifelong learning), can mediate or inform current debates about European identity, as well as key issues such as sustainable development, migration, tolerance and understanding of ethnocultural and linguistic diversity, international solidarity and global citizenship, inequality, disability, hate speech, polarisation and extremisms, ethnicity/race, religion and gender, etc.

Enhance EU migration policy by shedding light on micro- and meso-level drivers of migration. Assess how far policies take into account behaviours of migrants when aiming at regulating migration. Show how migration decisions change along the journey, and at what stage policies are more likely to play a role in shaping migration outcomes

Eligible Activities

Proposals should develop analyses of decisions taken by individuals to stay in their place of origin (village, city, country and region) or to leave. They should therefore consider the individual micro-level of decision-making, and should also consider the timing of such decisions and the drivers of the aspiration to migrate or lack thereof. Proposals should also take into consideration individual perceptions of structural factors (e.g. socioeconomic, political, climate-related) and the way in which they influence such decisions. Proposals should also combine such micro-level analyses with meso-level considerations of the context in which such decisions are formed, with due attention for differences across socio-demographic characteristics (e.g. gender, age, education level, socioeconomic status, ethnicity). Research may take stock of the available literature on the role family households play in shaping decisions to migrate, but is encouraged to go beyond, looking at societal drivers including local, regional and national politics and dynamics, events, narratives, histories and cultural and diaspora ties.

Map, gather data and knowledge on the presence of structural forms of racism as well as episodes of hate crime and discrimination. Contribute to tackling inequalities by developing a knowledge and evidence base on how racism, xenophobia and discrimination are institutionalised and made structural, and impact the security, employment, education, living conditions, health and social care of people with minority and migrant background in the EU Member States and Associated Countries. Enhance anti-racism and anti-discrimination policies and practices by evaluating existing policy responses to employment, education, security, living and caring conditions of minority and migrant communities in the EU Member States and Associated Countries. Document and make visible the contributions, struggles and cultural heritage of minority communities.

Eligible Activities

Proposals should analyse the working, learning, living, environmental, health and social care conditions of people from minority or migrant descent in the EU and other countries involved in the study, with the aim of countering institutional racism in both the provision of and access to basic services as well as in access to the job market or education. They should analyse and illustrate examples of the relation between structural inequalities and structural discrimination. The analysis may include comparisons with other structurally similar groups within the same and in other countries. An analysis of existing anti-racist and anti-discrimination legislation is desirable, with a view to identifying ways in which these might be strengthened. Proposals should investigate minorities’ experience of discrimination and how the latter is generated, also by comparative research. Proposals may also document their strategies, achievements and struggles and how their knowledge can enrich policy and research and improve public awareness. Contribute to safeguarding and protecting Europe’s cultural heritage from the effects of climate change and natural hazards, including rural and remote areas, coastal and maritime cultural landscapes and underwater heritage. Explore innovative and sustainable ways to protect cultural heritage and cultural landscapes from climate change, disaster risks and pollutants.

Eligible Activities

Proposals under this topic should explore innovative and sustainable ways to protect monuments, historical buildings, archaeological sites and cultural landscapes from climate change effects[1], natural hazards and environmental pollution, taking into consideration their environmental footprint[2] as well as users’ comfort. Importance should also be given to coastal and maritime regions and underwater heritage, addressing, in particular, the need for research on wetting phenomena and repellence. Proposals can consider cooperation with European Neighbourhood countries as appropriate for achieving their objectives and increasing impact.

Better awareness and understanding of European arts, culture and values[1] within the EU and internationally by leveraging the creativity of arts and cultural heritage partners in Europe. Wider exposure to the diversity of European art, culture and values for European and international partners, by strengthening links with creative industries and other parts of the economy. Reinforced common European action to promote Europe’s culture and economic interests internationally, hence contributing to strengthen European competitiveness.

Eligible Activities

Europe is in global competition for markets and investments, where industrial and service competitors use every available tool including cultural policy and cultural diplomacy in their international promotion efforts. European research, in cooperation with cultural and creative sectors and a wide range of stakeholders, should contribute new knowledge as well as identifying ways of reinforcing common European action to promote Europe’ s culture, values and interests for the benefit of our societies and prosperity. Digital solutions and cutting-edge technologies should be considered. In order to draw lessons for policy, it is important to assess the actions of competitors, while evaluating the effectiveness of the common European action and its potential. Research should contribute to identifying ways of more effectively promoting common European interests at a global level, leveraging resources and forging closer cooperation between cultural, creative and economic partners.

This action will contribute to addressing serious concerns about the lack of availability of vital devices in the medium to long term by increasing capacity of notified bodies and preparedness of market operators, in particular SMEs, with a particular focus on IVDs..

Eligible Activities

a) Supporting training, coaching and internship activities addressed to medical devices’ notified bodies as well as third-party entities (conformity assessment bodies) on the process to become a notified body for medical devices; b) Capacity building activities such as webinars, workshops, targeted feedback and informative sessions addressed to market operators; c) Appraisal of the certification demand, with the objective to identify the types of devices for which availability of notified bodies is particularly low or lacking; d) Proposing solutions to facilitate matching the demand of market operators with the availability of notified bodies, in particular in the area of IVDs where SMEs are prominent.

Sampling methodology and quality assessment of HRS

In order to contribute to the 2030 Climate plan, the ‘Fit for 55’ climate action plan and Green Deal, it is of the utmost importance that the quality of hydrogen fuel dispensed at the Hydrogen Refuelling Station (HRS) is meeting the applicable requirements (Directive on Alternative Fuels Infrastructure, Directive 2014/94/EU[1] and proposal for a regulation on the deployment of alternative fuels infrastructure 2021/0223(COD) and standards EN17124:2018 & ISO14687:2019. The presence of impurities will cause Fuel Cell (FC) degradation and will dramatically impact the FC durability of the zero emission Fuel Cell Electrical Vehicles (FCEV’s). This will have detrimental effects on customer satisfaction and competitiveness of the FC technology, jeopardising the establishment of the hydrogen society.

Eligible Activities

The HyCoRa and HYDRAITE FCH JU funded projects focussed on the impact of hydrogen impurities on the FC (in particular to assess the severity level) and conducted a limited sampling effort, resulting in about 48 samples taken and analysed from the market over a period of about 6 years. The outcome was that not all HRS are conform to the existing quality standards; in addition, this amount of publicly accessible data is too limited to be representative to the occurrence of impurities in the EU market. Such information is required in order to enable the cost-efficient RA quality assurance approach (requiring the Occurrence Class next to Severity Level as described in EN17124:2018).

Hydrogen is stored, transported or used pressurised with variable pressures depending on user cases (e.g. between 7 and 70 bar for various industrial applications and grid injection, up to 200 bar for filling gas cylinders, as well as up to 350 and 700 bar in refuelling stations). Hydrogen compression requires energy, which negatively affects overall process efficiency and hydrogen molecule final cost. Pressurised electrolysis therefore has the potential to provide an efficient solution for delivery of pressurised hydrogen at reduced cost. It also enables a low emissions form of hydrogen production, including down to zero emissions if powered solely by renewables. It is expected that this topic will provide breakthrough and game changing technologies for energy efficient pressurised hydrogen production using solid oxide electrolysers (SOEL) and contributing to the overall objective of the SRIA of the Clean Hydrogen JU, namely the hydrogen production cost of 3 €/kg by 2030.

Eligible Activities

Proposals for this topic should set out a credible pathway to contribute to the development and validation of pressurised SOEL with technological breakthroughs aiming at designing and operating a stack at an optimal pressure with eventual assistance of a downstream compression process to reach higher delivery pressure. Electrochemical compression in the stack can also be considered. To tackle these challenges, the proposals should focus on system and stack design, as well as fabrication, assembly and testing of stack in the conditions suitable for the relevant business cases.

Central objective of the Coordination and Support Action is to maximize existing European HPC knowledge and expertise across Europe. Objective

Successful, safe and economic demonstration of integrated-chain CCUS from relevant industrial sources will pave the way for subsequent first-of-a-kind industrial projects. The scale of the proposals should permit obtaining relevant data and experience required so that up-scaling to a first-of-a-kind plant can be envisaged as a next step.The impact of projects under this call will be determined by the extent to which the results will be extended to be used in further industrial facilities. In addition, it is important to demonstrate how the captured CO2 will be utilised and/or stored in a sustainable way. Projects carried out in areas with a sufficient concentration of CO2 emitting industries are considered prime sites for hub and cluster developments, and are expected to generate the highest impact on full-scale deployment of the results..

Eligible Activities

CCUS is one of the key promising technologies that can reduce CO2 emissions in the carbon intensive industry and the only pathway for very stringent GHG emission reductions from those industries that generate CO2 as part of their production processes. Relevant industrial sectors in which inclusion of CCUS could contribute to reaching climate neutrality are for example steel, iron and cement making, oil refining, gas processing, hydrogen production, sustainable biofuel production and waste-to-energy plants. However, CCUS in industrial applications faces significant challenges due to its high cost and the fierce international competition in the sectors concerned. These sectors currently account for up to 20% of global CO2 emissions.

The objective of F2F Health Matters is to promote the development of collaborative internationalisation services with a clear geographic focus to offer practical support for a group of SMEs from participating regions specialized in the healthy food, bio-based techno-functional ingredients and solutions and sustainable bio-solutions to develop an international roadmap.

Eligible Activities

SMEs can apply to benefit from three types of dedicated internationalisation support from F2F Health Matters project: Commercial Lead Support, Travel Aid, and Elite Programme. The commercial lead and the travel aid constitute financial aids. The Elite Programme consists of tailor-made training and coaching and the access to a dedicated SMEs Community. Objective

The objective is to deploy a common European Security data space for innovation allowing research, development, testing, training and validation of algorithms for AI-based systems for security (law enforcement) based on various types of datasets, including operational pseudonymized and anonymized datasets, following the data minimisation principle (Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 – GDPR and Directive (EU) 2016/680 of the European Parliament and of the Council of 27 April 2016 - LED). Particular attention must be given to reducing potential bias in algorithms to be used by law enforcement.

Eligible Activities

This action will lay the economic, organisational and technical foundations of a federated data infrastructure. Specifically, it is expected that at the end of the project a system and a model of the data governance will be available, thus the project will include the following tasks: to develop a reference architecture, to define data standards and to determine criteria for certifications and product quality while addressing ethical concerns and complying with data protection requirements. Standardisation of data should be proposed and the framework may be defined based upon the UMF (uniform message format) project defining data models in a number of areas, such as data on persons, firearms and vehicles; to generate, collect, annotate and make interoperable data suitable to test, train and validate algorithms, which should be available for the training, validation and testing of tools using AI technologies, and, when possible, proportional and where provided for by law, shareable for security research purposes. There should be a monitoring process to ensure the quality of the data and the validation of the results. It would focus in particular the technical standard and the content, i.e. that the data is not biased against ethnicity, gender, nationality or other social categories

Law enforcement authorities from at least 3 Member States. The participation of additional law enforcement authorities from additional EU Member States is encouraged. In addition, private entities, or public and publicly-funded organisations, including research institutes from eligible countries are encouraged to participate. Objective

The demand for high-quality health and care by European citizens is increasing. At the same time, there is an urgent need for cost-effectiveness in the context of an ageing society and growing numbers of chronically ill patients. Technologies based on Artificial Intelligence (AI) and robotics have the potential to improve the efficiency, security, and quality of the prevention, detection, diagnosis, treatment, care, rehabilitation and monitoring of European citizens’ health, as well as to promote a healthy lifestyle. The awarded project will develop the Testing and Experimentation Facility (TEF) with a focus on full integration, testing and validation of advanced AI-based technologies (e.g. IoT, MedIoT, Active and Assisted Living Technologies) and robotics technologies for health and care. The crucial need for a such facility was made obvious during the COVID-19 crisis, as many potential solutions to address the current needs were already prototyped or tested in labs but could not be deployed in emergency situations because of the lack of testing in real-life environments and the lack of certification.

Eligible Activities

Activities supported by this scheme will cover the demonstration, testing and validation in real-life application environment, possibly with real patients, but also ethical and data protection reviews, certification, market analysis, IP protection, incubation and business development, as well as the contribution to the regulation and standardization effort, when relevant. The infrastructure established within this facility will include both the hardware (e.g. robots, high-performance computers, 3D printing, IoT) and the software, including trusted and secured access to data, necessary to provide the different services. Links to the data space for health should be established, when necessary. The project is encouraged to collaborate with other relevant Digital Europe Programme projects, in particular the edge AI and other sectorial Testing and Experimentation Facilities, to ensure appropriate synergies. The project should allow for large-scale in-silico, in vitro, ex-vivo and in vivo testing, when relevant. Links should be made to existing structures and networks as appropriate.

Objective

The objective of the European slate development support is to foster the competitiveness of European independent production companies and to increase their economic weight on the market. The aim is also to increase the capacity of audiovisual producers to develop projects with the potential to circulate throughout Europe and beyond, and to facilitate European and international coproduction.

Eligible Activities

Support will be given to independent European production companies able to develop a slate of 3 to 5 audiovisual works (fiction, animation, creative documentary). This should allow production companies to reduce risks and increase their capacity to attract and retain talents. The European slate development shall provide support to the development of minimum 3 and maximum 5 works for commercial exploitation intended for cinema release, television broadcasting or commercial exploitation on digital platforms or a multi-platform environment in the following categories: animation, creative documentary or fiction. Applicants may add a short film by emerging talent to their slate (optional). The aim is to provide funds to audiovisual production companies to develop work with high creative value and cultural diversity and wide cross-border exploitation potential. Companies are encouraged to develop strategies for marketing and distribution from the outset of the development phase thus improving the potential to reach audiences at a European and international level.

The objective of the Skills and Talent Development support is to foster talents and skills of the audiovisual sector professionals. Activities may take the form of physical and/or on-line training courses, boot-camp courses, and/ or mentoring programmes based on innovative learning, teaching, mentoring and coaching methods, using the latest digital technologies.The focus should be on the improvement of skills and competences adapted to the evolving market practices. In particular training, mentoring and capacity building activities should aim at: Facilitating the learning and acquisition of new skills and expertise across the audio-visual value chain, in particular digital skills, Developing new business models and strengthening international cooperation in the audiovisual sector; Fostering co-operation between players from different groups of countries to ensure knowledge transfer and relevant mentorship opportunities and reinforcing the capacity of professionals from low audiovisual capacity countries. Promote business strategies that ensure more sustainable and more environmentally-respectful industry as well as diversity and inclusiveness. Training activities on sustainability and more environmentally-respectful solutions for the audiovisual industry Nurturing young talent and support young start-ups in the audio- visual sector.
