The smart tool for EU proposal drafters and grant writers CallforEurope is a consultancy that provides for professional information and assistance on European Policies, Programmes and Public Calls. Hello readers! In the 30th of October 2022 edition, we commented two big EU calls pubished during the current week. Under the Horizon Europe Programme, the European Commission issued a big call for funding aimed at enhancing strategic autonomy in developing, deploying and using global space-based infrastructures, services, applications and data 2022 - applications. Actions to be funded are expected to be implemented using relative applications coming from Copernicus and Galileo infrastructures within the Europe's Global Navigation Satellite System (EGNSS). Another big call was issued by the European Parliament for sustaining democratic participation and open and pluralistic information about the forthcoming European elections in 2024. Have a good read!

Objective
The ERC Starting Grants are designed to support excellent Principal Investigators at the career stage at which they are starting their own independent research team or programme. Principal Investigators must demonstrate the ground-breaking nature, ambition and feasibility of their scientific proposal.
Eligible Activities
Starting Grants may be awarded up to a maximum of EUR 1 500 000 for a period of 5 years. Additional funding up to EUR 1 000 000 can be requested in the proposal to cover the following eligible costs when these are necessary to carry out the proposed work: (a) "start-up" costs for Principal Investigators moving to the EU or an Associated Country from elsewhere as a consequence of receiving the ERC grant, and/or (b) the purchase of major equipment, and/or (c) access to large facilities, and/or (d) other major experimental and field work costs, excluding personnel costs.
Eligible Applicants
The ERC actions are open to researchers of any nationality who intend to conduct their research activity in any EU Member State or Associated Country. Principal Investigators may be of any age and nationality and may reside in any country in the world at the time of the application. Eligible Host Institution: The Host Institution (Applicant Legal Entity) must engage and host the Principal Investigator for at least the duration of the project, as defined in the grant agreement.

For this 2nd Open Call, we are looking for manufacturing SMEs and mid-caps interested in addressing the development and implementation of technology and systems applicable to digital twins. Up to 30 manufacturing SMEs and midcaps will be selected to receive a detailed analysis of their situation and 3 different “recipes” from a certified Digital Innovation Hub which they choose to work with, containing the list of different technologies fitting the use case and details of an integrator willing to implement them. Up to 30 beneficiaries will receive up to 10 000 EUR as a lump sum.

Objective
The aim is to provide support for a small group of two to four Principal Investigators to jointly address ambitious research problems that could not be addressed by the individual Principal Investigators and their teams working alone. Synergy projects should enable substantial advances at the frontiers of knowledge, stemming, for example, from the cross-fertilization of scientific fields, from new productive lines of enquiry, or new methods and techniques, including unconventional approaches and investigations at the interface between established disciplines. The transformative research funded by Synergy Grants should have the potential of becoming a benchmark on a global scale. Principal Investigators must demonstrate the ground-breaking nature, ambition and feasibility of their scientific proposal. Principal Investigators must also demonstrate that their group can successfully bring together the scientific elements necessary to address the scope and complexity of the proposed research question. One of the Principal Investigators must be designated as the Corresponding Principal Investigator. At any one time, one Principal Investigator per Synergy Grant Group except the Corresponding one can be hosted or engaged by an institution outside of the EU or Associated Countries.

These doctoral programmes will respond to well-identified needs in various R&I areas, expose the researchers to the academic and non-academic sectors, and offer training in research-related, as well as transferable skills[1] and competences relevant for innovation and long-term employability (e.g. entrepreneurship, commercialisation of results, Intellectual Property Rights, communication). Proposals for doctoral networks can reflect existing or planned research partnerships among the participating organisations.

Eligible Activities
Build the next level of perception, visualisation, interaction and collaboration between humans and AI systems working together as partners to achieve common goals, sharing mutual understanding and learning of each other’s abilities and respective roles. Innovative and promising approaches are encouraged, including human-in the loop approaches for truly mixed human-AI initiatives combining the best of human and machine knowledge and capabilities, tacit knowledge extraction (to design the next generation AI-driven co-creation and collaboration tools embodied e.g. in industrial/ working spaces environments). Each proposal will focus on one of the two following research objectives, and clearly identify it: Reach truly mixed human-AI initiatives for human empowerment. The approaches should combine the best of human and machine knowledge and capabilities including shared and sliding autonomy in interaction, addressing reactivity, and fluidity of interaction and making systems transparent, fair and intuitive to use, which will play a key role in acceptance. The systems should adapt to the user rather than the opposite, based on analysis, understanding and anticipation about human behaviour and expectations. Trustworthy hybrid decision-support, including approaches for mixed and sliding decisionmaking, for context interpretation, for dealing with uncertainty, transparent anticipation, reliability, human-centric planning and decision-making, interdependencies, and augmented decision-making. Transparency, fairness, technical accuracy and robustness will be the key, together with validation strategies assessing also the quality of the decision of the AI supported socio-technical system.

Projects are expected to contribute to the following outcomes: Stimulate the public sector in Europe to use space downstream products, involving SMEs and midcaps; support to public stakeholders through specific funding tools, to develop, via pre-commercial procurement (PCP) innovative EGNSS and/or Copernicus based solutions; encourage the public sector to be the “first customer” for innovative space based applications and contribute to speeding up the modernisation of the public sector; enable public procurers to collectively implement PCPs to close the gap between supply and demand for innovative solutions that require e.g. precise location (from EGNOS/Galileo), spatial data and earth monitoring capabilities (from Copernicus); bring radical improvements to the quality and efficiency of public services by encouraging the development,validation and certification (when applicable) of breakthrough space-based solutions; prepare Galileo and/or Copernicus-based solutions for an integrated approach to support national public authorities to concretely uptake Galileo and/or Copernicus products and use them within their mandate and regulatory tasks and specifically helping them integrating Galileo and/or Copernicus in their regulatory systems, operational procedures and decision-making; decrease of the prices of EGNSS and Copernicus based products/services.

Objective
The first objective (Scope A) is to support the revitalisation of the National Platforms created in the first phase of the BUILD UP Skills initiative (2011-2012, ‘Pillar I’)[2], gathering all key national stakeholders. Since the first platforms were established ten years ago, projects should aim at expanding their scope by involving new stakeholders. The rebooted National Platforms should update the Status Quo Analyses and National Roadmaps to reflect the new realities of the building sector. This should be done by addressing the necessary skills development activities related to e.g. digital technologies, smart buildings including e-mobility, resource efficiency, circularity, integration of renewable energy technologies, heating and cooling, industrialised deep renovation, Life Cycle Carbon Assessments, etc., while taking into account the wider EU recovery context. The second objective (Scope B) is to increase the number of skilled building professionals at all levels of the building design, operation and maintenance value chain. There is a need to increase efforts in upskilling and reskilling professionals on the critical skills needed for, e.g. the successful uptake of (nearly) Zero Energy Buildings, the upscaling of ambitious renovation interventions, the roll-out of efficient renewable-based heating and cooling, in particular heat pumps, the phasing-out of fossil fuels-based boilers as signalled in the framework of the REPowerEU plan[3] to phase out EU dependence on fossil fuels imports, while achieving a holistic vision of the decarbonisation of the building stock. This calls for the upgrading of existing training and qualification schemes or the development of new ones.
Eligible Activities
Scope A: Proposals submitted under this topic should be supportive of the work done within the European Construction Blueprint[4], which focuses on vocational education and training primarily for ’blue-collar’ professionals (targeting a level up to 5 in the European Qualification Framework). In case an application under this topic focuses on one of the countries covered by the Blueprint initiative[5], applicants should demonstrate complementarity and added-value of the proposed activities with those being developed under the Blueprint. The focus of this topic is on all relevant skills needed to enable the Clean Energy Transition, in particular the EU Renovation Wave, the mainstreaming of nZEBs, and the inclusion of resource efficiency considerations. The initial BUILD UP Skills Status Quo Analysis and Roadmaps focussed on on-site workers and craftspeople (‘bluecollar’ professionals). These documents need to be updated as regards ‘blue-collar’ professionals and upgraded with new content mapping the skills needs for ‘white-collar’ professions (e.g. architects, designers, engineers, building managers, product manufacturers, etc.), thus reflecting the reality and needs of the entire building value chain. Scope B: Proposals should develop new and/or upgrade existing training and qualifications for all types of professionals involved in the building value chain ('blue collars' and/or 'white collars'), addressing one or several of the following focus areas: Skills for delivering building deep renovation, including through modular and industrialised solutions. Skills for new and existing nearly Zero Energy Buildings (nZEBs) and bridging the gap towards Zero Emission Buildings (ZEBs). Skills for integration of renewable energy and efficient heating and cooling technologies, including in particular heat pumps roll-out; skills for installers to deliver heating and cooling upgrades as part of renovation projects. Skills related to whole life carbon (via the assessment of Global Warming Potential), circular construction and resource efficiency, and leveraging the Level(s) framework Digital skills supporting greater energy performance of buildings, in particular through an enhanced use of Building Information Modelling. Skills for upgrading the smartness of buildings for greater energy performance (based on the Smart Readiness Indicator), looking in particular at sensors, building controls and building management systems.

Objective
The public sector plays a key role in delivering the energy transition, with a unique mandate over their public assets and a unique convening power on actors across the value chain. The European Green Deal’s Renovation Wave[1] aims to double the renovation rate of buildings by 2030, which requires also massive investment into the public building stock. Moreover, Member States have to set out measures in their longterm renovation strategies in order to ensure a highly energy efficient and decarbonised national building stock and in order to facilitate the cost-effective transformation of existing buildings into zero-energy buildings[2]. In line with the REPowerEU plan[3] to phase out EU dependence on fossil fuels imports, the public sector is called to play a key role in reducing its energy consumptions through building renovations. The challenge remains to upscale ambitious energy renovations of public buildings to demonstrate the exemplary role of the public authorities in decarbonising their assets and leading the way towards the European clean energy transition. Hence, facilitation structures (e.g. onestop-shops or similar) are needed at regional and national levels that can support a larger number of public project promoters in designing and delivering ambitious renovation projects in the public sector at scale and capitalising on existing solutions.
