Hello readers! In the 20th of March 2022 edition, our weekly monitor reached 376 new calls recently opened by European Institutions and Agencies. This week new important calls have been issued on the innovation domain. The big call for European capitals of Innovation aims at awarding the most innovative cities across our continent. In 2021 the city of Dortmund won the award. On the same theme, a big call has been issued for attributing prizes for women innovators in Europe in the enterpreneurship and innovation domains. Further awards are available in the Sport field under the Erasmus+ Programme. The Erasmus for Young Entepreneurs is ready to start for this years, calling organisations to implement across Europe mobility projects for new enterpreneurs. New calls for proposals were also issued under Horizon Europe Programme in particular referred to the Europe's Rail System. These calls are intended to fund projects worth EUR390 million.

Develop new knowledge on the conditions and vulnerabilities of irregular migrants in the EU, their access to basic rights and services in the EU, their activities and their impact on the labour market. Enhance EU migration governance by appraising policy responses to irregular migration management and their effect. Propose policy measures to uphold basic rights of irregular migrants and needs of host communities. Provide tools and options for enhancing the protection of irregular working migrants, and identify to what extent sectors of the economy rely on their work.

Eligible Activities

Proposals should analyse the conditions of irregular migrants in the EU Member States and Associated Countries, and, where relevant, of intra EU mobile citizens in informal or exploitative conditions. Attention should be paid to conditions for access to basic services and rights, as well as their activities and participation in (informal) labour markets. In analysing the activities and work of irregular migrants (and where relevant of intra EU mobile citizens), proposals should also analyse the reliance of particular sectors of the economy on this irregular workforce, revealing its causes and consequences. Research should include a focus on gender issues, and may also analyse the consequences of irregularity for family members with different status in households. It should develop comparative analyses across the EU Member States and Associated Countries as regards these conditions and activities. Proposals may also include an analyses of legislative frameworks aimed to protect the rights of irregular migrants and/or sanction exploitative employers, as well as their implementation, e.g. migrants’ access to protection.

Return and readmission of irregular migrants in the EU

Support EU migration governance by assessing barriers and enablers of its return and readmission policy, and notably as regards obstacles to readmission in the countries of origin. Suggest avenues for international cooperation on migration between the EU, its Member States and countries of origin and transit of migrants. Consider alternatives to returning migrants to countries of origin and transit and evaluate human-rights related, political and financial trade-offs of these options. Develop recommendations based on analyses of stakeholders involved and financial and political costs associated to them. Develop innovative methodologies to analyse and evaluate negotiation strategies and positions of international actors on migration

Eligible Activities

Proposals should consider negotiations between the EU and countries of origin and transit, and analyse the barriers and enablers to successful agreements. It may build a typology of reasons that limit the capacity and willingness of origin and transit countries to cooperate and engage in return policies. Proposals may also include considerations of different cooperation outcomes in bilateral relations compared to EU-wide relations on return. In addition, they should also analyse the role played by diaspora groups in shaping the positions of their countries of origin, as well as the role played by the local civil society in this process; primary and participatory research could be relevant in this regard. Proposals may also consider the trade-offs between remittances and readmission that countries of origin face. Proposals should therefore analyse the political construction of discourses on return in non-EU countries, and consider the way these impact on the positions of their governments. These analyses should shed light on the interdependencies between the different policy domains that are increasingly integrated in return and readmission policy, such as, but not limited to, development and trade. To this end, international cooperation is strongly advised, in particular with countries in Africa, and/or Asia, and/or the Middle East.

This action will contribute to addressing serious concerns about the lack of availability of vital devices in the medium to long term by increasing capacity of notified bodies and preparedness of market operators, in particular SMEs, with a particular focus on IVDs..

Eligible Activities

a) Supporting training, coaching and internship activities addressed to medical devices’ notified bodies as well as third-party entities (conformity assessment bodies) on the process to become a notified body for medical devices; b) Capacity building activities such as webinars, workshops, targeted feedback and informative sessions addressed to market operators; c) Appraisal of the certification demand, with the objective to identify the types of devices for which availability of notified bodies is particularly low or lacking; d) Proposing solutions to facilitate matching the demand of market operators with the availability of notified bodies, in particular in the area of IVDs where SMEs are prominent.

Eligible Applicants

Member States’ competent authorities; academia and education establishments, research institutes, hospitals; international organisations and civil society organisations (associations, foundations, NGOs and similar entities) and private entities (including conformity assessment bodies and notified bodies). The consortium must include Notified Bodies with documented evidence on assessment of medical devices The consortium should ensure a balanced geographical coverage of the Union.

The objective of this action is to strengthen the continuous professional development and training through updated or new training courses developed in co-operation with professional associations, education centres and other relevant organisations. This will provide opportunities for up-skilling or re-skilling, taking full advantage of technological developments in line with the EU Pact for Skills (e.g. training will include relevant modules on digital skills)..

Eligible Activities

This action will cover the following activities: a) developing and implementing training modules of continuous professional development for medical professions including nurses and other health workforce by addressing their needs; b) the training courses will include digital skills and other relevant skills needed for surge capacity in crises and for transformation of health systems into new care models providing more integrated health care; c) developing and implementing training modules for non-clinical staff working in health systems to contribute to effective, accessible and resilient health systems with a focus on digital skills for procurement, planning and management; d) micro credentials in the training courses (in line with the forthcoming Commission’s initiative on micro credentials) could be considered.

Eligible Applicants

Academia and educational establishments, European association of healthcare professionals, Trade Unions, civil society organisations (associations, foundations, NGOs and similar entities) and Member States’ authorities Applicants must provide documented evidence on experience in developing training programmes for clinical and non-clinical staff. For this specific topic, applications by a single applicant are also eligible.

Reduced pollution from litter, plastic and microplastic, in the Mediterranean Sea basin in line with the objectives of the EU Zero Pollution Plan and the Convention for the protection of the Mediterranean sea against pollution; Reduce beach litter to less than 20 items per 100 meters of coastline in line with the Marine Strategy Framework Directive (MSFD) requirement; Accelerated uptake of innovative solutions to prevent and minimize litter, plastic and microplastic pollution; Effective monitoring of marine litter quantities, in line with EU methodologies, such as Single Use Plastics Directive and assessment of the impact of implemented measures; Support WFD and MSFD implementation, which provide indicators and mechanism for assessments and measures to achieve Good Environmental Status (GES); Empowered citizens taking action against pollution.

Eligible Activities

Carry out demonstration activities in 3 different countries of the Mediterranean sea basin, involving and including in the consortium partners from these three countries; Identify areas and locations where the solutions are replicable and draw up an action plan and roadmap to replicate and scale up the pollution solutions and actions. To address the impact-driven approach of the Mission and the nature of Innovation Actions, proposals are expected to work with and engage at least 5 ‘associated regions’ to showcase the feasibility, replicability and scale up of the solutions developed within the projects in other areas. ‘Associated regions’ are understood as areas with ecosystems that can benefit from the demonstration activities (e.g. neighbouring regions and/or regions in a different sea basin) and/or less-developed regions, with the need to build capacity to implement the innovative solutions to to prevent, eliminate and remediate pollution to prevent, eliminate and remediate pollution in the associated regions addressing possible barriers and showing the feasibility of implementing innovative solutions.

Eligible Activities

Objective

In line with article 11(4) of the LIFE Regulation (EU) 2021/783, technical assistance projects for capacity building aim at supporting national level public bodies responsible for the implementation of LIFE to improve their Member State’s effective participation in the Programme, and increasing the quality of submitted proposals, through specific needs based activities. Only national level public bodies responsible for implementation of LIFE in an eligible Member State in the European Union may apply for capacity-building projects. Consortiums may include additional entities provided that their participation is justified by the project objectives and their role is clearly defined. In principle, the project should be coordinated by public bodies responsible for implementation of LIFE. The actions included in proposals for capacity-building projects must take place primarily within the territory of the Member State of the main applicant.

Eligible Activities

targeted and tailor-made communication campaigns on the LIFE Programme addressed, among others, to public national and local authorities responsible for the implementation of environmental and climate action policies and plans at all levels and across the entire national territory; Tailormade workshops on writing solid proposals; actions supporting replication/ transfer of LIFE projects results; helping applicants to build (transnational) consortia; trainings on the use and monitoring of key performance indicators, etc.; Screening of national environmental and climate actions priorities to support, through LIFE projects, the development, implementation, monitoring and enforcement of relevant Union legislations, Actions aimed at increasing the participation of those types of applicants that struggle to access LIFE funding in a given Member State; Actions aimed at increasing the use of certain types of LIFE projects. ;  Procurement of external experts to address ad-hoc gaps, to provide advice and to support in the preparation of a proposal;  Gap analysis and assessment of policy uptake of LIFE project results.

Objective

EBSI is already developing 7 use cases in cooperation with Member States and other Commission Services where significant resources have been invested and will need continued support until deployment for business continuity reasons. EBSI will support these cross border services and applications leveraging the EBP priorities. It will reinforce the catalytic role of EBSI for providing better services to citizens and opportunities for businesses. The objective is to support through grants actions that reinforce the EBSI infrastructure and the EBP use cases. This will engage a large range of European actors in actions related to EBSI and EBP priorities.

Eligible Activities

This part concern all the EBSI actions for 2021-22, that are implemented through call for proposals. It will support the roll out of the EBSI by contributing to the deployment of nodes in all Member States enhancing the performance and robustness of EBSI, and to the implementation of local support services (help desk, information and training activities for local authorities, citizens etc.). It will support as well as the deployment of the crossborder use cases already selected by EBP. 2 types of proposals are foreseen to be funded (depending on the use case covered): i. Objective

The project will support closer collaboration in the digital education sector in Europe amongst European EdTech start-ups/SMEs and other relevant stakeholders and across Europe. It will foster the exchange of good practices at pan-European level, aiming at increased capacities of the national education systems and at distance, innovative, effective and inclusive learning. It will also foster increased opportunities for the European EdTech industry, while promoting European ethical values regarding the use of educational technologies and data shared in Europe. It will contribute to increasing synergies and complementarity between initiatives in digital education, in particular in view of the Erasmus programme and Horizon Europe. It will also help the education sector to be better prepared for possible future crisis such as additional lock-downs to due to the Covid-19 pandemic. Objective: This action will support the digital transformation of the education sector at European level by boosting innovation in education in Europe by supporting EdTech startups and SMEs to accelerate their disruptive EdTech solutions. The project will support the strategic priority of the Digital Education Action Plan 2021-2027 and in full synergy with, and complementarity to, the objective of setting up a European Digital Education Hub and in line with the European Education Area framework.

Eligible Activities

Host a pan-European network to promote European excellence in educational innovation by bringing together European EdTech start-ups/SMEs, with other relevant actors such as technology providers, industry associations and investors, policy makers and ministries, schools, teachers, universities, research organisations, experts and NGOs, and linking this network to other existing pan-European networks/fora. Support cooperation between EdTech start-ups/SMEs and other stakeholders of a maximum number of Member States and Associated countries to exchange best practises, analyse successful applications of digital technologies and potential market uptake, explore lessons learned during and after the Covid-19 crisis. This should be done in close cooperation with the development of the European Education Area. Support EdTech companies with business and educational mentoring and training services and by gaining insights and understanding market trends and needs by collecting comprehensive and high-value up-to-date data to better understand the EdTech start-ups/SMEs landscape in Europe. Develop guidelines aiming at fostering a wider European EdTech industry for the development of digital education content, solutions and tools, in light of technological needs (connectivity, platforms, interoperability, standardisation, security and privacy issues, use of emerging technologies such as AI or data) as well as pedagogical, societal and ethical aspects, based on relevant scientific evidence and in consultation with European Education area stakeholders. Propose a roadmap towards a European EdTech ecosystem promoting European excellence in educational innovation, including how local, regional, national and European efforts can be combined.

Objective

To enhance entrepreneurship, develop the international outlook and competitiveness of European SMEs and foster potential start-up entrepreneurs and newly-established micro and small enterprises in the Participating Countries.The purpose of this call for proposals is to select Intermediary Organisations (IOs) to implement the Erasmus for Young Entrepreneurs programme at local level. They will, in particular, recruit the entrepreneurs and assist them to benefit from the programme. This call for proposals will therefore support actions of organisations enhancing and facilitating the exchanges of new with host entrepreneurs. 1. To provide on-the-job-training for new entrepreneurs with established host entrepreneurs in small and medium-sized enterprises abroad in the SMP Participating Countries in order to facilitate a successful start-up, and development of their business ideas; 2. To foster sharing of experience and information between entrepreneurs on the obstacles and challenges of starting up and developing their businesses; 3. To enhance market access and identification of potential partners for new and established entrepreneurs in other EU and SMP Participating Countries; also new entrepreneurs with EU citizenship have the possibility to go on an exchange with host entrepreneurs in the EYE global destinations; 4. To support networking between entrepreneurs from different SMP Participating Countries by building on knowledge and experience. 5. To foster matching of entrepreneurs from “underrepresented” countries.

Small-scale Partnerships are designed to widen access to the programme to small-scale actors and individuals who are hard to reach in the fields of school education, adult education, vocational education and training, youth and sport. With lower grant amounts awarded to organisations, shorter duration and simpler administrative requirements compared to the Cooperation Partnerships, this action aims at reaching out to grassroots organisations, less experienced organisations and newcomers to the Programme, reducing entry barriers to the programme for organisations with smaller organisational capacity. This action will also support flexible formats – mixing activities with transnational and national character although with a European dimension – allowing organisations to have more means to reach out to people with fewer opportunities. Small-scale Partnerships can also contribute to the creation and development of transnational networks and to fostering synergies with, and between, local, regional, national and international policies.

* Attract and widen access for newcomers, less experienced organisations and small-scale actors to the programme. These partnerships should act as a first step for organisations into cooperation at European level. * Support the inclusion of target groups with fewer opportunities * Support active European citizenship and bring the European dimension to the local level

to promote cross-sectoral activities that aim at adjusting to the structural and technological changes faced by the media, including enhancing a free, diverse, and pluralistic media environment, quality journalism and media, literacy including in the digital environment.

Eligible Activities

Support is foreseen for collaborative projects in and between any news media (sub)sector and/or genre that aim to enhance cooperation and instil systemic change across the wider news media ecosystem. The proposed activities should be clearly justified and based on the needs of the chosen (sub)sector(s). The proposed partnerships are encouraged to involve organisations from countries/regions with different and diverse media capabilities. Proposals should cover one or more of the following priorities: Collaborative business transformation, and/or Collaborative journalistic projects. Overlapping activities combining both priorities may be included. Proposals should involve as many news media as possible, to benefit the wider European news media community.

Objective

The global objective of this call for proposals is the conduct of transparent, credible, inclusive and peaceful elections in Ghana. The specific objective of this call for proposals is advocating for the implementation of the 2020 European Union Election Observation mission recommendations to contribute to transparent, credible, inclusive and peaceful elections in Ghana.

Eligible Activities

Identification and involvement of relevant and strategic stakeholders in an inclusive process for advocating and tracking of the implementation of the EU Election Observation Mission (EU EOM) recommendations for the 2020 general elections listed in the guidelines;  Advocacy campaigns, networking and coalition building among electoral reform minded persons for the implementation of the EU EOM recommendations;  Identification of strategic and targeted messages for the creation of public awareness and demand for the implementation of the listed EU EOM recommendations.  The education of Ghanaians across the country and their mobilisation to demand the implementation of the priorities of the call for proposals to consolidate Ghana’s democracy.

be a legal person and  be non-profit-making and  be a civil society organization,  be established in a Member State of the European Union or in Ghana

Objective

The global objective of this call for proposals is: To improve access to socio-economic development and employment opportunities, services and facilities in communities vulnerable to cannabis cultivation and trafficking. The specific objective(s) of this call for proposals is/are: • To support the implementation of economically viable alternatives to cannabis cultivation, with a focus on young men and women. • To support selected municipalities to deliver public services and increase public awareness against cannabis cultivation and trafficking, with particular attention to vulnerable groups.

Eligible Activities

Support capacity-building activities for public authorities, local civil society organisations, and business associations. Public investments, including revitalization of municipality properties/ infrastructures for the benefit of the citizens. Support models and innovation practices on economic empowerment of women as a measure to preventing violence against women and with a special attention to vulnerable women and women in rural areas. Support social enterprises initiatives undertaken by women, young people or other groups Support youth initiatives through youth centres, community centres or other innovation ideas that promote resilience and prevention of young people toward drugs and cannabis cultivation. Design and implement communication plans and utilize media attention, improving the performance of the responsible municipalities' communication offices.
