Our mission is to support transparent knowledge and easy access to all of the opportunities offered by EU Programmes. We think that giving fresh information on such themes is a valid lever for boosting European Union integration.

Our support is intended to: • offer technical information on how to access to and manage EU grants and projects; • make people find new transnational partnerships throughout Europe; • stimulate public debate on how to access to EU funds. Our ambition is to serve as a technical resource center. We want to serve primarily those that usually work on writing applications and

managing projects through European funding. Call them “Euro-drafters” or “Euro-experts”: in any case, their activity demands high specialization and a constant updating on European policies, programs and public calls. Our service is intended for them but also for any private, public and not-for-profit organization interested to European programmes and funds.

Hello readers! In the 13th of November 2022 edition, we commented various EU calls published during the current week. SMEs are invited to experiments on intelligent IoT environments under the new IntellIOT European Call. A new call is aimed at funding Information Measures for the Common Agricultural Policy (IMCAP). Enhancing synergies between the EIC and Startup Europe

Objective

To support scaling up of companies in Europe, the EIC is seeking to build synergies with the wider European startup ecosystem via a second wave of actions under the Commission’s Startup Europe initiative. The actions will act as a catalyst to fulfil the potential of European startups, in delivering market-ready applications and technology solutions that can contribute to the competitiveness and strategic autonomy of EU industry in key technology areas and value chains.

Eligible Activities

Actions will reinforce the activities of the European Innovation Council by targeting digital and deep tech startups that have received support from EIC to support their scale up in Europe. The actions can support also deep tech startups not yet been supported by the EIC, including startups that have already received private investment or EU funding (e.g. under Horizon Europe or the Digital Europe Programme), and raise their awareness of the opportunities on offer from the EIC. It is foreseen that the targeted startup communities will contribute to development of applications that foster climate-neutrality, digital and circular economy, clean industry and user-centric technology development, while also encouraging inclusiveness, and incorporating European social and ethical values. Connecting local digital and deep tech startup ecosystems and supporting crossborder acceleration activities for startups. Among the startups ecosystems to be connected, specific attention will be given to including of ecosystems in Widening countries. Actions should also ensure the integration of startups with the Digital Europe Programme (for example from European Digital Innovation Hubs), the non-EIC parts of Horizon Europe (for example leveraging the Innovation Radar intelligence) and national programmes targeting startups.

The ERC Starting Grants are designed to support excellent Principal Investigators at the career stage at which they are starting their own independent research team or programme. Principal Investigators must demonstrate the ground-breaking nature, ambition and feasibility of their scientific proposal.

Eligible Activities

Starting Grants may be awarded up to a maximum of EUR 1 500 000 for a period of 5 years. Additional funding up to EUR 1 000 000 can be requested in the proposal to cover the following eligible costs when these are necessary to carry out the proposed work: (a) "start-up" costs for Principal Investigators moving to the EU or an Associated Country from elsewhere as a consequence of receiving the ERC grant, and/or (b) the purchase of major equipment, and/or (c) access to large facilities, and/or (d) other major experimental and field work costs, excluding personnel costs.

Eligible Applicants

The ERC actions are open to researchers of any nationality who intend to conduct their research activity in any EU Member State or Associated Country. Principal Investigators may be of any age and nationality and may reside in any country in the world at the time of the application. Eligible Host Institution: The Host Institution (Applicant Legal Entity) must engage and host the Principal Investigator for at least the duration of the project, as defined in the grant agreement.

For this 2nd Open Call, we are looking for manufacturing SMEs and mid-caps interested in addressing the development and implementation of technology and systems applicable to digital twins. Up to 30 manufacturing SMEs and midcaps will be selected to receive a detailed analysis of their situation and 3 different “recipes” from a certified Digital Innovation Hub which they choose to work with, containing the list of different technologies fitting the use case and details of an integrator willing to implement them. Up to 30 beneficiaries will receive up to 10 000 EUR as a lump sum.

The objective of the KYKLOS4.0 – Open Call #2 is to accelerate innovation in the digital manufacturing domain by facilitating the implementation of projects led by SMEs and with the participation of an industrial partner. The objective of the open call is fund the development of innovative solutions to improve digital manufacturing processes. Applicants will be required to select, integrate and validate one or more of KYKLOS 4.0 services and respective technological components as part of their experiments.

Eligible Activities

KYKLOS 4.0 - Open Call #2 invites proposals for the development of an innovative solution(s) for a manufacturing scenario in which they will have to carry out a pilot experiment in a manufacturing environment. The defined scenario must be addressed by developing a solution that adopts one or more services selected from the KYKLOS 4.0 platform, which should be integrated and validated as part of the defined experiment. Proposed solutions should demonstrate a high innovation potential and be ready to explore commercialisation opportunities by the end of the experiment period. The Open Call #2 will have a single phase where a minimum of 14 proposals will be selected. The maximum amount of funding per awarded consortia of 2-3 entities (a consortium must be led by an SME) is €150.000 (maximum of €60.000 per third party, with other specific rules applying for each type of entity).

Enable the creation of a European community of academic and research champions in institutional transformation towards inclusive gender equality. Strengthening of the inclusiveness and connectivity objectives under the new European Research Area. Award and certification schemes implemented in different countries, in the EU and beyond, have been shown to be useful tools for advancing gender equality in academic, research and innovation organisations, with some awarding schemes effectively being used as drivers for competition in attracting students and researchers and/or as prerequisite for having access to funding.

The Prize will be awarded to up to four academic or research organisations, and contestants can apply to one among the following three prize categories: Sustainable Gender Equality Champions: Organisations that can demonstrate a significant and sustained record of activity and a high level of achievement through the implementation of their GEP; Newcomer Gender Equality Champions: Organisations that have recently started implementing a GEP and can demonstrate the most progress in its implementation and achieved results; Inclusive Gender Equality Champions: Organisations that have developed the most innovative inclusive GEP addressing intersections with other social categories such as ethnicity, social origin, sexual orientation and gender identity (LGBTI+) or disability.

Set-up the Initial Network of European Digital Innovation Hubs (EDIH) from all designated candidate entities resulting from the Expression of Interest. Upgrade these entities to provide the complete set of services of an EDIH, including the necessary infrastructure, in a specific geographical area, covering the needs of the local SMEs, small midcaps and/or public sector organisations with respect to their digital transformation. Network these EDIHs with each other and with other projects selected in Digital Europe Programme developing capacities in High Performance Computing, Artificial Intelligence, Cybersecurity, Advanced Digital Skills and accelerating the best use of these technologies.

Eligible Activities

Each EDIH will provide services based on a specific focus/expertise, which will support the local private and public sector with their digital and green transformation. The specialisation can be strengthened over time, and should make use of existing local competencies in this area. The services will be provided on an open, transparent and non-discriminatory basis and will be targeted mainly to (1) SMEs and small-midcaps and/ or (2) public sector organisations conducting non-economic activities. Each EDIH will act as an access point to the European network of EDIHs, helping local companies and/or public actors to get support from other EDIHs in case the needed competences fall outside their competence, ensuring that every stakeholder gets the needed support wherever it is available in Europe. Reversely, each EDIH will support the companies and public actors from other regions and countries presented by other EDIHs that need their expertise.

Eligible Activities

Build the next level of perception, visualisation, interaction and collaboration between humans and AI systems working together as partners to achieve common goals, sharing mutual understanding and learning of each other’s abilities and respective roles. Innovative and promising approaches are encouraged, including human-in the loop approaches for truly mixed human-AI initiatives combining the best of human and machine knowledge and capabilities, tacit knowledge extraction (to design the next generation AI-driven co-creation and collaboration tools embodied e.g. in industrial/ working spaces environments). Each proposal will focus on one of the two following research objectives, and clearly identify it: Reach truly mixed human-AI initiatives for human empowerment. The approaches should combine the best of human and machine knowledge and capabilities including shared and sliding autonomy in interaction, addressing reactivity, and fluidity of interaction and making systems transparent, fair and intuitive to use, which will play a key role in acceptance. The systems should adapt to the user rather than the opposite, based on analysis, understanding and anticipation about human behaviour and expectations. Trustworthy hybrid decision-support, including approaches for mixed and sliding decisionmaking, for context interpretation, for dealing with uncertainty, transparent anticipation, reliability, human-centric planning and decision-making, interdependencies, and augmented decision-making. Transparency, fairness, technical accuracy and robustness will be the key, together with validation strategies assessing also the quality of the decision of the AI supported socio-technical system.

Objective

Europe needs to strengthen its position as provider of products and services based on data, enabling new market opportunities. The EU is promoting the use and uptake of Copernicus, a leading European data provider, as a driver of innovation for the European Data Economy. Actions under this Topic will contribute to increase the integration and uptake of Copernicus into the economy, and/or to solve societal challenges. The integration of Copernicus data assets with data contributed by other vertical domains into sizeable and scalable applications enabled by modern ICT technologies will greatly enhance Copernicus downstream market. Likewise, many vertical domains (such as, for example, agriculture, food security, health, energy, natural resources, environmental monitoring, insurances, tourism, security etc…) will benefit from the use of Copernicus.

Eligible Activities

Actions under this Topic will bring to market new or improved applications, products and services by exploiting Copernicus data assets and services products. To achieve the objectives described above, the project are required to adopt state-of-the-art ICT technologies (such as, for example, Big Data and AI technologies in their wider declinations), and make use of existing European data infrastructures, such as Copernicus DIAS platforms, European open data portals, and industrial data platforms. The technical solutions to be adopted should be user-friendly and work at the scale of the large quantities of data involved. They should be adopted to contribute to the digitization challenges of the European industry by opening up innovative business avenuesopportunities and to support societal challenges.

Objective

Projects are expected to contribute to the following outcomes: Stimulate the public sector in Europe to use space downstream products, involving SMEs and midcaps; support to public stakeholders through specific funding tools, to develop, via pre-commercial procurement (PCP) innovative EGNSS and/or Copernicus based solutions; encourage the public sector to be the “first customer” for innovative space based applications and contribute to speeding up the modernisation of the public sector; enable public procurers to collectively implement PCPs to close the gap between supply and demand for innovative solutions that require e.g. precise location (from EGNOS/Galileo), spatial data and earth monitoring capabilities (from Copernicus); bring radical improvements to the quality and efficiency of public services by encouraging the development,validation and certification (when applicable) of breakthrough space-based solutions; prepare Galileo and/or Copernicus-based solutions for an integrated approach to support national public authorities to concretely uptake Galileo and/or Copernicus products and use them within their mandate and regulatory tasks and specifically helping them integrating Galileo and/or Copernicus in their regulatory systems, operational procedures and decision-making; decrease of the prices of EGNSS and Copernicus based products/services.

Eligible Activities

Promising areas of activities are the following, however, the choice of market segment and application is left to the proposer: EGNSS and/or Copernicus for mobility as a service, cooperative ITS, public transport, smart cities and air quality monitoring and forecasting, including support to new green policies; Integration of EGNSS into U-Space concept for drones, Monitoring of infrastructure with EGNSS and/or Copernicus (rail, road, critical infrastructure); Copernicus and/or EGNSS for crisis emergency management, including related to extreme events (i.e. storm surges, coastal floods, earthquakes, volcanic eruptions, space weather); Copernicus and/or EGNSS for civil security applications and border management; Copernicus and/or EGNSS for sustainable development, climate change adaptation, mitigation and resilience services.

Developing support mechanisms for energy communities

EUROPEAN CLIMATE, INFRASTRUCTURE AND ENVIRONMENT EXECUTIVE AGENCY (CINEA)

Objective

This topic aims to support actions that foster the collaboration between local and regional authorities and energy communities and/or actions that develop integrated services to facilitate the emergence and growth of community energy projects. Energy communities can help citizens and local authorities invest in renewables and energy efficiency. Community-owned projects can allow citizens to finance sustainable energy investments that deliver local economic benefits, social cohesion, and other priorities such as improving the energy efficiency of housing or reducing energy poverty. The participation of citizens in renewable energy projects may also facilitate social acceptance at the local level. The role of energy communities in the EU energy systems is expected as well to grow in line with the REPowerEU plan to phase out EU dependence on fossil fuels imports.

Eligible Activities

Proposals are expected to address one of the two scopes below. The scope addressed should be clearly specified in the proposal's introduction. Scope A - Local authorities collaborating with citizen-led-initiatives Under this scope, proposals should foster the collaboration between local and regional authorities (including energy agencies) and energy communities. This could be done in many ways, but all proposals should include at least three of the actions below: Participation in and/or set up of municipal energy initiatives and energy communities. Support to the emergence of citizen energy initiatives that empower local actors to collectively address energy transition targets through use of public resources, funds and capacity. Creation of a supportive local policy framework for the development of community energy projects and facilitation of a dialogue among different actors involved in community projects. Training and capacity building on community energy development (for local and regional authority officials, local communities and other relevant local actors) and promotion of citizen participation in energy communities. Scope B - Developing integrated services to support community energy Under this scope, proposals should support actions that improve market conditions and develop integrated services aimed at reducing complexity, simplifying decision making and stimulating the creation of community energy projects. These services may be implemented by public or private actors in close coordination with local and/or regional authorities in targeted territories. The integrated services designed should lead to local community energy investment pipelines.

− Provide matchmaking and facilitation services. The matchmaking between SE and regular businesses mostly occurs on local or regional level. Fostering a high degree of market knowledge, trends and the functioning of intermediary market is therefore essential in the partnerships. − Dialogues between local mainstream businesses and SE entities to promote B2B cooperation. − Awareness raising towards mainstream business about the SE added value (e.g., events, showcases, networking, communication, PR support). − Setup sector or activity specific events to pitch SE offer and exchange business needs (e.g., retail, agri-food packaging, catering, pharma, construction, cleaning, landscaping, maintenance, manufacturing). − Support in obtaining various types of certifications and standards necessary to engage as supplier as well as various forms of verification services (e.g., reliability, governance, products requirement). − Capacity building and advisory (such as improving processes, product and service offer, financial and legal advice, communicating and branding, IT and digitalisation). − Coaching and mentoring recruitment services, up-skilling, and reskilling of employees. − Collaboration and experience sharing between more advanced and less advanced members of a consortium (e.g., transfer of knowledge from more experienced local communities, regions or countries to less experienced local communities, regions or countries).

Eligible Applicants

Proposals must be submitted by a consortium of applicants (beneficiaries, not affiliated entities), which complies with the following conditions: − Minimum 5 and maximum 10 participants (beneficiaries, not affiliated entities) from at last 3 different eligible countries, out of which: Minimum 1 social economy organisation per eligible country (the eligibility of an organisation applying as social economy organisation must be verifiable by declaration on their social economy status with description of SE activities o Minimum 1 social economy network, association, sector federation or support organisation working on EU level.

Objective

Eligible Activities

EU-wide networks are expected to actively contribute to the annual reflections on the implementation of the European Education Area, in particular by engaging their members in preparing, participating and implementing activities that can feed into such reflections. This includes implementing events and conferences where EU work towards building the European Education Area will be the focus.

Objective

The Films on the Move action shall encourage and support the wider distribution of recent non-national European films by encouraging sales agents and theatrical distributors in particular to invest in promotion and adequate distribution of non- national European films.

Eligible Activities

Development of pan-European theatrical and/or online distribution strategies for non-national European films. Increased investment in theatrical and/or online promotion and distribution of nonnational European films in view of expanding audience reach. Develop links between the production and distribution sector thus improving the competitive position of non-national European films on a global market Description of the activities to be funded under the call for proposals: The activities to be funded are campaigns for the pan-European theatrical and/ or online distribution of eligible European films, coordinated by the sales agent of the film. Applications should present adequate strategies to ensure more sustainable and more environmentally-respectful industry and to ensure gender balance, inclusion, diversity and representativeness.
