The smart tool for EU proposal drafters and grant writers CallforEurope is a consultancy that provides for professional information and assistance on European Policies, Programmes and Public Calls. Our mission is to support transparent knowledge and easy access to all of the opportunities offered by EU Programmes. We think that giving fresh information on such themes is a valid lever for boosting European Union integration.
Our support is intended to: • offer technical information on how to access to and manage EU grants and projects; • make people find new transnational partnerships throughout Europe; • stimulate public debate on how to access to EU funds. Our ambition is to serve as a technical resource center. We want to serve primarily those that usually work on writing applications and
managing projects through European funding. INSTRUCTIONS FOR CONSULTATION ON SINGLE SYNOPSES
Programme
Public programmes that fund the specific call for proposals, according to specific policy objectives, and accompanied by specific working plans, financial regulations, etc.
Administration
Administrations, Institutions and/or Agencies, committed to the implementation of the programmes and funding of coherent initiatives and projects according to the single ongoing call for projects.
Objective
Public calls for projects generally include the general and specific objectives to be achieved by the funded initiatives. Objectives are coherent with the general ones defined by the funding programmes.
Eligible Activities
Projects are expected to be implemented through types of activities identified as eligible to public funding. In many cases, calls also list activitities and connected costs not eligible to public funding from a specific European programme.

This partnership will contribute to the objectives and targets of the EU biodiversity strategy for 2030 under the overarching objective that, by 2030, biodiversity in Europe is back on the path to recovery. A successful proposal will contribute to the EU Green Deal priorities, the Birds and Habitats Directives, and to EU climate and agricultural policies. It will help connect biodiversity research across Europe, supporting and raising the ambition of national, EU and international environmental policies and conventions.
Eligible Activities
The European partnership on biodiversity ‘Rescuing biodiversity to safeguard life on Earth’ is one of the actions included in the EU biodiversity strategy for 2030. It should coordinate research programmes between EU and its Member States and associated countries and trigger combined action. For the first time, it should mobilise environmental authorities as key partners in carrying out biodiversity research and innovation, along with ministries of research, funding agencies, and environmental protection agencies. The partnership’s co-created strategic research and innovation agenda for seven years should include calls for research projects, biodiversity- and ecosystems monitoring and science-based policy advisory activities. The composition of the partnership should include at least a geographically representative distribution of national and regional research and innovation authorities and funding agencies, environmental authorities, and environmental agencies from EU Member States, associated countries and their regions. The number of partners and their contribution should be sufficient to attain a critical mass in the field. Partners are expected to provide financial and/or in-kind contribution, in line with the level of ambition of the proposed measures.

Projects should contribute to all of the following expected outcomes: Support research and policy action to address low-achievement in basic skills as well as in digital skills, prevent school dropout, thereby increasing social upward mobility in Europe.Examine the quality of learning outcomes for primary and secondary school pupils and their determinants, including the influence of high quality early childhood education and care (ECEC). Analyse and recommend possible policy approaches to address underachievement, evaluate successful and less successful policies and practices based on scientific research and evidence, as well as mobilise stakeholders to design innovative policy solutions, which can be scalable and replicable by other projects and stakeholders. Understand, explain and tackle better the challenge of underachievement in relation to school dropout mentioned above, i.e. in the context of early tracking policies, while focusing in particular on students belonging to vulnerable populations most affected by dropout (socio-economically disadvantaged groups, Roma, migrants, refugees, etc.). Explore good practices in school guidance, orientation and tutorial actions in current educational contexts, addressing low-achievement in basic skills as well as tackling early school leaving, in order to support educational stakeholders and foster school inclusiveness.
Eligible Activities
Proposals should concentrate on the institutional, socio-economic, cognitive, cultural, linguistic gender, psycho-emotional and well-being determinants, as well as the root causes of underachievement and school dropout at primary, secondary and postsecondary levels of education. They should adopt a general life-long learning (LLL) approach, in which the development of the key competence of learning to learn is crucial. Proposals should take into account inequalities and the educational actions to overcome them. In addition, the action should examine the causes of underachievement related with the availability and quality of early childhood education and care (ECEC). This should enable the formulation of novel policy measures and targeted actions aimed at reducing the compounded impact of underachievement and school dropout on socio-economic fairness and inter-generational mobility in Europe. The action could also consider experimental research in order to better test the tools, the methods and the organisation of education by involving social and civil society actors, as well as relevant stakeholders.

Share evidence and good practice on equipping teachers, trainers, educational leaders and learners with the skills necessary for the use of technology in creative, critical, competent and inclusive ways Analyse the needs for adequate teacher training in relation with new educational technologies.
Eligible Activities
Proposals should support the purposeful and pedagogical use of emerging technologies, including applications of artificial intelligence (AI), virtual reality (VR), augmented reality (AR) and robotics in education and training, in order to foster 21st century skills such as communication, collaboration, digital literacy, critical as well as design thinking and creativity. This in turn should allow for more personalized and flexible ways of learning, including online and blended delivery. Proposals should also examine the link with big data, learning analytics and artificial intelligence, to efficiently support distance learning. Research should focus on how different learners experience and benefit, or are excluded from, digitally enhanced learning (e.g. male and female students, students of a migrant background, students with disabilities, and/or learning difficulties, gifted and talented students, urban and rural populations, young and adult learners, etc.).

to enhance the capacities of European cultural and creative sectors to face common challenges and nurture talents, innovate, prosper and generate jobs and growth. This action will support projects implemented by highly representative, multi-country, membership-based networks of European cultural organisations, which cover a wide range of Creative Europe participating countries. Networks must have a shared mission, governance rules, and members' rights and obligations, as formally specified (in "statutes" or equivalent) and agreed upon by its members. Networks should be composed of a coordinating entity and its members. In addition, proposals should tackle one or several of the following specific call priorities: - increase cultural access to and participation in culture as well as audience engagement and development - build the capacity to be active at international level in Europe and beyond - contribute to the European Green Deal - help the European cultural and creative sectors to fully take advantage of new technologies to enhance their competiveness

Journalism Partnerships shall encourage systemic cooperation between professional news media organisations to improve the viability and competitiveness of professionally produced journalism by supporting the testing of innovative business models and sharing of best practices among peers as well as by supporting innovative journalistic collaborations, standards and formats.
Eligible Activities
The support is foreseen for collaborative projects in and between any news media (sub) sector and/or genre that aim to enhance cooperation and instil systemic change across the wider news media ecosystem. The proposed activities should be clearly justified and based on the needs of the chosen (sub)sector(s). The proposed partnerships are encouraged to involve organisations from countries/regions with different and diverse media capabilities. The activities should aim to serve the wider ecosystem across Europe, including small media. Sharing of best practices between operators in media markets with different and diverse characteristics (in terms of languages, production volumes, sizes, digitalisation levels etc.) is encouraged, to promote mutual learning. All Partnerships will operate with full editorial independence. They will need to respect professional, widely accepted editorial standards. The chosen standards should be indicated in the proposal and confirmed with a Declaration on Standards & Independence.

Objective
To facilitate effective and non-discriminatory access to justice for all, and effective redress, including by electronic means (e-justice), by promoting efficient civil, and criminal procedures, by promoting and supporting the rights of all victims of crime as well as the procedural rights of suspects and accused persons in criminal proceedings. Specific objectives: (a) to contribute to the effective and coherent application of EU criminal law in the area of the rights of persons suspected or accused of crime (procedural rights priority); (b) to contribute to the effective and coherent application of EU law in the area of the rights of victims of crime in line with the EU Strategy on victims’ rights (2020-2025) (victims’ rights priority).
Eligible Activities
- mutual learning, exchange of good practices, development of working methods which may be transferable to other participating countries; - exchange and provision of information and development of information tools; - capacity building for professionals; - facilitating cooperation between competent authorities (including where relevant national experts or agencies dealing with the aspects covered by this call) and/or legal practitioners and/or service providers (including multi-disciplinary networks at EU or international, national, regional or local levels); - communication activities including dissemination of information about rights and activities raising awareness of the existing rules on rights at EU and national levels, relevant to the priorities of the call; - training activities, as long as they are of ancillary nature and not the main purpose of the project; - analytical activities, such as data collection and creation of data bases, surveys, research etc.
Eligible Applicants
be legal entities (public or private bodies), be established in one of the eligible countries, i.e.: EU Member State (including overseas countries and territories (OCTs), excluding Denmark); non-EU countries: countries associated to the Justice Programme (associated countries) or countries which are in ongoing negotiations for an association. Min. number of applicants is 2. Compulsory consortium with minimum 2 entities from different eligible countries. The consortium must include at least one public body, private non-profit organisation or international organisation as beneficiary (not as affiliated entity).

Objective
La(s) prioridad(es) de la presente convocatoria de propuestas es/son: 1. Fomentar el diálogo y la colaboración para ayudar a vincular mejor a los beneficiarios de la protección social (especialmente los más vulnerables y discriminados: indígenas, personas con discapacidad, población de quintiles más pobres, mujeres rurales, personas LGTBI, etc.) con la programación de los servicios básicos de los actores gubernamentales y no gubernamentales, en articulación con otros sectores pertinentes (empleo, educación, salud, trabajo social, nutrición, seguridad alimentaria, servicios agrícolas, medio ambiente, resiliencia al cambio climático). 2. Articular una amplia plataforma nacional de organizaciones de la sociedad civil abierta a todos los actores, incluyendo a representantes del sector privado, con el objetivo de mejorar la calidad de la implementación del sistema de protección social de Paraguay y apoyar la concertación nacional. 3. Reforzar la información, transparencia y la rendición de cuentas del sector, así como la auditoría social de los ciudadanos en la definición e implementación del SPS. 4. Fortalecer las capacidades de las organizaciones de la sociedad civil activas en el sector para mejorar su impacto positivo en el SPS.
Eligible Activities
Creación, mantenimiento y articulación de una plataforma común nacional de organizaciones de la sociedad civil, abierta a todos los actores, incluyendo a representantes del sector privado, con el objetivo de mejorar la calidad de la educación de la educación en Paraguay. Articular a través de esta plataforma un diálogo permanente sobre políticas de protección social, en primer lugar, con las autoridades públicas del sector, en particular a través de un trabajo conjunto con la UTGS. Promoción de la implicación de los ciudadanos, incluyendo los representantes de la sociedad civil y del sector privado, y establecimiento de mecanismos permanentes de consulta ciudadana y de diálogo multi-actor en la definición y gestión de las políticas públicas de protección social

ser una persona jurídica; no tener ánimo de lucro; ser una Organización de la Sociedad Civil (OSC) constituida conforme a la legislación en vigor en Paraguay
