The smart tool for EU proposal drafters and grant writers CallforEurope is a consultancy that provides for professional information and assistance on European Policies, Programmes and Public Calls. Our mission is to support transparent knowledge and easy access to all of the opportunities offered by EU Programmes. We think that giving fresh information on such themes is a valid lever for boosting European Union integration.

Our support is intended to: • offer technical information on how to access to and manage EU grants and projects; • make people find new transnational partnerships throughout Europe; • stimulate public debate on how to access to EU funds. Our ambition is to serve as a technical resource center. We want to serve primarily those that usually work on writing applications and

managing projects through European funding. Call them “Euro-drafters” or “Euro-experts”: in any case, their activity demands high specialization and a constant updating on European policies, programs and public calls. Our service is intended for them but also for any private, public and not-for-profit organization interested to European programmes and funds.

Hello readers! In the 28th November 2021 edition, our weekly monitor reached 368 new calls recently opened by European Institutions and Agencies. This week we monitored more than 30 new calls recently issued under the Erasmus+ Programme. These calls are aimed at supporting projects across Europe and abroad in the field of Youth, Adult Education, Sport, VET and Higher Education. Erasmus+ funding calls are managed either by the Executive Agency EACEA or by National Agencies in each EU Member State. A lot of other calls has been recently issued under Horizon Europe Programme. We included all of them in our general list, promising to examine in our Synopses in the next weeks.

INSTRUCTIONS FOR CONSULTATION ON SINGLE SYNOPSES

Programme

Public programmes that fund the specific call for proposals, according to specific policy objectives, and accompanied by specific working plans, financial regulations, etc.

Administration

Administrations, Institutions and/or Agencies, committed to the implementation of the programmes and funding of coherent initiatives and projects according to the single ongoing call for projects.

Objective

Public calls for projects generally include the general and specific objectives to be achieved by the funded initiatives. Objectives are coherent with the general ones defined by the funding programmes.

Eligible Activities

Projects are expected to be implemented through types of activities identified as eligible to public funding. In many cases, calls also list activitities and connected costs not eligible to public funding from a specific European programme.

Eligible Applicants

Entities eligible to apply for funding can be physical or legal persons. Legal persons can include public and/or private entities. In many cases, calls require applicants to form partnerships or legal consortia, with specific conditions for lead applicans, applicants and associate entities.

IntellioT - First Open Call

Objective

IntellIoT, a pan-European research and innovation project funded by the European Union as part of the Horizon 2020 programme ICT-56-2020 “Next Generation Internet of Things”, is organizing two Open Calls with the aim to involve startups and SMEs to build applications, services and extensions on the IntellIoT technical framework within special 6-month pilots (for each open call) that will be aligned with IntellIoT’s 3 use cases. The overarching objective of IntellIoT is to develop a reference architecture and framework to enable IoT environments for (semi-)autonomous IoT applications endowed with intelligence that evolves with the human-in-the-loop based on an efficient and reliable IoT/ edge- (computation) and network- (communication) framework that dynamically adapts to changes in the environment and with built-in and assured security, privacy and trust. This reference architecture and framework will be applied in the heterogeneous use cases encompassed in the project, covering agriculture, healthcare and manufacturing smart environments.

Eligible Activities

With the Open Calls, IntellIoT aims to widen the range of new and innovative IoT applications and devices within the framework and specific IoT environments of the use cases. To assure a consistent development of sustainable solutions throughout the use case implementations and upcoming activities, clear integration points with the IntellIoT framework need to be described in the Open Call proposals and realized during their execution. Moreover, it is intended to further develop the use cases already specified by providing additional tools, services, applications or devices. To ensure valuable addition to all use cases as well as the general framework, one proposal per use case and one proposal addressing the general framework will be selected.

Objective

The European Universities initiative, currently piloted under Erasmus+ and supported through Horizon 2020 has created enormous dynamism across higher education sector to jointly create critical mass and implement institutional transformation strategies towards universities of the future, involving also surrounding ecosystems. The European Universities will be drivers of a European Excellence Initiative in the future with a distinct widening module. Through the European Excellence Initiative, Horizon Europe’s support aims at the transformation of higher education sector and their surrounding ecosystems, including non-university research centres.

Eligible Activities

The capacity building towards the European Excellence Initiative aims to significantly strengthening cooperation between at least two organisations from higher education sector in a Widening country (or different Widening countries), by linking it with at least two internationally-leading institutions from two different Member States or Associated Countries. Enhance the scientific and technological capacity of the linked institutions with a principal focus on the entities from the Widening Country/ies; Help raise the excellence profile of the HEI from the Widening country as well as the excellence profile of its staff; Strengthen considerably the networks towards realising integrated cooperation between the participating entities in the research and innovation dimension, in synergy with the entities’ education and training dimensions. Proposals are expected to clearly outline the cooperation and strategy for stepping up and stimulating scientific excellence and innovation capacity in defined areas of research and innovation as well as the scientific quality of the partners involved in the exercise. This strategy should include arrangements for institutional transformation according to a shared agenda that could include (a) developing shared research & innovation strategies and roadmaps to create directional and interdisciplinary critical mass, in order to more effectively create impact for society; (b) sharing capacity and resources, through collaborative settings preparing the network towards the establishment of a European Universities alliance or similar long-term network, (c) strengthening attractiveness of researchers’ careers, towards a pipeline of talents crucial for an effective European Research Area, including reform in career assessment; (d) co-operation with surrounding ecosystem actors for the transmission of knowledge and talents, e.g. through creation or reinforcing of technology transfer offices and cooperation platforms; (e) transition to knowledge- and digitally-driven universities, conducting Open Science; (f) creating proximity to and engaging citizens for solving societal challenges; (g) supporting institutional change through inclusive gender equality plans.

Objective

The action aims at strengthening and supporting community-based service organisations in the Member States and neighbouring countries in the implementation of people-centre effective and integrated interventions, as well as linkage to care amongst groups at high risk of contracting HIV/AIDS, tuberculosis, viral hepatitis and sexually transmitted infections. It will also directly contribute to national programmes and public health measures, thus, supporting the implementation of internationally agreed goals.

Eligible Activities

The action will build on the results of the Third Health Programme (2014-2020), which, among others, served to foster the development of integrated community-based services, the setting-up of Union-wide networks and the design of tools/guides for communitybased services. This action will support the implementation of the generated knowledge, as well as piloted good practices. Activities shall include one or more of the below topics: (a) the strengthening and expansion of community voluntary testing, early diagnosis and linkage to care of HIV/AIDS, tuberculosis, viral hepatitis and sexually transmitted infections as well as counselling. They will also pursue harm-reduction, peer support, prison-in-reach and through-care services approaches in hard-to-reach vulnerable groups; (b) the implementation and scaling up of tools developed under previous actions and other practical approaches to support community-based activities. This will include implementation and quality assurance of Union-wide standardised indicators on testing and linkage to care and treatment among key risk groups; (c) consolidation of the existing network(s) of community-based services in Europe in order to forge closer interaction, facilitate the exchange of best practice and promote innovative approaches fostering the increase of early diagnosis of HIV/AIDS, tuberculosis, viral hepatitis and sexually transmitted diseases and linkage to care in Europe among the most affected groups.

Objective

This action aims to support enhanced hospital and long-term care facilities infection prevention and control practices, as well as antimicrobial stewardship practices, and the development of best practices and implementation at all levels. It supports the commitment in the EU One Health Action Plan against AMR for the Commission to help to address patient safety in hospitals by supporting good practices in infection prevention and control and antimicrobial stewardship.

Eligible Activities

The activities will focus on capacity building, by providing training and implementation of enhanced infection prevention and control (IPC) practices and antimicrobial stewardship (AMS) in hospitals and in long-term care facilities and support for further dissemination, as well as AMS in primary care. They shall include training as well as other activities to support good practice in IPC, and AMS including clinical audit and feedback, action by regulators (e.g. incentive schemes, sanction schemes), pilots to showcase state-of-the-art IPC and AMS schemes in hospitals and long term facilities that can be replicated elsewhere using for instance the Cohesion Policy funds in the future (e.g. for investments into healthcare infrastructure).

Eligible Activities

The topic is contributing to the activities of the AU-EU High Level Policy Dialog (HLPD) Climate Change and Sustainable Energy (CCSE) partnership. Climate changes and increase usage of water in all economic activities create more stresses on water use for energy generation. Energy generation covers in this context energy from renewable sources and energy vectors such as electricity, heat and fuels. Therefore the needs for African countries of having their own dedicated models to simulate and estimate the stresses on the water-energy nexus are crucial for their policy decision and energy planning. International agreement and trade issues can be considered in the model. Most of the current models are based on developed country standard and usage. The proposal should then develop and test models for decision makers and planners to implement energy infrastructures and energy supply in Africa which safeguard a systemic approach to the water-energy food nexus. These models can be based on existing reliable source codes and models. The test should be made on the case of an existing African water basin. Participation of societal stakeholders is considered important

Support improved wind farm design, location choice, distribution and operation thus bridging the gap between small-scale controlled experiments and full-scale deployment; Enhance system reliability and power production; Decrease economic uncertainties related to farm design and power production, as well as wind technology components design and durability; Lead to the development of numerical models capable of accurately forecasting high wind flow and power production. It will also improve wakes modelling and the integration of models with real condition wind farm data; Use open access of Big Data storage and usage for the testing and performance tracking of the numeric models.

Eligible Activities

Develop an open access knowledge hub for experimental data, based on the principles of open data sharing. Develop and validate numeric models to accurately forecast wind flow in low, medium and high altitudes in onshore and offshore scenarios. These models should address how external factors, such as wind conditions, and different climate affect power production and loads on target and neighbouring wind power systems; Integrate these different developments (knowledge hub and forecasting models) into a tool able to be readily absorbed by the sector. This integrated approach need to be applicable to at least 2 of these different wind energy conversion technologies: onshore wind, offshore wind (fixed bottom or floating), and high altitude wind systems; Validate and promote how such tools could be used to improve the design and deployment of wind farms, through case studies; Address and test how such integrated tools can be used for design development of wind technology components (for example blades, towers, substructures, kites, etc.), in particular on the issue of energy efficiency and material durability.

Objective

A successful proposal will support the deployment of digital and data technologies as key enablers for the European Green Deal priorities, the EU's Climate ambition for 2030 and 2050 and the farm to fork strategy for a fair healthy and environmentally friendly food system. It will help to bring about innovative and inclusive governance, better informed decision-making processes, social engagement, and innovation. Project results are expected to contribute to all of the expected outcomes: empower citizens to exercise their “data rights” and to contribute to a just transition of food systems pilot digital solutions in food systems and nutrition with enhanced personal data protection and data sovereignty and which achieve a fairer distribution of wealth and benefits advance alternative approaches to food system data sharing that promote innovation and increase competition

Eligible Activities

Proposals should support the implementation of the European Data Strategy[1] in food systems. The European Data Strategy has the ambition to make the EU the leading role model for a society empowered by data, for the benefit of all. It outlines a future in which the way that data is collected and used, places the individual first, in accordance with European values, fundamental rights and rules. It also emphasises that citizens will only trust and embrace much needed data-driven innovations – in food systems and beyond - if they are confident that any personal data sharing in the EU is compliant with strict data protection rules and respectful of their data sovereignty[2]. Current centralised platforms for big and social data management in food systems tend to consolidate the dominance of existing incumbent actors. They allow limited control over the data by citizens (e.g. food purchasing data, data from wearables on activity and health, online behaviour regarding diet and food, data from personalised nutrition solutions), and enable lock-ins by limiting data portability.

Objective

In support of the Green Deal, CAP and Farm to Fork objectives and targets, the successful proposal will focus on knowledge sharing in a language that is easy to understand and is targeted to farmers and foresters. Primary producers have a particular need for impartial and tailored knowledge on the management choices related to the needs, challenges or opportunities they experience. This speeds up innovation and the uptake of results, and is key to improve sustainability. It adds value to the knowledge and cost-effectiveness of innovative practices and techniques in and across primary production sectors, food systems, bioeconomy and biodiversity. This will lead to more informed and engaged stakeholders and users of project results including primary producers and consumers thanks to effective platforms such as Agriculture Knowledge and Innovation Systems (AKIS[1]). Despite the continued funding of scientific projects, innovative ideas and methods from practice are not captured and spread, and often research findings are not integrated into agricultural and forestry practice. Proposals, acting at EU level to remedy this situation, are essential because national and sectoral AKISs are insufficiently connected and organised to fully meet the challenge of intensifying thematic cooperation between researchers, advisors and farmers/foresters. This exchange of knowledge will foster economically viable and sustainable agriculture and forestry and build trust between the main AKIS actors.

Eligible Activities

Tackle the most urgent farmers’ or foresters' needs by summarising, sharing and presenting - in a language that is easy to understand and is targeted to farmers and foresters – the existing best practices and research findings that are ready to be put into practice, but not sufficiently known or used by practitioners. The specific themes of the networks can be chosen in a 'bottom-up' way on the condition that they. Compile a comprehensive description of the state of current farming practices on the chosen theme to explain the added-value of the proposal and the relevance of the theme. Proposals must focus on the cost/benefit aspects of the practices collected and summarised, and clarify how the project avoids duplication with ongoing or completed projects and networks. Deliver an extensive range of useful, applicable and appealing end-user material for farmers and foresters. This info should be easy to access and understand, making use of audio-visual material wherever possible, including also materials serving education and training;

UIA

272 - CALL4EUROPE

UIA is Europe’s Innovation Laboratory for cities. Starting in 2015, it has launched five calls linked to Europe’s urban policy priorities. Successful applicants are awarded up to € 5 million to implement their proposals. To date the initiative has approved 86 projects with a total investment budget of € 372 million.
