Our ambition is to serve as a technical resource center. We want to serve primarily those that usually work on writing applications and
managing projects through European funding. Hello readers! In the 19th September 2021 edition, our weekly monitor reached 311 new calls recently opened by European Institutions and Agencies. New in this week are the calls from the New European Bauhaus Initiative. For this initiative, European Commission issued a new communication and launch edthis week new funding and promotional initiatives (click here for more information). The Single Market Programme issued a new call for promoting Union Market Harmonisation. STRENGTHENING THE SOUL OF OUR UNION Introduction Mr President, Honourable Members, Many are the people who feel their lives have been on pause while the world has been on fast forward. The speed of events and the enormity of the challenges are sometimes difficult to grasp. This has also been a time of soul-searching. From people reassessing their own lives to wider debates on sharing vaccines and on shared values. But as I look back on this past
year, if I look at the state of the Union today, I see a strong soul in everything that we do. It was Robert Schuman who said: Europe needs a soul, an ideal, and the political will to serve this ideal. Europe has brought those words to life in the last twelve months. In the biggest global health crisis for a century, we chose to go it together so that every part of Europe got the same access to a life-saving vaccine. In the deepest global economic crisis for decades, we chose to go it together with NextGenerationEU. And in the gravest planetary crisis of all time, again we chose to go it together with the European Green Deal. We did that together as Commission, as Parliament, as 27 Member States. As one Europe. And we can be proud of it. But corona times are not over. There is still much grief in our

society as the pandemic lingers. There are hearts we can never mend, life stories we can never finish and time we can never give back to our young. We face new and enduring challenges in a world recovering – and fracturing – unevenly. So there is no question: the next year will be yet another test of character. But I believe that it is when you are tested that your spir- it – your soul - truly shines through. As I look across our Union, I know that Europe will pass that test. And what gives me that confidence is the inspiration we can draw from Europe's young people. Because our youth put meaning into empathy and solidarity. They believe we have a responsibility towards the planet. And while they are anxious about the future, they are determined to make it better. Our Union will be stronger if it is more like our next generation: reflective, determined and caring. Grounded in values and bold in action. This spirit will be more important than ever over the next twelve months. This is the message in the Letter of Intent I sent this morning to President Sassoli and Prime Minister Janša to outline our priorities for the year ahead.
A EUROPE UNITED THROUGH ADVERSITY AND RECOVERY Honourable Members, A year is a long time in a pandemic. When I stood in front of you 12 months ago, I did not know when – or even if – we would have a safe and effective vaccine against COVID-19. But today, and against all critics, Europe is among the world leaders. More than 70 per cent of adults in the EU are fully vaccinated. We were the only ones to share half of our vaccine production with the rest of the world. We delivered more than 700 million doses to the European people, and we delivered more than another 700 million doses to the rest of the world, to more than 130 countries. We are the only region in the world to achieve that. A pandemic is a marathon, not a sprint. We followed the science. We delivered to Europe. We delivered to the world. We did it the right way, because we did it the European way. And it worked! But while we have every reason to be confident, we have no reason to be complacent. Our first – and most urgent – priority is to speed up global vaccination. With less than 1% of global doses administered in low-income countries, the scale of injustice and the level of urgency are obvious. This is one of the great geopolitical issues of our time. Team Europe is investing one billion Euro to ramp up mRNA production capacity in Africa. We have already committed to share 250 million doses.
I can announce today that the Commission will add a new donation of another 200 million doses by the middle of next year. This is an investment in solidarity – but also in global health. The second priority is to continue our efforts here in Europe. We see worrisome divergences in vaccination rates in our Union. So we need to keep up the momentum. And Europe is ready. We have 1.8 billion additional doses secured. This is enough for us and our neighbourhood when booster shots are needed. Let's do everything possible to ensure that this does not turn into a pandemic of the unvaccinated. The final priority is to strengthen our pandemic preparedness. Last year, I said it was time to build a European Health Union. Today we are delivering. With our proposal we get the HERA authority up and running. This will be a huge asset to deal with future health threats earlier and better. We have the innovation and scientific capacity, the private sector knowledge, we have competent national authorities. And now we need to bring all of that together, including massive funding. So I am proposing a new health preparedness and resilience mission for the whole of the EU. And it should be backed up by Team Europe investment of EUR 50 billion by 2027. To make sure that no virus will ever turn a local epidemic into a global pandemic. There is no better return on investment than that. Honourable Members, The work on the European Health Union is a big step forward. And I want to thank this
House for your support. We have shown that when we act together, we are able to act fast. Take the EU digital certificate: Today more than 400 million certificates have been generated across Europe. 42 countries in 4 continents are plugged in. We proposed it in March. You pushed it! Three months later it was up and running. Thanks to this joint effort, while the rest of the world talked about it, Europe just did it. We did a lot of things right. We moved fast to create SURE. This supported over 31 million workers and 2.5 million companies across Europe. We learned the lessons from the past when we were too divided and too delayed. And the difference is stark: last time it took 8 years for the Eurozone GDP to get back to pre-crisis levels. This time we expect 19 countries to be at pre-pandemic levels this year with the rest following next. Growth in the euro area outpaced both the US and China in the last quarter. But this is only the beginning. And the lessons from the financial crisis should serve as a cautionary tale. At that time, Europe declared victory too soon and we paid the price for that. And we will not repeat the same mistake. The good news is that with NextGenerationEU we will now invest in both short-term recovery and long-term prosperity. We will address structural issues in our economy: from labour market reforms in Spain, to pension reforms in Slovenia or tax reform in Austria. In an unprecedented manner, we will invest in 5G and fibre. But equally important is the investment in digital skills. This task CALL4EUROPE - 5

Objective
Projects’ results are expected to contribute to some or all of the following outcomes: European Police Authorities are provided with modern, innovative and validated tools and training curricula, which take into account legal and ethical rules of operation as well as fundamental rights such as privacy and protection of personal data to prevent, detect and investigate online identity theft, and lawfully collect crime evidence across borders for its use in court proceedings; Strengthened ability of security practitioners to identify (new forms of) online identity theft at an early stage thanks to improved knowledge on the modus operandi and new trends in identity theft, including but not limited to deepfakes, and innovative solutions for Police Authorities to tackle them in lawful manner; Improved understanding on the societal aspects and impacts of identity theft, as well as on the key challenges related to it; Enhanced perception by the citizens that Europe is an area of freedom, justice and security thanks to innovative awareness-raising campaigns explaining to citizens the key and evolving mechanisms of identity theft and how to protect against them; Improved shaping and implementation of regulation related to the fight against identity theft by security policy-makers.
Eligible Activities
Research is needed to develop new technological means of detecting deepfakes in support of the work of Police Authorities, as it may only be a matter of time before deepfakes are used more often in online identity theft cases. In addition, this can have serious implications for Police Authorities, since it might complicate investigations and raise questions about the authenticity of evidence. The issue of collecting (crossborder) evidence for its use in courts of law, i.e. in a lawful manner and respecting fundamental rights such as privacy and protection of personal data, should be tackled in proposed activities as well. Activities proposed within this topic should address both the technological and societal dimensions of online identity theft in a balanced way.

This topic requires the active involvement, as beneficiaries, of at least 3 Police Authoritiesfrom at least 3 different EU Member States or Associated countries.

Objective
Building up on existing initiatives, development of a consolidated platform gathering key actors involved in DRM for natural hazards and/or CBRN-E to identify on-going standardisation activities, discuss key features related to them, including classification, and prioritise actions (consultation, dissemination, research programming). Setting a two-steps mechanism to (1) evaluate standardisation needs, taking into account existing and running activities, and establish priorities in close consultation with key users (policy-makers and practitioners at all levels, including Commission’s DGs, national and regional authorities and relevant actors), and (2) take actions relevant to the identified priorities according to their degree of maturity, including research programming in the Disaster-resilient Societies part of the Horizon Europe programme. Establish a standardisation roadmap at international (ISO) and European (EN) levels, leading to improved coordination of activities at EU and international levels and crossfertilisation among different sectors.

Objective
Health care providers and professionals in sub-Saharan Africa have a better understanding of poverty-related infectious diseases affecting these countries and use new evidences and advanced innovative health technologies or concepts to prevent, treat or diagnose poverty-related infectious diseases in sub-Saharan Africa. Health authorities and health care systems have access to health data and evidences to better develop and implement informed health policies and improved clinical guidelines for health care in sub-Saharan Africa. Health care systems, clinicians and researchers have access to improved clinical research capacities and strengthened infrastructures for clinical research, development and implementation in sub-Saharan Africa, enabling in particular an accelerated development of new, low-cost, easy-to-implement solutions for improved delivery of medical interventions for vulnerable populations in low-resource settings.
Eligible Activities
Any PRD disease or group of PRDs affecting sub-Saharan Africa (within the scope of EDCTP2 or the proposed EDCTP3 and its draft strategic research and innovation agenda). Combine health technologies with other scientific areas such as mobile technologies and digital technologies (mHealth and eHealth), big data processing, and other emerging technologies. Implement one or more medium-scale clinical trials and/or clinical research studies that can deliver the proof-of-concept or validate smart, highly innovative health technologies or concepts to prevent, treat or diagnose PRDs in sub-Saharan Africa, drawing lessons from the COVID-19 experience. Increase collaboration with investors in development cooperation and international partnerships to create solutions for improved development or delivery of medical interventions for vulnerable populations in low-resource settings. Proposals involving pharmaceutical companies and small- or medium-sized enterprises (SMEs) are encouraged.

Objective
Public authorities and regulators are supported with scientific evidence to implement the Council Recommendation 1999/519/EC on the limitation of exposure of the general public to electromagnetic fields (0 Hz to 300 GHz) as well as Directive 2013/35/EU on the minimum health and safety requirements regarding the exposure of workers to the risks arising from physical agents (electromagnetic fields), in particular the implementation of article 1.4 of the Directive, as well as the most recent ICNIRP guidelines for limiting exposure to electromagnetic fields; Public authorities improve their risk assessment, management and communication through access to FAIR data and robust evidence on the exposure to EMF, in particular for the new generation radio-communication networks (e.g. 5G networks), and on the causal links between level and duration of exposures and health effects; Public authorities and the scientific community take advantage of novel and robust methodologies, including models, for the assessment of health impact of exposures; Stakeholders consistently use quality criteria and standards (CEN/ISO) for the analytical methodologies in the assessment of exposure to EMF, including 5G, and their impact on human health and on the environment; Public authorities, employers and citizens rely on practical guidelines for exposure prevention and reduction; Citizens are effectively engaged and informed about the health impact of EMF exposures and riskpreventing behaviours.

Monitoring of exposures of the general population and specific groups at risk such as children and workers using innovative technologies; Establishment of potentially new exposure patterns and comparison with existing patterns,; Investigating evidence of local and systemic biological effects and health impacts across the lifecycle using in vitro and in vivo approaches; Delivering FAIR data on the causal links between level and duration of exposures and potential health (biological) effects; Proposing new quality criteria and standards (CEN/ISO) for the analytical methodologies used for the assessment of exposure to EMF and their impact on human health and on the environment; Undertaking case studies on solutions for exposure reduction based on acquired evidence and deliver practical guidelines for exposure prevention along the stakeholder chain; Proposing and testing efficient communication methods and tools for engaging citizens in preventive actions and addressing their concerns.

New sustainable electrode and cell manufacturing techniques are with reduced energy consumption, lower carbon footprint and no Volatile Organic Compounds (VOCs) emissions. Electrode and cell manufacturing processes are scalable, safer, cheaper, cleaner and less energy consuming compared to state-of-the-art technologies, ultimately reinforcing an internationally competitive European battery manufacturing industry. Electrode coating production techniques completely eliminate organic solvents as slurry dispersing media leading to avoid the large capital costs associated to the solvent recovery system Implementation of dry manufacturing techniques such as 3D patterning of active electrode layers, and/or hydrophobic surface treatment of electrodes with next generation materials. Industrialising closed loops and process design to return low-value chemicals from manufacturing processes to high-value and necessary inputs for the battery manufacturing industry.
Eligible Activities
Industrial scale fabrication of Li-ion battery (LIB) porous electrodes imply casting of a slurry over a thin metallic current collector according to conventional coating procedures. This is the technology used also for advanced LIBs with high energy electrode materials and liquid electrolyte (Gen3a/b). The slurry to be coated is prepared by mixing the active material, conductive agent and binder in a solvent, typically N-Methyl-2-pyrrolidone (NMP). Since NMP is toxic in nature, an expensive recovery system should be placed to collect the evaporated NMP in the drying process. Less expensive and environmentally friendly solvents, such as water are already employed for anode manufacturing, which eliminates the large capital cost of the solvent recovery system. Wet coating technologies can still be further optimised and benefit from reducing the solvent fraction, thus, reducing the energy demand of the drying step. Moreover, completely dry processing techniques could completely remove the need for energy consuming drying, hence reducing the CO2 footprint of the electrode fabrication process.

Objective
The development of efficient, sustainable and flexible energy systems is a key challenge for Europe’s energy decarbonisation and a corner stone of Europe’s 2050 climateneutrality goal, set out in the European Green Deal. To achieve such viable energy system, a particular support should be given to solutions aimed at increasing lifetime and decrease the cost of the overall system. In this context, Hydrogen (H2) has the potential to contribute to the above mentioned objectives.Currently H2 is largely produced from fossil fuels, commonly referred to as grey H2, or promising but still expensive blue H2 options, combining methane-to- H2 with carbon capture and storage, or renewable H2 pathways (green H2), entirely based on renewable electricity. Referring to green H2 production, the state of art technology is based on water electrolysis, with costs still higher than grey H2 and production processes affected by the use of critical raw materials. This Pathfinder Challenge aims at developing novel processes and technologies to produce green H2, at different scales (from small to large) and capturing cross sectorial coupling and system integration opportunities, entirely based on (i) renewable sources and (ii) non-toxic, non-critical raw materials.
Eligible Activities
In order to apply, your proposal should develop a proof of concept or lab-scale validated innovative green H2 production technology by biological, chemical or physical routes without the deployment of fossil fuels, potentially including the use of salt or waste water, air moisture, biomass or recycled by-products, or the co-production of decarbonised chemicals. Projects with multidisciplinary and cross sectorial approaches, looking for inspiration, ideas and knowledge in disciplines that are typically not in this kind of research, are particularly welcome. Projects are strongly encouraged to consider the recovery and recycling of by-products and wastes (circular approach), as well as the use of abundant natural resources. The safe and sustainable use of non-critical raw materials is mandatory and the projects should include a full life cycle analysis of the proposed solutions and their impact on Europe’s decarbonisation goals.

Objective
Engineered living materials (ELMs) are composed, either entirely or partly, of living cells. ELMs entirely composed of living cells are called biological ELMs and they selfassemble via a bottom-up process – e.g. synthetic morphogenesis for organoids’ production. ELMs only partly composed of living cells are called hybrid living materials (HLMs) and are built with a top-down process with integrated polymers or scaffolds. In both cases, the cellular components extract energy from the environment to form or assemble the material itself, and to adapt its morphology and function to environmental stimuli. This endows these materials with a combination of properties not present in any non-living material: self-regeneration, adaptation to environmental clues, longevity and environmental sustainability. By being alive, ELMs represent a fundamental change in materials’ production and performance, enabling new, better or similar functionalities, compared to traditional materials but with decreased costs and environmental impact. ELMs have the potential to transform virtually every modern endeavour from healthcare to infrastructures to transportation. With this Pathfinder ELMs Challenge the EIC seeks to seize the opportunity to position strategically Europe at the forefront of the ELMs field, which is still in its infancy. This Pathfinder Challenge aims to overcome the technological challenges to harness the engineering potential of nature for materials’ production. The specific objectives of this call are to support the development of new technologies and platforms enabling the controlled production of made-on-demand living materials with multiple predictable dynamic functionalities, shapes and scales; and to build a community of researchers and innovators in ELMs.
Eligible Activities
The specific expected outcomes depending on the choice of the ELM production process (top-down or bottom-up) are: a proof of principle of technologies far beyond the current state-of-the-art enabling the production of a minimum of two novel biological ELMs bigger than 1 cm in all dimensions by programmable and controlled synthetic or engineered morphogenesis (whether with eukaryotic or prokaryotic cells); or a laboratory validated, automated and computer-aided design-build-test-learn (DBTL) platform far beyond the current state-of-the-art able to produce a minimum of two novel HLMs in multiple scales with enhanced or unprecedented properties.

The topic aims to make sustainable energy investments more attractive to private investors and to align them with the EU’s sustainable finance policy. Significant additional investment needs to be mobilised to achieve the ambition set by the European Green Deal and EU policy in the area of energy and climate. The magnitude of the investment requires mobilising both public and private sector, and sustaining the flow of investment over time.
Eligible Activities
Proposals should mainstream and de-risk sustainable energy investments with a particular focus on private finance stakeholders, through actions including but not limited to: support to securitisation of assets linked to sustainable energy with a particular focus on energy efficiency, e.g. through Green Bonds issuance; integration of long-termism and sustainability risks, including transition risks, and multiple benefits of sustainable energy into decision-making tools (e.g. internal risk models) of private investors in line with the Paris Agreement and the Sustainable Development Goals development and support to implementation of labelling and certification schemes including methodologies and tools for any one or more of the following: benchmarking, tagging, monitoring of investment performance, and disclosure of investment data set out in the EU sustainable finance legislation;

Objective
The topic aims to set up innovative financing schemes for sustainable energy investments. In view of the ambitious EU climate and energy policy, including dedicated targets for the years 2030 and 2050, significantly enhanced investments will be needed. This is also clearly reflected in the European Green Deal Investment Plan42, which aims at mobilising at least €1 trillion of sustainable investments over the course of 10 years for Europe to become the first climate-neutral continent by 2050. This requires significant investment from both the public and the private sector. Public finance needs to lead the way, private actors need to provide the scale.
Eligible Activities
Proposals should address the set-up of innovative financing schemes leveraging private finance for sustainable energy investments, with a dedicated focus on energy efficiency. The financial solution should be operational by the end of the action, whereas the related investments may be implemented after project completion. Therefore, proposals should foresee necessary testing and exploitation activities during the action.

Objective
to provide support, capacity building and networking for local industrial partnerships, with the ambition to pilot 100 lighthouse renovation districts under the Affordable Housing Initiative. The European cross-sectoral consortium set up under this call for proposals shall deliver on three main priorities: Priority 1: Support to local industrial partnerships for implementing the lighthouse districts; Priority 2: Create a hub of expertise, networking and knowledge transfer for affordable and social housing districts renovation; Priority 3: Provide advice towards sustainable financing, better regulation and standards for renovation targeting social and affordable housing districts.
Eligible Activities
Setting up one European Affordable Housing Consortium (hereafter ”the consortium”) to support SMEs, including social enterprises, to collaborate with public authorities and (social) housing providers, in order to implement renovation projects targeting social and affordable housing, to upskill and reskill and integrate the latest digital, environmental and social innovative solutions targeting social and affordable housing and district renovation, and identify technology needs and developments. The consortium will facilitate the collaboration, networking, knowledge transfer and exchanges of best practices. The consortium shall also disseminate successful projects and help identify opportunities and overcome challenges to renovation of social and affordable housing districts; it shall provide recommendations for sustainable financing, better regulation and standards to facilitate provision and renovation of social and affordable housing, which could build on previous recommendations and conclusions.
Eligible Applicants
be established in one of the eligible countries, i.e. EU Member States; listed EEA countries and countries associated to the COSME; be legal entities forming a consortium, and be in one of the following conditions: non-profit organisations (private or public); public authorities (national, regional, local); universities or educational institutions; international organisations; non-governmental organisations; European umbrella organisations; business support organisations; research centres; profit making entities. Consortia must be composed of at least five partners being beneficiaries.

Objective
To co-finance actions fostering joint activities and cross-border projects of enforcement authorities and other relevant players improving their technical capacity in the field of preventing and deterrence of undeclared work in line with the Platform’s vision of transforming undeclared into declared work by using a holistic approach, where national governments join up strategy and operations and cooperate with social partners and other stakeholders to employ the full range of direct and indirect policy measures.
Eligible Activities
a) Common training courses for staff involved in enforcement activities b) Joint inspections and exchange of staff of enforcement authorities c) Provision of technical assistance to other EU/EEA enforcement bodies to contribute to capacity building, implementation of good practices, etc. d) Information exchange systems: developing cross-border information exchange systems with the aim to facilitate administrative cooperation between enforcement bodies e) Collaborative work in form of sharing of information and mutual learning between enforcement authorities. f) Joint awareness raising campaigns/sector specific campaigns/regional cross-border campaigns
