Programme

Public programmes that fund the specific call for proposals, according to specific policy objectives, and accompanied by specific working plans, financial regulations, etc.

Administrations, Institutions and/or Agencies, committed to the implementation of the programmes and funding of coherent initiatives and projects according to the single ongoing call for projects.

Objective

Public calls for projects generally include the general and specific objectives to be achieved by the funded initiatives. Objectives are coherent with the general ones defined by the funding programmes.

Eligible Activities

Objective

to improve the dignity, independence, and wellbeing of older adults by providing enhanced smart and active living solutions. The first Pharaon Open Call will fund individual applications (e.g., not consortia) with mature digital solutions that are ready to be integrated into the Pharaon platform. Solutions must be aligned to resolve the needs of one or more of the Pilot sites or provide specified additional requested functionality. All solutions must conform to at least one of the Pharaon Pilot Challenges (PCHs) applicable to the pilot site(s) the Third-party project seeks to address.

Eligible Activities

The objectives of the pilot in Murcia are to improve telecare systems in the region, especially by empowering older adults to participate more directly in their care. the objectives of the Andalusian pilot focus on tackling issues that are increasingly present in the older population, such as loneliness and unwanted social isolation, as well as on supporting the well-being of people as their dependency on carers increases (whether professional or not). The objectives of the Slovenian pilot are to reduce social isolation and loneliness, monitor and encourage physical activity, and to monitor and improve indoor environmental quality in retirement homes: The objectives of the Dutch pilot are first to promote social cohesion among PlusBus participants (community building) and to reduce social isolation and loneliness by matching people who attend the PlusBus. The Italian pilot is split between two locations, Tuscany and Apulia. The primary objective of the Italian pilot is to improve quality of life for older adults living at home. In Tuscany, the priorities are to address socialisation and inclusion, as well as monitoring living conditions. In Apulia, the priorities are to provide physical and cognitive stimulation activities, while also providing solutions for socialisation and environmental monitoring. The pilot in Portugal is divided between two locations, Amadora and Coimbra. The objectives of the Portuguese pilots are to develop and implement citizen focused solutions, integrated care and planning, integrated infrastructures and processes, and knowledge sharing. These pilots include a central focus on the relationship between the community, the environment, and the people living in them. Accordingly, the use cases addressed by the Pilot sites in Portugal are participation in community life, lifelong learning, and ensuring a safe and comfortable environment.

An improved evidence-based decision-making and long-term sustainable management of Europe’s subsurface, including offshore, needed to build a climate neutral continent. Comprehensive inventory of harmonised data on primary raw materials in Europe, with a focus on applications of critical raw materials[1] for energy storage and power generation, resulting in a higher level of independence for Europe. Comprehensive inventory of information on geothermal energy resources and subsurface storage capacities for sustainable energy carriers (hydrogen, heat and cold) and sequestration of CO2, based on common and national scale assessment criteria and standardised reporting. Improved appraisal, protection and sustainable use – including appraisal of capacities for temporary storage - of Europe’s groundwater resources, which are under increasing pressure because of climate change and competing uses of the subsurface. Improved adaptation of coastal zones to the effects of climate change and sea level rise. A strong and sustainable network of national Geological Survey organisations in order to provide geological knowledge and services on a Pan-European level.

Eligible Activities

The growing demand for energy, raw materials and water is a key challenge for Europe, requiring a more integrated, efficient and sustainable use of these resources. Europe is increasingly dependent on global supply of mineral resources, in particular on those needed for application in power generation, energy storage and transport, for the transition to climate neutrality. However, until now there is no complete and harmonised data at European level on mineral resources and reserves. There is a need for standardised reporting and uniform appraisal of subsurface capacities for CO2 sequestration and temporary storage of sustainable energy carriers (including hydrogen and heat/cold) in order to support a secure, affordable and low-carbon energy supply. Groundwater resources are under increasing pressure as a result of climate change, as well as competing subsurface uses, including for mineral and energy resources. An upto-date body of knowledge with high quality, policy-relevant geoscientific information and expertise, aggregated at the EU-level, at the service of European citizens, enterprises and institutions.

The aim of the action is to contribute to the implementation of Europe’s Beating Cancer Plan, which aims to support Member States’ efforts to extend the roll-out of routine HPV vaccination of girls and boys to eliminate cervical cancer and other cancers caused by HPV in the coming decade

Eligible Activities

The action will support civil society organisations, including non-governmental organisations, to complement the Member States’ actions according to national and regional needs related to HPV vaccination policies and programmes. The activities which will be funded will include targeted meetings, workshops, and other initiatives to sharing information with national and regional authorities of Member States, which need to start large-scale HPV vaccination campaigns, with the main objective to receive support through the provision of expertise, best practices, and guidelines covering the planning and roll-out of vaccination campaigns.

Objective

The ‘HealthyLifestyle4All’ is an initiative, which will build upon the Tartu Call for a Healthy Lifestyle. The aim of this initiative will be to promote healthy lifestyles in the Union, in particular amongst children, and its scope will be widened to involve various Commission services, civil society organisations and the Member States.

Eligible Activities

This specific action will support the ‘HealthyLifestyle4All’ initiative by strengthening the health literacy component for the promotion of healthy lifestyles with a focus on the school setting, ensuring equal access to the activities by all socio-economic groups, and thereby reducing health inequalities. The work will be done through a holistic approach of a healthy school initiative, supporting Member States to create a healthy school environment. The action will support public authorities to increase opportunities for regular physical activity, to promote healthy lifestyles by exchanges of best practices on health literacy, including the health aspects of the Union school scheme and the promotion of the European Code against Cancer. The project will develop proposals for effective uptake of successful practices on health literacy and healthy lifestyles including, nutrition, regular health-enhancing physical activity and mental health in schools.

Support climate policies through an enhanced understanding of existing and emerging carbon dioxide removal options in terms of their technical readiness, key requirements (land and other resource needs, geographical and geological constraints, primary energy needs, etc.), short- and long-term sequestration potential, permanence, impacts (environmental, social, health, resource depletion, etc.) including potential co-benefits. Support climate models and integrated assessment models through an improved parametrisation of these technologies and solutions, allowing their better integration into pathways and strategies and broadening the carbon dioxide removal technology options that can be numerically modelled.

Eligible Activities

Projects under this topic should identify an extended range of nature-based and technical CDR methods, analyse and characterise them in a consistent and transparent assessment framework. In this way, projects should: Deliver realistic estimates of each approach’s potential scale, cost, and effectiveness: on the basis of factors such as technical readiness, key land and other resource needs, geographical and geological constraints, primary energy needs (and associated impacts, including emissions), shortand long-term sequestration potential (including risk of non-permanence), key impacts (environmental, social, health, resource depletion, etc.) and risks. Allow the better parametrisation of integrated assessment models with respect to removals as well a better design of forward-looking policies. Develop abatement cost estimates in function of time profile as well variables like scale of deployment and key input factors. Explore efficient incentive and governance frameworks to facilitate CDR uptake at scale, including social acceptance, ethical and regulatory considerations, as well as identifying major issues and options for establishing MRV and accounting systems associated with CDR in general and specific technologies where applicable.

A comprehensive socio-economic evaluation of future climate change impacts across sectors, countries/regions, timescales and climate building on socio-economic scenarios with improved sectoral, cross-sectoral and spatial resolution of impact projections. Improved climate change related decision support based on better understanding (and quantification) of the socio-economic risks (and opportunities), associated with climate change impact, for both sudden onset extreme events and slow onset processes Actionable insights based on data at the appropriate level of geographical scale and spatial resolution for decision-makers in public and private sectors, including national and regional level estimations, leading to enhanced adaptation efforts and to a more resilient Europe. Better integration of climate change risks in public and private sectors’ investment decisions - from property, through infrastructure up to regional and national supply chains - leading to increased long-term resilience.

Eligible Activities

Actions should improve the understanding of the nature and extent of physical risks from a changing climate and their integrated socio-economic implications in Europe in 2030, 2050 and 2100 timeframes. The analysis should evaluate the costs of inaction / “business as usual” by extrapolating current policies with different social and climatological scenarios. It should seek to capture the range of possible socio-economic climate-related risks including both those most likely to occur as well as those associated with lowprobability high-impact climate events with potentially catastrophic outcomes. Indirect impacts should be part of the analysis as well as the impacts in the rest of the world with relevant spill over effects in Europe should also be considered. A comparison with scenarios with lower degrees of warming (with ambitious mitigation measures) should be included as well as the analysis of the costs and benefits of ambitious adaptation measures. Research should also improve the understanding of climate-related risks that are unlikely to be avoided through mitigation and/or adaptation and require urgent/specific response.

Objective

The key objective of this topic is to increase the uptake of such measures in companies using a holistic approach. In fact, several factors can explain why the implementation of audit recommendations remains insufficient, e.g. the unavailability of human resources to work on energy and their lack of knowledge on how to gather energy-related information and introduce new solutions. When considering investments, obstacles include the uncertainty on actual energy savings that will be achieved, long payback times, difficulty to access to finance (internal or external) and limited public incentives. Moreover, the multiple benefits of energy efficiency are often underestimated, especially by smaller and non-energy-intensive companies.

Eligible Activities

Proposals should implement tailor-made support activities covering the whole process from energy audit to implementation of measures, and potentially beyond, leading to a significant increase in the rate of concrete implementation of audit recommendations. Depending on the readiness level of the targeted companies, proposals may deliver operational support directly to companies as a service, or tailored capacity building and advisory to company staff (both at management and operational level), provided that activities lead to the actual implementation of the recommended measures.

Business cases should be produced based on the real interaction and experiences gained among the relevant actors during the timeframe of the project. Objective

Floating offshore wind has the potential to unleash a new European industrial sector able to deliver clean and sustainable energy. Building from European technological and industrial know-how and harnessing the natural resources of the different sea basins around the European Union, namely the Mediterranean Sea, the Black Sea, the Baltic Sea and the North-east Atlantic Ocean, there is an opportunity to leverage these conditions into technological leadership, while supporting the goal of climate neutrality. In this context, project results are expected to contribute to all of the following expected outcomes: Development or significant improvement of designs that reduce both CAPEX and OPEX; Deployment and demonstration of advanced full-scale floating wind turbines prototypes, and auxiliary equipment, in operational environment; Allow development of cost-efficient scalable solutions supporting exploitation of the renewable energy offshore potential in challenging conditions, while building upon innovative designs of floating structures and auxiliary equipment; Contribute to LCOE reduction in line with the SET Plan targets (actions should clearly justify an estimated LCOE at project start and end).

Eligible Activities

Demonstrate how innovations (materials, technologies, designs,…) on floating wind turbines, substructures, dynamic cables, control systems and moorings positively affect production; Demonstrate in real use scenario the improvements that the identified solutions contribute in terms of life expectancy, cost reductions, as well as operation and maintenance of a floating offshore wind installation; Demonstrate how the proposed innovations positively increase rate of deployment of offshore wind in deep seas, reducing capital, operational and maintenance costs, as well as present an industrial roadmap for a floating energy industrial sector, with focus on mass production; Document all demonstrations fully and transparently, to ensure replicability, up-scaling and to assist future planning decisions; Demonstrate a modular design suited to large-scale deployment in various environments, with special focus on industrial mass production;

The vision is to secure sustainable access to critical and strategic raw materials, advanced materials, and processing know-how for the EU industrial ecosystems. In order to deliver on the higher education ambitions outlined in the EIT RawMaterials Strategic Agenda 2021-2027, the higher education focus of KAVA Call 9 shall be on PhD summer/winter schools. The PhD education focus on summer/winter schools in KAVA9, as well as the thematic and pedagogical requirements, was discussed and endorsed by the EIT RawMaterials Education Committee. The EIT RawMaterials seeks three PhD summer/winter schools in order to maximize the impact of PhD education in the EIT RawMaterials education portfolio.

The proposal should intend to build a strong community (KTI) and have a clear plan for continuation after the duration of the proposed KAVA project. • All projects must define aims and objectives and lead to specific deliverables, outputs and final results over a defined time schedule and they will be financed by EIT RawMaterials (the KIC) only for a defined duration. • Proposals must meet the highest expectations and performance on the creation of impact (e.g. EIT Core RIS KPI targets; please refer to Strategic Agenda 2021-2027).

Objective

In support of the Green Deal, Common Agricultural Policy (CAP) and farm to fork objectives and targets, the successful proposal will focus on improving the preparation of multi-actor projects to enable the relevant actors to work in a more co-creative way. The expected outcome of this topic are approaches for developing sound, coherent and well-prepared multi-actor projects, enabling project coordinators to use the complementary knowledge of partners to prepare actions to find ready-to-use solutions. Member States’ authorities and AKIS actors need insights and tools to improve the interaction, connections and drafting skills in particular in the stage before putting down the multi-actor project proposals for selection. This will lead to better informed and engaged stakeholders and users of innovative project results leading to more effective Agriculture Knowledge and Innovation Systems (AKIS) and related platforms.

Eligible Activities

Develop ways to improve in particular the preparation of Horizon Europe multi-actor projects to better include at an early stage the needed variety of relevant practice actors in a balanced way and to be able to find useful information for the topic, with the view of strengthening co-creation between all actors even before the start and selection of the project. Make use of potential capacities of national/regional AKIS and AKIS coordination bodies to this effect. In particular, test out the effect of providing seed funding to fund the preparation phase as happens successfully in European innovation partnership "Agricultural productivity and sustainability" (EIPAGRI) Operational Groups[3] to improve the overall multi-actor quality of project proposals. Find ways to improve the connection and interaction between Horizon Europe Multi-actor projects and EIP-AGRI Operational Group innovation projects on specific topics before the very start of the multi-actor project, thus improving the interaction between the local/regional/ national level and the EU level and the quality of project proposals. Explore what are multi-actor consortia experiences and questions related to the preparation phase, to better understand which hurdles should be solved to ultimately result in more integration of EIP-AGRI Operational Groups in Horizon Europe Multi-actor projects and a better uptake of the results of EU multi-actor projects at national/regional/ local level and vice versa. This should help sharing knowledge across the EU at all levels and between the projects from different funding sources and ultimately result in better prepared project proposals.

Eligible Activities

The geographical coverage and acquisition of long time series of in-situ observation of the various components of the Earth’s systems should be improved in order to ensure a proper monitoring and modelling of the environmental processes. This is recognised in the context of the Copernicus programme, by the GOOS 2030 Strategy, and was reiterated at global level at the GEO Ministerial Summit[3] in November 2019 in the Canberra Ministerial Declaration[4]. This topic is intended to support innovative technological solutions building on cutting-edge technologies in the domain of measurement and testing, big data and ICT to acquire necessary parameters from in-situ measurements required to ensure an integrated monitoring and model data assimilation necessary to respond to the climate transition and the European Green Deal challenges. This call covers marine and/or terrestrial measurements in hard-to-reach areas or areas with extreme physical conditions such as the polar regions, the tropical regions and desert regions, the deep-sea, and the high-altitude regions where the lack of in-situ data makes global assessment and mitigation of climate change effects very challenging. Proposals could also address geographical and high temporal resolution gaps in observations such as the real-time monitoring of aeroallergens or other atmospheric aerosols affecting health.

It involves the set-up of facilities for design, fabrication, integration and verification, employing leading-edge equipment with advanced semiconductor process and fabrication technologies. Such a platform will be able to bring novel embedded AI technologies to high Technology Readiness Levels (TRLs), delivering prototypes for field validation that can significantly accelerate industrialization and time-to-market for edge AI components, resulting in a competitive advantage for the European ecosystem.

Objective

The objective of this Coordination and Support Action as is to prepare the ground for a gradual deployment as of 2023 of digital product passport in minimum 3 key value chains: electronics (at least consumer electronics), batteries as defined in and considered in the proposal for a Regulation on batteries and at least another one of the key value chains identified in CEAP (“Priority will be given to addressing product groups identified in the context of the value chains featuring in this Action Plan, such as electronics, ICT and textiles but also furniture and high impact intermediary products such as steel, cement and chemicals.” (CEAP).

Eligible Activities

Specific contribution is expected on identifying the key DPP data in consultation with private and public stakeholders, as well as establishing protocols for secure and tailored access for relevant stakeholders. The work will also contribute to the development of standardized and open digital solutions for identification, tracking, mapping and sharing of product information along its life-cycle ensuring interoperability across borders and a well-functioning EU Internal Market. Particular emphasis should be given to balanced and inclusive engagement of all relevant stakeholders throughout the value chain and to optimal use of digital technologies such as Artificial Intelligence, Internet of Things and blockchain. Deliverables should include a roadmap with milestones for a gradual deployment of DPP and delivery of DPP prototypes in electronics, batteries and another one or more key value chains of the CEAP, based on analysis of existing and upcoming legislation, existing standards, past and ongoing activities related to dataspaces and product passport in these sectors.

Objective

The I3 Instrument focuses on the support to interregional innovation investment on the road towards commercialisation and scale-up phases giving them the tools to overcome regulatory and other barriers and bring their project to investment level by supporting interregional innovation investments at high technology readinesslevels (TRL 6-9). The present call for proposals under this topic supports interregional innovation investments for the uptake of new or improved manufacturing solutions, as well as for supporting industry to face the challenge of digitalisation and to promote the shift towards a more environmentally sustainable production (zero pollution ambition for a toxic-free environment).

Eligible Activities

The programme provides financial and advisory support in form of grants to mature joint innovation projects in shared smart specialisation areas structured in value-chain investment portfolios. Therefore, the main purpose is to directly contribute to actual concrete investments at high TRL levels (minimum TRL 6). A project implemented under the I3 Instrument can be composed of a portfolio of sub-projects (portfolios of interregional investments activities – e.g. through distribution of funding by the consortium coordinator to the members of the consortium or in a form of financial support to third parties). These sub-projects are necessary to be carried out in order to accelerate demonstration processes for the uptake of innovation, thus increasing the competitiveness of EU value chains. This portfolio approach foresees the identification, within a specific thematic/technological area of cooperation, of a number of investmentready sub-projects that address one or several bottlenecks identified in the project proposal by the consortium coordinator.

legal entities (public or private bodies) established in EU Member States or listed EEA countries and countries associated to the I3 Instrument. Proposals must be submitted by a consortium of applicants (beneficiaries; not affiliated entities), which complies eith the following conditions: Minimum 3 entities from 3 different regions in 2 eligible countries. The coordinator must be either a public body, private non-profit organisation or international organisation.

Objective

The initiative on Centres of Vocational Excellence (CoVE) supports a bottom-up approach to Vocational Excellence involving a wide range of local stakeholders. It enables VET institutions to rapidly adapt skills provision to evolving economic and social needs, including the digital and green transitions. CoVEs operate in a given local context, being the linchpin of skills ecosystems for innovation, regional development, and social inclusion, while working with CoVEs in other countries through international collaborative networks. They provide opportunities for initial training of young people as well as the continuing up-skilling and re-skilling of adults, through flexible and timely offer of training that meets the needs of a dynamic labour market, in the context of the green and digital transitions. They act as catalysts for local business innovation, by working closely with companies and in particular SMEs. Vocational Excellence ensures high quality skills and competences that lead to quality employment and career-long opportunities, which meet the needs of an innovative, inclusive and sustainable economy.

Eligible Activities

This action supports the gradual establishment and development of international collaborative networks of Centres of Vocational Excellence, contributing to creating skills ecosystems for innovation, regional development, and social inclusion. Centres of Vocational Excellence will operate at two levels: 1. At national level involving a wide range of local stakeholders creating skills ecosystems for local innovation, regional development, and social inclusion, while working with CoVEs in other countries through international collaborative networks. 2. At international level bringing together CoVEs that share a common interest

Eligible Applicants

Any public or private organisation active in the field of vocational education and training, or in the world of work and legally established in a Programme country or in any Partner Country. The partnership must include at least 8 full partners from a minimum of 4 Erasmus+ Programme countries (including at least 2 EU Member States) involving: a) at least 1 enterprise, industry or sector representative organisation, and b) at least 1 vocational education and training provider (at secondary and/or tertiary level).

Objective

The objective of the call is to contribute to the effective and coherent application of EU law in the areas of civil law, criminal law and fundamental rights, as enshrined in the EU Charter of Fundamental Rights, and the rule of law related issues, by helping to address the training needs of justice professionals in these fields. The priorities of 2022 will concentrate funding on training activities and tools for training providers, as described below, in order to support cross-border training activities: for justice professionals, and/or for multipliers, such as judicial trainers or EU law court coordinators, where there are guarantees that the multipliers will pass on their knowledge to justice professionals in a systematic way, and/or or cross-professional training, in order to stimulate discussions across judicial professions about the application of EU law and contribute to a European judicial culture across professional boundaries on precisely identified topics of relevance to the concerned professions.

- cross-border initial training activities (online, face-to-face activities or exchanges), covering as many Member States as possible, to create a common European judicial culture from the moment of entering a justice profession;  interactive, practice-oriented, cross-border continuous training activities;  multilateral exchanges between justice professionals;  joint study visits to EU courts or justice related institutions for justice professionals from as many different Member States as possible;  training activities related to enhancing the use of remote hearings and use of video testimonies;.
