Hello readers! In the 28th of May 2022 edition, we monitored a huge number of calls for proposals issued under the Horizon Europe Programme, the European Maritime and Fisheries Fund and other programmes. Particularly important is the pubblication of more than thirty funding calls under the LIFE Programme. Deadlines are disseminated through the 2nd half of the current year. Projects are to be funded under the 4 Subprogrammes of LIFE 2021-2027 “Nature and Biodiversity”; “Circular Economy and Quality of Life”; “Climate Adaptation and Mitigation”; “Transition to Clean Energy”. Projects proposals must be designed according to action typologies defined under the LIFE Programme: SAPs (Standard Action Projects); SIPs (Strategic Integrated Projects); SNAPs (Strategic Nature Projects; TA (Technical Assistance Projects; OAs (Other Actions). Overall this week we reached a total number of 418 funding calls documented. In the next weekly issues we will be producing all synopses related to the other funding calls monitored so far. Objective
Hydrogen is stored, transported or used pressurised with variable pressures depending on user cases (e.g. between 7 and 70 bar for various industrial applications and grid injection, up to 200 bar for filling gas cylinders, as well as up to 350 and 700 bar in refuelling stations). Hydrogen compression requires energy, which negatively affects overall process efficiency and hydrogen molecule final cost. Pressurised electrolysis therefore has the potential to provide an efficient solution for delivery of pressurised hydrogen at reduced cost. It also enables a low emissions form of hydrogen production, including down to zero emissions if powered solely by renewables. It is expected that this topic will provide breakthrough and game changing technologies for energy efficient pressurised hydrogen production using solid oxide electrolysers (SOEL) and contributing to the overall objective of the SRIA of the Clean Hydrogen JU, namely the hydrogen production cost of 3 €/kg by 2030.
Eligible Activities
Proposals for this topic should set out a credible pathway to contribute to the development and validation of pressurised SOEL with technological breakthroughs aiming at designing and operating a stack at an optimal pressure with eventual assistance of a downstream compression process to reach higher delivery pressure. Electrochemical compression in the stack can also be considered. To tackle these challenges, the proposals should focus on system and stack design, as well as fabrication, assembly and testing of stack in the conditions suitable for the relevant business cases.

Objective
High Temperature Steam Electrolysis (HTSE) technology using Solid Oxide Electrolysis Cells (SOEL), thanks to its high efficiency, has the potential to become a game changer technology for the massive production of hydrogen at low cost. However, its maturity remains one step behind alkaline and Proton Exchange Membrane (PEM) water electrolysis. Currently, the largest demonstration unit installed has a power of 720 kW (GrinHy 2.0 project), while there is a plan to install and operate in the frame of MULTIPLHY[1] project a unit of 2.4 MW by the end of 2022. In contrast, units of MWs or tens of MW are already installed or planned to operate shortly for the two other electrolysis technologies. In addition, the unit size of SOEL cells, stacks, and modules remains small, as compared to other electrolysis technologies, which might not be optimal from both a technical and economical point of view in order to address a massive hydrogen production market with multi-MW units.
Eligible Activities
The proposal should focus on the scalability of cells, stacks and modules, namely in terms of design, cells and stack manufacture and their assembly into modules as well as on operation in environment suitable for the selected applications and business cases as follows: Identify the optimal sizes for larger cells and stacks from both techno-economical and practical point of view. Pinpoint any technical limits that may restrict the achievable size and the extent of cost reductions when innovating larger cells and stacks; Identify the optimal stack assembly layout into modules of > 250 kW capacity, as well as the assembly of such modules into multi-MW units; Based on this work, perform a thorough techno-economic analysis considering economies of scale and scalability of manufacturing processes to show that project developments allow reaching the CAPEX and OPEX KPI targets included above in order to pave the way to reach a Levelised Cost of Hydrogen (LCOH) of 3 €/kg, or under, by 2030;

For example, the proposed systemic solution could include one or more of the following: restoration of ecosystems and the establishment of ecological corridors, taking into account also the benefits and trade-offs for biodiversity, in particular in relation to soil and coastal erosion; solutions to better manage water scarcity and mitigate the impacts of droughts or to better manage water flooding, such as greening of infrastructures, tree planting, increasing of permeable green surfaces, or river deculverting in cities, peatland, wetland and floodplain restoration; solutions for a more climate resilient agriculture, fisheries, aquaculture and forestry as well as climate resilient food systems, such as culture rotation, silvo-pasture and other agroecology approaches in farmland, in particular in relation to droughts and water multi-usage and management; solutions for building and/ or managing new critical infrastructure and/or upgrading existing ones through green/ blue/hybrid infrastructure, in particular in relation to climate-proofing it towards extreme events; climate-proofing the development of incentive schemes fostering efficient use and allocation of water and solutions to reduce the vulnerability to water-related risks; regeneration of public spaces to create climate resilient neighbourhoods, in particular in relation to heat-waves and flooding events and their potential risks for human health and well-being.

Build the next level of perception, visualisation, interaction and collaboration between humans and AI systems working together as partners to achieve common goals, sharing mutual understanding and learning of each other’s abilities and respective roles. Innovative and promising approaches are encouraged, including human-in the loop approaches for truly mixed human-AI initiatives combining the best of human and machine knowledge and capabilities, tacit knowledge extraction (to design the next generation AI-driven co-creation and collaboration tools embodied e.g. in industrial/ working spaces environments). Each proposal will focus on one of the two following research objectives, and clearly identify it: Reach truly mixed human-AI initiatives for human empowerment. The approaches should combine the best of human and machine knowledge and capabilities including shared and sliding autonomy in interaction, addressing reactivity, and fluidity of interaction and making systems transparent, fair and intuitive to use, which will play a key role in acceptance. The systems should adapt to the user rather than the opposite, based on analysis, understanding and anticipation about human behaviour and expectations. Trustworthy hybrid decision-support, including approaches for mixed and sliding decisionmaking, for context interpretation, for dealing with uncertainty, transparent anticipation, reliability, human-centric planning and decision-making, interdependencies, and augmented decision-making. Transparency, fairness, technical accuracy and robustness will be the key, together with validation strategies assessing also the quality of the decision of the AI supported socio-technical system.

Eligible Activities
Europe has to scale up existing research capacities and reach a critical mass through tighter networks of European AI excellence centres. The proposals should develop mechanisms to reinforce and network excellence centres in AI, bringing the best scientists from academia and industry to join forces in addressing the major AI challenges hampering its deployment, and to reinforce excellence in AI throughout Europe via a tight network of collaboration. Such networks are expected to mobilise researchers to collaborate on key AI topics and to increase the impact of the funding in progressing faster in joined efforts rather than working in isolation, with fragmented and duplicated efforts. Such networks, together with other mechanisms, will play an important role in reaching critical mass and in overcoming the present fragmentation of AI research in Europe. Proposals will mobilise the best European teams in AI community to join forces to address major technical as well as sector- or societal-driven challenges: strengthening excellence, networking, multidisciplinarity, academia-industry synergies. Activities of the Networks: In order to structure the activities, the proposals will focus on important scientific or technological challenges with industrial and societal relevance where Europe will make a difference, by building on strengths, or strengthening knowledge to fill gaps critical for Europe. Based on the identified challenges, the proposals will develop and implement common research agendas. The main vision and roadmap with targets within the projects, as well as methodology to implement and monitor progress will have to be specified in the proposal and can be further developed during the project. Scientific progress will have to be demonstrated through testing on application specific datasets or use-cases. By extending the benchmarking of foundational research to application specific areas, the research community will simultaneously address advancements in AI and grand societal and technological challenges. The proposals should define mechanisms to foster excellence throughout Europe, to increase efficiency of collaboration, including through networking and exchange programmes, and to develop a vibrant AI network in Europe. Each network will disseminate the latest and most advanced knowledge to all the academic and industrial AI laboratories in Europe and involving them in collaborative projects/exchange programmes. (This could involve projects defined initially or via financial support to third parties, for maximum 20% of the requested EU contribution, with a maximum of 60k€ per third party[2]). Each network will develop, where relevant, interactions with the industry, in view of triggering new scientific questions and fostering take-up of scientific advances Each network will develop collaboration with the relevant Digital innovation Hubs and AI start-up initiatives, to disseminate knowledge and tools, and understand their needs. These networks should also foster innovation and include mechanisms to exploit new ideas coming out of the network’s work (for instance via incubators). Overall, each proposal will define mechanisms to become a virtual centre of excellence, offering access to knowledge and serve as a reference in their chosen specific field, including activities to ensure visibility.

Objective

Objective
The topic aims to establish national roundtables to improve dialogue, co-operation and awareness between key public and private stakeholders and build capacity in order to develop large-scale investment programmes that mobilise private finance for investments in energy efficiency and integrated renewables. The Smart Finance for Smart Buildings initiative had proposed a comprehensive approach based on the more effective use of public funds, aggregation and project development assistance, and de-risking. The Commission is organising conferences and national roundtables in EU Member States through the Sustainable Energy Investment Forums[4] initiative since 2016, in order to roll-out this initiative across Europe.
Eligible Activities
Proposals should set-up national roundtables focused on energy efficiency investments and small-scale integrated renewables, as permanent multilateral discussion forums gathering the relevant stakeholders, including, but not limited to government, local and regional authorities, financial sector, Energy Service Companies (ESCOs), homeowners, industry sector, construction sector and Small and medium-sized enterprise (SME) sector, consumers and citizens associations. The focus of the national roundtables should include energy renovation of existing private and/or public buildings, as well as district heating, investments in SMEs and the tertiary sector. Proposals can target regional levels in addition to the national level if relevant.

The objective of this call for proposals is to co-finance projects aiming to train national judges in the context of enforcing European competition rules. This includes public and private enforcement of both the Antitrust rules and the State aid rules, thereby increasing the knowledge and know-how of national judges. The final aim is to ensure a coherent and consistent application of EU competition law by national courts. These objectives can best be achieved through projects which specifically focus on the role of national judges in the application of EU competition law, their particular needs and work environments and pre-existing training and knowledge.
