The smart tool for EU proposal drafters and grant writers CallforEurope is a consultancy that provides for professional information and assistance on European Policies, Programmes and Public Calls. Our mission is to support transparent knowledge and easy access to all of the opportunities offered by EU Programmes. We think that giving fresh information on such themes is a valid lever for boosting European Union integration.
Our support is intended to: • offer technical information on how to access to and manage EU grants and projects; • make people find new transnational partnerships throughout Europe; • stimulate public debate on how to access to EU funds. Hello readers! In the 7th November 2021 edition, our weekly monitor reached 348 new calls recently opened by European Institutions and Agencies. This week we monitored a call under Erasmus+ for promoting virtual exchanges on vocational training and educations issues; new calls from the European Research Council promoting research issues among citizens. We then monitored Horizon Europe calls on climate change issues and on strategic use of the European satellite and Copernicus system. Besides, a lot of new calls have been recently issued under Horizon Europe Programme. We included all of them in our general list, promising to examine in our Synopses in the next weeks.

Programme
Public programmes that fund the specific call for proposals, according to specific policy objectives, and accompanied by specific working plans, financial regulations, etc.

Administrations, Institutions and/or Agencies, committed to the implementation of the programmes and funding of coherent initiatives and projects according to the single ongoing call for projects.
Objective
Public calls for projects generally include the general and specific objectives to be achieved by the funded initiatives. Objectives are coherent with the general ones defined by the funding programmes.
Eligible Activities
Projects are expected to be implemented through types of activities identified as eligible to public funding. In many cases, calls also list activitities and connected costs not eligible to public funding from a specific European programme.

Objective
Government expenditure on works, goods and services represents around 14% of EU GDP, accounting for roughly annually EUR 1.9 trillion. This represents an untapped potential to stimulate the demand of innovative solutions, notably for innovative small businesses. The public but also private sector could grasp this opportunity to offer new opportunities making use of new technologies or solutions, notably for innovation suppliers such as EIC funded projects and companies. Moreover, innovation procurement allows providing better and more efficient public services to face societal challenges such as climate change, pandemic crisis or sustainable management of natural resources.

Another objective of this topic call is to foster the aggregation of the demand at European level and pull the European market – not only to push the technology – in order to give the possibility for innovative technologies to find potential first and large buyers. Eligible Activities
This call topic will fund structured pilots between buyers of innovations and innovative EIC SMEs, in accordance with public procurement rules, where applicable. The EIC support will cover partially the costs of procurers for the needs assessment, market engagement/consultation, co-development of solutions/pilots and drafting of terms of reference - for the amounts please see section VI.7 of the EIC Work Programme 2021. With regard to the co-creation of pilots and solutions testing, the beneficiaries selected under this call topic will co-finance via financial support to third parties the development of innovative solutions by suppliers. The support should take the form of the following 4 actions to be implemented within the specified timeframes. Action 1: Improved definition of the challenges and the needs of procurers in relation to the solutions they have to buy for their users, citizens, customers, clients or employees. Action 2: Improved sourcing and consulting of the market players and innovation developers before designing the tender. Action 3: Stimulation of co-creation of pilots and test solutions. Action 4: Support to the development of the terms of reference.

Objective
Proposals should improve European high-resolution, fully coupled atmosphere-oceanland Earth System Models, able to robustly simulate key climate processes, their variability and future trends for this and well into the next century in order to enhance the quality, robustness and versatility of climate projections on a range of temporal and spatial scales (global and regional) to (1) support policies implementing the goals of the Paris Agreement and (2) address the societal need to assess and respond to the adverse impacts of climate change.
Eligible Activities
Projects should foster a fully coupled atmosphere-ocean-land-ice Earth-system model approach that contributes to a better understanding and representation of the processes, including for that drive and influence climate change on global and regional scale. Arctic and Antarctic regions should be considered as key elements in global climate changes. Projects should make efficient use of available and high quality observational data (e.g. space-based and not space based, including in-situ and paleoclimatic data) for the development of robust model validation, verification, and improve uncertainty estimation methodologies. Where relevant, high-resolution model development and evaluation should be properly connected with major programmes in the domain of Earth Observation such as the Copernicus Programme, the ESA science satellite missions in Europe, as well as the Group on Earth Observations (GEO) and the Global Earth Observation System of Systems (GEOSS) at global level. They should also strive to reduce uncertainty of key parameters of climate and hydrological systems. Projects should advance methods for assessing and attributing model outputs and climate change impact on regional scales with the support of advanced digital technologies, such as artificial intelligence methodologies.

Improved adequacy of Integrated Assessment Models (IAMs) to effectively contribute to international, European, national and regional climate policy processes in support of the implementation of the European Green Deal, the Paris Agreement, COVID-19 recovery and broader sustainability goals Contributions to major international scientific assessments such as the reports of the Intergovernmental Panel on Climate Change (IPCC), the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) and the International Resource Panel (IRP). Increased robustness, legitimacy, relevance, usability and transparency of IAMs leading to increased uptake and better awareness of their results across various end-user groups, developing, where possible, new business models for IAMs transparency (for example, open source and open code options).
Eligible Activities
Actions should improve the state-of-the-art of IAMs by tackling their existing weaknesses and lack of/limited capabilities of the current generation of models in order to provide robust, credible and transparent evidence-base in support of design and evaluation of multiscale (global, European, national, regional) mitigation policies at various time horizons. An important goal of this call is to address multiple challenges in a coherent and consistent manner using an integrated framework. Objective
Support improved wind farm design, location choice, distribution and operation thus bridging the gap between small-scale controlled experiments and full-scale deployment; Enhance system reliability and power production; Decrease economic uncertainties related to farm design and power production, as well as wind technology components design and durability; Lead to the development of numerical models capable of accurately forecasting high wind flow and power production. It will also improve wakes modelling and the integration of models with real condition wind farm data; Use open access of Big Data storage and usage for the testing and performance tracking of the numeric models.
Eligible Activities
Develop an open access knowledge hub for experimental data, based on the principles of open data sharing. Develop and validate numeric models to accurately forecast wind flow in low, medium and high altitudes in onshore and offshore scenarios. These models should address how external factors, such as wind conditions, and different climate affect power production and loads on target and neighbouring wind power systems; Integrate these different developments (knowledge hub and forecasting models) into a tool able to be readily absorbed by the sector. This integrated approach need to be applicable to at least 2 of these different wind energy conversion technologies: onshore wind, offshore wind (fixed bottom or floating), and high altitude wind systems; Validate and promote how such tools could be used to improve the design and deployment of wind farms, through case studies; Address and test how such integrated tools can be used for design development of wind technology components (for example blades, towers, substructures, kites, etc.), in particular on the issue of energy efficiency and material durability.

to promote capacity building and awareness on the EU Charter of Fundamental Rights and activities on strategic litigation relating to democracy, the rule of law and fundamental rights breaches. This call will protect, promote and raise awareness of rights by providing financial support to civil society organisations which are active at local, regional, national and transnational level in promoting and cultivating those rights, thereby also strengthening the protection and promotion of Union values and respect for the rule of law and contributing to the construction of a more democratic Union, democratic dialogue, transparency and good governance. The EU policy initiatives supported under this call are the following: European democracy action plan, Rule of law report, Strategy to strenghten the application of the Charter of Fundamental Rights in the EU
Eligible Activities
Projects must address one (or both) of the following policy priorities set for 2022: 1. Capacity-building and awareness raising on the EU Charter of Fundamental Rights To contribute to the effective and coherent application of the EU Charter of Fundamental Rights (the Charter), in line with the Strategy to strengthen the application of the Charter in the EU and to foster a culture of fundamental rights in the Member States. 2. Activities on strategic litigation To strengthen the knowledge and ability of practitioners, legal professionals, civil society organisations and independent human rights bodies to effectively engage in litigation practices at national and European level, and to improve access to justice and enforcement of rights under EU law, including the Charter, through training, knowledge sharing and exchange of good practices.
