The smart tool for EU proposal drafters and grant writers CallforEurope is a consultancy that provides for professional information and assistance on European Policies, Programmes and Public Calls. Our mission is to support transparent knowledge and easy access to all of the opportunities offered by EU Programmes. We think that giving fresh information on such themes is a valid lever for boosting European Union integration.
Our support is intended to: • offer technical information on how to access to and manage EU grants and projects; • make people find new transnational partnerships throughout Europe; • stimulate public debate on how to access to EU funds. Our ambition is to serve as a technical resource center. We want to serve primarily those that usually work on writing applications and
managing projects through European funding. Hello readers! In the 21st November 2021 edition, our weekly monitor reached 371 new calls recently opened by European Institutions and Agencies. This week we monitored 28 new calls recently issued by the Digital Europe Programme. They include a long series of funding opportunities for the digital development in European economy and society spanning from skills to data security and digital innovation hubs. A lot of other calls has been recently issued under Horizon Europe Programme. We included all of them in our general list, promising to examine in our Synopses in the next weeks. We also monitored three new funding calls from the CERV Programme and a new call for energy transition regions.

INSTRUCTIONS FOR CONSULTATION ON SINGLE SYNOPSES
Programme
Public programmes that fund the specific call for proposals, according to specific policy objectives, and accompanied by specific working plans, financial regulations, etc.
Administration
Administrations, Institutions and/or Agencies, committed to the implementation of the programmes and funding of coherent initiatives and projects according to the single ongoing call for projects.
Objective
Public calls for projects generally include the general and specific objectives to be achieved by the funded initiatives. Objectives are coherent with the general ones defined by the funding programmes.
Eligible Activities
Projects are expected to be implemented through types of activities identified as eligible to public funding. In many cases, calls also list activitities and connected costs not eligible to public funding from a specific European programme.
Eligible Applicants
Entities eligible to apply for funding can be physical or legal persons. Legal persons can include public and/or private entities. In many cases, calls require applicants to form partnerships or legal consortia, with specific conditions for lead applicans, applicants and associate entities.

Objective
Projects’ results are expected to contribute to some or all of the following outcomes: European Police Authorities are provided with modern, innovative and validated tools and training curricula, which take into account legal and ethical rules of operation as well as fundamental rights such as privacy and protection of personal data to prevent, detect and investigate online identity theft, and lawfully collect crime evidence across borders for its use in court proceedings; Strengthened ability of security practitioners to identify (new forms of) online identity theft at an early stage thanks to improved knowledge on the modus operandi and new trends in identity theft, including but not limited to deepfakes, and innovative solutions for Police Authorities to tackle them in lawful manner; Improved understanding on the societal aspects and impacts of identity theft, as well as on the key challenges related to it; Enhanced perception by the citizens that Europe is an area of freedom, justice and security thanks to innovative awareness-raising campaigns explaining to citizens the key and evolving mechanisms of identity theft and how to protect against them; Improved shaping and implementation of regulation related to the fight against identity theft by security policy-makers.
Eligible Activities
Research is needed to develop new technological means of detecting deepfakes in support of the work of Police Authorities, as it may only be a matter of time before deepfakes are used more often in online identity theft cases. In addition, this can have serious implications for Police Authorities, since it might complicate investigations and raise questions about the authenticity of evidence. The issue of collecting (crossborder) evidence for its use in courts of law, i.e. in a lawful manner and respecting fundamental rights such as privacy and protection of personal data, should be tackled in proposed activities as well. Activities proposed within this topic should address both the technological and societal dimensions of online identity theft in a balanced way.

any legal entity (including natural persons) or group of legal entities established in an EU Member State or in a country associated to Horizon Europe. This topic requires the active involvement, as beneficiaries, of at least 3 Police Authoritiesfrom at least 3 different EU Member States or Associated countries.

Improved intelligence picture of organised environmental crime in Europe, modus operandi of such criminal organisations, both offline and online; Improved tools and innovative training curricula for European Police Authorities and Border Guards Authorities, validated against practitioners' needs and requirements, to help them tackle criminal activities related to environmental crime, supported by advanced digital technologies and including the lawful court-proof collection of crime evidence as well as environmental crime statistics; Improved cooperation between European Police Authorities, Border Guards Authorities and other national Authorities involved in tackling this form of crime, including on goods not released for free circulation (e.g. in transit, warehousing etc.); Improved cooperation with third countries and international actors involved in the fight against environmental crime; Enhanced ability of security practitioners to identify and prevent emergent and existing organised crime networks involved in environmental crime; Increased ability of public services to detect places of illegal waste storage; Improved shaping and tuning of regulation related to the fight against environmental crime by security policy.
Eligible Activities
Environmental crime breaches environmental legislation and causes significant harm or risk to the environment, climate and/or human health. Environmental crime is highly lucrative, but the sanctions are low, and it is often harder to detect than more traditional forms of organised crime. These factors also make it highly attractive for organised crime groups. These crimes present a high risk for the environment, climate and health, and are very harmful to society as a whole. The extent of the problem is clearly demonstrated by waste trafficking, which is characterised by the clear interconnection between criminal actors and legal businesses.

Objective
to support the development and uptake of multi-use between marine renewable energies (especially emerging ones such as wave, tidal and floating wind) and other blue economy activities and/or with nature protection (e.g. marine protected areas).
Eligible Activities
Projects will advance multi-use, integrated offshore renewable energy solutions towards the commercial phase. Activities will vary depending on the maturity of the multiuse concept targeted in the proposal. In their proposals, applicants will describe clearly the chosen concept and its maturity level and the relevant activities they will implement to develop the solutions. Applicants should explain in their proposal how the proposed solutions build on the results of, or will exploit synergies with, relevant EU and other projects and initiatives in the area of multi-use solutions including offshore renewable energy. Those projects include the ones reviewed in a recent technical background study published by the Commission: MULTIFRAME, UNITED, MUSICA, MARIBE, MERMAID, TROPOS, MUSES, Space@Sea, Edulis, Wier&Wind, ORECCA, H2OCEAN and CO-EXIST. Proposals focusing on early stage concepts will include activities to develop the concept and business case. These will include: – Cost-benefit analysis, market study, business planning, identifying investors. – Forming partnerships between business, investors, authorities, environmental organisations and other stakeholders, e.g. through matchmaking activities. – Identification of sites and preparatory activities for licensing/consenting applications.
Eligible Applicants
Minimum two entities from two different eligible EU Member States participating in the Atlantic Maritime Strategy; and At least one for-profit, private-sector business entity in the offshore renewable energy sector. The coordinator must be established in an EU Member State participating in the Atlantic Maritime Strategy (France, Ireland, Portugal and Spain).

- encouraging intercultural dialogue with third countries not associated to the programme and increasing tolerance through online people-to-people interactions, building on digital, youth-friendly technologies; - promoting various types of virtual exchanges as a complement to Erasmus+ physical mobility, allowing more young people to benefit from intercultural and international experience; - Enhancing critical thinking and media literacy, particularly in the use of internet and social media, such as to counter discrimination indoctrination, polarization and violent radicalisation; - fostering the digital and soft skills development of students, young people and youth workers, including the practice of foreign languages and teamwork, notably to enhance employability; - promoting citizenship and the common values of freedom, tolerance and non-discrimination through education; - strengthening the youth dimension in the relations of the EU with third countries.

- online-facilitated discussions between young people of youth organisations based in different countries, as part of youth projects. They could include role playing simulations. Participating organisations must arrange virtual exchanges for people in the 13-30 agerange; training for youth workers willing to develop a virtual exchange project with colleagues from other countries; online facilitated discussions between students of Higher Education institutions based in different countries, as part of higher education degrees; training for university professors/staff willing to develop a virtual exchange project with colleagues from other countries; interactive open online courses including traditional course materials such as filmed lectures, readings, and problem sets (like the well-known MOOCs, Massive Open Online Courses, but putting an emphasis on interactive user forums in small groups to support community interactions among students, professors, teaching assistants, young people and youth workers)
