The smart tool for EU proposal drafters and grant writers CallforEurope is a consultancy that provides for professional information and assistance on European Policies, Programmes and Public Calls. Our mission is to support transparent knowledge and easy access to all of the opportunities offered by EU Programmes. We think that giving fresh information on such themes is a valid lever for boosting European Union integration.
Our support is intended to: • offer technical information on how to access to and manage EU grants and projects; • make people find new transnational partnerships throughout Europe; • stimulate public debate on how to access to EU funds. Our ambition is to serve as a technical resource center. We want to serve primarily those that usually work on writing applications and
managing projects through European funding. Call them “Euro-drafters” or “Euro-experts”: in any case, their activity demands high specialization and a constant updating on European policies, programs and public calls. Hello readers! In the 8th August 2021 edition, our weekly monitor reached 364 new calls (!) recently opened by European Institutions and Agencies. This week we gave a specific look to Horizon Europe-funded calls in Cluster 5: Climate Energy and Mobility. In particular we reviewed all calls included in the Destination - Cross-sectoral solutions for the climate transition. These calls cover thematic areas such as batteries, hydrogen, communities and cities, early-stage breakthrough technologies as well as citizen engagement. We also monitored 1 new call issued under the European Solidarity Corps Programme supporting international volunteering teams initiatives.

INSTRUCTIONS FOR CONSULTATION ON SINGLE SYNOPSES
Programme
Public programmes that fund the specific call for proposals, according to specific policy objectives, and accompanied by specific working plans, financial regulations, etc.
Administration
Administrations, Institutions and/or Agencies, committed to the implementation of the programmes and funding of coherent initiatives and projects according to the single ongoing call for projects.
Objective
Public calls for projects generally include the general and specific objectives to be achieved by the funded initiatives. Objectives are coherent with the general ones defined by the funding programmes.
Eligible Activities
Projects are expected to be implemented through types of activities identified as eligible to public funding. In many cases, calls also list activitities and connected costs not eligible to public funding from a specific European programme.
Eligible Applicants
Entities eligible to apply for funding can be physical or legal persons. Legal persons can include public and/or private entities. In many cases, calls require applicants to form partnerships or legal consortia, with specific conditions for lead applicans, applicants and associate entities.

Objective
Projects’ results are expected to contribute to some or all of the following outcomes: European Police Authorities are provided with modern, innovative and validated tools and training curricula, which take into account legal and ethical rules of operation as well as fundamental rights such as privacy and protection of personal data to prevent, detect and investigate online identity theft, and lawfully collect crime evidence across borders for its use in court proceedings; Strengthened ability of security practitioners to identify (new forms of) online identity theft at an early stage thanks to improved knowledge on the modus operandi and new trends in identity theft, including but not limited to deepfakes, and innovative solutions for Police Authorities to tackle them in lawful manner; Improved understanding on the societal aspects and impacts of identity theft, as well as on the key challenges related to it; Enhanced perception by the citizens that Europe is an area of freedom, justice and security thanks to innovative awareness-raising campaigns explaining to citizens the key and evolving mechanisms of identity theft and how to protect against them; Improved shaping and implementation of regulation related to the fight against identity theft by security policy-makers.
Eligible Activities
Research is needed to develop new technological means of detecting deepfakes in support of the work of Police Authorities, as it may only be a matter of time before deepfakes are used more often in online identity theft cases. In addition, this can have serious implications for Police Authorities, since it might complicate investigations and raise questions about the authenticity of evidence. The issue of collecting (crossborder) evidence for its use in courts of law, i.e. in a lawful manner and respecting fundamental rights such as privacy and protection of personal data, should be tackled in proposed activities as well. Activities proposed within this topic should address both the technological and societal dimensions of online identity theft in a balanced way.

This topic requires the active involvement, as beneficiaries, of at least 3 Police Authoritiesfrom at least 3 different EU Member States or Associated countries.

Objective
The action will improve the quality of life of children and young adult cancer survivors through improved social networking and the use of a platform to improve the links amongst individuals, patients, cancer survivors, and social and health professionals active in cancer prevention and care across the Union.
Eligible Activities
Preparatory activities (first 6 months of the initiative). Through meetings and parallel consultations to define / agree on structure, modus operandi, secretariat, annual programme, and other operational and organisational needs, including a costing exercise of the EU Network. Launch of the EU Network (February 2022) – To be organised in the European Parliament and comparable to the launch of the Europe’s Beating Cancer Plan in February 2021. Starting the activities of the Network through ad hoc missions/webinars/workshop, with the direct involvement of EU Network delegates and ‘Ambassadors’. First general assembly of the Network Q3 2022. Throughout the project, wide visibility of the actions/initiatives of the EU Network will be requested.

This action aims to enable the medical/professional organisations and Member State authorities in SoHO subsectors to develop and exchange good practices for professionals and authorities to optimise supply and increase access to quality and safe use of critical therapies based on substances of human origin donated by fellow citizens.
Eligible Activities
Proposed measures and actions can be targeted at local/hospital level, regional/ national level and supra-national/Union level. The measures and actions developed can be implemented by professionals, in collaboration with their national authorities as appropriate, across the Union. The work will aim to identify, share, assess and refine measures and actions taken and planned to mitigate the impact of the COVID-19 pandemic on safety, quality and accessibility of these therapies. The specific sub-sectors that will be supported include in particular: blood and blood components (red blood cells, plasma); organs (e.g. kidneys, liver, heart); haematopoietic stem cells (bone marrow, cord blood); gametes and embryos (for reproductive medicine); tissues (corneas, heart valves).
Eligible Applicants
Professional medical societies (with professional members from hospitals, transplant centres and blood/tissue establishments across the Union) and Member States’ authorities, representing experts in one or more healthcare specialities working with substances of human origin (SoHO - solid organs, haematopoietic stem cells, tissues, gametes, blood and blood components), representing professionals in multiple EU Member States, having a strong relationship / collaboration with national/EU level authorities in the field of SoHO is needed.

Eligible Activities
The development of data-driven, interactive policy and visualisation tools (i.e. through creation of digital twins/virtual models) bringing novel insights on populations, systems and services as a whole, to help policymakers make data-driven decisions. These can be foreseen to be used solely for health care decisions or constitute health-relevant inputs for other sectorial approaches, and promote multi-disciplinary knowledge exchange; The development of data-driven solutions (i.e scenario-building tools and models) helping health care organisations take evidence-informed decisions on cancer care delivery processes such as logistics planning and management, capacity, utilisation of health services and allocation of resources and infrastructures (i.e. human resources, health goods, etc.), and availability of and access to health care technologies (i.e. pharmaceuticals, vaccines, medical devices, etc.) and interventions;

Public/private procurers and decision makers at a local, regional, national and EU level collectively develop and adopt optimal, cost-efficient and flexible innovation procurement strategies, taking into account the ongoing changes in the organisational procedures of health care structures caused by the COVID-19 pandemic. Procurers and decision makers in procurement organisations mainstream health carerelated Innovation Procurement best practices in their respective policy and investment strategies. Hold an open market consultation with the industry across Europe on the current state of the art for the shared unmet needs for innovative solutions identified by the procurers, including on technical and service readiness; Develop capacity and cooperation models for implementing Innovation Procurement (in the form of Innovation Partnerships, PCP/PPI or other relevant instruments), which overcome potential differences among the legal public procurement frameworks of the participating procurers in health and social care; Conduct a user analysis of Innovation Procurement, identify barriers and propose solutions to overcome these barriers (e.g.: standardisation, certification, regulatory requirements, intellectual property rights, contracting models, payment/reimbursement models) and facilitate uptake of such solutions;

Objective
The EIC Transition Open aims at funding innovation activities that go beyond the experimental proof of principle in laboratory. The EIC Transition Open is twofold, supporting both the maturation and validation of a novel technology, and the development of a business case and business model towards the innovation’s future commercialisation. EIC Transition projects should address both technology and market/business dimensions where iterative learning processes based on early customer feedback is possible. Prepare a ground-breaking and novel coordination network on cultural heritage research and innovation policies and activities, including the arts and the cultural and creative sectors. Identify research and innovation domains with European added value that would justify future activities. Propose new ways to engage stakeholders, users of cultural heritage and the arts, social innovators, civil society and, in particular, the younger generation with cultural heritage and its role in shaping the perception of European societies as well as a European sense of belonging. Proposals under this topic are expected to realise a mapping of national activities pertaining to cultural heritage, provenance research, architecture, as well as programmes and European ERA-Net Co-funding schemes on cultural heritage R&I. Furthermore, they should evaluate the European added value, any possible overlap with central EU activities, as well as the impact of and gaps left by ERA-Net Co-funding schemes in the field of cultural heritage. Taking stock of the lessons learnt, they should explore and identify objectives for a future, ground-breaking and wide network that would increase the impact of national funding at European level. Proposals should also provide analysis as well as policy scenarios for future EU-level interventions in this area, including on the role and participation of cultural and creative sectors. Need for new technologies with a specific reference to Earth Observation (Copernicus) data and products relevant for cultural heritage might be also considered. Proposals should provide a novel approach, involve the EU Member States and be open towards Associated and Neighbourhood Countries, a wide variety of stakeholders, civil society and young people.

Projects should contribute to all of the following expected outcomes: Enhance EU migration governance by providing a rigorous review of estimates on irregular migrants living in the EU, including those working. Enhance statistics and data on migration by developing methodologies to estimate the number of irregular migrants across different EU legislative and statistical contexts. Assess viability, costs and economic, socio-demographic and health benefits of regularisation programs, including consideration for their possible signalling effect to incentivise further migration. Propose EU and context specific policy measures accordingly, in articulation with the general EU migration management framework.
Eligible Activities
Proposals should comparatively assess legal frameworks across the EU that determine the irregular status of migrants (also considering the issue of ‘tolerated status’), and comprehensively assess their impact. Proposals should also evaluate this against existing statistics, analysing who is counted as regular, who as irregular and consequent discrepancies in datasets across Europe resulting from different methodologies and policy frameworks. Thereby, proposals should determine effective methodologies to address such issues. To the extent possible, they should also use available datasets to estimate number of irregular migrants residing in Member States. Project proposals should focus on at least 10 EU countries with a geographical balance across the EU. Proposals are encouraged to account for the sustainability of the project building a pan-European network with the potential to sustain and update estimates through time.

R&I proposals under this topic should explore ways to mitigate the challenges that museums, other cultural institutions and the entire ecosystem around them are facing nowadays, including the social and economic impact of the coronavirus pandemic. They should provide methods and models to sustainably finance cultural institutions, while ensuring equal and wide access to culture, heritage and cultural goods. Emphasis should be put on the role of local museums and new ways of participatory cultural management to help museums and other cultural institutions become fully embedded in cities’ life, taking also into account the differences between metropolis and small towns. A digital strategy might be developed as part of the new management and financing model, including sustainable ways of sharing knowledge and facilities to communicate through and about objects and collections of both tangible and intangible cultural heritage. Proposals are encouraged to include close interaction with local, regional and national communities and authorities, as well as cooperation with research institutions and the cultural and creative stakeholders (e.g. artists, actors, interpretation specialists, designers) to attract and engage the public and in particular young people.

Eligible Activities
R&I actions under this topic are envisaged to promote extended digitisation so that collections, artefacts and monuments, including the “born digital” heritage, can be preserved, restored and safeguarded in a sustainable and user-friendly way. At the same time, research should prevent any potential negative consequence of doing so. In addition, digitisation practices have to comply with intellectual property law, in particular copyright law. They should develop digital facilities that will allow building shared infrastructures, provide specialised trainings and courses and facilitate knowledge and know-how exchange to address real needs in the field of cultural heritage. Projects should thus increase the use of existing tools and cutting-edge technologies, such as virtual and augmented reality or artificial intelligence, to reduce access and knowledge limitations to cultural assets.

Activities shall be implemented in order to: (this is not an exhaustive list) • train and nurture emerging talent; • provide cultural organisations of all sizes and types with the opportunity to co-produce, cooperate and learn, by supporting these organisations with financial incentives (regranting) and offering emerging artists concrete and professional opportunities; • help emerging artists to reach a new and diverse audience and develop their careers by giving more visibility to their talent and work outside their borders, across Europe and beyond; • promote, celebrate and boost the diversity of the European repertoire by developing a common European programming of non-national artists and ensuring the presence of these artists at major events, festivals, fairs and markets; • develop a strong common communication and branding strategy, and establish a European quality label; enforce measures to improve working conditions for emerging talents and cultural professionals; • promote and encourage the digital shift to adapt to the substantial changes in how cultural goods are created, managed, disseminated, accessed, consumed and monetised, changing the value propositions which prevailed in the analogue era; • enforce peer-learning and networking, notably with other Platforms and other projects, actions and initiatives supported by Creative Europe; • develop and strengthen management capabilities with activities such as coordination activities, meetings, evaluation, quality control, reporting, etc.

Objective
Selected projects will contribute to the following objectives: - strengthening the transnational circulation and diversity of European literary works in particular by encouraging translations from lesser used languages into English, German, French, Spanish (Castilian) and Italian - reaching new audiences for European literary works in the EU and beyond - strengthening the competitiveness of the book sector by encouraging cooperation within the book value chain.
Eligible Activities
Eligible original works to be translated Works in paper or digital formats (e-books and audio-books). Works of fiction, irrespective of their literary genre or format, such as novel, short story, theatre and radio play, poetry, comic book and youth literature. Non-fiction works are not eligible. Non-fiction works include autobiographies, biographies, or essays without fictional elements; tourist guides; works in the field of humanities and social sciences (such as history, philosophy, economy, etc.) and works related to other sciences (such as physics, mathematics, etc.). Works must already be published. Works must be written by authors who are nationals of, residents in, or recognised as part of the literary heritage of an eligible country. Works must not be already translated into the target language, unless a new translation corresponds to a clearly assessed need. The budget of the call is to be distributed as follows (see Section 10 Form of grant, funding rate and maximum grant amount): - 30% for small-scale projects (up to EUR 100 000); - 40% for medium-scale projects (up to EUR 200 000); - 30% for large-scale projects (up to EUR 300 000).

a) To promote transnational cooperation among public authorities and stakeholders, including the promotion of the use of IMI and sharing experiences and good practices in this respect; b) To increase the accessibility, transparency and quality of the information concerning the terms and conditions of employment to be respected and the existing practices in the Member States to monitor and enforce the provisions of the Posting of Workers Directive; c) To promote the evidence basis through the collection and evaluation of original data, and the analysis specific to the posting process and posted workers' working conditions, including through the collaboration between universities across various disciplines, research centres and institutes and stakeholders, in particular social partners.

a) Cooperation: developing new or improving existing exchanges, peer reviews and/ or training programmes (for example joint visits, joint inspections, short training actions) between officials of competent public authorities and/or between relevant social partners and stakeholders in the contexts of monitoring the compliance with and enforcement of the applicable rules in relation to posted workers, and/or of administrative cooperation and mutual assistance, including the use of the Internal Market Information System (IMI). b) Information: developing and improving different information and/or advisory forms and formats for the collection and dissemination of quality, user-friendly, and specific information targeted at workers and/or undertakings with respect to the working conditions applicable to posted workers, the procedures and conditions to be respected by undertakings in different Member States, and other relevant information for the posting of workers in the context of the provision of cross-border services. c) Evidence: development of joint research projects on different dimensions of the posting of workers in the context of the transnational provision of services and dissemination of results through targeted publication strategies, both in the scientific domain as well as in the specialised and general press.

Objective
Volunteering Teams in high priority areas are large scale, high impact projects supporting voluntary activities carried out by young people from at least two different countries coming together to express solidarity by implementing short-term interventions that address common European challenges in policy areas defined each year at EU level. This year’s priority is focused on COVID-19 impact and recovery, particularly through supporting the health and social care systems with activities tackling prevention, promotion and support in the field of health; addressing major health challenges (i.e. life-threatening illnesses like cancer) and promoting health, healthy lifestyle, physical activity and well-being overall. For the purpose of this call, applications for funding could: contribute to the improvement of health and well-being of vulnerable people, including persons affected by chronic or life-threatening diseases (e.g. cancer); contribute to building inclusive societies through protecting vulnerable groups as people with drug-alcohol dependence, elderly and children, migrants, homeless etc. from COVID-19 impact and other diseases
Eligible Activities
Volunteering Teams are solidarity activities that allow groups of minimum 5 participants to volunteer together for a period between 2 weeks and 2 months. Composition of the team should be international (including participants from at least two different countries) with at least a quarter of team members coming from countries that are different from the country where the activity takes place. In volunteering teams, European Solidarity Corps’ volunteers carry out tasks for a project over a short period of time (usually, but not exclusively, during holidays, breaks between study periods, transition from education to work, etc.). Examples of the valuable work that can be accomplished by volunteering teams under this Action include: organising information campaigns, providing critical community services to most vulnerable populations e.g. arranging grocery shopping for elderly, organizing recreational activities for children with cancer, intergenerational workshops on use of online tools for socialising and communicating, supporting vaccination campaigns. In Volunteering Teams, volunteers will carry out the activity in a group. This can be an incentive for youngsters who do not feel ready to embark into challenging experiences on their own; The activity will be shorter in its duration. This can foster the participation of those youngsters who cannot commit for a long period of time because of their studies or jobs, but still want to be of help for the community.
Eligible Applicants
Any organisation legally established in a programme country or a partner country neighbouring the EU that holds a valid volunteering Quality Label or Erasmus+ volunteering accreditation. Participating organisations must hold a valid volunteering Quality Label or Erasmus+ volunteering accreditation at the latest at the start of the activities they are involved in and during the entire duration of the activities.

Objective
The global objective of this call for proposals is to enhance the involvement and impact of the civil society in contributing to the rule of law and to a more resilient and cohesive society.
