Hello readers! In the 6th of November 2022 edition, we commented various EU calls published during the current week. Four big calls have been issued under the European Innovation Fund managed by the European Climate, Infrastructure and Environment Executive Agency (CINEA). The Innovation Fund is one of the world’s largest funding programmes for the demonstration of innovative low-carbon technologies. It provides grants for projects aiming at commercial deployment of innovative low-carbon technologies, with the objective of bringing to the market industrial solutions to decarbonise Europe and support its transition to climate neutrality. With the 4 recently funding calls, the Innovation Fund will support large-scale projects for low-carbon technologies in many fields such as clean-tech manufacturing, innovative elecrtification, etc. Another call is issued by the DigiPrime platform (funded by the Horizon 2020 Programme) for funding SME pilot projects focusing on components and materials for novel and different application contexts. Objective
EIC Transition aims at maturing both your technology and business idea thus increasing its technology and market readiness. The expected outcomes of an EIC Transition project are a) a technology that is demonstrated to be effective for its intended application and b) a business model, its initial validation and a business plan for its development to market. It is also expected that the intellectual property generated by the EIC Transition project is formally protected in an adequate way. Proposals submitted to this EIC Transition Challenge should focus on demonstrating novel digital devices and/or architectures that have a clear and quantifiable advantage with respect to one or several of the key issues mentioned above compared with existing alternatives for a class of relevant problems or applications. Proposals should focus their work on harnessing a physical, chemical, or biological process not previously explored, or they should revisit existing devices while operating them in novel modes or regimes leading to a novel approach with quantifiable and demonstrable advantages.
Eligible Activities
EIC Transition funds innovation activities that go beyond the experimental proof of principle in laboratory. It supports both the maturation and validation of a novel technology from the lab to the relevant application environments (by making use of prototyping, formulation, models, user testing or other validation tests) as well as explorations and development of a sustainable business case and business model towards commercialisation.
Eligible Applicants
A single legal entity established in a Member State or an Associated Country (‘monobeneficiary’) if you are an SME or a research performing organisation (university, research or technology organisation, including teams, individual Principle Investigators and inventors in such institutions who intend to form a spinout company). Larger companies (i.e. which do not qualify as SMEs) are not eligible to apply as a single legal entity; or a small consortium of two independent legal entities from two different Member States or Associated Countries, or a consortium of minimum three and maximum five independent legal entities.

The ERC Starting Grants are designed to support excellent Principal Investigators at the career stage at which they are starting their own independent research team or programme. Principal Investigators must demonstrate the ground-breaking nature, ambition and feasibility of their scientific proposal.
Eligible Activities
Starting Grants may be awarded up to a maximum of EUR 1 500 000 for a period of 5 years. Additional funding up to EUR 1 000 000 can be requested in the proposal to cover the following eligible costs when these are necessary to carry out the proposed work: (a) "start-up" costs for Principal Investigators moving to the EU or an Associated Country from elsewhere as a consequence of receiving the ERC grant, and/or (b) the purchase of major equipment, and/or (c) access to large facilities, and/or (d) other major experimental and field work costs, excluding personnel costs.
Eligible Applicants
The ERC actions are open to researchers of any nationality who intend to conduct their research activity in any EU Member State or Associated Country. Principal Investigators may be of any age and nationality and may reside in any country in the world at the time of the application. Eligible Host Institution: The Host Institution (Applicant Legal Entity) must engage and host the Principal Investigator for at least the duration of the project, as defined in the grant agreement.

Objective
Project results are expected to contribute to the following outcomes: Ensuring the highest nuclear safety standards for deployment of alternative fuel for VVER reactors in the EU Member States and Ukraine; A coordinated approach to the licensing of alternative fuel for VVER reactors; Increased security of supply of nuclear fuel for VVER reactors.
Eligible Activities
Twenty Russian-designed VVER reactors exist in the EU[1] and fifteen in Ukraine. The functioning of those reactors depends mainly on Russian-produced nuclear fuel. EU sanctions following Russia's invasion of Ukraine made it necessary to strengthen the security of supply for these nuclear power plants. Although there were several attempts in the last two decades in both EU and Ukraine[2] to establish an alternative supplier of the nuclear fuel for the VVER reactors, outcomes were not sufficient to ensure the security of supply at the highest safety standards. This action should carry out the necessary safety analyses, tests, and, considering the urgency of the situation, help to engage with ENSREG and relevant national nuclear regulators to identify procedures allowing, whenever possible, faster licensing of VVER fuel manufactured by European suppliers, with due consideration to international safety standards (IAEA, WENRA) and the Nuclear Safety Directive[3]. In particular, this action should: ensure a coordinated approach to the licensing of the alternative fuel, including qualification and benchmarking campaigns, as well as further development of necessary codes and standards, addressing relevant nuclear safety issues remove obstacles for European vendors to assure the supply of highly reliable fuel for the uninterrupted, safe operation of VVER-440 and VVER-1000 reactors

The objective of the KYKLOS4.0 – Open Call #2 is to accelerate innovation in the digital manufacturing domain by facilitating the implementation of projects led by SMEs and with the participation of an industrial partner. The objective of the open call is fund the development of innovative solutions to improve digital manufacturing processes. Applicants will be required to select, integrate and validate one or more of KYKLOS 4.0 services and respective technological components as part of their experiments.
Eligible Activities
KYKLOS 4.0 - Open Call #2 invites proposals for the development of an innovative solution(s) for a manufacturing scenario in which they will have to carry out a pilot experiment in a manufacturing environment. The defined scenario must be addressed by developing a solution that adopts one or more services selected from the KYKLOS 4.0 platform, which should be integrated and validated as part of the defined experiment. Proposed solutions should demonstrate a high innovation potential and be ready to explore commercialisation opportunities by the end of the experiment period. The Open Call #2 will have a single phase where a minimum of 14 proposals will be selected. The maximum amount of funding per awarded consortia of 2-3 entities (a consortium must be led by an SME) is €150.000 (maximum of €60.000 per third party, with other specific rules applying for each type of entity).

Objective
New guided ultra-high speed transport systems based on magnetic levitation and with “capsules” movement inside a vacuum tube are currently emerging. To analyse the feasibility of this type of transport, not only the technical issues must be resolved, but also those related to the economic viability, system operations, safety and acceptance of this new type of transport. Current economic analysis for this type of systems have not been based on a full scale demonstration, that is key to deliver an operational concept and thereof a realistic evaluation of the feasibility of operational business models, as well as paths for testing, certification, deployment, and full market adoption. Additionally, the implementation of the innovative solutions and the estimation of the real capacity of such transport mode rely on the safety requirements/analysis of the system as well as investigation on the future applicable traffic control systems and sensoring techniques.
Eligible Activities
The activities to be performed under this work stream are expected to deliver an Industrial roadmap, reflecting relevant parties such as developers, engineering and design&build companies and operators, covering all the steps and milestones needed to the increase of technological readiness level up to TRL 9. It should address in addition also all industrialisation steps, including system/subsystems qualifications and validations steps, for the commercial implementation of such technology at scale. The roadmap should be accompanied by an analysis on the main risks and challenges to deploy hyperloop solution onto the market, resulting on a proposed mitigation plans to be incorporated in the industrial roadmap. It shall be supported by a social-economic Business Case analysis, that would include feasibility studies and use cases.

The project stemming from this topic should develop a shared methodology for transforming existing stations or designing new ones into socio-technical systems operating as city’s greening engines for the surrounding environment, and new urban hubs aggregating multiple services for the users and its citizens. In this respect, the project will integrate and contribute to the EU-Rail Multi-Annual Work Programme – Flagship Area 4 – A Sustainable and Green Rail System as well as to the European Union New EU Urban Mobility Framework[1].
Eligible Activities
The project stemming from this topic shall contribute to deliver the expected outcomes and the R&I work includes: The development of analytical tools that will support the methodology for evaluating the costs and benefits of broadening the original purpose and functions of a railway station in the context of urban planning and mobility (from a simple departure/arrival point to a dense node of mobility, economic and social activities) as well as smart grids and energy performance (and any relevant station transformation), The definition of sustainability indicators (including social, economic environmental and resiliency dimensions) guiding the methodology, taking into account the existing Sustainable Urban Mobility Indicators[2]..

Europe needs to strengthen its position as provider of products and services based on data, enabling new market opportunities. The EU is promoting the use and uptake of Copernicus, a leading European data provider, as a driver of innovation for the European Data Economy. Actions under this Topic will contribute to increase the integration and uptake of Copernicus into the economy, and/or to solve societal challenges. The integration of Copernicus data assets with data contributed by other vertical domains into sizeable and scalable applications enabled by modern ICT technologies will greatly enhance Copernicus downstream market. Likewise, many vertical domains (such as, for example, agriculture, food security, health, energy, natural resources, environmental monitoring, insurances, tourism, security etc…) will benefit from the use of Copernicus.
Eligible Activities
Actions under this Topic will bring to market new or improved applications, products and services by exploiting Copernicus data assets and services products. To achieve the objectives described above, the project are required to adopt state-of-the-art ICT technologies (such as, for example, Big Data and AI technologies in their wider declinations), and make use of existing European data infrastructures, such as Copernicus DIAS platforms, European open data portals, and industrial data platforms. The technical solutions to be adopted should be user-friendly and work at the scale of the large quantities of data involved. They should be adopted to contribute to the digitization challenges of the European industry by opening up innovative business avenuesopportunities and to support societal challenges.

Objective
‘Energy efficiency first’ (EE1st) has been a guiding principle in European climate and energy policies for many years. It means taking utmost account of cost-efficient energy efficiency measures in shaping energy policy and making relevant investment decisions. The principle is defined in the Governance Regulation, which inter alia requires EU countries to consider it in their National Energy and Climate Plans (NECPs). However, it is often overlooked in existing planning and investment programmes.
Eligible Activities
Building on recent and ongoing Horizon 2020 energy efficiency research projects[2] in the related field, action should address one or several of the following areas of work: Develop cost-benefit methodologies applying a system approach and taking into account the wider benefits of energy efficiency solutions from a societal perspective, providing tools and policy recommendations to assess energy efficiency solutions in the energy and non-energy sectors in line with EE1st. Support the development of frameworks and methodologies to further operationalise the principle at all levels and the integration of these frameworks across governmental levels. Support the monitoring of and reporting on the application of EE1st at the national, regional and local levels and assess the impacts of planning, policy and investment decisions on energy consumption and energy efficiency in line with and complementary to the reporting requirements as for example established in the governance regulation. Support the transfer of best practices where energy efficiency measures and projects are given priority over additional supply side measures at the national and local levels through pilot projects.

Objective
Project Development Assistance (PDA) offers technical assistance to public and private project developers to deliver energy efficiency and renewable energy investments of ambition and scale. The topic aims to support project developers across Europe to develop replicable solutions that are mobilising private capital, blending public with private financing, setting up long-term and scalable financial instruments and at the same time overcoming legal and structural barriers whilst delivering a highly ambitious sustainable energy project pipeline. Projects are expected to demonstrate an innovative approach, for example in aggregating and structuring investment projects, advancing market boundaries or changing organisational and regulatory structures.

Scope A: Project Development Assistance Project Development Assistance (PDA) will be provided to public and private project promoters such as public authorities or their groupings, public/private infrastructure operators and bodies, energy agencies, energy service companies, retail chains, large property owners and services/industry. The action will support project promoters in building technical, economic and legal expertise needed for successful project development and implementation. Scope B – Community of practitioners of one-stop-shops for public assets Proposals should support the development of an EU community for the practitioners actively involved in the local/regional implementation of one-stop-shops for the energy efficient renovation of public assets, in order to pool efforts, generate economies of scale and encourage convergence towards best practices. The target group for this community is primarily the actors involved in public asset renovation projects funded under Horizon 2020 PDA and ELENA, as well as potentially other programmes.

Objective
Increased global competition in the audiovisual sector makes international cooperation in scriptwriting ever more crucial. Such cooperation is particularly necessary at European level to allow European players to scale up and face the increasing risk of ‘brain-drain’ of European audiovisual professionals towards third countries. The objective of the proposed scheme is to respond to the need for European storytelling suitable for co-production and that can travel across borders. In addition, in order to bring out stories that reflect our European culture, both the one that we have in common and the one specific to our respective countries, we must encourage the emergence of strong teams of creators (e.g. screenwriters, showrunners, other authors, etc.) from several Member States.
Eligible Activities
Support will be given to projects that facilitate creative hubs, e.g. writing rooms or other collaborative settings, aimed at the co-creation of European audiovisual works. Such hubs will act as accelerators or incubators of talents, by proposing innovative methods to select and guide talented writers from pre-writing/conceptualisation to the actual writing of fiction series projects and potential matchmaking with buyers. The projects should involve European talents as directly as possible. The objective of the action being enhancing and enabling creativity, talents across the EU should be empowered to intensify their cooperation. Authors should be working within ad hoc creative labs or writing rooms that have as primary goal the improvement of the creative process. At the same time, through exchanges with audiovisual professionals, authors should become more aware of the potential of their creative input, in artistic as well as in exploitation and dissemination terms.
