The Mission Board of the EU Mission on Cancer has defined Comprehensive Cancer Infrastructures as ‘national or regional infrastructures that provide resources and services to support, improve and integrate cancer care, research, training of care professionals and education for cancer patients, survivors and families/carers.’ Today, the level of development of Comprehensive Cancer Infrastructures and their capacities, such as their digital, research and innovation-related capacities, vary considerably across Member States and Associated Countries, leading to inequalities, in particular in terms of research, quality and access to care.

Eligible Activities

Proposals should address all of the following: The capacity-building programme should be organised over the course of three years, with at least one training session taking place in each Member State and those Associated Countries in the EU network of Comprehensive Cancer Centres, to be established through the Europe’s Beating Cancer Plan. In the planning of the capacitybuilding programme, sufficient time should be allocated to ensure proper follow-up and implementation of the recommendations provided to the participating countries. Each training session shall be tailored to the needs of the participating country. These needs shall be identified and discussed with the participating country prior to the session. This concerns in particular the required participants / stakeholder groups, duly reflecting health and research system specificities. The capacity-building programme should start in countries with no existing Comprehensive Cancer Infrastructure, followed by those with some existing Comprehensive Cancer Infrastructures but needing substantial improvement, and then support the further development of Comprehensive Cancer Infrastructures in countries with an already established system. The training sessions shall consist of balanced theoretical and practical parts, including simulations, case studies, group exercises, mutual learning exercises and on-the-spot visits (when possible) to gather practical experience.

Proposals under this topic should aim for delivering results that direct, tailor towards and contribute to all of the following expected outcomes: Cancer patients and their caregivers will have access to optimised and affordable treatment interventions that increase their quality of life, across EU regions, Member States and Associated Countries; Healthcare professionals and academia will generate clinical evidence, by evaluating effectiveness in randomised or cluster-randomised academic investigator-initiated[1] pragmatic clinical trials, how to best perform and deploy evidence-based treatment interventions that improve outcomes in real life for routine healthcare, including quality of life, for cancer patients who often present with comorbidities; National healthcare providers, policymakers and authorities in EU Regions, Member States and Associated Countries will have the evidence to implement optimised and affordable treatments in their healthcare systems, including in everyday medical practice.

Eligible Activities

Proposals should address all of the following: Design and conduct randomised or cluster-randomised academic investigator-initiated pragmatic clinical trials to deliver effective and evidence-based treatment interventions for implementation by healthcare systems at the level of local communities, EU Regions, Member States and Associated Countries, taking into account socio-economic and biological stratification, such as biology of the disease, gender, cancer stage, and age. The chosen treatment intervention(s)[2] should be adapted to the particular needs of the target population and to the specificities of the provision of care at local, regional, or national level, duly reflecting the diversity across Member States and Associated Countries. Furthermore, affordability and accessibility should be taken into account. The successful proposals will address treatment interventions for patients with refractory cancers (cancers with a 5-year overall survival of less than 50% from time of diagnosis) at any stage of the disease, for any cancer subtype, in any age group or part of society.

Following the EIT Call for Proposals 2021 for a new EIT Knowledge and Innovation Community (KIC) in the Cultural and Creative Sectors and Industries (CCSI) and in accordance with the conditions laid therein, on 22 June 2022 the Governing Board of the European Institute of Innovation and Technology (EIT) designated a consortium ‘Innovation for Creative Economy (ICE)’, proposal number 101089436, as the new KIC called ‘EIT Culture & Creativity’ (‘EIT CC’ or ‘KIC’). Further to the EIT Single Programming Document 2022-2024, the EIT may award a start-up grant to EIT Culture & Creativity in order to support the efficient setting up of the new KIC. The designated consortium shall submit a proposal for their Start-up Plan and the estimated budget in accordance with the conditions laid down in the "Invitation for a 20222023 Start-up Plan proposal and estimated budgetin the area of Cultural and Creative Sectors and Industries (CCSI)". The purpose of the start-up grant is to cover activities that are necessary to setting up a KIC, covering legal, operational, governance, strategic outlook, and other aspects. The Start-up Plan will be evaluated according to the criteria defined in the Invitation.

Successful proposals will contribute to developing bio-based novel dedicated or dropin platform chemicals with improved technical and/or environmental performances, contributing to the circularity and carbon neutrality of related systems. Projects are therefore expected to address the EU Bioeconomy Strategy and its action plan, the Chemicals Strategy for Sustainability, the EU industrial strategy, and the upcoming transition pathway for the energy-intensive industries ecosystem (more specifically the ’chemicals transition pathway’).

Eligible Activities

Europe needs to diversify the sources of sustainable feedstock for its chemical industry, for not only improving on environmental sustainability performance of industrial processes and products, but to also enhance their strategic autonomy and resilience. Costcompetitiveness and scalability often remain a challenge for many bio-based chemicals. In contrast to fossil-based chemicals, they are characterised by relatively novel and comparably lower production scales, having higher OPEX costs (as well as CAPEX costs for new biorefining facilities). Accelerating the development of the bio-based chemicals portfolio will be key for growth of the bioeconomy and towards accelerating further on the fossil-based feedstock substitution. In addition, climate change, driven by industrial emissions of greenhouse gases (GHGs), has a fundamental socio-economic and environmental impact. The reduction of GHGs emissions is a priority for the chemical industry, as an energy-intensive industry sector. Bio-based platform chemicals, derived from sustainably sourced feedstock and with a lower carbon footprint, can contribute to realising this priority.

The successful proposal will support bio-based industries, traders, and certification companies in tracing environmental impacts and circularity of industrial bio-based systems to enable responsible production in the industrial bio-based systems in the EU, in line with the 2030 Climate Target Plan and the EU Zero pollution action plan[1]. Project outcomes will contribute to enhancing circular bio-based systems to operate according to planetary boundaries, replacing fossil-based systems and their carbon footprint, mitigating climate change, restoring biodiversity, and protecting air, water, and soil quality along supply chain of biological feedstock and industrial value chains within the EU and Associated Countries and across borders.

Eligible Activities

The environmental sustainability and circularity assessment of industrial bio-based systems is instrumental to guarantee and monitor that they are developed with the aim to contribute to the just green transition of the EU economy away from a linear fossil-based system. The method for such assessment would represent an instrument for policymakers and for investors to support the best performing bio-based sectors and to leverage investments and ensure competitive edge solutions. This requires the development of scientifically robust metrics and performance benchmarks, which should benefit to the greatest extent possible from existing methodologies and indicators[2]. Methods and indicators should use the available environmental observations efficiently.

EIC Transition aims at maturing both your technology and business idea thus increasing its technology and market readiness. This topic has no predefined thematic priorities and is open to proposals in any field of science, technology or application. For any chosen field, EIC Transition projects should address, in a balanced way, both technology and market/business development, possibly including iterative learning processes based on early customer or user feedback. These activities should include, subject to the level of maturity of the technology, a suitable mix of research, technology development and validation activities to increase the maturity of the technology beyond proof of principle to viable demonstrators of the technology in the intended field of application (i.e. up to Technology Readiness Level 5 or 6). The activities must in all cases address market readiness towards commercialisation and deployment (market research, business case, prospects for growth, intellectual property protection, competitor analysis etc.) and other relevant aspects of regulation, certification and standardisation, aimed at getting both the technology and the business idea investment-ready.

Eligible Activities

EIC Transition funds innovation activities that go beyond the experimental proof of principle in laboratory. It supports both the maturation and validation of a novel technology from the lab to the relevant application environments (by making use of prototyping, formulation, models, user testing or other validation tests) as well as explorations and development of a sustainable business case and business model towards commercialisation.

Eligible Applicants

A single legal entity established in a Member State or an Associated Country (‘monobeneficiary’) if you are an SME or a research performing organisation (university, research or technology organisation, including teams, individual Principle Investigators and inventors in such institutions who intend to form a spinout company). Larger companies (i.e. which do not qualify as SMEs) are not eligible to apply as a single legal entity; or a small consortium of two independent legal entities from two different Member States or Associated Countries, or a consortium of minimum three and maximum five independent legal entities.

The expected outcomes of an EIC Transition project are a) a technology that is demonstrated to be effective for its intended application and b) a business model, its initial validation and a business plan for its development to market. It is also expected that the intellectual property generated by the EIC Transition project is formally protected in an adequate way. Proposals submitted to this EIC Transition Challenge call should focus on one or more of the following specific objectives: - advance, beyond the state-of-the-art, RNA delivery methods, including robust mRNA formulations, that would enable effective and safe delivery of mRNA into the cells; - design, develop and preclinical validate of novel miRNAs (miRNA lncRNA, tRNA or siRNAbased) therapies for complex or rare genetic diseases; develop and validate novel RNA-based diagnostics and RNA-based predictive biomarkers that would allow for early and more accurate diagnosis and for favourable or non- post-treatment prognosis, respectively

Eligible Activities

Proposals are expected to contribute to at least one of the following outcomes: novel technological solutions leading to more effective and safer RNA delivery methods applicable to a wide range of non-infectious diseases; utilisation of RNAs to molecularly classify sub-types of different solid tumours that would allow for stratification of patients leading to more effective and precise treatments in complex diseases with high-unmet medical needs; novel and sound ideas for the development and validation of RNA-based therapeutic platforms and drugs; all the projects should lead to a sufficiently mature and sound data for being ready to be up taken to the (pre-) clinical trials.

Eligible Activities

Cross-sectoral talent circulation and academia-business collaboration for knowledge transfer is requiring systematising and structuring efforts. Through ERA4You, as one of the ERA Policy Actions[1], the European Commission aims to support and incentivise such transformations, towards a more balanced circulation of talents, both trans-nationally and across sectors. Within this scope, ERA Talents aims to support training and mobility of researchers, innovators, and other research and innovation talents across sectors with a particular focus on widening countries. The grant covers expenses related to the ERA Talents participating organisations and individual talents hosted/seconded (administrative costs, training costs, travel and subsistence costs and salaries for seconded staff, and costs associated with dissemination & communication and transfer of knowledge). the ERA Talents scheme promotes innovative inter-sectoral collaboration in research and innovation through cross-sectoral exchange of staff, with a focus on widening countries. This call particularly encourages experimentation by diverse and heterogeneous consortia in order to develop best practices for intersectoral talent circulation at the benefit of widening countries. Grants awarded under this topic will be invited to collaborate with each other and participate in mutual learning exercises. A mandatory return phase for every cross-border secondment from a widening country has to be included in the secondment methodology, equal to the duration of the secondment, but not more than 12 months. Support, excluding salaries, for such return phase on the grant is allowed for up to 12 months after the first secondment, within the duration of the grant. A return phase is not mandatory for mobility within the same country or secondment from a non-widening to a widening country. Exchanges should mainly occur between academic and non-academic sector entities (or vice-versa) from different EU Member States and Horizon Europe Associated Countries. Same-country exchanges are also possible under the condition that they serve the specific purpose of maintaining or reinforcing regional innovation ecosystems.

The proposed project should test, as a primary objective, the feasibility and effectiveness of setting up financial incentives such as reward schemes, deposit refund schemes, the use of postal services and/or systems calculating the residual value of small electronics and portable batteries for subsequent reuse and/or recovery. Feasibility of the proposed solutions should also be checked at EU level. In particular, the project should prepare the ground to establish and bring together potentially in a single platform all relevant public and private actors. The objective of this project is to provide relevant information to the European Commission, based on real building project applications of the Level(s) indicators, so that the Commission in turn can produce case studies to the sector. Beyond the actual quantified indicators, when relevant for different options considered, the case studies should present in depth how building projects have applied the Level(s) indicators, such as in terms of when in the building projects they were used, which kinds of building professionals were involved, how the use of the indicators at different life cycle stages impacted the building process in terms of e.g. choice of design, material, process and collaboration.

Eligible Activities

Proposals under this topic should: Develop bio-based polymers with tailored functional properties for a pre-defined range of applications for market requirements under stringent conditions. The bio-based polymers should be circular-by-design, allowing for their reuse and recycling, including composting in case of biodegradable biopolymers. Develop validation tests (e.g., test rigs and testing procedures) and test the bio-based polymers against the application requirements. These tests should include their end-of-life handling. Provide an assessment of the environmental sustainability of the developed bio-based polymers. Provision for the project integrating ‘safe-and-sustainable-by-design’ generic criteria and framework considerations[4], in line with the EU Chemicals strategy for sustainability.

On one side, these sectors need to lower their environmental footprint and improve their health and safety performance; on the other side, they are looking to improve the functionalities of materials benefiting from the huge variety of chemical structures available in biobased materials (e.g., protection, barrier and mechanical characteristics; possibility of adding antimicrobial, anti-odour, anti-scratch, antifouling functions; increasing shelf life of products and food; including biomarkers etc.).

The projects must also qualify for a loan by the EIB (or one of its financial intermediaries).

Eligible Activities

Projects related to a wide range of sustainable investments may be funded, such as: investments in renewable energy and green and sustainable mobility, including the promotion of green hydrogen; efficient district heating networks; public research; digitalisation; environmental infrastructure for smart waste and water management; sustainable energy, energy efficiency and integration measures, including renovations and conversions of buildings; urban renewal and regeneration the transition to a circular economy; land and ecosystem restoration and econtamination, taking into account the ‘polluter pays’ principle biodiversity, as well as up-skilling and re-skilling, training, and social infrastructure, including care facilities and social housing.

Objective

This topic aims to support actions that foster the collaboration between local and regional authorities and energy communities and/or actions that develop integrated services to facilitate the emergence and growth of community energy projects. Energy communities can help citizens and local authorities invest in renewables and energy efficiency. Community-owned projects can allow citizens to finance sustainable energy investments that deliver local economic benefits, social cohesion, and other priorities such as improving the energy efficiency of housing or reducing energy poverty. The participation of citizens in renewable energy projects may also facilitate social acceptance at the local level. The role of energy communities in the EU energy systems is expected as well to grow in line with the REPowerEU plan to phase out EU dependence on fossil fuels imports.

Eligible Activities

Proposals are expected to address one of the two scopes below. The scope addressed should be clearly specified in the proposal's introduction. Scope A - Local authorities collaborating with citizen-led-initiatives Under this scope, proposals should foster the collaboration between local and regional authorities (including energy agencies) and energy communities. This could be done in many ways, but all proposals should include at least three of the actions below: Participation in and/or set up of municipal energy initiatives and energy communities. Support to the emergence of citizen energy initiatives that empower local actors to collectively address energy transition targets through use of public resources, funds and capacity. Creation of a supportive local policy framework for the development of community energy projects and facilitation of a dialogue among different actors involved in community projects. Training and capacity building on community energy development (for local and regional authority officials, local communities and other relevant local actors) and promotion of citizen participation in energy communities. Scope B - Developing integrated services to support community energy Under this scope, proposals should support actions that improve market conditions and develop integrated services aimed at reducing complexity, simplifying decision making and stimulating the creation of community energy projects. These services may be implemented by public or private actors in close coordination with local and/or regional authorities in targeted territories. The integrated services designed should lead to local community energy investment pipelines.

Objective

i4Trust is launching its second and last open call to select up to 19 Bottom-Up Experiments. European Digital Innovation Hubs (DIHs) are called to play a key role in improving common mechanisms that could help their local startups, SMEs and slightly bigger companies to really scale-up their businesses, contributing to the creation of smart cross domain and cross border solutions. New business models are to be found better fitted to solve most of the issues that are holding the EU back from realising its potential in the data economy. In this context, the main goal of the i4Trust initiative is to boost the development of innovative services around new data value chains . We achieve this by providing the right tools, training, mentoring and funding for the creation of Data Spaces enabling trustworthy and effective data sharing. Ecosystems of collaborating SMEs and supporting DIHs will emerge in a sustainable way around such Data Spaces. .

Eligible Activities

The tools for the creation of Data Spaces comprise mature standard-based building blocks from the FIWARE and iSHARE frameworks, together with common data models defined for multiple application domains. The FIWARE Context Broker building block supports effective data exchange among parties by using the standard NGSI. Combined with commonly adopted data models, all these building blocks bring the means to support full interoperability among parties and core concepts such as loose coupling (in which the involved participants may have specific, but more limited knowledge about each other), as well as reusability and replaceability of data sources and applications. i4Trust will help generate significant benefits for European SMEs that are not yet datadriven, in terms of innovative power and higher sales and revenue. Selected consortiums made of SMEs and DIHs will receive funding as a lump sum, ranging from €72,000 to €120,000 per consortium, depending on the number of members within each consortium. Eligible activities are: - Design, implementation and testing of the software associated with your experiment. This may include the creation of adapters to existing systems or the creation of new services (e.g., Innovative analytics service where data remains decentral and at source while analytics is performed and only derived results -depending on use case without personal data- is made available) ● Deployment and operation of the required i4Trust Building Blocks, thus enabling systems from organisations involved in your experiment to share data. ● Creation of a Data Node instance using i4Trust building blocks (a platform where data from organisations is made available to the ecosystem) or publication of offerings on data from organisations using the global experimental i4Trust Data Marketplace instance. ● Participation in relevant market fairs and global events, where the i4Trust project will be presented, to showcase the results of the experiment and address potential customers and stakeholders (e.g FIWARE Global summit) ● Documentation of the experimentation (e.g. FIWARE Impact Stories, FIWARE worldwide Blogpost, possibility to access at the FIWARE Marketplace) for publication on the i4Trust, FIWARE and/or iSHARE websites.

to examine, test and facilitate the use of existing institutionalised cooperation instruments at European level, such as a possible legal status for alliances of higher education institutions - for example ‘European Universities’, with the objective of facilitating deeper, long-term and flexible transnational cooperation. The aim is to give alliances, on a voluntary basis, the latitude to act together, make common strategic decisions, experiment joint recruitment, design joint curricula or pool resources and human, technical, data, education, research and innovation capacities.

Exploring at the level of the alliance how an existing institutionalised cooperation EU instrument, such as a possible legal status for alliances of higher education institutions at European level can provide solutions to the obstacles encountered with regard to the deeper cooperation that the alliances are pursuing. The objective is to test the implementation of existing EU instruments - such as the European grouping of territorial cooperation (EGTC) or the European Economic Interest Grouping (EEIG) - based on a needs assessment of the alliance and taking into account where relevant the regulatory regional/national frameworks to which the individual higher education institutions part of the alliance need to adhere to; Where appropriate, elaborating a proposal for improvement of the existing institutionalised cooperation EU instruments or key elements for the design of a new EU level instrument.

Beneficiaries will analyse and explore how the existing institutionalised cooperation instruments available at European level can provide solutions to the obstacles encountered with regard to the deeper cooperation that the alliances are pursuing, based on a needs assessment of the alliance. It is highly recommended that this analysis is done in close cooperation with the public authorities at local, regional, and/or national level involved in the setting up of the institutionalised cooperation instruments at European level. Eligible Applicants

The applicants (beneficiaries and affiliated entities if any) must be higher education institutions holding a valid Erasmus Charter for Higher Education (ECHE), and/or public or private organisations active in the fields of education and training or in other fields relevant to this policy experimentation call.  Only Higher education institutions (HEIs) holding a valid Erasmus Charter for Higher Education (ECHE) can be coordinators of the project.

The overall objective of this topic is to develop and support a Europe-wide network of relevant organisations (policymakers, practitioners, researchers, and stakeholders) to promote co-operation, the development and implementation of policy at different governance levels, and to support the Commission's policy work on teachers and school leaders in the context of the European Education Area as outlined above. The specific objectives comprise the following: Create and continuously develop a broad, sustainable and inclusive network to facilitate dialogue and co-operation among experts from policy, research and practice. The network should promote and support evidence-informed policy-making and continuous collaboration among partners in the network and with other relevant stakeholders at international, European, national, regional and local levels, including especially other networks and projects funded through EU programmes; Analyse and co-create knowledge on the opportunities, challenges and policy approaches in different education systems with a view to supporting policy development and implementation at different governance levels as well as to informing the Commission's policy work on teachers, schools and school leaders; Identify, share and promote effective policy practice and stimulate innovation and strategic development in policy, implementation and provision at different governance levels.
