The objectives of this call are to: (a) support projects demonstrating highly innovative technologies, processes, business models or products/services, that are sufficiently mature and have a significant potential to reduce greenhouse gas emissions (b) offer financial support tailored to market needs and risk profiles of eligible projects, while attracting additional public and private resources.
Eligible Activities
- activities that support innovation in low-carbon technologies and processes in sectors listed in Annex I to the EU ETS Directive 2003/873, including environmentally safe carbon capture and utilisation (CCU) that contributes substantially to mitigating climate change, as well as products substituting carbon-intensive ones produced in sectors listed in Annex I to the EU ETS Directive − activities that help stimulate the construction and operation of projects that aim at the environmentally safe capture and geological storage of CO2 (CCS) − activities that help stimulate the construction and operation of innovative renewable energy and energy storage technologies.

Objective
Overall objective is to boost cross-sectoral innovation among groups of SMEs using one or more of our key enabling technologies to develop sustainable products, processes, or services for our four offshore sectors.
Eligible Activities
Project proposals must address at least one of the four topics. Within each topic, it must address at least one or more of the the following fields: Development and production of advanced materials and structures designed to function in the exposed offshore environment. Of particular interest are materials that are either eco-designed, corrosion resistant, light weight, cost-effective or durable. Solutions suitable include materials for offshore multi-use platforms, wind farms and aquaculture as well as vessels. Digitalisation and data technologies for working in offshore environments; Inspection, monitoring, testing integrity; Robotic and digital solutions with a focus on improving operational and personnel health and safety; Satellite technologies for offshore applications and their supply chains; Innovative technologies supporting greater resilience of passenger, supply and emergency transport services. Reduction of waste and environmental impact through prevention, reuse, recycling and recovery. Innovative technologies supporting circular economy throughout the value chain, from design to decommissioning. Innovative technologies supporting energy efficiency and water efficiency throughout the value chain. Innovative technologies that provide solutions for and mitigate against the impacts of climate change and greenhouse gas emissions, including carbon capture and storage (CCS). Innovative technologies to support the capture, storage and transportation of energy to the end user. Decarbonisation and modernisation of waterborne transport products, services and fleets. Development of complimentary onshore infrastructure. Development of onshore infrastructure, including requirements for clean energy waterborne transport, production, repairs, and maintenance. Winning SMEs will benefit from exclusive Business Support Services to ease new market access.

Objective
Successful proposals should contribute to research and development of innovative, sustainable bio-based materials, in the scope of CBE, to improve on the circularity and recyclability of currently used complex structures, such as multi-layered or multi-material structures, including plastics and composites. Bio-based innovations should address a range of end-use applications where there is a priority to identify more sustainable, circular options (e.g., packaging, construction materials, etc.). Projects are therefore expected to contribute to the EU Bioeconomy strategy and its action plan, the Plastics Strategy, the Waste Framework Directive, the Sustainable Products Initiative (SPI) and the Circular Economy Action Plan.
Eligible Activities
Proposals under this topic should: Design and develop novel ‘circular-by-design’ bio-based materials and B2B products, in the scope of CBE JU, as competitive solutions that address the circularity issues of complex materials, while meeting the supply chain and end-use performance requirements. Test the possible associated recycling and/or upcycling options (lab and pilot-scale). The proposed innovations should increase the valorisation of the complex structures after use and move up in the waste hierarchy[3]. Provision for the project integrating ‘safe-and-sustainable-by design’ generic criteria and framework considerations,[5] in line with the EU Chemicals strategy for sustainability. Apply and/or adapt existing/mature or novel digital technologies provided that they are instrumental to achieving the project’s outcomes and scope. Applications of digital technologies that should be considered in the scope are among the following areas: i) chemicals, materials and process design & modelling ii) process monitoring and optimisation and iii) data analytics and data management of the bio-based products in the scope.

Objective
Project results are expected to contribute to the following expected outcomes: Identification of currently under- or unexploited sources of proteins. Mobilisation of novel protein streams from sustainable alternative sources. Increased availability of proteins in the EU and reduced dependency on imports. Sustainable premium (defined as nutritious, healthy, and environmentally sustainable) feed, food, and non-food chains meeting the customer expectations, including on economic level. Proposals under this topic should: Develop and test available and upcoming potentially disruptive technologies[2] to produce proteins from unconventional sources (e.g., proteins derived from plants, agrofood by-products, fungi[3], microorganisms, algae[4], protein-enriched fermentations, or invertebrates, including terrestrial (e.g., insects) or marine, with the potential for scale-up and deployment across Europe, enabling the production of bulk proteins for food and feed applications. Identify, mobilise, and extract proteins from sustainable alternative biomass sources. If necessary, functionalise the proteins for the intended use, also considering the application of specific emerging processing treatments for this aim. When targeting food and feed applications, health and safety regulations need to be duly considered, as well as solubility, functionality, bioactivity, consumer organoleptic experience, e.g., texture and taste (for food), bioactivity, functionality, nutritional requirements, digestibility and appetence (for feed). When targeting non-food applications, proposals must demonstrate that the intended use is not conflicting with food chain. For any use, and to increase economic value, the proposals should aim at novel and/ or improved properties (e.g., nutritional profile, improved digestibility, nutraceutical properties), as well as full valorisation of biomass (extraction of microelements, vitamins, secondary metabolites, colorants, antimicrobials etc.), enabling industrial symbiosis[5].

The objective of the IoT-NGIN – Open Call #2 is to invite SMEs active in IoT applications development to implement innovative IoT services and validate the IoT-NGIN components.

The open call will have three phases: DESIGN (where 10 proposals will be selected), EXPERIMENT (where the 6 top projects from the DESIGN phase will enter this phase), GROWTH (where the 3 top projects from the EXPERIMENT phase will enter). The total amount of funding that each SME may receive is up to €70.000, while the top#1 SME will receive in total €75.000.

Objective
The EIC Scaleup 100 should help identify a cohort of 100 deep-tech companies from the portfolio of EIC supported startups as well as from similar programmes at EU level (such as the Digital Europe Programme and the EIT) and at Member State and Associated Country level, with the potential to scale up as global leaders or potential unicorns. Taking into account the diversity of national programmes, this action is also open to companies not being supported by national programmes as long as they meet the requirements for scaling up.
Eligible Activities
The proposed action will focus on EIC beneficiaries on one hand and European scaleups not currently benefitting from direct EIC support on the other hand. Both categories have to be ready for series B+ funding rounds. It is estimated that at least 50 companies would be identified from the EIC portfolio and up to 50 from other programmes at EU, Member State and Associated Country level, or supported by other relevant EU programmes or private initiatives, ensuring a geographical, and sector diversity. Particular attention should be paid to attracting women-led companies. The proposal will have to describe their methodology, both for identifying the supported companies and for scaling them up, the concrete set of proposed actions for scaling up and argument, why the action is proposed and is suitable for scaling up European companies.
Eligible Applicants
The selected entity or consortium should have the knowledge, expertise and means, to foster substantial growth of deep-tech and digital European scaleups that will increase their number and value of commercial deals, investments deals and initial public offerings (IPOs)/acquisitions of the cohort.

The expected impact of this Challenge is a significant reduction of the European dependency on other regions for deep-tech innovations and services of EU key strategic interest, and consequently strengthening of European competitiveness, security and open strategic autonomy. Applications to this EIC Accelerator Challenge may request an investment component of above EUR 15 million in duly justified cases.

Objective
The purpose of the HEI Initiative is to create systemic impact in Europe through strengthening the entrepreneurial and innovation capacity of HEIs. Objective
Successful proposals will contribute to developing bio-based novel dedicated or dropinplatform chemicalswith improved technical and/or environmental performances, contributing to the circularity and carbon neutrality of related systems. Projects are therefore expected to address the EU Bioeconomy Strategy and its action plan, the Chemicals Strategy for Sustainability, the EU industrial strategy, and the upcoming transition pathway for the energy-intensive industries ecosystem (more specifically the ’chemicals transition pathway’). Project results should contribute to the following expected outcomes: Resource- and energy-efficient cascading use of sustainably sourced biomass. Diversification on the range of EU-produced chemicals, while also growing the bio-based chemicals portfolio with high-volume/low cost and/or low volume/high-cost chemicals, depending on application, performance, and functionality. Higher sustainability and competitiveness of the European chemical industry. Reduction of direct emissions (scope 1 and 2) and indirect emissions (scope 3) against available fossil-based and/or bio-based benchmarks of the chemical industry, with a clear technical pathway to carbon neutrality. Public awareness and acceptance of bio-based solutions. Support market uptake growth and acceptance of scalable bio-based solutions.
Eligible Activities
Demonstrate novel or improved production routes for bio-based platform chemicals, within the scope of CBE and reaching the targeted TRL, encompassing different enabling technologies. Assess and prove technoeconomic feasibility for the proposed bio-based platform chemicals, in comparison to fossil-based and/or bio-based benchmarks, where these exist. Apply and/or adapt existing/mature or novel digital technologies, provided that they are instrumental to achieving the project’s outcomes and scope, especially to ensure high standards of resource efficiency and environmental protection. Proposals under this topic should: Valorise effectively and sustainably existing mixed residual and/or waste streams from bio-based products and processes from all relevant sectors and processing steps. The focus of this topic is on bio-based feedstock streams that are generated as heterogeneous mixtures, and on bio-based feedstock streams that contain non bio-based impurities (e.g. plastics, minerals, metals – excluding toxic or harmful substances) that hinder their valorisation using currently available technologies. The topic excludes homogeneous side streams from primary production (e.g. agri- or forest biomass residues) and mixed municipal solid waste. The topic also excludes conversion of contaminated biomass (e.g. from bioremediation). The proposal should develop innovative technologies for recycling and upcycling of secondary bio-based feedstock, residues, and bio-based products’ waste, including sorting, separation, pretreatment and upgrading technologies. Physical, chemical and biotechnologies are in scope.

Objective
Meeting local and seasonal energy demands in agriculture and forestry with optimum agricultural and forest waste management and use while reducing the associated emissions is essential. If not managed, agricultural waste is often burnt in the fields and forests suffer from fires, thus increasing the environmental footprint of agriculture and forests. Soil and biodiversity improvement in agriculture could also benefit from renewable energy technologies. Demonstrating incorporation of renewable energy technologies to attain heat, waste and land management needs in agricultural and forestry will contribute to increase the penetration of renewable sources in the energy system and enable transformation of the energy supply across critical energy-consuming sectors, thus accelerating the achievement of the European Green Deal and climate and energy targets for 2030 and of net zero greenhouse gas emissions by 2050, while supporting the EU goals for energy independence and economic growth. Furthermore, it will support achieving the specific objective of the post 2020 Common Agricultural Policy[1] regarding contribution to climate change mitigation and adaptation, as well as sustainable energy. Project results are expected to contribute to some of the following expected outcomes: Promote decentralised renewable energy use and cost-efficient decentralized production of renewable energy carriers. Reduce agriculture and forestry carbon footprint from own energy consumption and agricultural/forest waste management. Increase sustainability and circularity in agriculture while creating positive effects on biodiversity. Increase sustainability and circularity in forestry. Foster regional development in rural areas. Support farmers’ and foresters’ engagement as prosumers of renewable energy.
Eligible Activities
Proposals should demonstrate incorporation of renewable energy technologies in agriculture or forestry to meet its electricity, heat, cold, waste and land management needs. Solutions should combine innovative renewable, circular and regional value chains from different renewables and adapted storage options to de-fossilize agricultural or forest processes trans-seasonally, taking into account hybridization compatibility. They should also address one of the two options:

Transformation of agricultural or forest wastes to renewable energy carriers in situ, e.g. by modular slow pyrolysis units, using renewable energy for process energy needs. Solutions should improve the cost-effectiveness and the sustainability of agriculture or forest seasonal energy demand based on renewables. Development of renewable-based agricultural protocols for multiple and cover cropping and/ or mixed cropping which increase carbon sequestration and soil organic matter and reduce pesticides, combined with transformation to renewable energy carriers in situ, e.g. by biogas production, in a circular approach for soil nutrients and carbon. Positive effects on soil biodiversity/soil health and soil functionality as regards increasing soil organic matter, phosphorus and other nutrients and reducing the risk on groundwater contamination from nitrogen oxides should be assessed. Solutions should improve the cost-effectiveness and the sustainability (including biodiversity) of agricultural waste and land management through valorisation of wastes and secondary crops based on renewable energy technologies.

Objective
This topic aims to increase the level of energy performance reached after building renovation and the number of ‘deep renovations’. This requires addressing the obstacles to deep renovation, which are present at different levels. When deep renovation cannot be implemented in one step, staged deep renovation is an option which should be promoted through public policies. It implies that the measures implemented comply with a long-term deep renovation strategy for the building, thus avoiding lock-in effects. Renovation passports are essential to support staged deep renovation and the proposal for an EPBD recast sets up a framework for their introduction by Member States. Their roll-out needs to be supported in close link with energy performance certificates and one-stop-shops for building renovation.
Eligible Activities
Proposals should increase the uptake of deep renovation, by addressing one of the following areas; addressing several areas does not necessarily increase the relevance of the proposal. Regardless of the area(s) chosen, proposals should be well tailored to the action context in terms of building segment(s) and typology(ies), climatic zone(s), and legal, administrative, economic, market related or social conditions, and well aligned with the national and/or local initiatives in place or under development. Under the ‘Fit for 55’ Package to implement the European Green Deal, the Commission proposed a whole set of new measures to revise the main pieces of climate and energy legislation, notably the Energy Efficiency Directive, the Renewable Energy Directive and the Energy Performance of Buildings Directive. The revisions will make the policy framework for sustainable energy more stringent and ambitious. While the legislative framework offers a good amount of flexibility to Member States to design the policy measures according to their needs and framework conditions, accurate monitoring, projecting and evaluation are essential elements of implementation. Importantly, the legislation is strongly interrelated and needs to be implemented and reported in an integrated, consistent way. With these challenges in mind, the topic aims to support the implementation of the main pieces of legislation in the field of sustainable energy, notably of the Energy Efficiency Directive (Scope A), the Renewable Energy Directive (Scope B) and the Energy Performance of Buildings Directive

Alliances for Innovation aim to strengthen Europe’s innovation capacity by boosting innovation through cooperation and flow of knowledge among higher education, vocational education and training (both initial and continuous), and the broader socio economic environment, including research. Objective
The objective of this call is (i) to enhance EU-level actions against corruption to address the current and evolving security threats that corruption poses to citizens and the licit economy and (ii) to support the work carried out by Member States’ competent authorities in the prevention and fight against corruption.
Eligible Activities
The projects of this call should ensure they reach the relevant targets involved in the prevention of and fight against corruption, including: Citizens; Private Sector (e.g. SMEs, large companies and non-profit organisations); National authorities, in particular: o Specialised anti-corruption authorities: anti-corruption coordination body, specialised anti-corruption prosecution, audit institutions, tax and competition authorities, FIUs, financial institutions, o Authorities with competences in the field such as Ministries and/ or authorities linked to a particular high-risk sector (healthcare, construction, public procurement, etc.); Authorities at European level, in particular Europol, Eurojust, EPPO, OLAF, Target countries (if activities are expected to take place in certain countries, indicate here), EU Member States. Proposals must be submitted by: minimum 2 applicants (beneficiaries; not affiliated entities) from 2 different eligible countries. Eligible activities are: - Monitoring of corruption; - Analysis of corruption to expand corruption-specific research, knowledge and understanding in law enforcement; - Repression of corruption by expanding activities supporting the fight against corruption; - Development and dissemination of good practices; - Support for anti-corruption action.

The project should contribute to all of the following expected outcomes: Development of strategic and integrated policies at European and international level, with a focus on policies and interventions geared towards just green transitions. Formulation of recommendations and action plans for strengthening social and labour impact assessments and intervention quality standards, while taking into account the social and legal feasibility and costs of policies geared towards the green transition. Provision of evidence and assessment of the social acceptability and feasibility and the distribution of costs and benefits of different policy instruments geared towards just green transitions.Support to the exchange, dissemination and uptake of best practices.
Eligible Activities
Proposals under this topic should: Contribute towards setting up a knowledge platform and network building on existing evidence from assessments of social and distributional impacts of the green transition in general, and of climate action, climate change policies and environmental policies more specifically. Propose theoretically founded practical and operational definitions of social impacts and develop social impact assessments/ evaluations (covering at least employment, economic, distributional, generational, education, health, quality of life, gender and accessibility aspects) that are well suited to measure impacts of fair green transition policies both ex ante and ex post within and across countries. The proposed platform should take stock of the existing methodologies to carry out social impact assessments and/or impact evaluations, and come forward with suitable, practical and easy to use, possibly new methodologies and indicators for such assessments and evaluations, which would inform policymakers and help them to gauge the effects of green transition policies (such as those inspired by the European Green Deal and the Fit for 55 package or those funded by the Just Transition Fund and the European Social Fund+).

This coordination and support action serves the Missions, namely, “Adaptation to Climate Change: Support at least 150 European regions and communities to become climate resilient by 2030”, “Restore our Ocean and Waters by 2030”, “Cancer: Improving the lives of more than 3 million people by 2030 through prevention, cure and for those affected by cancer including their families, to live longer and better”, “100 Climate-Neutral and Smart Cities by 2030”, and “A Soil Deal for Europe: 100 living labs and lighthouses to lead the transition towards healthy soils by 2030”, by replicating and enhancing existing, demonstrably successful product, services, business model, organizational, governance, and other social innovations capable of addressing objectives appropriate for the Missions at European scale.
Eligible Activities
In order to help Missions achieve their objectives, the consortium will undertake the following activities, i.e., set up a European Social Innovation Catalyst Fund (“the Fund”) to ensure adequate financial support for replicating existing, demonstrably successful social innovations. The Fund will be funded jointly by the European Commission and by funding secured by the members of the consortium. The consortium is invited to combine Horizon Europe and other public and private funding including philanthropic sources to form a dedicated facility to support successful social innovations. Blending Horizon Europe and other public and private resources would translate into a meaningful innovation in terms of EU co-investment schemes for social and environmental good, building on the Horizon 2020 European Social Catalyst Fund pilot[1]. The EU will contribute a maximum of one quarter of the Fund. Accounting for financial investment calendars, the creation of the Fund should take no more than six months to a year; put forward open calls for proposals for the replication of existing social innovations. The Fund will support third parties not only in terms of financing, but also of advisory, networking, and any other means objectively increasing the chances of success of the replication projects. The open call must be published widely, including on the Horizon Europe Participant Portal and through National Contact Points.
