OUR HISTORY
Founded in 1991, the California Association of Community Managers, Inc. (CACM) is a professional association focused on elevating the success and professionalism of the California community management industry.
CACM empowers a network of community management professionals working in large scale, portfolio, active adult, high rise homeowners associations and commercial & CID management to share and apply California’s most effective community management practices.
CACM is the only organization in California whose membership is comprised entirely of community association managers and industry partners. As such, it is the only resource for California-specific education and certification, events, activities, products, services and networking opportunities to help managers and management businesses achieve excellence in the industry.

The History of CACM
BEFORE CACM:
1984 - 1990
THE FORMATIVE YEARS: 1991 - 1999
Conditions in the community association industry warranted a closer look at the practices and processes of conducting business professionally. Management company executives identified the need for a specialized, professional organization dedicated to ensuring the quality and standards of practice in the California community association industry.
An opportunity was presented to define a course of action. Ideas led to research, discussions and results. It was an era of purpose followed by action, and CACM emerged as the answer to the industry’s needs.
CACM was founded in 1991 as a professional association designed to serve the community management industry in California. Over the next eight years, CACM built upon that foundation by developing courses, programs and publications to increase the education and professionalism of its members.
During these years, CACM debuted its Statewide Expo & Conference (1992); established a Professional Standards Committee to oversee the development and enforcement of the Code of Ethics (1993); held its first Law Seminar (1994); expanded its education programs to include more than 100 offerings (1997); and hosted the first CEO Business Forum (1999).
CACM set benchmarks in the community management industry and gained momentum over the next decade. In 2002, the Certified Community Association Manager (CCAM®) designation was recognized by California with the passage of AB 555. CACM introduced a standardized management agreement in 2003 based on man-hours versus the cost per unit/ flat fee or menu approach. Over the next six years, CACM produced the first full-color issue of Vision magazine (2005); hired the Forbes Group to conduct an environmental scan to analyze the community management market in California (2008); provided feasibility plans for four value-added residential services for community management businesses (2009); and debuted advanced learning opportunities for experienced managers (2010).
Today, CACM celebrates 33 years of serving the California community management industry. We continue to strive to elevate the success and professionalism of our members. CACM continues to stay ahead of growing legislative and management challenges to meet the professional and educational needs of the industry.
In response to rapid growth and an evolving industry, CACM has changed dramatically in recent years. Long recognized as the leader in California community management education and certification, CACM not only has increased its offerings in those two areas but also launched a host of new products and services to help its business and industry partner members operate more successfully.
CACM offers specialty certifications in high rise, large scale, portfolio, new development and lifestyle management, along with designations for age-restricted active adult and commercial/industrial CID management. In addition to the Certified Community Association Manager (CCAM), CACM offers the Certified Association Financial Management (CAFM), Master of Community Association Management (MCAM) and Community Association Management Executive (CAMEx) designations. Management companies can pursue the Accredited Community Management Company (ACMC) credential to demonstrate a higher standard of excellence. Service providers can earn the California Certified Industry Partner (CCIP) designation to gain foundational knowledge of HOA operations, ethics and California-specific laws.
In 2024, CACM launched three exciting new programs to keep pace with our industry’s continued evolution. First, our education team unveiled a brand-new Education Center — a true one-stop shop for all things education. From classes and materials to events and resources, everything members need is now in one convenient place. We also introduced a dedicated event app, quickly becoming our go-to hub for all event-related info and engagement. Finally, we launched CACMChat: The HOA Life Podcast, a space where industry professionals can tune in for legislative updates, small business spotlights, practical tips and more — because no topic is off-limits.

In an effort to ensure members comply with a new state mandate regarding corporate requirements for a 401(k) program, CACM has partnered with Lincoln Financial Group to deliver the CACM Multiple Employer Aggregate 401(k) program. Members who opt for the CACM 401(k) will benefit from reduced administrative work; access to potential pricing and service efficiencies; and relief from many fiduciary obligations.
The state of California has started levying fines on businesses who fail to comply with the California retirement plan mandate, which requires that businesses that employ
as few as 5 employees offer an employersponsored retirement plan such as a 401(k), 403(b) or SEP/Simple IRA.
Companies who fail to comply with the new mandate could be subject to substantial fees. The deadline to offer a retirement plan in California was June 30, 2022 for companies with 5 or more employees.
This program is now available to CACM management company members, associations who directly employ manager members and staff, and industry partner company members.

POLICY GOVERNANCE : ENDS STATEMENT
CACM operates within a structure of Policy Governance® . Policy Governance is a groundbreaking model of governance designed by John Carver to empower boards of directors to fulfill their obligation of accountability for the organizations they govern. The model enables the board to focus on the larger issues to achieve end results, to delegate with clarity, to control management’s job without meddling, to rigorously evaluate the accomplishments of the organization and to effectively lead the organization.
Policy Governance separates the issues of organizational purposes (Ends) from all other organizational issues (Means) and places primary importance on the Ends. Policy Governance boards demand accomplishment of purpose, and only limit the staff’s available means to those that do not violate the board’s pre-stated standards of prudence and ethics.
The CACM Board of Directors has developed and written a long-term perspective with mission-related policies that embody the Board’s long-range vision. The values that are defined in the Ends underlie all organizational decisions, activities, practices and goals. The adopted Ends for CACM are defined within the following policies:

CERTIFICATION
The California Association of Community Managers, Inc. (CACM) certifies that this Code of Professional Ethics and Standards of Practice has been adopted by the Board of Directors of CACM at a duly constituted meeting of the Board on June 7, 2017. This Code of Professional Ethics and Standards of Practice supersedes and replaces all prior versions of this document and shall have prospective as well as retroactive effect from the inception date of CACM to the date of subsequent modification or termination. It shall apply to all CACM members, and on all CACM certified or CACM accredited members or non-members.
RECITALS
A. In order to promote and enhance a high level of professional conduct among its membership, the California Association of Community Managers, Inc. (CACM) hereby adopts the following Code of Professional Ethics and Standards of Practice.
B. The Code of Professional Ethics and Standards of Practice has been adopted by the Board of Directors of CACM as the official rules of conduct which applies to all CACM members including individual Managers, Management Business Members (Members), and Industry Partners whether or not they are also Certified Community Association Managers (CCAM), non-member Certified Managers of CACM, or Accredited Community Management Companies, and to any affiliated management company recognized by CACM, while performing services related to the practice
of management of community associations (a Common Interest Development [CID] as defined in Part 5 of Division 4 of the California Civil Code commencing at Section 4000), including complete association management, financial services, administrative services and/ or independent consulting for a Member, client or employer (client).
Note: “Member” is defined to also include a “Nonmember Certified Manager.”
C. A Member engaged in the practice of community association management must observe all rules of conduct incorporated in the Code of Professional Ethics and Standards of Practice.
D. A Member shall not permit anyone under the Member’s supervision, to carry out on
the Member’s behalf, either with or without compensation, anything which, if carried out by the Member, would place the Member in violation of the rules of conduct under the Code of Professional Ethics and Standards of Practice. Where the subordinate of a Member violates the Code of Professional Ethics and Standards of Practice while performing functions for a Member’s client and under the general supervision of a Member, the Member shall be accountable for the violation as if the violation was committed by the Member.
E. All Rules of Ethics and Practice contained herein shall be subordinate to all governmental regulations.
F. Any word of general usage contained herein shall be interpreted in light of the prevailing definition as contained in the then current edition of Webster’s Unabridged Dictionary.

CACM makes every effort to offer a variety of courses each year, but we recognize that our schedule may not always mesh with your schedule. That’s why we offer both individual managers and management firms an alternative way to take the courses they need.
These options are ideal for managers and management companies looking to customize their education plans. Gather a group of colleagues or staff members in need of the same course, make your request, and CACM will schedule the virtual course online.
MANAGERS
If there is a particular CACM course you would like to attend, yet there are no convenient dates or the course is full, you may join a wait list for the course. Once CACM has received the minimum number of required community managers for a particular course, the course will be scheduled and you will be notified. Make your course request here.
MANAGEMENT BUSINESSES
CACM helps management businesses save time and money through the Private Offering program. You supply the students and CACM will supply the course materials and instructor.
