The center includes a play pool with a beach entry, spray play equipment and 1-3 ft depth teaching area. The lap pool has eight lanes for swim meets and lap swimming with the ability to create three 30-meter lanes for longer course swimming. The lap pool includes a diving well, ADA lift and easy access by stairs.

New facility a community success – 1000% increase in use. The Rankin Park aquatic complex replaced three aging, inefficient pools. Arch Pac consolidated multiple uses into two pools, and used energy-efficient materials and equipment to keep operating and maintenance costs low. The result: a versatile, multi-use facility that operates with the same budget as the old complex – but with much higher community use. “Participation has increased 10 times over the old complex,” says Recreation Supervisor Patty Lorick. “The community is very proud of this facility. We’re getting an outstanding return on our investment.”

Investments Pay Off by Mark Mariscal • CPRS President

O

n Monday, October 19, 1987, the stock markets around the world crashed. Later that week, a fellow recreation professional convinced me to purchase one share of the Walt Disney Company. I believe the per share price was $45.00 plus a ten percent commission. For that expenditure, I received a stock certificate which still sits today in a fire proof box. During this time, that one share split two different times (3 to 1 and 4 to 1) and is now 12 shares of the Walt Disney Company and is now worth more than $900.00. Along the way, the Walt Disney Company has sent me a yearly dividend check. The most recent one was for $10.32 for that original one share of stock. Collectively, this is what is known as the Return on Investment (ROI). There are no regrets on my part for not purchasing more at the time; rather, I am just happy to have made the investment. Investing can also be done with our professional life and I am glad that people invested in me. As a pre-teen and a teenager, the park directors I interacted with at my local parks in Los Angeles must have seen something in me. They made an investment that consisted of their time and efforts to encourage me to finish high school, apply for a part time job and go to college. Are you making investments in your future and our future professionals? For 30 years, I have been a member of the California Park & Recreation Society. It all started when my college advisor and professor, Ms. Pat Delaney, encouraged me to become a CPRS member. Most students joined then as it was a great introduction to the field. More importantly, it opened doors

for the students that helped them when it came time to apply for their first full time position with public and private agencies providing park and recreation services. My active involvement in CPRS began while I was fully employed with the LA City Department of Recreation and Parks. I have been fortunate in that my agency has paid my dues more than half of the years. When calculating the total investment of dollars spent being a member of CPRS, the total amount could not have been more than $3,500. I can honestly say that the ROI has been much greater for me. During my first few years of being a member, I received two scholarships, one from CPRS District 13 and one from the California Association of Park and Recreation Commissioners and Board Members (CAPRCBM). Over the years, I attended many workshops and networking opportunities that were either free to members or at a very low cost. It was at these trainings that my confidence grew, my knowledge of the profession and professionals and my skills in public speaking, networking, writing, and negotiations increased. These opportunities prepared me for the personal growth within my agency as I have been promoted six times to my current position of Recreation and Parks Superintendent of Operations. Many CPRS members are active mentoring, training and sharing with their staff. However, there are park and recreation staff that do not have access to what I have had. Are you prepared to offer mentoring, resources and learning opportunities to other professionals? Will you help CPRS continued on page 74

early 100 educational sessions were flanked by an opening session by Fred Schafer and a closing session by Kevin Bracy at the 66th Annual California & Pacific Southwest Recreation & Park Training Conference. The education program offered top-notch sessions for all delegates. This year’s conference introduced two new education features: RecFit Clinics and Flash Talks. Each offered a unique type of learning environment where delegates shared their knowledge in very program specific topics. But the learning just didn’t happen in the educational sessions. The Expo Hall offered nearly 200 exhibitors who were sharing tips and the latest trends in the park and recreation profession. Conference attendess also had ample time during lunches and between sessions to meet and network with their peers. Off-site tours which also added the educational and networking opportunities included: the Parks Make Life Better!® Park & Facility Tour and the Aquatic Facility Educational Tour. resentation of the 2013 Annual Awards of Excellence was held March 7th at the 2014 California & Pacific Southwest Recreation and Park Training Conference in Ontario. Over 250 people attended the awards banquet. For agency awards, the CPRS Awards Program utilizes five criteria to select award recipients: Challenge addressed, Resourcefulness of the agency, its Execution, the Accomplishment, and how the entry addresses the Mission of parks and recreation. Applications were received from every region of the state – North Coast to the Central Valley to the Sierras to the Central Coast to the greater Los Angeles area and Inland Empire. CPRS awarded 29 agencies with an Award of Excellence in the areas of park planning & development, facility design, marketing and communications, programs and services. In addition CPRS honors citizens and organizations for their valuable work via our Champion of the Community Award and professionals for their contributions through our Professional Awards which include a new

award, the first Rising Professional Award, Honorary Member, Citation of Merit, and Fellowship/Hall of Fame. Excellence in Design – Park Planning & Development recognizes planning and development or significant rehabilitation of outdoor park and recreation spaces. Divisions are Neighborhood, Community, Regional, and Specialty. Three classes are defined based upon the project cost. Excellence in Facility Design recognizes design and construction or significant rehabilitation of buildings, structure and facilities used primarily to support park and recreation purposes. Divisions are: Aquatic Facilities, Community Centers/Mixed Used Facilities, and Cultural Facilities. Three classes are defined based upon the project cost. Marketing and Communications Award of Excellence recognizes agency efforts in print, audio visual or electronic communications that (1) externally promote the agency’s parks, facilities, recreation or leisure services programs that have demonstrated an increased level of public awareness or (2) enhance the agency’s internal communications to staff, policy makers, or program participants. Divisions are: Digital Media-Video, Digital Media-Web/Social Media, Print Publications or Materials, and Marketing Campaign. Three classes are defined based upon the population served. Creating Community Award of Excellence is bestowed to agencies in recognition of their efforts to deliver the highest level of recreation and leisure services that embody and embrace the values and mission of the profession and that move the agency towards a stronger position or role within the community. There are 10 categories and awards were given in 9: Aging Well, Arts & Cultural Services, Community Health & Wellness, Economic Vitality, Environmental Stewardship, Neighborhood/Community Building, Organizational Survival, Serving the Underserved, and Youth Development. CPRS Honors Agencies, Citizens and Professionals for their Excellence

Champion of the Community Champions of the Community are those individuals or organizations who have contributed significant effort to influence and improve the quality of their community through parks and recreation. This award recognizes contributions of those who volunteer and provide support and services in their community that further the mission and quality delivery of park and recreation services, programs, parks, or facilities. Friends of San Clemente Beaches, Parks and Recreation Foundation, City of San Clemente The Friends of San Clemente Beaches, Parks and Recreation Foundation supports the City’s Beaches, Parks and Recreation Department’s efforts to provide quality programs and services. The Foundation has made substantial financial contributions towards community facilities, programs, and events. They have raised over $200,000 for facilities and have donated thousands of dollars towards scholarships and events each year. Their ongoing volunteer efforts support events and programs for the enjoyment of the entire San Clemente community.

The Community Foundation of Orange, City of Orange In 2005, a time when city budgets were being cut, The Community Foundation of Orange stepped forward to make sure a beloved community track meet in Orange would continue. Nine years later The Foundation Games is a highly successful community event expanding from a one-day event with 600 participants to now a two-day event with nearly 1800 participants engaging over 450 volunteers. The Foundation Games is now the largest SCMAF qualifying meet in the state. Cabrillo Beach Boosters, City of Los Angeles The Cabrillo Beach Boosters are dedicated to keeping programs and services going at Cabrillo Beach in San Pedro. The Boosters raise about $80,000 per year for the annual 4th of July Fireworks Show that is offered for FREE to the public. They also fund scholarships for classes and materials at the Cabrillo Beach Bathhouse. Mark Ballock, City of San Ramon Mark was appointed as the first Chair of the Arts Advisory Committee and he has served as the President for the San Ramon Arts Foundation. Under his leadership, the Arts Foundation has raised over $50,000 that was used to support programs such as the Youth Symphony, Art Banners, Galleries, Public Art, Summer Concerts, Shakespeare, and more.

Professional Rising Professional Award The Rising Professional Award honors and recognizes individuals who have contributed significantly to CPRS through service at

Kristin Roundy, County of San Diego Kristen is currently a Recreation Program Supervisor for County of San Diego. In her leadership roles as CPRS District 12 President, Presidentelect, Past President, and Vice President of Programs, Kristen led major initiatives including an annual recreation leaders training in 2009 & 2010, planned District 12’s award winning educational workshop, created District 12’s social media platform on Facebook, made presentations to students at San Diego State University on the value of CPRS / professional engagement, developed a Perpetuating Board Leadership Model, Frequently Asked Questions for new members, and a new Board Member Manual. Kristin exemplifies what it means to be a Rising Professional. She uses the strengths of the District 12 board and its resources to ensure personal value to CPRS members to advance the parks and recreation profession. Stacey Zarazua, City of Ventura Stacey is Aquatics Supervisor with the City of Ventura. She has served on the CPRS Aquatics Section Board of Directors for the past 3 years. She “dove in” as the section’s president-elect in 2010 when she led a very successful Aquatic Facility Tour which visited 3 premiere aquatics facilities in the Long Beach area. In 2012 as the Section’s president, she led a board retreat where the board successfully created a multi-year strategic plan. Stacey also led an Aquatics Leadership Summit whereby local pool operator groups came together to collaborate to meet the needs of aquatic professionals statewide. Stacey continues her leadership by serving on

the CPRS District 8 Board of Directors as well as various committees for the Aquatics Section.

Citation of Merit Award Paul LeSage, City of Santa Maria (retired) Paul’s career spans over 45 years of service. Starting in City of Gardena as a groundskeeper, Paul worked beyond his duties and, as a volunteer, established a recreation room at a park and coached flag football. Paul left his mark in other agencies as well: cities of Lomita, San Bernardino, San Luis Obispo and Santa Maria. He is currently an instructor at Allan Hancock College where he teaches recreation management. Paul was a pioneer for social equity long before it became a buzzword. He has mentored many individuals which has led to 30 lifelong careers in parks and recreation. While in Santa Maria he initiated the first youth soccer program that has now grown to over 1300 participants and he built the first recreation center in over 20 years and a senior center. He led the city’s acquisition of the county-owned Veteran’s Memorial Center which is now a cultural hub. While in San Luis Obispo he developed the Damon Garcia Sports Field with 20 acres of turf-based sports venues for soccer, rugby, football, and lacrosse. Paul often worked “behind the scenes” at CPRS District 8 events raising money for scholarships and creating a North/South softball rivalry and golf tournament. Upon his retirement he shifted his focus to community colleges where he taught at both Cuesta and Alan Hancock Colleges. He led the creation of an articulated curriculum for an Associate’s Degree in Recreation Management which is recognized by the CSU colleges.

Dr. Marilyn Jensen

Dr. Marilyn Jensen, California State University Long Beach (retired) After receiving her undergraduate degree Marilyn decided one was not enough so she achieved her Ph.D. Having a Ph.D served Marilyn well as she spent over 35 years working in academia. She began her academic career as a professor but soon worked her way to full professor then chair of the Department of Recreation and Leisure Studies at CSU Long Beach. Her last academic position was Associate Vice President/Dean of University Academic Programs. Marilyn was instrumental in the creation of the recreation and park curriculum at CSU Long Beach and she created the Master’s Degree program. Before she settled on an academic career Marilyn worked in the field of parks and recreation serving in a variety of positions ending as an assistant director. In addition to a stellar career in academia, she was heavily involved in both CPRS and the National Recreation and Park Association (NRPA). Efforts there included serving as CPRS President, board member for the Society of Park & Recreation Educators, and the California Board of Park Personnel. She has presented at many a conference including CPRS, American Campground Association, and other state associations. In addition to this academic and professional work, Marilyn has worked with a number of agencies serving as a Community Services Commissioner for the City of Hun-

tington Beach and Grant Project Director for the City of Long Beach. Dr. Jensen keeps active as she is now President of Women and Philanthropy of CSU Long Beach.

Sheila Canzian and Jane H. Adams

Honorary Member

CPRS Fellowship/Hall of Fame Sheila Canzian, City of San Mateo Sheila Canzian began her career as a volunteer working on a playground in the summer. While in college she held part-time positions in a park and recreation agency. Upon graduation she began her career in parks and recreation moving up the ranks from supervisor to center director to manager to superintendent to director – a position she holds today. In her work Sheila does not shy away from contentious issues – whether it be transforming a recreation center from a place for drugs and loitering to a community asset or taking an underutilized piece of property and making it a regional asset enjoyed by thousands or one of the worst challenges ever in parks and recreation: tackling the issue of off leash dogs in parks! Sheila approaches each task with energy, passion, and skill. Her skills include listening to divergent opinions and crafting a solution that will be accepted by all. The Fellowship Award criteria also consider an individual’s professional engagement. Again, Sheila started locally working at District 4 by serving on committees and serving on the District’s Board of Directors. Sheila set her sights higher and she was elected to the CPRS State Board of Directors first as Secretary/Treasurer then Vice President which led to serving as CPRS President in 2005. In presenting this award CPRS Executive Director Jane H. Adams shared, “If you want to change something you have to bring in the right people.” Sheila was asked to lead something that had never been done before – to lead a strategic planning team to create a strategic plan for the profession of parks and recreation. The end result is the VIP Action Plan: Creating Community in the 21st Century which is the first and only strategic plan for parks and recreation in the United States. Sheila served as the Chair of the 2009 CPRS Conference Program Committee. Three years ago Sheila was asked to take on yet another huge task: overhauling CPRS’ annual awards program. She was asked to lead this effort due to her abilities to see the “big” picture, set a clear vision, and pay close attention to the details. Sheila’s work is seen now in CPRS’ annual awards program.

Jane H. Adams, California Park & Recreation Society For 26 years Jane Adams has effectively strengthened California’s park and recreation industry. Her commitment and service to more than 500 park and recreation agencies and countless CPRS members (estimated at 25,000+) has positioned CPRS as the ideal professional association for aspiring park and recreation employees, commissioners, and leisure related businesses. Jane has facilitated 26 conferences which bring together architects, planners, administrators, academicians, programmers, maintenance personnel and the public to learn and work together through a common vision. For each and every member Jane has delivered on the CPRS promise of providing education, networking, resources, and serving as the public advocate. She has constructed forums where members improve their knowledge of park and recreation management; brought park and recreation professionals together across disciplines and agency boundaries to advance professionalism, provide opportunities for career growth and encourage collegiality; built and facilitated access to best practices, techniques, products, and trends; and served as the voice for California’s park and recreation agencies and professionals. Jane has developed and enabled free access and provided technical support which help organizations elevate their relevancy, impact, and credibility. The VIP Action Plan, Creating Community in the 21st Century, and the statewide Parks Make Life Better!® initiative are two outstanding examples. California’s park and recreation industry has been blessed with Jane’s inspired leadership of CPRS over the last 26 years. Her service has impacted nearly every resident while strengthening the competencies and capacities of our state’s park and recreation agencies and professionals.

CPRS Honors Senator De León with 2013 Legislator of the Year Award

enator Kevin De León, representing California’s 22nd Senate District (includes the cities of Los Angeles, Alhambra, East Los Angeles, FlorenceGraham, Maywood, San Marino, South Pasadena, Vernon, and Walnut Park) has been selected as CPRS Legislator of the Year for 2013. CPRS choose De León due to his recognition of the importance of local and state park and recreation services as evidenced by his voting record and associated actions during his six year tenure as a California Legislator. CPRS is particularly inspired by his 100% rating achieved on CPRS 2011-12 scorecard, Know the Score. Currently De León is Chair of Senate Appropriations Committee and is likely to assume leadership of California’s State Senate in June. A passionate advocate for parks, De León authored AB 31 which created the State Park Development Program pursuant to Proposition 84. AB 31 has resulted in over 120 park projects in communities and neighborhoods who currently lack park resources. De León is very interested in attending ground breakings or dedications for projects funded by AB 31 and he is willing to travel to areas outside his district. Additionally De León authored SB 535 that requires up to 25% of the revenues generated by the “cap and trade” program be available for projects and programs in economically challenged areas of the state. CPRS believes this could lead to new park and natural resource investments in park poor areas. He also authored SB 1201 which creates greater opportunities for recreation in and around the Los Angeles River. De León is not done promoting parks and recreation as he is the author of SB 1086, The Safe Neighborhood Parks, Rivers, and Coastal Protection Bond Act of 2014. CPRS is the sponsor of this legislation. Regretfully De León was not able to receive the award at the annual conference due to his schedule. CPRS Legislative Committee Chair Paul Romero presented the award to De León in his Capital office. “I’m honored to be recognized for my work to ensure that a family’s financial wherewithal does not dictate a child’s access to nature,” shared Senator De León when receiving this award, “Parks are important green and open spaces that can lead to life-long habits of healthy living, including benefits to physical and mental health.” SPRING 2014 • CALIFORNIA PARKS & RECREATION

elegates who submitted their drawing form at the CPRS booth and were present in the hall during the drawings, had a chance to win one of two cash drawings of $100 sponsored by the 2014 exhibitors. The two winners were Megan Lucas, Buttonwillow Recreation &

Park District, and Kevin Safine, City of Walnut Creek. A 2015 conference registrations was given away to Marilyn Stern, County of San Diego and Tiarra Warner, City of West Hollywood. The grand prize drawing for the dream vacation was won by Dena Diggins, Cypress Recreation & Park District. Delegates attending educational sessions also had the chance to win 2015 conference registrations. Any delegate that turned in an educational session evaluation was given a raffle ticket. At the end of the conference two winners were drawn. The lucky winners were Sue Fitzpatrick, City of Riverbank and Janae Polish. During the Take Flight at the 2014 Welcome Reception were drawings for “air” inspired prizes. The winners and their prizes are: Bryan Cobb, City of Newark, $25 gift card; Esther Lila Banuelos, City of El Cerrito, $400 Southwest Airlines Gift Card; Lucy

W

hen we start our careers as bright eyed twentyyear olds most of us have designs on changing the world and making an impact in people’s lives. This motivation led us to choose public service as a vocation, but as we embarked on that journey we became mired in the weeds of day-to-day responsibilities which include program budgets, flyers, mowing, planting, and purchasing supplies and it became more difficult to see the sum of the tasks that consumed our world. With busy days we often don’t have the time to hear the faint whispers of thanks from those we serve, and it takes an ally to our profession to remind us that what we do matters every day. As professionals we are fortunate to have a strong group of Association Staff members at the California Park & Recreation Society who teach us how to make a difference and remind us that what we do on a daily basis matters. Many of you may not have met former Executive Director Jane H. Adams, but this April she wraps up her 30 year career, of which over 26 years were spent guiding, supporting, cheering, and challenging our profession to matter. “During her tenure Jane has inspired a generation of recreation professionals and has been a driving force in raising our expectations of ourselves as professionals,” said Past President Angie Avery. When

n the last few months since her hiring, I have had the opportunity to learn a little about Stephanie Stephens, CAE as she prepared for her move west to begin her new position as Executive Director of the California Park & Recreation Society. Here is an inside glimpse so you can get to know her a bit as well. From a humble beginning in Kansas, Stephanie moved in her pre-teen years to Colorado. Her first job at age 14 was serving dinner at a local nursing home. That is where she fell in love with working in the service industry, stating “It made me happy to bring a little sunshine to the lives of the folks living at the home.” After graduating from the University of Northern Colorado with a BS in Recreation Administration, she began her park and recreation career as a Senior Program Coordinator at the Windsor (CO) Recreation Department advancing to Program Specialist at the Broomfield (CO) Senior Center. She started working for the Colorado Recreation & Park Association as an Administrative Assistant and for the last ten years, has served as Executive Director. Her most recent ‘proud moment’ was passing the Certified Association Executives exam in January 2014. This exam is administered by the American Society of Association Executives and requires extensive study and a full day exam.

examining the affect Jane has had on our profession it was apparent that Jane’s influence has permeated not only the profession, but has shaped how individuals provide park and recreation services throughout the state. While most of us have learned our profession through structured educational opportunities, what you may not realize is that Jane Adams taught us everything we really needed to know about Parks and Recreation. As public servants, advocacy was considered taboo as we attempt to remain impartial and stay out of the debate regarding essential services in our community. By nature we are a nonconfrontational group which means that we are fairly comfortable taking what is given to us and rolling with the punches. We were the Department that always did more with less and couldn’t seem to articulate our needs like those in uniform. “We learned through Jane to articulate our goals in our towns and cities and to demand a seat at the table when critical decisions were made. She taught us to be leaders, not followers; to speak up and defend ourselves, and to be proactive about the benefits of our services,” stated Past President Angie Avery. Jane introduced us to advocacy and assisted in teaching us the importance of having a voice. She

36

assisted in demystifying the legislative process and gave us tools to be effective in our advocacy efforts. During her tenure the State passed two Park bonds and the CPRS Legislative Scorecard has been used to communicate to lawmakers where they are aligned with the important issues facing our profession. According to President-elect Tim Barry, “Jane’s leadership to improve our profession’s stature in the minds of elected leaders has been outstanding.” When working day-to-day in the Park and Recreation profession it is often difficult to see past the next item on your to-do list. Our days are consumed with reports for Council, resident complaints, staff training, registration, and monitoring the health of planted materials, therefore planning for the future is often difficult when you are in survival mode. Jane taught us that we need to have a plan for the future and communicate that plan to the broader community. “Her role in creating and sustaining the VIP Action Plan. The timing of that effort was absolutely crucial to advancing the role of Parks and Recreation here in California,” said Past President Shelia Canzian. The implementation of the VIP Action Plan positioned many Park and Recreation Departments to weather the 2008 economic downturn and the Departments which had utilized the available tools and communicated their vision to decision-makers reported less budget cuts than Departments which chose not to actively implement the information. In addition, Jane’s work on identifying the purpose or our “why” for our profession has inspired professionals to examine the programs and services offered to their communities. “Jane is a visionary who understands the impact of parks in people’s lives. Jane inspired her staff, leadership teams and members to work from a sense of purpose, understand the depth and breadth of the impact they are making, and to persevere, no matter how difficult the challenge may be,” stated Past President Darin Loughrey. The work CPRS conducted relative to the branding campaign spotlighted the importance of the work we do in our communities. Jane undertook a major project to scientifically quantify

the importance of our work and how we impact the lives of Californians. Through that work we learned that 98% of California households visit a park each year and that our profession makes lives better. Under Jane’s leadership CPRS had 4,100 members at its peak and is the largest state Park and Recreation Association in the United States. The benefits of belonging to a professional association may not be immediately apparent, but according to CPRS members Jane inspires them to take an active role in personal development. “She demonstrated the importance of networking and information sharing to improve my chances of success in my work,” says Tim Barry, CPRS President-elect. In addition to providing a platform for professionals to meet, greet, and share knowledge with one another, Jane is diligent in teaching professionals that the strength of the profession lay in our numbers. Jane taught us that we need to rely upon each other for assistance and shout the same message in order to be heard over the noise created by competing voices. Jane also showed us how to create partnerships with other disciplines that share similar goals such as public health and safety. Lastly Jane taught us how to be better people. “Jane is a shining example of how to pursue all your goals with passionate determination. That’s something I’ve tried to emulate in my work,” says Past-President Pilar AlcivarMcCoy. So often we don’t take the time to take stock of the impact people have had on our profession or us as individuals and rarely do we acknowledge that we are better for knowing them. Jane, we thank you for teaching us about advocacy, communicating our vision, working with a sense of purpose, and that we have strength in our numbers. Our profession is indebted to you and we will be forever grateful for the time you have spent in making us better. In the words of Past President Darin Loughrey, “Jane is idealistic, a lifelong learner and an adventurous spirit who is up for any challenge or event. Jane’s model of good living is one I will pursue until my time is spent.”

u We Say Hello One of the first things on the agenda for our Stephanie – aside from meeting members and visiting agencies - is getting her fill of fresh seafood! She loves to cook and experiment with new recipes and is excited to be moving to a longer garden growing season. She even joked during her interview that if this “association management thing doesn’t work out; I’d like to be the next Food Network Star!” Once Stephanie and her partner Jill get settled in Sacramento, you will no doubt find them on a trail, enjoying one of their favorite outdoor activities, hiking. Now that they will also be close to water, kayaking and stand up paddle boarding are on the agenda for weekend fun. Stephanie’s plan is to spend time visiting members and communities around the state over the next year. She wants to know what challenges you are facing and how CPRS can help you overcome them. “I’m very passionate about parks and recreation, and the impact it has on a community.

Everyone in this field brings such value to the table and I am honored to be a part of helping professionals be the best they can be. Reflections of a 26 Year Career with CPRS Jane H. Adams CPRS Executive Director, 1988 - 2014 As I gaze out my office window the memories flood over me: my introduction as your new Executive Director at the 1988 annual California & Pacific Southwest Recreation and Park Training Conference in Long Beach; attending CPRS Board of Director meetings when we had 31 at the table; leaders taking “leaps” as they made decisions that were controversial (buying a building as an example); attending a District 5 Awards Banquet in the Central Valley and driving home in fog so thick that President Jim Raymond had to open his car door to follow the yellow center line on the highway; being warmly greeted by members at every CPRS event I attended; watching the polls on election night when statewide park bonds were on the ballot; meeting dignitaries such as California’s Governors, Maya Angelou and Leo Buscaglia, and visiting amazing parks and facilities throughout this great state. What a life I have had as CPRS’ Executive Director!

When I was first appointed Executive Director frankly I was in awe of CPRS. It was an organization I had heard about almost my entire career. Throughout the country, CPRS has always been viewed as a respected and forward thinking organization. To think that I was now the Executive Director was thrilling! Since our beginnings in 1945 CPRS has set high standards and innovation. CPRS created one of the first state certification programs that is still going strong through the California Board of Recreation & Park Certification; it has passed numerous statewide park bonds; we own a building in Sacramento; we hired a Director of Education at which time only NRPA had a Director of Professional Development; we developed the first strategic plan for the parks and recreation profession, Creating Community in the 21st Century; and we developed the only public opinion research based campaign, Parks Make Life Better!®. Through our Districts and Sections we have offered literally thousands of educational, networking, and social events. Our annual conference has been held continuously since 1949. Our re-vamped awards

program is recognized nationally and has been adopted by other state park and recreation associations.

There is no “I” in CPRS

If you noticed I used the words “we” and “our” when mentioning some of our achievements. There is no “I” in CPRS. Any success I have had as your Executive Director has been because of YOU – the CPRS members! CPRS is valued because YOU value the opportunities to network, learn, share, debate, challenge, beg, borrow and steal! Each year CPRS members lead our Districts, Sections, committees, task forces, and conference planning. We rely upon YOU to attend events, volunteer, speak, serve as room hosts, golf, set up and tear down, write for our publication, share your resources and best practices and even challenge our thinking. In addition to the CPRS members, there is an incredible team of dedicated professionals working at our headquarters. They often “have my back” and they lead many of our projects and membership services. We are a “seasoned” staff which speaks to the passion they have for parks and

This article is entitled, “Reflections on a 26 Year Career,” so here is what I have learned: • Know your WHY. Why did you choose parks and recreation as your career? This WHY must be drawn from your gut, it’s emotional, it’s where we connect with our passion; it’s our purpose in life. Write it down. Memorize it. How and What may change but your WHY will not. • Have an elevator speech about what you do. Don’t lead with your job title. Start with your WHY. • Say “yes” more than “no.” • Keep learning. Read at least one publication or article a month outside your interests. • Share your time and talents. • Ask “how can I help?” and mean it. If you don’t mean it – don’t say it. As leaders in our community, we are here to serve others. • Try it. Typically the worst that can happen will not happen.

• Fail. My best learning came from failing. • Trust your gut more often than not; especially in hiring. • Say “thanks.” Say it a lot. Say it to your patrons, your elected officials, your co-workers, your volunteers and even your detractors (as they make us think hard about what we do and how we do it). • Laugh and play!!! • You are a role model about the value of play, nature, physical activity, nutrition, aging, accessibility, and equity. I leave you with two thoughts: The first is YOU change lives each and every day. You touch souls each and every day. It may be the toddler who stops on the path in the park and sees her first bug – she is enthralled and won’t leave it. She becomes a world renowned botanist. It may be the senior who lives in an abusive household who gets a respite when he comes to the community center for a game of pool, a dance class, or a noon meal. It may be the teen who has nowhere to go after school so he comes to the park and is befriended by a park supervisor who notices him and begins to talk to

him every day. It may be the child who gains confidence by learning to swim, comes out of their shell, and becomes an Olympic contender. It may be the teen who is passionate about making a video who gets that chance through the summer video class. It may be the unemployed male who wants to volunteer as it gives them a sense of worth. You teach. You create joy. You encourage people to explore, share, learn about themselves, their community, and their environment. Yes, we have detractors. Those who think spending tax dollars on parks and recreation is ill advised. They are the vocal ones to be sure. But don’t ever forget that they are the minority – in fact we have research that shows that 98% of California households visit a local park at least once a year. Other than services provided by public works (streets and sewers) I cannot think of any other government service that is accessed so frequently by so many. When you hear those detractors, go to a park, sit on a bench, watch and listen. Go to a swimming pool, senior center, playground, day camp, etc. Go there to get your “juice” back.

This “juice” is your passion for what you are doing. One of our keynote speakers, Dewitt Jones, talked about having “juice” in your camera. This “juice” is what fuels us. It is what propels us forward. It is our passion. Secondly, if you want to make a difference, join a movement. CPRS is a movement. If you are reading this article you “get it.” So I challenge you to find one more person to join the CPRS movement. This movement is about positioning parks and recreation as an essential service in each and every community in California. It’s about using our collective voice and resources to articulate the value we bring to lives and communities. I read this in a blog post about New York City parks, written by a citizen and I believe it to be so true:

Our parks are where we show off. Our parks are where we hide.

To close, thank you for 26 years of support. Seeing all of you at the 2014 conference in Ontario was a perfect way to end with CPRS. Starting with the standing ovation at the general session through Friday night’s CPRS Annual Awards Banquet, the conference was overwhelmingly personal and memorable. So many of you stopped to say “thanks” and I appreciate your thoughts, well wishes and cards. It was an honor to have my husband, David and daughter, Katie, join me as well as my brother, Jack Hipps, and a great friend Ann Schroeder, who both came from St. Louis to be with me during that memorable week. Your kind words lift my heart to the heavens! Jack was particularly struck by the number of you who said “hi Jack!” as you passed him in the hall or struck up a conversation between sessions. He kept saying, “I have been to many conferences but your members are amazing!” I say amen to that.

Embracing Water Conservation

hen many think of Southern California, the immediate picture is of sunny skies and crystal clear swimming pools. Whether you think of tourists dipping their toes into a resort pool, families splashing around in a back-yard pool or children learning to swim at their community pool, water is inevitably involved. This was far from the picture many had in mind in early 2014 when California Gov. Jerry Brown declared a drought emergency in the state. After record-setting lack of rainfall and snowpack, all eyes were suddenly on California’s urgent need to address water conservation and supply challenges. In that same month the drought was declared, one California city held a grand opening ceremony for a new community park that was constructed with conservation in mind and serves as a model for water smart operations. The Alga Norte Community Park, a $40 million 32 acre project, was delivered by the City of Carlsbad and includes a state-of-the-art aquatics center built and operated with sustainability as a guiding principle. As cities throughout California search for ways to make their current and planned infrastructure more water efficient, the Alga Norte park is a useful case study that was 10 years in the making for the Carlsbad community. The end result is a park and aquatics center that includes significant water saving features that include: recycled water to irrigate most of the grounds, except the aquatic center, reducing use of potable water; synthetic turf covering two of the three ball fields and the aquatic center grounds, saving irrigation water; and water-saving native and adaptive plants throughout the park. Some of the features are as extensive as bioswale retention areas to filter storm water runoff and weather-based central command irrigation controllers which assure efficient use of both recycled and potable water. Other features are as basic as low-flow toilet fixtures and showerheads to conserve water. All of it adds up to offer one of the greenest parks in the region. Water Conservation u A unique, yet responsible, treasure for the City of Carlsbad

Carlsbad is coastal city of nearly 110,000 located in northern San Diego County. While proximity to the Pacific Ocean can make the region seem water-rich, the area is arid with very little rainfall and natural water resources. Nonetheless, Carlsbad is among Southern California cities that have built a strong economy and active livelihood dependent on water. The city is known for its cluster of biotech labs and corporations, many of which depend on high volumes of purified water. Carlsbad is also a hub for the action sports industry, which often includes athletic employees who train in local pools for competitive swimming and triathlon events. Carlsbad values water and understands the importance of conserving and reusing this limited, but precious resource. The highlight of the Alga Norte Community Park is all about water: with an aquatics center that is ideal for trainers with a 56-meter competition pool, a 25-yard 12-lane instruction pool, a warm water spa for adults and a fitness room designed for aquatics strength training. Competitive swimmers and divers fill the pool schedule from day one, and the park balances the needs of professional teams and athletes in training with space for children to play in separate pools and rentals that include inflatables for one-of-a-kind birthday parties and events. Group

and individual swimming lessons are offered year round, along with aquatic camps, deep water boot camp, diving classes and innovative activities like paddleboard pool yoga. Additional features of the new $40 million park include: a splash pad for children, off-leash dog park with areas for large and small dogs, dog agility props and a dog training area, a playground with shade structures over the play equipment; one lighted full basketball court and one half basketball court; three lighted multi-purpose ball fields with a snack bar; and shaded picnic areas with barbeques. These amazing amenities throughout Alga Norte are enjoyed by hundreds of community-members every day. But the expansive facility and high volume of traffic walking, biking, swimming and playing at the park means large amounts of water, energy and other resources are consumed. The city sought to construct and operate the park with sustainability in mind and their early planning is appreciated today for its considerable water and energy-saving features. Soon after Governor Brown’s announcement, the local Carlsbad Municipal Water District declared a Drought Response Level 1 urging residents to reduce their water consumption by 10 percent, and already the Alga Norte facility was doing its part to operate in a sustainable manner. From the first day of operations on December 31, 2013 the park has followed traditional conser vation measures requested of the public and local businesses, such as only irrigating landscaping before 10 a.m. and after 6 p.m. and installing water-saving landscaping. Other features go beyond traditional measures, like the water saving measures detailed in this article, or the water quality measure of managing runoff from the dog park through an innovative storm drain system that treats water runoff before entering the city’s storm drain system.

Saving water

Saving water means saving money, and city leaders spent years analyzing the best way to not only construct, but operate the Alga Norte Com46

munity Park. Through this process, every penny was counted and every drop of water was considered as various operational plans and models were considered. Ultimately, a long-term facility operations plan was adopted that would help assure an end-toend financial success for Alga Norte through conservation and waste reduction measures, among others. The majority of the action at the aquatics center might be in the water, but the synthetic turf and water-saving landscaping surrounding the pools are all designed to conserve and minimize water usage. As an alternative to natural grass, synthetic turf was installed at the aquatic center grounds as well as in two of the three sports fields, reducing the need for irrigation water and minimizing long-term maintenance costs. Other water-saving features were installed at Alga Norte designed to decrease domestic water usage and reduce greenhouse gas emissions. For example water-saving landscaping, including nearly 350 trees, were planted throughout the park. The majority of the park’s grounds are irrigated by recycled water, which reduces the use of drinking water for irrigation. And a weather-based, irrigation controller has been installed to oversee all park watering and to ensure maximum efficiency of water resources. Protecting the taxpayer’s financial investment and water resources went hand in hand with also protecting local streams, a nearby lagoon and the Pacific Ocean, located just a few miles away from Alga Norte Community Park. To that end, special landscaping features called “bio swales” were installed along the park’s east side to naturally filter storm water runoff before it flows to local streams, lagoons and to the ocean. This natural filtration helps protect local water quality and the environment. Additional environmental construction features include installation of solar panels to heat the pools and energy-efficient lights and pool pumps. Smarter heating and cooling solutions accompany the water wise features. In order to conserve energy use, carbon dioxide sensors were installed in all aquatic center and park meeting

rooms. These sensors automatically power central heat and air systems off when rooms are partially occupied or unoccupied. This investment of $100 per sensor will save taxpayers thousands of dollars in energy costs each year and supports the city’s dedication to sustainability at all levels.

Energy savings

While keeping water from spilling or evaporating is always a goal, letting the sun shine has also provided a great solution though the use of natural light. Tubular solar lights are being used in the park to collect and concentrate sunlight and illuminate building interiors. Including this feature in the park restrooms and interior meeting rooms drastically reduces the use of electrical lights during daytime events and programs, therefore cutting energy costs. A solar thermal heating system is utilized in the park’s aquatic center to capture sunlight and use it to warm pool water. The system preheats the water before it enters pool heaters, drastically reducing the overall energy needed to heat the pool. This feature has the potential to save taxpayers around $18,000 in energy costs each year. While care is taken to preheat water, the consistent (daily) use of thermal insulating blankets for the pools are also applied to reduce heat loss once the water is in the pool. This process preserves water and reduces chemical use by preventing evaporation and conduction. Other energy efficient systems, 48

like ENERGY STAR appliances, were installed in the aquatics center concessions kitchen to reduce overall energy and water usage. The ENERGY STAR rating is given only to the most energy-efficient products that assist in the reduction of energy usage and greenhouse gas emissions and the City of Carlsbad sought to achieve the highest level of cost-recovery and saving through each detail in construction and furbishing of the new park and aquatics center. Energy-efficient LED lights are utilized throughout the park to illuminate parking lots, building exteriors, walkways, sports fields and the aquatic center. Using LED instead of traditional incandescent lighting provides longer-lasting lights that use significantly less energy than traditional incandescents. This high-efficiency lighting illuminates the sports fields and aquatic center and is saving taxpayers about $40,000 in energy costs each year. Monitoring water and energy are part of sustaining these efficiencies. High-tech energy management systems are in place to monitor and regulate energy usage throughout the park. Automated monitoring stations on each pool adjust the chemistry, saving on chemicals. These “smart” automated systems enable the city to continuously access usage levels and make adjustments where needed to reduce overall energy costs and water usage. Upcoming enhancement considerations include possible future installation of photovoltaic solar panels to

The mantra to observe eco friendly construction and reduce, reuse and recycle was applied during construction of this great new community as well as for each day of its operation by the city and enjoyment by the community. A full 70 percent of this park’s normal construction waste was recycled. This included all concrete, steel, plastic and wood, which was diverted from local landfills. Recycled construction materials were used where possible throughout the park. For example, recycled shredded rubber was utilized for the park’s tot lot, training room and synthetic turf fields. A new approach to the irrigation system was also utilized using a two wire irrigation controlling system which saved thousands of feet of copper wire. This dedication to reducing, reusing and recycling applies to some of the water delivered to Alga Norte via “purple pipes.” This recycled water, delivered within the Carlsbad Municipal Water District service area, has received an advanced level of treatment known as tertiary treatment, which mirrors nature’s own treatment, only at an increased speed. Primary treatment settles the solids out of the wastewater. In the secondary treatment stage, biological systems consume organic waste. In the third or tertiary stage, wastewater is filtered through fine sand or charcoal. The recycled water is then disinfected before leaving the treatment plant. The finished product is a high quality water that is safe for landscape irrigation. Each year, the Carlsbad Municipal Water District distributes nearly 1.23 billion gallons of recycled water to local irrigation customers, more than 16 percent of the total supply of water and recycled water distributed by the water district. The use of recycled water at Alga Norte helps decrease demand for the entire region. This may not seem like a lot, but in consideration of the historic drought California is facing, every drop in the right direction offers a huge boost for the local economy, environment and future of the region.

f you can’t beat them, join them. The youth of today are far more advanced in technology than we were at their age. Smart phones, iPads, and computers are part of their normal daily existence and they readily embrace this at a very early age. At two years old, my son was using and navigating through my iPhone in ways I hadn’t even discovered. I was learning from him. While this is amazing, it also has its disadvantages. One of my husband’s biggest pet peeves is the groves of children on electronic devices while at restaurants. I can understand the peace and quiet these parents are striving for, but aren’t they also robbing their children of important life and social lessons? What about the opportunity to learn patience, eye contact, restaurant etiquette, the art of conversation, and an appreciation for the human connection? Additionally, our youth speak a new technologically infused language. What can we do to embrace their needs and communication while also role modeling some of the life skills that are important to the human connection which are seemingly lacking? “There are [increased] concerns expressed by parents and media regarding children’s growing engagement with video games which seems to exacerbate the sedentary nature of their daily life (R. Magielse & P. Markopoulos, 2009.)” The role of technology in children’s lives is a topic that is heavily debated. [Although this issue is complicated], it is easy for advocates of nature, outdoor play and everyday childhood freedoms to think that screens and gadgets are our enemy.

u Recreation & Technology Right from birth and throughout childhood, children are naturally curious, and have an appetite for experience and adventure. The young of our species are nature’s most efficient learning machines. And children have evolved to make sense of the world multi-modally. Real-world, hands-on experiences – those that involve all their sensory modalities simultaneously – have unparalleled power in forging an understanding of the objects, people, and places around them. Think of a child climbing a tree. [Their] whole body, mind and senses are working in unison. Her progress is helped by split-second, largely subconscious feedback loops that integrate information from the feet, fingers, arms, legs, eyes, and ears. [Their] decisions and actions are shaped by complex, highly sensitive balance and kinesthetic systems.

Children who are indoors in front of screens miss out on the power of these multimodal experiences. (T. Gill, http://rethinkingchildhood. com/2013/10/23/technologyoutdoor-childhood/) The youth of today are invested in their technological way of life. Additionally, teaching that technology is bad is both inappropriate and false. So it is no wonder many are challenged by how to engage youth in the physical world while also encouraging technology. In recreation we often shy away from technology and emphasize the outdoors and physical activity, but research indicates we will need to merge the two in the future to both engage and promote development and social interaction. Although it is not always in the forefront of hot topics, research and development is being done to accomplish just that. Two examples of this movement towards pervasive games are Human Pacman aimed at adults

and Ambient Woods which targets youth players. Pervasive games merge computer gaming with pervasive computing and communication technologies. Typical video games encourage sedentary players to be fixed to a screen. Creators of pervasive games are exploring the idea of human computer interaction where users are physically submerged in the game. Thus redefining role-playing games where players are physically active. Pervasive games [can] potentially address [concerns], if they are designed so that play preserves some of the valuable elements of traditional outdoor games, [such as social and physical development.] Pervasive games are augmented reality games played outdoors, in large areas, ranging from playgrounds to cityscapes, as opposed to applications tied to sub-room size such as tabletop augmented reality or multi-modal interac-

Recreation & Technology u tions with video consoles, etc. (R. Magielse & P. Markopoulos, 2009, p. 2181). Human Pacman is based on the internationally popular 1980’s video arcade game. “[It] is pioneering a new form of gaming that anchors on physicality, mobility, social interaction, and ubiquitous computing (mixedrealitylab.org.)” It takes the physicality that people crave and merges it with the technological world of gaming. This game’s purposeful incorporation of human interaction and touch captures the human need to be social entities. It is the basis for the popularity of physical movement based game such as Dance Dance Revolution. [In Human Pacman], the players immerse in role-playing of the characters Pacman and Ghosts by physically enacting the roles. Utilizing the computing power of wearable computers and the underlying network support, Human Pacman takes mobile gaming to a new level of sophistication by incorporating virtual fantasy and imaginative play activity elements, factors which propelled the popularity of computer games, with the implementation of Mixed Reality on the Head Mounted Displays (HMD).

For example to devour the virtual “enemy”, the player has to tap on the real physical enemy’s shoulder, which is an instinctive action to “catch” the “enemy.” By employing the philosophy of ubiquitous computing, [they] have implemented a system that embeds everyday physical objects with digital fantasy meanings. For example, players have to collect virtual ingredients by intuitively picking up physical sugar jars laid across the game area. These Bluetooth embedded sugar jars when picked up will automatically communicate with the wearable computer by adding the corresponding virtual ingredient to the inventory list of the player. Although Human Pacman is not commercially available, the premise behind the merging of physical and computer games can shape how we think of recreation moving into the future. Ambient Wood focuses on youth and uses technology to create innovative experiences in real spaces. This education based program explores biological ideas by gathering youth for a day of activities. Children are divided into groups of two and given a Personal Digital Assistant (PDA), a light, moisture probe, and walkie-talkie for communication with the activity leader. Wireless beacons submit messages and information when youth are nearby to assist on the journey through nature and science. At one point in the wood the children find a strange contraption shaped rather like an old hatrack or a small metallic twiggy tree. This is the ‘periscope’. It is used for seeing things that are normally unseen. (A. Dix, www.hcibook.com/e3/text/ casestudy/ambient-wood/). In this augmented world, nature meets technology through exploration and education. This exploratory investigation allows the children to build

How About A Game of QR Code Scavenger Hunt? A QR Code is matrix barcode (usually black and white) that is read by the camera on a smart phone and then links by URL to a Website or a text message for more information. QR Codes are easy to create and print and the Webpages they link to can be changed any time after your event. So here’s an easy way a recreaion programmer can create a scavenger hunt game in your community. The game can have the players moving from park to park or be contained in one large park. Families can check in at one spot

and then move throughout a park or community based on the clues they receive from the QR codes. Here are some example clues that you could modify for your scavenger hunt:

What is the main color of the climbing structure in the playground? What is the color of the basketball courts? What is the color of the flower spray structure? Using those three colors text the name of a country flag that has all three colors.

Count the number of soccer fields at the park, multiply by two, video tape a family member performing that number of jumping jacks.

Does this give you any ideas on how to incorporate technology into your programming?

Walk the 1 mile trail around the park. Take a picture of a park bench, a water fountain, a willow tree, a slide, a tennis court and an art sculpture.

Find the dedication plaque and using these clues find the address to the next scavenger hunt item using names and dates on plaque.

This is a form of constructive learning where children are able to actively create their own individual knowledge structures. The technology serves therefore not to substitute for a real situation, but to make possible investigations that would otherwise be impossible and do so in as contextual a manner as feasible. (A. The program also allows for joint scientific thinking through the use of paired teams during the game and classroom settings afterwards to develop both individual thoughts and collaborative learning. While being effective, it is however very labor intensive requiring both technology and technical support to keep it running. “Whilst this level of support is acceptable for experiments; it will be some time before the technology is mature enough to allow easy deployment of this sort of rich educational environment. (A. Dix, www.hcibook. com/e3/text/casestudy/ambientwood/).” The effort of merging the computer and physical worlds through games is gaining popularity and although it seems enigmatic and often unattainable, there are opportunities for exploration all around us. One organization, Six to Start, is the perfect example. “[They] are acknowledged worldleaders in the health and fitness gaming space (http://www.sixtostart.com/).” Using smartphones they have created the very successful fitness game, “Zombies, Run!” This organization combines storytelling with technology to create extraordinary fitness games and experiences. Recreation promises five basic messages: Play, Nature, Exercise, Positive Spaces, Gathering Places, and Forever. Pervasive gaming is the perfect opportunity to promote outdoor use of space. Moreover, in an urban setting, it is an opportunity to increase positive use of park space which in turn will de-

crease negative and criminal use. The benefits of being in nature are invaluable, and pervasive gaming can encourage those currently glued to a screen to take full advantage of this resource while still participating in the gaming they are so passionate about. Games such as Human Pacman, Ambient Wood, and Zombies, Run! Encourage physical movement & playful exercise in open and city spaces. These games are about connecting with people, having fun, and learning. This could be the future of recreation. A way to connect the recreation profession with the younger generation while encouraging the exploration of the world, its past, and its future. The role of Recreation is a promise to support community, its parents, and other youth caregivers in the human development of said communities and its members. In a rapidly advancing technological world, we should also promise to assist in finding a balance between human connections, a love for nature, and explorations into technology. Sounds easy enough, but we are truly asking ourselves and our patrons to think outside of the box. I have personally experienced the challenge of getting teenagers to disengage from their phones while working and volunteering in our camps, or the energy we spend reminding tweens that there is more to recreation than video games, or the monitoring of our school age youth who are taught to use the Internet for homework but not the dangers of age inappropriate content rampant on the World Wide Web. Rather than continually building walls that divide technology and recreation, don’t we owe it to ourselves and the profession to find creative solutions? Isn’t that what we, as recreation professionals, do best? What if we create scavenger hunts requiring engagement in nature and human connection with the Internet, email, or text messages as the conduit? What if we challenge youth to create a blog based on the experiences listed above? What if we create team based obstacle courses modeled after popular video games? I am proud to say I have met some of the best and most inspiring

recreation professionals both in and out of California throughout my 15 year career. I only hope that we, as individuals, can begin to challenge ourselves in developing programming that infuses technology, nature, and life skills, including human connection. Our children will no doubt be better off for it. More importantly, we have the opportunity to make the future brighter as this generation develops into more well-rounded and better adjusted adults. Accomplishments Jane H. Adams Wins PlayCore’s Hero Award at CPRS Annual Conference

PlayCore promotes its mission and values by giving back to communities in a variety of ways. One way is its annual Hero award which recognizes the inspirational people they meet throughout the course of business. Bob Farnsworth, PlayCore CEO explains, “We are continually inspired by the people we encounter, people who have made a career of giving back selflessly, with complete dedication to improving the communities they serve. These are the true heroes of any community –spending their time with no expectation of recogni-

tion, in order to make a difference. Their dedication mirrors PlayCore’s mission and values, so we wanted to find a way to recognize them and honor their commitment.” PlayCore chose Jane H. Adams, Executive Director of the California Park & Recreation Society (CPRS) as the 2014 recipient. As one of the largest park and recreation professional organizations in the country with over 3,000 members, CPRS provides leadership to advance the positive impact and value of the profession on society. Adams, who retires this month, has served CPRS for 26 years. During her tenure CPRS developed several initiatives that have advanced the profession of parks and recreation nationwide. These initiatives include the VIP Action Plan, Creating Com-

munity through People, Parks, and Programs, the successful Parks Make Life Better!® statewide branding campaign, numerous statewide park bonds, and educational programs. Jane has made an impact by serving as the CPRS spokesperson to national, state, and local government officials; nonprofit organizations; and federal and state agencies. She has been instrumental implementing programs at the state level, and also advocating nationwide to develop collaborative relationships that achieve professional and organizational goals. The award was presented at the 2014 California Parks and Recreation Training Conference in Ontario, California on March 5. As part of the award, PlayCore will make a $1500 donation to Jane’s charity of choice.

American Institute of Architects (AIA) Recognizes MVE Institutional Chairman & CEO Ernesto Vasquez, FAIA, NCARB

MVE Institutional (MVEI) is honored to announce that Ernesto Vasquez, FAIA, NCARB, Chairman & CEO of MVEI has been elevated to the prestigious College of Fellows by the American Institute of Architects. The American Institute of Architects (AIA) is the leading membership organization for architects and emerging professionals since 1857. The AIA Fellowship program recognizes architects with significant achievements

and contributions to the profession. Mr. Vasquez was selected by the 2014 Jury of Fellows as one of 139 AIA members to the College of Fellows. Of the 80,000 AIA members, only 3,000 members have been recognized with this distinguished honor. Mr. Vasquez has been President of MVEI since it was founded in 2003. In 2013, he became Chairman and CEO. Known for creating environments that are socially and environmentally responsible, as well as economically viable, Mr. Vasquez is widely renowned as a community advocate and leader. His award-winning design aesthetic incorporates smart-growth principles and promotes public transit and improved educational environments. Mr. Vasquez currently serves on the Board of Directors of Bridge Housing, with leadership roles with nonprofit agencies such as ABODE Communities, The Wooden Floor, and The National Park Foundation. George Clark, of San Clemente, beloved husband, father, grandfather and great grandfather, passed away at the age of 86 on January 14, 2014. George is survived by his two sons, their wives, 5 grandchildren, their spouses and 9 great grandchildren. George proudly served in the US Navy, and after a career in education and recreation services, retired in 1984 from the Laguna Beach Recreation Department.

Janet R. Baker, 64, Led Sacramento County Regional Parks

Baker, a veteran Sacramento parks official who struggled with deep budget cuts that reduced services in the popular American River Parkway and at other recreation sites, died of cancer Feb. 19 in Oregon. 74

Mrs. Baker went into government after a broadcasting career in Hawaii and Sacramento. She spent several years in the governor’s Office of Planning and Research before joining the city of Sacramento Parks and Recreation Department in 1986. She started in a junior recreation staff job and rose through the ranks to be operations manager, the No. 2 position in city parks. “She was one of those staff members who always came to every groundbreaking, ribbon-cutting and weekend events, even though she was busy at home with her own family,” former mayor Heather Fargo said. “She was very committed, hardworking and passionate about parks.” In 2008, Mrs. Baker left City Hall to be director of Sacramento County Regional Parks. She earned a reputation as a consensus builder who reached out to work with parks advocacy groups on policy issues, including funding and maintenance for the American River Parkway and other regional parks. Behind the scenes, however, she battled with top county administrators who slashed park funding during the economic recession to fill budget deficits and spare deep cuts in law enforcement and other essential public services. Frustrated by repeated cutbacks – including layoffs of park rangers and maintenance workers – she announced her resignation in 2011. “She did the best she could,” Sacramento

Within this issue, you will read about the legacy of our recently retired Executive Director Jane H. Adams, written by Past President Michelle Lacy, who again deserves our praises for leading the efforts on hiring a replacement, and an article about our new Executive Director, Stephanie Stephens, CAE. I encourage you to share this magazine with others who are not members. Lastly, I want to pay homage to the men and women who have served as Presidents of the Society. They all gave their time, talent and treasure to bringing us to the place we are at today. In less than one year, I too will be joining their “ranks.” What many of them have taught and shared with me is to enjoy this presidential year. With that in mind, I hope to visit and participate in many of the Section, District and Region events. Let’s continue to demonstrate that Parks Make Life Better!® I hope to meet you at a CPRS event this coming year.

County Board of Supervisors Chairman Jimmie Yee said. “Unfortunately, during those three years we were in tough times, and she didn’t have much money to do anything.” An athletic woman, Mrs. Baker swam laps at 6 a.m. every day for many years at Arden Hills fitness club. She lived in Carmichael before retiring in Sunriver, Ore., with her husband of 32 years, John Baker. Despite funding battles,

working in parks and recreation “was really her calling,” her husband said. “We lived near the (American River) Parkway, and I was out on the bike trail every day. When I got home, she always said, ‘How does my parkway look today?’ ” In addition to her husband, Mrs. Baker is survived by their daughter Natalie; stepdaughters Amber, Alice, Dana and Emily; and a brother, Jeff Alpers.
