s members of CPRS you have chosen the leadership for this year and we look forward to serving you. As your President, I want to take this opportunity to tell you that CPRS does not belong to its leaders or staff, CPRS is YOUR organization.

CPRS exists for YOUR success!

With your success in mind, your Board of Directors will continue to reach out to groups of members to identify current and future needs to insure CPRS provides you with the skills and knowledge to succeed in this rapidly changing environment.

There are approximately 250 members who actively lead, plan, and implement events and training opportunities for you that are close to home and affordable. Without the involvement, commitment, and determination of these members CPRS would not be the prolific organization that trains thousands of professionals through local and regional trainings annually.

San Jose Conference Empowers, Energizes and Engages

T

here are two things you will always find at the annual California & Pacific Southwest Recreation & Park Training Conference: great educational sessions and plenty of networking opportunities. This year’s conference in San Jose, March 5-8, 2013, was no exception. The nearly 1,200 delegates representing 350+ agencies/organizations throughout California and the Pacific Southwest were on hand to experience the humorous and entertaining Terry Hawkins at the general session, learn new trends in the 100+ educational sessions and experience new products and services in the Expo Hall.

Conference is not just about learning in educational sessions or networking during the Expo, delegates had the opportunity to learn and network at the Park Operations Tour, Best of the Best Awards Networking and Social, the Magical Recreation Renaissance Tour, the San Jose Skate Park and BMX Facility Tour and the CPRS Annual Awards Program.

What was definitely evident throughout the conference was the comraderie of the delegates as they shared stories, successes and even some tribulations.

Don’t Be a Pitman!

T

erry Hawkins lived up to her billing as a “People Person.” Her energy and humor enlivened the attendees at the General Session and set the mood for the entire conference. The words “Don’t be a pitman” and “Get out of the pit” were heard in the halls between educational sessions. She even made an appearance at the CPRS booth during the Expo Grand Opening to talk with attendees and sign books.

The Mayor of San Jose, Chuck Reed, began the ceremonies with a declaration for park and recreation professionals to come to together and continue their vital and important work.

The 2013-14 CPRS Board of Directors were introduced at the General Session and the 201213 Board was recognized for their service over the past year.

Meet CPRS 2012 Champions!

eventeen individuals and organizations were honored for their support of parks & recreation.

Each Champion of the Community Award recipient embodies the spirit in which this award was created.

The CPRS Champion of the Community award honors individuals, community organizations, foundations, or businesses who strive daily to improve parks and recreation in their community or throughout the state. CPRS

honors them for their commitment to providing access to nature, outdoor space to play and exercise, directed and self-directed recreation, positive alternatives for youth, and activities that facilitate social connections, human development, the arts, therapy and lifelong learning. This award is not bestowed on professionals working in the field.

Meet our 2012 Champions of the Community:

Barbara Linder

Barbara Linder demonstrates outstanding service to the City of Beverly Hills’ Community Services Department via her volunteer work with and leadership of the Library and Human Relations Commission. Through her efforts the residents and visitors to Beverly Hills have a remarkable, firstof-its-kind Demonstration Garden at historic Greystone Park.

Barry A. Sanders

Barry A. Sanders is the Commission President of the Board of Recreation and Parks for the City of Los Angeles 12

and the Chairman of the Board for the Los Angeles Parks Foundation. Holding both of these roles insures Sanders volunteers his time, knowledge, and leadership skills daily to help promote the mission of parks and recreation.

Sanders’ not only envisioned but also helped secure 50 news parks throughout the City of Los Angeles.

Bob Fracolli

Bob Fracolli has been an active volunteer of the City of San Ramon community for over seven years; especially, when it comes to the San Ramon Olympic Pool and the California High School athletics. On top of countless hours volunteering at sporting events, he has also spearheaded the fundraising and purchase of scorer’s equipment, timing equipment and a brand new scoreboard.

Building Communities through Play, Recreation, and Service

The PlayCore Corporation helps build stronger communities by advancing play through research, education,

Their extensive research in the field of play drives them to allocate considerable resources to assist communities through volunteerism, active support, and research-based tools. PlayCore is a dynamic participant and partner, working as volunteers, research providers, program consultants, and educators to help communities realize their vision for recreation and to promote that Parks Make Life Better!®

Carole Groom

San Mateo County Supervisor Carole Groom has demonstrated years of support and promotion of parks, open spaces and healthy communities. First as a City Council member for the City of San Mateo, she supported major park redevelopment projects including the Shoreline Parks Phase II, the Japanese Garden renovation and the Laurelwood/Sugarloaf Management Plan. She was an early supporter and active campaigner for Parks for the Future, a countywide sales tax initiative that would have provided a dedicated funding stream to San Mateo County, each individual city and special district.

Carole now serves on the San Mateo County Board of Supervisors. She has established Active San Mateo County, an annual conference focused on creating healthy communities.

Finley Foundation

The Finley Foundation has donated

$18.5 million to City of Santa Rosa Recreation & Parks over the last 2 decades (that’s 20 years!) to develop and expand the Finley Recreation Complex; $11.5 million of that was donated within the last 18 months. The complex includes Finley Park, Community Center, Aquatic Center and a 25,000-square-foot senior center.

Thanks to the foundation, Santa Rosa has a beautiful facility that provides health and wellness programming, enrichment opportunities and family and celebratory gatherings.

Huntington Beach Council on Aging

The Huntington Beach Council on Aging is a non-profit corporation that works with the City of Huntington Beach staff to enhance the dignity and quality of life of senior citizens in Huntington Beach. Through civic and community involvement, comprehensive services, recreation, education, advocacy, and financial support, the HBCOA empowers and meets the needs of a rapidly expanding, diverse population.

Jim Chalmers (posthumously honored)

Although Jim served on the City of San Mateo City Council from 19741979, it was his work as a member of the San Mateo Rotary Club that has earned him his distinction. One of Jim’s favorite projects was San Mateo Central Park. In 1994, he made a proposal to the City to refurbish the dilapidated picnic area. Jim raised $10,000 to make that happen. In 2007, Jim determined that another refurbishment was needed and raised another $9,000 in community sponsorships. Jim passed away unexpectedly in November 2012 at the age of 84. As a tribute to his contributions, the picnic grove at Central Park was recently renamed “The Jim Chalmers Rotary Picnic Grove.”

Moraga Park Foundation

Vandenberg Air Force Base

Through decades of community involvement, the Moraga Park Foundation has supported four major park improvement projects totaling over $425,000, a variety of smaller projects and hundreds of free family concerts for the residents of the Town of Moraga. The Moraga Park Foundation has Created Community through People Parks and Programs and continues to enhance recreational, cultural, and education opportunities, to create a sense of community, and to improve the park facilities in Moraga.

Nick Schouten

Nick Schouten, board member of the Valley Wide Recreation & Park District, exemplifies what it means to be a true public servant by selflessly serving the communities in the San Jacinto Valley for more than 40 years.

He is a rare individual who makes those around him better, simply by being in his presence. His patience, practical knowledge and humility are just a few of his distinguishing characteristics.

Orinda Park Foundation

The City of Orinda’s Orinda Parks

and Recreation Foundation has been a leader in providing parks and recreation facilities for the residents of Orinda. The Foundation’s largest contribution is the purchase and preservation of two of the City’s four community parks and its only Community Center. Without the leadership of the Foundation residents in the City of Orinda would have fewer outdoor and public spaces to play, exercise, and access nature.

Parents on Patrol (POP)

The creation of the City of Bell’s Parents on Patrol (POP) Program is the result of a grass roots effort by local parents to help protect a city that lacks afterschool recreational programs that serve youth. The POP Program has made afterschool safety for children a priority, providing a substantial community benefit to all residents. POP are trained by the Police Department, fingerprinted, issued badges and uniforms and walk the streets encouraging children to play.

Vandenberg Air Force Base’s support of Special Olympics and Law Enforcement Torch Run of Northern Santa Barbara County has enhanced the lives of thousands of Special Olympic athletes and their families. Their exemplary leadership and commitment to the participants empowers athletes with intellectual disabilities to develop physical fitness, demonstrate courage, experience joy, and participate in a sharing of gifts, skills and friendship with their families, other Special Olympics athletes and the community.

West East Side Community Associaion

The West East Side Community Association (WESCA) works 24/7 to improve the quality of life in the City of Long Beach neighborhood by organizing monthly cleanups that unite residents and fundraising for an annual Halloween carnival. WESCA has successfully advocated for grants that added 1.1 acres of open space in a densely built-out neighborhood.

CPRS Honors Three for Their Contributions to the Profession The CPRS Fellowship/Hall of Fame Award is the highest award bestowed by the California Park & Recreation Society. It is intended to honor individuals who have made significant statewide contributions to the parks and recreation profession. The second professional award is the Citation of Merit which is awarded to individuals for their professional contributions to CPRS and the parks and recreation profession.

Carole Severin Fellowship/Hall of Fame

Carol Severin is an outstanding contributor to the California parks and recreation profession. She has held positions at all levels within the park and recreation profession – including serving as an elected board position for two agencies: the Hayward Area Recreation & Park District and the East Bay Regional Park District. She is now the Board President of the East Bay Regional Park District. She is a retired professor from San Francisco State University where she worked for 40 years. She served as CPRS Treasurer, Conference Program Chair, District 4 Director, and on many CPRS committees. She is a lifetime member of the California Association of Recreation & Park Districts (CARPD) and she received the distinguished Pugsley Award in 2000 from the American Academy for Park & Recreation Administration.

Through all these experiences Carol never wavered in her commitment to implementing strategic change. While on the East Bay Board, Carol has led efforts to create the District’s Recreation Department, the Healthy Trails Program, and the opening of the Big Break Visitor Center on the Delta and the Tidewater Boating Center on Oakland’s estuary. Carol worked with other board members to build a coalition that supported a $500 million park bond that passed with 72% voter approval during a time of economic stress.

Carol is a uniquely creative and spirited person. Every year she creates new 16

songs highlighting EBRPD events and happenings and then she cajoles her fellow board members into performing at volunteer recognition events. She is an excellent photographer and a jewelry maker, often donating her items to help raise funds for the District’s Regional Park Foundation.

Jack Harrison Fellowship/Hall of Fame

Jack has been a premier California park and recreation professional for over 51 years. He currently serves as the Director of the Carmichael Recreation & Park District in Sacramento.

Jack has provided outstanding service and leadership in California’s park and recreation profession as a supervisor, planner, manager of and consultant to cities, districts, counties and for the State of California, where he served as Chief Deputy Director of Parks and Recreation. Jack has also taught at CSU Chico. In the time of our need for strong leadership for the California Park & Recreation Society, Jack was recruited and accepted the call to serve as Executive Director. In that position, he helped CPRS reorganize, survive and flourish. Jack provided leadership for the passage of a multimillion dollar bond measure to provide local park facilities throughout Orange County and the State of California.

Tom Hellman – Citation of Merit Award

Tom Hellmann is a Recreation Supervisor, for the Cosumnes Community Services District in Elk Grove.

Tom has 20+ years experience in

recreation. Tom is devoted to giving back, whether its mentoring staff or the numerous positions he’s held within CPRS district and section board of directors; or for the countless hours he’s spent educating other professionals to strengthen the field of recreation.

Under his leadership Cosumnes Community Service District has received Gold and Silver International Aquatic Safety Awards, the Food Safety award, and the Barbara M. Wackford Aquatics Center has been honored as one of the best places in Elk Grove. Tom has received CPRS District 2’s J.R. Needy Professional Award and he often speaks at professional conferences on staff training, aquatics management, and safety. In 2012 Tom was recognized as the Next Generation Power 25 by Aquatics International magazine. Under his leadership the California Aquatics Management School (CAMS), has grown in stature and size. Tom has served as the chair of the Northern California Aquatic Management Association, CPRS Aquatics Section, and recently was installed as President of CPRS District 2.

Assemblyman Rich Gordon Honored as CPRS 2012 Legislator of the Year

R

ich Gordon was first elected to the State Assembly in November 2010, and he represents the 24th Assembly District on the San Francisco Peninsula in San Mateo and Santa Clara Counties.

Prior to serving in the Assembly, Assemblyman Gordon served for thirteen years on the San Mateo County Board of Supervisors actively involved in government accountability and health care coverage for children.

Gordon also served on the San Mateo County Board of Education. In 2008, he served as President of the California State Association of Counties.

CPRS is particularly inspired by his policy work on the following: Successfully authoring the extension to allow volunteers to engage in public works projects, such as trail building and restoration, beach cleanups, and wetlands projects (AB 587); Successfully authoring legislation for land management nonprofits that extends and clarifies the types of ac-

tivities that qualify for property tax exemptions (AB 703 and AB 2207); During the 2011 – 12 Legislative Session, chairing Assembly Budget Subcommittee 3 on Resources and Transportation and playing a strong role to ensure that adequate funding was available to support our natural resource departments and agencies; and continued service on the State Wildlife Conservation Board aimed at preserving California’s invaluable environment.

Agencies Receive Award of Excellence in San Jose

T

he 2012 annual CPRS Awards Program concluded Friday, March 8, 2013, with the presentation of the prestigious Award of Excellence recognition to 33 agencies in the areas of recreation programming, community initiatives, management innovation, park planning, facility design, marketing and communications. In addition CPRS honored 17 individuals/organizations for their outstanding support of park and recreation and three professionals for their contributions to the profession.

The CPRS Awards Program utilizes five principles: Challenge, Resourceful18

ness, Execution, Accomplishment, and Mission to evaluate each submitted application. Applications were received from every region of the state – North Coast to the Central Valley to the Sierras to the Central Coast to the greater Los Angeles area and Inland Empire.

Over 160 entries were received.

California’s park and recreation agencies tackle tough community issues that range from drowning prevention, at-risk youth, engaging citizens to volunteer to improve parks.

Creating Community Award of Excellence is bestowed to agencies in recognition of their efforts to deliver

the highest level of recreation and leisure services that embody and embrace the values and mission of the profession and that move the agency towards a stronger position or role within the community. There are 10 categories and awards were given in eight categories: Aging Well, Arts & Cultural Services, Community Health & Wellness, Environmental Stewardship, Neighborhood/Community Building, Park & Facility Maintenance Management, Serving the Underserved, and Youth Development.

Top College Students Receive Award Scholarships

E

ach year the California Foundation for Parks & Recreation awards scholarships ranging from $500 to $2000 to top park and recreation students throughout California. The scholarships are awarded based on academic scholarship, professional affiliation, activity and need. In past years the foundation has awarded between $17,000 and $21,500 in scholarship funds. This year in San Jose only $15,250 was awarded. $7,500 went unclaimed as no qualified recipients applied for the scholarships. If you are a qualified student or if you know of any students in a park and recreation program in California, please let them know of these potential scholarships.

Orizaba Park is an existing 2.73 acre park located within an area of the City with high density residential as well as industrial and commercial retail uses. The Long Beach Redevelopment Agency purchased a number of blighted properties and cleared the land to make way for an additional 1.09 acres of park space. The site is bisected by the abandoned Pacific Electric right of way. The concept included a rail road walkway within the right of way. Artist Patrick Vogel created a stainless steel replica of the red car that traveled to Long Beach, it is sited at the terminus of the tracks. The improvements also include new community center (Phase II), basketball courts, above grade skate park, shade/picnic shelters, outdoor exercise circuit, drinking fountains, benches, open turf and a community garden. The LEED commissioned building was designed

by Fernald Architects and is currently out for bids. HAI provided services for master planning of the park including the community outreach program where HAI conducted (3) meetings with local residents and stake holder groups. HAI prepared construction documents for bid as well as provided construction support services to the City for a successful completion.

Conference Winners Receive Cash, 2014 Conference Registrations and a Dream Vacation

ust by attending conference, you are a winner. You increase your knowledge and skills to be a better employee at your agency. Your networking circle expands and affords you access to more resources in times of need. But for some who attend conference, winning goes beyond this.

Delegates who submitted their drawing form at the CPRS booth and were present in the hall during the drawings, had a chance to win one of two cash drawings of $250 sponsored by the 2013 exhibitors. The two winners were Johnny Chou, City of San Diego, and Orlando Vales, City of Coronado. Two 2014 conference registrations were given away to George 22

Brunson, City of Belmont, and to Linda Rahn, City of Coronado. The grand prize drawing for the dream vacation was won by Armando Nava, City of Baldwin Park.

Delegates attending educational sessions also had the chance to win 2014 conference registrations. Any delegate that turned in an educational session evaluation was given a raffle ticket. At the end of the conference three winners were drawn. The lucky winners were Stacey Kenison, City of Newark; Barb Adair, Desert Recreation District; and Lydie Gutfeld, City of Irvine.

In celebration of the the welcome event at the San Jose Tech Museum, CPRS offered a number of high tech

raffle prizes. The winners and their prizes are: Ed Seagle, CSU Chico iPod Nano; Laura Castello, City of South El Monte – 2014 conference registration; Kerrie Webb, City of Riverbank – iPad Mini; Glen Inducil, PlayWell TEK – iTouch.

Conference delegates had chances to win prizes even after the conference was over. Three names were drawn from delegates who completed the conference evaluation to win 2014 conference registrations. In the shadow of a large TV tower on the south campus of Grand Valley State University, ducks, geese and cranes gather in ponds ringed by native grasses and plant life. Deer and eagle sightings are not uncommon, and a closer look finds rodents, turtles and insects in abundance. To the north, one might spot a more exotic species - rugby players - scrumming on a synthetic pitch, or track athletes running along a polyurethane track, or varsity soccer players competing on a natural surface maintained to championship standards. he GVSU plan was to restore campus storm water runoff to patterns not seen since before the university was founded in 1960 on land overlooking the Grand River, which flows into Lake Michigan. The school had already begun to design the new sports fields in 2009 when its civil engineer of record approached GVSU officials about the Sustainable Sites Initiative (SITES™), a partnership between the American Society of Landscape Architects, the Lady Bird Johnson Wildflower Center at the University of Texas at Austin and Washington, D.C.’s United States Botanic Garden. GVSU became one of more than 150 pilot projects, helping the fledgling SITES program “create voluntary national guidelines and performance benchmarks for sustainable land design, construction and maintenance practices,” as stated on its website.

The GVSU project - which incorporated the sports field construction with the manmade storm water management complex in phases so as not to disturb activity on the school’s adjacent golf course (aptly named “The Meadows”) - achieved SITES certification in November 2012. As of this writing, it remained one of only a dozen pilot projects to achieve certification, with more pilot certifications pending.

It is also the only certified project to involve athletic fields, much less ones made out of synthetic materials. “SITES is not tailored for these types of surfaces, so obtaining certain credits was more difficult,” says project manager Scott Whisler, a LEED AP (accredited professional) in GVSU’s facilities planning department.

too limiting for certain project types,” Whisler says. “For example, SITES has specific soil compaction densities that the project must maintain, but the playing fields need a certain density requirement that is different than typical grass areas. Several credits were adjusted to help sports fields earn points.” SITES has taken what LEED has done for sustainable building construction and applied the same principles to open spaces. “We’re looking at the site from the building skin out, if you have a building at all,” says SITES director and LEED AP Danielle Pieranunzi. “It fills a gap for some projects, such as parks or athletic fields, where there is no building to get certified.”

Similar to the LEED rating system ranging from certified to platinum, SITES uses a four-star scale for its certification.

“Being a national, voluntary tool for a diverse set of project types, sizes and locations, we modeled the SITES system after LEED in that you have base requirements and then optional credits, and a project needs enough points to get to certain levels of certification,” Pieranunzi says. “So it’s really about trying to find the best approach for achieving site sustainability for that place and that program.”

According to SITES, landscape sustainability starts with site evaluation and progresses through design, construction and maintenance with an eye toward the site’s ecosystem services. “That might be a new term for a lot of people, but basically it’s looking at these built landscapes as providing benefits and services to humans and other organisms that natural systems provide free of charge - things like cleaning air, cleaning water, reducing urban heat island effect,” says Pieranunzi, adding that the SITES credit system is framed around the concept of “trying to protect and regenerate those ecosystem services if they’ve been lost, if the site has been degraded.”

A site evaluation might entail identifying areas that are thriving naturally, and doing everything possible to avoid disturbing those areas, while targeting already degraded areas for refurbishment.

Soil is often where site degradation takes root, but Pieranunzi points out that SITES emphasizes practical solutions.

and the more likely you can ensure healthy vegetation,” Pieranunzi says. “We specify that you would restore soils in areas that you’re going to revegetate. You’re not necessarily going to restore soils where you’re going to put sidewalks.

So it’s trying to gear development of a building or a road into those areas that are already degraded - kind of common sense, but not normal practice.”

Stockpiling soils, as opposed to trucking in new volumes, is another recommended practice, and one that scored points for Grand Valley. “Our initial design for the recreation fields called for the use of the storm water project spoils to raise the ground level of the recreation fields and to promote effective drainage under the artificial surfaces,” says James Moyer, the university’s associate vice president for facilities planning. “Our initial challenge was to achieve a soil balance between the two projects.”

The storm water management complex had to be sized, as the GVSU case study states, “to create adequate storage volumes for runoff, encourage evaporation and plant uptake, and create viable ecosystems for habitat.” More than 180,000 cubic yards of soil were excavated and compacted within the site’s boundaries, and the fact that Allendale’s soil makeup is heavy on clay and not conducive to turfgrass viability led designers to specify synthetic surfaces for much of the sports complex, with the exception of the existing soccer field and the track throws area. As a result, proper drainage of those synthetic surfaces became a special design priority.

Says Whisler, “Drainage from the playing surfaces, including the track, is routed to the storm water management complex for a slow release while also providing an environment for different habitat.” Eventually, adds Moyer, collected storm water will be used to irrigate the soccer field, which currently taps the university’s domestic water supply.

Creating suitable habitat involved removing dead trees and rescuing others, planting live stakes (tree cuttings), building sand mounds that protrude from the water surface and seeding grasses around it - all as part of an $11 million project budget. “We believe a smart design with energyefficient equipment, healthy materials and a quality work environment is a worthwhile effort,” Whisler says. “A certification is not needed to accomplish this effort, but it helps to keep you on track and challenge the design team and owners alike to think outside the box.”

Being in elite company is nothing new for GVSU, particularly in the athletics realm. The Lakers have earned 11 consecutive top-two finishes in the Division II Directors’ Cup standings, including a run of eight straight titles between 2004 and 2011. But this new landscaping serves more than student-athletes. “The primary mission of the university is education,” Moyer says. “The overall site has provided an excellent outdoor lab for the sciences. We have several student-involved research projects under way, and more are being planned. These construction projects, when combined with research, will result in a better-informed graduate and a more-involved graduate.” spring 2013 • California Parks & Recreation

u Habitat Forming Involving established experts from the very beginning is recommended to making such projects possible, according to Pieranunzi. “Acritical component of SITES is to have an integrated design team, having different expertise at the table early on,” she says. “Whether it’s landscape architects or biologists or architects or engineers, have them in as part of the process - from predesign to design and construction - so everyone can understand each other’s perspectives and the value of the site itself before a design is made.”

Is SITES poised to truly make a difference in the grand but fragile design that is our larger environment? “I’m optimistic that we are,” Pieranunzi says. “I think as long as there’s a continual evaluation and feedback loop of what we’re doing and how we’re measuring things and that we think ahead and actually continue that mindset and those practices over time, then I think that we’ll get somewhere for sure.”

“Given the ongoing scarcity of resources and the degradation of the environment - both natural and built - the green movement is one of the many tools that should be employed to enable a better future for all living creatures,” Moyer says.

“If we can reduce consumption and recycle existing materials, we have an opportunity to slow consumption and extend the availability of resources.”

Moyer then turns to nature to further make his point.

“This should be viewed like the efforts of an ant,” he says.

“One ant working alone does not appear to accomplish very much, yet the family as a whole can move mountains.”

Engaging Non-Users Why Don’t People Use Your Park System

I

n the past couple of years, the health benefits of parks and recreation have begun coming to light as agencies across the country have been faced with rising obesity rates. Parks and recreation provision has evolved from playgrounds, trails, open space, and community centers into an integrated network of features and amenities designed to encourage people to interact with one another while engaging in physical activities. Amenities such as community gardens and farmers markets provide access to healthy, locally grown food, and trails and other connections provide places for walking, bicycling, etc. The parks and recreation system is poised to play a significant role in health and wellness.

However, these resources are only beneficial if people use them. We at GreenPlay have completed over 300 parks and recreation master planning and related projects, and a key component of each of them is the question of how to engage non-users. People have a wide variety of reasons for not utilizing parks and recreation facilities and amenities. Through our planning projects, it appears that common reasons for non-utilization include lack of awareness, lack of access, lack of financial resources (i.e., the perception that the programs cost too much), and identifying non-sanctioned activities. Luckily, these factors are relatively easy to address.

People can’t use parks and recreation facilities that they don’t know about. For example, in 2006, GreenPlay conducted an assessment of the City and County of Denver’s 29 indoor recreation centers. Denver is famous for its extensive parks and recreation system, and parks such as Washington Park and City Park serve as popular community gathering spaces; however, the survey part of the project found that about 45% of City residents didn’t use indoor recreation facilities.

Of the population that indicated non-use of these facilities, 49% indicated that they were not aware of them. Upon learning this, Denver immediately initiated a widespread marketing campaign and new brochure, and participation at all centers increased.

For agencies facing similar issues, public input regarding the best ways to reach residents should be sought in a variety of ways. While recreation schedules have sometimes been sent with utility bills, many residents now choose to pay their bills online, and paper bills may be sent straight to the shredder. Engaging Non-Users u and disadvantaged populations, lack of funds is a legitimate barrier to participation. To engage these residents, creativity comes into play. An agency needs to find a way to provide access without sacrificing revenue. The City and County of Denver Parks and Recreation Department recently launched its, “My Denver Card” program. This program gives all residents of the city who are enrolled in middle school and high school a card that allows them free access to all parks and recreation facilities in the city and doubles as a library card.

munities with large populations of young people, it may be best to reach them through smartphone apps, email, and social media. This (growing) age bracket typically goes digital for their news and information. Advertising on popular sites such as local news sites, sponsoring posts on Facebook, or starting a Department YouTube page with videos of local events are all ways to engage a more digital sector of the population.

All agencies should also conduct a statistically-valid survey of residents at least once every five years. This method reaches a random sample of the population, which should include non-users.

Lack of Access

People can’t use parks and recreation facilities that they can’t get to.

GreenPlay uses the Composite Values Method (CVM) for Level of Service Analysis (our version is called GRASP®) on most of our master plans to analyze this issue. This tool allows us to inventory and evaluate not only the number of components (facilities, parks, parcels, etc.) that you manage, but also location (to evaluate which sections of your service area may not easily be able to reach parks and recreation facilities), along with the functionality of those components.

Access typically tends to be more of an issue in outlying areas, but there is also a significant discrepancy among disadvantaged population groups in more developed settings, especially if there are barriers such as highways or rivers in the way. In a recent report by the National Recreation and Park Association entitled “Parks & Recreation in Underserved Areas: A Public Health Perspective,” it is noted that, “Disparities in distribution and park access exist across communities that are specifically characterized by low-income populations and some racial/ethnic minority populations.”

Access to parks and recreation facilities and amenities is a critical component in encouraging physical activity.

Sections of the population that have limited access to these facilities are less likely to engage in recommended amounts of physical activity. A recent Centers for Disease Control report 46

Embracing and Managing Non-Sanctioned Activities on public obesity states, “Many communities are built in ways that make it difficult or unsafe to be physically active. For some families, getting to parks and recreation centers may be difficult, and public transportation may not be available.” To address this problem, it is critical for an agency to know where the gaps in access may be.

By knowing which segments of the population aren’t able to access recreation amenities, your agency can plan to help improve access for all segments of the population.

Lack of Financial Resources

For many people, a reason that they give for not using public parks and recreation amenities is that they, “cost too much.” However, many parks and recreation amenities, such as parks and trails, are free. Other amenities, such as indoor recreation and swimming, are typically more affordable than private providers. To determine if your agency’s programs and services are fairly and equitably priced, conducting a Cost Recovery Analysis is a good place to start. This tool helps agencies determine appropriate cost recovery and avoid setting arbitrary prices, and they evaluate several factors (beyond simple market or cost) that can be taken into consideration when determining fees.

For some people, any amount of money will be perceived as too much, and there really isn’t a good way to engage this sector. For other segments of the population, such as low-income

As we evaluate trends and nonusers, another valuable assessment is to look at what residents in your community are doing that is currently considered “non-sanctioned.” We are not talking about crimes or truly deviant behaviors, but a lot of popular, trendy activities start from small subgroups and grow until we finally recognize and embrace them, and manage them appropriately. One example is “skateboarding,” which was originally considered a nuisance activity. Now, the national average for skateboarding participation is 13%, and as a popular ad touts, “if your town doesn’t have a skatepark, it is one.”

Some current typically “non-sanctioned” activities your agency may need to evaluate include parkour, slacklining, off leash dogs, geo-caching, illegal community gardens, fitness classes being taught by individual providers in parks, and others. For more information on any of these activities, do a web search, or simply ask your public.

By addressing and appropriately managing these activities, we can increase participation in a positive way, and let the citizens know that we get what they want to do.

While it isn’t feasible or necessary to engage 100% of the population, many parks and recreation agencies have potential untapped customers in their service area. By seeking these people out and engaging them in a manner that works for them, your agency can successfully convert them from nonusers into users.

Merriam-Webster’s dictionary defines morale as: The mental and emotional condition (as of enthusiasm, confidence, or loyalty) of an individual or group with regard to the function or tasks at hand; Alternately, a sense of common purpose with respect to a group (esprit de corps); Lastly, the level of individual psychological well-being based on such factors as a sense of purpose and confidence in the future.

Your goal: morale-building by wandering.

Steady At The Helm

As you assess the mood of the team, understand the psychology of your employees, and appreciate the tenor of the times. Layoffs, foreclosures, evaporating 401K plans. Employees are insecure, uncertain and overcome with doubts about their future, their family’s, as well as their organization’s.

Knowing this, you can quell their fears, instill confidence in them and provide stability — through your words and actions. Exhibiting a steady hand, a calm demeanor and quiet confidence will similarly allay the fears of your employees, who look to you for cues. Be a voice of reason. You’re their lighthouse

in the storm. May your light shine unwaveringly.

Communication Quells, Calms and Connects

Uncer tainty in the workplace doesn’t just affect morale. It slows productivity and often feeds on itself.

Rumors spread; worst fears are entertained. “Not” knowing the status of a team or group, project or initiative, is unhealthy. As a leader you need to keep employees apprised of situations. You need to be available and accessible to answer questions, allay fears and focus (or re-focus) the team. Regular communication, whether through meetings or social gatherings, maintains and also builds morale. Be a communicative leader!

Who Motivates the Motivator?

There will be times you, the motivator, may need motivation. That’s to be expected. You need to recognize times when you’re depressed, burned out or otherwise not at your best. Need a

shot in the arm? There are counselors and coaches, support groups and your own personal network of professional resources to draw upon. Understand the importance of maintaining your own resiliency and ability to shoulder the needs of your group.

Leaders: Windows to the Soul of an Organization

It’s said you can tell a lot about a company by the people it keeps. I believe leaders to be the windows to the soul of organizations. Leaders who are dour, negative or waiting for the next shoe to drop adversely affect an organization’s morale.

Conversely, leaders who are successful Chief Morale Officers disproportionably affect morale. There’s no moral to this article…just morale. It’s time you lead! Flex your motivational muscles and give your organization the morale it needs. As CMO you are now the provider of choice of your employees!

s a component of applying for a scholarship from the California Foundation for Parks and Recreation, the Scholarship Fund Committee requests students submit an essay regarding the Parks Make Life Better!® campaign by asking the question, “As a future recreation professional, how will you make this slogan a “reality” as it relates to your area of concentration (community, therapeutic recreation, natural resource management, commercial, etc.)?”

Kelly Tetter, a student at California State University Long Beach, shared “The CPRS branding campaign, “Parks Make Life Better!®” allows park and recreation professionals an opportunity to share the benefits of parks, programs, activities, and events in a positive and impactful way. It is essential that this brand is infused in all aspects of recreational planning and implementation in order to expose the many benefits of parks to the whole community. One of the most important aspects of this slogan is the use of the word “parks.” My interpretation of this word, in its current context, is that a park can be anywhere you desire. It does not solely mean a community park or green space. It can be a community center, the beach, your front yard, or even a street… Almost any location can be transformed into a “park’ where families can come together, participate, be active, and enjoy their community… all benefits that help make life better.” Kelly spring 2013 • California Parks & Recreation

As I grow older I am more interested with the natural and landscape features of both the regional and state parks in California…As a future recreation professional I would put my best efforts forward making sure parks are utilized and maintained. In the past 12 years I have been exposed to a much broader meaning. I have witnessed sports, enrichment and youth programs instill the same emotion into the hearts of their participants as well.”

ith facilities that include four arboreta and botanic gardens, 87 local parks, 10 regional parks, 14 wildlife sanctuaries, seven nature centers and the world-famous Hollywood Bowl, the County of Los Angeles Department of Parks and Recreation is deeply committed to providing a safe and secure experience for the more than 2 million patrons who visit the agency’s parks each year.

In a demonstration of that commitment, the Los Angeles County Sheriff’s Department in 2009 created a Parks Bureau to serve as the chief law enforcement agency at all 174 county facilities –- a move that has resulted in an enhanced sense of security in the parks.

Led by its commander, Captain Stephen Smith, the bureau “is constantly seeking innovative ways to make our parks safe,” said Russ Guiney, director of the County of Los Angeles Department of Parks and Recreation. “And of course, nothing takes the place of a deputy in the park that shows concern and compassion toward patrons and staff. We are very pleased with the service we receive.”

Indeed, innovation has been central to all of these efforts toward increasing park safety. Among the initiatives undertaken in the last year by the Parks Bureau and County of Los Angeles Department of Parks and Recreation: the RadKIDS (Resist Aggression Defensibly) program –- which, in partnership with Erin Runnion of The Joyful Child Foundation Inc., is hosted at five county parks and aimed at teaching children ages 5-12 how to effectively recognize, avoid and respond if necessary to dangerous and potentially dangerous situations. To date, more than 270 children and their parents have participated in the 10-hour program, for which 13 deputies and seven Parks and Recreation employees are certified as instructors.

Other programs and initiatives include Parks After Dark, which provides specialized extended-hours programming for youth and families at select parks –- including concerts and movies in the park, dancing, parenting classes and an annual basketball game between deputies and a team of youth all-stars at Roosevelt Park; a multi-agency homeless outreach task force; and a special mounted detail whose work is targeted at larger, more rural areas that are less accessible to patrol vehicles.
