W

hen it comes to the weather, California can, at times, be like that proverbial box of chocolates where you just never know what you are going to get. California’s geography and climate are amongst the most diverse in the nation and can result in a variety of natural events, including flooding. The Golden State historically experiences all types of flooding to include alluvial fan,

riverine, and coastal. California’s largest flood in history began on December 24, 1861, and lasted for 45 days, leaving devastation across the entire state. Southern California has weathered many significant storms over the years, with one of the most dangerous and damaging floods coming in 1938 when rains turned the Santa Ana River into an indiscriminate monster, culminating in the deaths of dozens of people. The

City of San Bernardino was hit particularly hard, with flooding that forced people from their homes, while destroying numerous roads and bridges in and around its path. This devastating flood made it abundantly clear to county governments, like the City of San Bernardino, that they did not have an adequate flood protection program in place. As a result, the San Bernardino County Flood Control District was created by the

California Legislature and adopted on April 20, 1939. Over the years, the District has developed an extensive system of facilities, including dams, conservation basins, channels, and storm drains, to assist in intercepting and conveying floodwaters through and away from major developed areas of the County.

One of these flood control systems is the West Fontana Channel, which was constructed in the 1970s as an earthen channel. San Bernardino County Public Works has long planned to modify the existing earthen flood control channel. The plans were eventually approved, and the project broke ground on February 4, 2019, with completion scheduled by the end of 2020.

This project will ultimately deepen, expand, and line the existing West Fontana Channel to provide enhanced flood protection during peak stormwater flows. The modifications include the construction of concrete rectangular channel and transition lengths, as well as the installation of nongrouted rock slope protection.

Additionally, the job calls for the placement of three reinforced concrete box culverts, two of which will replace existing culverts. The new concrete channel is being constructed to alleviate flooding in the area by allowing water to flow westerly into the Banana Basin, which is southwest of the intersection of Banana Avenue and Whittram Avenue. From there, the channel will extend upstream

through and beyond the City maintenance yard and include drainage improvements at the intersection of Orange Way and Cypress Avenue.

Sukut Construction (Sukut) is the heavy civil general engineering contractor on the West Fontana Flood Reduction Project, with the City of Fontana providing assistance through the City Yard and City Streets departments.

The District has worked with Sukut in the past and is familiar with its capabilities and reputation for excellence. The project is being funded through the Flood Control District Zone 1 and 2, along with $2 million in City Capital Improvement Funds and $9.8 million in Department of Water Resources grant funding

secured by the City. Additionally, District is providing $64 million toward the project.

Sukut’s portion of the work comes in at just under $60 million, with a total project length of 3.1 miles. Steve Reiser is the project manager overseeing this extensive flood control channel job that will include connections for future storm drain laterals. “The area in question is currently operating as a surface flow system, and our work will allow the City and County to construct a new storm drain system that will eventually empty into the newly constructed West Fontana Channel,” says Reiser. “The sequence of construction is to install temporary shoring along both sides of the channel, excavate, pour the 8

bottom of the channel, pour the walls, and then backfill the void after removing the shoring beams and plates.”

Sukut is working with Trench Shoring Company for the rental of the plates used on the shoring on the West Fontana Flood Reduction Project. “We are using plates from Trench Shoring Company with approximately 3,300 linear feet of trench being opened and shored at any given time,” says Reiser. “We begin by driving the 40-foot long beams into the ground and then place the plates between the beams.

We have worked with Trench Shoring Company on many projects over the years, and it is always an enjoyable, productive relationship.” The number of

beams and plates needed for this particular project is staggering.

Trench Shoring Company provided (800) 8x15R plates and Sukut purchased the beams.

forward construction process, it is certainly not without challenges. “The channel is located between an active rail yard with trains running on one side and residences and businesses on the other. Access is extremely tight, and we are required to install temporary shoring throughout the 3.1-mile project,” says Reiser. “The access points are limited with a single-lane road on either side of the channel, and in most cases, those roads are not continuous. We have to be creative and organized to ensure that we maintain constant access for the nearly constant construction traffic.”

Reiser points out that his team will excavate and export around 300,000 cubic yards of dirt and pour more than 40,000 cubic yards of structural concrete that is reinforced by 3.75 million pounds of steel. “We are excavating the new channel down to a depth of 18 feet and around 12 to 25 feet in width, depending on the area in question,” says Reiser.

“We are also installing nearly 2,000 linear feet of concrete box culverts as part of the project.” When complete, the new West Fontana Channel will convey up to 5,486 cubic feet of stormwater per second, which amounts to 41,000 gallons per second. It will also serve as a water quality and groundwater recharge device, as well as serving as a natural habitat green belt visible to Metrolink passengers.

In the great state of California, it is not a question of if massive flooding will occur, but only a matter of when it will happen. The State of California has spent the past 150 years building a complex system of levees, weirs, bypasses, dams, reservoirs, and other features to protect urban and rural areas against flooding. The ultimate purpose of such structures is the protection of life and property.

The improvements to the West Fontana Channel are another positive step toward this end. Cc

TTS Engineering, Inc. Moves From Phase 1 to Phase 2 on Avalon Brea Place Project

By Brian Hoover, Senior Editor TTS Engineering, Inc. has been serving the general civil engineering construction industry in Southern California for 25 years. Owner and President, Tim Wilson (Wilson) started the company in 1995 and procured his contractor’s license in 1996. He was never really new to the heavy construction industry, however, because he grew up in and around it from his youth. Wilson began working for his father’s contracting business straight out of high school before eventually starting Tim’s Tractor Service. His early years in the industry were spent as an owner-operator and primarily working CALCON TRAC TOR .CO M

from the cab of a skid steer loader for concrete contractors.

Wilson’s owner-operator business grew slowly but surely over the next few years and eventually hired his father as a dump truck driver and a few other individuals as laborers and operators. Fast forward to today, and you have a solid, reputable company that has learned much from its 25 years in business. construction firms. “You know we have never been about price or getting a job at any cost.

We are about doing the best job possible and continuing to build on the relationships and trust we have with our select list of loyal clients,” says Wilson. “We are doing a lot of pipeline work and a great deal of civil work to include ADA compliance and restoration for great firms like the Irvine Company.”

According to Wilson, TTS primarily works throughout Orange, Riverside and Los Angeles counties. Their contracts range from underground utilities, excavation, grading, demolition, concrete, paving, and ADA compliance type work in both the private and public works sectors. “We have experienced exceptional growth over the past several years, particularly in the private sector, and have recently begun efforts to get much more involved with public works projects,” says Wilson. “We serve as both a general contractor and subcontractor on a variety of projects, and our jobs continue to grow in size and complexity. This includes a recent $5 million project at Irvine Spectrum and a $2.5 million job at Jordan Downs in Los

Angeles. We also have several new contracts coming up for big box stores like Costco, where we will be working six 10-hour days a week on a fast track project in Ontario that needs to be complete in 120 days.”

TTS has been on the Avalon Brea Place Project for the past 18 months. This is a multi-family residential project being constructed in and around a 30-acre mixed-use campus in Brea. The international real estate firm, Hines, is partnering with AvalonBay Communities, Inc. to develop a 653-unit apartment community. The job is being constructed in two parts, with 425 units in the southern building at State College Boulevard and Birch Street, and 228 units are going up to the north along the Tracks at Brea.

TTS has been contracted to perform utility construction work on both Phase 1 and Phase 2 of the Avalon Brea Place Project. “On the first phase, we relocated around 1,000 feet of 60-inch storm drain down State College Boulevard and also added a right turn lane on the corner of { Continued on page 16 }

State College and Birch Street,” continues Wilson.

“We are now on Phase 2 of the project, which is a $1.7 million contract to install all of the wet utilities for both new apartment building structures.” According to Wilson, this includes sewer, storm drain, domestic and firewater throughout the project for both Site A and Site B. “We installed approximately 3,000 linear feet of 12 to 15-inch storm drain on Phase 1. We also put in close to 2,000 feet of 8” sewer line and 3,500 feet of domestic and firewater on this particular phase,” says Wilson. “The real challenge was getting it all done during the winter months last year. We installed a diversion to handle the stormwater during construction, and everything went very smoothly, considering the excessive rains our crews endured.”

TTS is used to working on challenging projects like the one at Avalon Brea Place. Wilson explains that Phase 2 of the project is being completed within an active high-rise center, and it is essential that their work does not disrupt the existing utilities or business operations. “This job involves a lot of

crossover work. We have relocated another portion or storm sewer on this phase, where we excavated down 14 feet. We utilized a combined trench shoring system because it was right up against a sidewalk,” says Wilson. “Our crews are staggering 18-inch RCP along with 8-inch sewer line. I think one of the biggest challenges has been running the sewer bypass for five weeks while we relocated the sewer for the apartments. This is a very tight site with everything being built from property line to property line, and it requires a great deal of phasing.”

The equipment TTS uses on their projects is vital to getting the job completed in a timely and productive manner. Their fleet is made up of everything from skid steers and mini excavators to wheel loaders, and on up to 80,000-pound excavators. “Our fleet is diverse, and we go with a variety of brands. Most of the equipment out there today is reliable and built to last. We look for the best prices and lowest financing opportunities,” says Wilson. “We just recently took delivery of our newest addition, our Hyundai 130LCR rubber track crawler excavator. I think we are one of the first contractors in California to take delivery

of this new model, and we already have it out working hard on our jobs.” To keep up with CARB compliance and recent burgeoning growth, TTS spent more than $1 million last year on new utility trucks, a new mechanic truck, new Peterbilt dump trucks, along with new heavy construction equipment.

S

an Diego Public Utilities Department maintains a Capital Improvement Program (CIP) that supports the infrastructure for reliable water supply and wastewater collection and treatment within the San Diego region. The Department’s system supports 1.4 million water and 2.5 million wastewater customers within their district. The water system provides approximately 171 million gallons per day (mgd) within a 4,040 square mile radius.

The Municipal wastewater system, in particular, consists of roughly 3,000 miles of pipelines and 77 sewer pump stations used to convey wastewater from residences and businesses in the City of San Diego. There is also the Metro System, which consists of three wastewater treatment plants, one biosolids processing facility, four large pump stations, and two outfalls.

Metro provides treatment and disposal services for the City and

12 other agencies and districts within a 450-mile area.

Pump Station No. 2 (PS2) is the City’s largest sewage pump station and was placed into operation in 1963. PS2 receives wastewater flows from North Metro Interceptor (serving the North San Diego region), and the South Metro Interceptor (serving the southern communities of San Diego). The Florida Canyon Emergency Pipeline Project in San Diego challenged contractor Hazard Construction. The “emergency” required immediate replacement of 550’ of rusted metal storm drainage pipe with 10’-diameter cement pipe. Excavation depth ranged from 15’ wide/15’ deep to 26’ deep to protect steep slopes and allow for pipe size and required vertical clearance.

System is collected at PS2 and conveyed by two 87-inch diameter force mains, to the Point Loma Wastewater Treatment Plant. PS2 has been the subject of numerous improvement projects over the years. Because PS2 has not met all of the requirements of the EPA Class 1 Reliability and force main surge protection standards, it was determined that it should undergo additional construction to bring it into compliance.

This approximately $56-Million improvement project was awarded to Steve P. Rados, Inc., in July 2017 as the general contractor.

The EPA recommends that facilities like PS2 be equipped with two separate and independent sources of electrical power. This should be provided by either two separate utility substations from a single substation equipped with plant base generators. The current contract calls for the installation of two 3,000 kW natural gas engine driven generators, and two 4,000 kW diesel engine emergency generators to meet peak sewage demands should direct utility feeds be interrupted. The job also requires the replacement of two engine drives with 2,250 HP electrical motors and variable frequency drive pumps (VFDs).

Steve P. Rados, Inc. is also constructing an 8,000 sq. ft. new concrete building to house the generators, cooling systems, electrical switchgear and cranes.

Other construction items include upgrading the heat exchange system, the installation of new fuel

storage tanks, a new refueling system, piping, instrumentation, office improvements, handicap facilities, restroom improvements, new office space and conference rooms, along with several other tenant improvements.

Dennis Jaich is the project manager overseeing the PS2 Power Reliability and Surge Protection Project for Steve P. Rados, Inc. (Rados). “This project will improve pumping capacity and power reliability, with standby power at the pump station that will protect against surges during outages, ultimately preventing sewage spills,” says Jaich.

“Because nearly 80 percent of the City’s sewage flows into PS2 and ultimately on over to Point Loma, it is critical that PS2 remain operational during emergencies.”

According to Jaich, Rados began their work on PS2 in August 2017 and is expected to have everything wrapped up by November 2022. “We began construction on the new generator building performing soil improvements by injecting Compaction Grout, an application of lean concrete into the existing ground. This process involved injecting approximately 500 cubic yards of grout to depths of 40 to 50’ (at 5’ on center) below our projected excavation. This process 22

was required to stabilize the existing ground which showed signs of having significant compaction deficiencies which may not allow the weight of the new building to be supported properly” says Jaich. “We followed this process by excavating down approximately 12 feet, followed by another round of compaction which then allowed us to stabilize the ground and begin with forming and pouring of the footings.”

Jaich explains that all of this was being done while crews began forming and pouring three separate sections of vertical generator building walls. An enormous amount of rebar of various sizes and around 6,000 cubic yards of concrete has gone into the building process. “The first section is what we refer to as the stem walls, and this was poured to around 10 feet in height.

These were compartmentalized into rooms and presented a challenge in the fact that they were not all simple, straight lines,

but included several angles and separate concrete trenches,” continues Jaich. “After this section was poured and cured, we began construction of the second lift.

This section was around 25 feet in height and was constructed with red architectural concrete that included a horizontal reveal that resembled the appearance of lumber.”

Jaich says that the final wall section or lift was done in stark white coloring and included concrete indentations to represent local topography. The form liners used for the concrete casts were hand-sculpted. “This section extended the building another 20 feet in height and required the use of scaffolding and fall protection { Continued on page 24 } C A LCO N T R AC TO R .CO M

devices. Although our production was slowed when working at this height, we maintained safety as our main focus and concern,” continues Jaich. “After completing this final wall section, we moved on to installing the roof with structural steel beams. We are currently placing a steel deck on top of these beams, and then we will place a concrete roof, with specialty air conditioning units and other equipment sitting on top of it.”

After the new building is complete, they will move on to the installation and construction of line items that are not quite as visible, but just as challenging. This includes 24

extensive modifications to SDG&E’s power feed and 4.16 kV distribution systems. Also, the generators and pump sequencing controls will be configured to prevent surge and meet the Class 1 reliability criteria. “We are performing all of our work on around a 1/3 acre lot. Access is minimal, as we also face the challenge of storing materials,” says Jaich. “Beyond that, we also have the challenge of working on and around an active critical pump station. All of the existing equipment must be kept safe and functioning at all times. We have also been working through most of the wet weather due to our tight schedule. Our crews have done a great job of successfully diverting

the water on site as we remain guarded and aware of wet weather safety issues. I am very proud of everyone’s efforts on this job that is so important to San Diego residents.”

AMERICAS WEST CHAMPION, JAUS NEIGUM, CROWNED CATERPILLAR GLOBAL OPERATOR CHALLENGE CHAMPION

Jaus Neigum (Canada) crowned best of the best, Global Operator Challenge Champion.

It was an event a year in the making. Over 10,000 operators from 30 countries participated in local operator challenges held by 70 Cat dealers worldwide. Less than 100 semifinalists proving their mettle at the local level met on four different continents to compete in the regional championships held in late 2019. In the end, nine showed their superior mastery of not only the machine but also the technology inside to earn a spot in the finals.

The finals of Caterpillar’s historic, year-long Global Operator Challenge took place on Tuesday, March 10, 2020, inside Operator Stadium at the Caterpillar outdoor CONEXPOCON/AGG Festival Grounds exhibit.

Broken into three teams of three – Team Americas, Team Europe and Team Asia – the nine finalists competed individually and as teams as they faced three different skills challenges.

The event kicked off at 9:30 a.m. with the “Load & Carry” challenge, where each operator used the Cat® 962M wheel loader with Production Measurement technology to load and move material through specified locations in the course. The “Control to a Tee” challenge began with operators teeing off using a Cat 26

302 mini excavator then navigating a course before sinking a putt with the golf ball. During the final “In the Trenches” challenge, operators showed off their trenching skills using a Cat 325 excavator equipped with Grade with 2D technology.

Finals scoring consisted of speed, accuracy and operating best practices with penalties imposed for errors.

Awards were presented to the overall event champion, the individual with the lowest time in each skills challenge and the team with the lowest combined score.

Championship Awards In the end, Jaus Neigum (Canada), the Americas West champion, was crowned the best of the best, Global Operator Challenge Champion with an overall low-time score of 16:28 for all three events. “I’m walking on air right now,” says Jaus Neigum. “This was absolutely amazing. What a great experience and Caterpillar should be so proud with what they’ve done here today. They made history.”

In second place with a combined time of 18:02 was Thomas Murphy (Ireland), Europe champion. Third place was awarded to Sebastian Behr (Germany), Europe champion with a combined time of 20:30.

CASE UNVEILS “PROJECT ZEUS” — THE ALL-NEW 580 EV — THE INDUSTRY’S FIRST FULLY ELECTRIC BACKHOE LOADER JCASE Construction Equipment introduces “Project Zeus” — the 580 EV (Electric Vehicle), the construction industry’s first fully electric backhoe loader. WIRTGEN LARGE MILLING MACHINES IMPRESS INDUSTRY AT CONEXPO-CON/AGG 2020 With more than 30 exhibits, including 10 world and North American premieres, as well as an interactive technology exhibition, the Wirtgen Group’s booth became a magnet for visitors at Conexpo-Con/ Agg 2020.
