T

he Los Angeles Board of Airport Commissioners recently approved a fiveyear contract with Skanska USA Civil West California District, Inc. (Skanska) for roadways, utilities and enabling projects. The $335 million contract includes several key individual projects directly related to the Los Angeles International Airport (LAX) Landside Access Modernization Program. Skanska serves as the design-builder for the Los Angeles World Airports (LAWA) Roadways, Utilities and Enabling (RUE) project. These projects will also support the Automated People Mover (APM), Consolidated Rent-A-Car (ConRAC) facility and Intermodal Transportation Facility (ITF)-West. Specifically, the RUE project includes 16 different projects. Skanska has subcontracted specific components of this five-year contract to several reliable subcontractors, including Bali Construction, Inc. (Bali), who is currently working on the U27 and U30 packages. Bali has 6

also bid and won several other components of the RUE project, including the U3, U24 and U34 electrical packages, and U2 fiber optic package, which all told add up to approximately $6.2 million in work.

Lawrence Martocci is the Bali project executive providing support for the RUE project.

Martocci is originally from New York, where he started his career with Slattery Skanska (now Skanska) in 2004 after graduating with a Civil Engineering degree from Manhattan College. He eventually moved to California with Skanska in 2011 to work on several high-profile projects.

Then, in 2017, Martocci moved to Atkinson Construction before landing at Bali Construction (Bali) in January 2021. “I love working here at Bali Construction with some of the most knowledgeable and professional individuals in the underground construction market,” says Martocci. “We started working for Skanska on the LAWA RUE U27/U30 project in September and expect to have

all six packages completed by the end of 2022 provided the designs are finalized on schedule.”

According to Martocci, Bali Construction’s U27/U30 work package for the LAWA (Los Angeles World Airports) RUE (Roadway Utility Enabling) project includes several components. “The scope of these packages includes new underground electrical infrastructure at 96th Street and Vicksburg Avenue, specifically 850 linear-feet of 4.8KV duct bank, 1,010 linear-feet of 34.5KV duct bank and 2 precast electrical vaults,” says Martocci.

“We recently completed the installation of the first 9’4” by 17’4” vault to a depth of 14-feet.

This was installed in two sections, with the heaviest lift weighing in at more than 45,000 pounds. Our crews will install eleven of these vaults before completion of all six packages in 2022.”

before actual installation. After this was complete, Bali crews installed the approved aggregate bedding base at the bottom of the hole to create a level pad for the incoming vault.

“We started by excavating the vault pit 20 feet long, 12 feet wide, and 14 feet in depth.

Next, our crews installed the beam and plate bridges where I-beams are welded to plates below the surface. Trench Shoring Company provided the plate bridges and trench shields,” says Martocci. “Due to proximity to the airport we had to obtain FAA approval to use the crane and LAWA operations and LADOT approval of the lane closures. Once we had our date set we were able to schedule other items like the delivery of the vault from Jensen Precast Products, the delivery of the crane from Bragg Crane Service, and the inspection from LADWP. Coordinating a schedule with all of the parties takes patience and perseverance.”

Once the approvals were in place, Bali set up an extended work shift to install the first vault on the late evening of November 19th and into the early morning hours of the next day. “We work at night, and typically we are only allotted a five-hour window for each shift. The evening of the vault installation was special, and we were given an extended shift with two additional hours.

Each crew included a foreman, equipment operator and laborers,” continues Martocci. “Everyone did a great job, and I would like to specifically recognize our project manager, Jacob Ruiz, our project engineer, Emily Cameron, and our two foremen who are both experts on LADWP underground utility construction. They are Victor Perez and Ruben Brito, 8

both deserving of recognition and thanks, along with every member of their crews.”

Martocci stresses how important it is to pay attention to every detail on a project like this for agencies like LAWA and LADWP. “When the time came to install the vault, we first removed the I-Beam plates and confirmed with LADWP that the base material was level. Then, upon the vault’s arrival, our crew members fully inspected the precast structures to ensure that the parts and components were correct. Additionally, we took the time to ensure that the Link-Belt crane from Bragg Crane Service was set up per the approved hoisting plan while also inspecting the rigging and operator certifications,” says Martocci.

“Once we checked and double-

checked everything, we began the process of rigging and hoisting the two separate sections of the vault, the shafting, and maintenance hole into place.”

After the vault was safely in place, Bali crews proceeded to rig and remove the trench shields provided by Trench Shoring Company. “We slowly extracted the trench shields while concurrently backfilling the excavation site with low strength slurry material.

Specifically, this was 100-E-100 slurry, which is a cementitious backfill material specified by the City of Los Angeles for trenches and excavations in city streets,” says Martocci. “At the end of the extended shift, we replaced the 11,000-pound plate bridges with the rented Case CX350D { Continued on page 10 } C A LCO N T R AC TO R .CO M

excavator outfitted with rubber track pads to prevent damage to paved surfaces. Our crews will return on a subsequent evening to set the grade rings for the maintenance hole lid to street grade and restore the road base and asphalt section.”

Martocci points out that after the two vaults are installed onsite, trenching will continue on 96th Street to facilitate installation of the remaining DB-100 (Direct Burial) conduit. “The conduit trenches are excavated to depths of 5-feet to 16-feet deep, depending on the duct bank design profile. We install the conduit infrastructure, and LADWP will install the cable at a later date,” says Martocci. “We already have all of the shoring from Trench Shoring Company onsite for the utility trenching. There are a lot of unknown or unidentified utilities in this specific area.

This is a design-build project, and the plans do not always accurately represent the location or existence of utilities. We call USA Dig Alert to mark the street and we often see paint marks that do not align with the design plans and vice versa. There are many surprises in the 10

underground construction business; personnel safety is paramount at Bali. Bali crews probe the ground and excavate around known utilities by hand, while constantly evaluating the conditions to identify changes in soil types or other clues an unmarked utility may be near. I am very proud of the work our people do and thankful to be on this team.”

Martocci makes it clear that the success of any project is always the result of teamwork.

From Napa in the south to Calistoga in the north, the Silverado Trail runs the entire 30-mile length of Napa Valley. Silverado Trail was once a wagon trail for the silver mines and is now used by motorists and bicyclists alike. County traffic studies suggest that, on average, 14,290 vehicles travel this stretch of two-lane country road every day.

That means maintaining the heavily traveled Silverado Trail through Napa Valley is important to everyone, including residents, wine lovers and local businesses. Napa County has been proactive in its efforts to continually rehabilitate sections of Silverado Trail before it begins to degrade or fail. Toward this end, several contracts have been bid and awarded as the county is now in the fourth phase of the Silverado Trail rehabilitation process.

The $1,447,435 Silverado Trail Phase M paving project was awarded to Graniterock, who broke ground in July and completed the job in September. According to Shanna Crigger, director of communications for Graniterock, the Silverado Trail Phase M project represents the company’s expanding construction services east of the San Francisco Bay Area.

“This is a geographical region that Graniterock has explored since 2015. The decision was made to branch out from the San Francisco Bay Area into Contra Costa County and further east to the outskirts of Sacramento,” says Crigger. “Napa Valley is a high-profile area many people have a connection with.

Graniterock strives to bid and win projects with our materials divisions working closely with our construction division. In this case, it was the grinding and paving division that collaborated to bring the Silverado Trail Phase M Paving Project in on time and on budget.”

Construction Division for Graniterock. “There was a short timeline between the bid date and when Napa County wanted Silverado Trail Phase M completed.

So, we were tasked with bringing in a project during the busiest time of the year in Napa Valley and in advance of the PGA Tour Fortinet Championship at Silverado Resort and Spa,” says Moody. “We were also ever mindful of the bicycle traffic and to always maintain a clear and safe ride for cyclists.” In addition, Moody says that Graniterock self-performed all aspects of the Silverado Trail Phase M paving project, except for producing and delivering the hot mix asphalt material. “The success of this project was a collaborative effort between our construction management team, including project manager, Korey Marr, project engineer Stephanie Smith, and Graniterock’s Pavement Recycling Group and Paving operations,” continues Moody. “The Silverado Trail M project is another great example of our milling and paving

departments working together to perform all aspects of construction, with the exception of some loops and striping.”

As the project manager for Graniterock on the Silverado Trail M project, Korey Marr was charged with making sure everything was

milled and paved to specification from Hardman Avenue to Trancas Street. “On the first day of the Silverado Trail M job, we had to put some traffic signal loops into a timed or recall interval. This was done to give us the space and time to grind out some of the existing traffic loops in the roadway,” says Marr. “The following day, we brought out our Wirtgen grinder and began the milling and digout process.” Marr explains that most of the work had to be done at night due to heavy traffic and a busy Napa Valley season. He describes how their Graniterock milling crews used their Wirtgen 3800CR 12 ½ foot wide cold milling machine to remove existing asphalt down 4-to-6 inches. “We milled off and exported around 220,000 square feet of asphalt from the overall existing 8-to-12-inch-thick asphalt section. This was performed on over 7,000 linear feet of pavement, or just under a mile and a half,” continues Marr. “Our paving crews followed behind with the pre-paving of approximately 4,500 tons of 14

Type A hot mix asphalt in 4-to-6inch lifts. We then put down 3,800 tons of rubberized hot mix asphaltgap-graded (RHMA-G) in a 2-inch overlay.” Marr says that his crews utilized a Cat AP1055 10-foot track asphalt paver, equipped with the Trimble Roadworks Paving Control Platform. “We utilized a 10-person paving crew and 5-person grading crew to support the grinding operation,” says Marr. “All of our conventional and rubberized hot mix asphalt was provided by Syar Industries from their Napa and Lake Herman facilities. This was a great job and a new geographical area of business for Graniterock. Everyone did an amazing job, and we look forward to performing many more projects in Napa Valley.”

Stephanie Smith is the project engineer assigned to the Silverado Trail Phase M project, and she was critical to the success of the overall project. Smith’s role is to support the Graniterock project managers, who in this case was Korey Marr.

“It is exciting to see Graniterock

moving into new geographical areas of construction. I enjoyed assisting in the execution of this project and providing the sort of integrity and efficiency that Graniterock consistently delivers to all of our clients and stakeholders,” says Smith. “I wanted to add that the 30-mile road section of Silverado Trail is also essential to the local farmers and vineyards during the harvest season. So, as we began steering into October, we wanted to ensure that the roadway was done right and open in time for the grape harvest. No one wants to get in the way of our Cabernet grapes being picked and processed.”

adera County sits at the geographic center of California and is the home of more than 150,000 residents. Madera County maintains approximately 1,500 miles of paved and unpaved roads, with another 400 miles within the 118 Special Districts that are supported with separate funds. Replacing just one mile of these county roads comes at a cost of almost $1 million.

Every county in California is faced with a limited and finite budget, and agencies are always looking for ways to stretch these dollars.

When a roadway shows signs of aging and eventually begins to fail, counties have a variety of

replacement methods at their disposal. The most expensive solution is to entirely remove and replace the subgrade and asphalt surface with newly imported materials. To save taxpayer dollars, agencies can choose alternative and less costly methods such as a grind and overlay. They may also select other solutions like ColdIn-place Recycling, Central Plant Recycling, or Soil Stabilization and Full Depth Reclamation.

Madera County recently completed the 2020 Countywide Pavement Rehabilitation and Overlay Project on approximately 26 miles of roadway. The project included work on Robertson

Boulevard between Avenue 18 and SR-152, Road 16 between SR-152 and Avenue 25, and Avenue 9 between Road 38 and Childrens Boulevard. Madera County awarded the approximately $8.6 million project to Don Berry Construction out of nearby Selma. Don Berry Construction subcontracted the milling and full-depth reclamation portion of the contract to Pavement Recycling Systems headquartered in Jurupa Valley.

Rick Andreatos is Pavement Recycling Systems’ (PRS) branch manager in Bakersfield, which serves the entire Central Valley.

Rick holds a civil engineering degree and became an Employee Owner at PRS three years ago after spending 15 years building roads, bridges, dams, and other major infrastructure projects for a select group of general contractors.

Rick personally oversaw all aspects of PRS’ work on the 2020 Countywide Pavement Rehabilitation and Overlay project for Madera County. “We began in July 2021 by pre-pulverizing the existing three-to-four inches of asphalt. Our PRS crews mixed CALCON TRAC TOR.CO M

this existing asphalt on grade with the soil subgrade below to Madera County specifications,” says Andreatos. “This process made for a very stable subgrade, as we began mixing water and cement at 4 or 5 percent to a depth of 1 foot 2 inches to 1 foot 5 inches.”

Andreatos explains that each roadway section required slightly different percentages, based on geotechnical reports. “You base the percentage of cement on the existing soil weight of the pavement section in question.

There is an initial geotechnical report that involves testing boring samples to determine how much the soil weighs per cubic foot,” says Andreatos. “However, once you begin incorporating the existing AC, the soil weight goes up, so the amount of cement also increases.” PRS recognized this immediately and met with both the County of Madera and Don Berry Construction to see if any change orders were necessary based on the findings. “Mixing the existing AC into the soil made a big difference to the strength

and integrity of the subgrade, so the only question was whether to change the percentage of cement based on the testing,” continues Andreatos. “Communication is always so important on these projects, and armed with all of the test results, the client decided to increase the percentage on one of the roadway sections while keeping the others the same.”

As PRS stabilized the subgrade, the prime contractor, Don Berry Construction, performed utility relocations as they began grading the roadway sections. When the grading was complete, Don Berry Construction started the paving process, followed by final striping.

for Don Berry Construction. “We started paving on July 19th and had everything wrapped up by the end of October. The full depth reclamation was performed over 17 miles, with the other 9 miles receiving a 4/10ths asphalt grind and overlay. We utilized approximately 81,675 tons of hot mix asphalt, provided by Vulcan Materials,” says Berry. “It was a pleasure working with all the great people from Madera County. I also thought that we worked well as a team with the professionals at Pavement Recycling Systems. As a result, everything went smoothly and remained on schedule.”

According to Andreatos, PRS completed 8 to 9 thousand square yards or approximately 3/4 of a mile of full-depth reclamation each workday. “We used our Wirtgen WR 240i Cold Recycler and Soil Stabilizer, along with a spreader truck, compactor, and several water trucks. We ran with two crews on some of the sections to increase production, so that required two Wirtgen Cold Recycler and Soil Stabilizers and two spreader trucks, says Andreatos. “The paving of each section was always a couple of days behind our crews. Don Berry crews needed to begin their 18

grading process within two hours of our cement stabilization work to prevent the material from setting up and becoming difficult or impossible to grade.”

Andreatos says that the alternative to full depth reclamation and overlay would have been a complete remove and replace solution. “Going with the overlay in some areas and full-depth reclamation in others reduced the number of trucks on the road that would have otherwise been used to export and import base and paving materials,” says Andreatos.

“So, in the end, the full depth reclamation and overlay strategy not only served to keep trucks off the road and lower NOx emissions, but it also saved Madera County as much as 40% over conventional remove and replace. Savings like this means that counties like Madera will have more funds available for other future muchneeded repairs and replacements.

As an owner/employee at Pavement Recycling Systems, I am very proud of that fact.”

Andreatos explains that while counties like Madera enjoy the cost savings, they will not have to worry about a reduction in quality.

“The whole idea of the design is to

achieve the same structural value that you receive with the full remove and replace methods.

Full-depth reclamation and other road recycling methods like coldin-place recycling offer the same or better quality and lifecycle at tremendous cost savings,” continues Andreatos. “These processes are in high demand, and we had officials from other counties visiting this site to see how they could start adopting these solutions to their roadways.”

JOHN DEERE AND HITACHI CONSTRUCTION MACHINERY TO END JOINT VENTURE MANUFACTURING AND MARKETING AGREEMENTS; JOHN DEERE TO ACQUIRE DEERE-HITACHI JOINT VENTURE FACTORIES John Deere (NYSE: DE) recently announced it has agreed with Hitachi Construction Machinery to end the Deere-Hitachi joint venture manufacturing and marketing agreements. John Deere and Hitachi will enter into new license and supply agreements, which will enable John Deere to continue to source, manufacture, and distribute the current lineup of Deere-branded excavators in the Americas.

As a result of the new agreements, the following changes will go into effect on Feb. 28, 2022, contingent upon regulatory approval.

John Deere will acquire the Deere-Hitachi joint-venture factories in Kernersville, NC; Indaiatuba, Brazil; and Langley, British Columbia, Canada.

John Deere will continue to manufacture Deere-branded construction and forestry excavators currently produced at the three Deere-Hitachi factories. These locations will discontinue production of Hitachi-branded excavators.

John Deere will continue to offer a full portfolio of excavators through a supply agreement with Hitachi.

John Deere’s marketing arrangement for Hitachi-branded construction excavators and mining equipment in the Americas will end; Hitachi will assume distribution and support for these products.

The agreement is subject to the receipt of certain required regulatory approvals as well as certain other customary closing conditions. Cc

DOOSAN’S ECO-FRIENDLY FUTURE TECHNOLOGY WINS SEVEN CES 2022 INNOVATION AWARDS Doosan’s eco-friendly future technology has been recognized by a competition honoring world-class innovative technologies.

Doosan has announced that seven of its products and technologies were selected as the honorees at the CES 2022 Innovation Awards on November 11. CASE INTRODUCES SV215E AND SV217E SINGLE-DRUM VIBRATORY ROLLERS CASE Construction Equipment introduces the SV215E and SV217E single-drum vibratory rollers — two new models built for fast and consistent soil compaction on varying lift depths and material types. CATERPILLAR NOW OFFERS COMMAND REMOTE OPERATION FOR CAT D5, D6, AND D7 MEDIUM DOZERS To boost jobsite safety in hazardous dozing conditions, Caterpillar announces the expansion of Command remote machine operation to Cat® D5, D6, and D7 Dozers. Command for Dozing removes operators from the cab and offers remote operating from a safe distance in applications such as overburden/ reclamation work, ripping overburden or leach pads, slurry pond dozing, and operation around hazardous materials or unstable surfaces.

Next generation dozers are shipped from the factory remote ready, making field installation fast with only a few additional parts required. With Command fully integrated with the machine’s electronic and hydraulic systems, remote operation delivers quick response, smooth control and virtually no latency. Companies have the option of equipping dozers with line-of-sight (LOS) or non-line-of-sight (NLOS) operation, and a ground-level switch quickly toggles between manual and remote dozer operation.

Beyond improving safe operation and increasing productivity, Command for Dozing offers a potential solution to worker shortages and added training opportunities for newer operators.

Two options, precise control Portable and lightweight, the Command console (LOS) allows workers to work outside of the cab while remaining on site and in direct visual contact with the dozer.

With its range reaching 437 yd (499 m), the console positions the user for optimum visibility. Requiring no on-site communications infrastructure, it is ideal for shortterm and emergency remote operation. An ergonomic console layout features intuitive controls with ISO symbols that provides access to all dozer functions, while an LED display offers clear readout of machine status.

Furthering operation simplicity, the console (LOS) system supports multiple assist technologies the operator would have from inside the cab, including traction control, AutoCarry and stable blade.
