Installing Solar Power Generating Facility at Santa Margarita Ecological Reserve SOLAR Research Site By Brian Hoover Editor

he thought of purchasing cheaper energy is something that is on the mind of just about every city, agency or property owner, but is enough being done to bring this prospect to a reality? Spectrum Energy Development, Inc. (Spectrum Energy) is one company that is working hard to make a difference to not only our economic aspirations but also our environmental future. Spectrum Energy has over 100 years combined experience building solar PV plants across California with a focus on providing the best in alternative energy solutions. Richard Agnello is the Southern California project manager for Spectrum Energy whose headquarters is located in Elk Grove. He oversees a variety of power plant projects throughout Southern California, including more recent jobs like a of a 3/4 of a million dollar solar plant for a massive $14 million mobile home park development in Chico. Spectrum has also recently begun solar projects for three separate car lots in Santa Rosa, and another three were recently completed in Roseville. Spectrum Energy also works with farmers to help bring affordable power to their agricultural enterprises. This includes a recent project for a group of farmers in the Central Valley, which led to neighboring farms requesting similar services.

Spectrum Energy also works with governmental agencies to build subsidized solar power facilities for low-income apartment complexes and other developments. Perhaps one of the more interesting and challenging projects for Spectrum Energy, and Richard Agnello would be a project they are currently on in Temecula. A solar power generating facility is being constructed by SMER Research 1, LLC, under a ground lease with San Diego State University, the owner of the San Margarita Ecological Reserve where the power plant is being constructed. Spectrum Energy is currently installing 11,280 (39� x 77�) photovoltaic cells (solar panels) on 16-acres of University land. The cost of electricity from this solar power generating

facility will initially be 10 percent less than the cost of power from California Edison Company, and savings will increase as electric rates increase over time. SMER Research 1 and San Diego State University will conduct academic research projects at the new solar power generating facility that will study solar radiation, solar energy, soils, and other meteorological and geotechnical data as well as habitat and habitat restoration. The program is in coordination with Southern California Edison

Company in accordance with programs established by the California Public Utilities Commission. “We are putting in 3.66 megawatts of solar panels that will be distributed between the cities of Temecula and Lake Elsinore,” says Agnello. “2.25 megawatts will be allocated to the City of Temecula, while 1.4 will be distributed toward Lake Elsinore’s power grid.” The job began Dec. 7 with the removal of 12-acres of Eucalyptus trees deemed to be a potential fire hazard by CAL FIRE. “The trees were planted in the 80s and there are now thousands of Eucalyptus trees on this property,” says Agnello. “Because this is an ecological reserve, the trees had to be removed with as little disruption to the terrain as humanly possible.”

In order to maintain the land integrity, Spectrum Energy cut the trees down to ground level without the use of excavators or other grading machines. “When the job is complete in late April or early May of this year, we will hydroseed to assure that the natural vegetation grows back,” says Agnello. “This is all part of the research project, to see how the natural vegetation cohabitates with the solar panels and surrounding wildlife.” According to Agnello, solar panels of this particular size are many times supported by two posts, however, in an effort to further protect the land, a single post design was utilized. “We are drilling post holes with an auger mounted on a compact excavator. Because of all the tree stumps,

we have developed a technique where we bore right through the stump until we hit the ground beneath and then drive the piles right through the stump,” says Agnello. “This has actually proved to be quite effective and right in line with the conservation efforts.” Agnello further explains that the solar panels will be mounted at a minimum height of 2.5 feet on the leading edge and as high as 18 feet on the back edge. “The terrain on this project is anything but flat, and we knew that we would be facing many challenges due to the existing stumps, stones, and boulders that are common in this area,” says Agnello. “The fact that we cannot dig or move earth with excavators and graders makes this job unique, but our crew has risen

to the challenge and are doing an excellent job. We have men and women of various backgrounds working on this project, including a few veterans from Northern California that have been in the industry for 20 to 30 years. We also have Rich Blair, our foreman on the job, who is so very knowledgeable and experienced and is really the engine that keeps this job going forward smoothly.” Just because the job dictates that the ground should not be disturbed, does not mean that Spectrum Energy is not using construction machinery on this project. They own some of the hand equipment and augers used on the job and are renting a long list of other machines from Quinn Rental Services out of Murrieta

(one of 19 locations). “We rarely purchase heavy equipment and implements because we are so spread out across the state on a variety of jobs with different terrains,” says Agnello. “We have rented from several different companies and recently began working with Quinn. I was out driving from job to job one day and saw their rental truck and took notice of how new and clean their equipment appeared and decided to give them a call. They put me in touch with Tom Callus and we hit it off right away and I have to say that Quinn has really impressed me and our company with their pricing and excellent service practices.” According to Agnello, Spectrum Energy has rented several

job, an excavator and skid steer on another, and a low drill on one of our smaller projects,” says Garcia. “No matter what our needs, one thing is always a constant, and that is the fact that Hawthorne Rentals is the company we rely on for 95 percent of our rental requirements.” Patriot General Engineering currently has several machines on rent from Hawthorne Rentals, including a Cat D6 dozer and Cat skid steer on the annual grading job and a Cat backhoe on one of their task tracker projects for SDG&E. “Our volume varies from one day to the next, and although we own Cat motor graders and other machines that we purchased from Hawthorne Cat, we move these around and subsidize the other projects with rented Cat equipment,” says Weitman. “In all, we own more than 100 crew trucks, (2) Cat motor graders, (3) Cat backhoes, (3) Cat skid

steer loader, a Cat D4 and D6 dozer and (8) water trucks. We have a great relationship with Hawthorne Rentals and they deliver to long-term or short-term project sites when and where we need them. We work well together and they are really a big part of our team and our success.” Steve Garcia points out that his company performs a regular risk analysis on just where the breakeven point is on renting versus owning. “If the duration is long-term, where we can clearly see that a machine will basically pay for itself, then we make the decision to buy and pay off most of that unit on one or two long-term jobs,” says Garcia. “On the flip side, much of our work is short-term, where we are quickly moving from job to job and in those cases, we are very happy to allow Hawthorne Rentals to take care of our rental equipment needs.” Garcia continues

to point out that Hawthorne Rentals will work with them with suggestions on what machine will be best for each individual application. “It comes down to many factors, including the space we have to work in and the amount of earth and other materials we are looking at moving. We will even rent scrapers from time to time on large site development jobs where we are performing heavy grading, over-excavating or recompation on substation projects,” says Garcia. In addition to purchasing and renting equipment from Hawthorne Rentals and Hawthorne Cat, Patriot General Engineering also depends on the company for their equipment maintenance program. “We recently started a new maintenance program with Hawthorne Cat on four of our new Cat machines. displays every 250 hours of maintenance services and a variety of other issues like tirepressure, hours until oil change if a machine is overheating and so much more, all from the built-in GPS. They know what we need, allowing us to be proactive in taking care of an issue before it becomes an expensive service issue.” Patriot General Engineering recently completed work on the Tehachapi Renewable Transmission Project (TRTP), which is a series of new and upgraded high-voltage electric transmission lines and substations capable of carrying 4,500 megawatts of electricity (enough energy to supply 3 million homes). The project site is located in Chino Hills and Patriot General Engineering was actually working in three different locations relatively close to one another. According to Garcia, they had four to six machines working on each location from one day to the next, including Cat 335 excavators, Cat D6 dozers, Cat scrapers and a long list of Cat compact equipment including Cat 305E2 CR mini hydraulic excavators and Cat 287B skid steer loaders. “We had 18 to 20 Cat rental machines on-site from one day to the next and having Cat equipment on our jobs just gives us that extra confidence in knowing that we have Cat and companies like Hawthorne Rentals taking care of our

needs,” says Garcia. “We have a longstanding relationship with Hawthorne Rentals and they have always been very responsive to our unique, individual needs. They allow us to switch out equipment, when necessary, provide extremely competitive rates, and give us a day off now and then for weather and other extenuating circumstances. They even take the time to let us know when we have had a machine on rent for an extended period of time and feel that purchasing the machine may be in our best interest. They are always looking out for our bottom line.” Patriot General Engineering performs more than $30 million annually, and according to Garcia, they have plans to increase their revenue another $10 million of the next 12 to 24 months. “Most of our work has been in San Diego County, with an occasional job in Orange and Los Angeles County,” says Garcia. “We are hoping to push further north this year into the Edison area (Fresno down to Orange County). We are busy and we have great people working here and I believe that we will achieve our goals, which is an excellent prospect.” Patriot General Engineering is not just about growth and profits, they realize that there are others that are in need and they do not turn a blind eye to these situations. They

give back to their community and others in need through a long list of programs, including the American Red Cross, YMCA, The Leukemia & Lymphoma Society, The Clarity Foundation, ABC Amateur Athletes, American Cancer Society, Boys and Girls Club, Grossmont Hospital Foundation, Burn Institute, and the list truly goes on to include 20 to 30 other organizations. More and more contractors are renting the equipment they need at the jobsite. Contractors have found that there are many opportunities to rent some of their construction equipment for jobs instead of purchasing. Regardless of what a company decides, there are always benefits and challenges to renting versus owning construction equipment. The real answer lies in determining your specific needs for each and every project. Matt McLean, product manager, Volvo Construction Equipment, says the economy is the main reason for the growth of the rental industry. “Ever since the economic downturn, we’ve clearly seen the rental industry grow. Contractors have been hesitant to make a purchase and, quite frankly, our

culture as a whole has become more comfortable with the idea of renting versus buying— accepting a possible higher monthly payment for the gain of flexibility and risk mitigation. That could absolutely change in the future, but for now, with infrastructure funding still being speculated upon rather than finite, I think we will continue to see an upward trend in rental,” McLean states. Rental Considerations With the growth of the construction equipment market, there are many options to consider when it comes to deciding whether big ticket items such as excavators, backhoes and wheel loaders, just to name a few, should be purchased or rented. The rental industry itself is constantly improving

and evolving. On the other hand, if you're using the gear somewhat less frequently or don't want to maintain equipment storage locations and hire both service technicians and delivery drivers, then renting can be a great option.” “While there are no hardand-fast rules, the general rule of thumb most folks agree with regarding aerial equipment is one should consider purchasing

aerial equipment they use more than 65 percent of the time," Stannard said. "If you're using it less frequently, rental is probably a better deal." This is one of the reasons construction companies are experiencing an uptick in equipment rentals. Another has to do with the usage ratio of renting versus owning. Derek Betcher, rental marketing manager at Hitachi and John Deere, emphasizes the benefits of renting. He said much of the decision needs to be based on the usage ratio, and that that will help a company determine whether to own versus rent. Since 2002, Hitachi sales, marketing and many product support activities in the Americas have been managed by the Construction & Forestry Division of John Deere. Still, one of the biggest values of renting versus owning is the fact that contractors can leverage a piece of equipment based on specific needs for a particular project. McLean adds that a benefit lies in changing the equipment to fit your needs. “Aside from the obvious reason of financial flexibility in renting, one advantage is that you can select the exact machine size you need for the job at hand. With a purchase, you’re looking to own a machine that will work across a variety of jobs and be a best match most of the time, with the knowledge it won’t always be a perfect match for the job at hand. When renting, however, you’re able to select the exact size necessary, which can then allow you to control some costs because you’re not putting more power or fuel into a job that could be tackled by a smaller machine,” McLean explains. Another consideration is maintenance and repair of the equipment that is being used. A

contractor might be able to take on a job previously unavailable to them. They now can rent the equipment and only need the knowledge of how to operate it, not the inner workings of the machine. Service, maintenance and repairs can happen at any time. When renting, the rental company becomes responsible for all that." Contractors need to know that they shouldn’t hesitate to look into rental and that many companies want to assist them in finding the best solution to their equipment needs. “Renting can be better than buying in instances when a contractor feels like they may be overextending themselves or overcommitting based on jobs they can forecast. On the flip side of that, however, many manufacturers are invested in helping contractors find a flexible financial offering so that

they can do a true side-by-side comparison of purchasing versus renting,” McLean says. The Tech Factor The construction rental industry has introduced a host of new technologies, from tech on the equipment itself to how contractors request a unit and where they get it. “There are many rental companies out there and with the technology to advertise services over many mediums, it becomes an advantage to the contractor. If they want to rent through an app or in person,

all options are available,” Betcher says. Building on this, in addition to reserving a rental, construction companies can also use technology to manage the entire rental process. Stannard points out how ease of use is a big attraction, saying it's about having a single point of contact for all their rental needs. “They can see and manage their many dozens of rentals in one spot, and see real time information about the status of each piece of equipment. It's incredibly easy to place new orders, manage historical and

existing orders, handle invoices, report any issues and more through a customer portal. We use text messages and emails to keep customers and their job site workers up-to-date with equipment delivery, pickup and the like,” Stannard states. Certainly, the equipment rental process is changing with the help of technology, but perhaps one of the greatest benefits of renting is the fact that contractors can “test drive” some of the new and emerging technologies on a piece of equipment. The decision to rent or purchase attachments and other ancillary equipment shares many of the same financial considerations, and there are several factors that help a business owner determine whether it makes more sense to rent or purchase attachments. There is no right answer that will work for every business owner. Each individual should look at factors such as cash flow, taxes, estimated utilization rates, as well as associated costs like maintenance, depreciation and resale values. Additional factors include the size of the operation and the types of jobs and applications in which the attachment will be used. If an attachment is only used for a specific task for a one-time-only job, it makes more sense to rent. But if an attachment can be utilized on multiple jobsites, expand the services a company is able to offer and be profitable throughout the growth of the business — or even replace an entire other machine — then purchasing/financing

the attachment makes sense. It ultimately depends on a contractor’s cash flow, the size of the business and longterm strategic growth plans. The Benefits of Rental There are a variety of benefits to renting attachments. Renting allows business owners to pass the rental costs on to the job and places owning and operating costs in the hands of the dealer or rental house. Renting also limits long-term storage and transportation costs. Another advantage is that rental houses often have the

latest attachments available to rent, so it can be a good way for contractors to try out the latest attachments before making a purchase decision. While rental has some real benefits depending on the situation, it is important to understand that rental agreements can also come with limitations. Rental agreements often have hour caps, and the payments are considerably higher than a finance payment. Business owners should also be aware of competitive rental rates within their region of operation to ensure they’re getting the best deal.

The Benefits of Ownership/ Financing Purchasing an attachment can offer a variety of advantages. Ownership typically offers the highest degree of flexibility—the owner is ultimately in control of all aspects of total cost of ownership (TCO). The owner/fleet manager will be in charge of maintaining the attachment to ensure maximum uptime and resale value. Another benefit of purchasing attachments is that operators become more familiar with them over time, which can improve productivity. Another consideration is that while down payments can tie up capital or lines of credit, the monthly payments will be lower than rental payments. Business owners can also talk with their dealers about deferred payments, skip payments, package deals or rent-to-own plans that best optimize new purchases with peak cash flow and seasonal work. When does it make Sense to Rent? Put simply, rental is a great option for short-term projects. In a situation where a contractor sees a long-term benefit to a piece of rental equipment, they can discuss rent-to-own options with their dealer. Every contractor has their own unique situation.

Business owners should apply the 80/20 rule: If an attachment will be used 80 percent of the time in their core business, it should be purchased. If not, it should be rented. It comes down to utilization. If just 20 percent of what a business does is related to a certain type of job or task, then they should avoid buying those attachments and rent them instead. Business owners need to look at the versatility of the attachment and what they plan to use it for. Rental is a great option for businesses looking to fill short-term equipment needs without the added worry of ownership costs— maintenance, storage, etc.— which are all carried by the dealer/rental house in a rental situation. When does it make Sense to Buy? Applying that 80/20 rule: If an attachment will be used 80 percent of the time in a contractor’s core business, it should be purchased. As an example, job-after-job cleanup around construction sites may warrant the purchasing of a bucket or grapple. Or if a business owner finds themselves renting an auger every week or two, that could warrant the purchase of an auger. It all depends on the needs of the business.

It is important to understand attachment utilization and long-term business plans when making the decision to buy or rent a specific ancillary component. If a project is outside of an equipment owner’s usual scope and is considered a one-time job, then renting an attachment for that specific job saves time and money. However, if an attachment can expand a contractor’s business and provide growth opportunities, it makes more sense to make the investment. Contractors should also consider the added versatility of multifunctional attachments— 4-in-1 buckets, etc.—that can increase efficiencies and help grow their capabilities in other ways. The bottom line is that any type of fleet-expansion decision requires careful consideration and planning, and investing in attachments or other ancillary components is no different. If selected properly, attachments provide greater versatility and profitability. When evaluating attachments and other ancillary systems that can meet project needs or help grow and expand a business, equipment owners should focus on tools that provide the best return on their investment, and enhance the productivity of their operation over time.
