Though CAMS started off as a small, one-man operation, by the end of 2000 the company had guided its clients through four major hurricanes and managed approximately $100 million in storm related damages and repairs. Having jumped that hurdle, it became apparent that growth and success were on the horizon for this tenacious management company. How did CAMS achieve such growth? By forming successful partnerships through acquisitions and mergers. As industry leaders over the past 30 years, it became evident they were being seen by other management firms as the community management experts. CAMS has made it a priority to perfect their processes and systems so they can partner with other companies and, in doing that, create smooth transition into the proven processes that CAMS has created for efficient and effective community management. It is clear that over the years CAMS has become an innovative management company. Even when they outgrew some older community management operating platforms, they didn't just settle for what was available. Instead, they were the initial management company to help develop the Vantaca software platform that is now being utilized by 100 other management companies nationally. Vantaca & CAMS continue to work together to bring state-of-the-art technology to CAMS' clients while at the same time creating efficiencies for other management companies that utilize Vantaca. CAMS' team values and experiences over the years have made them a decidedly unique organization. Just as things change and progress over the span of 30 years, so do the things that an organization finds are important at its core. CAMS has successfully helped numerous companies make a smooth transition to their team while also implementing effective proven processes for their clients and the communities they serve.

THANK YOU 2021 CAI-NC CHAPTER CHAMPIONS
From the President
Marathon
Welcome to our first issue of CAI North Carolina’s digital chapter magazine for 2021. As we look back on our experiences from 2020 I feel confident it will be a much calmer year for most of us, and I am looking forward to building on the things that we have learned. With the use of technology and the investments your Association has made, we continue to look for new content and new ways to bring it to you. One example: a February pools webinar filmed onsite at a local community brought viewers a much more direct experience of ”walking the property.” We’ve been able to expand our reach well beyond local geographic boundaries, as audiences all over North Carolina can participate in all our virtual events. Our Webinar Library now keeps all virtual event content available to you 24/7. Chris Chaffin
If you have an idea for a learning topic you think would benefit our members, by all means please tell us about it here. (Potential presenters can submit ideas here.) Through our strategic teams we have identified opportunities to educate company executives to provide knowledge they may need in running their organization. Our first Executive Webinar Series event focused on company insurance protections, and the April 22 event offers guidance on cyber security. Please make sure your company’s leadership is aware of this series. We are also working to create alliances with external partners to bring greater recognition of the community association management profession.

allow CAI-NC to help real estate brokers better understand community association dynamics as well as heighten awareness of the profession. As these partnerships are developed, we hope to form more positive relationships and perceptions of our industry with multiple diverse audiences.
As you can see, your Board and our teams are not letting Covid slow us down. Every obstacle is an opportunity to excel beyond the status quo and forge a new path. We couldn’t do it without the numerous volunteers or the dedication and guidance from our staff, Leslie Blum and Amy Morrison. Lastly, we would like to ask all of you to follow us on our social media platforms. Please like and share our content in an effort to reach as many potential members, partners and potential new managers as possible via Facebook and Instagram. I want to say thank you to all of you for all you do for our industry and for the commitment you have all made to this professional organization and to your career. n

As awful as the pandemic has been, it has changed all that. “If you build it right, more people can come” has been our motto for the past 12 months. We held our last two in-person events February 28 and March 5 of 2020, in Greensboro and Charlotte for a combined total of 285 attendees. Fast forward to March 12, 2021: we Leslie C. Blum, CAE
hosted 334 attendees at Virtual Law Day alone. Looking at total participants at the in-person Charlotte Law Day 2020 and Virtual Law Day 2021, we saw a 32% increase. Increasing raw counts is always important as we work to provide

the average of the 2018, 2019 and 2020 in-person Law Day events! A broader year-to-year comparison from the year prior: • 2019: the total count of “event participations” by all learners: 1,367 • 2020: the total count of “event participations” by all learners: 2,315
If you add in the additional sign-ups for Annual Conference attendees viewing additional recorded sessions after the main event, the 2020 figure rises to 2,856. In short, the total manager and board member sign-ups for learning events more than doubled in 2020. Community associations report the same trends. As homeowners are freed from the constraints of in-person meetings “out of the house,” associations are reporting significantly higher rates of participation at member and committee meetings. Owners are able to become better informed about issues and happenings in their own community, and also feeling a greater sense engagement. Virtual events don’t leave us with the same warm fuzzies, but they do give us more time in our lives-- the most precious commodity imaginable. And more opportunities for learning and working together, whether as an organization, a company or a neighborhood, than we thought possible. Virtual is here to stay. We’ll also be together again soon. We’ll be all the wiser, on many levels and in many ways, for the experiences of the past year. And as we honor the pain of the last year for so many, we’ll be more grateful for what every day brings. n

Virtual Meetings De-Mystified
In short: Virtual “meetings” and virtual “voting” are not the same!

The pandemic has prompted hundreds of North Carolina community associations to seek alternatives to live, in-person membership meetings. Governor Cooper’s Feb. 27 extension of the permissibility of “remote nonprofit corporation meetings” is just that – an Executive Order 198 extending the earlier Executive Order 136 allowing virtual meetings for nonprofit corporations. It’s easy to assume that such orders also allow members to transact business and vote virtually... however that is not the case. There is nothing in either Executive Order specifically permitting or allowing members to vote virtually at these meetings. In fact, The North Carolina Nonprofit Act (N.C.G.S. 55A) only allows voting

in person or by proxy at a membership meeting or voting by action by written ballot without a meeting and those statutes are unaffected by these executive orders. Community associations must still abide by the requirements set forth in the North Carolina Nonprofit Corporation Act until the legislature makes a change. In effect, this means virtual membership meetings are simply online information sharing sessions. Along with a virtual meeting, mailed written ballots can be the tool for conducting official member business. The Governor’s actions do not change this statutory expectation. Attempting to use online meeting platforms to conduct corporate business would call into question continued on page 9

any action taken and would highlight the deficiency of these platforms as items such as quorum verifications, Robert’s Rules, and registration logistics are simply not sufficiently addressed. There is good news! Associations are reporting that virtual member meetings, even though they cannot serve as formal official events, bring many advantages: • Increased numbers of owners participating – they don’t have to leave home on a school or work night! • Owners have a clearer and fuller understanding of issues facing their community • Owners becoming better acquainted with more of their neighbors • Increase in owners’ sense of engagement in their community • More efficient use of time means shorter meetings • Decreased costs Looking forward: Voting aside, the popularity of such remote gatherings has led many associations to desire the flexibility to continue them even after the current Executive Order expires May 10, 2021.

As a result, the Legislative Action Committee created a subcommittee to draft appropriate language toward that end in North Carolina. This group has been working in tandem with the North Carolina Center for Nonprofits, and these joint efforts have already led to the introduction on an initial bill in the current session of the General Assembly. Wireless Internet Coming to a Community Association Near You When was the last time you paid a home telephone service bill? Sixty percent of households no longer have a landline according to the CDCs most recent biannual National Health Interview Survey. And in 2020, almost 4 million cable/satellite television subscriptions were cancelled as consumers flocked to streaming services like Netflix, Amazon Prime, and Disney+.
Are there any more cords to be cut? “Yes!” Next is the one connecting you to the internet. Most consumers use wires—the cable that allowed you to watch your favorite television shows—for broadband internet service, but this is changing. According to a report by USTelecom, internet traffic on wired broadband networks is down 20% from peak levels as consumers now favor wireless broadband internet service. A recent DCC ruling will likely accelerate this trend: an important change to its Over-the-Air Reception Device rule, or OTARD rule, an obscure and strangely named regulation that applies to community associations. The OTARD rule has been the law of the land since 1996,

Typically used to receive television signals, these will become the gateway to the internet in the years ahead. The primary change the FCC made to the OTARD rule was to include “small” antennas used for wireless internet in the list of other antennas community associations must allow. The rule preempts any local law or community

association covenant or rule that prohibits restrictions that unreasonably delay or prevent installation, maintenance, or use of an antenna; unreasonably increase the cost of installation, maintenance, or use of an antenna; or preclude reception of an acceptable quality signal. The OTARD rule doesn’t mean a community association has no say in antenna matters, but associations will find their authority is constrained if the resident installing the antenna follows OTARD protocols. Antennas may only be placed on property a resident owns or on common property reserved for a resident’s exclusive use (e.g., a balcony that can only be accessed from inside a resident’s unit). The association may have some influence over antenna location but can’t require antennas be placed in areas that result in poor signal reception. Finally, associations can adopt standards to keep common property from being damaged when an OTARD antenna is installed, maintained, or removed. antennas are probably in your community already and you may not have even noticed. What does this mean for your association? Is it time to call the attorney and change any rules? There’s no need to spend money on a rule change because the FCC has taken care of that with the OTARD rule changes, which now override all municipal ordinances, zoning laws, and community association governing documents that apply to antennas covered by the regulation. The only thing the board needs to do is comply. It’s always a good idea to email or call your community association attorney to make sure your board stays on the right side of the OTARD rule—these things can get complicated.
