Fellow Education Leaders: The CABE/CAPSS convention theme this year Connecticut’s Future: Transforming Schools, Transforming Lives is what we as board members, superintendents and educators are all about. Each and every day we embark at determining the best policies and strategies to help our students, teachers and administrators be as effective as possible. We are charged with creating an environment whereby all students learn to become vibrant citizens in our democracy. In order to fulfill that mission we must continually endeavor to transform our schools, and therefore our students, to have such opportunities.

Fulfilling this mission is difficult and hard work! No one said it would be easy! But The CABE/CAPSS Convention is able to provide you with networking opportunities, educational opportunities and professional development opportunities to be the most effective board member and superintendent possible.

You will find out what other districts are doing in terms of programming and student learning; there will be sharing what works and doesn’t work, and you will find out the “Best Practices” your fellow colleagues employ. It is often said that the best learning comes not from some outsider but someone actually doing the work - What better way than from a fellow school board member!

We often hear that learning is a journey, not a destination. I encourage you to share that journey with fellow board members and superintendents.

You have made the commitment to serve your community. Agreeing to be a board member or a superintendent is challenging. Why not have as many tools in your toolkit as possible? Join us at the CABE/CAPS Convention. Bring a fellow board member - show them the ropes, help others learn and lead. We all gain when we help each other!

Registration Information Convention Fee

Registration fees are listed on the Convention registration form. The package price reflects a $165 savings over individual prices. The Convention fees include attendance at workshops of your choice, materials, facilities, publications, program costs, refreshments, meals and gratuities.

Register Online

Register for the CABE/CAPSS Convention on the CABE website. Credit cards are accepted only with online registrations. Go to: https://goo.gl/JV2U5D to register.

Register by Mail

The official Convention registration form has been included in this packet of materials. Credit cards cannot be accepted with mailed registrations.

Complete the form and mail as soon as possible to Convention Registration, CABE, 81 Wolcott Hill Road, Wethersfield, CT 06109-1242. If you have any questions, contact Nancy Propfe or Lisa Steimer at 860-571-7446 or 800-3170033.

Register by Fax

Complete the registration form and FAX it 24 hours a day to 860-5717452. Be certain to include a purchase order number before faxing. Credit cards cannot be accepted with faxed registrations.

Register by Phone

Phone registrations will only be taken after October 19, 2018. Make sure to have your registration form filled out with workshop choices before you call to eliminate any delays. Be certain to also have a purchase order number before calling. Credit cards cannot be accepted with phone registrations. The phones are open from 8:30 am to 4:30 pm Monday-Friday.

Purchase Order/Payment

A purchase order will reserve your place, with payment due before the Convention.

Payment may also be made online by credit card. You will need to provide the credit card number, expiration date, name as it appears on the credit card and the billing address.

Registration Information Cancellation Fee

Substitutions are accepted at any time.

Between October 29 and November 1, a $100 fee will be charged for each cancelled Convention registration because meals have been guaranteed.

Beginning November 2 there is NO REFUND of the registration fee. No shows will be charged the full fee.

All cancellations and substitutions MUST be submitted in writing.

Dress

We urge you to dress casually and comfortably because the temperatures of meeting rooms may vary.

We suggest you wear layered clothing to ensure your comfort. Roll up your sleeves and get involved in the November 2018 Convention!

From the North: Take I-91 South to Rt. 9 South (roads merge just past Hartford).

You may make reservations directly with the Mystic Marriott Hotel’s reservations department by calling 877-901-6632.

Take Rt. 9 South to I-95 North.

Proceed to Exit 88.

You may also make reservations online by going to http://www.cabe.org/page. cfm?p=1145 and clicking on Hotel Reservations. The negotiated rate code is already entered in the appropriate field.

Convention Highlights Thursday, November 15 CABE Delegate Assembly 3:00 - 6:00 pm | Mystic Marriott Hotel, Groton

Let your voice be heard! Select your board delegates and alternates and be ready to send in their registration form in mid-October. At the conclusion of business, a reception and optional dinner will provide participants an opportunity to relax and discuss education issues in an informal setting.

A number of businesses which conduct business with school districts will be a part of the Exhibit Hall.

The Delegate Assembly is an important part of your Association membership.

This is the time for you to take a position on CABE Resolutions that will formulate the action that CABE takes for the 2017-2018 General Assembly.

There will also be several non-profit organizations with information tables outside the General Session ballroom on Friday from 9:00 am – 4:00 pm.

These groups offer programs and support that are of interest to school districts.

Mentors

As a new board member or board member attending the Convention for the first time, the Convention can seem confusing or overwhelming.

Mentors will be available to orient you to all activities. Board Member Academy

The CABE Board Member Academy delivers high quality training for board members. The November 2018 CABE/CAPSS Convention, with its workshops and presentations, will offer excellent in-service training in the Academy core areas of Board Relations, School Finance, Policy, School Law, and Board Operations.

By attending the Convention all day Friday or Saturday, you can earn 2 credits each day toward your Certificated or Master Board of Education Member degrees. Credits are automatically granted upon successful completion of the Convention.

Recycling saves the environment. As you leave the Ballroom at the close of the Convention on Saturday, please deposit your plastic badge holder in a special container as you exit.

You will be asked to complete an evaluation at the conclusion of each workshop and you will be emailed a program evaluation following the Convention. Please take the time to complete both. This information is used in planning future Conventions.

Marc Brackett

, is founding director of the Yale Center for Emotional Intelligence and Professor in the Child Study Center at Yale University. His grant-funded research focuses on: (1) the role of emotions and emotional intelligence in learning, decision making, relationship quality, and mental health; (2) the measurement of emotional intelligence; (3) best practices for teaching emotional intelligence; and (3) the influences of emotional intelligence training on children’s and adults’ effectiveness, health, creativMarc Brackett ity, and both school and workplace climate. Marc has published 125 scholarly articles and has received numerous awards, including the Joseph E. Zins Award for his research on social and emotional learning and an honorary doctorate from Manhattanville College. He also is a distinguished scientist on the National Commission on Social, Emotional, and Academic Development.

Marc is the lead developer of RULER (an acronym for the five key emotion skills of recognizing, understanding, labeling, expressing, and regulating emotions) is an evidence-based approach to social and emotional learning that has been adopted by over 1,500 public, charter, and private pre-school to high schools across the United States and in other countries, including Australia, China, England, Italy, Mexico, Spain, and Sri Lanka. RULER infuses social and emotion learning into the immune system of schools by enhancing how school administrators lead, educators teach, students learn, and families parent. Research has shown that RULER boosts academic performance, decreases school problems like bullying, enriches classroom climates, reduces teacher stress and burnout, and enhances teacher instructional practices.

Marc regularly consults with large companies, including Facebook and Google on best practices for integrating the principles of emotional intelligence into training and product design. With Facebook, he has developed a number of products, including: social resolution tools to help adults and youth resolve online conflict, the bullying prevention hub to support educators, families, and teens, and InspirED, an open-source resource center to support high school students in leading positive change in their schools. Marc also holds a fifth degree black belt in Hapkido, a Korean martial art.

It is important and necessary to learn how local district policy has been impacted, especially by the actions of the 2018 Connecticut General Assembly and federal initiatives. There are numerous areas in which new or revised policy language is required or recommended. A foundational overview of the new legislation will be presented, focusing on policy implications and actions for boards of education to consider.

A2 | Designing Our Districts With the End In Mind: Leveraging a Portrait of the Graduate (HPBAS, I, DEE, SGWB) “Form follows function” is a fundamental principal of architecture and design, but it also applies to educational organizations. When districts create vivid and aspirational profiles of future graduating students, they clarify the function of public education and are able to make sure that the district is aligned in form.

A5 | Revisiting School Safety: Renewed Cooperation for Safer Schools (SGWB) The threat of school violence continues to occupy the forefront of K-12 educational law and policy making.

Recent tragedies have again reignited discussions regarding school security, including the role of school resource officers (SRO) and renewed innovation in cooperation between school officials and first responders. The presentation panelists will include attorneys from Berchem Moses PC’s educational law department, a Connecticut schools superintendent and a Connecticut law enforcement representative. We will begin with a discussion of the role that SROs play as the first line of defense in school security. Panelists will then discuss options for added cooperation between school districts and local law enforcement such as through the sharing of live video surveillance at school sites during emergency situations. Attendees will learn the benefits and possible legal pitfalls of sharing information with law enforcement and how to develop appropriate measures for added cooperation between schools and law enforcement.

Group discussions around the book “A Mindset for Learning and Purposeful Play” helped establish common language and guide classroom practice. In this workshop, we will present how our district has incorporated “purposeful play” into class time for students in PreK-2.

We will also share how our district is using school climate data to assess social-emotional learning and school climate needs and strengths in all of our schools.

Cristal Glangchai

, Ph.D., is a scientist, entrepreneur and mentor with a passion for developing the next generation of creative leaders and entrepreneurs. She founded VentureLab, a nonprofit organization that is helping create the next generation of innovators and changemakers through free and open source curriculum, entrepreneurship education programs, and teacher training. VentureLab believes in making world class entrepreneurship education accessible to kids ages five to 18 all around the world and empowering anyone to be a champion for entrepreneurial learning. Dr. Glangchai’s book, VentureGirls: Raising Girls to Be Cristal Glangchai Tomorrow’s Leaders, explores the state of the technology field, of women in science, and of entrepreneurial education, with detailed suggestions for encouraging girls to innovate and develop the grit that will enable them to become leaders in life.

Dr. Glangchai talks about the importance of getting children — especially girls — involved in STEM and entrepreneurship at a young age. She discusses how an entrepreneurial mindset can bring STEM to life in kids, and allow girls to follow their passion, whether in art, science or music. Dr. Glangchai offers insight into how to challenge the current set of beliefs around education, especially girls’ education, to promote a system that helps kids think like innovators and changemakers.

With funny and inspiring anecdotes from her work, Dr. Glangchai shows how children as young as five years old can create innovative solutions to problems in the world. She shares how children can learn to create their own careers and how parents and teachers can encourage their entrepreneurial savvy at an early age. She explains how a mindset of curiosity and the entrepreneurial spirit translate into children who are resilient future innovators in whatever field they pursue.

Dr. Glangchai’s work has been featured in the Wall Street Journal, on the TODAY Show, NPR’s The TakeAway, Mashable, Medium, Silicon Hills News, Rivard Report, San Antonio Express-News, and in the San Antonio Business Journal. In 2014, she starred in the AOL Jeep commercial-documentary, “Side Streets,” which highlighted VentureLab as well as San Antonio’s entrepreneurial spirit. In 2014, she was a selected speaker at TEDx San Antonio, where she inspired others with her personal story, “From Stand-up to Start-up: Growing Girl Techies and Entrepreneurs.”

Dr. Glangchai was a featured speaker in 2016 at SXSWInteractive and SXSWEdu. The San Antonio Business Journal has named Dr. Glangchai “Woman of the Year,” and has also awarded her efforts as one of its notable “40 Under 40,” marking entrepreneurial achievements.

Board of Education members with 10/20 or more years of service and active superintendents who as of November 1, 2018 have completed 10 years of service to public education are recognized as a group at the luncheon on Friday. Additionally, these Board members and superintendents are awarded a special pin from their respective Association.

CABE Board of Education Leadership Awards

New this year, the CABE Leadership Awards will be awarded over the course of the Friday General Sessions – morning, lunch and dinner.

Photographs with the Commissioner of Education, Dianna R. Wentzell, will take place following the General Sessions. Districts will be notified ahead of time as to when their district will be recognized and the location for photos.

43rd Bonnie B. Carney Awards of Excellence in Educational Communications

CABE, in cooperation with the Connecticut School Public Relations (ConNSPRA), will recognize Connecticut School districts for outstanding work in school communications.

The work earning this award will be displayed, with samples available, outside the Exhibit Hall (across from the Convention Bookstore) on both Friday and Saturday. Feel free to take samples back to your district.

Freeman A. Hrabowski, III, has served

as President of UMBC (The University of Maryland, Baltimore County) since 1992.

His research and publications focus on science and math education, with special emphasis on minority participation and performance. He chaired the National Academies’ committee that produced the 2011 report, Expanding Underrepresented Minority Participation: America’s Science and Technology Talent at the Crossroads. He was named in 2012 by President Obama to chair the President’s Advisory Commission on Educational Excellence for African Americans. His Freeman A. Hrabowski, III 2013 TED talk highlights the “Four Pillars of College Success in Science.”

In 2008, he was named one of America’s Best Leaders by U.S. News & World Report, which ranked UMBC the nation’s #1 “Up and Coming” university for six years (2009-14). For the past three years (2015-17), U.S. News ranked UMBC in the top ten on a list of the nation’s “most innovative” national universities. For the past nine years, U.S. News also consistently ranked UMBC among the nation’s leading institutions for “Best Undergraduate Teaching.” TIME magazine named him one of America’s 10 Best College Presidents in 2009, and one of the “100 Most Influential People in the World” in 2012. In 2011, he received both the TIAA-CREF Theodore M. Hesburgh Award for Leadership Excellence and the Carnegie Corporation of New York’s Academic Leadership Award, recognized by many as the nation’s highest awards among higher education leaders. Also in 2011, he was named one of seven Top American Leaders by The Washington Post and the Harvard Kennedy School’s Center for Public Leadership. In 2012, he received the Heinz Award for his contributions to improving the “Human Condition” and was among the inaugural inductees into the U.S. News & World Report STEM Solutions Leadership Hall of Fame.

With philanthropist Robert Meyerhoff, he co-founded the Meyerhoff Scholars Program in 1988. The program is open to all high-achieving students committed to pursuing advanced degrees and research careers in science and engineering, and advancing underrepresented minorities in these fields. The program is recognized as a national model, and based on program outcomes, Hrabowski has authored numerous articles and co-authored two books, Beating the Odds and Overcoming the Odds, focusing on parenting and high-achieving African American males and females in science. His most recent book, Holding Fast to Dreams: Empowering Youth from the Civil Rights Crusade to STEM Achievement, describes the events and experiences that played a central role in his development as an educator and leader.

Session E Workshops | 9:35 am - 10:45 am Student Representatives on Boards of Education: Policy into Practice This workshop is designed for students from across the State of Connecticut to better understand roles and responsibilities of being a student representative to their board of education, and how their voice can impact decisions that affect all students in their district.

This workshop will introduce you to inexpensive strategies and ideas that can help you meet your communications needs as you manage the challenges of administering a school district in uncertain times.

Across Connecticut, schools are increasingly challenged to meet mandates and budgetary limitations that stretch their Boards of Education and test both their administrators and professional teaching staff.

So how can you more effectively connect with your communities? How can you inspire increased parent advocacy and generate more community support without paying for an expensive PR campaign? E4 | Unsocial Media: Cyberbullying, Sexting and How to Regulate Communications in the Digital Age (HPBAS, I, SGWB) This presentation will provide school board members and district administrators with a greater understanding of their obligations and their rights in response to cyberbullying, sexting and other inappropriate uses of students electronic devices. The goal is to provide district personnel with a clear directive as to what they can and cannot do when confronting what I call “unsocial media” and thereby avoiding disruptions to the educational process.

Districts have invested in this promise spending millions on 1:1 computing programs, wireless networks and educational software. How can they ensure all members of the educational community – students, teachers, leaders and parents – fully leverage these investment to impact student achievement, college and career readiness, professional development and lifelong learning?

This session will introduce the ISTE Standards for students, educators and administrators- an integrated competency model that supports deep, authentic learning and professional growth. Connecticut has adopted

these new standards but how do district leaders put them into practice?

Members of the state’s Commision for Educational Technology will share insights, initiatives and approaches you can take back to your district to impact student learning and instructional excellence. (WPS, CI, ETE, NAB) Implicit Bias refers to the attitudes or stereotypes that affect our understanding, actions and decisions in an unconscious manner. The implicit associations we harbor in our subconscious cause us to have feelings and attitudes about other people based on characteristics such as race, ethnicity, age and appearance. These associations develop over the course of a lifetime beginning at a very early age through exposure to direct and indirect messages. REL-NEI conducts research on high leverage topics indentified by its stakeholders as having practical implications for policy and practice, and provides technical assistance to states, districts and school on data literacy and research and evidence use. Participants will develop an understanding of the role of Governing Board members, learn about current projects focusing on Connecticut collaborations and provide input into future work.

The Missing Link: Improving Academic Outcomes by Aligning SEL and Culturally Responsive Pedagogy (DEE, SGWB) This interactive session will examine CCSS (Common Core State Standards) and provide ways to integrate those standards with an SEL (Social Emotional Learning) framework that encompasses culturally responsive practices. Participants will engage in exercises that build upon the SEL framework while unpacking this definition of cultural competence and how it relates to instructional practice.

The workshop will conclude with ways to integrate the aformentioned practices into equity policies.

Session G Workshops | 10:50 am - 12:00 pm G1 | Needs vs. Wants: Supporting the SocialEmotional Needs of Our Learners (SGWB) A school wide commitment to social emotional learning (SEL) leads students to re-engage, to find a place in school where they can feel safe in their relationships, ready to learn and be motivated to succeed. In this session participants will explore and experience how our district used the CASEL competencies as a means of creating common language across our district. You will learn how our social and emotional committee conducted a universal screen pilot using DESSA and created a more comprehensive SERAC assessment to help guide district and building based decisions around what our students needed socially and emotionally. Our research

analysis and program inventory will be shared with all participants.
