1962. Municipalities around the country begin hiring Black police officers and allowing Black officers to arrest White offenders. Athens, Georgia hires 2 Negro policemen to patrol the Negro sections of the city. Winston Salem, North Carolina and Atlanta, Georgia permit Black officers to arrest White offenders. And the city of Miami, Florida, headed by Chief Walter Headley, waives the residency requirement to attract Negro applicants from around the country for an integrated Miami police force.
