T

he EU has set its sights on a monumental task: transforming its entire building stock into a net-zero asset. With the publication of the implementation package for the revised EPBD, the EU has moved from a bold vision to a concrete action plan. This isn’t just another piece of legislation; it’s a blueprint for how we design, upgrade, and manage the spaces we live and work in.

The revised EPBD is the most ambitious effort to date to decarbonise buildings across the bloc, and the clock is ticking. Member states, including Ireland, have less than a year to transpose the new rules into national law before the May 2026 deadline. The newly released guidance package, published on 30 June, provides a clear roadmap for this transition.

The directive is set to have a significant impact on the real estate sector. Property and engineering professionals need to start assessing its effects on compliance, leasing agreements, and retrofit strategies immediately.

This is a crucial opportunity to create a more sustainable and energy-efficient built environment.

But the time to act is now.

Wind energy industry welcomes NDP grid funding

Wind Energy Ireland has welcomed the announcement of an additional €3.5bn to strengthen the electricity grid in the revised National Development Plan Noel Cunniffe, CEO, Wind Energy Ireland, said: “Last year was the worst ever for wasted wind power, estimated to cost consumers €450m.

SEAI Energy Show 2025:

‘Product of the Show’ Winners Announced

S

ince 1995, the Sustainable Energy Authority of Ireland (SEAI) has celebrated the best of Irish energy innovation at the annual SEAI Energy Show. The flagship event showcases cutting-edge solutions that are driving Ireland’s transition to a cleaner, more secure energy future.

A highlight of the SEAI Energy Show is the prestigious ‘Product of the Show’ Awards, which recognise outstanding achievements in energy efficiency,

renewable energy and smart energy solutions. These awards are highly coveted within the industry.

This year’s winners were announced recently at a special awards ceremony held at SEAI’s head office in Dublin. The competition attracted a diverse range of entries, each demonstrating a strong commitment to Innovation, climate action, and technical excellence.

Congratulating the winners, SEAI Director, Margie McCarthy, acknowledged their role in accelerating Ireland’s energy transition, stating, “This year’s finalists and winners have set new benchmarks in sustainable energy.

Their work is a testament to the power of innovation and the importance of continued investment in research and development. The ‘Product of the Show’ awards recognise not only technical excellence but also the broader impact of sustainable energy solutions on communities, businesses, and the environment.”

EFCA calls for an ambitious overhaul of EU public procurement rules

T

he European Union (EU) is currently undertaking a significant overhaul of its public procurement rules, aiming to modernise and simplify the legislation, promote sustainability, and enhance the competitiveness of European businesses. This revision is driven by the need to address contemporary challenges and ensure the EU’s public procurement framework remains effective and relevant.

European Federation of Engineering Consultancy Associations (EFCA) President, Inés Ferguson, says, “Europe faces unprecedented challenges that require high-quality engineering solutions, not the cheapest, but the best suited for long-term societal benefit. The current overreliance on lowest-price awards undermines innovation and sustainability.

The upcoming revision of the directive is a unique opportunity to put quality, value, and resilience at the heart of public procurement.”

These comments come as EFCA publishes a position paper urging the

EU to introduce decisive reforms in the upcoming revision of the Public Procurement Directive.

Curtail the use of lowest-price tender criteria EFCA’s position paper underscores the urgent need to move away from procurement practices overly focused on the lowest price and instead adopt approaches that prioritise long-term value creation, quality, and sustainability, especially for intellectual services such as engineering and design.

For the upcoming revision of the Public Procurement Directive, EFCA recommends: Curtailing the use of lowest-price criteria in the procurement of intellectual services; Mandating the use of the Most Economically Advantageous Tender (MEAT), with safeguards to prevent de facto lowest-price awards; Introducing price thresholds and mechanisms to eliminate abnormally

low tenders; Sound public procurement practices that can promote sustainable and durable solutions; Promoting the ‘two-envelope system’ – a procurement process where bidders submit two separate sealed envelopes, one containing their technical proposal and the other containing their financial (price) proposal – to ensure quality is assessed independently from cost; Cutting red tape and removing barriers for SMEs; Enhancing digitalisation; Simplifying procedures, improving SME access and ensuring that intellectual property rights (IPR) generated in public projects are not unduly restricted.

Remove barriers to innovation Carl Fläring, Chair of EFCA’s Working Group on Public Procurement, adds: “EFCA believes that the upcoming revision of the Public Procurement Directive is a key opportunity to remove barriers to innovation and professional quality. Our recommendations aim to support a shift towards more strategic, flexible, and innovation-friendly procurement practices that strengthen Europe’s competitiveness while delivering better value for society.”

With consulting engineers playing a vital role in the delivery of resilient, innovative, and high-quality infrastructure and built environments, EFCA also stresses the role of sound procurement practices in supporting sustainable investment. Welldesigned infrastructure and buildings require upfront costs but generate long-term returns for society, in line with European Green Deal and resilience objectives.

As the European institutions move forward with the directive’s revision, EFCA urges policymakers to seize this opportunity to reframe public procurement as a strategic tool for delivering quality, sustainability, and innovation in Europe’s built environment.

Mitsubishi Electric and EVHACS launch world’s first integrated heat pump and EV charger

Howard Neville appointed President of ASHRAE Ireland Chapter

A

SHRAE Ireland Chapter has installed Howard Neville as its 2025-2026 Chapter President along with newly elected officers.

Howard Neville is the mechanical department manager with Arcadis Advanced Process Manufacturing Division, a member of ASHRAE Ireland Board of Governors and Chair of the Chapter Technology Transfer Committee.

He has 30 years of experience in the Irish mechanical and building services industry, having worked with consulting engineering firms, equipment suppliers and Design & Build contractors.

Howard represented Arcadis and the Irish ASHRAE Chapter, presenting at the international ASHRAE Annual Summer Conference.

On being elected to the office of chapter president, he stated, “I am proud and humbled to take on the role of president of ASHRAE Ireland Chapter for 2025/26. As the industry stands at a crossroads of rapid technological advancements, expectations of indoor environments, ecological responsibility and global political & economic uncertainties, ASHRAE Ireland Chapter is committed to building on the outstanding work of our outgoing president, Edith Blennerhassett in leading the charge in shaping our sustainable future.

NEWS AND PRODUCTS Construction works start on two major capital projects at SETU

South East Technological University (SETU) is delighted to welcome the start of construction work on the second phase of the Higher Education Public Private Partnership (PPP) programme, which includes two significant capital projects for SETU. The Engineering, Computing, and General Teaching Building at the University’s Cork Road Campus in Waterford, along with the Advanced Science Building at the Kilkenny Road Campus in Carlow, are among the five projects included in this project bundle.

The new capital projects will significantly impact the educational landscape at SETU, facilitating increased access and improved facilities for students across a range of disciplines, including engineering, science, health sciences, computing, arts and humanities.

The new building at the University’s Waterford campus is designed for over 3,400 students and is the largest project in the programme bundle. The proposed 12,894-sq-metre building, featuring laboratories, lecture rooms, and studios, will support new teaching methods and foster multidisciplinary study and training.

In addition, the 6,100-sq-metre project in Carlow will support an increase in STEM students, with new science and health science laboratories, clinics, and a 40-metre indoor sprint track.

These developments are part of the Higher Education Public Private Partnership (PPP) programme announced in 2017, which is delivering 11 new STEM facilities across multiple campuses in Ireland.

The other projects in this phase of the programme are at the Atlantic Technological University, Galway and Letterkenny campuses and at Technological University of the Shannon, Moylish Campus.

The Higher Education Authority (HEA) and the Department of Further and Higher Education, Research, Innovation and Science (DFHERIS) collaborated on this Public-Private Partnership (PPP) project, with the National Development Finance Agency (NDFA) handling procurement and ongoing involvement.

Lighting Europe sheds light on ALAN

Lighting Europe has just published a new position paper on Artificial Lighting at Night (ALAN). The paper urges EU policymakers to establish a harmonised regulatory framework for ALAN, replacing the current patchwork of fragmented national/regional requirements across Europe.

It highlights the essential role of ALAN in our lives while emphasising the need to strike a balance between human needs and the protection of the environment. It stresses that, when creating the specifications for a new lighting system, sufficient consideration should be given to the purpose of the lighting system to be installed, so that light has a clear purpose, is directed only to where it is needed, is not brighter than necessary, and is adapted to suit the task activities or turned off when not required.

It also offers a set of recommendations to be considered for the introduction of harmonised rules. This is a must-read document for all involved in lighting and wellbeing.

Artificial lighting is a vital part of life, and well-designed installations using quality products and control systems are fundamental to providing the right environment, be it for transportation, work, play, leisure, sport or other activities. Good lighting facilitates these activities and through it a sense of wellbeing, comfort, safety and security. All of this, in turn, helps to support and generate the economy.

Total project space using the LEED+WELL pathway has tripled in less than two years

The International WELL Building Institute (IWBI), the global authority for advancing healthy buildings, organisations and communities, has announced rapid uptake of the streamlined pathway for projects that pursue both LEED and WELL certification. In less than two years, total project space using the pathway has more than tripled—from 80 million to nearly 250 million square feet—while the number of projects has more than doubled, growing from 300 to over 750 across 47 countries.

In addition, more than 100 projects, spanning 15 million square feet, have already achieved LEED and WELL certification using the pathway. The accelerated growth reflects a strong rise in global demand for the streamlined certification process.

In April 2023, IWBI and the US Green Building Council (USGBC) deepened their strategic partnership by releasing a streamlined process for projects to pursue certifications for the LEED green building rating system and the WELL Building Standard. The process streamlines documentation for projects that are pursuing both certifications at the same time or that have already earned one certification and are looking to add the other.

“It’s exciting to see the continued global adoption of the LEED + WELL pathway, signalling strong momentum in the market,” said Rachel Hodgdon, President and CEO, IWBI. “The growing demand to pursue the world’s leading standards for green buildings and healthy buildings together reflects a deepening recognition that human health and planetary health are inextricably linked.”

The news was announced at the WELL 2025 Climate and Health Summit in Tokyo in June.

The European Federation of Engineering Consultancy Associations (EFCA) has released a report highlighting critical vulnerabilities in the EU’s energy system. The report emphasises an over-reliance on fossil fuels and the inherent weaknesses of a centralised energy system struggling to adapt to increasingly decentralised patterns of energy production and consumption.

The EFCA report concludes that the EU is at a tipping point regarding its energy systems’ capacities to meet growing demand.

Speaking at the launch of EFCA’s report, ‘Resilience of the European Energy System Current State, Risks and Recommendations’, Inés Ferguson, President, EFCA, stated, “Europe is facing a difficult balancing act, as it navigates the energy challenge. Whilst striving to maintain its green ambitions, our political leaders cannot sacrifice competitiveness or strategic autonomy. It only takes a system failure of a couple of seconds for an entire national energy supply to go down, as we recently experienced in Spain. We need stronger national and cross-border networks to power Europe’s economic growth. EFCA has considered what a resilient European energy system looks like, and our recommendations are intended to help policymakers.”

Resilience of critical infrastructure is a hot topic in political and business fora alike. EFCA highlights the need for an integrated approach. Consulting engineers are among the few stakeholders capable of providing solutions, owing to their skills but also direct knowledge of the European energy infrastructure across economic sectors and countries.

Jeffrey Seeck, Chairman of EFCA’s Future Trends Committee, added: “From where we stand as engineers, the challenge is clear.

Decentralise risk, diversify supply and put engineers in the room when the decisions are made. Neither the EU institutions nor the member states can afford second-best solutions for such a critical sector.”

Leading European industry associations, including the European Heat Pump Association, have reaffirmed strong support for the EU ETS 2 (Emissions Trading System for buildings and transport) as crucial for decarbonising Europe’s buildings.

They caution against reopening the EU ETS 2 Directive, warning that it could lead to delays or withdrawal. The associations emphasise that revenues from both the Social Climate Fund and EU ETS 2 must be strictly earmarked for decarbonising building heating and cooling, including consumer support for efficient, renewable heating appliances. They also call for a temporary

solutions can offset the initial costs. Reducing energy imports and the associated economic and political instability, will ensure that the energy infrastructure is ready to withstand the many natural and man-made challenges.

On 30 June, the European Commission released Annex 11 of its draft guidance for the revised Energy Performance of Buildings Directive (EPBD), focusing on fossil fuel boilers (Article 13, Annex II). This document clarifies what constitutes a fossil fuel boiler and mandates that member states plan for a complete phase-out of these boilers by 2040.

Importantly, a boiler’s classification as fossilfuelled will depend on the fuel type used in 2040, not the boiler technology itself.

The guidance also details how member states should develop their National Building Renovation Plans (NBRPs), outlining strategies for boiler replacement or conversion to renewable fuels. It emphasises the significance of gas grid decarbonisation and aligning these plans with other national energy and climate initiatives, such as National Energy and Climate Plans (NECPs) and local heating strategies.

OCS has been awarded a new Total Facilities Management (TFM) contract with the Medical Council of Ireland, marking a significant milestone in the evolution of facilities services within one of Ireland’s most respected regulatory bodies.

The Medical Council, the statutory regulator for doctors in Ireland, plays a vital role in ensuring patient safety and supporting the professional development of over 20,000 registered doctors. With responsibilities ranging from medical education accreditation to fitness-to-practise investigations, the Council’s operations demand a high standard of support services to maintain its critical infrastructure.

Following a rigorous public procurement process, OCS was selected to deliver a comprehensive suite of TFM services, including mechanical and electrical maintenance, cleaning, security, life safety systems, BMS management, CCTV monitoring, and keyholding. The contract also includes the consolidation of over 32 previously separate suppliers, streamlining operations and enhancing service delivery.

Ciara McMorrow, Facilities Manager, Medical Council, commented: “We’ve been planning this transformation for some time. Prague hosts 28th Europump General Assembly charting the future of the European pump sector

The 28th Europump (European Pump Association) Annual Meeting and General Assembly, held from 21 to 23 May at the Hilton Prague Old Town, drew delegates from across Europe and beyond. Hosted by the Czech Pump Manufacturers Association (CPMA), the three-day event brought together industry leaders, technical experts, and policymakers for intensive discussions, strategic collaboration, and societal engagement.

The 2025 programme featured a dynamic mix of keynote presentations, technical sessions, and working groups. Highlights included George Karkampasis of the European Aluminium Association discussing the transition from the Green Deal to a Clean Industrial Deal, Michael Michaud of the Hydraulic Institute providing a North American market and policy update, and Oxford Economics presenting the World Pumps Report 2025. Additionally, Cassiano Cezario from WEG delivered a compelling talk on trends and challenges in electric motors.

Europe’s transport infrastructure at a crossroads – EFCA

The European Federation of Engineering Consultancy Associations (EFCA) has published a report on the resilience of Europe’s land transport network, urging a significant shift in strategy.

EFCA President Inés Ferguson emphasises that despite heavy investment, Europe’s transport infrastructure suffers from short-term, fragmented fixes. She advocates for investing in an integrated, efficient, and safe transport network to strengthen the EU single market, boost competitiveness, and ensure Europe’s strategic autonomy.

The report highlights that the European transport sector faces numerous challenges, both climate- and human-induced. Addressing these requires not only substantial investment but also a fundamental change in mindset towards long-term planning, regional coordination, and resilient infrastructure design.

Jeffrey Seeck, Chairman of EFCA’s Future Trends Committee, starkly warns against viewing incidents like bridge collapses as mere bad luck, stating, “This report is the wake-up call our transport systems desperately need.”

EFCA believes that reactive, expensive, and unsustainable repairs is the wrong approach. It proposes an alternative collaborative approach for a resilient European land transport system, involving consulting engineers who possess the skills and direct knowledge to provide integrated solutions.

The federation calls for transformational policy and legislation alongside adequate budgets to fully adapt the transport system to the new political and socioeconomic context. Many smart and sustainable solutions from engineers are already available but are often overlooked or deemed too expensive by the public sector. The persistent congestion and delays on European roads and railways, EFCA argues, demonstrate that resilience is a worthwhile investment.

While welcoming recent European Commission proposals, such as dual civil and military infrastructure use and a High-Speed Rail Network, EFCA urges policymakers to implement a truly comprehensive vision and policy for the transport sector, rather than settling for half-measures.

The new landmark Renewable Heating Obligation (RHO) Report from the Alliance for Zero Carbon Heating (TAZCH) details how the Irish government could slash residential heating emissions quickly, cheaply, without disruption to consumers and at zero cost to the taxpayer. The report claims this can be achieved by altering the government’s proposed RHO rates of 1.5% and 3% and introducing a 20% blend of renewable liquid fuels.

This small change would create the equivalent carbon saving of installing 160,000 heat pumps, without the need for retrofitting, disruption to households, or grid upgrades.

Grant Ireland has stated that it fully supports the recommendations outlined in TAZCH’s RHO report, which it says provides a practical and inclusive roadmap to accelerate home heating decarbonisation across Ireland.

The report findings challenge the government’s current heat decarbonisation strategy, which relies almost exclusively on deep retrofitting and heat pumps. These options remain financially out of reach for many, especially in rural Ireland, where 700,000 homes rely on liquid fuels and incomes are lower, and the housing stock is older.

Grant has been preparing for this transition for some time, with the Grant Vortex range of HVO biofuel-compatible boilers available and ready to help households significantly reduce their carbon footprint. This solution aligns with the ambitions of the RHO report and ensures that no home is left behind as we move toward net zero. The technology, fuels, and skills are already in place, and now government policy needs to match the pace of innovation and opportunity.

Speaking about the recommendation, Philip Hannon, CEO, TAZCH, says, “This is the quickest, simplest and most equitable way to cut carbon emissions from home heating in Ireland. We already have the infrastructure, a trained workforce, and

renewable fuels ready to go. All we need is the political will.

“TAZCH fully supports heat pumps where they’re appropriate, but we need a complementary approach. A 20% blend of renewable liquid fuel delivers the same carbon savings as 160,000 heat pumps, but it would take us 26 years to install that many at the current rate. We don’t have that time.”

TAZCH is calling on the government to: • Separate the liquid fuels and gas sector into different schemes • Create a dedicated Renewable Liquid Fuels Obligation incorporating obligations for transport and heating • Set an immediate 20% renewable liquid fuel obligation for home heating.

The report warns that current government proposals for an RHO—with targets of just 1.5% rising to 3%—will fail to drive real emissions reductions. This can be easily rectified by acknowledging that the two main heating vectors of gas and oil, which represent circa 80% all Irish households, are different and would benefit from two separate schemes, with the liquid sector cojoined with the already established liquid obligation within the Renewable Transport Fuel Obligation covering the same companies. This will enable the liquid heating sector to achieve a 20% ambition immediately, delivering a significant climate impact.

Munster now accounts for circa 40% of heat pump manufacturer and global HVAC leader Daikin’s Irish growth, with a new Cork office expected to create up to 10 new jobs Daikin Ireland has continued its expansion with the opening of a new office in Cork to cater for commercial, industrial and residential clients across the region.

Located in Eastgate Business Park, Little Island, Daikin’s new Cork office will provide a full suite of design, sales and aftersales services to clients in the residential heating, commercial air conditioning and industrial process sectors. The new office will enhance Daikin’s support to Munster-based clients, including commercial offices, hotels and hospitality businesses, and especially pharmaceutical firms.

The new office will accommodate 12 people initially, although the company’s expansion is expected to create up to 10 new jobs in the next 24 months. In addition to design, sales and after-sales, the new facility has a training centre where heating and plumbing engineers will train and learn about the company’s latest products

D/RES announces Ireland’s first public buildings built to net zero carbon

Developer D/RES has started work on a new €3.2m landmark project at its Altidore Gardens development in Newtownmountkennedy, Co Wicklow. The innovative development will feature Ireland’s first net-zero carbon public buildings: a creche and a community centre. These facilities, primarily constructed from responsibly sourced, mass-engineered timber (MET), mark a significant step forward for sustainable construction in Ireland. As a result, they will be Ireland’s first privately developed MET public buildings.

Commenting on the announcement, D/RES CEO, Patrick Durkan, said: “I am delighted to announce the commencement of construction on these groundbreaking public buildings in Newtownmountkennedy. Reducing carbon emissions - Raising our ambition

A

ccording to Met Éireann, 2023 was the warmest year on record in Ireland and globally, with the annual average global temperature 1.45°C above the preindustrial average. It’s also clear that since the 1980s, Europe has been warming twice as fast as the global average and is now the fastestwarming continent on Earth.

In 2023, the EU adopted a set of Commission proposals, reducing net greenhouse gas (F-gas) emissions by at least 55% by 2030, compared to

1990 levels.

It was implemented to begin the global phase-down of F-gases, which have high Global Warming Potential (GWP). This is one of the conditions to enable the EU to become the first climate-neutral continent by 2050.

On 11 March 2024, the revision of the F-gas Regulation (EU) 2024/573 came into force, which was necessary to enable the achievement of new EU-wide targets. Overall, the new F-gas

Regulation introduces significant restrictions from 2025 onwards to mitigate environmental impact, with progressive bans on the use of HFCs in various applications, with a particular focus on medical inhalers, foams, heat pumps and technical aerosols.

T

alk about a scorcher! The BTU Golf Society Captains Day outing at Old Conna Golf Club on Friday, 11 July, was less a golf tournament and more a test of human endurance. It might just have been the hottest day of the year, with rumours of melting golf balls and mirages of ice cream trucks on the greens.

Despite this, all 56 players admirably completed the course.

We’re not sure if it was sheer determination or the thought of a cold beverage at the 19th hole that kept them going, but it was a fantastic turnout for captain, Ger Hutchinson.

The course itself was in excellent condition. True to form, BTU Golf Society members, not ones for complaining (unless it’s about a missed putt), stuck the course.

A feast fit for (sweaty) champions After conquering the sun-drenched links, everyone retired to the club’s restaurant for a formal dinner. Full marks (and possibly a collective sigh of relief) to the kitchen and waiting staff for delivering a super meal.

fter an initial rain-out on 12 June, the BTU Golf Society outing at Newlands Cross Golf Club triumphantly teed off on Friday, 20 June. What a difference a week made.

Despite the date change, an impressive 33 players turned out for the Sirus-sponsored outing. As ever, the Newlands Cross course was in immaculate condition, providing the perfect backdrop for the competition.

bsol, the Irish distributor for Haier heating solutions, has officially launched its operations from a cutting-edge distribution centre in North County Dublin (Exit 6). The company is initially providing a wide array of wholesale products, including Haier Electric Water Heaters, Haier Heat Pump Water Heaters, and R290 Air to Water Heat Pumps.

Grand opening and a strategic vision The official opening of the centre was attended by a large group of industry insiders and installers, and it was performed by Paul Kenny, Director General of the European Heat Pump Association.

What Kevin can conjure with a few strategically placed pipes and, yes, a smattering of ballcocks always manages to stop everyone who passes by in their tracks. We’re pretty sure GAA fans from every corner of the country (and possibly a few bemused tourists) appreciate his annual ode to the Boys in Blue.

While his window wizardry is undoubtedly a showstopper, let’s not forget that Kevin’s actual store is a treasure trove of plumbing perfection. It’s one of the best-stocked establishments around, and he and his team are always ready to dispense wisdom (and presumably, some actual plumbing parts) to both the keen amateur and the seasoned professional.

Alas, even Kevin’s unparalleled plumbing expertise couldn’t quite inspire Dublin to glory this year. It seems even the most magnificent display of spigots and ballcocks couldn’t plug the leak in their championship hopes. We eagerly await his next masterpiece.

Therma V can be connected to the DHW recirculation pump, which can then be managed by way of the scheduling function. When a user opens the tap, hot water is immediately accessible thanks to the DHW recirculating function. This feature also has the added advantage of preventing Legionella growth in the hot water pipe.

Seamless connectivity LG ThinQ, a smart phone app, allows users to monitor and manage compatible LG products remotely, which means they can set the temperature and regulate the use of their Therma V anytime and from anywhere. Unlocking Ireland’s Heat Pump Potential:

A Deep Dive with Paul Kenny

F

ollowing the release of the European Heat Pump Association’s annual market report, Director General PAUL KENNY spoke with Robbie Cousins.

They discussed the latest data and trends, highlighting key areas that Ireland needs to address to unlock its full potential for heat pump adoption.

The number of heat pumps installed per capita in a country ranges significantly across Europe, according to new data from the European Heat Pump Association. This indicates that there is still significant potential for a broader rollout.

Paul Kenny, Director General of EHPA, says the findings in the market report are not a surprise, as the body closely follows trends in the heat pump market and maintains continuous contact with its members.

“There has been a slowdown, which we’ve now seen for the past two years, since the record high sales in 2022, has

several causes. At the EHPA, we are actively working to promote solutions that will put the sector on track.

“These causes include stable support schemes for consumers - examples being Italy and Poland, where support schemes have been hugely restricted or even put on hold, which has hurt sales. Counterexamples are the UK and Ireland, where steady subsidies have boosted sales, bucking the overall European trend.

“Another key aspect to boosting heat pump demand is moving taxes off electricity bills to make electricity more competitive with gas. Electricity needs to be at most double the price of gas to make the running costs of a heat pump, which is several times more efficient than a fossil fuel boiler, the more affordable option. Yet this is the case in very few European countries.

Focusing on the training of heat pump installers is also essential, as many thousands more are needed.

“Overall, the EHPA is confident about the future. Europe needs to decarbonise its heating system, including industry’s process heat, and heat pumps, large and small, are the best way to do this.

Plus, installing more heat pumps brings the huge added benefits of providing European manufacturing and jobs, as well as getting free of fossil fuel imports from places like Russia.”

Making EU measures stick Many needed EU measures are already in place. The EU has set a target of 60 million heat pumps by 2030 and aims for climate neutrality by 2050.

Paul Kenny says, “The EU has introduced many laws to boost renewables, phase out the use of fossil fuels in buildings, and increase energy efficiency. We now need to ensure European governments implement those EU laws. What’s more, they must invest to help households make the switch to heat pumps - for example, via the upcoming carbon price on buildings, which will provide millions of Euros in public revenues - that they offer steady support schemes for consumers and that electricity is competitive with fossil fuels.”

More measures needed in Ireland Ireland sits fifth in the table in terms of heat pump market deployment per 1,000 homes in Europe. This demonstrates the commitment of multiple governments to transition Ireland’s heat demand from imported fossil fuels to indigenous

renewable electricity supplied by heat pumps.

Paul believes this is a remarkable turnaround, demonstrating to other countries that consistent long-term policy can dramatically alter the trajectory of heating systems.

“Ireland’s new build market has transitioned to clean heat, predominantly individual heat pumps, with a small number of heat pump-based multi-unit heating systems installed. This will grow as Ireland scales its new-build housing, a key requirement for Ireland’s growing population.

“On the replacement side, a strong growing demand from renovation, supported by generous grants from a rising carbon tax, is being held back by lengthy, confusing and costly customer journeys. The national energy agency

is seeking to fix this, balancing it with ensuring that customers do not end up with high bills from undersized heat pumps or excessive heat demand from poorer buildings.”

He believes that the Irish government could still be doing more to encourage the adoption of heat pumps and renewables.

“There are several key things that the government need to do.

“One, there is a need to streamline the customer journey. Currently, customers must engage an assessor before embarking on a heat pump journey, potentially incurring unnecessary and costly upgrades to their home to make it heat pump-ready. This makes the potential of emergency replacement when a boiler breaks impossible. Some progress has been made in exempting homes post-2007. However, this should be extended earlier, and potentially much earlier, with some basic checks.

Secondly, there is a clear need to increase the number and skill levels of installers. Ireland has been exploring various innovative solutions, with some positive results emerging.

“The government also needs to invest in widespread consumer engagement through marketing and communications to avoid misinformation reducing the sales of heat pumps.

European potential The EU has a target of 60 million heat pumps by 2030, which appears in the European Commission’s impact assessment for the 2040 climate targets.

Paul explains that the EHPA’s data release indicates significant potential across Europe to increase demand.

“The top country, Norway, has 632 heat pumps installed for every 1,000 households, closely followed by Finland at 524. What’s more, sales in those countries are still strong, with 48 heat pumps sold for every 1,000 households in 2024 in Norway, and 33 in Finland – the

countries recording falling construction indices in 2024 (of more than one percentage point) compared to 2023. But, five countries saw increases (of more than one percentage point).

“EU building permits for dwellings have been in continuous decline since 2021.

Future sales Paul Kenny explains that the EHPA expects Ireland to continue to grow in the medium term. It is likely to reach 50,000 units within the next year or two, with 100,000 units possible if government housing-building and renovation targets are met by 2030.

“Ireland has been the poster child for the turnaround in renewable heating, from the last large country in the EU in 2018, to a significantly rising market share. A clear plan, clear targets, effective regulation for new homes and a clear funding programme for renovation have made this change possible.

“Streamlining the customer journey, expanding skills and consumer knowledge would have a large impact and potentially allow Ireland to become Europe’s next best pump-lead market,” Paul Kenny concludes.

n an era of increasing climate accountability and regulatory change, retrofit projects with measurable, high-impact results are at the forefront of building services strategy. One such project is the recent plantroom upgrade at Parknasilla Resort’s Leisure Centre in Co Kerry, where MasterTherm Ireland’s system design has set a new benchmark for decarbonising luxury hospitality environments.

The project was recently recognised at the 2025 SEAI Energy Awards, receiving the title of Best Sustainable Product/Project. It highlights the practical application of heat-pump technology in replacing LPG-fired boilers - a move that aligns with national CO₂ reduction targets while maintaining the guest experience that Parknasilla Resort is renowned for.

Project Overview The Leisure Centre previously relied on ageing LPG condensing boilers supplying heating for pools, spa areas, showers, and supporting plant systems. These boilers, installed more than a decade ago, were becoming increasingly inefficient against the

backdrop of rising fuel costs and tightening emissions targets.

The plantroom upgrade involved a cascade of MasterTherm BoxAir 60 IS inverter-driven heat pumps for pool heating, supported by a hightemperature AQ75ZHX heat pump dedicated to domestic hot water and spa beds. The installation was fully integrated with an advanced building management system (BMS), incorporating desuperheaters to optimise system efficiency. A backup electric boiler was retained solely for resilience.

Ongoing monitoring has confirmed the following remarkable results: • An 87% reduction in annual energy use and CO₂ emissions • An 81% reduction in running costs, with rapid return on investment • Enhanced comfort performance, with stable pool temperatures and real-time energy monitoring Systems Engineering Approach • The success of this project lies in its meticulous systems coordination: Thermal design: Heating loads for pools, spa, and DHW informed precise cascade sizing.

Recent research by construction time management and digital construction services provider Strata reveals significant digital acceleration within the construction and engineering sectors. 88% of professionals increased their use of digital technologies in the past year, with nearly 70% leveraging these tools for smarter decision-making and innovation.

However, the report highlights key barriers to adoption, with siloed workflows being the primary obstacle, followed by time constraints (due to limited training capacity and labour shortages), and skillset gaps.

Despite 81% of professionals having only basic AI knowledge, over 71% believe AI will be critical to the sector’s future. Yet, more than half of companies haven’t implemented formal AI training.

While 85% of professionals foresee increased importance of sustainability in the next one to three years, only 5% report significant progress in using digital tools for sustainability efforts like carbon calculations.

Commenting on the findings, Enda Grimes, Director and Founder of Strata, said: “With the government’s National Planning Framework prioritising accelerated housing delivery, and the Climate Action Plan placing new demands on infrastructure and sustainability targets, meeting construction demand will require greater efficiency and new ways of working. In this context, digitalisation and AI are no longer optional efficiency tools — they are essential levers for delivering on national ambitions.”

Over 250 construction and engineering professionals, representing over 170 individual companies in Ireland, the UK and mainland Europe, took part in the Strata survey in the second quarter of 2025.

Fire-Rated LED Panels – A flexible and safe lighting option When selecting lighting for applications governed by fire safety regulations, several options are available. For those looking for a flexible lighting option that also meets legislative requirements, fire-rated LED panels are an excellent choice. hen designing a commercial lighting system, it is of course vital that any solutions used meet the requirements of Building Regulations for fire safety. While this is the primary focus, it can coexist with an installation that also provides high-quality lighting, among a plethora of other benefits.

One technology that is growing in popularity as it can meet both legislative demands and deliver excellent illumination is the TP(a) rated LED panel. Great expectations for Europe’s public procurement As the EU discusses changes to its public procurement framework, EFCA Policy Manager MIHAI BARCANESCU outlines why moving beyond the lowest price model is essential for encouraging innovation, enhancing competition for SMEs, and ensuring long-term value in public contracts.

I

n the context of ongoing discussions to update the EU legal framework on public procurement, the European Federation of Engineering Consultancy Associations (EFCA) published its position paper on this topic on 26 June (See page 6).

The paper addresses, in particular, the foreseen modernisation of the main piece of EU legislation that governs procurement – Directive 2014/24/EU on public procurement – but its recommendations can also be used for the amendments to other relevant EU legislation. The document was published on the EFCA website (www.efcanet.org).

This article aims to shed some more light on several key aspects in the public procurement debate, as well as present a quick overview of the foreseen policy and legislative developments.

Tackling the lowest price in procurement The primary issue in public procurement is the overemphasis on the lowest price criterion, particularly when procuring intellectual (engineering) services.

We explain in our paper that this procurement practice is very harmful because it discourages investments in innovative solutions and highvalue services, limits competition by disadvantaging SMEs, which drive innovation but cannot compete solely on price, and narrows market entry possibilities. Moreover, the lowest price in procurement often does not result in the real lowest cost for the public purse, as it generally fails to account for life-cycle costs, particularly operating costs such as maintenance, energy use, renovation,

Our first and foremost solution is to apply the most economically advantageous tender (MEAT) criterion, where public authorities can include and/or give more weight to factors such as quality, environmental impact and social aspects. The lowest price shall thus be prohibited as the only basis for awarding intellectual service contracts, which is currently not the case. Price may still be part in determining which bid is the most economically advantageous, but it is a minor one. We indicated here a 30% weight of the price factor and 70% for quality, as proposed in Enrico Letta’s report ‘Much more than a market – Speed, Security, Solidarity’ (Letta 2024, p. 45) and as often used by the European Commission (EC) in

its own tenders. Furthermore, in the event that all tenderers receive the same score when applying the MEAT criterion, which still leads to a de facto lowest-price procurement, the public authority should be required to award the contract to the tenderer whose price is closest to the median of all submitted prices and not to the tenderer with the lowest price.

Not a one-size-fits-all Readers may ask why we indicated a 70-30 quality-price ratio and not a higher one in favour of quality, if price is our main problem. For instance, an 80-20 ratio has begun to be used in Ireland, with good results, based on information received from our members. From a mathematical perspective, it certainly appears to be the better option. Or, why not ask for the complete banning of the lowest price criterion? These are valid questions, and we had also taken some time internally to discuss such matters.

We consider that our proposals constitute the most appropriate solution because they mix some of the best methods to minimise the use of the lowest price while still giving space for other cases. These are a minority of cases, but not a negligible minority.

To illustrate such a case, let us consider a tender for a medium-sized project, where the client (contracting authority) provides detailed specifications and requirements.

While some may consider that such a level of detail is mostly found in private-private contracting due to better expertise, there is a significant number of public authorities across Europe with good competence and experience that can make such detailed tender documentation. This is particularly for projects that are in a certain way repetitive at regional or national levels. The more detailed the client’s requirements are for a project, the more it becomes a de facto lowest-price procurement situation, no matter the relevant legislation in force. Therefore, the difference

between 70-30 vs 80-20 is indeed a minor one. But we have chosen the former because it is mentioned in the Letta report and because the EC uses it; thus, it is something with which they are more familiar, and will hopefully be more inclined to accept when updating the EU procurement legislation.

Moreover, two other solutions for the lowest price are described in the EFCA paper, which complement the previous proposals. One is dealing with preventing the appearance of abnormally low prices by using minimum price thresholds and awarding the contract to the tenderer with the second lowest bid, something that is not in the provisions of the current public procurement directive.

The second is the use of the ‘two envelope system’, which requires tenderers to submit their offers in two separate envelopes: one containing the technical proposal and the other the financial offer.

These are evaluated sequentially and independently: first, the qualitative requirements and, subsequently, only for those that meet the minimum standards, the financial aspects.

What we may expect next While the EC is still working on its draft proposal for updating the EU public procurement framework, the European Parliament (EP) has been preparing its own position on this crucial file. The EP’s Internal Market

Committee, after consultations with the Employment and International Trade Committees (EMPL and INTA), endorsed an own initiative report on 07 July, which outlines the changes sought.

Many proposals from EFCA’s position paper overlap with those of the EP, including reducing the use of the lowest price in procurement, digitalisation (digital-first legal framework, transaction-based systems), sustainable development, SME support, and various simplification measures/cutting red tape.

The EP report still needs to be endorsed in plenary to become official, with a vote most likely to happen at the beginning of September. But at this moment, it appears to be only a formality, given the support received so far. This is a very positive sign, indicating that the view of a key EU institution is closely aligned with that of many private stakeholders.

For its part, EFCA will continue its discussions with the EU institutions to promote the views of its members and ensure that the consulting engineering sector, a strategic sector for the EU, will receive the necessary policy and legislative support.

hat drew you to the field of engineering and, more specifically, building

services?

“From an early age, I was fascinated by maths, physics and problem solving.

I was inspired by my father’s work in construction, but drawn more to the planning and strategy behind it. This led me to explore various engineering disciplines in college before discovering my calling in building services engineering, which combines my love for technical problem-solving with creating environments that support human wellbeing.

“My professional journey took off after I joined the ASHRAE Ireland mentoring programme. Winning a sponsored trip to the ASHRAE Annual Conference was a pivotal moment, connecting me to a global community. Since then, I’ve been actively involved with Young Engineers in ASHRAE (YEA), where I found my “professional tribe”—a network of peers and mentors who have been vital to my personal and professional growth.”

Among your various responsibilities, what’s your favourite part of the job?

“I’m involved in the design of buildings across a wide range of sectors, including healthcare, education, life sciences, commercial, residential, and manufacturing.

I support projects from feasibility to handover, and what I enjoy most is seeing a finished building that I helped design.

“There’s a real sense of pride in knowing that my technical work lives on physically in a space people use every day. That’s my signature on that building, and a satisfied client means I’ve done my job well.

“I’ve also started to take on some early-stage management responsibilities, coordinating one or two graduate engineers on smaller projects. It’s a learning curve, but rewarding.”

Looking ahead, what excites you about the field of engineering?

“Sustainability is one of the most exciting and meaningful areas in our field. When we design new sustainable buildings or retrofit older ones, we’re not just creating systems - we’re helping to build a better world.

Who or what are your primary sources of support, professionally and personally?

“ASHRAE has been central to my professional development: the network, the mentoring, and the exposure have all opened doors I didn’t even know existed.

“Axiseng has also provided incredible support. They’ve been flexible with my ongoing education, I’m currently completing an Honours Bachelor’s Degree in Engineering part-time, which is demanding. The company’s willingness to support both my academic and professional goals is something I truly value.”

What bodies are you a member of, and how important is this to you?

“I’m a member of Engineers Ireland, where I plan to pursue Chartered Engineer status once I complete my degree.

“I’m also active in ASHRAE Ireland, particularly through ASHRAE (YEA) programmes, which has been a major catalyst for my growth.”

If you could offer one piece of advice to someone considering a career in engineering, what would it be?

Engineering is a deeply rewarding career, and not always easy. But the challenges make it worthwhile. If you want to see the tangible results of your work—not just in the physical environment, but in the energy efficiency, comfort, and wellbeing of people—then building services engineering could be the right path for you.

Regardless of your chosen field, always take pride in your work. Strive to do things properly and don’t take shortcuts.
