She added that President Duterte wants the pageant to be held “in the provinces to avoid traffic here [in Metro Manila]. He doesn’t want to inconvenience the people here.” She also said Mr. Duterte will be meeting with the National Security Council to draw up the security plans for the beauty pageant, which will have some 100 contestants from around the world, aside from members of the Miss Universe Organization, Manila organizers, sponsors and other VIP guests. Teo again stressed that “the government is not going to spend a single centavo on this. US refiners usually don’t begin to curb processing until August, as the summer driving season nears its end. “You should expect further inventory gains, as refinery runs decline,” said Rob Haworth, a senior investment strategist in Seattle at US Bank Wealth Management, which oversees $133 billion of assets. “We all thought the

he transportation department might have won the battle on the procurement of 48 new train cars for the Metro Rail Transit (MRT) Line 3, but it has yet to win the war. Cherie Mercado-Santos, the spokesman of the transport agency, said her camp was “elated” with the decision of the Court of Appeals to junk the injunction case filed by MRT Holdings II Inc. (MRTH-II) that sought to stop the government from the P3.76-billion procurement of new light-rail vehicles (LRVs) from a supplier in China. “It is a victory, but it does not totally end there, because we still have a pending case in Singapore,” she told the BusinessMirror. “At least, our procurement of the new trains is now unhampered.” On Wednesday the appellate court held that the petitioner, MRTH-II, failed to prove that it would suffer “grave injustice and irreparable injury” if the government is not prevented from acquiring new train cars from Dalian Locomotive and Rolling Stock of China. The group, led by MRTH-II Chairman Robert John L. Sobrepeña, earlier argued that the loss of MRT Corp.’s right of first refusal, which carries with it the preferential right to supply the LRVs, would result in irreparable injury if the procurement is not enjoined. The transportation department’s procurement of train cars from Dalian, according to the petitioner, was in contrast to the principle of having a single point of responsibility, which underlays the construction, operation and maintenance of MRT Line 3.
