onald J. Trump’s boast on the campaign trail that he could shoot somebody and not lose any voters tops a Yale Law School librarian’s list of the most notable quotes of 2016. Sound bites from the presidential campaign dominated the 11th annual Yale Book of Quotations list from Fred Shapiro, an associate director of the library. He chooses quotes that are famous or revealing of the spirit of the times, and not necessarily eloquent or admirable. The list includes quotes from each of the national party conventions. At the Republicans’ gathering in Cleveland, it was Trump saying: “I alone can fix it.” At the Democrats’ convention a week later, it was Khizr Khan, the father of an American soldier killed in Iraq, addressing Trump, and saying: “Have you even read the United States Constitution?... DENR revokes ECCs of SIX miners, property developer

NVIRONMENT Secretary Regina Paz L. Lopez on Thursday ordered the cancellation of the environmental compliance certificates (ECCs) for six mining projects and a housing-development project, as a result of an ongoing review of ECCs issued by the Department of Environment and Natural Resources (DENR). The environment chief also issued show-cause orders to 12 other companies that now stand to lose their ECCs. The move came just two days after President Duterte issued a statement seemingly advising Lopez to give leeway on mining policies and listen to Environment Undersecretary Mario Luis J. Jacinto, the concurrent director of the Mines and Geosciences Bureau (MGB) appointed by Duterte. The ECC audit is separate and distinct from the ongoing mining audit, which has so far caused the suspension of 10 mining operations and the issuance of 20 others that face possible suspension for failing Lopez’s audit criteria that includes social, environmental and biodiversity considerations. EI J I NG — A US t h i n k tank says recent satellite images appear to show that China has installed antiaircraft and antimissile weapons on its man-made islands in the strategically vital South China Sea, upping the stakes in what many see as a potential Asian powder keg. The Center for Strategic and International Studies (SIS) said in a report late Wednesday the anti-aircraft guns and close-in weapons systems designed to guard against missile attack have been placed on all seven of China’s newly created islands. The outposts were built in recent years by piling sand on top of coral reefs, followed by the construction of military-grade 3,000-meter (10,000-foot) airstrips, barracks, lighthouses radar stations and other infrastructure. CSIS based its conclusions on satellite images taken of
the islands in mid- to late-November, and published on the web site of its Asia Maritime Transparency Initiative. China’s new island armaments “show that Beijing is serious about defense of its artificial islands in case of an armed contingency in the South China Sea,” CSIS experts wrote in the report. “Among other things, they would be the last line of defense against cruise missiles launched by the United States or others against these soonto-be-operational air bases,” the report said. China’s defense ministry did not immediately respond on Thursday to a faxed request for comment.
