hinese Foreign Minister Wang Yi last Sunday said official talks for a code of conduct {COC) in the disputed waters of South China Sea may be announced by the heads of state of China and the 10-member Association of Southeast Asian Nations (Asean) during the Leaders’ Meeting in Manila in November if there is no disruption from outside parties, apparently referring to the United States. “If the situation in South China Sea is generally stable and if there is no disruption from outside parties, then we will consider during the Leaders’ Meeting in November, we will jointly announce the official start of the COC consultation,” Wang said during a news briefing at the Philippine International Convention Center. “Regarding what kind of COC will be produced, that is up to the discussion by the 11 parties of Asean plus China,” he said. “I don’t want to prejudge the result of that negotiation. Meralco bill to increase slightly in August Hasten motorcycle

HE generation charge component of Manila Electric Co. (Meralco) consumers’ electricity bill is expected to go up by a few centavos this month. Generation charge covers the cost associated with Meralco’s purchase of power from its suppliers—independent power producers (IPPs), power producers with power supply agreements (PSAs) with Meralco and power producers using renewable energy (RE) and the Wholesale Electricity Spot Market (WESM). During a forum at the editorial office of the BusinessMirror, Meralco Spokesman Joe Zaldarriaga said generation charge could go up anywhere between six centavos and 10 centavos. “Although spot prices registered a reduction, we see generation costs as having a slight upward movement of probably around six centavos to 10 centavos mainly due to higher fuel costs,” Zaldarriaga said. he Motorcycle Development Program Participants Association (MDPPA) Inc. again asked the Land Transportation Office (LTO) to speed up its registration process, as the backlog of unregistered motorcycles have ballooned to 100,000 units. MDPPA President Armando Reyes of Honda Phils. Inc. noted that since the LTO’s move in 2014 to centralize registration procedure in regional offices—giving birth to a slew of other issues—registration has proceeded on a “snail’s pace”, leading to a steady increase in backlog. “The lead time is too long. It takes months before an OR/CR [official registration/certificate of registration] can be obtained by the motor vehicle dealers. In the past, district offices per region can process but that has since been changed and there’s only one office per region that can process papers,” Reyes told the BusinessMirror in an interview. “Buyers of motorcycles are commuters. They want to use [their bikes] as soon as possible. Aside from that, the market is growing and the sales volume is increasing,” he added.
