As we turn this year toward a brighter business future, Utah has led the nation through the recovery. Utah and its business leaders are breaking out into new ventures that will solidify our state’s future in the national and global economy. Every new opportunity requires our attention and investment to thrive.
Adversity has only strengthened our resolve as we exit the worst economic recession since the Great Depression. As a state, our strong fiscal principals on sound economic practices continue to position us to be recognized as the “Best State For Business” by Forbes Magazine – a repeat distinction from 2010 and 2011. As the nation is only beginning to stabilize from a wildly volatile economy, with little change in national unemployment rates, Utah’s economy has served as a model of stability for other states to emulate our best practices. Our economy has expanded 2.3% consistently since 2006 and remains a bright spot for entrepreneurs and business stakeholders.
Unemployment remains one of the lowest in the nation. Because of our strong workforce, Utah remains relevant to expanding companies. We are becoming the preferred destination for their growth. Utah’s business community and governments emphasize innovation and efficiency to generate growth across our state. We must continue to invest in our workforce and next generation of talent to maintain our strength.
Today, the challenge remains for business leaders, to recognize opportunities and strengthen our position as the premier state for doing business. Utah is a state of “best practices” and that’s the essence of this year’s summit. Highlighted by Gov. Gary Herbert’s address, the summit will provide a powerful forum for you to network with colleagues, glean thoughts from industry experts and find new ways to position your organization to expand into the future.

Gary R. Herbert
Governor of State of Utah
Gary Richard Herbert is Utah’s 17th Governor. Prior to becoming Governor, he served as Lieutenant Governor under Governor Jon M. Huntsman Jr. for nearly five years, before taking the Oath of Office on Aug. 11, 2009.
Governor Herbert was born in American Fork, Utah, and raised in Orem, Utah. After graduating from Orem High School, Mr. Herbert served a two-year mission for the Church of Jesus Christ of Latterday Saints in the Eastern Atlantic States Mission.
While attending BYU, the Governor met and married Jeanette Snelson, from Springville, Utah.
Shortly after their marriage, the Governor joined the Utah National Guard and served for six years as a staff sergeant working with target acquisition, artillery and ground survey.
After his military service, the Governor began a career in the real estate industry, founding Herbert & Associates Realtors, an Orem-based brokerage firm. He also served as president of the Utah Association of Counties and the Utah Association of Realtors.
Governor Herbert and Jeanette founded a child care service, The Kids Connection, which they operated for 23 years. In 1990, he was elected to the Utah County Commission, in which capacity he served for 14 years. Governor Herbert served on 23 committees during this time, two of which were the Provo Orem Chamber of Commerce and Utah Water Conservancy District.
The Governor currently sits on the National Governors Association Health and Human Services standing committee, the Healthcare Reform Task Force and the newly created Homeland Security Special Committee.
In his inaugural address, Governor Herbert outlined his three main priorities of economic development, public and higher education, and energy development.

As Co-Founder and Chief Innovation Officer of RIDEMAKERZ, Larry built an award-winning and profitable retail business from concept to delivery. He secured launch funding; he sourced and recruited an executive management team with experience from Disney, Sony Entertainment, Leap Frog, Bain Consulting, BMW and Toyota; and he formed key corporate licensing arrangements and fulfillment partnerships with such diverse companies as General Motors, the Ford Motor Company, Chrysler/Dodge, Toyota, BMW, NASCAR, Build-A-Bear Workshop, Warner Brothers, MARVEL, and the Walt Disney Company. He also led the team that developed a supply-chain of high-quality, socially compliant manufacturers in China. One of Larry’s most significant achievements at RIDEMAKERZ was the formation of a cross-divisional partnership with The Walt Disney Company, including Walt Disney Imagineering, Disney Parks & Resorts, Disney Consumer Products, the Disney Store, and Marvel Consumer Products, which led to RIDEMAKERZ being named Disney Store’s 2010 Global Most Innovative Vendor.
RIDEMAKERZ was also named Chain Store Age’s “Worldwide Retail-Store-of-the-Year” three years in a row: 2008 (Best Attraction Retailer), 2009 (Best Pop-Up) and 2010 (Best Pop-Up). In 2009, the Ford Motor Company recognized RIDEMAKERZ with the Henry Ford Global Licensing Award for “Best Consumer Outreach,” and the company also won the highest honor awarded by the National Association of Parenting Publications of America, the “Gold Medal for Toys.”
Previously, while serving as Executive Vice President of Corporate and Business Development at SIMPLEXITY. A venture-backed Telecommunications Exchange, SIMPLEXITY is today the leading eCommerce and Mobile Virtual Network Operator (MVNO) solutions provider in the wireless industry. Larry was responsible for forming distribution partnerships with Microsoft and Best Buy, including $15M in strategic investments, as well as forming fulfillment partnerships with AT&T, MCI, Sprint and many other firms.
Early in his career, Larry learned the value of high-leverage strategic partnerships. As the Founder and CEO of START, Inc., he formed start-up partnerships with both MetLife and NationsBank, each investing $5M and providing key delivery infrastructure. He also led the company’s business development efforts with US Travel Systems, MCI, Hertz, Mobil, Club Med and GE Capital. This led to his first nomination as an Ernst & Young Entrepreneur of the Year in 1993.
Larry holds a Bachelor’s degree in Marketing from the University of Notre Dame, where he also played on the Fighting Irish football team (1981 Sugar Bowl). He was also a two-time Bengal Bouts Heavyweight Boxing Champion. Larry believes in giving back to the community, and he currently serves on the Corporate Advisory Board for Big Brothers Big Sisters of America. Larry is married with three children, lives in Southern California and coaches youth basketball and baseball.

Eccles has strong ties to Utah’s urban and rural communities as well as international markets. He was formerly affiliated with the Salt Lake City office of Wells Capital Management (Wells Fargo Bank), which had approximately $2 billion under management. Most recently, he has been involved with web-based software and materials technology companies in the U.S. and abroad.
In 1997, the Salt Lake Organizing Committee for the 2002 Olympic Winter Games tapped Eccles to manage the development of its Snowbasin venue and oversee the premier Olympic downhill event as well as all of the alpine Paralympic competitions held there — a post he held for five years. Currently, in addition to his venture capital projects, Eccles’ business interests include managing three ranching operations in Idaho and Wyoming, and serving on a wide variety of boards. Eccles’ involvement with Utah’s non-profit community includes his chairmanship of the Salt Lake Chamber’s International Committee and service on its Board of Governors and Executive Committee.

Scott Anderson has served as president and CEO of Zions Bank since 1998 and has been with Zions since 1991. Prior to joining Zions, he spent 17 years with Bank of America in San Francisco, including seven years in its Asia division, headquartered in Tokyo. Anderson received a bachelor’s degree from Columbia University and a master’s degree from Johns Hopkins University. A native of Salt Lake City, he is active in community affairs and serves on a number of industry and community organization boards.

Dr. John J. Tracy is the chief technology officer of The Boeing Company and senior vice president of Engineering, Operations & Technology. He reports to Boeing Chairman, President and CEO Jim McNerney.
In addition to serving on the company’s Executive Council, he oversees the development and implementation of the enterprise technology investment strategy and provides strategic direction to several functions and business organizations comprising more than 100,000 employees. These include the Engineering, Operations, and Supplier Management functions, and also the Information Technology, Enterprise Technology Strategy, Research & Technology, Test & Evaluation, Intellectual Property Management, and Environment, Health and Safety organizations.
Previously Tracy was vice president of Engineering & Mission Assurance for Boeing Integrated Defense Systems. Tracy had functional management responsibility for the IDS engineering processes, engineering tools, and the 32,000-person engineering team. Prior to this assignment, Tracy was vice president of Structural Technologies, Prototyping, and Quality for the Boeing Phantom Works advanced R&D unit, where he was responsible for advanced materials and processes, structural design and analysis, manufacturing technology, prototype development, and the Phantom Works Quality function.
Tracy has also served as the general manager of Engineering for Boeing Military Aircraft and Missiles in Southern California, the director of the Space and Communications Advanced Engineering organization, the director of Operations Management, and director of Structures Technology for Southern California Phantom Works. He joined McDonnell Douglas as a stress analyst in Huntington Beach in 1981, after serving as a high school science teacher in Los Angeles.
Tracy is a Fellow of the American Society of Mechanical Engineers (ASME) and the past chair of the ASME 6,000-member Aerospace Division. He is also a Fellow of the American Institute of Aeronautics and Astronautics (AIAA) and the Royal Aeronautical Society, and has served as an editorial board member for the AIAA Journal, the Journal of ThinWalled Structures, and the Journal of Computer Modeling and Simulation in Engineering. He currently serves on the Board of Trustees for the Illinois Institute of Technology and on the engineering advisory board for several leading universities.
Tracy received a PhD in Engineering (1987) from the University of California-Irvine, and a master’s degree and a bachelor’s degree in Physics respectively from California State University-Los Angeles (1981) and California State University-Dominguez Hills (1976). He has authored more than 30 publications in the areas of composite structural mechanics, launch vehicle structures, smart structures, and aging aircraft.
Jeff Edwards is the President & CEO of the Economic Development Corporation of Utah. A public-private partnership founded in 1987, EDCUtah has responsibility for recruiting new businesses to Utah by working with corporations and site consultants across the US. The company partners with municipalities in all parts of the state to bring new commercial, industrial and retail development. It also does economic research and modeling and provides assistance to existing Utah businesses with expansion and financing resources. EDCUtah works closely with the Utah governor’s office and others to target recruiting in biotech, aerospace, energy, defense, outdoor products, financial services and information technology. Over the last three years, the company was responsible for the creation of more than 15,000 new jobs and more than $3B in capital investment in Utah.
Jeff’s career has included technical and marketing positions with Hercules Aerospace, 3Com, Evans & Sutherland and Western Governor’s University. He is a graduate of the University of Utah. He serves on many boards including the USU Research Foundation, Salt Lake Community College, Salt Lake Chamber and Envision Utah. He is also a Fellow of the Industrial Asset Management Council (IAMC). Jeff was named CEO of the Year for Non-Profit companies by Utah Business Magazine in May 2008.

Dr. Paul Edwards is the editor of the Deseret News. Prior to joining the Deseret News, Edwards was the executive vice president at Southern Virginia University where he oversaw accreditation, curriculum, faculty and instruction.
He has served as president of the Mercatus Center and vice president for academic affairs at the Institute for Humane Studies, both at George Mason University. Edwards taught law and politics at Brigham Young University. He holds a Ph.D. in jurisprudence and a J.D. from the University of California, Berkeley, a certificate in French from the University of Paris and graduated with honors from Brigham Young University.
Matthew S. Holland is the President of Utah Valley University. Before assuming his current position, President Holland was an associate professor of political science at Brigham Young University. His commitment to applied learning concepts led to his selection as BYU’s “Civically Engaged Scholar of the Year” in 2008. He also won Princeton University’s James Madison Fellowship. His book, Bonds of Affection: Civic Charity and the Making of America, was published by Georgetown University Press, and selected as an “outstanding academic title” by Choice Magazine.
He graduated from Brigham Young University with honors in 1991, and was valedictorian for the political science department. Before going on to earn his master’s degree and Ph.D. in political science at Duke University, President Holland served as chief of staff for the top executive of the international consulting firm Monitor Group and, later, as special assistant to then-Governor Michael O. Leavitt. Currently, he serves on numerous community boards.
Randy Shumway is the founder and CEO of the Cicero Group (www.cicerogroup.com). With over 200 employees, the Cicero Group is considered one of the world’s premier data-driven, strategy firms. Cicero has two wholly owned subsidiaries: Education Direction and Dan Jones & Associates. Shumway previously was an executive at Answerthink and has worked for Bain & Company and Dow Chemical. He is a graduate of BYU and obtained his MBA from Harvard Business School, graduating with highest academic honors. He serves on several corporate boards as well as on a host of volunteer boards focused on improving education and the economy in Utah.
