Submit a letter of credit from an eligible bank or other performance bond in accordance with NTIA guidance contained in the BEAD Letter of Credit Waiver. Submit business plans and related analyses, such as pro forma statements, that substantiate the sustainability of the proposed project.

Submit a project plan that includes a network design, diagram, project costs, build-out timeline and milestones for project implementation, capital investment schedule, and attestation that the proposed network can deliver broadband service to all locations the project area serves.

Compliance with Laws Demonstrate capability of complying with all applicable federal, state, and local laws. Demonstrate compliance to the following legal topics, among others: employment, safety and health, underground plant protection, consumer privacy, cybersecurity, public utilities, and nondiscrimination. Verify that the organization permits worker-led health and safety committees.

Project Funding Areas Select each project funding area you wish to apply for funding to serve. Specify the technology to be used. Submit supporting documentation to demonstrate the validity of the proposed project, including budgets and letters of support. Proposed projects on Tribal lands must include resolutions of consent from the relevant Tribe.
