GOVERNMENT CENTER–One of Burnett County’s high-profile cases went to sentencing Monday morning.

Domminic Haugen, 38, was given a 20-year sentence in a case that dates back to June 2016. He was driving too fast and was under the influence of methamphetamine when he struck and killed Courtney Oustigoff, a 30 yearold mother of three boys.

Friends and family of the victim filled the courtroom Haugen Monday morning, some wearing purple shirts that said “Justice for Courtney” on the back in bold yellow letters.

Haugen pleaded guilty to the felony charge of hit and run involving death last July and sentencing for the case was put on hold until he was sentenced in a separate case involving a conspiracy to deliver amphetamine in Sawyer County.

There was an agreement between the defense attorney Stephen Zuber and former Burnett County District Attorney Bill Norine to have the sentence of the hit and run case to run concurrently with the sentence from the Sawyer County case.

GRANTSBURG–Dr. Joni Burgin was presented the Paul Harris Fellowship recognition at the Grantsburg Rotary Club meeting July 9.

The ceremony began with Dr. Steve Bont explaining a little about what the Paul Harris Fellowship is. Paul

Harris was the man who founded Rotary with three other business associates in Chicago in 1905. The Fellowship was established in his honor in 1957. It was established to express appreciation for a contribution of $1,000 to the Humanitarian and Educational programs of the Rotary Foundation.

Bont said, “We move closer

to a more peaceful world today as Dr. Joni Burgin becomes a Paul Harris Fellow.”

Joshua Watt, the new Grantsburg School District’s Superintendent, gave the introduction for Burgin.

Watt went on to say that because of that contribution, the district has regularly earned Exceeds Expectations on the district report card and has earned several awards like Advanced Placement Honor Roll, the AP Pacesetter awards and eight US News and World Reports Best High School awards.

Burgin also led the school district in many community and facility projects such as building the middle school, remodeling the elementary and high school buildings, opening the iForward Online Charter School, renovating the football and track fields, building the ball fields and she was the co-creator of Faculty Follies, a fundraiser to raise money for senior scholarships.

Watt said that what he admired most about Burgin’s leadership was her investment in people. “By instilling a culture of putting people first and caring about students and staff… her commitment to people is something that will be an enduring value and remembrance of her.”

Before Burgin got up to say her speech, some of the Rotary Club Members stood together with her, gave a speech and presented her with the certificate and pin.

Burgin began her speech by saying memories that she had with some of the Rotarians and thanking all of them for their contributions to the school district over the years. Burgin stated that the most significant thing that had happened to her

with the school district was the development of the virtual school, iForward. She said, “We have over 100 grads per year, it’s a big celebration day for us, a lot of them have a lot of learning barriers, they cross that stage with anxiety issues or teen parents, some of them are top end honor students, but it’s 100 students per year

that have not found what they needed in traditional brick and mortar.” It also provides a lot more variety in classes that cannot be found in traditional schooling such as aviation classes, Russian, engineering and advanced placement classes.

Bont had asked Burgin to speak about a few of the things

she has learned over the years.

She said one of the things she has learned is that we are to love our people. She said, “Those that we lead, we serve, and the people around us deserve our care and attention.”

We need to contribute to be kind, honest, patient, apologize, forgive, ask to be forgiven and thank people. Burgin also

learned the importance of innovation. “We need dreamers and we need people that are willing to take calculated risks in trying new things, we need to encourage our staff to dream and create, build and design, because they are going to have the ideas before I do.

The idea people make things happen.”

Burgin ended her speech by telling the Rotary Club what she tells the staff every year when they leave. She tells them that educators are in the business of building hopes and dreams in young people and that there’s no finer or noble work than helping them realize their dreams. “We never know the result of investing one’s heart and soul in a student, together we plant important seeds in the lives of kids.

The work takes faith, energy and love, and although we may not be able to see immediate results, it’s the hard work that makes a difference and eventually it shows up.”

Highway 70 ramps still closed MnDOT workers have said the I-35 Snake River Project is still on schedule. The bridges on Highway 70 will be closed through July 19.

Phil Johnson of CBS Squared, Inc. based in Chippewa Falls gave a brief presentation to the natural resources committee on their designs and plans for the Devils Lake road, boat landing and beach.

Kent Jacobson of the Devils Lake Association came to the committee last month and asked if they could contract Johnson to come up with a “100year solution” for the lake.

The major concerns they were addressing were the retaining wall construction, designing a boat launch, designing a beach and a parking lot.

Johnson outlined some of the site’s constraints like the condition of the wall, the narrow corridor by the lake, the water level and impact the ice has during the winter.

He presented two options for the committee. The first

involved shifting Devils Lake Road centerline and building a wall along the road with Mud Lake, then install a 200-foot wall on Devils Lake and 220 feet of riprap to the northwest edge of property.

The second option includes no change to Devils Lake Road.

The plan would be to add sheet pile wall for 350 feet along the lake and then shift to riprap for another 75 feet.

Both options include ramp access to the beach and suggest removing the existing bathroom and replacing it with a vault or enclosed portable toilet.

The committee was impressed with the work they had done.

Supervisor Craig Conroy told the group to keep working on it and make sure when they have budgetary items to send them to the committee.

Jacobson and Johnson said they would get estimates back to the committee before the budget season starts in August.

Arriving at success

T

he signs over the last couple of days have been very daunting. The U.S. Bank across the street from our downtown Grantsburg office posted 94 degrees on Monday.

Over the weekend the Community bank sign at the traffic light in Siren said 91 degrees. I drove past the sign on Monday and it said 95 degrees.

Granted some of those signs are sitting in direct sunlight all day and I’m not entirely sure where they are getting their reading from, but one thing is certain. It’s hot out there folks.

Some of you may be wondering about my situation since the last time I talked about this I was too lazy to install my air conditioning units. I can assure you they have both been installed and are currently being held in place by half a roll of duct tape.

My dad and step-mom came up this weekend to hang out. They did Sentinel not expect it to be so hot.

The two of them have never Editor made the trek up here and I told Jonathan Richie them “even though it’s unbearably hot now, this is much better than when it is snowing sideways and there is half an inch of ice on the backroads.”

Something has been happening with my parents over the last two years. They are proud of me and they’re admitting it.

Now neither my mom or dad came from touchy, feely families. But they have always been very supportive of my decisions. Even though I believe neither of them ever had much faith that I was going to become a world-famous drummer or the next Sam Kinison. So, as my stand-up career came and went they would say things like, “Congrats on getting the part-time job at the grocery store Jonathan” and “Y’know everyone has to start somewhere and there aren’t many jobs out there from what I hear.”

My mother has always been overly supportive. If I told her I wanted to stand on a street corner and balance plates on my head for pocket change from strangers, she would find time in her schedule to visit my street corner.

However, now the compliments are, “you look really good” and “Jonathan, I’m proud of you, you look like a young man, I can’t believe it.”

What I’m trying to say is my parents had much more faith that I would be a successful member of society than I ever had for myself. I still wonder what it would be like if I was back in my lazy days of sitting around doing nothing until the phone rang and I had a story to do.

Finally, whenever I see my dad we end it with a handshake. On Sunday, he went in for the handshake, then he nudged my shoulder with his shoulder and with his other hand grabbed my other shoulder. I thought he was going in for a hug so I pulled out of the handshake.

“Dad, it’s 2019 if you want a hug you just have to say it.” And I brought him in for a bearhug.

And just like that I am one step closer to ending the line of crotchety old Richie men.

Still a giant leap

f I hadn’t seen it with my own eyes, I wouldn’t have believed it.

With the rest of my family, gathered in our darkened living room, I was one of the 600 million who watched grainy video on our Zenith black and white television of a man stepping on the moon.

Just in case you have been living under a rock, Saturday marks the 50th anniversary of the first moon landing.

Viewed from the perspective of 2019, the landing of the Eagle lunar module is even more striking today.

Since America won the race to the moon, it is easy to forget the high stakes of the space race. There was a period of time in the early 1960s when the Soviet Union was clearly in the driver’s seat in the race.

Even though Richard Nixon was the president who made the very long-distance call to Armstrong and Buzz Aldrin, it was his nemesis, John F. Kennedy, who is remembered for having the audacity to dare to reach for the moon with a very tight schedule.

Kennedy’s gamble was to leapfrog over the Soviets to get to the moon. The price tag was steep, with Apollo costing $25.5 billion, around $150 billion in today’s dollars.

could afford the costs of the project. Kennedy also encouraged the inclusion of an African American in the test pilot and astronaut programs, another big leap that eventually fell short.

It is interesting to me that the seeds of the space race were planted in the aftermath of World War II. Engineers in Nazi Germany were working on a ballistic missile system that had the potential to change the outcome of the war. When the war ended, the Soviets and Americans scooped up as many scientists and engineers as they could. The Soviets eventually sent their former Nazis home. One of the American Nazis, Wernher von Braun, became a very public face of the program.

When Richard Nixon scuttled plans to go to Mars, von Braun was publicly outraged and left the program in 1972. He died of cancer in 1977.

Armstrong and Aldrin eventually took control of the lunar lander when the landing site the computer was taking them to was strewn with large boulders. When the spacecraft landed, it had 40 seconds of fuel left.

You can’t fault the computers too much. They had less computing power than the first iPhones.

Much of the math and computations regarding spaceflight were done by human beings, called “computers.”

If you have read the book or seen the movie “Hidden Figures” you know the story of these very smart and underappreciated women.

Even though politicians have called for “moonshot” priorities for things from cancer to climate, no one has been able to mobilize and unite the nation in peacetime like Kennedy did with the race to the moon.

Governor’s vetoes hurt Northwest Wisconsin Last week, Governor Evers signed Wisconsin’s two-year budget into law. Before giving his final approval, the Governor altered the spending plan 78 times using his partial veto powers. I applaud him for signing the budget instead of vetoing it in its entirety, as some suggested Magnafici he do. Indeed, not a single Democratic member of the Assembly or Senate voted for the budget. While I’m happy for the Governor’s support, I do have issues with some of his vetoes.

A major concern is the Governor’s decision to remove funding for the Local Road Improvement Program (LRIP), a program that provides monies to counties and municipalities to repair deteriorating roads. Here in Madison, I was instrumental in securing $90 million in new funding to support this program and help eliminate the backlog of local road projects in northwest Wisconsin.

Unfortunately, with a stroke of his pen, the Governor slashed this program by $15 million and vetoed

requirements that it be used to help municipalities. Money that was meant to help rural communities like ours now instead sits in a slush fund at the Department of Transportation waiting to be spent by bureaucrats – probably in places like Madison and Milwaukee.

As I’ve said before, the condition of our roads in northwest Wisconsin is a topic that Republicans and Democrats both agree needs to be addressed, and I’m disappointed that Governor Evers chose to pillage a program that would’ve helped our part of the Gae Magnafici state.

Representative The Governor also eliminated a planned regional mental health crisis center in Eau Claire. As I’ve met with local law enforcement officials, it has become clear northwest Wisconsin needs more mental health facilities. In fact, it is one of their

highest priorities.

The planned center in Eau Claire would have reduced the strain on resources that many local departments face. Increasing access to mental healthcare resources is one of my top priorities, and I’m disappointed by the Governor’s choice to act against the legislature’s efforts to increase such access.

Despite these shortsighted vetoes, I’m pleased with what this budget will do for Wisconsin.

Over the course of the next two years, all school districts will see an increase in funding, including increased funding for special education and mental health services. Long-term care providers will receive increased funding and a higher reimbursement for Medicaid patients. $500 million of surplus revenues will be returned to the taxpayers in the form of a middle-class tax cut. All of this has been accomplished while doubling the state’s rainy-day fund and with no additional state level taxes.

I’m proud of what we’ve been able to accomplish with this budget, and I look forward to continuing to work on the issues that face northwest Wisconsin in the coming months.

Enjoying buttered pasta in the summer I don’t know if I’ve been craving pasta or butter.

Maybe both? Pasta is one of those miracle foods. So is butter. Pasta cooks up really fast, has a long storage life, pairs well with most vegetables and proteins, and feels good to eat. So does butter.

Both are satisfying and I’m not craving one more than the other, but I’m craving buttery pasta.

When pasta is cooked perfectly (al dente) it’s still firm and soft. Even when it’s eaten plain or with something as simple as butter, it becomes a delicious quick meal even worthy of serving to guests.

To keep buttered pasta a light and summery meal, add only a small amount of butter, some fresh vegetables, and lean proteins.

Shrimp is a great compliment to pasta and butter in the summer. Shrimp is light and cooks up as fast as the pasta. It can be served cold or warm which is perfect when outdoor temperatures heat up.

Summery Shrimp Scampi 3 - 4 Tbsp. butter, divided 1 small onion, sliced thin 3/4 lb. shrimp, patted dry with a paper towel 1 Tbsp. fresh orange juice 1 tsp orange zest

1 Tbsp fresh tarragon, chopped Salt and pepper to taste 1 cup cherry tomatoes 1/4 cup pistachios with salt, lightly crushed 2 cups cook hot pasta, such as angel hair Cook the pasta according to the Wild Chow manufacturer’s instructions al dente.

Set aside and coat the pasta lightly Lisa Erickson with butter—about 1 tablespoon--to prevent it from sticking together. Set aside and keep warm.

In a large fry pan, over medium-high heat, melt the remaining 2 tablespoons butter. Add the onion and cook until slightly tender; about 3 minutes. Add the shrimp and cook until shrimp are pink and cooked throughout. Add orange juice, orange zest, tarragon, salt and pepper, and cherry tomatoes. Toss until heated through and some tomatoes begin to collapse and are tender.

Plate the buttered pasta in a large, shallow pasta bowl. Pour the entire contents of the cooked shrimp and over the pasta. Top with pistachios and serve.

Socialism has never been good for the mass population of a country. Socialism never allows its people to share in prosperity, it requires people to share in mediocrity. Stripping from those that have done well and giving to those less fortunate only creates a mediocre class of people and does not allow people to flourish. Country after country has tried this communistic type of government and it has never worked for the betterment of all its people. Why are some in the Democrat Party pushing for socialism? Power and control is the answer.

The more people are dependent on the government, the more control the government has on them. The government prospers under socialism but only for a while. When the people get tired of having the fruits of their labor confiscated from them and decide to be on the receiving end, less wealth will go to the government. It has been said “insanity is doing the same thing over and over expecting a different result”. Why are those on the left expecting a different result? As individual success increases, government dependence decreases. Keep America Great, say no to socialism.

Thwarting local control Dear Editor, In disturbing news, our new State Representative, Gae Magnfici, seems to be stepping right into the same role as her predecessor, Adam Jarchow, by continuing his efforts to thwart local control and decision making in favor of consolidating power in Madison with one-size-fits-all solutions that don’t work. For example, Rep. Magnafici is a co-author of AB-277 - a bill that would prevent local zoning ordinances from applying to the siting of concrete production facilities used for transportation projects. The League of Wisconsin Municipalities and the WI Counties Association are both against it. Why? Because it tramples on local authority and for no good reason.

I’m also concerned about Rep. Magnafici’s lack of interest in growing jobs in Wisconsin. At her listening session in Grantsburg last month I spoke about the tremendous opportunity for growing jobs in Wisconsin by supporting policy measures to lead our state rapidly towards 100 percent renewable energy in the coming years. Other states, both “red” and “blue,” are poised to capture the tremendous economic growth that is occurring in the renewable energy and energy efficiency sectors and Wisconsin is being left behind. Disappointedly, Rep. Magnafici has refused to sign on to any clean energy job proposals that have been introduced.

At this point in her tenure, I’m becoming more and more disappointed in her votes and actions and her lack of initiative on important issues. I’ve spent time and energy writing to her numerous times about the issues above and many others and have given her a wealth of information to help in her understanding. I have heard nothing back from her, not a peep. I can only conclude that she doesn’t care and feels that there is no need to respond to her constituent’s concerns.

Fiscal Facts: Loss of Educated Workers Causing ‘Brain Drain’ in Wisconsin People who move away from Wisconsin tend to be more highly educated than those who stay in the state or those who move here from elsewhere, highlighting the state’s need to attract and retain college graduates.

Over 20 percent of native Wisconsinites ages 31 to 40 who moved out of state were classified as “highly educated,” defined as in the top third of educational levels, according to 2017 federal data. The percentage of highly educated people born elsewhere who moved into Wisconsin was under 10 percent, however, indicating a “brain drain” deficit.

Although improved from the state’s

previous rankings, Wisconsin’s gap was still the eighth highest in the country and second only to Iowa in the Midwest. Meanwhile, Illinois and Minnesota saw net gains of highly educated workers in the same age group.

Wisconsin has comparatively strong population retention, but its low rate of in-migration from other states is a key driver of net migration loss.

In response to this worker shortage, Wisconsin officials in both parties have proposed measures designed to attract and retain college graduates, mainly through state income tax incentives.

HAUGEN: sentence to run consecutively with Sawyer Co. sentence of manufacture/deliver amphetamine CONTINUED FROM PAGE 1

Online court records show Haugen was sentenced to 15 years in state prison and 10 years extended supervision after he pleaded guilty to one felony count of manufacture/deliver amphetamine (>50 grams) with the modifier of conspiracy to commit in Sawyer Co. Judge Melissia Mogen was not bound to that agreement and she sentenced Haugen to 10 years of initial confinement and 10 years of extended supervision to run consecutively with the Sawyer County conviction. He was also given 15 days of jail credit.

When Mogen announced the sentences would be served consecutively and not concurrently the friends and family of Oustigoff cheered in relief.

Her reasoning for consecutively running sentences was that the cases were in two different counties and the crimes were not linked in any way besides the fact that they had the same defendant.

Victim Impact Statements Victim impact statements were read by Courtney’s father, Neil Oustigoff and family friend Gary Stoner as well as the father of Courtney’s three children, Tyrone Awonohopay.

In those statements’ family members spoke of anger toward Haugen, they called him a monster and said they would like to see him “rot in prison.”

Neil Oustigoff started reading a statement written by Courtney’s grandmother, Thamer Rogers, and after a few paragraphs he became overwhelmed with emotion and had Gary Stoner continue to read the statement. Stoner then read a statement from Courtney’s mother, Nicole Bearheart.

“Children are supposed to bury the parents, it’s not supposed to be the parent bury the child,” Stoner read.

“We couldn’t even have an open casket funeral. We had to say goodbye to her hand,” Stoner continued. “(Haugen) took a very special

that area. The oil pan was damaged and some rigid fluid lines on the driver’s side of the transmission were bent – damage consistent with a strike to the vehicle from underneath. They found several areas of what appeared to be biological material on the vehicle undercarriage.

The state crime lab reported the samples were consistent with those located at the scene.

In the courtroom Judge Mogen spoke at length about sentencing.

The three criteria she was using were; seriousness of offense, character of defendant and need to protect the public.

She explained that the crime was very serious, it resulted in a death.

“This involved two individuals.

However, one had a choice. One had choice to drive a vehicle. One had the choice to run away from the scene,” Mogen said speaking of Haugen’s actions following the accident.

It was said many times in court that Haugen did not stop to check on who/what he had hit, and he did not give police any information until after they found and started talking to him.

According to the criminal complaint filed in Burnett County Court from February 2017, Oustigoff was struck after 10:53 p.m. the evening of June 14 and before 6:11 a.m. the morning of June 15.

The Burnett County Sheriff’s Department received an anonymous tip that Haugen struck a female with his white Dodge pickup truck and dragged her from the point of impact.

Haugen allegedly returned to his residence to clean the truck.

There, he smeared animal blood on the vehicle to hide the damage.

A search of the vehicle by authorities “revealed a piece of cloth stuck between a clamp and a hose near the transmission.” Officers also detected an odor of decomposition by the driver’s side front tire after removing the tire.

During his argument District Attorney Joe Schieffer said that this case is an example of how methamphetamine has a terrible impact on communities He said that Haugen was using an eight ball of meth a day.

“Who is Domminic Haugen sober versus who is he on meth,” Schieffer asked. “This case shows the consequences of using methamphetamines. Haugen admitted he was driving too fast and was high on methamphetamine that night.”

Since sitting in jail Haugen’s attorney said he has gotten sober and is working on that. Before the hearing ended Mogen said he would be eligible for a substance abuse program while incarcerated.

Haugen has 20 days to appeal the decision.

Neil Oustigoff said in his victim impact statement that the police could not at first confirm it was Courtney’s body because there “was so much trauma” when it was hit by Haugen.

Tyrone Awonohopay read statements written by his parents from the point of view of Courtney’s children. The children had been living with Tyrone’s parents as he continues to live a sober life.

“I was in jail when I heard about Courtney,” Tyrone told Judge Mogen. “That was really hard for me to deal with that while in jail.”

Haugen’s mother made a victim impact statement as well. It was unexpected that she or anyone for the defense would speak.

“Everybody has lost someone,” Sheila Gouthier said. “My son is not a monster.”

She continued to say that her son is like dead to her because he can’t see his two children and she doesn’t get to talk to him.

“Even though I can see him, he’s a death to me,” Gouthier concluded.

Traffic stop leads to marijuana bust JONATHAN RICHIE SENTINEL EDITOR

SIREN–Siren Police received a call of an erratic driver on Highway 70. The officer could allegedly smell the marijuana as soon as he pulled him over and recovered over a quarter pound of marijuana.

According to police reports, on July 6 around 2:25 p.m. a call came in to Siren PD of an erratic driver heading eastbound on Highway 70 and entering Siren. The caller told the dispatcher the “vehicle was all over the road.”

Police pulled over the vehicle on State Road 35/70 by Luverne Schumacher Road. They contacted the driver Gerald J. Schumacher, 66, Pine City, Minn., and immediately could smell the odor of marijuana.

The officer asked him if there was any marijuana in the car and Schumacher said he had “four joints in his pocket.”

Schumacher then told police he had a quarter pound of marijuana in a box in the center console.

The officer found the box that was sealed with tape.

Inside the box there were two bags with over 158 grams of marijuana.

The vehicle search resulted in the officer finding eye drops and lighters, but no other contraband or weapons.

Schumacher was arrested for possession of THC and possession of drug paraphernalia. He was transported to jail. Two days later, the suspected marijuana field tested positive for THC. Online court records show he posted his cash bond four days after being arrested and is scheduled back in court in September.

‘Big Boy’ passing through Pine County The largest steam engine in the world will travel through the area twice in the coming weeks. On July 19, the Union Pacific Big Boy Steam Engine No. 4014 will be passing through Pine County on its way to the Lake Superior Railroad Museum in Duluth. According to the Union Pacific (UP) website, the locomotive is on tour as part of the 150th anniversary of the transcontinental railroad’s completion. Of the 25 Big Boys built for Union Pacific, only eight remain, and the 4014 is the only Big Boy operating, having been newly restored for this commemorative tour.

While there are numerous places along the tracks to view the Big Boy as it passes by, there are several places spectators can get a good, long look.

Its run north from St. Paul on Friday the 19th will include a stop in Bruno at the Pine Street crossing from 1:05-1:50 p.m. According to the schedule, the Big Boy will be on display, along with a walk-through exhibit in a converted box car called “Experience the Union Pacific Rail Car” on Saturday, June 20, from 9 a.m. to 6 p.m. at the Lake Superior Railroad Museum. The public can view both the Big Boy and the box car exhibit for free. Additional activities are also being held

The 4014 will come back through the area on Monday, July 22, as it continues on its Midwest tour with another stop in Bruno from 9:45-10 a.m. and a stop in Hinckley from 10:50-11:35 a.m.

To be safe when viewing the train, UP recommends keeping a 25-foot distance from the tracks. Also remember that

trains can’t stop quickly, and their speed and distance can be deceiving.

ABOUT THE BIG BOY Big Boy No. 4014 was manufactured by the American Locomotive Company and delivered to Union Pacific Railroad in December of 1941. It is an articulated (or hinged, because its frame is so long) 4-8-8-4 steam locomotive which, according to the UP website, means it had four wheels on the leading set of

“pilot” wheels which guided the engine, eight drivers, another set of eight drivers, and four wheels following which supported the rear of the locomotive, which included the firebox. The Big Boy had the capacity to haul 24,000 gallons of water and 56,000 pounds of coal to produce the steam that powered it.

These massive, 132 foot-long, 1.2 million-pound locomotives were built between 1941 and 1944. They were constructed to haul freight through the

mountains between Wyoming and Utah. No. 4014 was retired in December 1961, having traveled 1,031,205 miles.

UP reacquired No. 4014 from the RailGiants Museum in Pomona, California in 2013 and relocated it to Cheyenne, Wyoming, to begin a multi-year restoration process. As part of the restoration, the engine was converted from coal-fired to oil. On the first weekend in May 2019, it rolled out of the UP restoration shop in Cheyenne, headed for Ogden, Utah. In Ogden, the locomotive was part of a reenactment of the Golden Spike ceremony, celebrating 150 years of the intercontinental railroad system.

Governor Evers announces more than $145 million in payments to local governments Governor Tony Evers announced that local governments received quarterly payments last week totaling $145,978,567 for General Transportation Aids, Connecting Highway Aids and Expressway Policing Aids from the Wisconsin Department of Transportation (WisDOT).

Burnett County was awarded $312,714.08 in funds.

All 24 municipalities are set to receive anywhere from $11,000 to over $50,000.

The budget the Governor signed last week, provides a historic 10 percent funding increase ($66 million over the biennium) for general transportation aids, paid to counties, towns, villages, and cities. The increase will be paid to local governments beginning January 2020.

Moratorium on CAFOs passes committee JONATHAN RICHIE SENTINEL EDITOR

BURNETT COUNTY––The natural resources committee voted unanimously in favor of the proposed moratorium on livestock facilities licensing after nearly three hours of a public hearing at the Government Center.

“The purpose of this ordinance is to allow Burnett County to impose a moratorium providing adequate time to study, review, consider and determine whether amendments to the Livestock Facilities Licensing Ordinance,” the ordinance states. It continues to state if a new ordinance is required to protect public health of safety in Burnett County.

Burnett County Corporate Counsel David Grindell said that the moratorium would most likely not hold up in court

with the application for the proposed CAFO in Trade Lake. Although their application has not been completed they have submitted their preliminary permit for a hog CAFO. The moratorium states any new livestock facility that will have 1,000 or more animal units will be postponed for a 12-month period while a special study committee reviews the various safety concerns that have been brought up over the last couple of months.

The Wisconsin Department of Natural Resources (WDNR) defines 1,000 animal units as 1,000 beef cattle or 750 milking cows or 200,000 chickens.

The Burnett County Board of Supervisors will create an eight-person special study committee known as the LargeScale Livestock Study Committee. It will consist of three elected officials, three

Burnett County Staff members, two interested Burnett County Residents and property owners.

That ad-hoc committee will have a year to study all aspects of CAFOs and then possibly another six months to complete their task.

County Administrator Nate Ehalt added, “if they finish the task early it could take less than a year.”

The committee has also been given $20,000 to do research and to follow through with necessary studies.

The moratorium also states, “The Large-Scale Livestock Study Committee shall report its recommendations on appropriate county- level regulatory approaches relative to the siting and/or operation of livestock facilities within Burnett County to the full County Board of Supervisors at least 30 days prior to the end of the moratorium, adopted pursuant to this ordinance or as soon as the Committee has developed recommendations based upon its research, whichever comes soonest.”

Public hearing Dozens of citizens gave their opinions on the moratorium on confined animal feeding operations or CAFOs and their potential impact on the community at last week’s public hearing.

More than 30 people spoke in favor of the moratorium on CAFOs in Burnett County. On the other side were six people against the moratorium and therefore for CAFOs. A few of those in favor were from Suidae Health and Production as well as one person from the pork industry.

Veterinarian Amber Stricker from

Suidae told the committee she grew up on a farm in Iowa and works with the animals every day. She said the CAFO operation is normal and people should not worry about it.

Another vet with Suidae Matt Anderson spoke as well. Anderson said he is part owner of Suidae and he has never dealt with the issues that the residents were worried about like overwhelming smell, contaminating the groundwater and decrease in home values.

Jeff Sauer, who submitted the CAFO application through the WDNR, brought up a CAFO in Barron County that he says has not had any of those issues.

“It’s the largest poultry CAFO in Western Wisconsin, it has created and helped their robust economy,” Sauer said. He continued to say that most of the worries from the public are fruitless and that CAFOs are safe.

At this point in the hearing there was some jeering and shouts from the hostile crowd, many of whom have been working against the proposed hog CAFO for months.

These people have been to countless meetings over the last couple of months and have been doing their research on CAFOs. There is the amount of liquid manure that could be stored at the facility. Many have speculated it would be over 60 million gallons of manure produced in just six months.

The moratorium will be voted on by the full county board at this week’s meeting July 18. At that meeting the board is expected to appoint the eight members to the Large Scale Livestock Study Ad-hoc Committee.

WEBSTER—The school board Monday night voted to have the school’s facilities studied in hopes of getting a better grasp on the next phase of a possible referendum.

Documents from Rettler Corporation say, “CESA 10 is assisting the Webster School District with pre-referendum planning.

The district is considering reconstruction of the

existed site circulation, parking, and drives for all vehicular and bus traffic at the high school and middle school along with track redevelopment at the high school.”

It continues to say a separate concurrent study will be completed for the baseball facility.

Webster Superintendent Jim Erickson said Rettler is highly recommended and qualified for the project. Erickson pointed out they would be looking

at things like the baseball field and water drainage on Fairgrounds Road.

Terry Larson asked that when Rettler is surveying the track if they could include the pole vault and long jump portions of the track as well.

Erickson said he would contact them the next day about those topics.

The study is set to cost $8,700 and will include a topographical survey on the school grounds.

SIREN––Officials voted in favor of borrowing money to pay for a number of 2019 road projects the village will be undertaking.

The village board unanimously voted in favor of borrowing the funds for the projects, mostly micro sealing.

Siren public works director Jim Jaskolka plans on micro sealing four sections of road throughout the village: • Main Street from Third Avenue to Hanson Avenue • First Avenue from Johnson Street to the alley just north of Main Street

• Main Street - east and west ends • Alley between First Avenue and State Road 35/70 behind Jenneman’s The loan is for $400,000 at 3.11 percent interest rate from Bremer Bank with no closing cost over a period of ten years.

In other items: • Doug Crane, of North Country Surveying Inc. was also at the meeting to give an update on the work he has done for the village for dividing up the Tewalt Road Property into lots for a possible subdivision.

• Representatives from the Town of Siren came to the Village asking about taking over a portion of Town Land including Sanitary district.

Farmers say wet spring, summer rain pushing back harvest MADISON— Farmers in Wisconsin say a wet spring and summer rain is pushing back their harvest timelines.

WKOW-TV reports that the U.S. Department of Agriculture’s National Agricultural Statistics Service reports practically all crops were behind for planting and growing.

Mitch Breunig owns Mystic Valley Dairy in Sauk City and plants corn, alfalfa and soybeans. He tells the television station that rain stretched what his normal two- to three-week planting season to nearly two months.

He says he’s worried about a short growing season and an early frost that could kill his corn before its harvested. He’s also worried he’ll have to spend more money drying his corn so he can harvest it.

Webster to get estimate for sludge removal JONATHAN RICHIE SENTINEL EDITOR

WEBSTER––Public works director Jay Heyer will be getting a firm estimate on how much the Village of Webster would have to pay to have the sludge removed from the treatment ponds.

The treatment ponds are located in the southeast corner of the Webster Village limits about a quarter mile off of County Road X. There are three treatment ponds and two of them were built in the 1960s and the third was built in the early 1990s. None have ever been drained before.

Heyer believes there is anywhere between 18 inches to 36

inches of sludge on the bottom of the ponds. Trustee Charlie Weis asked how many pounds of sludge would need to be removed. “It is many, many thousand pounds. Possibly tons,� Heyer said. He explained the ponds are about seven acres, another is about 3-4 acres and the third pond is about an acre.

He added the companies he has been talking to have given him a rough estimate of about $100,000 per pond. The companies are also so busy they would not be able to get it done this year and that depending on how much sludge there is depends on how far they may have to haul it. “We’ve got a local farmer that

has agreed to spread it on his fields,� Heyer told the Sentinel in February. At the meeting last week, Heyer said the farmer is still willing to let them use the field.

The village would have to do a soil test on the fields they intend to spread the sludge and if the farm isn’t big enough for all of the sludge, they will have to pay to haul it somewhere else.

Trustee Tim Maloney asked if the estimates he will be getting are going to be honored for next year and Heyer responded he will find out when they meet and discuss the estimate.

PUBLIC PROPERTY The village’s public property committee will hold a public property meeting July 29 at 6 p.m. to discuss the skate park and village office.

Members of the board discussed the idea of moving out of the current village office at 7505 W. Main Street. “We talked about it before and then we said we would wait for the new health clinic to be built and then we would revisit the topic,�

Maloney said.

CAMPGROUND Trustee Greg Widiker told the board he has been approached by some people in the village about what the Village’s stance is on campgrounds. “Campgrounds are only allowed in conservancy zoned parcels in the village,� village president Jeff Roberts said. “These people are looking for our stance on the topic of campgrounds,� Widiker added. “Maybe we should have a public hearing on the subject.�

Maloney said the first step is figuring out the official zoning in throughout the village. “We need to figure out all the zoning parcels in the village,�

Maloney said. “Then we’ll have a better idea of what’s out there.�

Celebrating 50 years JULIE STRANG

Dan and Mary Zimmer were married on July 26, 1969, in Rice Lake Wisconsin. They are blessed to have three daughters (Julie Strang, Marie (Bjorn) Olson, and Jean (Travis) Gustafson) and five grandchildren.

After graduating from Rice Lake High School, both went on

to college and earned degrees in teaching. Dan taught band for Webster School district for 30 years and Mary taught third grade for Webster Elementary for 28 years. In 2003, they retired from teaching but continue to volunteer at Webster Schools, throughout the community, and serve at St. John’s Catholic Church. When they are not volunteering, they enjoy trav-

eling to see grandchildren in their various activities. They also enjoy traveling several times throughout the year by car or riding their motorcycle.

They will be celebrating their anniversary with a special mass at St. John’s Catholic Church on July 28 at 10 a.m. in Webster. A reception will follow from 1 – 5 p.m. at Tesora in Siren.

Hello friends, I turned 58 this week and decided that I should see if I still have what it takes to be an outdoor adventures writer. With my trusty golden retriever “Ruby� for companionship, I hiked a 36-mile section of the Ice Age Trail in Polk, Burnett and Barron counties. This test kicked my you know what!

Wednesday, July 3 High 87, low 55 This trip was literally thought of in the last 48-hours. I had planned on canoeing a section of the St. Croix river but thought I would save that for a time other than the fourth of July. The Ice Age Trail in Wisconsin is a work in progress with almost all maintenance being done by volunteers.

So here is the scoop, Sarah Bucher of Barron would ride with me to Luck where she would drop me off on what is actually called the Gander Dancer Trail.

I would hike north to Frederic, hit the Ice Age Trail and then hike through Polk and Burnett counties until I reached county road H which is in Barron County.

My truck would be at my good buddy Tony Ficocello’s place and I would drive home.

Here is the reality: I really hated taking up much of Sarah’s time, I had no idea where I actually was, my pack was too heavy, the humidity was nasty, and the deer flies and mosquitoes were so bad I think they enjoyed the 40-percent Deet that I sprayed on my body with regularity.

Had I known what I later learned, I would have been dropped off at Straight Lake State Park and would have shaved off about 8-miles which would have been much more doable in my time frame.

I started hiking today at 3:45, my pack weighed about 60-pounds and I ended just before dark in a world of at least one hundred mosquitoes feasting on me and made my camp in brush that was so thick that I literally almost got lost when I took Ruby to a nearby lake.

To keep mosquitoes from getting in my backpacker’s tent, I sprayed a cloud of Deet overhead and got inside ASAP and it worked. When I got in my tent, I realized that I had literally put the spine area of my tent on a rock and that rock did not want me to sleep.

Thursday, July 4 High 86, 53 This trail and surrounding countryside is beautiful and today I tested my stamina more so than I have in a very long time. My maps are a bit weak on details, I forgot a compass, and four times I would get off trail because I simply did not pay good enough attention to the yellow marks that are about every 75-yards on trees.

shoulders off from behind.

The humidity, especially when I am not in a forest, wants to kick man and dogs tail end. Thankfully for Ruby, there has been so much rain that there is plenty of water for her to drink and swim in.

This afternoon, I took a break near Mckenzie lake which is incredibly beautiful, and no motors are allowed, not even electric. I just finished my break and a powerful rain and thunderstorm began. I knew I had to keep moving to finish the next day and while I hiked, two-inches of rain fell. The trail here is a constant up and down and it was literally flowing with running rain water.

Early in the storm, I stopped and put my camera in my pack and Ruby looked at me and said “What the heck are we doing?� We kept hiking and it was at this point in the trip that I was acclimatized. Pain, mud, heat nor bugs were going to get me down.

My body and mind were in a good place and I knew I just had to keep moving. I built camp after a 16-mile day and set my tent up making sure there were no rocks underneath of it and slept like a baby.

Friday, July 5 High 86, low 52 I made this trip sound tough, and it really was, but if I had hiked less miles, had less bugs, mud and humidity it would have been a lot easier. Today I walked in mud for much of the day which was a total of 14-miles, I got off trail once and thought I was literally just about out of blood and sweat. I had a great day.

My trip ended where the trail hits Tony Ficocello’s place and my buddy Paul Bucher was there as well.

Lots of jokes were made about my body odor, we had an excellent meal cooked on the grill and a good time was had by all!

On July 11, 2019 at 2:34 p.m., the Chippewa County Sheriff’s Office received a report of a traffic accident with injury involving a dump truck and a minivan at the intersection of South Highway 27 and County Highway MM in the town of Sigel, south of Cadott.

The juvenile in the minivan was a threeyear-old who was pronounced dead at the scene. Also involved in the accident was the driver of the minivan and the driver of the dump truck.

The dump truck was traveling northbound on South Highway 27 and the minivan was traveling southbound on South Highway 27. When the minivan attempted to turn eastbound onto County Highway MM in front of the dump truck, the dump truck collided into the passenger side of the minivan. Both vehicles ended up in the

The driver of the minivan was trapped in the vehicle and had to be extricated from within the vehicle. She was airlifted to an Eau Claire hospital for serious injuries. The driver of the dump truck was uninjured.

The traffic accident is being investigated by the Chippewa County Sheriff’s Office and Wisconsin State Patrol. No names are being release at the moment due to the investigation.

Firefly Village honors McDonald family Gary and Robyn Beek own Firefly Village in Siren. Gary is a pilot and started the same day as Tim McDonald.

McDonald died in a helicopter accident at Brainard Airport in June. Proceeds from the day went to the McDonald family.

“This is the best way for our family to honor their family,” Gary said.

Gary and Tim were both pilots with North Memorial Health.

“We were both stationed here in Siren and we started on the same day,” Gary said. “His passing has been a huge loss for the community.”

Chenal named in players to watch list The Associated Press released their list of “14 Big Ten football players poised to break out in the fall.” It includes Grantsburg alumni Leo Chenal who will be a freshman on the UW Badgers team at linebacker this season.

“At 6-2, 239 pounds, he appears physically ready,” Eric Olson of the Associated Press wrote. “In three open practices, he picked off two passes and returned one for a touchdown.”

Badgers coach Paul Chryst spoke to the Milwaukee Journal Sentinel earlier this year about Chenal’s opportunity this season as a freshman.

“Leo is a good football player and he is getting the opportunity to get a lot of reps,” Chryst said. “At some point you’re earning those reps. They are given to you initially or there is a rotation.

“But I’ve loved his approach to everything. He is attacking the spring like you’d want. I think he’s got a chance to be a good football player. Certainly, there is a lot he has to figure out, but he has put himself in position.”

Chenal’s new teammates were also recognizing his talents back in April.

“He played running back in high school, so it has taken him some time to get a feel for playing on the other side of the ball,” Olson said. “He saw spot duty backing up MLB Thomas Barber last season, but there’s a starting spot open on the outside with the departures of Blake Cashman and Julian Huff.”

The Badgers season starts with a road game in Tampa Bay, Fla. against the University of South Florida on August 30. The Golden Gophers start their season at home against South Dakota State on August 29.

On his birthday, Angels put no-hitter ball in Skaggs' locker JOE REEDY AP SPORTS WRITER

ANAHEIM, Calif. ––The shrine that has become Tyler Skaggs’ locker in the Los Angeles clubhouse had a new addition Saturday - the ball from the final out of the no-hitter the Angels pitched while wearing their late teammate's jersey.

As they prepared to face Seattle on what would have been Skaggs’ 28th birthday, the Angels were still trying to take in everything that transpired a day earlier in a remarkable 13-0 victory.

Taylor Cole started with two perfect innings and Felix Pena held the Mariners hitless the rest of the way in the Angels' first home game since Skaggs was found unresponsive in his hotel room in Texas on July 1.

Cole was wearing a T-shirt with Skaggs' catchphrase - “We're Nasty” - in the clubhouse before the game. He said he was still hyped up after the win.

“I feel great to have been a part of history and helping this city cope a little bit,” he

said. “When you can comfort and help people heal, and help people realize that there is something more to this than baseball, everybody is going to be OK.” Catcher Dustin Garneau said he still had over 100 text messages on his phone that he hadn't had a chance to look at after being behind the plate.

“Honestly, it was what we needed and hopefully what his family needed to where it kind of gives them some solace. For us it brought us all together,” he said. “After the game we were all sitting at our lockers and were still in shock. It was really cool to see it happen.”

It was the first combined no-hitter thrown in a game in California since July 13, 1991, which was the day Skaggs was born. That wasn't the only numerological coincidence.

The Angels scored seven runs in the first and finished with 13 for the game - 7/13, like his birthday.

Mike Trout's first-inning home run traveled 454 feet, matching Skaggs’ No. 45 jersey.

“I've seen all the numbers

that surrounded the game. It's pretty remarkable,” manager Brad Ausmus said. “You don't know if you really could even script it. You'd have to have a wild imagination to script that.”

The Angels went back to wearing their regular jerseys on Saturday, but Skaggs' red No. 45 was still hanging in the third-base dugout. The makeshift memorial of flowers and other tokens of remembrance were still outside the home plate gate at Angels Stadium.

A short video remembering Skaggs' birthday was played midway thru the first inning.

While Friday's game was emotional, starting with Skaggs' mother Debbie throwing out the first pitch, many of the players said it provided them with a sense of normalcy.

Shortstop Andrelton Simmons said it was the first time he had slept well since Skaggs' death.

“It was very comforting from the last couple weeks,” he said.

“Every once in a while you try to move on, try to move past the fact. It is still difficult at times but you have to.”

Packers profit drops 98% to $724,000, hurt by losing GREEN BAY— The Green Bay Packers reported a profit of just $724,000 in their latest fiscal year, which included their second straight season without a playoff appearance, a large contract extension for quarterback Aaron Rodgers and change in head coach from Mike McCarthy to Matt LaFleur.

Green Bay’s profit in the year ending March 31 was down 97.9 percent from $34.1 million in the year ending March 2018 and more than 99 percent from the record $75 million in the previous fiscal year.

“From a financial standpoint, it was a unique year for the Packers,” Packers President Mark Murphy said Friday.

Expenses rose from $420.9 million to $477.2 million, boosted by Rodgers’ $134 million, four-year deal and the contracts for several free agents: outside linebackers Za’Darius Smith and Preston Smith, safety Adrian Amos and guard Billy Turner.

“We were a little more aggressive than we’ve been in a number of years,” Murphy said.

While overall revenue

increased 5.1 percent to $477.9 million, local revenue improved by only 2.3 percent, hurt by consecutive losing seasons that impacted Pro Shop visits and tours of Lambeau Field and the Packers Hall of Fame.

“If we can get back to the playoffs and get to the Super Bowl, that always helps,” Murphy said. “We have a policy regarding our season-ticket pricing.

We want to be just below the league average. We don’t want everything to be on the backs of our season ticketholders.”

The NFL’s collective bargaining agreement is set to expire after the 2020 season and the team has $397 million in its corporate reserve fund.

“The plan was that we had enough money to cover expenses for a year. I think we’re in very good shape with that,” Murphy said. “We don’t have a rich, deep-pocketed owner, so we have a $400 million corporate reserve. Three or four years ago, we put $50 million into the corporate reserve. It’s grown since then with investment returns and we’ve made significant investments in real estate around this area.”

An initial report of an armed robbery last week in Amery has turned into a case of “he said versus she said,” and the Amery Police Department is asking for anyone with information to contact them.

To date, two arrests have been made.

James Barnes-Morris, 19, Grantsburg, and Nicholas Mulroy, 17, Siren, are both facing felony charges in connection to an incident that occurred July 10.

A conviction for Class C Felony Armed Robbery has a maximum penalty of 40 years imprisonment, $100,000 fine, or both. A conviction for Class H Felony False Imprisonment has a maximum penalty of six years imprisonment, $10,000 fine, or both. Online circuit court records show that both Mulroy and Barnes-Morris had initial

appearance hearings July 12, in Polk County Circuit Court. They are scheduled to appear July 18 for preliminary hearings.

According to the criminal complaint, Barnes-Morris a 911 call was made to Polk County at approximately 6:30 p.m. reporting a juvenile female had been taken by gunpoint from Holiday Gas Station in Amery.

Officers arrived on scene and spoke with a juvenile witness who stated that several Mulroy males inside a vehicle were attempting to take a bag from a juvenile female. They allegedly pulled her into a car and left

the parking lot with her hanging partially out of the vehicle.

The juvenile male told the officer the juvenile female that had been taken was his girlfriend. He said they were getting a ride from some males he didn’t know and they pulled guns on them to steal their money. The juvenile male went on to say that the males had fought with the juvenile female over her bag containing money and left with her still in the vehicle. He stated one of the suspects had a shotgun and the other had pistols.

The juvenile male told officers he was communicating with her on Snapchat and she told him she was on her way back and the suspect vehicle had continued southbound. The officer states the juvenile male continued to Snapchat his girlfriend. Allegedly the juvenile female told the juvenile male she was safe but did not want to see the

police because she believed she had a warrant.

The complaint states the juvenile female said she met one of the suspects on Tinder and only knew his name as “Ruben.” She contacted Ruben on Snapchat for a ride, and they came to Amery to give her a ride. She said she was sitting in the rear middle seat and her boyfriend was in the rear seat behind the driver. She stated the driver’s name was “Nick,” later identified as Mulroy.

She said she did not know Mulroy well but they went to school together at some point. She said an unknown person was in the front passenger seat. She also said two other people were hiding behind them in the rear cargo area. The juvenile female stated all of them had guns except the driver. Evers flexes muscle, signs budget with 78 vetoes SCOTT BAUER ASSOCIATED PRESS

MADISON— Wisconsin Gov. Tony Evers flexed his muscle Wednesday by recasting the Republican-approved state budget to increase funding for schools and shave away dozens of GOP proposals before signing the two-year spending plan into law.

Evers ignored pleas from some liberals who wanted the new Democratic governor to veto the entire budget, while also angering some Republicans who derided the 78 vetoes as unnecessary and overly political.

The budget Evers signed included increases in funding for K-12 schools, roads and health care, but far less than what the governor wanted. It also doesn’t meet many of his stated priorities, most notably accepting federal money to expand Medicaid, legalizing medical marijuana or raising the gas tax as part of a long-term plan to pay for roads.

But Evers and Democratic lawmakers, who were united in voting against it, cast the two-year spending plan in a positive light, calling it a “down payment” on progress.

Republicans, who quibbled with some of the Evers vetoes, largely took a victory lap.

“I told you this was a good budget,” said Republican Sen. Scott Fitzgerald at a news conference, adding that Evers “basically signed the Republican version of the budget.”

Republicans don’t have the votes to override any of Evers’ vetoes and Fitzgerald said he didn’t know if any would be pursued.

Evers decided against taking the unprecedented step of vetoing the entire budget, saying that “would have been more of the same divisiveness and

petty, political theatrics that the people of Wisconsin have had to put up with for far too long.”

Instead, he took a more moderate approach and used his broad veto powers to increase funding for K-12 schools by $65 million. He also eliminated a provision benefiting electric car manufacturer Tesla, scrapped funding to start building a new adult prison to replace one in Green Bay and took away money to prevent the implementation of new drug test and work requirements for adults on the state’s food stamp program.

Republicans had urged Evers to sign the $82 billion budget, which they cast as a compromise. Evers said the budget he was signing was “insufficient” in many ways.

“This is, in large part, due to the unfortunate lack of interest by some Republicans in the Legislature to work together and engage in constructive, bipartisan dialogue, and instead devoting far too much time to huffing and puffing,” Evers wrote to lawmakers.

Evers vowed to keep up the fight for Medicaid expansion, saying he will make it a campaign issue against Republican lawmakers in 2020.

“We will be talking about Medicaid expansion until we get Medicaid expansion,” he said.

Evers acknowledged some successes in the budget, including a 10% middle class tax cut, more than $465 million in new funding for roads, efforts to combat water pollution and more funding for health care programs. Evers said his partial vetoes more closely align the budget with what he originally proposed.

Wisconsin’s governor has among the most expansive veto powers in the country, allowing him to strike out words within sentences to create new

meanings, eliminate entire sections of the budget and individual digits in dollar amounts appropriated.

Republicans tried to tighten language in this budget to limit Evers’ ability to make dramatic changes. Evers said he didn’t feel like they blocked him from doing what he wanted and he “used every possible creative way to veto this budget” to make it closer to what he originally proposed.

The most significant vetoes from Evers, the former state superintendent of schools, came in K-12 funding where he was able to bolster overall funding by $65 million more than Republicans wanted. That will bring the total increase for schools to about $570 million.

Evers also eliminated a late addition to the budget that would have allowed Tesla to sell its vehicles directly to customers rather than through independent dealers. That was added to help secure the support of Republican state Sen. Chris Kapenga , a key vote in the Senate which narrowly passed the budget last week 17-16.

Kapenga did not immediately return a message seeking comment.

Evers also vetoed a provision that would have forbidden security costs for Lt. Gov. Mandela Barnes to exceed those of his GOP predecessor, Rebecca Kleefisch. Republicans have been critical of the level of security Barnes has had since taking office.

Barnes, the first African American lieutenant governor in Wisconsin history, had nine times more hours of security protection during his first two months in office than Kleefisch had all of last year. There has been no stated security threat for the extra coverage.

The current budget year began on Monday and the new spending plan Evers signed goes into effect immediately.

McNally Industries LLC, Grantsburg, is awarded a maximum value $21,246,166 cost-plus-fixed-fee delivery order N00174-19-F-0373 under previously-awarded basic ordering agreement N00024-17-G-5385 to overhaul Mk 6 Mod 19 ammunition hoist assemblies.

This basic ordering agreement is to provide materials and services required to receive, inventory, stage, disassemble, inspect, convert, repair, overhaul, upgrade, manufacture, procure, assemble, test, preserve, package and ship Mk 6 Mod 19 ammunition hoist assemblies.

Work will be performed in Grantsburg, Wisconsin, and is expected to be completed by May 2022. Fiscal 2015, 2016, 2017 and 2018 shipbuilding and conversion (Navy) funding in the amount of $7,843,136 will be obligated at time of award, and $980,392 will expire at the end of the current fiscal year.

The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division, Indian Head, Maryland, is the contracting activity.

Appeals Court reverses ruling in Christensen civil suit

The Seventh Circuit U.S. Court of Appeals ruled June 26 that Polk County is not liable for damages awarded to two victims that were sexually assaulted in the Polk County Jail by former jailer Darryl Christensen.

The court’s 60-page ruling outlines details of the case and affirms Christensen’s financial liability of $3.75 million Christensen in punitive damages each to two victims.

“We see no reason to disturb the jury’s verdict against Christensen and so affirm the denial of his request for a new trial,” the majority opinion, authored

by Judges Bauer, Brennan and Scudder said. “His assaults were predatory and knowingly criminal. But to impose liability against the county for Christensen’s crimes, there must

be evidence of an offending county policy, culpability, and causation. These are demanding standards. Christensen’s acts were reprehensible, but the evidence shows no connection between the assaults and any county policy.”

The majority opinion said “The two victims in the case, identified by initials M.J.J. and J.K.J., were inmates at Polk County Jail at various times between 2011 and 2014. Christensen admits he engaged in sexual acts with the women individually. To hide his offenses, Christensen planned his encounters to occur when no one was present and in locations where he controlled access.

He also urged plaintiffs not to discuss or report his sexual advances because he would lose his job and family if caught.

“Plaintiffs complied with Christensen’s secrecy directive and his assaults were kept hidden from jail officials. Polk County authorities discovered Christensen’s assaults against M.J.J. and J.K.J. after a former inmate reported her own sexual encounters with Christensen

to an investigator in a neighboring county. When notified of the former inmate’s allegations, county authorities initiated an internal investigation and confronted Christensen, who immediately resigned.

“The investigation continued, which led to the discovery of Christensen’s abuse of plaintiffs, and ultimately to his prosecution.

“Christensen eventually pleaded guilty to several counts of sexual assault and is serving a 30 year prison sentence.

“Plaintiffs sued the county and Christensen in separate actions and the cases were consolidated for jury trial. Plaintiffs alleged that defendants were deliberately indifferent to a serious risk of sexual assault in violation of their Eighth and Fourteenth Amendment rights, and that the county violated state law by negligently supervising Christensen.

“At trial, Christensen admitted his offenses but challenged the harms plaintiffs suffered.

He argued plaintiffs consented to his overtures and that their encounters were the product of

“voluntary attraction.” Although not stated directly, his position implied that any award of damages should correspond to plaintiffs’ level of consent.

Plaintiffs denied consenting to Christensen’s advances and offered expert testimony showing their mental trauma from his assaults.

“Against the county, plaintiffs made four principal allegations: (1) the jail’s sexual assault policies and training were inadequate; (2) the jail customarily tolerated sexually offensive comments by guards; (3) the investigation of a former guard revealed the jail’s sexual assault policy was inadequate and that the jail minimized sexual abuse; and (4) the jail failed to widely implement recommendations under the Prison Rape Elimination Act (PREA). The sum of these allegations, plaintiffs argued, prove the county was deliberately indifferent to a known risk of sexual assault by jail staff. The county disagreed, arguing that the trial evidence did not support the jury’s liability finding and damages awards.”

The dissenting opinion by Judge Scudder says, in part: “What worries me about today’s decision is that, as a very practical matter, municipalities may conclude that there is not much to be done to stop a rogue guard from engaging in secretive and heinous conduct in violation of a bright line policy prohibiting sexual contact with inmates. That view would be as mistaken as it is dangerous, for cities and counties have a meaningful responsibility and role to play in preventing the sexual abuse of inmates in their custody by the guards they employ. That promise comes from the Eighth Amendment.

“While not every incident of abuse will be preventable, a jail’s decisionmakers are not free to choose—through their deliberate decisions on enforcement and training related to the jail’s policies—to leave unaddressed a known and material risk of sexual assault to inmates under the jail’s care.”

Christensen’s appeal of a ruling for post-conviction relief, denied earlier in the month of June, continues.

Charlotte Ann Eggen ((Baker), age 88, of Siren, p previously from Webster, p passed away July 10, 2019, at B Burnett Medical Continuiing Care Center in Grantsb burg.

Charlotte was born June 11, 1931, in Jackson Townsship, at the family farm, to p parents, Ethel (Franklin) a and Leonard Chelmo. She lleft the family farm in Webster her Junior year. She graduated from Grantsburg High School in 1950. During her school years, she worked beside her dad on the farm. In high school during the summers she worked at the Branstad Store and Stokley’s Canning Factory in Frederic.

Charlotte was united in marriage to the love of her life, Stanley Eggen, on Oct. 20, 1950, in Baldwin.

Together they had three sons: Scott, Jeff and Tim. Charlotte worked on the farm in Grantsburg and at the bank in town. Stanley passed March 14, 1962.

In October 1963, she married Guy Baker and together they had two daughters, Jean and Joan. Charlotte then divorced Guy in 1982.

Charlotte continued to work at the Richfield, Minn., Bank, Prior Lake, Minn., Bank, Valley Bank Utah, Scottsdale AZ. Bank. She then went back to Firstar Bank in Webster until she retired. After about five months, she went back to work at the Danbury Casino, in the cage dealing with the money for 15 years. She finally retired at the age of 80, due to health reasons.

She enjoyed outings picking Strawberries with her brother, Merle and sister, June. Then making strawberry jam or pie. Charlotte loved to dance, enjoyed gardening, loved planting and tending flowers, she loved to feed and watch the birds, read books, fish, then cooking fish and eating them. She loved to go to garage sales, where she got her beloved 6 pound poodle, peanut.

Above all, she loved her five children and adored her grandchildren and the precious great-grandchildren she lived to see. And of course, the perfect princess, her baby peanut.

Charlotte also served on the Webster Fair board, Webster Chamber of Commerce and served as the Webster Citizen of the Year. She loved people and her community; she was the guardian of many people who had no one.

She will be deeply missed by her children, grandchildren and great – grandchildren, family and many friends.

Preceding Charlotte in death are her parents; brothers: Lewis, Bud, Lyle, Clinton, Merle and Tom; sister, June; husband, Stan; 1 grandbaby; 4 great-grandbabies; great-granddaughter, Rose Marie Proffit.

Charlotte is survived by her sons: Scott (Jennifer), Jeff (Kim), Tim (Jan); her daughters, Jean and Joan (Dan); special daughter, Kim Johnson; her beloved peanut; grandchildren: Joey, Bobby, Benjamin, Olivia, Timmy, Andrea, Amy, Jessica, Amanda, Josh, Mitchell, Corey, Lia and Sarah; great-grandchildren: Cameron “Dutch,” Charlie, Pearl, Graham, Flynn, Kason, Khloe Rose, Rylie, William, James, Kendall, Zach, Alexis, Courtney, Daniel, Luke, Aiden and Hunter.

The Funeral Service was held Saturday, July 13, 2019, at 11 a.m. (visitation was from 10-11 a.m.) at Bethany Lutheran Church in Grantsburg, with Pastor Jay Ticknor officiating.

Bradford Smith, 57, p passed away July 6, 2019 in M Minneapolis after a long b battle. He was born in Portlland, M.E., on Feb. 1, 1962, tthe son of Christopher and G Gail Smith.

Brad spent his childhood g growing up in Portland. Aftter graduating from Cheveru us High School, he worked iinstalling carpet in Maine.

H He then excelled in sales of carpet and flooring for Hadinger Flooring in Naples, FL. After retiring, he moved to Webster, spending the last six years there.

Brad loved to spend time with his kids and when not with them, you would find him out on the boat with a line in the water.

He was preceded in death by his mother, Gail Smith, and his sister, Kelly Smith.

Brad is survived by his two daughters, Jessica and Malainey Smith; sons, Mason and Milo Smith; his father and stepmother, Christopher and Kathy Smith of Bentley Village; his brothers, Dan and Kevin Smith of N.C. and Naples and Christopher Smith of Portland.

Jeffrey had a big heart a and loved to make people llaugh. He could break the ttension in a room with a g goofy comment or smirk.

J Jeffrey enjoyed the outd doors, spending time on the river, fishing, family barbecues at Rest Area C and just driving through Crex Meadows. The last several years of his life, he battled on and off with mental illness and drug addiction. Throughout all of his struggles he never lost his faith in God. He was preceded in death by his grandparents, Milton and Eleanore Aronson; and cousin, Lee Aronson.

Jeffrey is survived by his four children: Jason, Dale, Katelynn and Karlie; parents, Deborah (Vern) Hess, Robert Hess; sister, Samantha (Carl) Juleen; and other extended family and many friends.

Donald P. Schwartz Donald P. Schwartz, 89, a resident of Webster, died on July 12, 2019.

Donald was born January 28, 1930, in St. Paul, Minn., to parents, Mike and Violet Schwartz. He enlisted in the United States Marine Corps August 12, 1948 and served during the Korean War. August 13, 1949, he and his wife, Bonnie, were married.

He was preceded in death by his loving wife of 64 years, Bonnie; parents; sister; son-in-law, Frank Pechaver.

Mel was born May 1, 1956, iin Robbinsdale, Minn., to p parents, Eleanor (Burson) a and Melvin Elliott, Sr. The e eldest of four children, M Mel grew up on the family ffarm. He graduated from S Sandstone High School in 11974. Mel worked alongside Donny Vanderbeek for DJ Star Construction for over 34 years. Mel truly enjoyed working and was also a self-employed plumber and well driller for many years.

Mel was a true outdoorsman and mountain man.

Mel was a true woodsman that trapped, hunted, fished and rode horses his entire life. Mel was known for his sweet tooth, his favorite being ice cream. He loved spending time with his grandchildren, family and friends. He will be deeply missed.

Preceding Mel in death are his parents; sister, Julie Vanasse; son-in-law, Chad Hansen; and grandson, Luke Witt.

rest were handguns.

The juvenile male stated the front seat passenger, later identified as Barnes-Morris, had a shotgun. He stated Barnes-Morris got out of the front seat, walked around the rear of the car, opened the door he was by and pointed the shotgun at him and told him to get out. He said the other person in the back seat, someone the juvenile female had met on Tinder, but had never met in person until that day, got out, approached him and put a pistol in his stomach.

Surveillance footage from the Holiday store apparently captured the incident and the vehicle that Mulroy and Barnes-Morris were in, which was a blue Jeep Liberty.

The video footage allegedly shows the Jeep Liberty arrive in the parking lot, then shows one of the juveniles standing outside the vehicle after which a rear seat passenger exits the vehicle and approaches the juvenile outside the vehicle. After a brief period of time, the vehicle backed up and then left the parking lot with the rear driver’s side door open.

In a later interview with officers, the juvenile female allegedly said when the vehicle started to leave she was trying to get out and as the vehicle sped up she was trying not to fall out. She stated they drove past the Amery Chevrolet and pulled over and let her out. The juvenile female said they kept her money and gave her the wallet, ID, bag and phone back.

The juvenile female went on to say while she was struggling with Barnes-Morris, a back seat passenger got her bag from her and took $400 out of it, leaving her with

$100. She believed it happened so fast that he missed some money.

An officer explained to the juveniles that if this was part of a drug deal, they were not concerned about any drug violations by them and wanted the truth about what happened. The juveniles maintained there were no drugs involved. They allegedly both said they believed the juvenile female flashes money and expensive items on social media and assumed they thought she would have money.

Within hours of the incident, Mulroy was in custody, and Barnes-Morris was taken into custody July 11.

When interviewed by Officers, Barnes-Morris allegedly stated that the meeting with the juveniles was for the purpose of purchasing marijuana from the juveniles. Due to the fact that Barnes-Morris and Mulroy did not have the $100 to pay for the marijuana, they allegedly intended to steal the marijuana, according to the criminal complaint.

Barnes-Morris admitted having a shotgun, pointing it at the juveniles and using it to take their property. Barnes-Morris stated his gun was not loaded; however, allegedly three 20-gauge shotgun shells were later recovered from inside the vehicle.

In a statement released by the Amery Police Department, they state they are still seeking other involved individuals. They say this is an isolated incident and there is no further threat of danger to the public.

Treatment would be conducted on public lands only.

Non-native common reed (Phragmites australis var. australis) and cattail (Typha angustifolia) are invasive plants that overtake native vegetation while providing little value as wildlife habitat.

This project is an attempt to control invasive species, improve wildlife habitat and access. Treatment would be

done chemically with a commercial herbicide containing the active ingredient Imazapyr in an aquatic formula, along with an aquatic-approved surfactant. Application would be done from the air, as well as boats, ATVs, amphibious vehicles such as the Argo or MarshMaster, or staff with backpacks or hand sprayers.

The treatment would occur between August 1st to October 15th or until the first killing frost of 2019.

This project is an equivalent analysis action under chapter NR105.20 Wis. Adm. Code. The Department also prepared an environmental assessment (EA) that analyzes Phragmites treatment.

The EA is available upon request by contacting Sara Comstock using the means listed below.

A public information meeting on the proposed herbicide application and this project can be requested by local landowners or others with an interest in this project.

The south Pine City overpass on Interstate 35 will come down on Monday, July 22 to make way for a new overpass with features aimed at improving Pine City’s future.

During the demolition process there will be a 72-hour closure of I-35, with northbound and southbound traffic routed over the ramps on the overpass.

Construction of the new County Road 7/Hillside Avenue/Pokegama Lake Road overpass will continue into October.

MnDOT Project Engineer Andrew Deming said that new overpass will include a center left-turn lane and a sidewalk with railing and lighting on the north side of the bridge.

“A four foot shoulder will go back on the sidewalk side, and an eight-foot shoulder will go on the [south] side,” Deming said. “The whole bridge will be wider ... and we are doing minor adjustments to the profile of the road which should

increase the visibility for people on the ramps.”

Deming noted that the northbound and southbound ramps will each be closed for three weeks at a time in August or September, depending on where they are at in the construction process.

The existing County Road 7/ Hillside Avenue/ Pokegama Lake Road overpass Andrew Deming on I-35 was MnDOT Project Engineer built in 1962. Deming said that the new overpass will be in place for decades to come.

When my wife and I were dating, we made a day trip to Springfield, IL to discover the Abraham Lincoln sites. One of the most interesting memories from this trip was that I could touch the nose of the Abraham Lincoln statue. I was told that many of the presidential candidates in the United States did this ceremony, touching Lincolnâ&#x20AC;&#x2122;s nose before they officially run for president. With this ceremony, they may wish for victory. I also wished for good luck for my future by touching the nose of the Abraham Lincoln statue.

Actually, this is not the only statue in the United States that many people want to touch to wish for good fortune and blessing. The statue of John Harvard, who is the founder of Harvard University, has a similar story.

Tradition says that if you touch the left shoe of a statue of Harvard, your descendants will enter Harvard, so tourists or visitors stand in a long line to touch it. So, when I visited Harvard University campus, I also did it because trying wouldnâ&#x20AC;&#x2122;t do any harm!

We can even find one similar story in the Bible(Luke 6:17-26). When Jesus and his apostles went down from the mountain and came to some flat, level ground many other disciples were there to meet him. Large crowds of people from all over Judea, Jerusalem, and the coastal cities of Tyre and Sidon were there too. These people had come to listen to Jesus and to be healed of their diseases.

All the wishes they had were answered by Jesus Christ! All their problems were fixed and all their diseases were healed.
