Nicole Kinney was poised and downright funny speaking at her father’s funeral Tuesday. She described her dad, longtime Burnaby firefighter Ken Kinney, as a competitive, athletic “guy’s guy” who ended up with three artsy daughters, who gave her nicknames like “Snippy” “Grizz” and “Twigasaurus,” who warned her never ever to sit down on a public toilet and who, when faced with the lung cancer that would take his life, “fought

like hell to the very end.” It was only when she began to address the men and women of the Burnaby Fire Department that Nicole broke down. “It is impossible to put into words what you mean to us,” she said through tears. “You have been by our side since Day 1, through thick and thin, and there’s no way we could have gone through this without you. You’ve shown us the true meaning of loyalty, compassion and unconditional love, and I hope you know that we consider you family.You are the greatest gift my dad

in hockey. Many – from Mayor Mike Hurley, a retired Burnaby firefighter who worked with Kinney, to Kinney’s hockey teammates – talked about his unshakeable belief in himself. A master at coming up with nicknames for others, he had a couple of his own: Tin Man, from his work in heating and air conditioning, and Galaxy. Why Galaxy? “Because he wasn’t just a star, he was the whole Galaxy,” said Clark with a laugh, speaking of Kinney’s performance as a goal-

ie in the hockey final of the Police and Fire Games in 1997. In 28 years of service, Kinney’s passion for firefighting never wavered, said deputy fire Chief Chris Bowcock. Bowcock cited a verse in the Bible where God asks the prophet Isaiah who will go and do work that needs to be done and the prophet Isaiah answers, “Here am I. Send me.” “When there’s a fire anywhere in the city, our firefighters reply, ‘Send me.’” Bowcock said. Continued on page 3

Public warned about trash after bear killed Dustin Godfrey

The B.C. Conservation Officer Service put down an aggressive black bear that attacked people having a picnic on Burnaby Mountain. The attack did not leave anyone with serious injuries, but a woman did get scratched by the bear on Monday, which conservation officer Kent Popjes said on Tuesday was concerning – it meant the bear had lost its fear of humans and was willing to approach when it smelled food. A trap was set up near Horizons restaurant on Burnaby Mountain, and three conservation officers stayed on scene Tuesday before the bear was caught and put down.The public had been warned to avoid public areas on Burnaby Mountain, especially the trails and picnic areas, until the bear was tracked down. Burnaby RCMP officers were called in to assist the conservation officers. Popjes said it’s not uncommon to see the occasional bear around Burnaby Mountain.

“There’s no reason that there won’t be bears here. It’s just a matter that we do our part to keep them wild, which means we need to secure attractants, keep our garbage contained. And if you are hiking in the area, keep your food with you and do your best not to let a bear get ahold of it,” he said. “Walk away slowly from wildlife; always face it.” This was the 19th bear put down this year in Popjes’s region, which includes Vancouver, Burnaby and the North Shore up to Pemberton.That’s about double the number of bears destroyed the year prior and more than normal, Popjes said. “Any bear that’s put down, that’s too many for anybody. But obviously we do have a lot of challenges here with attractants and with the food conditioning that we do see with our bears, and we don’t have any options at some times with the level of public risk,” he said. Anyone who sees an aggressive bear should report it to the conservation service at 1-877-952-RAPP (7277).

Man gets 15 years for shooting his family

DEVASTATING INJURIES Both Candace and Tony Botticelli would have died without emergency medical treatment, Justice Kenneth Ball said before delivering his sentence Friday morning. Both spent long periods in medically induced comas and months in hospital. More than 100 shotgun pellets that can’t be removed are still lodged in Candace Botticelli’s body, including in her heart. “Both remain traumatized by the events and suffer ongoing physical and psychological injuries,” Ball said. The couple clasped hands and wept as Ball recounted the shooting. In the prisoner’s box, meanwhile, Domenic Botticelli occasionally shook his head and smiled, at one point looking back at the couple. At trial, he maintained he had not shot them nor told his longtime friend Leo Markowitz that he had shot them and then hidden the shotgun – despite Markowitz’s testimony to the contrary. (The weapon was never recovered.) But the jury rejected Domenic Botticelli’s version of events, accepting instead the testimony of his brother and

sister-in-law and friend. After Domenic Botticelli’s arrest, a search of his room at his mother’s house also revealed three handguns with oversized magazines and silencers. Crown prosecutor Brendan McCabe called for a jail term in the range of 14 to 16 years for the weapons offences and attempted murders, noting Botticelli’s lack of remorse and the devastating injuries he inflicted on his victims. Defence lawyer Sandy Ross recommended a jail sentence between eight and nine years, arguing the shooting had been a spontaneous act involving no planning and deliberation. Ball handed down a 15year jail term, minus time served, meaning Botticelli faces another 11 years and nine months in jail.

A 60-year-old Burnaby man will stay in jail for almost 12 more years for shooting his brother and sister-in-law with a shotgun at his mother’s house during a Mother’s Day visit two years ago. A B.C. Supreme Court jury found Domenic Botticelli guilty of attempted murder, aggravated assault and various weapons charges last December. On May 11, 2017, he had gotten into an argument with his brother,Tony Botticelli, and Tony’s wife, Candace, at their mother’s house, where Domenic Botticelli had been living. Tony Botticelli had confronted his brother and told him to leave because of angry outbursts he had had, during which he sometimes broke things at his mother’s house. The argument culminated outside the house on Broadway near Kingsford Avenue, when Candace Botticelli told her brotherin-law he needed to find a place to live and never come back. Tony Botticelli wouldn’t allow his brother back in the house. Domenic Botticelli then got a loaded shotgun from the garage. “What are you going to do with that, shoot us?” his brother had said. Without answering, Domenic Botticelli first shot his sister-in-law at close range

and then his brother when Tony Botticelli came to his wife’s aid. Leaving the pair lying on the ground with life-threatening injuries, Domenic Botticelli fled the scene in his Jeep Cherokee.

It’s OK if Burnaby residents are NIMBYs on TMX Pollster Angus Reid came out with the results of its latest survey completed in the wake of last week’s re-approval of the Trans Mountain pipeline expansion project. What the poll shows is a continuation of what a series of polls have said in recent months – a solid majority of Canadians support the project. Should that support mean something to people living in Burnaby? Or should it mean nothing?

It’s an interesting question for Burnaby residents because Prime Minister Justin Trudeau says TMX is in the “national interest,” and a pretty solid majority of Canadians clearly support the pipeline. In a way, if Burnaby is against the project being built and terminating in its backyard, then, technically, our city and the locals who are against TMX are some of the biggest NIMBYs in all of Canada – unless you want to classify the B.C. government as a collective

NIMBY for its opposition. Angus Reid, in a news release, said it found that a “majority of Canadians (56 per cent) side with the government in its decision to approve the pipeline twinning. Indeed, support outpaces dissent by a ratio of more than two-toone nationally (56 to 24 per cent) … In British Columbia, support for the pipeline twinning has outpaced opposition over the past 18 months, and that trend continues. Notably, however, while support is unchanged

from the beginning of 2019, opposition has risen six percentage points, and 10 points since last June. Four in 10 B.C. residents now oppose the TMX (38 per cent).” The primary concerns for Canadians, both those who support and those who oppose the TMX, are the possibility of a tanker spill due to increased traffic in the Burrard Inlet (68 per cent choose this) and the increased burning of fossil fuels from pipeline expansion (66 per cent).

It’s that last paragraph that has us leaning towards Burnaby TMX opponents – such as BROKE (Burnaby Residents Opposing KinderMorgan Expansion) – not giving a damn what the rest of the country thinks. Tanker spills, as well as pipeline spills or an explosion at the tank farm, are right in our backyard. So although it would be nice for Burnaby to take one for the team for the sake of the “national interest,” local residents and the city have to do what they think

is right for our community when it comes to safety. Meanwhile, the clock is ticking for Burnaby residents to have their say on how TMX gears up again. The National Energy Board is looking for input from affected parties and the public on its resumption of regulatory processes. The federal regulator says it will accept public comments online or via fax or mail, until July 5. So, if you have thoughts, time is running out to express them.

Game-changer looms for TMX While Prime Minister Justin Trudeau understandably took the lead in announcing his government was re-approving the Trans Mountain pipeline, some people who are key to getting the project over the finish line were not even in the room. I’m referring to the First Nations leaders who are trying to purchase a major equity stake in the pipeline. Several consortiums composed of dozens of First Nations acrossWestern Canada are gaining momentum in their attempts to either partner with the federal government in operating the pipeline, or even owning it outright. The Iron Coalition, based in Alberta, is competing with Project Reconciliation. These bids appear to be well along the path when it comes to securing financing and have to be taken seriously. Trudeau himself, in his remarks announcing the pipeline approval, said his government was seeking input from Indigenous groups about sharing in the benefits of the project. “And when it comes to potential Indigenous buyin, we’re not putting a limit on it,”Trudeau said. “Indigenous ownership in Trans Mountain Corporation could be 25 per cent, 50 percent or even 100 per cent.” If Indigenous ownership of the pipeline, even if it is only a minority equity stake, actually becomes a reality, it will be a proverbial gamechanger. Anti-pipeline activists

would find it more difficult to take on a consortium of First Nations who want to build a pipeline to help deliver economic salvation to these communities, many of which suffer from grinding poverty. A campaign against a First Nations-owned pipeline would essentially be fighting against their self-determination. Having First Nations as a business partner would provide a tremendous boost to the federal Liberals. Trudeau’s approval of the pipeline was deftly tied to a pledge to spend corporate tax revenues from the project to invest in clean energy projects. The annual $500 million revenues would be a huge investment in non-fossil fuel energy projects. The prime minister’s plan represents a compromise: accept the continued use of fossil fuels for a limited period, but use the money made on its export to help reduce greenhouse gas emissions. Trudeau’s messaging was clearly tied to the fall election. He is obviously betting most voters favour fighting climate change by using tools such as a carbon tax, and that those same voters have no interest in shutting down pipelines. Securing support from First Nations consortiums would help mute some of the disruptive protests against the pipeline’s construction. Keith Baldrey is chief political reporter for Global BC.

SPCA looks for raccoon trappers The SPCA put up a $2,000 reward for information leading to the arrest of whoever was trapping raccoons with a variety crude and illegal snares and leg-hold traps near Forest Glen Park. Eight raccoons had been trapped within the year, and a neighbourhood cat had also been snared and injured. A resident who encountered one raccoon that had chewed off its own leg brought the traps to the attention of council. Mayor Doug Drummond was shocked at photos of the animal and directed staff to work on a way to educate the public about the problem.

Find another way to get people up the mountain Editor: Re: Sorry SFU gondola opponents, but you’re technically NIMBYs, NOW blogs, June 1. Forest Grove residents studied what TransLink proposed back in 2011 to 2014 when their proposal was shelved. We had a better idea than most of what the proposal entailed, and we have little reason to think that the issues have changed. Our concerns are partly local, but they are also city-wide. While the residents of Forest Grove feel privileged to live in close proximity to the streams, woods, flora and fauna in Forest Grove and the Burnaby Mountain Conservation Area and we try to be good environmental stewards, we recognize that these areas are “the backyards” of all residents of Burnaby, not ours alone. Maybe you can appreciate why a proposal to run a constant flow of large, lighted cabins, day and night, over the middle of our community and over the much-beloved Burnaby Mountain Conservation Area is not enthusiastically received. Yes, we are protective of our own sense of peaceful enjoyment of our homes (and the privacy of our children who attend daycare and an elementary school under a proposed gondola route), but we are also protective of the many species of wildlife whose habitat, in Forest Grove and in the Burnaby Mountain Conservation Area, would be disturbed by a constant stream of gondola cabins passing overhead. We questioned the rationale for a gondola back in 2011 and 2014. At that time, we were told that

the demand for public transport was high, but we learned that was only when students were going up to the university in the morning and down in the late afternoon, and otherwise there was not high demand. We learned that residents of UniverCity preferred to drive their cars rather than take transit off the mountain. We learned that the problem on snow days was that the university does not do the snow clearing it is supposed to do because there are so few snow days it was not worth their while to maintain snow removal equipment. The number of snow days then, as now, was overestimated. What we concluded when we looked at the proposal back in 2011 to 2014, was that it was a very expensive proposal to try and attract people to live on top of Burnaby Mountain by adding some glamour and glitz under the guise of an “environmentally friendly” form of transportation. If the existing transit to SFU is really inadequate, we would like the City of Burnaby to consider other possible solutions to transporting people to and from SFU that do not involve creating another human corridor over environmentally sensitive areas. For example, has the city explored the idea of a funicular that could run up Gaglardi Way? Or electric buses that could climb up the existing roadways and recharge? In conclusion, we feel that the City of Burnaby should seek rigorous evidence why existing public transit to SFU is deemed inadequate, look at a range of transportation solutions, and compare the costs and broad-based environmental impacts of each possible solution. Sidewalk spending boosted by $10M per year Kelvin Gawley

The City of Burnaby is boosting funding to accelerate the construction of new sidewalks in the coming years. Council voted Monday to increase its spending on sidewalks by $10 million per year to cover the 40 per cent of local roads – 275 kilometres – without a sidewalk on one or both sides. Staff will add the new spending to next year’s cap-

ital budget. Specific sidewalk projects will then be planned and presented to council for future approvals. In all, the city estimates it’s missing 438 km of sidewalks. Burnaby currently builds an average of 7 km of sidewalk every year – putting it on pace to cover only half the city’s needs over the next 30 years, according to a staff report. Staff estimate “completion of the sidewalk network would take over 60 years through current poli-

cies, practices and funding levels.” Staff recommended to increase the sidewalk spending by $5.5 million, but the financial management committee opted to increase it to $10 million. “The committee deliberated it and felt it was important to look in the more near, foreseeable future to have the program completed,” said Coun. Sav Dhaliwal, the committee’s vicechair. The staff report says side-

walk spending is funded by a capital reserve, but “any significant increases to the sidewalk program” would require more tax contributions to the fund. Dhaliwal said he doesn’t think a tax increase will be necessary, as the city regularly comes under its capital budget. He said all Burnaby streets could have a sidewalk on at least one side within the next 15 to 20 years.

The National Energy Board is asking for feedback as it resumes regulatory processes following the federal government’s re-approval of the Trans Mountain pipeline expansion project. The regulator issued a certificate for the project following last week’s greenlight from Prime Minister

Justin Trudeau’s cabinet but is now seeking input from the public, “affected parties” and Trans Mountain. “The issuance of certificates does not automatically reinstate previous NEB decisions or orders required for Trans Mountain to begin or resume construction of the project,” an NEB press release states. “The NEB must now decide how regulatory process

for the project will resume.” The NEB will accept public comments online or via fax until July 5.Trans Mountain has until June 28 to file initial comments, followed by reply comments due July 9. The regulator plans to rely on previous decisions and orders issued before the Federal Court of Appeal quashed the federal government’s initial approval last

August, “unless relevant circumstances have materially changed.” Trans Mountain CEO Ian Anderson said construction of the expansion project could start as early as this September and oil could be flowing through newly laid segments by mid-2022, the Canadian Press reported.

Students at two more Burnaby elementary schools will have seismically safe schools by 2022, according to a pair of government announcements this week adding up to just over $28.6 million. B.C. Education Minister Rob Fleming and local MLA Janet Routledge were at Parkcrest Elementary School Wednesday to say the government will spend $12.85 to make that school safer. The North Burnaby el-

ementary school’s two-storey classroom block, built in 1964, is rated high risk, and experts predict isolated elements of that section, like walls, would fail in the event of an earthquake. That part of the school is to be demolished and replaced, according to Wednesday’s announcement. Parkcrest’s one-storey classroom block, which was built in 1960, is deemed a moderate seismic risk and will be reinforced. No plans were announced for the school’s gym, which is also rated a medium seis-

mic danger, according to a risk-rating report updated in 2016. Fleming also announced $15.76 million for Seaforth Elementary School, to upgrade 12 classrooms, the main entrance, library, gymnasium, washrooms, storage and mechanical room, staff room, medical room and covered play area. One 680-square-metre classroom block at Seaforth is rated high risk; the rest of the school is deemed a medium or low risk of damage in an earthquake. Work on both projects is expected to begin in sum-

mer 2020 and be complete for fall 2022. Kids at Seaforth will have to spend some time in portables during construction, according to Wednesday’s announcement, but Parkcrest students will be able to stay in regular classrooms throughout. “This is a welcome and important investment in our school communities,” Burnaby board of education chair Gary Wong said. “Providing seismically safe buildings for our students” – and for those who work with them – “ is a priority we share with the ministry of education.”

Burnaby students getting caught up on their shots Nearly 1,650 Burnaby kids caught up on their shots during the first two months of the province’s measles immunization catch-up program. Announced in March, the program is aimed at getting as many unimmunized and underimmunized kids as possible caught up on their measles vaccinations by the end of the school year. In the Fraser Health region, the public health unit started sending out letters on April 1 to parents of school-aged children without up-to-date shots. The letters directed families to clinics scheduled at local elementary and high schools. If a child was immunized by someone other than Fraser Health, parents were asked to email their child’s immunization record to the health authority. The catch-up program was scheduled to continue through June. Parents who miss the school clinics can also have their children immunized by a family doctor (all ages) or a pharmacist (age five and up).

Citynow City of Burnaby adopts living wage policy for its staff

Some 350 City of Burnaby employees are about to get a raise thanks to a new “living wage” policy adopted by council on Monday. Council voted unanimously to endorse the Living Wage for Families

Campaign, which calls on employers to pay an hourly wage that can support a dual-income family with two children.The 2019 living wage for Metro Vancouver is $19.50 per hour. Burnaby plans to raise

the wages of its employees making less than the living wage by Oct. 1. According to a city staff report, 351 of its approximately 4,000 employees currently make less than $19.50 per hour. The raises for direct city

staff will cost the municipality an estimated $78,000 annually. The city then plans to extend its living wage policy to external employees on contracts worth more than $250,000, including secu-

rity, maintenance and traffic flagging. Burnaby will require future bid documents and contracts to include living wage stipulations. In all, the transition to becoming a living wage employer will cost the city

$278,000 to $378,000, the report says. “This is about investing in people and investing in our community,” Mayor Mike Hurley said in a statement.

Burnaby RCMP Const. Frank Tarape is a true believer when it comes to the Royal Canadian Air Cadets program. Raised in Vancouver, the local Mountie was a member of Burnaby-based 637 Arrow Squadron from the time he was 12 until he aged out at 19 in 2005. Before he left, he was presented with the Service Above and Beyond the Call of Duty award. This month he was back, presenting the same award to another dedicated cadet:

Warrant Officer 1st Class Tim Lui. “It’s such a great thing for Burnaby’s youth,”Tarape said of the program. Originally established in 1941 to train young men for service during the Second World War, the national program has evolved to focus on citizenship, leadership, physical fitness and general aviation as well as piquing youngsters’ interest in the activities of the Canadian Forces. Along with the sea and army cadet programs, the air cadets are funded by the Department of National Defence and local fundrais-

ing efforts. “There’s never a financial barrier between kids joining and enjoying and learning from this, and that’s really important,”Tarape said. The program consists of one night a week of mandatory training (at Nelson Elementary School in South Burnaby for 637 Arrow Squadron) and a slew of other clubs and teams cadets can join. Some cadets become licensed private pilots before they have a driver’s licence, Tarape said – and they get paid to learn. “They call it a training bonus, so every cadet that

attends any course actually receives about $120 a week,”Tarape said. One of his passions was first aid, he said, and he considers those skills one of the most valuable things he took away from the program. No matter if they choose flying or first aid or band, all cadets learn how to work as a team and get a chance to form close connections, according to Tarape. “You make some great friendships,” he said, “because, when you’re really in the shit of it on a bush exercise where some parts of it can be cold and wet

and some parts can have a hard task that you’re learning how to do together, you form some great bonds.” Those who stick with the program for all seven years, like Lui, come out the other end well prepared for just about anything, according to Tarape. “Those cadets are amazing young professionals,” he said. Long a seemingly wellkept secret, air cadet squadrons in the Lower Mainland have grown by “leaps and bounds,” according to Tarape. He said there were about 30 cadets in 637 Arrow

Squadron when he was involved. Now there are 230 and about 400 total in Burnaby – meaning additional opportunities as more clubs and teams are formed. But even with all the fun and valuable opportunities the program offers,Tarape said there are likely some kids who won’t join just because other teens might think it’s “dorky” – as they did in his day. Personally, he was too busy to pay those kids any mind. “I didn’t have time for the haters,” he said.

Food bank moves to Burnaby

The Greater Vancouver Food Bank is moving its headquarters to Burnaby. The organization is in the process of moving from a warehouse on Raymur Avenue in Vancouver to 8345 Winston St. – a warehouse roughly one block south of the Production Way-University SkyTrain station. The move comes after the food bank’s Vancouver lease expired and it was unable to find a suitable home in the city, chief development officer Cynthia Boulter told the NOW. She said the new location is roughly the same size – 40,000 square feet – as the food bank’s existing home, but has higher ceilings, allowing for more shelving. The move will not change the food bank’s mission of serving its four member communities (Vancouver, Burnaby, New Westminster and North Vancouver), Boulter said. “We’re not shutting everything down and moving to Burnaby.We want to

make sure people still have access in their communities,” she said. But Boulter said the food bank does plan to reduce the number of pick up locations in the region down from its current 13, which are only open in the morning, five days a week. Instead the food bank will have fewer locations open longer hours – and more in the evenings. This will better serve the increasing proportion of food bank clients who are employed, she said.

“The fact we’re open when we are doesn’t make sense to us,” she said. Clients can only go directly to the food bank’s warehouse location once a year, Boulter said, but soon they will be able to visit the Burnaby location as much as once a week. As early as August, the new facility will include a food hub open seven hours a day, five days a week, she said. SUMMER ARTS FEST

WHAT’S HAPPENING? Deer Lake Gallery is once again hosting the Summer Arts Festival, with a Friday night market on July 5 from 6 to 9:30 p.m., and festivities all day Saturday from 10 a.m. to 5 p.m. It’s presented by the Burnaby Arts Council and Opus Art Supplies. WHERE IS IT TAKING PLACE? The gallery and its outdoor space at 6584 Deer Lake Ave. It’s a beautiful setting with a view over Deer Lake and its extensive park space. WHAT DOES IT INVOLVE? The festival is a celebration of arts of all sorts. Friday evening features a night market and live entertainment by local bands, plus an opening reception for Kelly Cannell’s Redefining exhibition at the gallery (see page 24).

Saturday will kick off with a traditional Coast Salish welcome and introduction. Visitors can enjoy live musical entertainment and performances by the Burnaby Summer Theatre troupe during the day. There will be an “inspiration station” for kids, presented by Muckabout Gift Gallery, where artists will work with young participants on mixed media projects. There’s also the popular juried artisan market, featuring original artwork and handmade creations by a variety of B.C. artists and artisans. There will be some artist demonstrations during the day, with Kwantlen elder Hazel Gludo on hand to lead a Coast Salish cedar weaving workshop (see page 22), and Peter Lattey demonstrating his wood carving skills (see page 30). And, of course, the Park’s Edge Paint Off returns for the fourth year, as artists

battle for supremacy in a live two-hour painting event from 1 to 3 p.m. Visitors have a chance to wander the easels and watch the artists at work before casting their votes. “Many people have never seen how paintings are created, and it is an exciting spectacle to get a glimpse of what the creative process looks like first-hand,” says a write-up about the event. Public votes determine the winners, and all paintings are up for a silent auction to close out the afternoon. Visitors will also be able to enjoy refreshment from food trucks and a beer garden. Deer Lake Gallery is inviting everyone to get a close-up look at Coast Salish weaving. Hazel Gludo, a Kwantlen elder, will be on hand at the gallery during the Summer Arts Festival on Saturday, July 6 for a Coast Salish Weaving demonstration from 11 a.m. to 1 p.m. A write-up about the event notes Gludo has been weaving cedar for a number of years. From an early age, her mother taught her the importance of cedar and how to embrace its values. Cedar has long been a valuable resource to the Northwest Coast First Nations people, and it also plays an important role in spiritual belief and ceremonial life. Today, Gludo teaches about the cedar tree: how it was used by her people years ago and their great respect for the cedar tree, and the importance of respecting the trees that are around us. For $5, people can take part in the interactive workshop and try their hand at weaving. The demonstration is also open to the public to observe for free. City now DEER LAKE SUMMER ARTS FESTIVAL

Deer Lake Gallery is celebrating the work of a Coast Salish artist in its next exhibition. Redefining, featuring work by Kelly Cannell of the Musqueam Nation, is on at the gallery from Friday, July 5 to Saturday, Aug. 10. An opening reception is set for July 5 from 6 to 9:30 p.m. A press release notes that Cannell has been exposed to Coast Salish art and culture from birth; she lives it every day among her community and with her family, including her two children. Her passion for travel, which has taken her to countries around the world, has helped her skills to grow and has intensified her connections to the natural world.The natural environment remains one of her main sources of inspiration. “In each and every piece, a story is told or a message is passed down; sometimes personal, sometimes appar-

ent, though keeping true to Coast Salish traditions,” said the release. “The passion of her work embraces the everchanging and ever-evolving contemporary Coast Salish art form. As a Coast Salish woman rising up with such a rich and knowledgeable culture, Kelly has been empowered to share and hope-

fully inspire others to respect our surroundings and, more importantly, each other.” Cannell’s exploration of various mediums has taken her to the renowned Pilchuck Glass School in Stanwood,Wash., and to The Glass Furnace in Istanbul, Turkey. She has also continued to study part-time at Emily Carr University, most recently silkscreen printing and acrylic painting. Cannell has also created public artworks for various locations throughVancouver, including storm sewer covers created with her mother, Susan Point, and sites at CBC,Vancouver Community College, the Musqueam Community Centre, and more. Help protect seniors from ﬁnancial abuse In recognition ofWorld Elder Abuse Awareness Day earlier in June, BC Notaries shared signs of financial abuse and advice on how to protect seniors. According to HealthLinkBC, more than half of reported elder abuse cases involve financial abuse, defined as using a person’s money or property without their consent or fraudulently, as in financial scams. “Elder abuse can happen at the hands of strangers, acquaintances and – most sadly – even family members,” said Daniel Boisvert, president of BC Notaries Association. “Families and professionals on the front lines, such as first responders, health-care providers, and bank and credit union employees need to know what signs of abuse to watch for in order to intervene appropriately.” Key indicators of financial abuse include a sudden decrease in bank balance, investments or other savings; a notable change in financial decision-making or lifestyle; or withdrawal from family or social interactions due to stress, fear or shame. Some key forms of financial abuse include: 1. Pressuring a senior to loan or gift money or other items of value; 2. Selling a senior’s property or belongings and using the money for themselves; 3.Tricking or pressuring an elderly person into signing a contract or changing their will. BC Notaries help many seniors ensure their assets are safeguarded by legally documenting their wishes, so they don’t fall victim to a scammer or abusive fam-

ily member. Notaries review the individual’s situation and ensure they have a current legal will, and advise if they would benefit from creating a Power of Attorney or Representation Agreement. “BC Notaries help many seniors ensure their assets are safeguarded by legally documenting their wishes, so they less easily fall victim to a scammer or abusive family member,” said Tarja McLean, a notary in Kelowna. BC Notaries are also highly trained to ensure a client is making their own decisions of sound mind. Notaries conduct private interviews with individuals to

In cases of financial abuse, this does not happen. A notary can help clarify and designate the attorney’s roles and responsibilities.This should be done while the signatory is independent and of sound mind. 3. REPRESENTATION AGREEMENT In cases where the senior may have diminished capacity and cannot make a Power of Attorney, they may still be capable of making a special Representation Agreement.This type of agreement provides a designated individual with decisionmaking authority that typically includes minor and major health care, personal care and living arrangements, but can also include legal affairs and routine management of financial affairs. If you have concerns about an elderly person living alone and at risk, or you believe they may be a victim of financial abuse, you can report it to the Office of the Public Guardian and Trustee at www.trustee.bc.ca.

Keeping seniors and their canine companions together for as long as possible is the mandate of a non-profit group looking for volunteers across Metro Vancouver. Dr. Ardra Cole, founder and chair of ElderDog Canada, says the extra assistance provided by volunteers allows seniors to keep their dogs at home for as long as possible.To that end, volunteers can help seniors with walks, picking up dog food or transporting their pet to the vet or groomer. “We help seniors keep their dogs at home, but it’s labour intensive and we need help,” says Cole. “ElderDog is 100 per cent volunteer driven and there are no fees.” Volunteer groups are divided by location and are referred to as “pawds.” Other services provided by ElderDog include temporary foster care should a senior end up in the hospital, adoption of older dogs if their owner moves to a care home or passes away, and bereavement support. Cole notes at this time the bereavement support is informal and supplied by volunteers who work in counselling, but she hopes ElderDog will eventually offer more formal services. “There’s lots of grief and loss when a senior loses a dog,” says Cole, who notes since August she knows of 40 older dogs that have died. “But ElderDog offers a community of support.” The inspiration for ElderDog Canada came as the result of the extensive work Cole and her research partner, Dr. Maura McIntyre, completed as they travelled across Canada talking to family members caring for loved ones with Alzheimer’s disease.Their findings showed the significant role the family dog and other pets play in the caregiving experience. Another pivotal event that contributed to the creation of ElderDog was the sudden death of Cole’s older brother, after which she adopted his dog, Mister Brown, an aging chocolate Labrador retriever and her brother’s

Mister Brown, traumatized by his owner’s death, was also living with an inoperable, crippling, cancerous growth on one of his legs and eventually died of the disease, but not before enjoying his new life in the country. Cole notes other older dogs are typically not as lucky and are often abandoned. Considered unadoptable, ill and aging animals often have doubtful futures. Cole says her family’s care of Mister Brown was as rewarding for them as it was enlivening for the tired old dog.Today Mister Brown is the poster boy for the organization. Jacqueline Henley is one of the few volunteers ElderDog has in Metro Vancouver. Henley says as soon as she heard about the program, she signed up and hopes others will too. “How could you not?” says Henley, who owns a smooth coat collie named Kenzie. “I know how much joy dogs bring to my life.” Henley says due to living with a disability, she’s home during the day and she also has a supportive partner who helps out with walking canine companions, so volunteering was a natural choice. Pairing elder dogs with seniors is also part of her volunteer duties with ElderDog.

“You get to know the seniors and you get to know their dogs,” says Henley. “Seniors — and senior dogs — can be set in their ways so I need to know they’re a good fit.” So far Henley has helped re-home a 12-year-old cocker spaniel after the owner moved out of the country and the dog was deemed too old to travel.That dog was placed with another senior. Cole notes that’s exactly why she launched ElderDog Canada in Dartmouth, Nova Scotia, in 2012. “Sometimes the relationship between a senior and their dog is the only relationship they have,” says Cole. “And we want to help make that last as long as possible.” WANT TO HELP? Artist creates ‘jazz music carved into wood’ His work has been described as “jazz music carved into wood,” and you can check it out at Deer Lake Gallery. The gallery is hosting a new outdoor exhibition, Masks from my Mind, featuring the work of Peter Lattey. It opens on Saturday, July 6 – during the gallery’s Summer Arts Festival – and runs to Tuesday, Sept. 3. Lattey is also leading a demonstration on July 6 at 11 a.m. at the gallery. A press release about the work notes Lattey’s work has been influenced by the many places he has lived and travelled. He grew up in a small town in the Okanagan, surrounded by mountains, pine trees, sage brush and lakes, and developed a love for wood and natural forms at an early age. He studied art and architecture at the Universi-

ty of British Columbia in the 1960s and 1970s, and he has travelled extensively in Europe, studying in Italy. His travels took him to Papua New Guinea in the early 1970s, and local art and carvings there had a great influence on his work. In the 1990s, Lattey lived in the Vancouver Island rainforest, surrounded by giant trees and totem poles, and he then moved to L.A. in 1999. “The raw wood for his works comes from the exotic urban forest of Los Angeles.Trees that are being cut down, firewood yards and construction sites are all mines for his raw gold,” says the release. “Each piece shows something of its origins combined with a feeling that comes from within him.” The release says Lattey’s works are tactile and meant to be touched with

Sitting hunched over my laptop at six in the morning, I hear the floor creak in the kitchen and I know that my son is up. I rush to finish typing an email and then hurriedly hit send before I close my computer and step away from my work to give him a hug. As I prepare breakfast, my two girls enter the room as well, and my youngest asks enthusiastically, “What are we going to do today mama?” In my mind, I’m running through a checklist of to-do items that need to be done for work before the day comes to a close, but my work will have to wait until later because it’s summer

break and my kids need me. The rest of my day is spent teeter-tottering between keeping my kids busy and taking care of business tasks.When my kids go to bed, I return to my laptop and work until midnight. When I was working in a full-time corporate job, one of the main reasons why I quit and decided to work for myself was the catastrophic cost of child care.To be able to work at my nine-tofive job, I had to pay close to $2,500 a month for child care for my two young children – and that didn’t include the added costs of babysitters if I had to work overtime hours or attend evening events with my spouse. Remote work definitely has its perks.While I still rely on part-time care for my

third child, I’m saving significantly on child-care costs. I work flexible hours and work for myself. But with the pros come cons as well. As a freelancer, I don’t always have the security of a steady income or the health benefits often provided by a corporate employer, or an allotment of vacation time. And when the summer months approach, so do the challenges of trying to balance a full-time workload with a house full of kids. When people hear that I work remotely, they often assume that I have it easy. I hear regularly, comments like, “you’re so lucky you get to work from home,” and people jealously jest that I get to be “there” for my kids during the nine-week break, spending more time with them and saving on the sub-

stantial summer camp costs. But juggling my job with a house full of my boisterous brood is no easy feat. I still rely on summer camps – which at $400-plus per child, per week, can add up quite quickly. Being present for my children during the summer months poses challenges, even though I may be physically there. Just like parents who work out of the home, the summer guilt still sets in, and the struggle to find support is equally as strenuous. The truth is, when it comes to summer break, we as working parents are spending most of the season just trying to survive – regardless of where we work. It’s not often you get to experience two of hockey’s biggest events in the span of two days. Burnaby’s Massimo Rizzo did just that, and is thrilled to have had his name called twice. The slick centre was selected with the 216th pick Saturday in the NHL Draft by the Carolina Hurricanes, a day before his B.C.

Hockey League rights were dealt to the Coquitlam Express. “I definitely had the day marked on the calendar,” Rizzo said of the draft, hosted by the Vancouver Canucks. “I was out with a couple of buddies, just walking on Ambleside (Park) to get my mind off of everything. I came home and sat around the TV with my parents and sister, and when I saw my name pop up it was definitely a pretty special moment for all

of us.” Originally listed as a possible third-or-fourth round prospect, Rizzo’s stock fell after he missed the first 21 games of the 2018/19 season due to a back injury, and had hip surgery last month.The 18-year-old tallied 11 goals and 29 assists over 37 games with the Penticton Vees, adding three goals and three assists in six playoff games. Getting picked by Carolina,

which trended on social media after their flashy home-ice win celebrations were dissed by Don Cherry as “a bunch of jerks,” is really cool, he noted. “It’s pretty cool. I was definitely intrigued watching throughout the year and seeing how the fans and everyone in the city rallied around them.They kind of had their own thing going and that carried into the playoffs and they had an unbelievable run and did really well.”

The former Vees captain went through tests to determine the cause of his recent back issues, resulting in hip surgery to correct the problem. Since the procedure, Rizzo said he’s feeling a lot better and looking forward to getting back on skates soon, although he concedes he won’t be ready for Coquitlam’s training camp. Eric Penney proved once again to be a thorn in the side of the shooters, leading the Burnaby Lakers to an 8-4 victory over the Maple Ridge Burrards at the Bill Copeland Sports Complex on Tuesday. Penney stopped 47 shots and benefited from a sterling team defence as the Burrards’ snipers were held goalless until the 31st minute. From every standpoint, Burnaby’s performance could not have been much better. “Penney coming out playing the way he did, putting up a shutout in the first period, was huge for the defence,” remarked first-year defender Ryland Rees. “We’re just trying to get to their hands and not give them those open opportunities. Penney stepped up when he did, defence came to play and the offence did its job.” Daryl Veltman scored a pair in the first period and rookie Ryland Rees sandwiched second-period tallies around Maple Ridge’s Colton Porter’s marker midway through the frame to make it 4-1. The Burrards made a big push and pulled within a goal by 1:43 into the third, but Burnaby captain Dane Stevens replied with two goals to make it 6-3. Robert Church and Stevens, with his third, completed the scoring. Penney continues to be a consistent performer, and the defence is establishing some stellar chemistry, general manager Kevin Hill noted. “Honestly, this is probably our best game all year, a solid 60 minutes from everyone all around. Fantastic ‘D,’ Penney played unreal and everyone was contributing on offence. It was a terrific game on all facets,” said Hill. The lone negative was the loss of Veltman, who missed the final 40 minutes after suffering an upper-body injury. The first-place Lakers head into the long weekend with two tests – Friday when New West visits the Copeland arena (7:30 p.m.), and Sunday in Nanaimo.

New First-Time Home Buyer Incentive comes under ﬁre The First-Time Home Buyer Incentive promised in the 2019 Federal Budget, which the Canada Mortgage and Housing Corp. recently announced will go live September 2, is under fire from industry professionals. The launch will land just a few weeks before the fall’s federal election. The program will offer first-time Canadian home buyers an interest-free, payment-free loan, from a fund run by CMHC, matching the buyer’s down payment. This is up to five per cent of the purchase price on a resale home, or 10 per cent on a new-build or presale home. Eligible first-time homebuyers, with a maximum household pre-tax income of $120,000 a year, who have the minimum down payment for an insured mortgage with CMHC, Genworth or Canada Guaranty, can apply for the funding in the form of a shared equity mortgage with the federal government. The buyer’s mortgage plus the loan awarded cannot total more than four times their annual income. The loan is interest-free and doesn’t require monthly payments. The government’s portion of the home shares in rising or falling values. The

loan, plus any equity uplift on that portion, is repayable to the government upon sale of the home or after 25 years, whichever is sooner. CMHC said that for buyers purchasing a $500,000 new-build home, they would save up to $286 a month in mortgage payments. However, James Laird, co-founder of Ratehub Inc. and president of CanWise Financial, criticized the incentive in a media statement. He said, “The key issue remains qualifying, and this program diminishes the amount that a first-time home buyer can qualify for by about 15 to 20 per cent. This is because the program limits the mortgage amount to four times the households’ income, whereas those not participating in the program can actually qualify for a mortgage that is 4.5 to 4.7 times their income. Household income for qualified home buyers is also capped at $120,000. “Those who would be attracted to the program would be Canadians who are trying to purchase at their maximum qualification. However, because the program diminishes how much you can qualify for, it doesn’t serve the needs of the group it is targeted at. Canadians can get a larger loan by

not participating in the program.” U.K. COMPARISON The scheme has been compared to the U.K.’s Help to Buy program, which offers a shared-equity loan of 20 per cent on a new-build home for first-time buyers and has been in place since April 2013. After 18 months of recording the take-up of the scheme as low in pricey London, where it was still proving challenging for buyers to get into the market, the U.K. government raised the maximum loan amount to 40 per cent for Greater London only, after which it saw a boost in take-up in the region. However, some industry critics have said that giving Canadian first-time buyers too large a loan could help inflate prices in already expensive markets, and only the home sellers would ultimately benefit. The Government of Canada has allocated $1.25 billion over three years for the First Time Home Buyer’s Incentive. COLLETT, John Joseph June 6, 1970 - June 8, 2019 We are heart-broken to announce the sudden passing of John Collett, just two days after celebrating his 49th birthday. John died peacefully in his sleep, after a very courageous battle with cancer. He is survived by his loving parents Lorne and Sybil, sister Arlene, niece Rachel, the family fur baby Montana, and his extended family of aunts, uncles, cousins, and friends. John was born and raised in New Westminster and was involved in soccer and lacrosse throughout his childhood/high school years. His love of cooking landed him on the Island of Corfu, in the small village of Roda, Greece, where he worked at Roda Oasis Hotel from April - October, for many, many years. He spoke Greek fluently and made many lifelong friendships. Next to cooking, his biggest love was his niece (his monkey-mou) and his parents dog Montana (his personal side-kick … never left his side if she could help it). His loyalty and protectiveness towards family was infamous, his stories of his journey always full of laughter. Through diligence in retail and clerical work, study and training, Tillie eventually became a partner/owner of a successful Credit Bureau. After selling the business, Tillie and husband Fred moved to BC, where she worked for the Vancouver bureau until her retirement. Tillie loved her church. A lifelong Presbyterian, and Elder of Knox Church in Sapperton, she was always on hand to greet and take part in all that went on there. Born in Brandon, Manitoba, Tillie was the middle child of nine born to Anton and Pauline Bygarski. Predeceased by her husband, Fred Grant, daughter Carroll Johnson and seven of her siblings, Tillie is survived by her son, Charles Hughes (Nancy) of Coquitlam, sister Ann Sherban (Ed), sister-in-law Jessie Roberts both of Brandon, six grandchildren, nine greatgrandchildren and numerous nieces and nephews.
