Burnaby residents will have to wait a little longer to see what the city’s final plans are for the Metrotown neighbourhood. A draft of the Metrotown Downtown Plan was expected to come before
council in March, but that has been pushed back to at least June, according to Mayor Derek Corrigan. The community plan update, meant to establish Metrotown as Burnaby’s official downtown, went through two rounds of public consultations. Feedback was gathered over the
course of six months. “Staff are going through all that consultation and looking at a broad range of suggestions,” said Corrigan. “The consultation isn’t meaningful if you don’t listen, and we have.We’ve gone out and listened to the community, talked about the issues.”
Corrigan pointed to issues such as having enough amenities. “Is there enough park space? ...What can people expect in the future in regard to the pace of development? How many apartment buildings will be built over the course of a number of years,” he told the NOW.

Kinder Morgan has Released its Pipeline Routing Plans Time to respond officially is limited by the National Energy Board Act It has now been confirmed by Kinder Morgan that the proposed pipeline route crosses and seriously impacts: • the Brunette River Conservation Area, Stoney Creek and many streams • parkland, including Cottonwood Park • protected forested land that currently provides a buffer between the Meadowood neighbourhood and the Shellmont tank farm • major roads and local streets • forested areas and public spaces near private property, in addition to the pipeline easement, as Kinder Morgan is asking for additional work spaces, eight to 25 metres wide
If your property may be impacted, you have the right to file an objection. The National Energy Board (NEB) Act allows official responses only from people who own or occupy property that may be affected. Statements of opposition to the pipeline route can be filed with the NEB. Landowners who receive notices directly from Kinder Morgan must respond within 30 days after they receive their notice. In spite of tremendous opposition throughout British Columbia, including from the City of Burnaby, the National Energy Board has approved Kinder Morgan’s proposal to: Build a new pipeline to carry unrefined bitumen through Burnaby; Triple the amount of heavy oil stored – and add 13 larger storage tanks – on Burnaby Mountain; Build three new tanker loading docks and a utility dock in Burrard Inlet to export the oil, keeping none for Canadians Kinder Morgan calls the project a “twinning”, when, in fact, none of the new line would follow the old pipeline’s route in Burnaby and the product carried would be much more hazardous. Even though the NEB has approved the project, the City of Burnaby will continue to fight to protect the citizens and city from the significant damage this project would do. SFU archeology students and faculty faced off in a hunter-gatherer competition on Burnaby Mountain designed to separate the Homo sapiens from the chimpanzees. About 30 undergrads, graduate students and professors threw spears, cracked nuts with rocks and tried to start a fire with hand tools in the university’s first-ever PaleOlympics. Organized by Archeology Student Society president Brea McCauley, the event was designed to give students a chance to use paleolithic tools, like the atlatl – a Stone-Age spear-throwing device. “Last semester we did an atlatlmaking workshop, and so then people were like, ‘Well, we want to chuck these around now,’” McCauley told the NOW, “so we were like, ‘Why don’t we make a full event out of it and do all these things that we’ve been learning about in our classroom environment and actually see how it
would have been?” Throwing spears at a Styrofoam mammoth and bison on one of the university’s athletic fields, students and faculty demonstrated their paleolithic survival skills. But a Venus-figure carving competition also tested their artistic side. “That’s kind of what makes humans what they are today,” McCauley said of that more symbolic Stone Age activity. Prizes included evolutionary distinction and gift cards to a campus pub. “Everyone’s going to be ranked in the human evolutionary tree, so first prize is going to be Homo sapiens – modern humans, second prize will be Neanderthals, third prize homo erectus and down the evolutionary tree, and last place is going to be chimpanzee.” The event was well received on campus, according to McCauley, and, in the future, she’d like to open it to students at other colleges and universities as well. “I think that would be lots of fun,” she said.

The Burnaby RCMP is investigating the alleged assault of a campaign worker after housing activists took over Anne Kang’s campaign office Tuesday. The group, all members of Alliance Against Displacement, refused to leave until they met with NDP leader John Horgan in hopes of drawing attention to the issue of demovictions in Burnaby.The event was staged the same day the writ was dropped, ahead of the NDP’s housing platform released on Thursday.The
platform includes a promise to require “fair treatment during renovictions and demolitions of rental properties.” The non-violent protest appeared to escalate, according to B.C. NDP media spokesperson Jen Holmwood. “One of the protesters was arrested for assault after violently shoving a campaign worker,” she said in an email to the NOW. Burnaby Mounties arrived shortly after 1 p.m. and ordered the protesters to leave or risk facing arrest. They left one hour later. Ivan Drury, an organizer
with the group, said he was detained by police Tuesday after the protest for an investigation into an alleged assault against a campaign worker and was released shortly afterward. He denies the assault and said a campaign worker was the one who was hostile. “He began to scream at us very aggressively, and with two hands, struck one of the protesters in the chest really forcefully, really angrily, and she flew back three feet.Then he shoved one woman who was in the door and tried to force her out, pressing on the door Continued on page 4

NDP in the riding of BurnabyDeer Lake, which has seen a lot of demovictions. “We held the space. We stayed occupying it demanding the meeting with Horgan,” Luba said. “We did leave upon threat of

Candidate questions ‘non-partisan’ position Julie MacLellan

Should a former school trustee affiliated with the Burnaby Citizens Association be able to hold a top “non-partisan” role in running an election? That’s the question an independent candidate in Burnaby-Deer Lake is asking about the riding’s district electoral officer – who happens to be former BCA school trustee Diana Mumford. Mumford held office from 2002 to 2011, when she opted not to run again. Elias Ishak, who’s running as an independent in the riding, is raising a red flag about her presence in the electoral officer role, given that Elections B.C. says district electoral officers “are and must be perceived by the public as completely non-partisan,” as outlined on Elections B.C.’s website. Ishak says the fact that Mumford served in office for the NDP-affiliated BCA – and, in fact, was on school board at the same time as current NDP candi-
date Anne Kang was on city council – means she can’t be perceived as “non-partisan.” “I just think that’s common sense,” he said. “The obvious perception issue is there.” Ishak added he has no reason to think poorly of Mumford. “I’m not implying anything about her. I’m sure she’s a nice person; I don’t know her personally,” he said. “I just think that it’s a huge perception issue.” Rick McGowan, who’s running for the B.C. Green Party in Burnaby-Deer Lake, agreed with Ishak. In fact, he said, when Mumford was named the deputy district electoral officer for the 2013 election, he raised concerns with Elections B.C. At the time, he said, Elections B.C. assured him they were confident in her ability to do the job in a non-partisan way. McGowan said the perception of partisanship may be even more concerning this time out. “If it’s close, which all indications are it will be, it is a
concern,” he said. “The optics aren’t good.” Mumford herself, however, said she’s not concerned that her past connections to the BCA and the fact that she served alongside Kang will affect her ability to do the job. “Oh heavens no, oh gosh no,” she said emphatically, noting that although she knows many of the players in local politics, it’s also a natural part of having been involved in the South Slope community for many years. “(Mayor) Derek Corrigan was my son’s soccer coach,” she said. Mumford, who came into her school trustee position following work with school and district parent advisory councils, said she was motivated to run for school board not from any sense of partisanship but simply from a desire to work for the best possible education system for kids in Burnaby. “My role wasn’t ‘political’ in that sense,” she said. “I’ve done an awful lot of things in the community.” Mumford added she was

He said Elections B.C. stands behind the selection of Mumford. “We have full confidence in her ability,” he said. Ishak, however, remains unconvinced. He complained to Elections B.C. and had received a voicemail message saying someone would be happy to answer his questions, but he saidWednesday that he didn’t plan to follow it up. “I’m not going to waste my time,” he said. “But I think that people should at least know about it.” Mumford said she had not received a call from Ishak but would be happy to discuss his concerns. “If he’s got a specific complaint, great,” she said, though she added Elections B.C. has already addressed the issue of her “partisan” connections.

Will voters go for the highest bidder?
Just when you thought politicians couldn’t get much more brazen in bribing voters, this past week the Liberals and NDP both targeted voters south of the Fraser River in an effort to win their support. The Liberals first pledged to cap bridge tolls at $500 a year. Liberal Mike de Jong said the cap would put more than $1,500 back in a commuter’s pocket if
that commuter crossed a tolled bridge twice a day for work, five days a week. Now, that’s a chunk of change. But then the NDP basically said we can do one better and promised to remove all of the tolls off of the bridges. Whoa! The Greens, thankfully, did not get into this bidding war. New Westminster Mayor Jonathan Cote was pretty much having to tip toe
through the whole topic in an early-morning radio interview on the promises as neither plan seems to make financial sense or as an incentive to get more people to use public transit or ride-share. Cote, speaking from the Mayors’ Council, seemed almost dumbfounded by the situation. As an NDP supporter, he deftly dodged slamming the NDP’s plan to scrap tolls entirely. But he
did say there was no way the Mayors’ Council could reconcile cutting tolls and reaching Metro Vancouver’s transportation goals. The Metro mayors have been asking for a new tolling policy for regional bridges – not a plan to eliminate them. The bridges are already running a deficit – with tolls being charged. The Mayors’ Council has a detailed 10-year-vision for regional transpor-
tation and it has a lot of moving parts that include provincial and federal commitments. But then an election rolls around and, well, everything seems up for grabs. Now, by Wednesday afternoon, the Mayors’ Council was giving kudos to the NDP’s more fleshed-out plan, but still saying they are “concerned about potential impacts of new tolling policies ...”. Of course, both parties
pledge to work with the Mayors’ Council if elected. No surprise there. As someone tweeted this past week: “By the time election day rolls around, we will be promised unlimited free bridge crossings, free gas as we make our way to free B.C. Ferry crossing ...” And, we might add, a free mocha latte while we’re waiting at the ferry terminal.

Money talks, but how loudly?
B.C. politics already has its dark money – donations that are difficult to trace back to an actual donor – but the free-for-all when it comes to political fundraising in the province has given rise to a murky practice: raising campaign cash from some dark corners of the world. Its name seems innocuous enough, G&E Studio. It’s just one of the companies identified among the 76,887 donations the B.C. Liberal Party received between 2005 and 2015. G&E donated $5,000 to the Liberal Party less than three weeks after a 2015 Reuters investigation identified the company as part of “a global radio web structured in a way that obscures its majority shareholder: staterun China Radio International.” A station in Vancouver – CHMB AM1320 – broadcasts G&E’s state-approved content. CHMB is owned and operated by Mainstream Broadcasting. Before her election in 2013, International Trade and Minister Teresa Wat was the president and CEO of Mainstream. G&E isn’t the only statecontrolled Chinese company to donate to parties in B.C. The Bank of China contributed $388 to the Liberals in 2015 and Canadian Kailuan Dehua Mines – part of the Kailuan Group – has given the party $59,974 and $7,375 to the B.C. NDP (2011 to 2014). A genuine interest in B.C. politics might not be top of
mind when the cheques get cut. In one of China’s staterun newspapers, Huang Xiangmo, chairman of the Yuhu Group of developers, wrote this in regard to Australian politicians: “(They’re) not delivering … We need to learn how to have a more efficient combination between political requests and political donations.” To date, neitherYuhu nor Huang have made donations in B.C. Lucky for us. And China isn’t the only foreign country whose statecontrolled enterprises are coughing up cash for parties in the province. Progress Energy has donated $12,750 to the Liberals. Progress is a wholly owned subsidiary of Petronas, a Malaysian state-controlled energy company. Petronas is also the majority partner in Pacific NorthWest LNG, which has donated $21,700 to the Liberals and $350 to the NDP. Closer to home,Texas-based Kinder Morgan boasts on its website that it’s “committed to being a good corporate citizen and conducting ourselves in an ethical and responsible manner. We spend hundreds of millions of dollars each year on integrity management and maintenance programs.” It might want to ask for some of its money back. Thief steals golf gear It was a busy month for thieves in September. Someone stole a full set of Palm Springs golf clubs and a tan-coloured bag from a parked car in the 5400 block of Gilpin Street. A grey golf bag and full set of Lynx clubs were also stolen in the 4600 block of Parker Street. Meanwhile, in the 4500 block of Lougheed Highway, someone stole four Goodyear Eagle tires mounted on gold spoke rims from a car in the area, and over in Metrotown 30 blankets and three dollies were taken from a truck.

California-based Edison Power gave the Liberals $10,000 in 2016, and Pacific Gas & Electric Co. $1,832 in 2009. Both companies were on the winning side when B.C. Hydro reached a $750-million, out-of-court settlement in 2013, after its subsidiary Powerex was accused of “gaming the energy market by purchasing and exporting to Canada huge quantities of electricity California needed and then selling it back to the state at exorbitant prices.” Most foreign donors can be traced to a country, but not all. Dear Editor: The fact some city councillors are exploring the use of photo radar speaks to their naive understanding of the technology. Coun. Dan Johnson has it right when he worries the RCMP will use it as a general tool, instead of actually doing enforcement. Calgary uses this technology, but they use mobile units that are moved to various locations throughout the city. Yes, Canada Way and Royal Oak are but two of numerous locations in Burnaby where speeding and accidents are regular occurrences, as is Willingdon, between Central Boulevard and the traffic light at Maywood Street, where the amber light for many means to speed up, not slow down and stop. If council decides to waste money on this technology, they need to concentrate this technology in more locations than just the couple mentioned by council members. How about instead of wasting money on this technology, they instruct the RCMP to up their traffic enforcement, because there is nothing more effective in slowing down drivers than to see a police cruiser, with an officer doing enforcement. In addition, the installation of stop light cameras, which is used effectively by Vancouver, would also be a method of cutting down the incidents of drivers running amber lights, instead of yielding to vehicles already in the intersections, trying to make a left-hand turn. Why is he in the news? Scott Hannah has been helping people get out from under debt for more than 20 years. President of the Credit Counselling Society, he himself is no stranger to financial hardship. When he was in his early 20s, he was in business with a partner and the pair parted ways. Over the next 12 months, Hannah took over the business obligations and paid them all off, he said. “I had to make some
What advice do you have for people trying to pay off debt? One of the biggest problems that we see people have is that very few people manage their expenses with a budget. Really? Yeah. Not enough people have a detailed budget where they’re in control of their income and expenses, (where) they know where the money is going, and not enough of us put ourselves on top of our paycheques so it’s difficult to accomplish our goals, like paying down debt, if we’re not focusing on it. So you’re saying people ignore debt? What happens for a lot people is the amount debt tends to snowball.You owe $1,000 and before you know it it’s $5,000.

The NOW caught up with Hannah to talk about debt in a world where instant gratification is so important.
– Cayley Dobie What’s the worst case of debt you’ve seen? Well, certainly we have seen people come to us with an excess of $300,000 of unsecured credit, meaning credit cards and lines of credit, but I think the highest number of individual credit card debt that I saw from one individual with active balances was $39,000. And that’s at an interest rate of 20 per cent? Or higher. … A number of the retailers that have credit cards that are in excess of 25 per cent. … Over the 20 years that we’ve been providing help to consumers, we’ve seen the average debt load of unsecured credit go from $10,000 to $15,000 back in the ’90s to $29,000 to $40,000 today. And our salaries haven’t doubled from that timeline, but that’s the amount that we’re carrying. Because we’ve been caught in this lowinterest environment for an extended period of time, I

Their rates are high, but we’ve got accustomed to carrying balances on credit cards, so it’s really gotten worse over the years in terms of our comfort levels and just making payments on our credit cards versus paying them off. … So when you have a person who has a mortgage at a low rate of interest, perhaps a line of credit attached to that home as well, and maybe they have some credit card debt as well, and they’re managing, they’re keeping up with their payments.When the rates go up, it’s going to have
a serious impact on their mortgage, and because they have other consumer debt – credit cards, lines of credit – those people are going to experience a lot of difficulty. So you think interest rates will go up? Yes. Look at down in the States.They’re forecasting that interest rates will go up at least three times this year – they’ve already gone up once.They forecasted it last year. At one point in time, when our economy improves, our rates will go up. OK, so what’s the most effective way to pay off debt for someone living paycheque-topaycheque? First thing they need to
do is take a very hard and detailed look at where their money is going, so tracking their spending. And I would do that for a period of 30, perhaps 60, days. ...With that information, you need to then create a budget to find out, ‘OK, am I in balance with my budget or not? Am I spending more than what’s coming in, including debt payments, or not?’ and if they are, then it’s a matter of going back to the budget and saying, ‘What changes can I make?’ And I don’t advocate that a person should make huge wholesale changes, because that may be difficult to manage over a longer period of time, but looking at every single expense item in their budget. Could they have a less expensive cable
package? Does it make sense to scale back on their internet package? Are they getting the best value for their insurance coverage? … Whatever you need to do to get your budget balanced, you have to do it. Where does saving money come in? Is it something you should do while paying off debt? Where possible, we always encourage our clients to make room for some savings. Life events happen. You just don’t know when they’re going to happen, but they happen. … It’s important to take longer term approach on this. If it’s taken you three or four years to get into debt, it’s probably going to take you Continued on page 12

Burnaby RCMP Const. Paul Fletcher, the Edmonds area neighbourhood liaison officer, stands beside one of the most troublesome nuisances in his entire district in April 1997 – a phone booth at the corner of Kingsway and 14th Avenue, which was known to attract drug dealers, prostitutes and pimps. Fletcher met with B.C. Tel for weeks to remove or change the technology in a handful of pay-phone booths along the then-notorious south Kingsway “hooker stroll.” Police hoped to find some middle ground between making the phones accessible to low-income residents in the neighbourhood while also thwarting those plying the drug and sex trades. Corbett collects twin gold Pacific Rim wrestler tops freestyle, Greco Dan Olson

St.Thomas More’s Caileen Corbett achieved a double-gold at last week’s Canadian national cadet and junior wrestling championships in Windsor, Ont. The 17-year-old took down Kaleigh Prier of L’Essor 1:02 into their 43-kilogram freestyle juvenile final to capture the national crown. En route to the final, Corbett defeated Alina Khan of Windsor, this time 1:06 in the first round. She also captured the GrecoRoman title, defeating Natasha Wiebe of the junior Huskies by fall in 50 seconds. It follows Corbett’s high school championship victory in March. She was part of a standout Pacific Rim Wrestling Club showing at the nationals. Emilee Lai and Jacqueline Lew both prevailed in their juvenile weight classes, with Lai going unchallenged while Lew secured her title after her opponent dropped out due to injury. Picking up a silver was STM’s Amanda Silveri in the cadet girls 90kg division. Silveri fell 6-0 to Zenze Stanley-Jones in the final. Also placing second was teammate Clara Scaglione, who was edged by Tyleen Scaiano in the cadet 46kg final. On the men’s side, Daniel Dordovec picked up silver in the cadet 130kg final, edged by Jacob Ambroziak of Northern Pikes in 1:11 of the first round. Flixzl Reyes and Connor Pattison both brought home silver in juvenile freestyle, with Reyes losing in the 54kg final by a technical fall, and Pattison pushing Tejvir Boal of Mississauga in a decision in the 85kg division. Pattison would add a bronze in Greco-Roman, defeating Sunny Benning by a fall in 58 seconds. Yanni Angelopoulos collected silver in Greco-Roman 115kg, edged for silver in a fall to Ikyot Randhawa. A week earlier, the Burnaby Mountain Wrestling Club’s Nicole Depa, Justina DiStasio, Haislan Garcia, Aso Palani and Nishan Randhwana – who won a pair of titles – picked up gold.

Freshmen left their mark at last week’s Emilie Mondor Invitational in Burnaby. The Simon Fraser University track and field’s first-year sprinters Katherine Lucas and Nathan Mah put up impressive results, combining for three gold finishes. Lucas won both the 100- and 200-metre women’s races, while Mah captured the 100m dash. In her result, Lucas crossed the finish line in 12.21 seconds in the 100m, then edged teammate Valda Kabia with a 200m sprint of 24.99 to 25.03. Mah, a Burnaby Central alumnus, won the 100m in 11.08 by out-legging UBC’s Mark Coles, who finished second in 11.18. SFU grad and Burnaby native Cameron Proceviat topped the men’s 800m event with a time of 1:49.31, then repeated the feat in the men’s 1500m race with a time

of 3:46.33. Proceviat is running under the Coastal Track Club banner. Clan sophomore Addy Townsend paced the women’s 800m to enable teammates Sophie Dodd to win in 2:11.63 and Julia Howley to run a personal best 2:13.07. Dodd’s time places her 36th nationally.

The preteen raced six events and won each to the Dynamo Swim Club’s 16th annual Invitational swim meet a resounding success.The 11-year-old Burnaby swimmer led a strong Dynamo team, with gold in the 50- and 200-metre freestyle, 100- and 200m butterfly, the 200 breaststroke and individual medley. It helped keep the home club in the hunt for the aggregate award Lidia Trophy, which was claimed by the West Van Otters. Ming Ze Zhu was in fine form, collecting four medals in his 12-year-old age group. He won the 50m breast, placed second in the 50m back and a pair of bronze in the 100m back and 200m IM.
