Carter & Cooley put Heights on the Map In 1886 Oscar Martin Carter, a self-made millionaire who had business interests in Nebraska and Colorado, brought to Houston his utopian vision for the 20th century. Carter’s dream was to build a new type of town, a planned community where people could live and work in health and safety. Houston was a city plagued by yellow fever and devastating annual floods. Carter chose the Heights as an ideal spot for his new community. Houston Heights, with an elevation 23 feet higher than downtown Houston, a natural sandy soil, rich vegetation, mature trees, and artesian water sources, promised a sanctuary of health and well-being. Carter convinced his Eastern investors that
Houston was destined for growth and the ideal place to invest heavily. Carter attracted his corps of investors who set up the Omaha and South Texas Land Company. Not only did they invest, but many also lived in this utopian city. The company purchased 1,756 acres of land and made over $500,000 worth of improvements, including utilities, streets and alleys, as well as parks and schools. The blocks were carefully arranged, along with the planting of trees and natural features that now line the streets. Along with his other accomplishments, Carter built a commercial strip at 19th and Ashland to serve the new residents. D. D. Cooley came to Houston
in 1890 as the general manager in charge of development for the Omaha and South Texas Land Company. Cooley owned and lived in one of the first residences built on Heights Boulevard; he was also one of the original group of investors in the Houston Heights. His home, built in 1893, was to serve as an example of the type of house to be built on the Boulevard. The Cooley family was extremely active socially; Mrs. Cooley even doPhoto courtesy of Garden Oaks Home owners Association nated the land where the Houston Shown here is the intersection of 34th and Ella, which serves as a sort of gateway from Heights Woman’s Club was erected Garden Oaks/Oak Forest into the Heights. in 1912. There are a number of cool neighborhoods in Houston, and this local paper enjoys its fair share of readers in many of them. Our communities are coveted for good reasons, but it’s the restoration of the Houston Heights that catapulted the northside into the full-blown coolness category. One of the foremost business pioneers in that effort was Carter & Cooley Company Delicatessen on 19th Street, now approaching its 30th year of calling the Heights, home. In the 1970s and 1980s the Heights had decayed. “The first time I saw 19th Street, I was in shock. It was all boarded up,” stated Neil Sackheim, owner of Carter & Cooley Company Delicatessen. This early trailblazer in the resurgence bought the old Simon Lewis Building at 375 W. 19th St. and Ashland in 1988. It was a big risk at the time, but he dove in. When Sackheim made his commitment to the structure, it was shuttered and dilapidated. He then set out on a 6month restoration. The building originally housed Ward’s Drugstore and its charming soda fountain from 1921, when it was constructed, until 1965. It was locked that year and remained empty for 23 years until Sackheim stepped up. “In the beginning, I wasn’t sure that our business would survive in the Heights,” Sackheim stated. ”It was kind of a ‘Build it, and they will come,’ thing. I didn’t know if it would work, but I knew there were many people who wanted to live close to downtown and, like me, had a passion for old architecture. The Heights was the first planned community in Texas and I was hoping that others with the same love of older properties would see its potential.” By the time Ward’s closed, drugstores had became antiseptic; they ceased to be the social gathering places of prior decades. Sackheim restored his building by reviving many of the original elements that made the drugstore the center of social activity in the Heights, elements that contributed to

the feeling of a gathering place. “We restored the big windows and the transoms. We uncovered the original pressed tin ceiling. Then we decorated in a manner that reflected the original drugstore, with old photos on the walls. It all contributes to our ambiance today,” he stated. The company purchased 1,756 acres of land, and made over $500,000 worth of improvements, including utilities, streets and alleys, as well as parks and schools. The blocks were carefully arranged, some principal streets were covered with shell, and a waterworks system was established. Scattered open spaces supplemented the 60 footwide esplanade on Heights Boulevard. The trees and other natural features that now line the streets were planted during that early period of development. Carter also built a commercial strip at 19th and Ashland Streets and arranged for stores to open there to
serve new residents. As was common in most promotional towns, he built a grand hotel (destroyed by fire, 1915) where prospective buyers could stay when they inspected the area. The founding fathers also built a series of grand Victorian homes along Heights Boulevard, a broad, tree-lined central thoroughfare patterned after Commonwealth Avenue in Boston. Major industrial and commercial concerns were also attracted to Houston Heights by Carter and his associates before the turn of the century, thus completing his plan to develop a totally planned community in which to live and work. From the outset, Carter

planned Houston Heights as a modest community. There were a few land dealers, such as William A. Wilson, who acted as investors and developers in the area. But, in general, Carter sought to prevent speculation. His advertisements and his methods of promotion do not appear to have been aimed at the very wealthy, but at the growing class of white-collar workers, young professionals, and the skilled craftsmen of the working class. City Wide Wholesale was started in 1932 by Jake Court, Father/Grandfather of
Jerry and Wayne Court, present owner/operators. Mr. Court started with selling supplies out of his truck for small Mom and Pop restaurants, fruit stands, sports groups etc. He next opened his first warehouse supply facility on Preston Avenue. As his business grew and he needed more space he started looking for another location. Jerry Court followed his Dad around and helped in the business from the time he was a kid growing up. In 1967 Jerry decided to get in the business with his Dad and they eventually moved to Heights and 14th Street location. In 1985 they moved to 610 and Airline, an old plumbing supply. In February 1986 this warehouse burned down and they re-opened Heights and 14th where their business grew. Wayne started working with his Dad and they eventually moved in 1994 to the present location 801 Service Street, across from Canino Produce. The business has grown and prospered with the integrity, hard work and service of the Court family. They say ìRemember us for all your Hot Truck, Catering and Vending Needs. Actually, City Wide is a place where restaurants, delis, cafes, sports snack bar owners, party organizers, reunion groups etc. can find food and equipment supplies that will SAVE them money. They are open to the public. They, like many successful companies, are always reorganizing and improving their facilities to make it more customer friendly and to segregate foods, drinks, equipment, etc. City Wide is adding more lines of foods and restaurant equipment, and supplies as well as merchandizing and allocating different space for better cleaner display and selection.

You don’t have to be bored at the car wash By Landan Kuhlmann landan@theleadernews.com
Right near the corner of 34th Street and Ella Boulevard, a lone ranger continues to plug along, letting its history (long forgotten and recent) tell the story as it changes with the times. The story of Dr. Gleem Car Wash and Lube Center began in 1968 from the roots of Houston legend Bud Adams, and continues to this day as the last original station from the legend’s Phillips 66 distributorship. In 1968, Adams used the distributorship to build eight express car washes all around the Houston area. Originally simply an express car wash where the driver was the employee, Dr. Gleem has adapted with the times. Dubbed “Scrub-A-Dub” from 1968 until Dr. Gleem bought the property at 3103 Ella Blvd. in 1981, the shop has morphed from simply an express wash into a multi-faceted facility. “Our biggest change kind of came gradually,” Kevin Jenkins said of the place’s transformation from a simple express wash and gas pump
to a full-service station which has adapted over the years to bring in services such as detailing, we started changing oil, doing state inspections. “Normally [going to the car wash] was boring — nobody wants to go wash their car, because it’s like an errand or checking something off your to-do list,” he said. But no more. From there, Dr. Gleem has brought in a hair stylist, a smoothie bar (which is now
a café), an expanded lobby and more over the years in attempts to transform a typically mundane chore into a legitimate one-stop shop and experience for all the errand needs of a constantly-evolving neighborhood. “We just wanted to make it unique, because this is a unique area,” Jenkins said. “Now we’ve tried to make it into a place where you can knock a couple things off at once — there’s no dead time.”

Heights Founders Silas Wilkins bought the first lots in 1893. He was a carpenter for the Omaha and South Texas Land Company who had helped ready the land for the residents. Shortly thereafter, he built a home at 1541 Ashland Street and later became the second postmaster of Houston Heights after the incorporation of the Houston Heights as a “village” in 1896 (Houston Heights celebrated its 100th anniversary of incorporation on July 1.) William G. Love was elected the first mayor. He served from the incorporation as a village in 1896 until 1899. Love’s greater service to the Heights, however, was as its legal advisor. He was also appointed District Attorney for Houston and Galveston counties in 1907, and was elected to the position the next year, serving until 1910. The large, Queen-Anne style house at 1505 Heights Boulevard was
his home until his death in 1926. John Milroy joined Carter in 1893 and was influential in selling lots and recruiting residents into the Heights. First living at 1602 Harvard Street, he and his family moved in 1897 to the large home at 1102 Heights Boulevard - today listed as a Registered Texas Historical Landmark. For 20 years, Milroy acted as general agent of the Houston Heights Office of Carter’s company, in charge of all lands owned by Carter in Texas. He also served eight terms as mayor of Houston Heights (1899 to 1907). Milroy died only a few months after its annexation into Houston in 1918. Milroy was followed by David Barker, who was mayor from 1907 to 1913. During Barker’s administration, Heights Boulevard and several other streets were paved, schools were constructed,
from P. 1B
and the first fire station was built. Houston Heights’ dry ordinance, which banned the sale of alcoholic beverages in large portions of the community, was passed on Sept. 25, 1912. This ordinance remains in force today. Barker’s home at 121 E. 16th Ave. received a Registered Texas Historical Landmark designation in 1991. Barker was succeeded in April 1913 by Robert F. Isbell, who lived at 639 Heights Boulevard. (In The History of Houston Heights by Sister M. Agatha, we read that Isbell resigned his position in August,1914 to move his family to Taft, Texas for a better job opportunity. He was accidentally shot and killed on February 19, 1920. His widow returned to their Heights Boulevard home where she continued to live for many years.) James B. Marmion served as the last mayor of the Hous-

ton Heights (1914-1918). His administration spawned a new fire station, city hall, and jail at 12th and Yale. During his administration, residents concluded that they could no longer provide enough tax revenue to properly educate their children through the local school system. This acknowledgment directly led to the decision of annexation by the City of Houston in 1918. This story is reprinted with permission from the Houston Heights Association. Deli from P. 1B 1928) and Daniel Denton Cooley (1850-1933). It was a smart choice, but there are others he made that proved the same. He was committed to high quality food. The deli launched on April 4, 1989, and the very first day, Sackheim served lunch to 700 people. Today, Carter & Cooley has built a reputation for its fresh, made-to-order fare. Some say it offers the best Reuben sandwich in Houston. Others swear by the muffaletta. The daily made-from-scratch soups have a fan base too. The little restaurant has accumulated many return customers, some are third generation. “We have been approached to open a Carter & Cooley in all sorts of places - The Woodlands, Memorial, West University - but we will not leave the Heights,” Sackheim explained to The Leader two years ago. “I just think there is something about being a one-of-a-kind place that brings people back.”

Spanish Flowers Restaurant “Heights Neighborhood Legend” has been serving customers with pride since 1979
S
panish Flowers Restaurant celebrated their 38th year in business recently on July 3. They have enjoyed a reputation far beyond other neighborhood restaurants as the place to go when hankering for Tex-Mex and Mexican specialties or dessert and coffee after an evening out. This vast restaurant, located at 4701 North Main is always humming. The new owners have been making continuous improvements in the structure and decorations of the building for a while now. They are from a region of Mexico where they use beautiful stone to build inside and out. You will see this stone inside the restaurant on the walls and other decor. They now have a full service bar area where you can enjoy a casual drink with friends or just stop by during Happy Hour and let the traffic move on while you enjoy a Tequila drink made with a great Tequila that is also from the region of Mexico where they lived. They have stocked these upscale brands and have created some excellent new drinks such as the Tamarinda Margarita rimed with Tajin instead of salt, similar to how you would treat Mango fruit or you might use pepper and sugar because of the tartness of the fruit drink. In an effort to meet customer satisfaction they have also created an Express Menu that is served Monday thru Friday from 10 a.m. until 5 p.m. The Express Menu has more combinations of entrees and the portions are somewhat smaller than larger portions on the regular menu. Some
of the favorites listed are Chicken Tarragon, Chicken Tortilla Soup, Enchilada Trio and more. Of course the old favorites on the regular menu are always available such as enchiladas, tacos, tamales, traditional mole, menudo, caldos (soups) and sizzling grilled platters of meats and shrimp served individually or family style. Since 1928 For over 80 years, we’ve cared enough to think about the very worst.
Surfhouse: 50 years of happy customers that let in the light. It’s so comfortable; it’s a really nice change, Carol Sandel said. “Sometimes things come to an end, and we just have to roll with it. The old building was falling down. It was so old, nothing worked. The last week we were there, the lights tried to go out, and I thought ‘Just go out. I’m not changing another light bulb in this old place ever again’, she said, laughing.
Kim Hogstrom For The Leader
Oak Forest’s Surfhouse is celebrating a half-century of selling fun products and providing helpful service to residents in the area and Houston at large. The celebration of this milestone includes a move to a new building - less than 100 feet from the old location - and Surfhouse owners Carol and Lloyd Sandel could not be happier. Since opening in 1967, the Sandels have been making friends with their extensive knowledge, professional guidance, and hand-selected inventory of all things sun, surf and skateboard-related. Their hard work and care paid off. Today, the Surfhouse is recognized in the Texas Surfing Museum as the oldest shop in the state, and the front door of the former location is considered a relic and prominently displayed there. However, the new location does not disappoint. It is part of the redevelopment project underway on the southwest corner of 34th Street and Ella Boulevard. Does the new building rob us of the aroma of surfboard wax we so love? Can we still find colorful Hawaiian shirts, skate-themed tees, sunscreen and interesting swimwear? Are the peace signs still available? The answer is a resounding “yes, and then some. “Our new store is a little smaller, but it has big widows
member when kids across America would dismantle metal roller skates and nail them to planks of wood to make skateboards. Manufacturers quickly introduced all sorts of models. Many included the stability of hard rubber wheels that kids snapped up. “That new skateboarding trend was a good fit for us, explains Sandel. “Skateboarding was first introduced by surfers in California as ‘sidewalk surfing,’ and it just kept getting bigger and better. Today, it’s a full-on sport of its own. We expect to see it introduced in the Olympics sometime soon, and it’s really big in China. China has the largest skate park in the world, but the North Houston Skate Park is the largest in America. The inventory of skateboards at the Surfhouse is worth a visit. While aspects of the shop still echo the 1970s, the new skateboards are so high-tech, they look space age. The surfboards reflect the same advanced designs and engineering evident in the skateboards. However, the clothing lines remain delightfully retro. “The demand for the older sixties style designs is so high, that it’s hard for us to drop in newer ones. We’ve even added baby and kids clothing because people asked us to. They are very popular, Sandel said. How long will the couple continue? Carol Sandel has heard the question before. “As long as we can, she said with a laugh. “We really like getting up each day, and having a place to go.

Both the Sandals grew up in near north Houston. Three years after they married, the couple launched their business on Spring Branch Drive and, six months after that, they relocated it to the old 34th Street and Ella location. Their timing was perfect. “When we first opened, surfing was just taking off. We were able to grow with the sport. A few years later, in the 1970s and 80s, skateboards took hold, Sandel said. The store has grown through the years and is constantly adding products to keep up with customers’ needs and expectations. Susan Tate & Judy Bankhead H.T. “Pat and Velma Patterson opened Darlene’s Flower & Gift Shop in Woodland Heights in February of 1969. Darlene’s was born as an extension of their wedding catering business, Diane’s Catering Service, for the convenience of the brides and their families to be able to plan flowers and catering all at one stop. Working in the business since it’s inception, their daughters, Susan Tate and Judy Bankhead took over the daily running of the shop in 1982 after the death of their Mother. Remembering “Those Were the Days brings to mind a time, early on, when funeral sprays were $7.50 and roses were $15.00 a dozen, arranged. Now, a mere 47 years later, the prices have changed with the times but, thanks to our many loyal customers and a host of new customers, we are still going strong!
