How Lrumber l.rooks
The most important aspect of the lumber situation on the Pacific Coast is the failure of the much-advertised and heralded car shortage to materialize. There is no car shortage, ar.rd frorr every indication there will be none this summer or fall. This has entered strongly into the entire lumber market picture, and is accountable for much of the present softness in the demand for both Fir and Western Pine.
The West Coast Lumbermen's association 162 mills, for the week ending August 14th, reports as follorvs: Orders, 106,194,000; Production, I09,747,000; Shipments, 102,883,000; Unfilled orders, 487,971,0W.

There was an attendance of more than 400 at, the open house held by E. K. Wood Lumber Company to celebrate the opening of their splendid new office building at 727 Kennedy Street, Oakland, on Monday evening, August t6.
Vice president John B. Wood acted as host, and he was assisted in greeting the visitors by President Warren Wood, Manager James McNab, and Assistant Manager Frank Teakle.

The National Lumber Manufacturers Association, reporting for the week ending July 31st, lumber shipments ol 375 mills were 3.5 per cent below production, and orders were 12.4 per cent below production.
West Coast Lumbermen's Association, reporting for the first seven months of 1948, show production 5,052,620,000 feet, topping last year for the same period by 184 million feet; Orders for the first seven months were 5,095,122,000 feet.
New Bibliogrcphy oI Forest Mqtericl Issued
Nation-wide distribution is being given the new 1948-49 revised booklet, "School Bibliography on Forests," published by American Forest Products Industries, Inc.
Copies of the bibliography are being sent to county and city school superintendents, officials of normal schools, and teachers colleges in 48 states in order that they may secure sufficient copies of the material included for teacher use during the coming school terms.
The material listed in the booklet is prepared especially for use by teachers, group leaders and for libraries, dealing with the importance of trees in our everyday life, and as our only natural renewable resource.
The booklets, wall displays, and motion picture, described in the bibliography tell a factual and interesting story intended to create better understanding of the nature, extent and problems of our forests.
Distribution is also being made to forest industries and forest agencies throughout the 48 states. Additional free copies may be obtained from the American Forest Products Industries, fnc., 1319-18th Street N. W., Washington 6, D. C.

An enormous food crop is being harvested in the United States. Does that mean lower prices for food to the consumer? Don't be silly! We are being told frankly by informed'thinkers that the huge crops will create surpluses which will in turn force the (overnment to increase the subsidy parity payments to the farmers and producers. So they will have to increase taxes to get the added money to pay the added subsidies in order that the farmers and producers may be able to hold the price of food sky-high. And the hell of it is, that isn't a joke. It's simply the way it is. We hear and read demands that prices come down, while every move of government and of labor and of business serves to shove and hold prices up. Do f know a remedy? Nix! Screwball thinking created this situation, and only the elimination of screwball leadership and management can ever hope to right matters.

If you want this big subject handled tersely and practically, hark to the words of a writer, L5rnn Landrum, whom I frequently quote, as he says: "Inflation is what you have when an increising amount of money commands a decreasing amount of goods and services. There is less and less of meat. of automobiles. There is less and less of coal digging and house painting and professional services. \Me can't cure all that overnight. And we will never get it cured until we begin to get more meat, more automobiles, more coal digging, house painting and services on the market than we have now. In the main that means that more Americans have got to put in more hours over more days and turn out more goods and services." It's. bitter, but the doctor says-"Take it." {.**
General Wm. Tecurnseh Sherman was a man who strongly resented having the newspapers and their editors telling the government how it should be run. We find him saying: "Supposing the pilot of a ship should steer his course according to the opinions of every fellow who watched the clouds above and the currents below; rvhere would his ship land? No, the pilot has before him a little needle; he watches it, and he never errs. So, if we make that our simple code, the law of the land must and shall be executed no matter what the consequences, we cannot err." This was contained in a letter he wrote his brother after the War between the States, in which he said that there were ten thousand editors presuming to dictate to generals, presidents, and cabinets. Wonder what the grizzled General would have said had he lived in this day of the columnists, who are much more given to advising on all matters than were the editors of Civil War times?

Socrates taught on the streets of Athens nearly five hundred years before Christ. His chief teaching was thisthat a man could only succeed by the building and development of his own character, and that in order to do that successfully he must be able to stand to one side and "watch himself go by" as it were. He said a man should look upon his own mind, his own character, as a thing apart, and he should sit as a bystander and watch it work, and judge its development, its strength and weakness, in
an entirely abstract manner. If he discovered that his mind was showing small weaknesses, such as anger; envy, jealousy, fear, etc., he should realize its imperfections and go to work to correct them, and build his mind and character to higher levels.

No one knows, or even attempts to estimate how many Bibles have been printed and sold in the world's history. One American printer is said to be shooting at 'the billion mark. Ten million Bibles is a modest annual sale in this country alone. Bruce Barton called it "The Book Nobody Knows." It is printed and sold by the million, worlds of people talk about it, but few know it. The reason-they read it with blinkers on. Whatever theological denomination the reader belongs to, he reads to prove to himself that that church is the right one. And the agnostic or infidel reads it to discover inaccuracies,'cohtradictions, illogical statements, or anything that will help him to criticize it. Only the occasional scholar who approaches the Bible with his mind wide open, and has no religious axes to grind, really learns anything. He seeks to find out what it's all about. He looks for Truth, regardless of what packages it seems to come in. or what label it bears. To such readers it is loaded with nuggets more priceless than gold or precious stones. To the fellow trying to prove that the religion his parents handed him is the only true religion, the Bible is just something to argue narrowly about. Such a man should have his skull lifted to give his brains room to grow. "What rvas good enough for Paw is good enough for me," is the basis of most theological disputes.
Just to give you " ,o"*i, ;* ", how little chance there is of food prices coming down, I read with'a real pain in the neck a story with pictures in the Los Angeles Times on the subject'of potatoes. The pictures show a great pile of Irish potatoes, described as the finest type of rich, white potatoes, being ground into cattle feed by tractors. These potatoes were purchased from the growers for as much as $2.60 a bushel, sold to cattle men for ten cents a bushel, converted into cattle feed by crushing, while the U. S. Government takes the loss of $2.50 a bushel. The buyers of the potatoes can sell the sacks they come in for at least the ten cents they pay for the potatoes and the sacks. It is a shocking sight. This is done under the price control program which guarantees to pay the farmer for his potatoes if he cannot sell them. No, they are not available for sale to the American consumer, or for gifts to .the starving Europeans we hear so much about. Grade l-A potatoes bring $2.60, lower grades as low as $1.30. ft's the same as plowing under pigs during the early days of the New Deal. Worse, for the world is far hungrier than it rvas then.

"What about the properties of Redwood plywood, and horv does that product compare with Fir Plywood ?" is a cluestion frequently asked by the trade during the past year since the manufacture of Redwood Plywood has become a matter of considerable proportions.
The M. and M. Wood Working Company, of Portland, Oregon, which operates three Fir plywood'plants and is preparing to manufacture Redwood and Fir plywood both at Eureka, California, answers that question in most intelligent fashion in a statement recently issued, as follows:

Prominent Editor of The California Lumber Merchant, Vicegerent Snark of the Los Angeles Hoo-Hoo Club several years ago and former member of the Supreme Nine"Ed," as he is affectionately known throughout the lumber industry, is one of the most active members of the local organization.
Born in Brockton, Mass., where he secured his early education "Ed" teceived his degree in Forestry at Harvard University and spent ten years in the United States Forest Service, stationed in the west. Following his service with the government he purchased lumber throughout the Pacific Northwest for several years and when Jack Dionne started publication of the Lumber Merchant he became the first San Francisco representative. Twenty-one years ago Ed moved to Los Angeles, as managing editor of the magazine, which post he has held since that time, becoming one of the leaders in civic afiairs during the past two decades.

"The .company believes that the production of redwood plyri'ood up to the date of this prospectus has been for the most part on an experimental basis. Although there has been some commercial production, the degree of market acceptance of redwood plywood and the_ competitive position of redwood plywood with fir, have yet to be established. Production of redwood plywood in the past presented difficulties in connection with peeling as a result of hard knots. Redwood plywood requires greater dryer capacity than fir. In early experiments, the vegetable type glues then available, were not suitable adhesives. As a resrrlt of the experiments of the company and others, it is believed that commercial production of redwood plywood is feasible through improved peeling techniques, use of synthetic resin and urea resin adhesives with hot plate presses, and through installation of improved dryers of greater capacity."

During the first four months of this year Los Angeles built .10,635 homes, u'hich is more than rvere built by any state in the union excepting Nerv York, California and Texas. In other rvords, none o{ the other 45 states in the nation built as rnany homes as the City of Los Angeles alone.
During tl.rat sarne period the State of California built 36,173 homes, which was approxirnately one-fifth the nttmber of homes built by all 48 states, and a fifty per cent increase over 1947.
Besides Los Angeles, Long Beach and San Diego ranked high in home building, the former building 1,204 homes during the four month period mentioned, and San Diego 1.590.

PORTLAND, Ore., Aug. 1l-Two major developments in western forestry, one good and the other potentially serious, were reported to the Western Pine association's forest conservation committee, meeting here today as a part of a week-long series of lumber conferences.
The group heard Ernest L. Kolbe, association chie'f forester, report that timber of all species throughout the west is growing at a rate unprecedented in forestry history. The statement helped counterbalance a report the day before by N. S. Rogers, Oregon state forester, that the dread spruce bud-worm, which already has hit an estimated 1,000,000 acres of timberland near Heppner in eastern Oregon, has spread for the first time west of the Cascades.
Kolbe, commenting on reports received from silviculturists stationed throughout the west, said that even virgin timber is showing a net growth never before known, due partly to a wet cycle starting in 1940. The report covered second growth as well as old stands.
The association forester said that enlightened management policies on the part of western timber owners had helped considerably in the accelerated growth rate.
Rogers told members of the association's Oregon state forest practice committee that the latest outbreak of the spruce bud-worm has occurred in about 400 acres of timber north of Springfield in the Willamette valley 100 miles south of Portland.
About 80 per cent of the infested area in eastern Oregon is federal land and timbermen said that a huge aerial spraying program may be necessary. Last year a tussock moth infestation in north Idaho, covering 400,000 acres, was completely wiped out by aerial spraying with DDT. The North Idaho project is to date the largest single spraying job ever attempted.
The conservation committee accepted applications for nine new Tree Farms totaling 36,342 acres, bringing the association's total to 145 farms covering 2,613,865 acres.
A resolution was approved commending the Oregon State board of forestry for control work against the spruce budworm and urging the board to "press the battle to a finish."

Simpson Industries Represents Carney-Pacific Rockwool
Longview, Wash.-simpson Industries of Seattle, sales organization of the Simpson Logging Company, Shelton and Seattle, Wash., has been appointed exclusive Western distributor for Carney-Pacific Rockwool Company products, it has been announced here by Harry E. Carney, Jr., president of Carney-Pacific.
Production got under way the first week of August at the new Carney-Pacific plant at Longview. Products will include Carney Golden Fleece batts for new construction; Carney Silver Fleece, a granulated wool to be blown into existing stru,ctures and Carney Frigid Fleece, for industrial insulation.
Simpson Industries were chosen by Carney-Pacific according to Mr. Carney, because of their wide and well established distribution system in the West and because of high regard in the trade. Portland, Oregon, Aug. 12: Directors of the National Lumber Manufacturers association gathered here from over the nation Tuesday for their annual midsummer meeting, their attention focused on Washington, D. C., and their eyes on war scare headlines.
Uppermost on their agenda was the effect the government's mobilization program may have on the lumber industry.
Discussed also before them were a government agency appeal for appointment of industry advisory committeestermed by industry spokesmen as a potential return to the wartime industry committee advisory program-possible allocations, the effect the draft may have on lumber personnel and similar problems.
H. E. Holman, chief of the forest products division for the commerce department's office of domestic commerce, proposed appointment of advisory committees by which the industry "may take an active part in the development of governmental plans and policies which may affect the industry."
Holman, in anslver to directors' questions, declared the plan had no connection with the federal defense program.
His proposal suggested the appointment of ten industry members from each of eight geographical regions representing such groups as loggers, manufacturers, millwork men and the like. From these nominees, the secretary of commer.ce will select two from each group to form a general industry advisory committee.
The plan was referred to NLMA's member associations for recommendation at the next NLMA convention in December.
The association's executive vice president, Richard A. Colgan, Jr., told the directors the government has under way "at least a paper mobilization of industries, to be in readiness."
Moreover, the national security resources and the munitions boards "are rapidly expanding their staffs, so that planning can be completed for possible industrial mobilization."
The lumber industry, however, is considered "in the 'readily convertible' category" and therefore is "not high up on either agenda," he declared. The resources board, though, is considering a forest products division "which will formulate detailed emergency plans for the lumber manufacturing industry," he added.
Colgan told reporters that, with the special session of congress over, he did not foresee the imposition of controls on the lumber industry "unless an emergency situation develops."
There will be no need for allocations so far as the housing industry is concerned, he declared. Lumber is not short for home-building over the nation, he added.
Colgan also' declared it was the opinion of executives of some ten lumber producers associations, who met here last rveek, the nation's lumber output for 1948 would ,be up

"The Marshall plan's action agency, the economic cooperation administration,. has authorized some $900,000,000 of purchases, of which less than $15,000,000 has been in the lumber industry, including paper," he said.

The state forest practices committee heard Nels Rogers, Oregon state forester, warn that the spruce bud worm had last week made its first inroads into second-growth timber west of the Cascades, north of Springfield.
Belief was expressed that 1,000,000 acres of timber in Oregon are infected, 80 per cent on federal lands. A test DDT spraying of some 5000 acres in the Heppner-Spray area earlier this year produced a 99 per cent "kill" of the bud worm, the committee was told.

McDowellon Stanford Faculty
Carl E. McDowell, assistant to executive vice-president Charles L. Wheeler of Pope & Talbot, Inc., will join the faculty of Stanford University on September 1, as Assistant Professor of International Trade, Graduate School of Business. He has been associated with the pioneer lumber and shipping firm since his graduation from Stanford in 1933 and will continue to serve the firm in an advisory capacity as assistant to the executive department.
Mr. McDowell is an authority of note on wat'erborne commerce and has made many studies and surveys of trade routes with relation to two-way trade between nations, a background that ably qualifies him 'for his new position. During the war he served three years in the Navy as Port Director Service in the Pacific Area and at Washington, D.C., later becoming deputy to the assistant to Admiral Land, administrator of the War Shipping Administration.

Mr. and Mrs. Harry M. Seaman, of Houston, Texas, were recent visitors for a week in Los Angeles and San Francisco. They were returning home from a meeting of the Directors o{ the National Lumber Manufacturers Association, held in Portland, Oregon, on the 9th and 10th of the month.
Mr. Seaman is President of The Southern Pine Association and a Director of the National. Actively he is Vice President and General Manager of the Kirby Lumber Corporation, of Houston, rvhich has for nearly fifty years been the largest lumber producing company in the entire South. This concern now operates five large sawmills in East Texas, cutting both Southern Pine and hardwoods.
Federal Rererve Revives \(/artime Regulation "W"
The Federal Reserve is reviving its wartime Regulation "W", and effective September mer'chants who sell on the installment plan will find it somewhat harder to do business. These rules will affect banks and loan companies as well as retail merchants.
This Regulation was discontinued last November first, but was ordered revived by the recently passed anti-inflation bill. Authorities on such matters do not expect the revival of this Regulation to cut down installment sales and loans to any great extent. In the years before the Regulation rvas cancelled such types of business was increasing, in ,spite of the Regulation, so this may be only a mild gesture.

Truman Signs, Condemns, Ne*" Housing Law
WASHINGTON, D.C.-President Truman signed the housing bill into law today with a blast at the Republicancontrolled Congress for "deliberate neglect" of people most in need of adequate living quarters.
Mr. Truman said the measure falls "far short of the legislation which could and should have been enacted." He said in a statement that he was signing the bill because it would be "of some help" in meeting the critical housing shortage.
The President accused the House Republican leaders of blocking consideration of another bill rvhich would have provided "decent housing" for millions of families.
WHAT ACT PROVIDES
For the family interested in buying or renting, at relatively low cost, the bill would do these things :
1. Permit the Federal Housing Administration to guarantee loans for states, municipalities and non-profit corporations which are building rental housing.
2. A:uthorize the F. H. A. to insure an additional $800.000,000 worth of mortgage loans on large-scale rental units where the cost for a family unit is not more than $9000.
3. Make it somewhat easier for builders of prefabricated houses to obtain government loans.
4. Permit builders to obtain 88 per cent insured mortgage loans on projects of at least 25 homes with a unit value of $7500 or less.
5. Authorize 95 per cent buyers' loans and 9O per cent builders'loans on houses costing $6300 or less.
6. Permit government loans on veterans' co-operatives and increase the allowable,cost from $1350 a room to a total of $8100 a unit. Where the federal housing officials find that large-size families make this limitation impractical, there is an alternate ceiling of $1800 a room.
7. Authorize 90 per cent loans on non-veteran co-operatives.
8. Permit 10 per cent loans on construction, principally in rural and semi-rural areas, of homes which do not cost more than $4500, as compared with a present ceiling of $3000. The bill carries a $35,000,000 increase in authorization for such loans.
9. Permit banks to sell on government secondary markets as much as 50 per cent of their GI and F.H.A. insured mortgages acquired after April 30, 1948. The past limit has been 25 per cent.

Effective as of August 10, 1948, Title I of the National Housing Act was amended by the recent Congress and approved by the President, announced John E. McGovern, district director, Federal Housing Administration.
"An increase in the limitation of the total insurance liability which may be outstanding from $165,000,000 to $200,000,000, has ,been made. As Title I insurance liability is based on l0/o ot the total loans outstanding by institutions, this amendment would permit the issuance of an additional $350,000,000 in Title I loans.
"The maximum amount of Class 3 loans has been increased from $3,000 to $4,500 for the construction of new homes and authorization has been given for alteration, repair, improvement or conversion loans not to exceed $10,000 and having maturities not in excess of seven years and.32 days to be used on existing structures for ,conversion to apartment houses or dwelling units for two or more families. This is known as a 1(b) loan and previous to this amendment it was limited to a loan of $5,000 for the purpose ' o{ fmaneing the repair, alteration, improvement or conversion of existing structures located in a war housing area and was made for the purpose of providing additional living accommodations for veteran occupancy. Under the present revision, it is now no longer required that the structure be in a war housing area or that any occupancy priority be given."

Stanley Horn Distinguished Visitor For Hoo-Hoo Annuaf
One of the most distinguished visitors who will attend the annual Hoo-Hoo convention in Los Angeles will be Stanley F. Horn, of Nashville, Tennessee. Mr. Horn is Supreme Arcanoper this year.
Mr. Horn is best knouin as Editor of the Southern Lumberman, of Nashville, so far as the lumber industry is concerned. However, he enjoys other distinctions. He is without doubt the outstanding living authority on Southern history, and particularly the history of the Civil War, having written and published several outstanding books on the subject of that conflict. Also, two years ago, he published a book on lumber called "This Fascinating Lumber Business."
A Southern gentleman of delightful personality is Mr. Horn. He will be accompanied by Mrs. Horn.

Announcement is made in an advertisement on another page of this issue by the Santa Clara Lumber Co., Inc., of Manila, P.I., of the appointment of Ziel & Co., Inc., 149 California Street, San Francisco 11, as their exclusive lumber sales agents in the United States. The appointment was effective lune 17, 1948.
John G. Ziel of Ziel & Co., Inc., traveled by air to the Philippines last January, and spent several weeks on business in the Islands, during which he visited the mills and forests of Santa Clara Lumber Co.
In speaking of this ,concern and its products recently, Mr. Ziel stated that Santa Clara Lumber Co., Inc., with its several sawmills is supplying both firm-textured and mildtextured Philippine Mahogany.

Short Hcrrdwood Inspection Courses
Hardwood inspection courses, sponsored by the Pacific Coast Wholesale Hardwood Distributors Association, and conducted by the National Hardwood Lumber Association, were given in Los Angeles and San Francisco last month.
The classes were conducted by Earl S. Swartzbaugh, National Hardwood Lumber Association rules inspector, who recently completed a six months hardwood inspection course in Memphis, Tenn.
The Los Angeles class, arranged for by Hal Von Breton of the Tropical & Western Lumtrer Company, was held at the Polytechnic High School, August 2 to 13.
Don F. White, of White Brothers, San Francisco, made the arrangements for the San Francisco course, held at Mission High School, August 16 to 22. Mr. White arranged to have the course repeated for a second week so that each'firm could send two groups and avoid having too many men off at one time.
A total of 37 men from San Francisco Bay district hard*ood firms attended the course, and one from Portland, Oregon. .The class was made up as follows: Ten from E. L. Bruce Co., two from Gordon-Macbeath Hardwood Co., ten from J. E. Higgins Lumber Co., six from Strable Hardwood Co., nine from White Brothers, and one from Lumber Products, Inc., Portland, Oregon.
A certificate has been issued by the Pacific Coast Wholesale Hardwood Dis.tributors Association, showing that the students have completed the Short Inspection Course.

L. A. County's Great Industrial Growth
Industry added $5,308,000 worth of nerv production facilities to the county's manufacturing strength in July, sending the seven-month total this year to 949,074,500, Chairman Frank N. Rush of the Los Angeles Chamber of Commerce Industrial Development committee reported today.
Fourteen new plants representing total investments of $1,470,000 were announced last month. Thirty-two others are being expanded, requiring an outlay of $3,838,000.
If ,continued at the rate of the first seven months, 1948 industrial development should build up to the sixth highest total in county history, according to Rush.
Last month's $5,308,000 total surpassed the July, 1947, mark of $4,141,000 by 28 per cent.
Rush estimated that latest developments created 1,242 jobs for manufacturing workers.
New plants organized so far this year total 105, with a value of $10,651,000. Expansions number 208, worth $38,423.5W.

Orville R. Miller, lumber industrv leader, passed away in Portland, August 7, following a brief illness. He was 55.
A native of Dixon, Ill., he had lived there about 3O years.
He was a director of the First National bank and Standard Insurance company, president of the Deep River Timber Cornpany, vice president of the Wauna Lumber Company, and secretary of the Mount Jefferson Lumber Corporation. He also was associated with the Koster Products Company.
During two war years as president of the West Coast Lumbermen's association he played an active role in formulating the West Coast industry's large-scale tree farming and forest conservation program'
Survivors are his wife, Kathryn; son, Walter, of Lyons, three brothers, Earl, Roy, and Harold, of California, and two grandchildren-

Huge Paraffine Road Sign
One of the largest signs of its type has been added to the array of electric signs along the East Shore highway in Emeryville, California. Sixty feet in height and 150 feet wide, with letters 16 feet tall illuminated by Zeon high intensity tubes, makes this sign one of the outstanding electric dispiays in the bay area.
In an elaborate flashing arrangement which can be seen for many miles around San Francisco Bay, "PAINT," "ROOFiNG," "LINOLEIJM," flash in sequence, while the trade name of The Paraffine Companies; Inc., "PABCO," throws its readable beam across the bay to San Francisco.
Close to the Eastern end of the San Francisco Bay Bridge, this new sign, consuming 10,000 watts per hour of electricity and supported by a steel framework weighing approximately 25 tons, lights up at night 2000 square feet of por'celain steel letters.
Home Heating Facts
Washington, D. C.-If a man'tossed every third shovelful of his coal onto the ash heap, he would be considered a foolish man, but this is approximately what happens in the average household as a result of faulty heating equipment, inefficient firing and other heat wastes, it is reported in an article on "Fuel Consumption in the Home," to be published in Technical Bulletin No. 5 of the Housing and Home Finance Agency.
Surveys on heating of homes, the article states, show that the preponderance of complaints on heating systems was due to faulty equipment (42 to 73 per cent). Improper firing caused from n b 40 per 'cent of the complaints, while chimney and draft troubles caused most of the remainder. Wrong coal selection was responsible for up to 5 per cent of the complaints, but most coals apparently were capable of satisfactory firing when the proper methods w€re used.
Probably the most effective means of saving heat and fuel is in the use of proper insulation methods for the dwelling, the article continues. Other items rvhich should be considered are (1) the decreasing of the average temperature rvithin the house ; (2) the night shut-down of the heating plant, and (3) the cutting off of heat supply to unoccupied rooms.

Western Pine Associqtion Holds Semi-Annucl Meeting
The Western Pine Association's semi-annual meeting was held at the Multnomah Hotel, Portland, August 11 and L2.
As usual the first day was devoted to committee meetings at which conservation, grading, promotion, research, statistics, and traffic were discussed.
On the second day addresses were given by S. V. Fullaway, secretary manager; W. E,. Griffee, assistant secertary manager, and Ernest Kolbe, chief forester for the Association.
