How Lumber Looks Seattle, Washington, April 12, 1946-The weekly average of West Coast lumber production in March (4 weeks) was 122,692,n0 board feet, or U.7 per cent of 1942-1945 average, according to the West Coast Lumbermen's Association in its monthlv survey of the industry. Orders averaged 12I,540,W0 b.f.; shipments 128,274,00O. Weekly averages for February were: Production 112,339,000 b.f. (77.6 per cent of the 1942-1945 average); orders 1O5,722,W; shipments, 110,224,000.

Improved operating conditions in the woods, due to moderating weather and melting of snow in key logging areas, form the main factor of a 9 per cent gain for West Coast lumber production in March over the previous montH. Some mills that were shut down for lack of logs got going again in March. The average weekly production for the month of 123,000,000 (one hundred and twenty-three million) board feet rvas the highest since last August.

A leveling off in production is in prospect because of the physical operating limitations of the West Coast lumber industry under present repressive controls. The industry's costs are mounting and its risks are multiplying. With many operations, profits are at the vanishing 'point. The clouds of confusion and uncertainties that rise steadily from the lumber control schemes of the government keep the lumber industry on a day to day basis of operaticn.

Not enough time has passed to measure the efiect of the new Civilian Production Administration building regulation. In any event, lumber will unquestionably be available for veterans' housing and for other home building for

which other materials and labor can be secured, although supply may remain short for all kinds of constrttction demands.

West Coast lumber production for March alone would build approximately 50,0C0 homes, or at the rate of 600,000 homes per year. All the lumber that comes from the log, however, is not home building lumber and there is urgently needed construction apart from homes, such as farm and factory building, that requires lumber. The crying need of the lumber industry is freedom to produce to meet one and all building needs.

The Western Pine Association for the week ended April 13, lO2 mills reporting, gave orders as 49,590,000 feet, shipments 51,061,000 feet, and production 50,249,W0 feet. Orders on hand at the end of the week totaled 287,456,N0 teet.

The Southern Pine Association for the week ended April 13, 87 units (114 mills) reporting, gave orders as 13,436,000

feet, shipments 17,296,000 feet, and production 17,545,000 feet. Orders on hand at the end of the week totaled 88,916,000 feet.

The West Coast Lumbermen's Association for the week ended April 13, 135 mills reporting, gave orders as 84,530,000 feet, shipments 78,133,000 feet, and production 81,164,000 feet. Unfilled orders on hand at the end of the week totaled 525.335.000 feet.

Second Revised Maximum Price Regulation2l5 is amended in the following resPects: 1. Section 3 (a) is amended to read as follows: (a) Transactions covered. This regulation covers all sales

out of distribution yard stock of products covered by this regulation within the continental limits of the United States made by lumber distribution yards whether wholesale or retail, except that where a distribution yard has any connection, either financially or through.family relationships, with any lumber producing operation, and such distribution yard is located within 500 miles of such lumber producing operation, sales oI lumber for rail shipment in carload quantities or water shipment in any quantity Qut of stock of such distribution yard whether freight cost is borne by the buyer or seller shall not be covered by this regulation. Sales of lumber from distribution yard stock not covered by this regulation shall be subject to the applicable mill regulation governing the species sold.

2. Section 16 (a) is amended to read as follows: (a) A distribution yard for the purpose of this regulation rneans an establishment which meets all of the following requirements: (1) It obtains lumber from mills, concentration yards, wholesalers or other distribution yards and unloads, sorts, stores, and resells such lumber.

(2) It regularly maintains for sale an inventory of varied items, species, and classes of lumber, lumber products and other building materials.

(3) It obtains its lumber, except for local species, mostly by rail or water and sells mostly for truck shipment, being stocked and equipped to make prompt delivery o{ different items of lumber products out of its yard.

(4) It furnishes on all sales the usual distribution yard services, such as accepting returns, making exchanges, fi1ling shortages from stock.

(5) It has an offrce and records at the yard site, is manned by a crew employed by the yard, and exclusively owns or controls all facilities of such establishment and uses the same

centration yard or mill operation as defined in the applicable mill regulation governing the species sold. For purposes of this requirement, such an establishment is not a separate and distinct operation unless it maintains for its use, exclusive of use by any mill or concentration yard, the following separate facilities, equipment, personnel and records, for the handling and sale of material of the distribution yard: yard and shed, offices, yard help, sales force, managerial staff, stock of lumber, inventory records, books of account, bank account, detailed charges to inventory by price, grade and sizes of items, and operating and profit and loss statements, none of which are used in connection with the operation of a mill or concentration yard as defined in the applicable mill regulation governing the species sold; Provided, however, that where a distribution yard has been continuously operating on the same site as a mill or concentration yard since prior to January l, 1943, the requirement that it shall not apply, and provided further that where a distribution yard has been continuously operating on the same site as a mill or concentration yard since prior to January l,1943, and the total sales volume including all building materials of such combined operation has not exceeded $120,000 during any twelve month period since prior to January l, 1943, the requirement that the above mentioned facilities need to be separately maintained shall not apply.

3. Section 16 is amended to add the following paragraphs: (j) Financial connection. Financial connection means all circttmstances of partial or total common ownership or beneficial interest, or profit or loss sharing arrangements. (k) Family relationship. Family relationship means any person related to the seller or to the seller's spouse within the fifth degree either by blood or marriage' 4. Section 23 is amended to read as {ollows: Sec. 23. New yards. Before making any sales of lumber at the maximum prices established by this regulation, any person who has set up or sets up a wholesale or retail distribution yard after December 31,1942, but who has not re(Continued on Page 16)

Sonoma Mission Inn Chosen for Hardwood Distributors Convention M.y 22'24 Reservations are coming in from the northern and southern areas of the Pacific Coast for the 22nd' annual convention of the Pacific Coast Wholesale Hardwood Distributors Association, to be held on May 22,23, and24 at the Sonoma Mission Inn, Boyes Springs, Calif.

Committees responsible for convention arrangements met in San Francisco April 29 to complete plans for the meeting. Details of the program will be published in the next issue of this paper.

The co-owners are Henry A. Harr, Fresno business man and former building contractor, rvho is now devoting himself to the lumber and building material business, and K.

The Charles Nelson Co. of San Francisco, and its subsidiary, Consolidated Lumber Company of Los Angeles, announce the election of A. J. Macmillan of Los Angeles as vice president of both companies, filling the vacancies created by the death of Sidney M. Hauptman. Mr. Macmillan was manager of the Consolidated Lumber Company.

Probable Second Quarter 1946 ProductionConsumption of Western Pine Portland, Oregon, April 1.-An analysis of the first quarter, 1946, manufacture of Idaho White pine, ponderosa Pine, Sugar Pine and associated woods, and probable second quarter, 1946, production-consumption was released today by E. V. Fullaway, Jr., secretary-manager, Western Pine Association. The statement in full is as follows: "First quarter 1946 performance of the Western pine industry, although far below that of the same 1945 period. was somewhat better than the year-end situation promised.

The settlement of strikes at many mills, reasonably good weather for this season of the year, and the tremendous need for lumber, all contributed to the relative improvement over the last quarter of 1945.

"Present estimates of first quarter performance place production at 734 million feet, or 27.4% below the same 1945 period and shipments at 949 million, or 22.5/o under the first quarter a year ago. Lumber stocks on March 31,1946, rvill apparently be less than 700 million feet,l9/o below the inventories on that date last year and the lowest level in the industry's history. Such reduction, which in times past have seemed impractical, accounts in part for the somewhat better than anticipated shipments.

"As during the war period, shipments from the Western Pine industry continue to hinge, not on demand, but on the mills' ability to ship. The outlook for the balance of the year is brighter than three months ago. Manpower and equipment difficulties are improving and recent OpA announcements promise early price ceiling relief. lfowever, labor troubles and weather are uncertainties which must be recognized.

"Based on such general factors and all other available information, it now seems probable that, during the second quarter of 1946, shipments (consumption) of lumber by the Western Pine industry will approximate 1500 million feet or about equal to those in the same 1945 period when shipments r,vere still above normal prewar levels.,,

I'll bet millions of American business men remembered that remark of the revered humorist of other days when they read the second boastful blast sent out by that statistically inclined bureau known as Office of War Mobilization and Reconversion, in which it sought to prove by an array of statistics and figures that our civilian postwar production effort is a huge success, and reconversion is a triumph

of accomplishment.

They told us how much more goods we are now producing than we did in previous years' such as 1942, 1939, and even 1929, and offered scads of fiqures to prove it. President Truman chimed right in with songs of praise for our production accomplishments. Yes, sir, our bureaucratic statisticians grabbed the ball and ran down the field with it' Everything is hunky. We are shattering all records for producing things. The fact that we have nothing on God's earth to show for it mattered not a bit to those grinning economists. (You have heard, perhaps, that a bureaucratic economist is a fellow with a Phi Beta key on one end of his watch chain, and no watch on the other end.) ,<**

When the whole nation surged to its feet and roared back: "Show us the goods ! We want to buy some !" they simply replied after the manner of the bird store man in the old story. A customer asked him how to tell male and female canaries apart, and he told them to take some worms and put them in front of the pair of canaries, and the male canary will eat the female worms' and the female canary will eat the male worms-every time. But then when they asked him how to tell the male from the female worms' he said they would have to ask someone else about that-he was in the bird business.

Everything we need is scarce, cried the public. Which impressed those Oh so practical bureaucrats not at all. They admitted that practically all the necessities of life are short and scarce, with the public clamoring for things to buyANY THINGS, ALMOST-but they stuck right to their guns. What became of this tidal wave of production they boasted about, they did not say. The stu'ff IS being produced in record quantities. And there they stopped. The fact that it apparently vanishes into thin air after leaving the production lines, seems to concern them not in the least, or the provable fact that the nation's shelves are nearly empty. Their business is statistics, proving what they

But I do say that they will do the work until some phony and counterfeit figures come along. They remind me again of an old story' I once knew an old man who got a lot of fun trying to buy himself life insurance, although he was 85. He would corner a life insurance man and offer to buy insurance. When he told his age the insurance man would, of course, back away' He was too old. he would declare. What difference did that make, the old man wanted to know. "You are too likely to die," the insurance man would explain. The old gentleman would say: "If I were 25 years old you'd sell me insurance' wouldn't you?" And when the insurance man admitted that he would, the old man would drive home his clinching argument-the same sort that these production boasters use. He would say: "Young man, didn't it ever occur to you that a hell of a lot of more men die at the age of 25 than at the age of 85?" :& >k ,< Those are the same sort of trick statistics that are being offered us of late to prove that our postwar production effort is a success. In order to arrive quickly at the meat of this matter, let us consider the present situation from the standpoint of present supply. Not an unfair thing to do' would you think? The things the American people are clamoring for are shelter, wearing apparel, food, accessories, and luxuries. Since we are told that production is a rampant success, it would appear that the supply of some of these things would meet the present demand. But do they?

Name one?

As a matter of self-evident fact that needs no proving, we are experiencing a terrific shortage of shelter and shelterbuilding materials; a sad and rather pitiful shortage of clothing; while no one is starving, the food situation is bad, shortages are many' and the black markets thrive; while accessories, such as motor cars, radios, furniture, household equipment of all kinds, and a thousand other things too numerous to list here, are practically AWOL' Are there any departments of supply today in anything worth while, that equal the demand? I can think of none. Take a look at the shelves and see for yourself.

He said"NOT A DAMN THING." Not a door, not a window, not a screen, no roofing, no wallboard, no insulation, no builtins, nothing but a few odds and ends of paint. Otherwise his place was absolutely empty. Visit almost any lumber yard and you find the same condition.

*** I walked into one of the biggest food markets in the entire country, and looked over the goods for sale, and asked questions. What did they have for sale? Well, plenty of bread, a good supply of vegetables, eggs, chickens, cereals, and some canned goods. Not a single can or jar of standard brand fruits. Not a pound of standard coffee. No butter.

No margarine. No fats. Not even a can of beans. And they were rationing flour, so much to a customer that day. Plenty of meat in sight, but no fancy cuts of any sort. There were more standard items of food missing than present.

Ask any returned Need I recite the ""an-* "nl",iorrl Vet who has been trying to get into ciwies. Most of the decent clothes available are "stoopies"; they are under the counter and held for special customers. The shirt, suit, underwear, and necktie supply for men is nothing but pitiful.

You can't buy a car. You can get tires by shopping around.

I haven't seen a good radio for sale yet. Try and buy a decent rug for your house. How is the furniture supply?

Tableware is scarce. Kitchen utensils likewise. Where can you buy a lawn mower? Where can you get your kid a tricycle or bicycle? As a matter of fact, where can you get any one of thousands of things of the most staple character ?

*** Yet Snyder says we have solved the production problem, and Snyder, like Brutus, "is an honorable man; so are they all, all honorable'men."

Representatives of ,"u;.t;;ractically all industrystill troop to Washington to tell their troubles to Congress.

And, without exception, they blame all our shortages-or practically all-on government planning, regulating, bungling. If you would judge the situation by what the bureaucrats, Chester Bowles et al, say, then you must believe that American business men as a whole are a lot of selfish, heartless harpies who seek deliberately to create destructive inflation; and that all that stands between this nation and destruction is that bunch of impractical, yet all-wise bureaucrats.

A United States Senator, Eastland of Mississippi, rose in the Senate the other day and delivered a body blow at OPA. fle was talking about the bungling of the cotton business by the government, and he read a list of top ranking cotton officials of OPA, described their present official positions and their salaries, and then uncovered facts concerning their past, to show that these "bureaucratic despots" as he called them, are just a bunch of former clerks and would-be economists, who came from nowhere into these positions of high importance, and who knew nothing

on earth about the industry over which they prevail. Most of them were cheap men who came from cheap jobs to assume positions of life and death over the cotton and textile industries. And this, they say, is typical. ,f*>f

I have heard and read some dreadful indictments of OPA, but nothing to compare with the blast against that agency that another Southern Senator turned loose the other day. He was Senator Edward Moore, of Oklahoma, and the things he said almost burned the paper they were printed on. *,k*

I would like to hear Senator Moore's opinion of the Labor Committee of the United States Senate. He could do justice

to that body of men. Few could. The other day that committee O.K.'d a new labor bill which, makes it a MISDEMEANOR to interfere with the transportation of perishable farm products to market by VIOLENCE, COERCION, or EXTORTION." Get it? If men with a union card use

VIOLENCE, EXTORTION, or COERCION against farmers hauling their produce to market, those acts, which on the part of any other men would be felonies with penitentiary punishments in attendance, become "MISDEMEANORS." Roll that around in your mind, and see what it means. And see what vou think of that Senate Committee.

Someone said the other day that the trouble with the United States and Russia is that they do not understand one another. We don't understand what the Russian army is doing in Iran, and Russia did not understand what the American army was doing in Montgomery Wards.

Discuss Building Code Changes A number of representatives of San Francisco retail lumber firms met in San Francisco April 17, at the office of the

National Lumber Manufacturers Association, to discuss certain proposed changes in the San Francisco building code.

Richard G. Kimbell, the asso,ciation's director of technical services at Washington, D. C., presided, and explained the proposed changes.

A committee headed by Hugh W. Handley, Van ArsdaleIfarris Lumber Co., was appointed to meet with the city officials.

Correction In the April 15 issue there was an item which stated that Ted Westrem of Everett, Wash., and Harry White of Portland, Ore., purchased the lumber business of the I{ardwood Sales Company at Harbor City from Harry McAfee, the owner.

This was an error. Mr. McAfee advises that he leased the yard and sold the equipment to Mr. Westrem and Mr. White, but he is continuing his lumber business, Hardwood Sales Company, and his office is now at 1306 West 253rd Street, Harbor City.

U. S. Plywood Corp. Buys Timber And Lcrrge Scrwmill New York, April l7-Acquisition of the Seattle Export Lumber Company, and the purchase of an additional 5O per cent of the Kosmos Timber Company was announced today by the United States Plywood Corporation. The corporation previously held 31 per cent of Kosmos stock.

Kosmos directly owns an estimated 300,000,000 feet o{ timber and holds exclusive logging rights on an estimated additional 400,000,000 feet owned by the Milwaukee Land Company, subsidiztry of Chicago, Milwaukee, St. Louis and Pacific Railroad Company.

The Seattle Export Lumber Company, which operates a large sawmill on Puget Sound in the city of Seattle, produces in excess oI 175,000 feet of lumber per day.

Boyd-Gunton Miss Harriette Gunton was married to Robert W. Boyd at St. Clements Episcopal Church, Berkeley, on April 20.

Miss Gunton is the daughter of Howard M. Gunton, vice president of MacDonald & Harrington, Ltd., San Francisco.

Washington, April l7-Mill ceilings for Western red cedar were increased an average of $4.50 a thousand board feet, or about 7.5 per cent by the Office of Price Administration.

The increase is limited to prices of bevel, bungalow and special sidings to stimulate these home construction items, OPA said.

The increase raises the mill ceilings of red cedar bevel by amounts ranging from $2 to $6 a thousand feet, bungalow sidings from $7 to $9, and special sidings from $5 to $9.

The increase will be passed on at all level of sales.

Trucklocd ol Plywood Stolen But Most OI It Is Becovered It really caused some excitement around the offrce and warehouse of Harbor Plywood Corp. of California, San Francisco, when it was found that a truckload of plywood containing 18,000 feet of the precious material, consigned to six retail yards in the San Joaquin Valley, April 9, had disappeared. llowever the mystery was solved, but not for a few' days. The truck driver had sold the plywood to the owner of a beer parlor, and abandoned the truck, which belonged to a contract carrier. The greater part of the load was recovered.

Constructing New Mill Troy Pine Mills, Inc., has started constrttction of a mill building at Enterprise, Ore., and when completed will have a 6o,000-foot daily capacity. Big Crowd Attends Los Angeles Hoo-Hoo Spring Party and Golf Tournament "Spud" Jordan found the Oakmont Country Club course very much to his liking at the Los Angeles Hoo-Hoo golf tournament on April 19 when he turned in a low gross of 79 and received a merchandise order for $10. Other winners in the tournament who received merchandise orders were: First Flight, first low net, Al Gavin, $10, second low net, Ed Bauer, $5; Second Flight, first low net, Jim Mace, $10, second low net, George Burnett, $5. Golf balls were awarded to the winners in the other special events.

During the dinner hour, Dorothy Borchers, who is staff organist for Radio Station KFWB, played the accordion and sang songs. President George Clough presided over the after-dinner program. Dee Essley led the crowd in group singing, accompanied by Miss Borchers on the accordion, and I. S. "Brownie" Brown at the piano. Mike Narkoff was called on to sing a song, and Bob Osgood told a few of his famous Jap stories.

The prizes, merchandise orders, were presented by Bob Osgood. Robert Forsyth, who has been a mem.ber of HooHoo for forty-six years, held the oldest Hoo-Hoo number and was awarded $10. The following won door prizes: Francis Mandis, 915; E. N. Boynton, $7.70, and George Ryness, 92.50.

Lou Weidner, A1 Clearman, Vern Huck and Tom Crain must have made a hit with their folks when they got home as they each won a pound of butter.

The special entertainment number was a pistol shooting exhibition by Lieut. Sewell Griggers and Constable L. R. Keays, members of the Sheriffs' Exhibition Pistol Team of Los Angeles County. They both pariicipated in target shooting, then Lieut. Griggers had the boys holding onto their chairs as he exhibited his skill by performing a number of difficult feats, such as shooting off the end of a lighted cigar that Constable Keays was smoking. The Club donated $50 to the Sheriffs Rifle Range Ammunition Fund.

Ormie C. Lance, for thirteen years secretary of Northwestern Lumbermen's Association, joined the National Door Manufacturers' Association on April 25, as secretary-manager. He succeeds W. M. Steinbauer, former secretary - manager, who recently resigned to become associated with the Wabash Screen Door Co. In his ner.v work with N.D. M.A., Mr. Lance will devote himself to continuing the expanding program of product

development, standardization, research, public relations and general industry progress which the Association has so successfully carried on.

Mr. Lance, who is known from coast to coast in the lumber industry, brings to his new duties at N.D.M.A. a rvealth of experience and a wide acquaintance rvith building material manufacturers, jobbers and dealers, many of rn'hom value him as a personal friend. His public career began in the 1920's when, as a graduate of Northwestern College of Law, Minneapolis, he rvas admitted to practice in the Minnesota Federal District Court as well as the U. S. Supreme Court.

He was elected secretary of the Northwestern Retail Coal Dealers' Association, Minneapolis, in 1927, and became secretary of the Northwestern Lumbermen's Association in October of 1929. He served that association until November, 1942, when he was called to active military service as Major in the Officers Reserve Corps. Also a veteran of World War I, Mr. Lance rose, in World War II, to the

rank of Lieutenant Colonel, Air Corps, Officers Reserve Corps. He has just been released from active duty.

Plans to Build Sawmill Necr Ukicrh I-umber Incorporated, a Southern California concern, has announced plans to build a. Fir sawmill near Ukiah, Calif., which will have a daily capacity of about 50,0@. feet.

50% Less Material Washington, D. C., April 2.-A new type oI timber truss, designed by Everett S. Lank, prominent timber engineer, uses less than 50 per cent of the material usually required for the usual type of flat trusses.

Known as the Lank-Teco truss, a 50 ft. truss designed to carry 40 lbs. per sq. ft. over a 16 ft. spacing, was tested to failure lat week at the testing laboratory of the Timber Engineering Company. Prior to the failure test, the truss had carried full design load for over six months and had a total deflection of less than I inch. At twice design load the truss had a deflection of about 2 inches. (The original camber being 2 inches, the bottom chord of the truss was about level at this point.) Failure came in shearing out at the splice in the bottom chord at a load of over Zr/a times design load. At this time the truss was carrying over 36 tons of sand.

In addition to the excellent strength performance of this truss. it is one of the most economical wood trusses ever designed. Teco connectors are used throughout.

The test was conducted by Ralph Gloss, of Teco's engineering department, assisted by J. H. Carr and R. L. Fletcher, Teco engineers. The test was observed by R. A. Colgan, Jr., and R. G. Kimbell of the National Lumber Manufacturers Association, C. E. Close of the Veneer Association, Frank J. Moore of the National Association of Commission Lumber Salesmen, E. S. and A. B. Lank of Lank Hardwood Company and Harry G. Uhl of Teco.

Further full scale truss tests are contemplated.

Celebrates 92nd Birthdcy Charles F. Fischer, widely known old timer in the saw business, who is living in retirement at 414 Schrader Street,

San Francisco, put on a party for a number of his old friends who visited him on his 92nd birthday, April 15.

Mr. Fischer was cofounder, and had a big part in the development of the California Saw Works, San Francisco.

He is the father of Irving Fischer, also formerly well known for many years in the saw business as manager of both the San Francisco and Los Angeles branches of Simonds Saw & Steel Co., and later as vice president and sales manager of the California Saw Works.

NHA lssues Order to Channel Building Materials Into Low-Cost Houses Washington, April 21-National Housing Expediter Wilson W. Wyatt today issued a National Housing Agency General Order which he described as the first step toward channeling building materials into moderate and low-cost housing under the Veterans' Emergency Housing Program.

The order apportions certain definite percentages of new housing construction into rental units and low-cost homes, making allowances for geographical differences in construction costs. The order determines maximum costs in each bracket through a "dividing line" technique which is based on local builders' construction estimates for the first quarter of this year.

Approximately one-third of the priorities issued through the Federal Housing Administration (FHA) during the first quarter of this year were for homes costing $6500 or less. The immediate efiect of the new order, Mr. Wyatt said, would be to increase by 50 per cent the homes built under $6500 in the seconcl quarter.

"The Veterans Emergency Housing Program contemplates the channeling of the largest part of available materials into homes and rental housing selling for not more than $6000 or renting for not more than $50 per month," Mr. Wyatt said. "Obviously these are objectives for the total program oI 2,7ffipffi houses. It does not mean that houses will be produced today under $6000 in all parts of the country, but it does mean that as we increase the production of materials and eliminate many of the present unnecessary costs due to delay, increased overhead, additional interest charges during construction, low volume, restrictive building codes, and the substitution of more expensive materials because ordinary materials are not available, we will obtain more and more housing under $6000 or under $50 until our goal is reached.

"Our price goals for the second quarter are practical and based on knowledge and experience in the first quarter' It should be possible to reduce prices progressively and appreciably in successive quarters."

He pointed out that expansion of Title VI of the National

Housing Act, currently under consideration by Congress, should further stimulate the construction of low rental and low sales units.

Mr. Wyatt added that he would set up a system of reviewing monthly reports from the field to check on the progress made in reducing sales prices and said that if the trend is unsatisfactory in any locality, it may be necessary to stop issuance of priorities in that locality until the condition is corrected.

"This system is adopted in preference to wartime rationing" Mr. Wyatt said, "and I hope that cooperation by industry generally and by home builders particularly will make the program work, in order that wartime rigid quota methods for each locality will not have to be resumed. Here is a job where local emergency housing committees can be of invaluable aid," The order established a housing target for each state or district offrce of the FHA under the Veterans' Emergency Housing Program and authorizes each FHA director to apportion local housing targets for each city or area he may designate for the second quarter of 1946.

The local housing target for each city or other area shall be broken down by the FHA director to provide that: (a) At least 25 per cent of the dwelling units authorized shall be rental units. Of that percentage of rental units, at least half must be subject to maximum shelter rents rvhich are at or below a "dividing line." The 'odividing line" in any particular city or area shall be the highest approved maximum shelter rent in the lowest third of applications approved in the local FHA office from January 15 to March 29, 1946, for rental dwelling units to be built under CPA Priorities Regulation 33. A further provision states that no "dividing line" shall be established exceeding $60 per month shelter rent unless submitted to the Washington Of;fice of the FHA for probable reduction before approval. (b) Of the authorized dwelling units to be sold, at least 50 per cent must be subject to a maximum sales price at or below an established "dividing line." The "dividing

line" for the sale of dwelling units will be an amount equal to the highest maximum sales price in the lowest third of applications approved in the same base period for sale dwelling units to be built under Priorities Regulation 33.

A further provision states that no "dividing line" in excess of $7,500 shall be established unless submitted to the Washington Office of the FHA for probable reduction before approval.

For purposes of illustration, Mr. Wyatt gave the following example: "Take a locality u.here 4,000 units are set as the goal for the second quarter. Under this channeling order, 25 per cent or 1,000 units must be rental units. If one third of the rental units built in the first quarter were below $50, then 500 of the 1000 units authorized in the second quarter must rent below that figure. A 'dividing line' for sale units would be established in the same way. If it is $6,500 {or this particular locality, then of the 3,000 sale units authorized in the second quarter, 1,500 will have to be below the 'dividing line' for that locality."

Mr. Wyatt said that, as an inducement to build lou'ercost housing and rental housing, the expanded financing aids of Title VI of the National Housing Act, if approved

by Congress, lvill be available for all housing ancl for sales housing below the "dividing line."

The order specifies that applications submitted by veterans for construction of their own homes under Priorities Regulation 33 shall receive first preference in the order of processing. Next in line of preference shall'be applications for the construction of dwelling units to be sold or rented at or below the "dividing line."

An accompanying regulation (NHA 80-1) provides that the maximum cost or sales price permitted veterans or servicemen building homes for their own use, and on rvhich priorities are sought under CPA Regulation 33, shall not exceed $10,000, whether rural or urban, and that repairs or alterations cannot exceed that amount. This supplements the ceiling regulations of $10,000 sales price and $8O rent already set for others building homes for veterans.

Commenting on the "dividing line" determination to be used in the channeling order, Mr. Wyatt pointed out the differentials in construction costs in metropolitan versus rural areas as well as in different geographical regions.

"Obviously," he said, "a house built in Nery England where greater amounts of insulation and heating equipment are

necessary is going to cost more than one of similar size and quality in the South."

In that connection, he gave the follor.l'ing approximate figures based on reports for the first cluarter as the sales

price "dividing line" in various cities: New Orleans, $4,500; Atlanta, Louisville, Fort Worth, $5,500; Denver and Seattle, $6,000; Indianapolis and Kansas City, $6,500; Los Angeles and Milwaukee, $7,000; Philadelphia, Providence and Boston, $7,500; Pittsburgh, $8,000; Washington and Chicago, $8,500; New York, $9,000.

Mr. Wyatt stressed again the fact that any "dividing line" over $7,5@ probably will be reduced.

The rental "dividing line" for the same localities ranged from $40 a month in the lower construction cost cities to $65 in New York City.

"It is impossible to set an arbitrary, blanket figure on construction costs over the nation as a whole," Mr. Wyatt said. "The same holds true of rental figures, which, of course, reflect the construction costs.

"By utilizing this 'dividing line' technique to determine rental and sales prices, we are proceeding in a realistic manner, as the yardstick is based upon experience of local builders during the first quarter of this year."

Mr. Wyatt stressed that the housing targets being set up by the FHA directors in cities and other areas are not intended to supplant any set by Mayors Emergency Housing Committees. Instead, he said, they should be considered as immediate targets to shoot at until local committees are suffrciently organized to set their own goals.

Mr. Wyatt urged such committees to make available for housing still more improved land at lower prices. "The cost of the building lot is a big factor in the ultimate cost oi the home," he said, "and the more we can reduce land costs the more we can lower tlre eventual price of homes and dwelling units to veterans."

Mqkes lmprovements Manufacturers Lumber Co., sales agent for Commercial Lumber Co., Inc., has extended its spur track at the yard at 8145 Beach Street, Los Angeles, so that 11 cars can now be unloaded at a time, as compared with the former capacity of six. This was made necessary owing to increased volume of incoming stock in the last few months.

This concern has also paved another 50,000 square feet of its yard to facilitate quicker unloading and handling of lumber.

FHA Approves Use of No. 4 Grade Red "JoE BEAVER"

Cedar Shingles for Undercoursing Recent FHA approval of the use of No. 4 grade red cedar shingles as undercoursing for double-coursed shingle sidewalls not only is helping solve the critical shortage of sidewall materials but also is enabling shingle manufacturers to derive a greater utilization from available cedar timber, according to W. W. Woodbridge, secretary-manager of the Red Cedar Shingle Bureau.

A growing number of shingle mills in the Pacific Northwest are producing these new lower grades of shingles along with their regular output of other grades, and some manufacturers estimate they are achieving a ten per cent greater

conservation of timber as a result, Mr. Woodbridge said.

The supply of cedar logs is a limiting factor in shingle production at present.

FH;A headquarters in Washington recently included in its Minimum Requirements approval of the use of No. 4 and combination No. 3 and No. 4 grade shingles for undercoursing. These undercourse shingles are completely concealed by the outer layer of No. 1 grade untreated or prestained shingles, rvhich overhang the inner course about one-half inch.

In the new No. 4 grade shingles recognized by FHA, knots of prescribed size and certain other defects may occur throughout the area of the shingle. They are packed in the same manner as other shingles.

Some of the mills, N{r. Woodbridge said, are manufacturing a combination No. 3 and No. 4 grade shingle instead of No. 4's. At least 50 per cent of these are No. 3 grade, which are clear of defects the first eight inches frorn the butt.

Mr. Woodbridge pointed out that a double-coursed sidewall using one of the new lower grades as undercoursing, along with a top quality shingle for the outer layer, brings a most attractive and efficient r,l'all covering at nerv levels of economy.

The mill resumed its three-shift operation the next day.

The fire department did a quick job in getting the fire tunder control in 37 minutes, and in confining the fire to the resaw plant.

The annual capacity of the mill is 225,000,000 feet.

Announces New Stained Shingle Products The West Coast Stained Shingle Co. of Seattle, Wash., is introducing to the trade a completely new line of doublewall siding and shingle stain.

Under a new trade name, "Olympic," the company is presenting a new 16-inch and lS-inch double-wall siding, labeled, Perfect-Fits, in five distinctive colors, and Olympic shingle stain which is formulated by an entirely new and improved process. The company is undertaking an advertising and marketing campaign, particularly on stain sales.

Olympic Tri-Lap roofing is another product introduced by the company, which, like Perfect-Fits, is pre-stained by this new process.

Philip W. Bailey is general manager of the West Coast Stained Shingle Co. Starting the business in 1934 with only one other employee besides himself, Mr. Bailey's company has made phenomenal growth, their pioducts now being distributed and sold throughout tfre entire eleven Western states. They are sold only to recognized lumber distributors and eventually through retail lumber yards.

"Although the supply of materials for our Perfect-Fits is still quite scarce, we will have plenty of Olympic stain available for the trade this yeat," said Mr. Bailey.

Associated with Mr. Bailey, and well known to the trade, is H. W. (Zip) Neuman, sales manag'er. He started with the Creo-Dipt Co. in North Tonawanda, N.Y., in 1919. He went to \rancouver, B. C., in 1925, where he managed their plant, then he was made manager of production of their Seattle operations. In 1938, he went with the West Coast Stained Shingle Co. as plant and production manager.

The company is developing a new field organization and they are now training two men, Holmes Poozer and Roger Williams, in their Seattle plant who will soon be working with the dealers in the Western territory.

Obituaries Myron C. Woodcrd Myron Chester Woodard, widely known Pacific Northwest lumberman, passed away suddenly at his home in Portland, Oregon, April 20.

He was 71, and for many years was president of Silver Falls Timber Company and Westport Lumber Company.

He is survived by his widow, Mrs. Edith Woodard; a daughter, Mrs. Catherine M. Wegman, Portland; a brother, William H. Woodard, Watertown, Wis., and two grandchildren, Edith M. and Joan C. Wegman, Portland.

Funeral services were held in Portland on April 22.

Coy Burnett, Jr.

Funeral services for Coy Burnett, Jr., son of Coy Burnett, Sr., president of the Monolith-Portland Cement Co., were held in St. John's Episcopal Church, Los Angeles, Thursday afternoon, April 18. He was 2I years of age.

He served as an Ensign in the Navy until his discharge last year, and was a student at the University of Southern California at the time of his death. He would have obtained his B.A. degree in June.

Besides his father. he is survived bv his mother and three sisters.

John Kelly, co-founder of the Booth-Kelly Lumber Co.,

and vice president of the Oregon Land and Livestock Co., passed away at his home in Eugene, Ore., on March 23.

He was 88 years of age. Surviving are his widow, Ida L. Kelly; and two sisters, Mrs. James W. Seavey, Eugene, and Mrs. W. W. Brown. Portland.

A. E. Helmer A. E. llelmer, 58, salesman with Smith Lumber Co., Oakland, passed away at his home in Oakland, April 10.

He had lived in Oakland lor 23 years. He is survived by his widow, one son, two daughters, a sister and his mother.

Hcrdwood Lumber Prices brcrecrsed Washington, April 19-OPA authorized today an average increase of $3.19 a thousand board feet in mill ceiling prices for hardwood lumber produced in the northeastern region.

OPA said the increase will amount to 3 per cent for number 2 common and lower grades of hardwood, and to 712 per cent for No. 1 and better grades. (Amendment 9 to MPR 368, effective April 24.)

Appcrlcchicn Hcrdwood Prices Rqised by OPA Washington, April ll-One-fifth of all the hardwood produced in this country received an average all-over in. crease of $4.65 a thousand boarcl feet under an OPA action announced yesterday.

OPA granted a mill ceiling increase averaging $5.80 a thousand feet for certain grades and thicknesses of poplar, oak, gum, beech, cotton wood and other hardwood lumber and bond items produced in the region which includes West Virginia and parts of Kentucky, Tennessee, Georgia, South Carolina, North Carolina, Virginia and Maryland.

The higher prices will be passed along to.consumers, pending outcome of a cost study which is being made to determine ability of distributors to absorb the- increases, i OP,A said.

Log Inventories Log inventories at tidewater on Puget Sound, the Columbia River and Grays Harbor at the beginning of April rvere reported as having declined 6.4 per cent from March at less than 278 million feet of all species. A year ago, the combined supply was upwards ol 426 million feet, so that the present holdings at booms are about 11.3 per cent smaller than a year ago. The decline at Puget Sound and on the Columbia is somer,r'hat greater than these ratios indicate since Grays llarbor which holds about 13 per cent of the total, reported a 4.5 million increase in March and a gain of 12.6 million over a year ago.
