New construction activity in January declined to $3.7 billion-just about seasonally-but exceeded the previous record high for that month set in 1958, according to preliminary estimates prepared jointly by the U.S. Departments of Commerce and Labor. Both private and public construction expenditures contributed strongly to a l0/o rise over January 1958. Decreases in industrial construction and office buildings were more than offset by sharply increased spending for new dwelling units, and more m6dest gains in most other types of private construction.
