Housing Credit Control Under Regulation X
In a letter to The California Lumber Merchant, Wendell Robie, Auburn Lumber Company, Auburn, Calif., chairman of the Legisiative Committee of the Lumber Merchants Association of Northern California, says:
"It lvas the opinion of the board of directors of the Lumber Nlerchants Association of Northern California last fal1, that the lumber and construction industries in California and the people we build homes for, .rvould be benefited by encouraging the building of moderate homes with establishment of the easv credit limit for a complete home under Regulation X at $16,000 instead of 912,000.
"Our board had no particular objection to establishing the limit on a $12,000 house, but when the control as established, set that figure on the appraisal for the complete home, including lot value and the lot improvements of paving, curbs, gutters and utility services, then the remaining value to provide for moderate construction in these days of depreciated dollars is too small."
Congressman Clair Engle of Red Bluff, Calif., rrho is now in \\rashington, D. C., has again raised the question and in a letter to Mr. Robie asked him for a current report on the lumber situation, saying that he u'ould be glad to take up the matter up rvith the National Retail Lumber Dealers Association and other interested Asso, ciations in \\rashington.
On behalf of the Lurnber Merchants Association of Northern California, Mr. Robie rvrote Congressman Engle giving him the information requested, and he also statecl in his letter, "If the credit limit mentioned ma1- be raised to $16,000 it rvill more realistically take care of n.roderate home requirements in California and n'ill be beneficial to both the public and the industry."
The board of directors of the Luml>er Merchants AssocieLtion of Northern California met in San Francisco on February 15 rvhen the matter tvas fr.rrther discussecl.

' Advertising is no respecter of commodities, territories, people, or times. It does its work just as thoroughly for one person as for another in exact proportion to the thought, energy, enthusiasm, persistence, judgment, and accuracy, in any language, in any place on this green earth, if backed up and followed up by honest, efficient service all the time. Advertising is not a piker's or an unbeliever's game. It is an honest-to-goodness paying investment'
Perhaps no other Biblical quotation has been more frequently employed as an advertising text, than the following lines from Matthew: "A city that is built upon a hill cannot be hid Let your light so shine before men that they may see your good works."
It has been declared by all advertising authorities that persistence and sticktoitiveness is the soul of successful advertising. It was President Calvin Coolidge who said: "Nothing in the world can take the place of persistence. Talent will not. Nothing is more common than unsuccessful men with talent. Genius will not. Unrewarded genius is almost a proverb. The world is filled with educated derelicts. The slogan 'press on' has solved and will always solve, the problem" ?t ,1. human race."
And one of the world's best known advertising stories is about the advertising man who was trying unsuccessfully to sell a small town merchant an advertising campaign. The merchant was convinced he didn't need publicity, since he had been doing business right there at the same stand for twenty years and everybody knew him. Said the advertising man: "What is that building across the corner?" The merchant said it was a certain denominational church. "Ifow long has it been there?" asked the ad man. "Seventy years," replied the merchant. "And yet," said the ad man, "I'll bet they still ring the bell wery Sunday morning."
In an address on advertising delivered years ago, Peter B. Kyne uttered the following interesting thoughts: "Advertising is like a college. Colleges cannot make successes of every man who goes to them. The responsibility for the success of a student does not rest on the college he goes to, but on the student himself. Ad,vertising can't make a success of every merchant." ,6
And Mr. Kyne said further: "Automobiles are supplied nowadays with everything except intelligence, and the driver must furnish that. An advertising medium, also, is
simply the vehicle for carrying the message of the advertiser, who must supply the intelligence for his own advertising."
And also: "Ask any man or woman in New York City which is the best jewelry store in town, and the answer will be 'Tiffany's.' And what has this store done to secure that favorable opinion? It has built a business along linis that won the respect of the public, and then sent along its advertising messages continuously through the years, following up the publicity with the goods and services the public appreciates. It is the confidence and respect of the public, backed by continuous publicity and dependability, that made Tiffany t"-or";"
Attractive, eye-catching advertising is always interesting, and doesn't necessarily require the customary magazine color, and form, and character to make it so. A magnificent job of impressive advertising can be done with trees. Just a short time ago Weyerhaeuser ran a full page advertisement in the Saturday Evening Post, calling attention to its reforesting operations, and the mighty tree farms that promise its mills a continual supply of raw materials. There was a wonderful picture of green forests covering hills and valleys and mountains. It was a page that probably few readers of that magazine passed over without reading. Weyerhaeuser was telling Post readers a wondrous new story about its efforts and plans for growing trees for the future. ft was a new thought to most people, and the ad was something that no doubt challenged the attention and excited the interest of Post readers. It w'dS different' * ,< ,<
One of the bigger chemical manufacturers, Monsanto, does a swell job of advertising. One of its recent best ads was chiefly made up of a tree picture. The camera was pointed straight up the trunk of a huge tree, showing a mammoth bol'e and crown. That picture was definitely an eye-catcher, and dominated the newspaper page. And the copy was meritorious. The chemical firm was advertising glue; the kind used for gluing wood. And it used the big tree as its text. "It stood," read the copy, "a slender seedling on its Pacific slope, before Columbus stood on San Salvad'or." Then the ad continued:
"Today, from this single tree alone, will come thousands of square feet of velvety-textured plywood, remarkably light, but with the extraordinary strength so necessary for cbmbat boats, military barracks, vehicles, and boxcars plus a myriad of at-home uses for better building, fuller

living. Soybean and casein glue join the sheets of plywood in bonds far stronger than the fibers themselves." A big and impressive tree picture dominated the ad, and caught the attention of the readers. Then the story to be told was unwrapped in a hurry and in few but well-selected words. The history of the great tree, the plywood to be made from its fiber, and last-the glue. A complete and different story that caught the reader's eye, and carried the intended message. Even the war effort was brought up in the fewest words. A fine specimen of what can be done in black and white advertising
We've been reading a report on the Abraham Lincoln memorial, that mighty structure that stands on the banks of the Potomac, and found it most interesting. The marble shrine is open to the public every day of the year except Christmas, and regardless of weather or anything else, people from far dnd wide come every day to gaze with reverence on the statue of the great commoner. The shrine was visited in 1950 by a total of 2,065,586 people, who registered on the little counting machines provided for that purpose. That was the*biggest year.
In 1951 the visitors numbered 1,650,191. The second best year to 1950 was 1941, when 1,758,807 were checked in. Chief Justice Howard Taft, chairman of the commission
Minute Man Lapel Buttons Sent To 14O More Dealert
Minute Man lapel buttons, symbolizing active participation in the National Retail Lumber Dealers Association's neu' "grass roots" public relations campaign, have just been sent to 140 more dealers throughout the country by C. B. Sweet. In distributing the buttons, Mr. Sweet, who is chairman of the Public Affairs, or Minute Man, Committee, reported that more than 2800 clippings were on file in the National's Public Relations Department as proof of the program's success.
It is on the basis of these clippings that the awards are made at regular intervals, with each dealer who has two or more published releases to his credit receiving one of the specially designed buttons. To date more than 500 dealers have been so recognized, and, in addition, solid gold buttons have been awarded to ten whose efforts have been particularly outstanding.
The chief activity of the Minute Men at present is to release nelvs stories on subjects of nationwide importance and interest to their local newspapers in an effort to see that the public is kept correctly informed about industry views and problems. Each release is always submitted in the name of the individual dealer concerned, and he also makes any changes that he feels are necessary in order that the statement will reflect the building situation as it exists in his trading area. In a great many instances dealers also submit the releases to their local radio stations where they are included on regular news broadcasts.
Because of such effective participation in this program,
charged with its construction, turned the shrine over to the government in 1922, just 57 years after the death of Lincoln. It was formally opened on Decoration Dan May 30th. ft was ten years in building, and cost three million dollars'
The statue of Linboln is nineteen feet high, and its refection can be seen in the thousand-foot pool of water stretching away from it. Daniel Chester French designed and modeled the statue, which took four years to carve. His uncl'e, Benjamin B. French, was in charge of public buildings in Washington during Lincoln's administration as President. The statue was cut from 150 tons of Georgia marble, and shows Lincoln sitting in a great arm-chair 121 feet high'
The heroic figure of the martyred President was marvelously carved both as to face, form, and clothing, and shows clearly the character of the man. His dignity, gentleness, power, and marvelous determination, are plainly shown in the granite. Which is why the statue attracts so great and constant an army of visitors, who treat the place as a shrine in which to pay homage to that great and common man who by the grandeur of his character carved himself a place among the very top figures of all history and all mankind.
Chairman Sweet Iished themselves of the National.

Closins Date for .NRLDA Public Relations Contest ls April 1
With a good number of entries already on file, the National Retail Lumber Dealers Association is reminding its members that the closing date for its new Public Relations Contest is rapidly approaching.
The deadline is April I,1952, and judging by the entries on hand, NRLDA predicts that by the closing date thel' n'ill have a very impressive ,collection of reports on public relations activities to submit to the Jury of Awards.
Since any single action taken in the interest of good public relations is eligible for an award, a great variety of entries is possible. To date many different activities have been reported, including providing odds and ends of lumber free of charge to youth organizations for hobby purposes, furnishing plywood and lumber to make emergencv "wooden lungs," and extending birthday greetings to other local businessmen by means of a special booklet.
Brief type'ivritten accounts, newspaper clippings, or other evidence of public relations efforts, such as printed pamphlets or copies of letters or speeches, make good entries, the National points out. Entries need not be limited to accomplishments strictlv rvithin the industry inasmuch as any action that creates goodrvill-like serving as chairman of a hospital fund drive-is a positive move torvard improved public relations.
Contest brochures and entrv blanks are still available
from the National's Public Relations Department, Suite 302 Ring Building, Washington, D. C. And copies of a new folder reminding dealers of the closing date will soon be sent to the Federated Associations for distribution to their members.

Lee Steffensen Joins
Bernie Barber and Associates
Company in their general offices in Santa Ana. He has been very active in Hoo-Hoo in Orange County.
Bernie Barber began his organization in 1937 in the city o{ Fresno, at u'hich time he had a very few subscribers and very little capital, but u'ith the idea definitely implanted that the retail industry u'as very much in need of a Market Report Service. Bernie has served as secretary of the San Joaquin Lumbermen's Club, the California Lumbermen's Council, and the Lumber Merchants' Association of Northern California. In these capacities he had an excellent opportunitv to study the methods the various retail dealers u'ere using to compile their cost information in preparing their price lists. The idea was somervhat unique in that it had never before been attempted in the retail lumber industry, and the fact that it has grown to the large organization it is today proved a definite need of such a service.
Bernie Barber, owner of Bernie Barber and Associates, has announced the addition of Les Steffensen to their staff in Southern California. Mr. Barber states: "'fhis is in line with our established policy of maintaining the best possible organization to continue to render the finest service to our subscribers. Les has had a great deal of experience in the retail lumber industry, and as sttch lve feel rvill be a great asset to our organization."
Les is the son of E. Steffensen, who now resides in Fullerton, and rvho rvzrs for many years secretary of the Orange County Lumbermen's Club. He rvorked 'ivith his father in the I-umbermen's Club for six years. Following that, he joined the Bay District Lumber Company, Newport Beach, as salesman and estirnator. His next position was as purchasing agent for the Ackern,an Boat Company, followed by a similar position u'ith the Staats Boat Company, both of Neu'port Beach. During the past seven years, Mr. Steffensen has been purchasing agent for the Barr Lumber
Bernie Barber and Associates norv have subscribers throughout the entire states of California and Arizona, and the service u'hich originally started to cover only a fen' items of lumber and some building materials, norv has grown to list the majority of the products handled by the average retail lumber yard. Tl.re company is constantly adding neu' lines of merchandise as they are offered to the retail trade, giving complete descriptive and cost information about them. The service also includes a summary of government regulations affecting the retail lumber industry, digested into simple, everyday language so that the retail dealer can readily understand and know exactly what he can and can not do in regard to these regulations. It also includes e bulletin service entitled "What's Doin'?". which covers items of interest to the lumber dealer.
The service has been enthusiastically received by dealers tl-rroughout the two states, and the organization has grown from the beginning r.vith just Bernie Barber and his secretary, to its present size of eleven people. Bernie Barber, Sr. is ou,ner of the organization ; his son, Bernie, Jr., who joined him after World War II, is manager. He is also secretary of the San Joaquin Hoo-Hoo Club No. 31 and was very actir.e in the reorganization of that ,club four years zrgo. Riley Hallmark, a well-known lumberman from the San Joaquin Valley and rvho had wide experience during World \\rar II as Lumber and Building Materials Executive for the Office of Price Administration, Northern Division, is in charge of production. CPR 22, SR 22--Cealins Prices of Manufacturers of Builders' Hardware
Washington, D.C., Feb. 14-Three divisions of the builders' hardware manufacturing industry today were authorized by the Office of Price Stabilization to apply price adjustment ratios to their ceilings established under the General Ceiling Price $egulation (GCPR) for 31 classifications r.'f their products, consisting of a considerable number of separate articles.
The divisions, and the number of classifications of each, are :
The Butt and Hinge Group, 9; the Hangers, Track and Garage Door Group, 4; and the General Builders' Hardware Group, 18.
A tailored regulation covering the industry norv is uncler consideration. Pending final action Supplementary Regulation 22 to Ceiling Price Regulation 22 is issued as an interim measure. It will be effective February 19, 1952.
Application of the authorized price adjustment ratios rvill result in an increase of 2 per cent in GCPR ceilings for hangers, tracks and garage door hardware; 3 per cent in the case of butts and hinges; and 3.5 per cent in the case of general builders' hardrvare. The increases apply only to the specific products listed in the regulation and not to anv other products which a manufacturer may produce.
It is not expected, OPS officials said, that this industryrvide ceiling price adjustment will increase the general level of ceiling prices which the industry would otherrvise have been entitled to establish under the price determining pror.isions ol CPP. 22.
Today's SR 22 permits a uniform industry-u'ide price increase adjustment instead of the right to compute and establish ceilings under the p:ice determining pror, isions of CPR 22, and supersedes the provisions of CPR 22.
SR 22 does not restrict a manufacturer's right to make price adjustments under the so-called Capehart anrendment to the Defense Production Act, as provided for under Supplementary Regulations 17 and 18 of CPR 22, but if the manufacturer does make the adjustments, SR 22 prices cannot be used in figuring the adjustments uncler the Capehart amendment.

Proposed Program of the \(/oodwork Institute of California for 1952
By Charles \il. Lange, Technical Director
The 1952 program can be broken dorvn into three major groups: 1. Millrvork Manual and Directory; 2. Monthly Bulletin; and 3. Research, Nerv Nfarkets, Promotion and Publicity.
Milh.vork Manual and Directory
Cover shall be modern ; loose leaf form-8$ x ll (file size) ; Interior sections-separate loose leaf folders for easy removal.
The inside cover u'ill include an index of the manual. Additional index space rvill be provided for data to be added on a progressive basis, including the follorving sections:
a. I)irectory of Members
This section u'ill contain the Directory of Members. It n'ill be very detailed and tell exactly if the members are manufacturers, rvholesalers, jobbers or component parts. The directory rvill tell what type of rvork the members do, rvhat they produce-special or mass production productsand rvhether members bid on jobs competitively or not.
b. Code of Ethics and Standards
A code of ethics rvill be developed to encourage, aid and foster good business procedures and to promote a high level of trade practices t'hich rvill create a large measure of favorable public opinion.
Minimum standards o{ lvorkmanship and materials will be established for the protection and promotional use of Institute members as n,ell as architects and builders.
c. Specifications
General Specifications Section-rvill act as a guide and explain to young draftsmen exactlv hou' rvood products are manufactured. Here rvill be information as to the difference of materials, types and proper uses. It will explain rvhat vi'ood the manufacturer recommends for various types of u'ork. There rvill be information on paneling, and many Ans\vers to problems confronting the architect.
Detailed Specifications Section-r,vill refer to the particular standard details selected for the Manual.
d. Detailed Drawings
Detailed Drarving Sections-rvill be 3" scale. Drawings are to be produced on two types of paper-transparent (for blueprinting) and opaque (for drafting board use). Standard detailed drawings shall be selected by a joint committee of architects and manufacturers' representatives. The Standards Committee is headed by J. L. Pierce, president of Pacific Manufacturing Co.
Monthly Bulletin
A monthly technical bulletin will be published and sent to architects. contractors and members. This bulletin will inform the members of the progress made by the Woodrvork Institute. It will tell of the latest market conditions, technical improvements, what our competitors are doing and also inform architects of the follorving:
1. What is good millwork?
2. How to specify n-rillwork, horv to dimension properly and what type of drawings the manufacturers prefer.
3. Analyze standard contemporary details and point out advantages of standard construction.
+. Why mills prefer to receive 3" scale details.
5. Lists of materials, prices and finished rvood products.
6. Nerv uses of stock items.
7. Will take mystery out of what is stock and what is not.
Production and Publicity
Wood Panel Species: \\rood panel boards displaying the various species of rvoods now used in the West Coast planing mills rvill be set up in architects' offices.
Exhibit Displays: Displays of cabinets, n'indols, sash, doors, moldings, etc. will be set up in home shows and a few retail stores. Accompanying such displays will be colored photographs of the latest product designs, approximate cost lists and a complete list of members who can produce or provide such finisl-red products.
Research
For the industrial progress of wood we look ahead to scientific research. A laboratory r'vill eventually be established for research and development. Primarily, we shall develbp nerv products and processes, new product uses, improvement of present products and the solution of fabricating and processing problems.
Research progress and developments will be sent to all members. If anyone desires to capitalize on such data, in any means or manner, the Woodwork Institute will be pleased to cooperate and help.
It is important to note that research and development is needed norv, before the metal industry has a chance to turn its major production over to domestic items.

Z. Packaged item (k.d.) r,vith instructions for simple assembly on the job.
8. New hardware with special functions and purposes.
Much additional detailed information was uncovered as a result of the above surveys. This information is available to all members.
Wood as a material is preferred by architects and contractors. Both groups would gladly specify the use of more rvood products if the manufacturers r,vould provide such services as outlined above.
If we want to compete with wood substitutes and not merely exist, we must do so on an equal footing. The entire rvood industry must be willing to contribute their share of know how on a solid front. \,Ve must organize solidly.
Extensive plans have been made and we are no\\' gearing into action.
Immediate action is needed by all in the industry-not tomorrow when it is too late.

Proposed Revision of Housing Construction Regulations
\\,'ashington, D.C., Feb. 4-The National Production Authority, of the U. S. Department of Commerce, and the Housing and Home Finance Agency, today sent to members of the NPA Construction Industry Advisory Committee the draft of a proposed revision of the housing construction regulations which will be issued separately from the basic NPA construction regulations'
Chief among the new provisions of the proposed order are (1) a restriction to one and one-half bathrooms per unit of housing, and (2) a reduction in the amounts of steel and copper allol'ved for use in construction of one- to four-family housing units.
There is no floor area limitation as such in the proposed orcler, it was pointed out, but the reductions in the amounts of steel and copper permitted would have the effect of restricting the size of houses that may be built under provision of the new regulations.
The HHFA will have full responsibility for the administration of the proposed new regulation in connection with all housing, it was stated, tvith compliance and enforcement provisions to be administered by NPA. However, specific applications for particular types of housing such as farm, atomic energy, college and military housing, will continue to be made to the claimant agencies handling such applications.
Committee members are being asked to study the proposed regulations with a view toward giving NPA and HHFA their views as to revisions and modifications at a meeting in Washington on February 11.
This meeting has already been called for the purpose of discussing the proposed revisions of the NPA over-all construction regulations, copies of which have alreadl' been sent to committee members. The proposed housing regulations apply to residential construction, and contain numerous materials conservation provisions rvhich are more restrictive than current regulations.
This has been found necessary, it was explained. because of the greatly expanded military p:ogram and its consequent increased use of critical materials and the resulting cut in the allocation of these materials made for housing construction by the Defense Production Administration.

Matson Installs Moore Kiln
The Matson Lumber Company of Grass Valley, California, have just completed the installation of a new Moore Cross-Circulation Lumber Dry Kiln. This dorrble track kiln, 66 feet long, has a holding capacity of approximately 70,000 board feet of 5/4lumber, and will be used for drying Sugar Pine, Ponderosa Pine, Cedar, White Fir and Red Fir.
The kiln building is constructed of hard burnt tile walls u'ith a wood-layered roof, and is double-ended for quick and economical loading. This kiln is also ecluipped with the latest controls for accurate control of drying conditions. Steam at approximately 100 pounds pressure is available for heating the kiln, and instruments are available that allow the kiln operator to reduce the steam pressure to use low pressure for final conditioning of this lumber.
Installation of this kiln marks the completion of the first step in the modernization program that the owner, E. N. Matson, and manager, Don Matson, have undertaken in order to give their .ivholesale and retail customers increased quality and quantity in their lumber products. Additional plans include paving and grading the yard areas for cleaner and lower cost lumber handling, as well as the installation of an 8 ft. Sumner Band Mill.
E. N. and Don Matson have operated the mill since the spring of 1950, and are desirous of giving their customers the best in lumber products. In addition to the mill and planing mill facilities, they operate a wholesale and retail vard.
The company maintains two Diesel trucks and trailers for delivery of their products. They also own and operate their own logging equipment, consisting of four Diesel logging trucks, two TD-18 fnternational caterpillars. and one loader.
E. N. Matson also owns a sawmill located at ville, California.

Construction Activity in January
Construction activity continued at near-record levels in January after allowance for seasonal factors, according to a report issued today jointly by the Building Materials Division, U. S. Department of Commerce and the U. S. Labor Department's Bureau of Labor Statistics. The total value of nerv construction put in place during January amounted to more than $2.1 billion, a 4 per cent decline f:om December and a slight rise above the January 1951 total.
Substantial increases over the year in military, industrial, and public utility construction maintained the level of construction outlays despite reductions in housing, commercial building, highway and some other types of construction. School building activity also 'ivas above a year ago in January.
Total private outlays for nerv construction in January amounted to $1,460 million, off by 4 per cent from December and 8 per cent under the January 1951 total. The value of residential building, estimated at $7N million, was 20 per cent below a year ago. The drop in homebuilding activity from 1950 record levels r,vas halted, temporarily at least, by the middle of last year. Since that time, it has follovved a seasonal pattern at a level around 20 per cent belot'1950.
Industrial and most other types of private nonresidential building advanced in January. The relatively high level
of activity at this time reflects improved distribution of controlled materials for construction underway and a substantial volume of self-certified work.
Total public expenditures for new construction in January were estimated at $667 million, 31 per cent more than the January 1951 total. Military construction was nearly six times the year ago volume, industrial and residential building were more than double, and school building was up by 14 per cent from last year. Highway construction was about 20 per cent lower this January than last and the remaining types of public works were down moderately.

January Hqmebuilding Activity Up 10 Per Cent firom December
Washington, D. C., February 18-Neu' housing activity advanced 10 per cent from December to January rvhen 68,000 ne\l, permanent nonfarrn drvelling units were started, according to preliminary estimates of the U. S. Labor Department's Bureau of Labor Statistics.
Private residential constrnction increased by 6 per cent (3,900 units) betrveen December and January to 64,8@ new units, rvhich may reflect builders' efforts to get work under l'ay beiore expected fuither restrictions o11 net{' homebuilding. Public Housing authorities started 3,200 new clrvelling units during Januarl', compared u'itl-r 1.100 in December.
l)espite the rise from December, housing volume last month n'as 20 per cent under that for January 1951, resulting almost entirely from a lorver level of private homebuilding.
On the basis of preliminary telegraphic reports from both urban and rural l>uilding-permit officials, there u'as a 25-per cent increase in the number of nerv units for n'hich building permits were issued last month, indicating continued strength in housing activity for Februarv when many of the units authorized ir.r January rvill get started. The first two months of 1952 marked an important milestone for three Pabco executives-a fortieth, a fiftieth and a sixtieth anniversary were celebrated before February had passed.
Richard S. Shainwald, chairman of the board of Pabco Products Inc., joined the company (then the Paraffine Paint Company) in 1892, eight years after its founding, as an accountaqt. Before long, his ability to obtain financial backing for the growing enterprise was apparent and he becamc secretary-treasurer; then assistant manager ; vice president and general manager; president ; and finally chairman of the board of directors on r,vhich he has served since 1917. Pabco's policy of continuing gror, vth and expansion along .related products lines is a reflection of the vision of this pioneer of Western industry who in February celebrated his diamond anniversary-sixty years of active service lvith and for his company.
Dozier Finley, nolv Pabco's research consultant, after graduating from the University of California rn 1902, joined the Paraffine Paint Company as an engineer. In those days, the chernical engineer not only had to develop the products but also was required to design the machinery and even the buildings to house the machines. Finley designed the first reinfo:ced concrete building in the San Francisco Bay area-the Pabco felt mill at Emeryville. This building, still is an integral part of the E,meryville plant. He later became Pabco's director of technical research and today continues

During World War I, rn l9I7 and 1918, he was on loan to the Army Purchasing Department in Portland, Oregon. Included in the many interesting facets of his purchasing duties were three trips to Japan to buy raw materials.
The century and a half of active service represented by the anniversaries of these three Pabco executives is but a "drop in the bucket" to the many years accumulated throughout the organization. Pabco's program of continuing improvement and expansion is dependent on the interest, efforts and loyalty of men such as these-a mutual effort of men for the company . and of the company for the welfare of its men. It is a real-life example of American free enterprise.

There ls Plenty of Lumber, Says Kendall 70 Housing Units Programmed For Trona Defens e Area
Washington, D.C., Feb. 1l-Recent announcement by the National Production Authority of its intent to make special allotments of scarce materials to alleviate unemployrnent in the building trades in certain "hardship areas" highlights critical conditions existing in the construction industry.
fn a recent letter to Defense Mobilizer Charles A. Wilson, Harry T. Kendall, chairman of the board, Timber Engineering Company, Washington, D. C., pointed out that there is plenty of lumber and that timber fabricators are prepared to supply timber roof trusses and framing for all types of construction. He called for a fairer sharing of steel supplies between military and civilian jobs. Steel in combination rvith timber would permit a greater volume of needed civilian construction, .ivithout restricting any essential military construction, thus helping to overcome the building trades unemployment situation rvhich nee<ls to lte corrected as soon as possible.
Lumbermen point out that use of wood trusses in general construction saves up to 90/o of metal otherrvise required for roof construction. Similarly, in home building the use of rvood gutters, windows, garage doors, kitcher-r cabinets, etc., conserve up to l@/o of critical metals.
Savings in metal that can be effected by use of lumber in construction and manufacture are, for example : Truck bodies, 70/o toys, 9O-IW%; siding, IOO%; ladders, 100/o poles and piling, |N%; office partitions, 98o/o furniture, 95-l@%; and fences, 50-95%.
Mr. Kendall says a recent national survey by the National Lumber Mannfacturers Association has disclosed that over 1800 architects and engineers are designing now in .ivood for all types of civilian construction including rvarehouses, commercial buildings, schools, churches, etc. Ilorvever, the military continues to design in steel many buildings and defense items for rvhich rvood is readill' adaptable and freely available.
As in \\rorld War II 'rvhen the use of timber made available several hundred thousand tons of steel annually for war purposes, the lumber industry again is rvorking with the militarv and other defense agencies to the end that similar satings rvill be effected.
Today, because of increased production as rvell as im-
Credit restrictions have been suspended and housing l)rogrammed for the private construction of 70 housing units in the Trona, California, critical defense housing area, the Housing and Home Finance Agency announced. The area \\ras designated a critical defense housing area by the Director of Defense Mobilization earlier in the week.
Programmeri for the Trona area are 20 rental and 50 sales units. The rental h<lusing is to consist of 10 trvo bedroom units r,vith a maximum monthly renl of $75 and 10 units of three or more bedrooms with a maximum rent of $90. The sales units are to consist oI 25 two-bedroom units rvith a maxim.um sales price of $9,200 and 25 units containing three or more betlrooms u'ith a maximum sales price of $10,200.
The programmed housing is intended for in-migrant def ense rvorkers employed by the American Potash and Chemical Corporation and the West End Chemical Company, the designated defense activities in the area.
The housing must be located in the Trona critical d'efense housing drea, rvhich is defined as: Trona Township, including the Torvn of Trona and the Torvn of West End in San Bernardino County.
Application blanks may be secured from the Federal Ilotrsirrg Admiristration offices at llZ W. 9th Street, Los Angeles, Cali!r1pia.
Applications will be received by the FHA office, 112 West 9th Street, I-os Angeles, California during a 15 rvcrking-day period, beginning Februarl' 18, 7952 and ending March 10, 1952, alter rvhich all applications receir.ed rvill be consiclerecl and selectrr-e approvals rvill be made.

Requests Continuing Existing Housing George \Tindeler Company Awarded Regulations \(/ithout Change
Washington, D.C., February 17-The National Retail Lumber Dealers Association yesterdal. (Saturday) callecl on the National Production Authority and the Housing and Home Finance Agency to continue existing housing regulations r'vithout change until there is better evidence that the building industry would use more copper than already has been allocated for housing construction.
Clyde A. Fulton, president of NRLDA, stated that the proposed changes in the regulations would save very little copper but u'ould make it difficult, if not impossible, to build 3-bedroom homes urgently needed for veterans and defense rvorkers in some areas.
"Builders are planning relatively ferv larger homes because of the tight credit restrictions now in effect," he said. "Therefore, the average amount of scarce copper used per home undoubtedly rvill fall under the 3O pound allowance proposed in the forthcoming regulation.
"This means there undoubtedly rvill be enough to permit as much as 35 pounds per home, the present allorvance, in the small number of larger units rvhich r'vould be built.
"The proposed reduction rvould force builders of the small number of larger homes to restrict room sizes to a point where they would mean cramped living for the owners who occupied them.
"There also is no need to forbid a second complete bathroom if builders can install it n'ithout exceeding the copper and steel allotments or if owners prefer to have the second bathtub installed with the idea of putting it into service later rvhen critical metals are more plentiful. There is no shortage of tubs, and it is less costly and much less inconvenient to install the second tub at the time the home is originally built."

How Sleep The Brcrve
How sleep the brave, who sink to rest
By all their country's wishes blest !
When spring, with dewy fingers cold, Returns to deck their hallowed mould, She there shall dress a sweeter sod, Than fancy's feet have ever trod.
By fairy hands their knell is rung; By forms unseen their dirge is sung; There honor comes, a pilgrim grey, To bl'ess the turf that wraps their clay; And freedom shall a while repair To dwell, a weeping hermit, there!
-Wm. Collins.
Thomas Ccrlyle Sqid:
Your mind is a sacred enclosure into which nothing harmful can enter except by your permission.
ft is no achievement to be beautiful when young; nature and heredity attend to that. But to be beautiful when old is an accomplishment and possible only to those who have lived a life of truth and beauty.
Like an orange tree, bearing simultaneously blossoms and ripening fruit, good citizens must strive to be continuously useful. Our diverse tal'ents, however small, all have their value.
Ten men banded together in love can do what ten thousand separate$r would fail in.
Scripps Biogrcrphy
E. .W. Scripps, late big-time newspaper publisher, wrote his autobiography very frankly, calling i1-"1)3s1nsd Old Crank." In it he describes the great part that books played in his life. He write:
"f am a businessman and yet the chief part of my life's energies has been devoted to the thoroughly unbusinesslike practice of library reading. For every hour I have devoted to my business I have devoted at least three hours to literature, and on subjects entirely foreign to my own or any other kind of business."
Whcrt Any Mcn Ccm Do
To bear up under lbss, to fight the bitterness of defeat and the weakness of grief, to be victor over anger, to smile when tears are close, to resist disease and evil men and base instincts, to hate and to love, to go on when it would seem good to die, to seek the glory and the dream, to look up with unquenchable faith in something ever more to bethat is what any man can do, and be great.-Zane Gray.
Words
Your soul may be stirred by musicThe plaint of a violin, Skirl of the Scottish bagpipes, Or a brass band's martial din; Surge of a mighty organ, Thrill of a soaring bird; But-have you ever harkened To the lovely tilt of a word?
Words that the ancient masters Played with a quaint quill pen, Words with the rhythmic falling Of streams in a mountain glen; Lyrical words like 'ltwilight," "Carolling,t' ttlaughter," t'pine," Mimicking words like "tinkle," ."Quiverr" and "click," and t'whine."
Magical words like "galleon," "Catavanr" t'starr" ttlagoon;t' And who can resist the cadence That lies in "afternoon?"
Lords of the tongues of Babel', Grant us the ear to reach, That inner intricate beauty, Haunting the realm of speech.
-Mollv Bevan.
He Wqs Improving
A French exploration unit working its way through the wild of Africa, came upon a party of cannibal's about to make a feast upon the body of a fallen enemy. The cannibal chief greeted the explorers with courtesy, and spoke to them in excellent French. When they expressed surprise at his command of their language, he explained that he had gone to school in France. Said one of the explorers:
"You've been educated in France, and still you are a cannibal ! You haven't changed !"
"Oh yes I have," said the dusky chief. "Now I use a fork."
The Scientific Mind
Francis Bacon described the attitude of the scientific mind as: "The desire to seek, the patience to doubt, fondness to mediate, slowness to assert, readiness to reconsider, carefulness to dispose and set in order, and hating every kind of imposture."

William Lyon Phelps said that the final test of a gentleman is "his respect for those who can be of no possible service to him."

\fins January "ldea" Contest
Isaac Loeppke. owner of the Heaton Lumber Company at Heaton, North Dakota, has been arvarded a check for $50 by the Portland Shingle Companl', Portland, Oregon, for a suggestion submitted in the company's regular monthly "idea" contest.
Loeppke's winning "idea" for the January contest rvas that shingles be marked with a "weather line" fir'e inches up from the butt to assist the installer in keeping' rows properly spaced and to insure uniform installation. He indicated that his "idea" would be especially valuable to farmers and to individuals who do their orvn shingling.
The Portland Shingle Company ar'vards a $50 check each month to the individual submitting the most rvorthrvhile suggestion for improving manufacturing methods and rvorking conditions of the cedar shingle and shake industry, marketing, advertising, or utilization of its products, or developing new uses for Western red cedar and rvaste products. Suggestions are u'elcomed from company ernplol'ees, rvholesalers, dealers, and users of the company's products, according to Alfred H. Schmidt, president of the firm.
Entries for the regular monthly contest have been received from all parts of the nation, and company officials urge individuals to continue submitting "ideas." Judging is based solely on merit and practicability, ofificials indicate,
