Why the Chonges

T IKE any business that has managed to survrve u since 1922. we have made a number of changes over the years. In our nearly 50 years of operation, we have changed just about everything except the size of the magazine and the way it is printed. This rnonth, we are changing these.

whv?

Because both are changes for the better and both mean a number of additional advantages for readers and advertisers. These improvements are an exciting part of our continuing program to update and streamline The Merchant. By changing to offset, a photographic method of printing newer and more flexible than our traditional letterpress method, we can use more and better graphics; color, shadings, tints and tones. We can also use photos to a greater extent to help tell the story. Advertisers will find the conversion means they will be able to use more artwork at less cost so their advertisements can

do an even better job of attracting the reader. Another advantage to the new printing method is the increased sharpness and clarity of the pictures, enhancing the quality look we get from using expensive, coated enamel paper.

The conversion of The Merchnnt to a standard publication size also makes good sense for a number of reasons. Reader surveys find the standard size is easier to handle while reading. For the many who save each month's issue, the compact size means it is now easier to store and file. We've also added 50/o more white space between the columns to make reading easier.

Merchandising, selling ideas and management techniques will get even greater stress in coming issues as our field surveys indicate strongly that this is what you want. Our popular regular features will, o{ course, be continued as before.

We hope you find our latest streamlining job as big an improvement as we do. Let us know how you like it.

and Palco Reversible Redrvood is drewood.

The handsome depth of saw texturing. Rich, russet-colored, Certified Kiln Dried, clear redwood. A combination of qualities that makes PALCO Reversible Redwood the best saw-textured lumber on the market today.

Why saw texture? Because saw texturing adds depth and richness to the surface appearance and enriches the beauty of redwood grain. And saw texturing is so practical. lt masks scratches and scuffs;

holds finishes up to twice as long as smooth surfaces; blends with any architectural style; enhances interiors and exteriors.

Why redwood? Because redwood is one of the most handsome of all woods and one of the most stable and durable. Certified Kiln Dried Redwood stays flat, straight and holds its original dimensions; resists checking and splitting, cupping and nail pulling; has clear, knot-free faces combined with interesting grain patterns; resists decay and termites.

Why reversible; why surface smooth on one side, textured on the other? So you can vary interiors and exteriors at will, from building to building, from room to room, without the necessity of ordering and stocking two inventories.

Why PALCO? Because 100 years of experience gives PALCO the ability to consistently get the best out of redwood.

MORE than 65 executives repre. rYr senting allied associations and manufacturer sponsors of the Home Improvement Time Program met recently in Pittsburgh, Pa., to review industry participation and make plans for 1971.

The annual Home Improvement Time Program is sponsored by the National Association of Home Builders, National Home Improvement Council, National Lumber and Buildi.g Material Dealers Association, National Remodelers Association and forty allied associations and manufacturers of building material products. A focal point of each years' activity is the popular May Home Improvement Month, with continuous promotion activity during the calendar year.

lst OF A TWO PART SERIES

fT'S logical for a lumber or buildr ine materials dealer to sell parnt.

After all. such dealers sell most of the products a contractor or homeowner needs to build a home from the ground up. Selling paint, the product needed to put the final touch to such projects, is a natural for lumber and building materials merchants.

Yet few dealers really do a good job of merchandising paint. The majority of dealers who stock paint don't really "sell" it. Paint too often is treated as an unwanted stePchild, not as a logical and profit' able product line.

It takes only a modest investment and fairly painless sales and technical training to become a successful paint dealer. Paint is a nearly recession-proof business, for even when building and remodeling activity is low, homeowners paint to maintain and redecorate their homes.

A lumber or building materials merchant has several advantages over a hardware store or even a painting and decorating shop in selling paint. Most important is the fact that nearly all of the lumber, molding, siding, doors and windows sold to customers need some sort of finishingpainting or staining or varnishing. If a dealer has skillful salesmen, it should be a relatively easy matter to produce an add-on sale when the first purchase is made or to implant the idea in the customer's mind that your store is the best source for paint when the time comes for completing the job at hand. Since most construction projects entail many troublesome details, saving a customer a trip to an additional store can provide an invaluable service.

However, a dealer must not expect his materials customers to become paint customers automatically. The dealer must court with a wellknown brand of paint, display expertise in recommending paint and other finishing materials and establish the image of a dealer who con-

What fo do and not to d

siders paint an important part of his product mix. If a dealer merchandises paint indifferently or casually, customers will buy it from a specialty paint or hardware store, where paint is treated as a major product line.

In other words, a lumber dealer also must become a paint dealernot just a lumber dealer who sells paint.

In order to become a successful paint retailer, a lumber merchant must know his competition. If his community is served only by hardware stores selling paint as just another commodity, chances are that he can create a paint department with a reputation for specializing in a complete line of painting and decorating supplies. If there is a paint specialty store, he still can succeed -if he as the desire. The record shows that lumber dealer paint departments that dispense advice and counselas well as a top paint linestill are all too rare in most communities.

A lumber retailer who hopes to succeed in selling paint should know his market. During a given year, about half the families in the average community do some kind of painting. This means that one family in two could be a potential customer.

In 1969, homeowners spent more than $1 billion on paints. Nearly 40 per cent of these sales were made in stores which do not specialize in paint.

A recent survey made by Better Homes and Gardens magazine and the National Paint, Varnish and Lacquer Association concluded that 87 per

cent of all interior and 67 per cent of all exterior painting is tackled by the homeowners themselves. Accord-

Story dI d Glqnce

How a lumber and building materials dealer can use his natural marketing advantages to really do a job of selling paint and paint products this lst part is packed with dollars and cents merchandising advice.

ing to the survey, the average interior painting project required three gallons of paint; the average exterior job, two gallons. So here's a lumber retailer's primary paint marketthe do-it-yourselfer who buys five gallons of paint a year.

When this customer enters a building materials store, he usually knows little about paints or about applying them. He's usually timid about colors, and he probably doesn't know how much paint he is going to need to complete a- job.

A clerk should be more than a lumber salesman; he must be a knowledgeable paint salesman as well. A salesman who recommends a paint, color or specialty product that performs well in a given situation usually can count on a return customer asking still more advice about another painting project and -of course-buying more paint, even if he doesn't return to buy lumber.

This is one reason PPG Industries has devised several successful sales training courses for Pittsburgh Paints dealers. Not only do we teach

: -.'' -i'...,-i":;io.i. i.: I",1 Wectcrn Lunber ond Building Mqlerlols f ERCHANT
fi I r':., l',i

lling paint

the psychology of selling, and teach product advantages, we also teach which paint is the best for a given application. Lumber dealers have the advantage of suggesting paint to a customer who is still several steps away from the painting phase of his project.

The Better Homes and, Gardens NPVLA survey indicated that 46 per cent of all paint buyers are repeat business. It also indicated that 3l per cent of all paint buyers surveyed were switching brands and that a startling lB per cent couldn't remember the brand they had used for their last painting job.

So you can deduce quite easily that it pays to sell a nationally known paint, one with national advertising behind it.. Two out of three potential paint buyers indicated they prefer to bny established brands. Also important in establishing a reputation as a knowledgeable paint seller is the use of steady local advertising. By using advertising mats and direct mail leaflets prepared by the paint company and by using small ads scattered through your local paper, you can build recognition as a paint supplier. Local radio ads as well as national print and televi. sion advertising also can help establish a paint's reputation. Bargain hunters may buy little-known offbrand paints, but surveys show that these paints inspire few repeat buyers.

In choosing a paint to sell, a brand with a wide selection of color availability is important, for color rather than maintenance usually

mean fast

motivates people to paint. Housewives _ and even husbands _ get bored with a color long before the paint deteriorates in appearance or performance. The Better Homes and Cardens survey indicated that 62 per cent of all paint buyers changed interior color scheme when repainting. This is one reason Pittsburgh Paints developed its new 720-color Custom Color Collection. With a minimum of bases and colorants. a dealer using this system can create a color for a customer that will be individual enough so she won't see it in the living rooms of all her friends. This is an important selling point.

Too many color systems have well over a thousand colors available - this is really overkill, for the many marginally different variations make color selection a difficult and confusing job for the customer. PPG purposely limited its Custom Color Collection to 720 carefully selected tones, a number that can be displayed efficiently. These colors are the most modern possible, for the system is updated periodically. Obsolescent colors are discarded, and replaced with newer ones.

Though your lumber customers are usually men, appealing to women customers pays off in increased sales. Men buy the lumber for expansions and improvements, but women instigate many such projects -and they choose the colors with which to finish them. Women, too, do much more actual' painting than would be expected. In 62 per cent of all interior painting projects, women either assist or do all the work.

lf a paint department is small, sparsely stocked or stocked with unfamiliar brand names. or if it is tucked in a corner or badly arranged, chances are it won't make a second saleif, indeed, it makes the first one. And if a store is out of an item, the customer usually goes to another store to buv it.

What paint purchaslrs want to see is a fairly large paint department, fully stocked, neatly and stylishly arranged. They like to see colors attractively displayed. Studies indicate that any paint dealer should devote at least 8 to l0 per cent of his sales area to paints if customers are to be impressed that the dealer is one from whom he can buy paint with (Couinu, eil on Page 13)

In early 1969 when tight supplydemand pressures forced lumber prices to record high+-and just as quickly saw them drop to nearly l0year lows as housing starts slumped -inroads on wood markets for wall studs were made by steel.

According to one wood technologist and engineer there are advantages for each material in the many-faceted housing market. However, he points out that wood studs still retain a healthy competitive advantage over steel for load bearing interior walls, interior partitions, and external wall framing.

Story ot o Glonce

In-depth analysis shows steel's so-called advantages over wood fade fast when exposed to a close look, so long as cheap wood studs are avoided.

The cost of steel studs has a small competitive edge over wood studs for nonload-bearing walls in regions where wood studs cost more than steel. But dry-wall application to steel studding can eliminate this slight advantage.

In a recent article in the Forest Prod, ucts lournal, published by the Forest Products Research Society in Madison, Wis., Robert J. Hoyle, Jr., wood technologist at Washington State University's College of pngineering, concludes that traditional wood studs will not be replaced by steel on the basis of economic factors in any widespread or general way.

Hoyle points out that using the delivered wood stud prices cited in an American Iron and Steel Institute cost study of $140 per thousand and $I20 per thousand in carload lots, 2 x 4 studs, eight feet in length, de-

liver at 75 cents and 64 cents each, respectively.

The American Iron and Steel In' stitute reports that the national average for eight-foot steel studs is 60 to 65 cents each. The cost of applying dry-wall to steel studs is four cents more per square foot than for wood studs--or 32 cents more for each stud. Thus, the in-place wall cost to the builder for steel nonload-bearing wall studs is 92 to 97 cents each. compared with 64 to 75 cents each for wood studs.

The thickness of wood studs could be reduced firom I\/e" 6 17/n" and still retain a stiffness equivalent to nonload-bearing steel studs, Hoyle said, and the IL/+" * 3|t/8n' wood stud would perform as well as the steel studs for partitions.

Hoyle also noted that nominal 2 x 4 w.rod studs treated for fire resistance could meet steel stud competition, particularly if sized to the l/4" thickne$9.

Steel studs have benefits of being light-weight and noncombustible. However, authorities have questioned whether use of steel studs and gypsum board partitions are more fire resistant. Steel studs have prepunched holes for wiring and plumtbing and are manufactured in standard eightfoot lengths.

Predrilled wood studs have been manufactured, but experience showed that builders did not consider this an advantage since it reduced versatility. Nail-poping problems can be overcome by using special shorter nails to fasten dry-wall to wood studs.

Hoyle says that with careful specification and purchasing, the consumer should be able to purchase consistently good quality wood studsatprices competitive with steel but cautions that he should avoid buying the cheapest studs available.

confidence. The paint sales area also should be stocked with specialty painting items like brushes, rollers and sundries. And since a cus. tomer does not initially come to a lumber yard to buy paint, a lumber dealer should locate a paint department where all customers can see it -not to the side or to the back of the sales area.

To display its line of trade paints, Pittsburgh Paints desigaed an award-winning lighted floor display as well as a more compact counter display. Both show all 720 colors available at a glanceno need to flip cards or rotate stands. The more popular colors are displayed in a wider variety of tints and shades.

In addition, PPG desigrred several other imaginative sales tools to go along with the color system. One, the Color Planner, is a pocket-size loaner booklet in which the most popular colors from the Custom Color Collection are arranged in color harmony sequence, allowing the customer to create effective color schemes in confidence. Another, the Rip-A-Chip color card, allows buyers to rip individual color chips from the card and hold each against walls, draperies and upholstery to ascertain the color's effect in isola. tion from other chips.

IUTOST stories about the remodeling rvr of a lumber and buildine materials yard are cloaked in facG that tell us the changes were made strictly Ior business reasons ; increase the traffic, productivity and all that.

Not so rvith Loveday Lumber Co. With admirable frankness, owner George Loveday lays it right on the line, "I spent 44 plus hours a week here, why do I and the others have to spend our lives in a hot, dusty pig pen. When you re-build, how much extra does it really cost-I07o-15% -to have a really nice place instead of just a box?"

The result of this thinking is a combination showroom and office layout that must surely be one of the best looking in the country.

Built almost entirely out of wood, the long rectangular building is higher at the back than the front. It has a roof line of three inverted Vs of decreasing height from the back to the rounded front wall. Interestingly, that rounded Iront wall re{lects not esthetics, but future demands from the state highway people who eventually will take part of the front of

Story sl o Glonce

When it came time to remodel its showroom and offices, here is a firm that had the sense to do it right, not just to do it ... extra expense has created dividends, both financial and otherwise.

The ceiling between the laminated beams is rough-sawn western red cedar. Wall paneling is part Georgia. Pacific birch and part U.S. Plywood pecan. Exterior walls are Weyerhaeuser laminated beams stood on end, punctuated with large wood-framed windows.

The first office buildine had been built when the yard was opened in l92l by George's father Richard Loveduy, when East Los Angeles was mostly bean fields. It was typical of its type; small, definitely unfancy and supported by a o'foundation" of redwood 2 x 4s. Office space was a 10, x 14' room where Loveday and two others cheek-to-jowled it in mutual

discomfort. The entire buildine was completely bulldozed in three -ho,rr. when rebuilding began.

The new building is 28,000 sq. ft., is on three levels, is air conditioned, and took five months to construct. The architect on the job was Charles Wormhoudt, an old high school friend of Loveday. The unusual roof line was his idea, but the split level was a result of Loveday's desire to have areas that seemed private, yet lent themselves to easy communication within the office.

Lighting is from large white glass balls, suspended from the ceiling. Loveday relates that they had to buy a $50 ladder, just to change the 300 watt bulbs. Bulb changing is done with great care as each glass ball costs $25.

Total investment was $89,000, which includes $3,400 for carpet, drapes, desks, about $10,000 for lumber and a $7,000 sprinkler system. Actual building cost was about 920 a sq. ft.

The salesroom at the front of the building is 32' x 28' giving 900 sq. ft. for the retail side of the business which supplies about 20Vo oI the

gross. The balance is lumber sales to cutractors and a mill operation.

Cash sales have increased only slightly since the remodeling last fall, but overall productivity and business have gone up noticeably. The building is the pride of the MexicanAmerican neighborhood, a low-income area of single family, frame houses dating from the 1920s.

Undoubtedly, Loveday could have remodeled lor less money. But we'll wager the extra money he spent will prove to be one of the best investments he has made.

SNN@@TH SELLING

Keep Off the Blqck Lisl

Some salesmen have a near Per' fect knack for getting on customers' black lists. Worse still, they often don't realize they are doing wrong.

Now a black list is seldom a for' mal roster. Word is simply Passed throughout a particular industrY that Salesman o'A" is unreliable, dis' honest or incompetent. So he finds it hard, if not impossible, to get or' ders. He may even be unaware that he is on the black list.

False claims 6an put a salesman on the black list. Leo Frost, a Pen and pencil salesman, calls on a cus' tomer, who is about to give him onlY a small order. To induce a larger one, Leo lets fall the remark that the buyer's competitor, a big stationery store, has bought 600 dozen of the same pencil.

The customer seems proPerlY im', pressed but excuses himself, ostensi' bly to attend to a matter in another part of the store. Instead he calls the competitor, an old friend, and tells him of the salesman's claim.

"He's lying," the other buyer saYs. otl only took 50 dozen."

That telephone conversation spelled Leo's doom.

He was caught trying to Pull a fast one and he lost the faith of his customer and probably many others.

ENTHUSIASTIC, BUT

Enthusiasm is a desirable quality in a salesman, but don't let it cloud your judgment or common sense. Claims should be accurate enough to withstand scrutiny. A door-to-door seed vendor can often get away with wild claims, but he isn't counting on repeat business. You are. If you think vou can flim-flam a customer in January and then get another order from him in March, you are sadly mistaken. He'll remember your

duplicity even if your next call is a year later.

PRICE POTICY

Youore headed for trouble when you free-lance on the discounts. ' One example involved the sale of band instruments to a high school. An eager salesman promised the school district's purchasing agent a more than generous quantitY dis' count.

The ofier far outstriPPed that of competing firms and the Purchasing agent snapped it up.

The discount was too good. The company had not authorized it and would not grant it. The salesman barely held on to his job, but it didn't do him much good. The buY' er belonged to an association of school purchasing agents. At the group's next meeting the duPed agent spread the word of the sales' manos conduct. From then on the latter found every school door closed to him in that area.

MISREPRESENTING

Never make any claims for Prod' ucts that cannot be suPPorted bY facts. If your tire will last for 20,000 miles don't try for 28,000. If your paint will survive two seasons, don't bill it as a life-time coating.

All of the above contain a one way passa€le to the black list. If cus' tomers can't rely on your word they won't buy from you and they won't recommend you to others.

Seventy-five years ago communi' cation in industry was slow. A salesman or drummer could treat a customer badly in one town and move on to another with no ill consequence. His reputation seldom caught up with him. Today, the salesman's reputation follows him wherever he goes. His conduct with one buyer may afiect is relationship with a hundred others, A drug

salesman can give himself a black eye in the whole pharmaceutical in' dustry just by misrepresenting a product to one dealer.

DON'T GOSSIP

The salesman is in a better Posi' tion than most to carrY and rePort gossip. He travels a lot, meets manY people and gets about socially. Some salesmen, unfortunately, make it a practice to tell tales about their cus' tomers and competitors. TheY be' lieve it endears them to their listen' ers. Far from it.

The buyer is no fool. I{ You tell him stories about his eomPetitoro he'll figure out that you will Pick him as the next target for gossiP.

Many customers will object to gos' sip on moral grounds.

I know of a salesman who re' peated what he had heard about a customer on the verge of bankruPt' cy. In the first Place the rePort wasn't true; in the second place the rumor had been started by an enemY competitor of the customer'

The salesman's relationshiP with his customer should be the same as that of doctor-patient and lawyerclient. The very fact that a buYer confides in you means that he likes and respects you. Fail him and You risk losing not only his friendship but his business.

Are you managing to stay off the black list, whether among Your customers or your companY? If You can answer otyes" to nine of the following questions, you're probably in good standing wherever You go:

l. Do you refrain from sprcading gossip abouf your customers and competitots? YesE Notr

Move it faster and with better economy is what you get when you specify TREATED POLE'S Umbrella Design-THE LATEST lN STORAGE BUILDINGS. In today's market with the high cost of land and material handling it is necessary to design a building that will pay for itself in the shortest expanse of time. This is just one more reason why lumbermen specify the Umbrella Design. Space with unobstructed operation in the moving of material to ultimately reduce handling costs .almost in half.

T)EALERS should be aware of the u new federal Waee Garnishment Law which became e?ective July I. This law (Title III of the Consumer Credit Protection Act. Public Law 90-231) Iimits the amount of an employee's disposable earnings which may be made subject to garnishment, and it protects the employee from discharge because of garnishment for any one ind, ebtedness.

The maximum part of the total disposable earnings of an individual which is subject to garnishment in any workweek may not exceed the lesser of: (a) 25/o of the drsposable earnings for that weekl or (b) the amount by which the employee's ddsposable earnings for that week exceeds 30 times the federal minimum hourly wage prescribed by the Fair Labor Standards Act in effect at the time earnings are payable (currendy $1.60 an hour or $48 per week).

In order to satisfy the above, it is

pRESENTING informative meet.

r ings for mernbers is a constant challenge to the program committee of any association. Over the years Lumber Association of Southern California has had outstanding meetings for the membership.

Continuing in that vein, the quarterly general membership meeting, to be held at Lake San Marcos in northern San Diego County, will feature Mason A. Dinehart, vp.-investor servy9sof Carlsberg Financial Corp. Dinehart_ will speak on employing tax dollars, instead of paying them. This subject, in these d-"v, o] higher taxes, should be of vital interest to every lumberman and as a result, a large turnout is anticipated,

The location, Lake San Marcos, is a short drive from almost anywhere in the southern California area, and is situated in such a spot as to have one of the finest weather patterns in the United States.

The association office move is now complete and everything is again in an operational status, There were a few difficult days when nothing seemed to go right, but finally all- the pieces

suggested that the followine be used as a method of computing- garnish. ment withholdings:

Deduct all legally required withholdings from the pay on the books at the moment of service. (federal income tax withholdings, state in. come withholding whereapplicable, social security, and state disability payments). The resulting difier. ence is the d,isposable earnings.

Where the d,i.sposable earnings are $48 per week or less, none of the earnings are subject to garnish. ment.

Where the d,isposable earnings are over $48 per week but are less than $64, only that amount over $48 is subject to garnishnrent.

Where the disposable earnings are $64 per week or over, 25/o oL the

Iitted together and things have become normal once again. Each move results in the operation becorning more efficient. Naturally this is the primary purpose in moving.

Performing a useful function for the members of the association is the only reason for the existence of an association, The members are the customers, the benefits are those services perforrned by the association on be. half of the members that they could not do {or themselves.

But to be truly useful, the association must provide services conlmen. surate with the needs of changing times. In this connection LASC has recently undertaken wood promotion in order to call attention to its members' products, More recently, it began ofiering a service of store planning and fixtures, to assist those mem. bers who are interested in updating their stores, either to better serve their present customers or to become more consumer oriented.

Add to this the merchandising aids available, the business forms, the legislative activity, the insurance programs, employee training and informative membership meetings such as the one presently planned at Lake San Marcos on August 21, and it's quite a package-for the price!

entire disposable earnings is subject to garnishment.

It should be noted that the $48 figure is based on an FISA minimum wage of 91.60 per hour. Should the minimurn wage be changed, the new minimum wage must be multiplied by thirty in order to find the new lowest amount to be reserved to the employee.

The new law also prohibits an em. ployer from discharging any employee because his earnings have been sub. jected to garnishment for any one indebted, ness.'oone Indebtedness" re. fers to a single debt regardless of the number of garnishment proceedings brought to collect it. Wil{ul violators of the discharge provisions of the law may be prosecuted criminally and fined up to $1,000 or imprisoned for not lnore than one year, or both.

Georgia-Pacific opens fabulous new headquarters

One of the major private art collec' tions in the western United States has been unveiled in Portland by Georgia-Pacific. Nearly 400 pieces, ranging from oils to wood carvings' are highlighted by a l?-ton quintet of pure white marble figures in a plaza

fountain setting.

The collection is the final, esthetic touch for the new Georgia-Pacific 30level world headquarters building.

Most of the artists are Oregonians, but among the 79 artists are 20 Italian stonecarvers who worked with

Count AIex von Svoboda of Toronto, the marble sculptor, for more than two years on the figures.

The widely varied examples of original interior wall art shown in the company's offices and halls depict Oregon seascapes, mountains, waterfalls, wheat fields and other examples of "the spirit of the region."

PECENTLY a survey was con' It ducted for the Lumber Merchants Association through the courtesy of Building Materials Distributors sales personnel. Of the I43 questionnaires distributed, 135 were completed and returned.

Questions asked of both LMA rnembers and non-members were as follows:

How often does your firm advertise in newspapers? List of newspapers; Approximate size of regular ads; Do you use radio advertising? Do you use direct mailing? Do you have one person in charge of advertising? If you do not advertise, why not? What could be done by manufacturers to help you do a better advertising job? Since every question was not completed by each firm to whom the questionnaire was given, a direct cor. relation cannot be made between the total questionnaires returned and the total answers provided for each qtiestion.

Adoertising:

First call Hobbs Wall for wholesale Redwood and Redwood split products, Douglas Fir and White Fir, Ponderosa and Sugar Pine, Hemlock and Cedar lumber. Depend on us to follow through with the right grades at the right prices!

Additionally, the survey revealed that dealers in communities of 10,000 population and less decreased all forms of advertising proportionately with tle decrease in population. Dealers in communitiee of lesg than 3000 stated that the cost of advertising was more tlan the. receipts from the sales.

IVhat could be done by manufacturers to help you.do a better advertising job?

Ninety-nine firrre respond by requesiing more co-op advertising. Most firms requested that more advertiaing on a co-op basis be at the lncaL leael ralhet than national. Almost all the firms indicated they needed rnore assistance in ads through distribution of mats and slicks, particularly the smaller sizes (l x Y').

Specific complaints indicate that a better distribution system of ad mats and slicks would be helpful. Salesmen do not carry enough ad mats in the smaller sizeg.

Mortgage bankers generally. favor the Administration proposal to consolidate todayos proliferation of housing legislation. But, they warn that, without parallel action by the states, important areas of the nation could be cut ofi from mortgage credit for as much as three years.

Home finance industry views were aired in hearings in which the Senate Subcommittee on Housing and Urban Affairs considered the HUD-sponsored Mortgage Credit fusistance Act. The bill would drop re{erences to FHA, but promises to continue that agency's programs under the consolidation.

Everett C. Spelman, a Denver mortgage banker and vp. of the Mortgage Bankers Association of America, said present complexities discourage mortgage investors but, "We caution the Congress to take great care . lest the desirable present law be swept away with the undesirable."
