\I'/ITH all the alternately dreary, drastic, disYY ruptive and dumb-dumb proposed legislation we hear about, it is a pleasure indeed to be able to report on the encouraging progress of one of the West's newest and best laws.

It is the new Washington State law that includes the provision that any physical improvement to single family dwellings shall be exempt from taxation for the three assessment years subsequent to the completion of the improvement to the extent that the improvement represents thirty percent or less of the value of the original structure. The provision is part of what was House Bill 139 that was signed into law this February by Washin5on Governor Daniel J. Evans.

While the law is no ultimate word on the subject and does not contain all the provisions some backers had sought, it is none-theJess a valuable shot in the arm for home improvement business in the state.

While it is still too early to get any aecurate

reading on the law's efiect during.the recent May National Home Improvement Month campaign, preliminary word from the field has it that some d-i-y'ers were already aware of the law's provisions and were well-tuned up to make repa.irs and improvements that they had until now postponed.

To gain the exemption granted, the taxpayer must first file a notice of his intention to build the improve.ment on forms prescribed by the Department of Revenue and available to the taxpayer at his county assessor's office. A taxpayer can claim the exemption only once in a five year period.

It is the kind of law that should be urged upon other Western state lawmakers and we hope that our readers will do so through personal efiorts and through their associations. The American Plywood Association deserves commendation for their helpful efforts in the getting the measure enacted into law.

We will be very much surprised if the new interest shown in home improvement as a result of thr. law doesn't eontinue to grow.

rnHE recent name change and ex' I pansion of the Tarzana Lumber Co., Tarzana, and Terry Lumber Co., Northridge, into Terry Building Cen' ters has given Terry Mullin's operation a new look, some Profit'making advantages and has been the occasion for some management streamlining. All the yards are in the San Fer' nando Valley, an integral part of the Los Angeles metropolitan area.

Remodeling and a new store laYout in both locations has enabled the firm to expand its showroom sPace anrl arld merchandist lines.

Mullin, firm president, says that until about a year ago his comPanY was primarily involved in the new'hous' ing market and concentrated on the volume movement of lumber. As both volume and margins decreased, the company became more interested in diversifying into the "@nsumer trade" market. Cbnsurner business is more continuous. the firm finds, without the peaks and valleys.

Changing the name was a difficult decision to make, notes Mullin. "We were worried about the efrect that such a change might have on our regular customers," he explains. Fortunately, no adverse reaction set in: t'Our customers dontt seem to care what the name is as long as we carry good merchandise and give proper service. We feel the new name is more representative of our new store function than 'Lumher Company' was.

Each Mullin-owned store used have a practically autonomous mana' ger at each location and the situation tended to create sonrc unnecessary competition between yards. Now, management is by an executive.com' mittee with Mullin as its chairman. Don Brown is the general manager of both locations and concentrates primarily on the movement of volume lumber. Greg Myle.s is the store manager of the Teny Building Centers and also the Burbank Lumber Co. The general manager of Burbank Lumber is Tom Jones. Myles's primary interest is in consumer trade as well as the repair and remodeling contractor. Virginia LaMonte is in charge of the accounting department and handles all financial, insurance and credit operations. Al Lewis supervises purchasing and pricing for all yards.

Mullin and his staff are concentr&ting on a new advertising campaign and a stepped-upo regular weekly employee training program. Advertising will now benefit both yards since the name change. Mullin believes advertising must be regular, not spasmodic.

The new training program will be geared to include:

(l) company orientation

(2) company policies

(3) product knowledge.

Training takes several forms. Procedures and systems (like writing tickets) are explained and product knowledge is particularly stressed.

Multi-unit operation in one of the West's most competitive markets changes some store names, streamlines operations, plans more stress on consumer selling and a new emphasis on advertising.

The company is also in the process of programrning a new electronic ma' chine that will be used in the figuring of their sales tickets and estimates. The machine is nicknamed "Morrie" after the firm's former pricing and figuring man, Morris Woods, who retired at 75.

The new showrooms stress turnover with greatest possible use of space. Neatness, Mullin believes, boosts efficiency. Seruice is stressed. Employ' ees strive to know their customers and extend personalized service.

All Mullin stores have adopted the policy of dividing their personnel and their operations between the two functions of "contractor" and "consumert' sales. Each store has two customer cgunters-one for contractorso and one for consumers.

"Originally I didn't lcnow what I wanted to do, but I thought I didnot want to be in the lumber business," he remarks about his attitude when beginning his career. He was then working for Pan American Airlines. But later, when he got involved with the operation of the Tarzana Lumber Co., the lumber busines€ captured his interest, He's been hooked ever since.

His firm has definite expansion plans for the next several years. They are presently in negotiation to pur. chase one lumber yard, and they are looking for other locations.

The yards stock more or less the same items, priced alike and pur. chased centrally. Accounting is broken down into two mbin parte-lumber and merchandise. Lumber saleg are subdivided into plywood, dimension lumber and finishd lumber. The merchandise categodes are toola, paints and sundries, kitchen and bath,

Some sales are eeaeonal, such as paint sales in the Spring; but the changes are offsetting and not a factor.

fT WAS a great setting for a conI vention-the posh Silverado resort in the wine country of Napa, two Robert Trent Jones golf courses, eight tennis courts, swimming pools and all the rest-and the Lumber Merchants Assn. of Northern California had a great meeting to match; new panel discussion formats, streamlined viewing of manufacturers' displays, election of officers and (aaahh) the good local beverage at the dinners.

Treasurer Al Stockton summed up the financial dept. of LMA with "nothing but good things to report," at the Monday a.m. kickoff of the business meets following Sunday morning's Dangerous Divot Diggers' golf tournament and t-hat evening's party. It could also sum up the entire convention.

o'Just Between IJs," a dealer panel, std.rted ofi by hearing from visiting dealer Tom Howell, Cascade Building Center, Yakima, Wash., who downgraded the mass merchandiser's efiectiveness in an agricultural area such as Yakima and related their efiorts in pole building construction and agricultural sheds.

Morrie Tarte, Bellingham Sash & Door, Bellingham, W'ash., narrated the story of their do-it-yourself clinics that they hold nearly weekly from 7-9:30 at night in their store. Their staff does the teaching as "our people

know better what the customers want than does the factory rep.,'o notes Tarte. They have found many people are not aware that a lumber yard has the things available they want for home improvement. "You have to tell your story over and over," Tarte related somewhat wearily.

Panelist l,arry Hamman, Larry M. Hamman Lumber Co., who is building a new yard in the small Arizona resort town of Payson, explained his thinking in setting up an entirely new yard, how they evaluated local competition and why they see Phoenix (about two hours distant) as their main competition. The thinking is that though their prices exceed Phoenix's, the convenience of not transporting it will convince many that they should buy from Hamman.

Homer Hayward then reported on national's now firm footing recent changes in structure (see The Mercha,nt, Dec., p. 34) and NLBMDA's upcoming Seattle meeting in October.

Weyerhaeuser senior vp. Lowry Wyatt addressed the luncheon meeting on the serious threats to good forestry practices from both government and public groups and the forest products industry's efiorts to tell its side of the story in an efiort to get reasonable legislation that will benefit the greatest number.

The Price Commission, Wyatt said,

Phase II of the dealer panel began next morning with Norm Griesbach's well reasoned talk on marketing, management and the classic precepts of a well-run business. "Innovative imitation" was his phrase for the continuing learning process he feels is a prerequisite of profitability. His firm is Lampe Lumber, Tulare.

Arizonan o'Ace" Mason of Scottsdale's Ponderosa Lumber Co. shared his experiences in working under his state's rules with non-union workers and the firm's constructive efiorts toward helping their employees in ways not in the union handbook of practices.

Dick Cross, Cross Lumber, explained how his firm's many components (glass firm, roofing dept., glueJam company) work in and around home base in Merced. Each "department" has its own set of books. Cross opined that o'in our industry it is grow or perish," and noted that while the firm has grown, it was not without some unsuccessful attempts at

new areas of business, i.e., second homes.

Woody Railey, mgr., Scharpf's Twin Oaks Builders' Supply, Albany, Ore., related their switch from consumer (very successful) to contractor business (also very successful) and observed the switch was the result of deeiding "what can we do best" when shifting business conditions caused upheavals in their market area.

Jack Sullivan, president of Tucson, Arizona's Mid-W'ay Lumber, Oracle Road Lumber and Jiffy Door Co., told how he had used accounts receivable financing to help provide the capital needed to make his firms grow to present size. He said the money cost them about three percent less than the 90 day financing they had previously used.

The fight for an interim forest practices act to replace the now unconsti-

tutional'California Forest Practices Act was described at the 32nd annual's closing luncheon by State Senator Fred J. Marler (R) whose territory includes much of the state's timberlands.

Sierra Club interests have already killed his temporary measure once for fear that it will become the law and that enactment of permanent legislation they favor would be prevented. Marler stressed the great danger to standing timber this year from fire after a dry winter.

Outgoing president Bob Kimble then presided in the ritual gavel pass to new president Jim Webber and expressed his sincere thanks to all those who had helped him during his successful year in LMA's top slot.

I suppose for the same reason that some men resist lots of things. While there may be a resistance to women in this industry, I have found that men generally respect knowledge and ability. And it has been my experience to have had much more respect than resistance,

Probably a toss up.

Neither. Some people are better workers than some other people. Women.

It depends on the individual. This is not a man vs. woman issue.

Outside of physical work, they are equally qualified in any department. This is not a sex issue, but rather one of individuals.

Some hard physical jobs women won?t be able to do. Selling, clerking, wholesaling can be done by both. Women have more patience with customers.

Nothing.

Most women are more patient with details than men are and that would be generally true regardless of the industry.

Why do you think you ole better quolified to do your job thon o mon would be?

What man? Some men are far more competent than I, and some are far less competent.

Not better, but equally qualified, I don't think that being a woman, per se, qualifies me anymore than it would a man, per s€.

I don't say I'm better qualified than d, man. But I'm as qualified as many men doing the same job. I feel I work just as hard as a man would doing the same job.

I suspect they feel women are trying to take over their territory.

As far as I know, this industry is no difierent than any other.

The price of lumber next month

THE price of lum'ber and plywood is always a good r topic for discussion and there are rwo excellent publications (Random Lengths and Crous) that operate as market repgrting sery,ices to relate weekly the current changes and sliifts in prices, futures and other market factors.

Another prrblication takes the need for price information in a different direction and forecasts swings in lumber and plywood prices coming in the future.

. "Swings i1 nlces can be foreseen and we've been doing it for some time," insists Charles E. .oChuck,' young publ lioher of Young's Forecasts of Portland, Oregon. Heieiates

that in their first four yearso April '68-'22, there were 22 swings of $5 per thousand or nrore in dimension lumber prices and that the weekly called the turn on l? of the swings_ before they started, using a specially developed method_ of analyzing weekly demand and supply figuies.

Some years agq he began investigating how industry statistics could be used to measure the shifts in demand and- supply that obviously underlie price movements in lumber and plywood. Although price change reflect individual actions by buyers and sellers, it is his conviction that these individuals act in response to market pressures -that can be measured and predicted.

Demand is measured by new orders placed with ttr" millr, and supply by rnill production, as reported each week by the industry trade associations. When unfilled orders ai the mills become unusually large, this fact is also taken into account. QUNDAY, May 14, at 11:36 p.m., " over 40 of our members and their wives arrived at Ircs Angeles International Airport, culminating a week's trip to the Islands of Harraii, for business and pleasure.

On May [ 42 persons departed for the Sheraton-Maui. On arriving, the group expianded by eight, these people having anived a short time earlier.

On Monday, four more joined our group, bringing the total complement to 54.

That day there was a general membership meeting for those present. Recent activities of the association were discussed and possible areas of expanded activities taken under con-

sideration. The agenda of speakers and the progrem for the balanee of the days was calld to everyone's. attention.

Some of the more importa^nt items discussed rvere: the possible appoint ment of an individual to,the National Glading Rules Committee, representing the retail segment of the lumber industry. fire association members were sirongly in favor of such an appointment.

Another item of interest to the group was the possible rescinding of the regrading privilege now available to truss manufacturers and other users of special material. Number one, the lumber dealer should confine his inventory to build-

ing materials. This he knows best. Ife should not venture into items out of the realm of building materials such as housewares, drugs, or sporting goods.

The building materials business is unique in that, in most eases, tbe items the dealer sells need explana- tion; someone has to inform the customer how to properly apply and finish the materials. ?herefore, it rules out the concept of complete self-service as practiced by the mass merchandiser.

When the averag:e American consumer buys building materials he wants and needs knowledge about that item. In most cases he wtll never get this in a self serwice store.

If I were an average lumber dealer I would be sure to follow these rules:

(1) Have courteous and aggressive countermen with good product knowledge.

(2) A good floon, plan with neat and orderly displays.

(3) Carry qualrty merehandise.'

(4) Good delivery service.

(5) Adequate parking.

(6) Good advertising; let the customer know about the serviee we can provide him.

Last and most importanl keep his identity as a "lumber dealer." In most projects the consumer needs lumber ffrst; if you can get him to your yard to buy lumber and apply the rules as outlined above, he will buy other items to tie in with the lumber purchase.

Webber has been active in the association's activities for many years. He has served on the executive committee, board of directors, insurance committeg membership committee, planning committee, and has a broad background in the association's activities.***

Jim began his career in the lumber industry in 1945 after a tour with the U. S. Navy. His initia,tirn to the industry was as a yardman and driver. He has held almost every job in the lumber yard and is well acquainted with all phases of the operation.

He has been employed by Hubbard & Johnson Lumber Compa.ny since 1945 and has been manager of their Mountain View operation for the past twelve years. **

Equally enthusiastic in his involvement in community affairs, he has been active in the Sunnyvale Elks, progressing through all chairs to become the Exalted Ruler in 196& 1967, and a member of their board of trustees in 1969-19?1. Jim is also a Century Club Memher of the YMCA.

FUTURES MARKETS AND HEDGING

The development of futures markets for lumber and plywood opened a new opportunity for the publication to help protect its readers against harmful price moveso such as led to huge inventory writeoffs in 1969. Each issue now contains a section entided "Thoughts for Hedgers.'o

Contrary to the standard textbook approach, Young believes those in the trade should hedge in the futures markets only when prospective price moves are against their interests, and lift their hedges when pnrspective price movements are in their favor. Among other things, this approach can greatly reduce margin calls. Those who have already tried using the futures markets will know what this means. Those who haven't yet become involved with futures might well look into it, because at this stage of the market wild price swings are a real possibility, and those in the trade will need all the price protection they can get.

John F. Brown, ownerz'president of Kernville Lumber Co., Inc., died April 23 of a heart attack. He was 52.

Bonr February 4, 1920, in Smallhouse, Ky., he worked for MaPle Rros. in Whittier for three years, and Peoples Lumber Co. for 18 years, first as assistant manager at their Camarillo yard, then as manager of the Ventura yard. He bought Kernville Lumbel in 19[0 and then in 1969 bought Mt. Mesa Lumber.

Mr. Brown collapsed on the plane during a Building Material Dealers Inc. trip to Hawaii. He died in a Honolulu hospital. Two months previous to his death he had sufrered a heart attack.

A Chief Petty Officer for three years in the United States Navy, he was active in the Lions Club and the

Baptist Church, where he taught Sunday School and was president of the Baptisb Men's Fellowship. He was a member of the Kernville Chamber of Commerce and a member of the Kern

Surviving is his widow, Dorothy; brothers Henry, Sam, and Robert; two sisters; children Linda, Douglas, and Dennis; and two grandchildren.
