How Aboutthe Rights of the Businessmon?
PRIMARY feature of the new "Age of Consumerism" that is such a prominent part of the current scene is the exposure of shoddy, questionable and illegal practioes on the part of businessmen, both local and national. While no serious critic of business contends that this sort of thing is the province of more than a small percentage of the total number of firms engaged in commerce" it has still had the effect of focus' ing close public scrutiny on all businesmen and husiness practices.
We think this is good, is long overdue and, in the long run, a healthy developrmnt for both business and consumer. But like many public enthusiasms, we hope it won't degenerate into a one-sided affair where the man in commerce becomes the scapegoat for any and all wrongs, real or imagined. to which the public may be

But it is also true that business is plagued by false customer claims, shoplifting, unrealistic and unreasonable attitudes, slow payment and chiseling through various stages of the transaction, exacerbated by the now shrill cry for ooconsumer protection." In short, the situation, like most in real life, has two sides.

rftHE El Cajon branch of Dixieline r Lumber Co. has opened its doors to the public, culminating many months of planning by Bill Cowling, Jr., and his management team.
Located at 2nd and Main, said to be the busiest corner in San Diego County, the new unit is situated on four acres. Strategically located on the site is an 80,000 sq. ft. building which houses the showroom, general offices, contractor sales area, and lumber and plywood storage areas. At the present time almost all lumber, common and finish, all plywood" paneling, moulding, etc. is under cover. Ultimately all material will be stored inside the building. It is said to be the largest covered outlet of its type in the country.
Within the storage areas wide aisles accommodate fork lifts, as well as the customers' equipment, whether it be an imported sports car or truck and trailer.
There is parking |or 126 cars and an 8,000 sq. ft. showroom for the customers to look around and make their selections. The showroom is well designed with space just inside the entrance for interchangeable displays, seasonal merchandise, etc. There is a broad selection of lavatories available in attractively done displays. One room is devoted to light fixtures and another area is set aside for wall paneling with a door display and

hardware. The entire showroorn area presents a feeling of comfortableness, with the clean, wellJighted, attractively painted and signed areas inviting the customer to take his time, look around and find those items needed.
Customers are asked to take a number when entering the store and they are then served in the proper sequence by one of the six or eight countermen waiting on the trade.

These countermen are all welltrained, and knowledgeable. Each one serves an apprenticeship period in the yard to farniliarize him with the operation before being allowed to handle customers. At the present time, 32 employees of Dixieline are enrolled in the education course sponsored by the Lumher Association of So. Calif.
The normal hours of operations for all stores are 7:30-5 p.m., six days per week. They are not open on Sunday. So that no trucks are blocking drivewavs or other equipment un-
necessarily tied up during the daY, all lumber and plywood deliveries are made at night to the vards from the concentration yard in National City. The annual volume at El Cajon will run to three or four million dollars, with 60ok coming from contractors and AIc/o coming from consumer busiNCSS.
Customers come from al0 mile radius. Advertising in the local papers and the Yellow Pages of the telephone directory tells of the sales and specialties of Dixieline. Less than l/o of gross is spent on advertising. Transactions are for cash, Master Charge, Bankamericard, or Dixieline revolving credit. All sales are net.
They do not do any remodeling, however, they handle a complete line of building materials to accommodate the do-it-yourselfer, or remodeling contractors and general @ntractors. One service they have available, as do many operations in San Diego, is Fund Control.
About one million dollars annually of sales for the overall corporation can be attributed to trusses. There is a charge for milling as well as a charge for delivery. They do not handle anything that could be considered seasonal in nature. Everything is available {or year around use.
One item which is no longer handled is kitchen carpeting. It was sorne. thing that took too much space, with

Bill Cowling, Jr., president and general manager of Dixieline, has been with the organization full time since 1954. In 1957 he became general manager. In addition to expanding the operation he has found time to be very active in civic and industry affairs.
Bill is past president of the San Diego Lumber and $/ood Products Association and has served on the board of directors for 12 years. He also represents San Diego as a direc.
tor of the Lumber Association of Southern California, is past president of the San Diego Countv Epilepsy Society, past president of the Downtown 20-30 club, San Diego; president of the Propeller Club of the U.S., Port of San Diego; and president of Port Improvement Associates, a large group of land users in the Port of San Diego. This group watches and monitors port activities. He is also a member of the International Afiairs Board, City of San Diego and a member of the Young President's Organization, So. Calif. Chapter.
Dixieline Lumber Co. has gone from one location in National City to four locations. In November.1967. the first of the new stores was opened on Sports Arena Blvd., San Diego. The second in November of 1969 in neighboring Escondido and the third on March 27, in El Cajon.
In the course of an interview with Bill Cowling, Jr., he indicated plans to merge with a larger firm, which will assist in any plans that Dixieline may have for future expansion. And if past action is indicative of the future, expand they will.

fHE real key to building material dealer profits from the imposing May National Home Improvement Time promotion is, in the opinion of Simpson Timber's redwood marketing manager, Doug Loth, directly related to the success of local dealers in identifying tbemselves as the on-thespot specialists who can make realitiee of the beautiful better living imprgvement ideas generated at the national level.
In reflecting on Simpson's interest and participation in Home Improvement Time Loth observed, "As one of the original participants in the now five years old joint association and manufacturer promotion of Home Improvement, we realized early in the game that local rub-off was one of the major values in the impressive umbrella of national attention focused on Home Improvement Time."

How a Seattle group translated interest generated by national home improvement publicity into action for local rnerchants, identifying dealers as the source for home f ix-up thru newspaper sections, Home Shows, etc.
Since Seattle is the location of Simpson's corporate headquarters, it was decided that this was the logical place to pioneer a local home improvement time promotion. The resulting effort burgeoned from a series of phone calls extending a luncheon invitation to key leaders from the business community and goverament. All had a common denominator stake in people and their homes.
Included on the initial invitation list were building material dealers; builders; remodeling contractorsl banks; heal light and power utilities; and representatives from the Governorts Task Forrce on Eousing.
As a prop for the luncheon meet-
ing, a large golf umbrella was decorated with typical four color end-use pictures of the kind of better living home improvement makes possible. &lgar Hall, exec. director of the National Home Improvement Council' keynoted the luncheon and persuasively filled in the elements of the solid national umbrella of home improvement awareness being generated at the national level.
Then the presentation shifted to the self interest of those in the audience by fastening to the umbrell4 prop a literal ladder of local projects designed to bring the national campaigl down to the Seattle area and tie in the identity of the local businessmen who could make home improvement projects come to life locally. Included in the ladder's promotion rungs were local newspaper sections, direct mail, radio, TV, clinics, seminars, and shopping center promotions,
At the end of the'meeting a show of hands was requested from those who wanted to do something about home improvement locally. The response was unanimously favorable. A steering committee was quickly formed with representation from each of thq major interest groups. Chairmanship has rotated on a yearly basis. This year the dealer representative, Elmer Field of Field Lumber, chairs the steering committee.
Heading the steering committee's priority list was the essential need to communicate in a mass way the names of the firms and people in the Seattle area who can make home improvement projects happen. One of the major dailies, the Seattle Times, heard about the newly formed home improvement task force and volunteered to become a co-sponsor of a special Sunday newspaper supplement devoted to home improvement.
The editorial content of the special section is devoted exclusively to home improvement, With the reader's mind already directed to home improvement, editorially, advertisers have a ready-made climate for their messages.
The strategy for the dealer is to urge the public to keep in tact that beautiful picture conveyed at the national level. In effect the dealers says, "Mr. Homeowner, get a home improvement picture in mind and then come s€€ us to gort out the methods of accomplishins the proiect."
The options are varied. If the home owner wants to do it himseU the dealer has a host of how-to ideas on everything from building a fence to paneling and re-siding.
On the other hand, if the customer's time and talents are such that he prefers to have someone else do the work, the dealer is still the man to name the contractor best suited to perform the job. He has probably been selling him for years.
This year, also at the local level, the Seattle Master Builders Remodelers Council manned a key home improvement information booth at the Seattle Home Show. Members of the Council were on duty to answer questions on remodeling and financing.
The builders group also is developing a portable display citing home improvement benefits for use in bank lobbies. Dealers are tying-in effectively with the visual Information Program which utilizes a self contained in-store viewer and 8 mm. movie film cassettes to show and explain the steps involved in accomplishing popular improvement projects like paneling a room, installing eeiling tile or painting a house.
In evaluating the Seattle program to date, Loth commented that it isn't so much a matter of doing things differently bui one of continually doing a more complete and comprehensive job of identifying local sources which have the talents, experience and expertise to make home improvement time a reality for everyone in the community. "There's a challenging communication gap and grass roots efforts can provide the bridge in accruing maximum value from national efforts to those in local markets providing home improvement products and gervices."

Use of automatic staplers and nailers makes a major contribution to labor saving and in turn cost cutting, whether done by builder or d-i-y customers . various tools perform wide range of work.
Modern building equipment takes much of the hard work out of home improvement projects, with automatic staplers and nailers making a notable labor saving and cost cutting contribution.
On major frame-ups involving new wall structureso automatic nailers, in the hands of the experienced builder, gets those walls assembled in a hurry. Then there is the sheathing that covers the wood studs, and the same nailer used for the frame-up can be used to apply the sheathing. A tool such as the Duo-Fast CN-137 Nailer, for exampleo drives a range of nails from 6d commons to I6d sinkers, so all nailing applications in that range of sizes can be done 4 to 5 times laster than hand nailingsub-flooring for example.
Once the frame-up is completed the carpentry work goes to the interior, and automatic stapling equipment can really cut time and costs here. For example, staple tackers are used for the insulation job. If furring strips are to be installed for wall paneling or ceiling tile, there are staple driving tools for that job.
Air tackers, driving long, tight-holding narrow crown staples, make fast work of the wall panel job. And for ceiling tile, a gun tacker, such as the Duo-Fast CT-859 rnodel, is made for the job. If underlayment is needed before tiling the new room, there are manually-operated staple tackers made for the job.

Selling Paneling ls Just The Start 0f The Sale
TC/HEN a salesman sells v v the paneling for a modernization p r o j ect, usually he's alert to writing up the obvious tie-in items such as moldings, adhesive or color-matching nails and lumber.
But, by putting himself in the shoes of his customer and foreseeing what "unexpected" needs will arise as the project moves along, the salesman can be helpful not only to the customer but to the dealer and himself. So says George T. Brophy, vp. for marketing for Masonite Corporation's hardboard div.
Explains Brophy: "The customer may be a novice at a home improvement project, but the salesman can use his experience and knowledge to steer the way around pitfalls and at the same time garner some tadd-ont
sales that miglrt not have occurred to the customer.
"In the realm of fairly obvious 'add-ons' are modern doors and upto-date hardware. Indoor or outdoor shutters fall in this category.
"Will the lighting fixtures or lamps be adequate in appearance and function in the new environment which will glamorize the walls?
"How will the floor look in contrast with the improved walls?
"If the dealer handles flexible floor coverings or rents out power sanders, there's an opportunity for an additional sale.
"How about the ceiling? Like the floor, the area is large and obvious. Suggest the possibility of ceiling tiles as part of the room modernization project.
o'Chances are, this area might be overlooked completely at the outset but become very obvious when the room renovation has been completed. Installation of a new ceiling in most cases should come ahead of the paneling for best results. That advice is helpful to the customer, and to the dealer."

"If panels are to be installed on . . say . three walls of a room, what's to be done with the fourth? Need of a new paint surface may have escaped the customer, but it shouldn't be omitted from the salesman's suggestions,
"Depending on the scope of the dealer's stock, the salesman can run up a sale of paneling to include other items such as draperies, carpeting, furniture, paintings, window cornices and other decorations.
"By being helpful in making the primary sale of paneling, the salesman can build up the sale to a sizeable package either at one writing or by follow-up as the project progresses."

Three executive promotions have been announced by John T. Guyol, president of American Forest Products Corp.
Jack L. Ford was elected an exec. vp., Howard W. Blagen was elected to the board of directors, and Robert H. Wells was elected vp. and member of the board.

a"TONTINUED pressure exerted by v the federal government to force compliance with the Occupational Safety and Health Act is a real thorn in the side for the retail building material dealer.**
The time has come, however, when we must all recognize that we can't hide .from the enforcement of this act. On February 15, the personal safety sections of the act became effective. At this time each lumber yard should have safety shoes, hard hats, and safety glasses, for employees exposed to the dangers in the yard.
We cannot over-emphasize the need for you to comply. This is not a case where you assume the law applies to the other guy. OSHA inspectors have been hard at work in the logging camps and the mills. They are now beginning to broaden their field of inspection to the retail lumber and building material yard. You have no choice. You are required to provide the safety equipment or insure that your employees have it. The employee has no choice either. He is required to wear the equipment.
Recent court cases ruled against the employee and in favor of the employer. In these cases the employee was provided with the equipment but chose to ignore wearing it. OSHA inspectors cited the employer and levied a fine. The court ruled that the employer was required to provide the employee with a safe and healthy place of employment which he did in these cases, The disregard by the employee was ruled not to*be a violation by the employer.
All employers are urged to keep their OSHA Forms 100, 101, and 102, up to date. The OSHA poster must be
prominently displayed for the employees' If you don't have these simple tasks performed you can be certain of a citation and fine should you be inspected.

flNE of the most successf,ul pro- v grams our association has brought to our members in the past year is the Group W'orkmens Insurance prog:ram.
We clebrated our first anniversary date for the program April 1, and by figures released by our insurance carrier in January, many of our members will be receiving a good size dividend check.
At this writing we h^ave developed a one-half million dollar premium and over 48 individual companies are now
under the plan.
Most all the progtams the association is involved in are abstract in bhe sense we can't mail you a check for value received, but Workmens Compensation is a concrete example of being able to return, in many cases, dollars to our members above the dues they pay.
In order for a member to receive a good return on his investment in Worlanens Compensation he must think safety. In order to do this he must set up certain standards in his operation to prevent injuries.

NLBMDA representatives reinforced written request recently for "market pricing" by personally appearing before the Price Commission in Washington, D.C.
A strong appeal by President Bill Norman,,Chet Nortz and John Dickerman lasted 216 hours in further sup- port of the industry request for permission to continue previous inventory pricing practices.
The decision by the Price Commissiont "Based on the present regulatione, the repricing of inaentorg to market rather than to inooiae is a oialati,on ol pri,ce commiaeion regulationo."
The Commission made it clear that some kind of perpetual inventory (item by item identification) would be necessary to comply with their concepts. The fact that most dealers do not maintain this type of inventory record system seemed not to impress them.
What next? T\ro courses of action are open:
(1) To submit a special request for exception with the Price Commission (this is what the NLBMDA Supervisory Committee for Legislation and Government Affairs has elected to do).
(2) If the exception is not granted, we should try for Congressional action. Maintaining a price book on replacement market cost is a traditional industry practice. Adhering to the present ruling of pricing to invoice is
the list; so, the first thing a member should do is to require the employee to answer a questionnaire on medidal history and take a physical.
Many back injuries and hernia are chronic and were present when the employer hired the employee. This can save many dollars for employers if good hiring procedures ane required.
Another area to prevent injuries ie to organize safety committees within your operation and hold frequent meetings with employees to educate them on safety.
Another area is to be sure the safety engineer employed by the insurance carrier inspects your plant for hazards. Knowing these hazards and correcting them will cut down the number of injuries.
Safety awards will be presented at our 51st Annual Convention to those firms which have a good loss ratio for 197t-72. We hope this will encourage all our memhrs to THINK SAFEIY and as a nesult, return dollars to them.

Led off by Chuck Hanna, with his humorously inspiring analysis on the "Conquest of Confusion," a top-flight panel of speakers kept the audience in close attendance throughout the meeting. Joseph McKlveen, past president of NLBMDA, addressed himself competently to the problems confronting the small-town dealer and his guidelines for action. F. Lowry Wyatt, Weyerhaeuser vp., brought to focus the problems directly concerning producers of lumber products and management of the forests behind them. Western Montana Congressman Dick Shoup presented the picture of cur-
rent and proposed legislation having an impact on the members as lumber dealers and as individuals. Closing the list of speakers, Calvin Dean Johnson, speaking on opportunity under the American way of life and American principles, brought the audience to a standing ovation.
Picked as Lumber Dealer of the Year by the Montana Building Material Salesmen's Association was Brooks Robinson, Grogan-Robinson Lumber Co., Great Falls. Balloting by the dealers to nominate the year's outstanding salesman brought the Silver Log Award to Joe Brooke, Prentice Lumber Co., Missoula.
Among the many who carried home prizes, top winners included the following: Kermit Kruse, Helena50 Eisenhower dollars; Gene O'Toole, Anaconda Forest Products, Bonner100 austerity dollars; Don French, French's Building Materials, Hardin -also 100 dollars; and Mike Brown, Midland, Inc., Miles City, an electric garage door operator.

By unanimous action at their 80th annual convention held in late April in Boca Raton, Fla., NAWLA sub' stituted the word "North" for "National" in their name and thus gave long overdue recognition to its contingent of Canadian members. Virtually from its beginnings in 1893, the group has had north-of-the'border members. Gilles Bros. & Co. Ltd.' Braeside, Ontario, is the oldesq hav' ing first paid their dues in 1896.

Principal speakers included Ken Patrick, Western Wood Products Assn., who spoke on "The Occupational Safety and Health Act and How to Live With lto" and Walter Hamilton, executive director, National Industrial Pollution Control Council, who discussed ecology.

lllonroe A. Neiswender, owner and operator of Holsinger Lumber and flardware, Yucaipa, Calif., died early in March while on a fishing trip. He was 73.
A member of the town's business community since 1945; he was an active member of Yucaipa and Kiwanis Club, a past president of Yucaipa Valley Chamber of Commerce, and a member of the Improvement District A water board before it became Yucaipa County Water District.
Known to his friends as Butch, he was a member of the Redlands Elks Lodge, and the Yucaipa Masonic Lodge 726.
He is survived by his daughter, Marilyn Miller; sister, Evelyn Geib, and grandchildren, Gail, Ginger and Gary.

Don Yalentine, J. E. Higgins Lumber Co., and his wife were killed in the crash of a small pla.ne in which they were passengers. The accident occurred March 19, at Columbia Airport.
Mr. Valentine was considered a
hdrdwood expert. His teritory for Higgins included San Jose south into the Salinas Valley, Santa Crqz and the Monterey Peninsula. He was lrnown throughout the lumber industry in northern California.
He and his wife are survived by bheir grown son.
