The Moving Target Moves On
The latest figures on the American house rernind us that U.S. homes have changed remarkably in less than a generation. It's not your father's house, anymore.
The differences can have a sizable impact upon anyone supplying materials, products and.services.
The National Association of Home Builders reports that in 1973 new houses averaged 1,600 square feet. Today, it's more than 2,200 square feet. It is more than likely they have central air conditioning, four bedrooms, a fireplace, a family room, a swimming pool and a garage for at least two cars. Bare bones starter homes are increasingly rare.
Today, nearly half of all new homes have 2.5 bathrooms; in 1973 it was l9%o. Less than a quarter had four or more bedrooms, now a third do. Fireplaces have gone from 34Vo to 6OVo. What formerly was considered a luxury now seems a requirement.
There is a parallel with many products as the richness of American life continues escalatins. In
autos, appliances and electronics, the deluxe model is most popular, just like housing. The spartan, do-without world of the past seems far removed from today's pampered consumer.
In housing, a number of factors have come together to move buyers upmarket. A sustained period of prosperity with its higher salaries, consumer confidence, sense of job security, low unemployment and low mortgage rates has enabled homebuyers to enjoy a move up.
While lot sizes are smaller than they were in 1988, environmentalists still complain that a selfish public is using land for new homes that enviros feel should be made off limits for all but natural critters. We suspect that the number of potential homebuyers who will sacrifice their chance for a new home for the Kangaroo Rat, for instance, is pretty small.
Whether you supply raw material or finished products, be aware that dramatic changes in housing may well require equally dramatic changes from your side of the equation.

ou can't blame them for trying. First they told you Douglas fir could be sufificiently protected by "treating to refusal." Then they tried to convince
you that high-density incising would help. Sometimes this works with 2 x 4 or 2 x 6 but if your job specifies larger dimensional material, high-density incising is not the answer. The fact is that efforts to protect Douglas fir lumber with any CCA pressure treatment practice generally prove unsuccessful.
Unfortunately, there have been instances of structural failurex as well. So local and state building officials are on the lookout for insufficiently treated Douglas fir lumber resulting from misinterpretations of the AWPA standards.

he big got bigger in The Merchant Magazine 's fifth annual production ranking of the nation's top pressure treaters. The top eight treaters increased production by an average of 24Vo,led by #8 Commonwealth Wood, whose 52Vo increase vaulted the company nine notches.
The top three producers-Universal Forest Products, Great Southern Wood Preserving and Southeast Wood----expect to break away further from the pack, all adding new treating facilities since mid-1997.
Overall, 20 of the Top 25 showed increases, three remained steady, and only two suffered decreases. A few companies dropped out of the ranking completely. In October, former #15 International Paper got out of the treating business, selling its plants in Mineola, Tx., and Pleasant Hill, Mo., to Southeast Wood. Soon after, last Company

year's #23, Perry Builders, Henderson, N.C., shut down. The departures made room in the Top 25 for two first-timers. Exterior Wood and Madison Wood Preservers.
Increases also are strong in the West, even as Western leader McFarland Cascade expands eastward. It recently began leasing a plant in Broken Bow, Ok., purchased a facility in Electric Mills, Ms., and closed its Bozeman, Mt., pole treating facility.
Companies are ranked by production of lumber, timbers and specialty products. Firms exclusively treating poles, pilings, railroad ties, etc., are not included. Abbreviations include FRT (fire retardant) and WR (water rep€llent).
All data were provided by the companies themselves. While every effort was made to ensure full accuracy and completeness, a handful of treaters elected not to participate in this survey.

THE WOOD preserving indusrry,
to a certain extent. is an "invisible industry" because distributors and users generally are not aware of CCA treated products' long history of scientific testing, commercial use and proven performance.
The situation creates easy entry into the marketplace by competitors touting unsubstantiated claims about their products. Beware of any long term performance claims made by the manufacturers of new building products that only have a few years of field testing or only limited commercial use. In many cases, their claims are muted by disclaimers in the fine print on product literature.
CCA's low-key background also allows the dissemination of alarmist information about treated wood without supporting valid scientific data.
And that's why it's important that everyone involved with building products be able to answer the most commonly asked questions about CCA pressure treated wood.
Q *t use pressure treated lumber?
A Wooa is a plentiful and economical building material, but, untreated, it is subject to attack by insects,
microorganisms and fungal decay. Pressure treated wood is protected from these natural predators, ensuring it will last longer.
Q Wlut is pressure treatment?
A P."rrurc treatment is a process by which a chemical preservative (chromated copper arsenate) is forced deep into the wood's cells in a closed cylinder. Following treatment, the preservatives are "fixed" into the wood and resist leaching into surrounding soil or water. CCA is used to produce lumber that is clean, odorless and environmentally safe to use as recommended around people, pets and plants.
a Aren't chemically treated products dangerous to use in and around the house?
A Rft", extensive review during the 1980s, the EPA concluded that CCA treated wood did not pose an unreasonable risk to children or adults. either from direct contact with the wood or from contact with surrounding soil where some releases may have occurred. The EPA has not identified any significant health con-
cerns from short- or long-term exposure to arsenic residue from pressure treated wood.
a Where should pressure treated wood be used?
A fnr wood can be used outdoors wherever wood building components require resistance to termites and fungal decay in decks, fences, gazebos, playground equipment, docks, marinas, utility poles, mine shafts, bridges, agricultural stakes, raised garden beds, landscape, agricultural uses and a host of other applications.
Q ft it safe for children to play on playground equipment and decks made of treated wood?
A CCe ffeated wood is widely used for playground equipment. Tests show negligible risk that children who lick their hands after playing on pressure treated wood playground equipment would be exposing themselves to any carcinogenic risk.
A water repellent or wood sealer for pressure treated lumber may be applied periodically to reduce cracking and splitting of wood and the likelihood of children getting splinters.

A Treated wood does not emit vapors or fumes and may be used indoors for all applications where protection against termites and fungal decay is needed. It should not be used for countertops or cutting boards.
Q Ho* can I use treated wood for a picnic table, if I can't use it for a countertop?
A N"ith", treated or untreated wood is recommended for countertops, but treated wood picnic tables are fine because picnic tables are primarily
practices for handling treated or untreated wood. Inhalation of sawdust can cause nose and throat irritation. Protecting your eyes from any foreign matter is advisable. Wearing gloves provides extra protection against splinters, and good personal hygiene should be practiced in the shop and on the job. Hands should be washed after handling any type of wood or after doing any type of construction work.

After a review, the EPA determined that the benefits of pressure treated wood products outweighed any potential risks. The nation's wocd preserving industry agreed to undertake a voluntary Consumer Awareness Program to apprise consumers that Consumer Information Sheets, similar to manufacturers' instructions on hundreds of other products, are available. CIS have been available at retail outlets and from manufacturers since 1986.

A en treated wood should be disposed of by ordinary trash collection or burial. If burned, toxic chemicals may be produced as part of the ashes. Industrial users may dispose of treated wood in commercial or industrial incinerators in accordance with state and federal regulations.
Q Oo the chemicals leach out of the wood?
A A unique process occurs with pressure treated wood during and after the pressure treating process which fixes the chemical preservative so it is virtually insoluble. Leaching is negligible and the finished product does not pose a threat to people, pets or plants when used as recommended.
a Can treated products be used around gardens?
used for serving prepared food while a countertop is used primarily as a cutting surface for raw food. The U.S. Food and Drug Administration does not recommend any wood for use as a cutting surface since food particles are likely to be embedded in its porous surface, encouraging bacterial growth.

A CCe fteated wood has never been shown to cause cancer in humans nor has it been shown to cause cancer in laboratory animals. In fact, epidemiology studies of treating plant workers and carpenters show no increased risk of cancer as a result of exposure to the preservative treated wood.

Eliminate at your business

S EXUAL harassment, discrimina\)tion and wrongful termination are issues facing every business which employs human beings.
These claims are no longer covered under your General Liability or Workers Compensation policies-and they are growing. From 1992 to 1996, sexual harassment lawsuits rose 160%o, while jury awards for them rcse 25OVo! It takes a lot of sales to pay attorney fees, settlements, and your time in collecting data to defend yourself.
Discrimination and wrongful termination suits (age, gender, ethnicity, etc.) are also on the rise. So, do you need to buy an Employment Practices Liability @PL) policy to protect your business?
Let's focus on sexual harassment since it is both frequently misunderstood and on the increase. What exactly constitutes sexual harassment? Some cases are clearimproper touching, lewd comments, unusually uuggestive pictures, pressure to go out socially.
Other forms are more subtle and in those cases the courts have usually found in the claimant's favor. Ninety-five percent of all cases fall into the "Hostile Environment" category, defined as "conduct which interferes with an employee's work or is perceived as creating an intiinidating, hostile or offensive work environment."
As a business owner or manager the last thing you want is a good employee operating at less than capacity due to the unwant-
ed, inappropriate actions of another employee, correct?
Con'sider this viewpoint accepted by the experts-sexual harassment is not about sex, it's about control. If the alleged perpetrator is a manager, is this your corporate style? And if it is not a manager, do you allow one employee to control another? Either way, sexual harassment is not good business.
Here are three rules of thumb for you and all your employees:
(l) Would I want my words/actions published on the front page of the paper?
(2) Would I say/do them to my spouse, parent, child?
(3) Do they futther business?
If you cannot answer yes to all three, then do not do it or say it.
While you cannot control another (though you will be legally liable for their actions), nor prevent fraudulent suits, you can develop a strong management plan to protect your business.
Here are some components:
o Publish a policy statement which forbids actions which are illegal: harassing, discriminatory, unfair. Have employees read and sign off. Repeat your message annually.
o Provide a clear path for the victim to follow in reporting infractions.
o Supply training to managers on how to deal with incidents. An insensitive supervisor can turn a splinter into an amputation
very quickly.
o Conduct confidential meetings with the claimant to collect data, then interview witnesses and the alleged perpetrator(s). Document all meetings, conversations, etc.
o Follow your corporate guideIines-mediation, write up, suspension, termination, etc.
o Enforce the policy evenly on all cases.
So, do you need an EPL policy? You owe it to yourself to get quotes, discuss coverage, and have a broker who can train your managers.
Do not wait until you have a claim to investigate this subject. You owe it to your business and your employees. Do not be misled-an employee engaged in harassing (or discriminating) against another is not harmless. He or she is already costing you profit dollars, and the potential for an ugly claim is growing.

Enviros Try Hand At Business
Two conservation groups have teamed up to buy about 4l square miles of timberland to manage as a commercial demonstration project.
The Nature Conservancy, Arlington, Va., and Vermont Land Trust acquired 26,789 acres of timberland in Vermont and upstate New York, intent on proving that forestry can make money while protecting watersheds, wildlife, aesthetics, recreation values and logging and milling jobs.
"We have got to demonstrate that you can earn an economic rate of return on land while also protecting biodiversity," said Nature Conservancy president John Sawhill. "I really believe that if you don't manage forest holdings for both jobs and the environment. the environment is going to suffer in the long run."
The groups bough* the 23 land parcels from Atlas Timberland Co. for $5.5 million. $5 million of which came from a grant from the $630 million Freeman Foundation. Both the Nature Conservancy, the nation's 20th largest charitable organization, and the Trust hold conservation easements on over a million acres apiece.

Treated Wood Tops Energy Examination
Pressure treated wood is the "supe- cled plastic required one-third more rior building material from the per- energy in the most conservative spective of energy efficiency," model. according to a new study that compares CCA treated wood, recycled plastic, concrete and steel.
Universal Forest Products' Scott W. Conklin and Ian N. Stalker compared the amount of energy it took to make building materials for three specific applications, then calculated the energy consumed by different materials to produce the end products necessary to make three structures: an interior wall, a 40-ft. utility pole and a 1,000-meter walkway.
Because the products' strengths differ and construction is not identical, comparisons were made on the three structures rather than on the materials themselves. The study found:
. A 40-ft. utility pole made of steel demanded nine times more energy and a concrete pole 12 times more energy than a CCA treated pole.
. A typical interior wall made of aluminbm components required l3 times rhore energy than a CCA treated wood wall. steel nine times more.

The study's authors pointed out that energy requirements are only one element of the total environmental burden. Others include resource depletion, waste generation, pollution and disposal.
They also calculated the impact of replacing all CCA treated wood with the most appropriate alternative. They concluded the switch would consume 22 million additional barrels of oil annually and increase atmospheric carbon dioxide emissions by 6.2 billion kilograms.
BMC West Reorganizes
Building Material Holding Corp. is reorganizing its BMC West Corp. subsidiary into three regional operating divisions, each with its own president.
Richard F. Blackwood will serve as president of the Intermountain Division (Arizona, Colorado, Idaho, Montana, Nevada, Utah and eastern Washington), Stanley M. Wilson heads the Pacific Northwest Division
(California, Oregon and western Washington), and William E. Smith heads the South Central Division (Texas).
Concurrently, BMC West cofounder Donald S. Hendrickson is retiring as president and ceo, but will remain on the board of directors.
Day Laborer Center Planned
Home Depot features a hiring center for day laborers at its new store in Woodland Hills, Ca.
Nearby residents and local officials had attacked Home Depot and other large building product retailers for attracting large groups of men solicif ing work from contractors as they bought supplies.
Tacoma, Wa.-based Labor Ready, which runs 300 locations specializing in low-and semi-skilled day labor, operates a 3,000-sq. ft. building in the new store's parking lot to dispatch laborers.
Customers pay Labor Ready about $9.50 an hour for a worker, who makes about minimum wage or just over $5 an hour.
In September, Home Depot began a similar experirnental program from a trailer at its Monrovia. Ca.. store.

Launched in Oregon in 1917, the Bohemia Lumber Company would be a colorful and sometimes controversial fixture in West Coast business and politics for 75 years.
From forest floor to boardroom table, Bohemia's tale echoes with the sounds of crosscut saws and river log drives, confronts the Creat Depression and World War ll, and roars into the timber-bidding wars and environmental battles of the late 20th century.
Here is history told in terms of a colorful timber outfit's people, including Stub and Faye Stewart, the intense and sometimes feuding brothers who put their stamp on the family operation and saw a "haywire" sawmill venture grow to become an economic force in the West and a player on the national stage.

The structural wood panel industry's excess production capacity, meanwhile, appears finally to be lessening. Capacity rose from 35.95 billion sq. ft. in 1994 to 42.29 billion ft. last year, as some 20 new mills were built. Approximately 3.6 billion ft. of new capacity-nearly all of it OSBwas added last year alone. However, 2.1 billion ft. of mill capacity also closed.
The structural wood panel industry's production-capacity ratio is expected to rise from 86Vo in 1996 to 90Vo this year, two percentage points better than the industry's historical average. For OSB, the ratio is forecast to climb from 79Vo in 1996 to 88Vo.
While APA foresees a slight decline in housing starts this year, residential market demand for structural wood panels should rise with an increase in per-unit consumption.
International market demand (excluding trans-border shipments between the U.S. and Canada) climbed 5Vo in 1997 to 2.47 billion ft., or 6.7qo of total industry production. Foreign market demand is anticipated to increase to 252 billion ft. this year, provided the effects of the Asian crisis are short-lived. About 30Vo of U.S. and Canadian offshore shipments of structural wood panels go to Asia, particularly Japan. Europe accounts for more than SOVo of foreisn demand.

HWI Renamed Do lt Best Gorp.
Building materials buying cooperative Hardware Wholesalers Inc. has changed its corporate name to Do it Best Corp.
According to president and c.e.o. Mike McClelland. as its sales of lum-
ber and building materials grew, the company's original name no longer entirely represented its business.
"Today, our membership is made up of hardware stores. home centers and building supply stores-the entire
home improvement sector," he said. "We're also exploring non-traditional ways of selling products through industrial/commercial sales. our members' Internet Web sites and more. Do it Best Corp. covers all those facets."
The new name also supports its Do it Best retail stores, private brand products, truck fleet and Web site. "It's only natural that our corporate name and logo reflect our member programs and retail identities," McClelland said.
Several consumer focus groups came to that same conclusion, which helped reinforce the decision to switch names. The co-op also conducted a formal member survey to review names suggested by members, consulted outsidb retail design and advertising firms, and put it to the vote ofthe board ofdirectors.
Founded in 1945, the Fort Wayne, In.-based co-op serves more than 4,000 retail members in the U.S. and 3l foreign countries.
Yard Permitted To Rebuild
Devastated by a snowstorm and nearly forced to relocate, Angeles Millwork & Lumber, Port Angeles, Wa., is turning a catastrophe into an opportunity.
The 9O-year-old business suffered more than $430,000 in damages in December 1996 after the weight of 30+ inches of snow caused the warehouse roof to collapse onto finished wood products.
Even with a crumpling roof, the company never closed its doors, delivering lumber to other local businesses to shore up their bowing roofs.
"My people were out helping other people and other people were here helping us," recalls Lonnie Linn, lumberyard manager.
Unfortunately, zoning codes, which didn't exist when the mill was built, would prevent it from rebuilding on the same site. The business consigned itself to relocating outside the city-until residential neighbors and other retailers called on city officials to allow the yard to stay.
Angeles Millwork is now building an 11,500-sq. ft. store and two 7,000sq. ft. drive-thru warehouses on the same site and hopes to unveil the new store this month. Expanded size allows adding paint, electrical and plumbing departments and expanding the staffof l8 by six to eight people.

Instead, the company is embarking on "Performance 2002," a growth plan centered on strengthened customer relationships, innovative product development, and new merchandising programs-all designed to double the company's current sales of $1.1 billion in five years.
"We're going to continue to grow and look for opportunities in every corner of our business," says Phil Rogers, national retail accounts sales manager. "We intend to increase our market share in total volume by, for instance, improving our current facilities and acquiring successful companies that make strategic sense for our company."
The company added a treating cylinder to its Moultrie, Ga., plant last fall and purchased a treating facility in Lodi, Oh., to serve Michigan, Ohio and Pennsylvania.
"In other words," says Rogers, "we're going to put even more distance between Universal and the other
nine guys in the Top Ten."
Universal already stands out as one of the few public national companies in the wood treating industry. Headquartered in Grand Rapids, Mi., the company operates 5l facilities in 44 locations, blanketing North America. "We have back-up plants that can service customers; they can relax knowing that a problem at one facility doesn't translate into a problem with our service to them," says Rogers.
As part of its growth strategy, Universal is enhancing current facilities and acquiring other proven businesses, to expand its capabilities-not only in wood treating but also in engineered building components for conventional site-built residential and commercial construction.
Since its founding nearly 45 years ago, Universal has become a number one supplier to the manufactured housing market, providing pre-cut lumber components and the majority of the roof trusses for the nation's leading manufacturers. It also is a top supplier to the home center retail market, with products such as its Fence Fundamental. Deck Necessities,
Lattice Basics, Storage Solutions and ProWood pressure treated lumber.
As the company continues its growth, it is increasing its manufacturing capabilities, creating another competitive advantage. "If we have fencing that's manufactured onpremise, we can just take it over to the treating cylinder," Rogers says. "We don't have to outsource it."
What's more, Universal can get a larger variety of products on the truck, lowering customers' inventories and improving their turns, while remaining price competitive.
L-P Converts Alaska Complex
James Pullen has been appointed project manager to oversee installation of wood products operations at Louisiana-Pacific Corp.'s shuttered Ketchikan Pulp Co., Ketchikan, Ak., complex.
Pullen, who earlier had retired as a v.p. of Nibco, Inc., will lead the joint venture formed by L-P and Sealaska Timber Corp.
The pulp mill, closed in March 1997, will be replaced by a veneer mill, modernized sawmill and chip mill.

Palco Agrees To Headwaters Plan
Pacific Lumber Co. has reached an agreement that would allow it to log on about 192,000 acres in Humboldt County, Ca., while protecting the 7,480-acre Headwaters Forest and 12 adjacent parcels.
After months of negotiation, Palco and parent Maxxam Inc. reached an agreement in principle with the federal government on a multi-species Habitat Conservation Plan and with the state on a Sustained Yield Plan
covering more than 200,000 acres.
"This is an important milestone for The Pacific Lumber Co. as it will give added stability to our operations that we have not possessed for the last l0 years," said Will Riegel, v.p.-sales & mktg. "This will translate into more predictable and continuous production, particularly in our architectural grades of redwood and Douglas fir uppers at Mill B."
Last fall, the U.S. and California agreed to pay a combined $380 million for the Headwaters tract, but the sale could not be completed until submission of a plan to protect the salmon streams and the forest habitat of various threatened species.
The sale remains on track for completion in early 1999, after deciding where logging can take place, holding public hearings, drafting an environmental impact statement and report, and having California approve funding its share of the acquisition.

Protesters try to hang with producers
Proving once again that fools' names and their faces ofttimes appear in public places, two anti-logging protesters suspended themselves and a 4O-foot high banner from the front of the St. Francis Hotel in an attempt to disrupt the Western Wood Products Association meeting.
The banner read: "Do Your Kids Know You're Buying Old Growth Wood?" Other than mildly amusing the lumbermen and snarling downtown San Francisco traffic for hours, the protest had no effect upon the meeting. One wag said he'd happily buy all the old growth he could find. The protesters, a man and a women, were suspended in separate boatswain chairs nine floors above the street.
Running Sunday to Tuesday, the convention was a shortened version of the traditional gathering. Additionally, WWPA announced that henceforth the spring meeting would be the annual meeting as the fall meeting has been discontinued.
Registration was 360, about normal, though far fewer spouses attended than usual. Lower lumber prices were the apparent villain. Lobby traffic was down sharply. Whether this was due to the success of the North American Wholesale Lumber Association's fall Traders Market was the topic of some discussion. WWPA is mulling a similar venture as well as alternate sites and formats for the 2000 meeting.
Walter M. Wirfs was named new president of WWPA, replacing Robert H. Hunt, who retired in January. Prior to being named ceo, Wirfs spent 23 years with Willamette Industries managing lumber mills, plywood plants, engineered wood facilities and forestry operations in the West and South. Jess R. Drake, Simpson Timber Co., Shelton, Wa., was elected chairman; Marc A. Brinkmeyer, Riley Creek Lumber Co., first vice chairman, and James M. English, Idaho Forest Industries, Inc., second vice chairman.
In the annual forecast, Wirfs said 1997 set a record of 50.7 billion board feet of lumber consumption. This year is expected to be 27o below last year. He said lumber supplies were more than adequate, putting downward pressure on lumber prices.
"We cannot rest our hopes on further demand improvements or economic growth to stay profitable.
Instead, the western industry must find ways to improve margins and control costs," Wirfs said. He expects housing starts to decline 2.8Vo to 1.435 million. Repair and remodeling is expected to slip 3.2V0 to 14.84 billion bd. ft., while non-residential construction should be near 1997's 7.33 billion bd. ft.
Production at western mills is forecast to fall just l.4%o, while southern production, which hit a record 15.9 billion bd. ft. last year, should fall to 15.4 billion bd. ft.
Imports, mostly from Canada, continue to roll into U.S. markets. ln 1997
imports were O.6Vo below 1996's record 18.2 billion bd. ft. and represented 37Vo of the U.S. lumber supply.
Wirfs said predictions made two years ago that a U.S./Canada trade agreement would cause lumber shortages and higher prices proved unfounded. Canadian shipments into the U.S. are expected to decline 2.5Vo. Non-Canadian imports, just 2Vo of import volume, should grow 4.3Vo to 610 million bd. ft.
The Asian economic crisis has hurt American wood exports, which were down 5.6Vo last year. This year exports are expected to decline 8.8%.

W.W. "Pete" Sharp, Jr., 82, founder and former owner, California Redwood Sales, Santa Rosa, Ca., died March 16 in Santa Rosa.
A native of Oakland, Ca., he served in the U.S. Army during WWII and was an Air Force Major during the Korean War. Soon after, he and his partner Tom Gray founded California Redwood Sales. In time, he became the sole owner before retiring in 1974.
A graduate of UC Berkeley, Mr. Sharp was a past president of the Redwood Empire Hoo-Hoo Club.
J.R. "Dick" Fantz, 86, longtime innovator in the plywood industry, died of a heart attack Feb. 19 in Ramona, Ca.
After serving in the U.S. Navy during WWII, he began his building materials career, working for Davidson Plywood and Lumber, El Monte Wholesale Plywood, Western States Plywood, Davidson-Western Plywood, Plywood Finishing Corp. and Welch Southwest Plywood.
In 1956, after recognizing the need for the mobile home industry to begin using plywood panels composed of a substance other than natural wood, he brought the first carload of printed Plywall panels to the West. He was also one of the first in the West to use pre-printed woodgrains on paper and laminate them to plywood panels.
Port Trying To Close PLT
Pacific Lumber Terminal, Wilmington, Ca., is again urging the industry to help prevent its ouster from the Port of Los Angeles.
The Port's property management department has given notice that they are teminating PLT's lease July l, ending 52 years of continuous operation. When the company has been faced with similar circumstances in the past, customers, suppliers, transportation companies, labor unions and others have rallied to convince the Port to change its decision.
PLT is the only facility of its type in the Port, while a similar facility in the Port of Long Beach has a limited capacity. "Without PLT, clearly the building industry in our area will not be able to receive the adequate services and competitive rates it requires," says manager Doug Bench. "This fact, plus the continuing problems with limited rail service. make a
viable lumber cargo terminal essential in the Port of Los Angeles."
He suggests writing letters of protest to the Port's executive director, board of harbor commissioners, city councilman Rudy Svorinich and Mayor Richard Riordan. Their addresses are available by calling PLT at (310) 834-5261.

LTOT EVEN gale-force winds and I\ El Niflo-driven rain could keep the treaters away from CSI's l3th annual Wood-Preservers' Conference in Palm Springs, Ca.
Held Feb. 14-17 at Marriott's Las Palmas Resort and billed as "Valentines Day in the Heart of the Desert," nearly 100 of CSI's wood treating customers took part in wind-whipped golf, sumo wrestling and an elegant evening at the Empire Polo Grounds.
The highlight was a series of educational workshops on such topics as
how attorney-client privilege protects treaters, the harmonization of regulations affecting U.S. and Canadian treaters, and the view of a former EPA inspector. Experts from CSI's Technical, Environmental and Engineering group offered tips ranging from the speed-up of plants to the maintenance of facilities operation manuals.
