It's More Thqn Price

fN THE past month we have read as many as r twenty different reasons why the price of lumber and plywood sailed so high this spring. The reasons range from the convincing to the slightly ridiculous.

The price rise has been dramatic, all along the line. Stumpage prices go up, the mill pays more. The mill passes the cost to the wholesaler who naturally enough shifts it along to the retailer. So there is the retailer, asking perhaps twice as much for the same lumber as the last time his customer requested a price.

What does the retailer say? Sorry, pal, it's just a classic case of supply and demand, it's log exports to the Japanese, military purchases are huge, winter has been bad, etc. ? Any time you have to tell your customer he has to pay 30%-50%-rc0% more than last time, you can pretty well figure out what he'll say in response. And what the retailer's customers have been saying we can't print here,

So there is the retailer, right up front, taking the brunt of the oomplaints, dissatisfaction and the like. How does our industry tell the man who bought plywood at $140 that now, in his next lot, he can get it for $1lB?

Why hasn't the industry found more effective ways of protecting all concerned from such grief? What can presently be done ? What can the industry, at all levels, do to avoid a repetition of the current mess?

Tough questions all, not easily given to solution, but certainly they are not unsolvable. Certainly too, we should not waste our time, talents and temper

trying to fix the blame. We should point ourselves towards possible solutions and away from fruitless accusations.

The problems may be long in the tooth, but they .can be solved, we are sure, by concerted action. We must put the past behind and take appropriate steps to see that in the future the dirty linen is washed in private, away from the searing fallout of front page publicity.

A Piece of the Action

fN YEARS past, the reaction to May as National r Home Improve.ment Month has heen'something less than thrilling. Not so this year. I{appily, most levels of the industry now see the huge present market and the enormous future of home improvement. Even if housing starts went to two million this year, hardly a likely proposition, the dollar value of the present home improvement market would still exceed it by a country mile.

Next month we will have a big special section of The Merchanr devoted to t}lis market. On page 11 of this issue we have a story on the promotions, programs, parts and pieces available for dealers to use in promoting May as National Home Improvement Month.

If you have been lax in pushing this ever expanding part of the American business scene, make sure that this year you take part, get involved and get your piece of the action.

LMA has strong program for this year's annual

qUCCESS in the seventies will be the u theme of the 29th Annual Lumber Merchants Association of Northern California Convention to be held April 27-29 at Yosemite National Park.

"Every dealer should realize that changes are ,)ccurring that have great import to his busirress," comments LMA convention chairman Mike Symons, "and attendance at this important gathering can pave the way to better profits and success in the immediate years ahead. We hope that all attendance records will be surpassed."

Selected to provide the Keynote Address is Francis O. (Orv) Marion, vp. of marketing for Masonite. A veteran of 30 years in the dealer and building supply business, Marion has directed overall marketing operations and promotional budgets in the millions of dollars.

"Orv Marion is no stranger to LMA for he was with us at a National meeting at Lake Tahoe a couple years ago," comments LMA President Les Ley. "He has worked closely with literally hundreds of building materiels dealers and knows the secret of success in our industry."

Following Marion's address and the Monday rioon luncheon, major manufacturers and suppliers will conduct conferences with dealers related to new merchandising programs being ofiered for the I970's. Thumbnail sketches of these pro. grams are to be given during the Monday

morning program along with the LMA an. nual.board of directors session.

A forward looking schedule of dollar producing ideas for dealers on the program . the annual awards presentation in the LMA/ Merchant Magazine ad contest... planning for the changes due in the seventies.

"We began these dealer-manufacturer conferences a year ago at our convention"' explains Symons, "and the reaction was excellent. Dealers had the opportunity to review merchandising and promotional materials available to them on the lines of interest to them. And from the supplier standpoint, it provided an opportunity to explain and show their programs without exhibit charge."

The luncheon address to the convention Monday noon will be delivered by the representative of an organization also expected to have a great inffuence on the 1970's -Dr. Gyorgi Velikovsky, Soviet cultural delegate. Now visiting American universities and colleges, Dr. Velikovsky is expected to reveal some of the current Russian thinkine related to our society.

The 'Tuesday business .".rlon, will include two important talks on topics of cur-

rent dealer interest-lumber and wood products, and workmen's compensation.

Boyce P. Price, exec. vp. of the newly formed American Wood Council will ex' plain how San Jose and Sacramento fit into the Council's 1969-70 promotional program. Nationally, the council has a $1.2 million budget aimed at helping lumber dealers and others in local metropolitan areas.

Hon. Jesie E. Fluharty, presiding referee of the Southern Area of the Workmen's Compensation Appeals Board, will bring dealer-employers up-to-date on numerous changes which have been made in this insurance program. These changes not only afiect current activities, but can be expected to have a great influence in the I970's.

The Tuesday luncheon will be highlighted by the acceptance comments of the newly-elected LMA President, introduction of new executive committee members and the new board of directors. Special awards will be presented to outgoing officers and directors, and plaques will be awarded to winners of the LMA-Merchant Magazine advertising contest.

Social activities at Yosemite during the convention include the annual golf tournament Sunday morning and afternoon, industry-sponsored receptions Sunday and Monday evening followed by dinner, and a ladies program including a guided tour of Yosemite,

Massive promotion campaign for home improvement

With a month still to go, dealers can still tie-in profitably with the May is National Home Improvement Month program that is bigger this year than in any year in the past.

The 1969 Home Imprnvement time program promises even better results for par' ticipants than past years' promotions, pre' dicts National Lumber & Building Mate' rials Dealers Assn. and the three other associations sponsoring it: National Home Improvement Council, National Association of Home Builders and National Remodelers Association.

Wide national editorial coverage and advertising to back up these associations' efiorts are planned by 'oeveryone with an interest in the home improvement market place." Although keyed primarily to the prime selling season, the program has been geared also for year 'round sales activity for dealers. They are encouraged with new provisions in the 1968 Housing Act that make Title I loans insured by FHA more desirable for lenders. In addition, there is a growing tendency for home owners to stay in their own homes and improve them rather than assume new mortgages on a home requiring higher interest payments.

This coupon is sent to the Home Improvement Time Headquarters, which forwards the material to the home owner and informs the dealer of the inquiry. Dealers are advised by members of the Steering Committee of the Industry Home Improvement Time Program to plan

progressive mailings in their areas, followedup by personal contacts to receive maximum benefit from the mailings.

The other 24 pages of the Guide Book contain detailed advertising and promotion planning suggestions, such as a Sales Calendar for April (building up to May, Na' tional Home Improvement Month), a list of trade and consumer publications assisting in program promotion, sales stimulators that can be purchased by dealers, and other helpful aids.

An expanded promotion kit has been prepared in conjunction with the promo' tion which is also objective in its content. However, the dealer can easily place his advertising emphasis on a specific product if he chooses. The kit is composed of a variety of promotional materials that are separated in specific categories: community programs, newspaper advertising, radio and television publicity, display material, management aids and remodeling products. fF continual streamlining is the sign of a r healthy, progressive organization, and you better believe it is, then the Western Building Material Association, which only two years ago changed its name to better reflect its members' functions, has done it again.

This time they made sweeping organizational changes to equip WBMA to function even more smoothly in the seventies. In a massive move to specialization, they unanimously passed new byJaws that allow management to be done thru management committees. Basic control of WBMA, however, remains at the grass roots level

Long conservation tradition

From the early years of TPL-and despite some early "competition" between ranch managers and timber managersthe policy of keeping and maintaining "cut-over" lands in good condition has persisted.

Beginning in the '20s, seeding of cutover lands was practiced and a tree seedling nursery was established in 1922. In that same year, Willis G. Corbitt, graduate

of the University of Washington's School of Forestry, became the first in a line of "company foresters".

In the '4,0s, selective logging became economically feasible, made possible by the new high-powered logging tractors. This evolved into present-day practices wherein a predetermined percentage of mature trees in a stand are harvested; the remaining varied age trees provide seed and the younger trees are left unharmed to continue and accelerate their growth.

Young growth stands today are under intensive management to provide timber for the future.

Back as far as the 1920's, Palco recognized the aesthetic parkJike quality of the super redwoods growing in alluvial flats along stream beds. Logging in such areas was withheld and the areas made available to the State of California and other public grouPS.

The Pacific Lumber Co. was one of the founders of the Redwood Region Conservation Council (195I) and has established a Demonstration Forest under that pro' gram at Jordan Creek, just ofi the Redwood Highway, where a self-guiding for' estry tour and picnic area are open to the public. Certain of its timberlands are open to the public (in season and with permit) {or' fishing and hunting.

In 1964, the Murphy Memorial Grove was presented to the Boy Scouts of Hum' boldt County for use in their camping activities.

After 63 years with the Noyes Lumber Co. of Napa, Calif., Arthur Wilson has "semi-retired." Manager of the firm since 1914, Wilson will continue in a supervisory capacity and in his official duties for the corporation.

Nixon Acts on Lumber Prices

President Richard Nixon, responding to a growing clamor over lumber and plywood price and supply problems, has ordered military purchases cutback and called for a bigger cut of federal timber.

Orders to the Interstate Commerce Commission also went out to relieve the shortage of boxcars.

His actions were bbsed on recommendations from a cabinet level task force he recently established. Some 1.1 billion bf. more were expected to eventually be made available. The White House noted price increases have ranged tp to lo0/o on lumber and 90/p on plywood.

Prices Bring Anti-Trust Rumble

George Romney, secretary of Housing and Urban Development, has asked the Justice Dept. to see if any anti-trust violations caused the lumber industry's soaring prices.

While not accusing the industry of any wrong doing, Romney, appearing before a House Banking Committee hearing on lumber pii""r, noted the decline in the number of lumber mills. "If these marginal mills have been put out of business by other than competitive factors then the Justice Dept. ought to look at them." - He also has suggested that Congress consider extending the ban on export of logs from federal forests to include logs from private forest lands. W'ider application of the law, he felt could hold down domestic lumber prices.

Romney's various statements and President Nixon's executive actions (see aboue story) were part of Congress' look at lumber's role in skyrocketing building costs as part of the larger problem of housing the nation's low and middle income groups.

In an earlier satement, Romney stressed his belief tlrat the pri' vate sector, stimulated by state and federal help other than mon' ey, can cope with the shortage of housing. He was optimistic that conditions could evolve that would create a technological breakthru which would allow a volume production of low cost housing which many experts say is essential to long range sotrution of the housing shortage.

T|RAVELING ABOUT northern California

r calling on retail lumber dealers and conducting meetings these past few months has given me an excellent opportpnity to meet dealers and learn more about their problems and concerns. Most o{ these uren have been in the lumber business for many years and many tell me that we are going through a period unlike any previous experience.

To say that individual dealers and their sales personnel are concerned about the present lumber price and availability situation is certainly an understat"msnl-[u1 it is also a certain statement made by most every dealer you talk with. Unfortunately, it's the retail dealer who is called upon by the customer to explain the reason for price increases regardless of his involvement in causrng same.

Today's retail building materials dealer is faced with an everincreasing demand to provide not only answers, but better mer. chandising, better and more-varied product lines, more technical help and, in general, increased service. Providing all of this, of course, takes educated manpower, time and dollar investment.

'Ihis being the situation, t *"', tf.iif. "f a better reason to offer for attending the Lumber Merchants Association 29th annual convention at Yosemite National Park, April 27-29. Our program will delve into many of the areas of utmost concern and those who participate will certainly come up with some new ideas worthy of application to their business.

Elsewhere in this issue of The Merchant Magazine you will find a news report on the program planned for the LMA convention. You'll note that considerable attention is given to merchandising, to wood promotion, to advertising. and, of course, to providing an excellent opportunity to meet with other dealers, manufacturers and suppliers in a great atmosphere.

This being my first LMA convention, I am most anxious to see first-hand why LMA is known for conducting one of the best retailing gatherings in the country. ooThe word 'conservation' has been subverted by the preservationists, 'wide use' has come to mean olittle irse' and private land management is carried out under threat of legislative edict," Larry Kinl, director, natural resources, California State Chamber of Commerceo told delegates to the Western Wood Products Assn's. annual meeting.

Over 900 lumbermen, suppliers and transportation people attended "the largest meeting in the history of the association," said Wendell Barnes, exec. vp.

The subject of raw material availability was stressed at the meeting along with the areas of housing, land use, marketing, lumber standards and Japanese wood needs.

Highlighting the annual was Eugene A. Gulledge, president, National Association of Home Builders, who assured delegates that "it is our intention as the NAHB to see that there is available enough timber in the country to build the homes of the nation.t'

"The federal government owns 60/o ol the softvrood sawtimber in the U.S.; it is the single most important source of supply," said James D. Bronson, president of NFPA who pleaded for reasonable persuasion of government agencies who influence the industry.

Frank Gilchrist, president, Gilchrist Timber Co., Gilchrist, Ore. was re-elected for a seeond term as association president, along with vp. Roy Utke, Fruit Growers Supply Co., Los Angeles.

The most gratifying experience for me is that I am finding a great interest in non-member lumber dealers in Arizona now wanting to join our association. This is due mainly to the increased activity of

A FTER ONE of the most severe, pro- A traeted winters on record, Montana dealers will be glad to get their heads above the snow, their lumber piles excavated from the drifts, and their customers revitalized. It has been disconcerting to try futilely to push the thermometer up toward the zero-mark for days on end. And, it's understarrdable why some of the more fortunate Montanans head for sunnier climes during this period. If a certain editorial envy is

read into that statement, the message is coming through loud and clear. However, with the prospect that spring may actually be turning the corner, there seems to be an upsurge of optimism on the part of dealers and a noticeable re-appearance of customers long-dormant. It is hoped that the weatherman will have relented sufficiently by mid-April to provide fair, spring weather for our 1969 convention. Certainly by that time we will have been anxious to break the shackles of the past winter and shake ofi the cabin-fever by an invigorating visit to the convention.

The "Silver Spurs," Spokane's delightful high school dancing group, stole the show at the grand opening of exhibits Friday afternoon. Summing up the 1969 Western Exposition, thanks for a job well done and for Spokane living up to its hospitable reputation go the general chairman Jerry Williams and to all the committee chairmen and members who were always on the job to make the Exposition enjoyable and run smoothly.

The support and cooperation of exhibitors was a very important part of the Spokane roundup. This association and its members are the essential ingredient. Under the circumstances, the attendance was good; it is regrettable that all of our members could not have enjoyed the excellent business programs and other events.

Fifth Generotion lumbermon

Peter Haley became the fifth generation o{ his family to be connected with the wood products business when he recently joined Robert S. Osgood, Inc. in Los Angeles.

His family founded a millwork house in St. John, New Brunswick, Canada, before the turn of the century. In the 1920s, Peter's graudfather started the firm in Santa Monica, Calif., known as Haley Bros. It was purchased in the mid-sixties by the T. M. Cobb Co.

New Oliver J. Olson President

Oliver J. Olson III has been elected president of Oliver J. Olson & Co., pioneer coastwise lumber shipping firm which began with sailing vessels in 1891, followed by steamers, and converted to large modern barges in 1959.

A grandson of the founder and a nephew of the late E. Whitney Olson, he has been a working executive with the company's California and Oregon operations since 1956, most recently as manager of the Portland office.

President Nixon has asked me to thank you for your recent letter calling attention to the open letter appearing in the February issue of "Weetenl Lumber und, Buildi.ng tr[ateri,als Merchatlt."

Assuring a proper balance in the wise use and conservation of our natural resources will be a basic objective of this department. The problems, as you know, are-many and complex but I believe the basic guidelines we will follow were outlined by President Nixon when he addressed the employees of the Department of the Interior on February 19: ,. ,. .I know we are all working toward the same goal: to see that this great and rich land, more richly blessed when we look at it in terms of natural resources than any land on earth will develop in the years ahead . . the natural resources that will enable us to be the best fed and best clothed and best housed people in the world, but that it will also retain for the generations to come great areas of beauty and an environment----clean air, pure $,ater'-which will be one that our children will want to live in."

As your editorial indicates, the challenges of sound resource management will demand full cooperation between industry and government, as well as the thoughtful understanding and support of the general public. Secretary Hickel will be working toward that end.

FTOYD G. MUTTEN

Floyd Clinton Mullen, owner of Floyd Mullen Lumber Co., Inglewood, Calif., died March 15 of a heart attaek. He was 60.

Born in South Dakota, June 22, L908, Mr. Mullen had been a highway patrolman until medical reasons forced his early retirement.

He had worked as sales manager at Ridgewood Lumber Co., Willits, Calif., when he was with them from 1953-66. Then he moved to southern Calif. and was a wholesale lumberman until starting his own business several years ago.

A Mason, a member of the Al Malaikah Temple of the Shrine, he also belonged to the Benevolent Protective Order of Elks.

Mr. Mullern is survived by his widow, Vivian; three brothers, Don, Earl and Hal; a sister, Mrs. Harold Harris; and three daughters, Delyal Powers, Gretchen 'Weber and Melinda Taylor.

Thomae T. Branson, with the Melrose Lumber Co., Oakland, Calif., for over 40 years, died March 10 in Eureka, Calif., while on a trip to the lumber country.

Mr. Branson was a native of Fort Jones, Calif., and an ardent golfer. He was a member and past president of Oakland Hoo-Hoo Club 39 and a member of the Contra Costa Country Club.

Surviving is his widow, Mildred; son, Rodney Bransonl brothers, Alfred, Frank, Jake and Jim Branson; sister, Bessie Robertson; grandsons, R. Thomas and David Brarrson.
