Back up or else!
First, a belated happy New Year to all of our readers. I hope you have all had an opportunity to have some time off and enjoy the holidays with your families. We wish you much success in this new year.
It has been an interesting month at our magazine. Some of you may have read a small note in our December issue that we had suffered computer theft. Imagine a publishing company without computers! Several of our new computers had been stolen during a burglary-something you never expect to happen to you. They took computers that dealt with our subscriptions, accounting, editorial and sales records. In other words, our loss affected every facet of our business. While new computers were installed within half a day, as a small business owner it was quite painful to suffer through, not so much for the financial loss, but the issues it raised and the reality of what can happen when your information is lost. So the first thing I must admit is that unfortunately I could blame no one but myself for losing informa-
tion. Why? Simply, we had no good plan in place to back up information. The system was too loose, and yours truly was the worst culprit. It was a painful lesson to learn, but maybe an important one. Imagine if it had not been a burglary, but a fire for example, when everything could have been lost.
Many of my industry contacts have since told me that after I told them what happened, they went racing back to their offices to back up their own systems. I came from large companies with systems coming out of the whazoo, where back up was hourly, daily and automatic where you did not think about it. Many of us do not have IT staff on hand, and I suspect many customers run the same risks we did. Let me tell you that trying to reconstruct our accounting and customer records was no fun, and took me away from several days of doing business. Trying to remember every call I made in a three-week period, to whom and when, and with whom and when I was supposed to follow up was quite a painful experience. I hope to spare you my pain and stupidity, and hope if you are a business owner that you review your systems immediately, and if you are an employee you diligently back up when you are supposed to. We got off lightly; you may not.
Now to 2003. While there is no doubt that there have been some painful issues to deal with in segments of our industry-namely pricing, for many companies 2002 was still a good year or certainly an acceptable one. We have heard from mills/manufacturers all the way through the channel to dealers/retailers that many businesses have had a good or at least okay year, are still busy, and believe they have gained market share. Several dealers told me last month that they had never been so busy. I believe that bodes well for the coming year. Housing starts still look strong, interest rates will continue to be low for some time to come, and home prices will continue to climb even if more moderate than for much of 2002. The recent Housing Market Index, a monthly gauge of builder sentiment, in November reached its highest level since November 2000. Inevitable closures and further consolidations will continue to create market opportunities for the companies that remain. Whether you are a mill, wholesaler or retailer, the question is whether you are positioned to grow, have the mentality to grow, and are willing to take whatever steps are necessary to grow. As many have told me and as I have said many times, you can no longer simply rely on past customers, past business practices and the same product lines to survive. I hope you will take the start of the New Year to dissect your business to truly see what's working, what's not. and start to become a market-driven and not a manufacturing-driven enterprise. B.C. pitches softwood solution
U.S. producers also tire of tariffs
JN what many are considering the lfirst real thaw in the Canadian and U.S. softwood dispute, a British Columbia official has proposed a sliding border tax as an alternative to the increasingly unpopular 27 .2Vo tariff on imported Canadian lumber.
B.C. forests minister Mike de Jong made a proposal last month to the Coalition for Fair Lumber Imports, a consortium of U.S. producers that originally supported the tariffs, declaring a solution was needed "that enjoys a degree of support among U.S. producers."
The proposal seeks to have the current tariffs replaced with a border tax running up to l7.5Vo as lumber prices drop along with the establishment of a bilateral softwood lumber council that would resolve future trade disputes.
Under the new proposal, de Jong said the tariff would remain in place, but the rate would be jVo to allow Canada to resurrect its legal case if necessary.
Although no U.S. or Canadian government official has commented publically on the proposal, de Jong said Ottawa has been kept informed ofhis actions.
A representative for U.S. producers had no comment, stressing that his group was in no position to negotiate directly with British Columbia, that it was a matter for the two federal governments to hammer out.
The proposal comes in the wake of news that the The Coalition for Fair Lumber Imports is suggesting that the tariffs have not worked and that an alternative is needed.
"The Coalition is changing its attitude," said western region vice-chair Dick Bennett. "At this time, we are looking for a volume restraint. The old Softwood Lumber Agreement, or a renewed version of it, is starting to look pretty good right now."
Under the old agreement from 1996 to 2001, Canada imported 14.7 bd. ft. of lumber before incurrins a duty.
"We have to do something to keep our industry alive and right now we are getting killed," said Bennett.
On the Canadian side. the duties have been "a catalyst for dramatic change in our industry," according to John Brink, owner, Brink Forest Products, Prince George, B.C.
Brink said the tariffs have forced his firm to become more efficient. Brink's Prince George plant recently underwent a $2 million expansion so that it can produce 2x4s 24 hours a day, seven days a week.
It is precisely this kind of energetic production, particularly from British Columbia, that has U.S. producers looking to put a cap on the volume of Canadian softwood imports.
Although de Jong has said that he is open to a new lumber deal, he will not consider the idea of a quota as suggested by American producers.
Steve Crombie, International Forest Products, Vancouver, B.C., reiterated that quotas were unacceptable. "We've been saying all along that the U.S. wasn't really interested in policy reform in Canada," he said. "They simply wanted to restrict supply coming into the U.S."
The U.S International Trade Commission also weighed in on the dispute last month by holding hearings on the impact Canadian softwood lumber tariffs have had on lumber dealers, builders and home buyers.
The ITC, whose hearings focused on the competitiveness of the U.S. structural building components industry, surveyed homebuilders, lumber dealers, and other interested parties from the structural building components industry.
The domestic anti-tariff coalition, American Consumers for Affordable Housing, whose members include Home Depot and the National Lumber & Building Material Dealers, among others. told the commission that the 27Vo duty on Canadian imports is hurting consumers.
"The imports are not just on lum-
ber users; the current duties amount to a federally imposed sales tax on new home construction, remodeling and other applications for lumber," said ACAH spokesperson Susan Petniunas. "It is a tax on homebuyers and homeowners."
To date, over 100 members of the U.S. House and Senate have written to President Bush asking his administration to drop the tariffs and open up free trade.
This past summer, the World Trade Organization found that the U.S. Department of Commerce's countervailing duty was contrary to U.S. trade rules, and should be amended.
The ITC is expected to submit its findings to the Senate Finance Committee in April.
Trade officials on both sides of the border have hinted that neeotiations may soon start up again.

trrROM two simple double-hung windows joined togethI-'er. to multiple connected window units, mulled windows are a dramatic addition to any project. And, dealers are profiting from their rising popularity.
"Today we are seeing an increased number of mulled units that are significantly larger and more sophisticated than ever before," says Tom Sinning, sales manager at Marvin Windows & Doors. "Part of the reason is that homeowners want to draw more natural light into their homes and take advantage of views to the outdoors. Mulled units help add more drama to a home."
Dealers play a crucial role in the process.
Bill Lazor, senior brand manager for Simonton Windows, explains, "As most professionals know, mulling can be done either in a manufacturing facility as windows are constructed, or in the field by builders and remodelers. Some of the most common mulled configuration requests we get are for two or three single-hung or double-hung units joined together. We can exceed that size by comfortably mulling units up to 144 inches wide by 106 inches tall. Due to transportation issues, configurations larger than that are generally considered 'field mulls' and are done by qualified contractors."
Lazor points out that virtually any combination of windows can be mulled together to create an attractive wall of windows. Oftentimes half-rounds are mulled to the top of single-hungs and double-hungs. Another popular choice is to mull a variety of fixed geometric windows to operable windows, or mulling an assortment of operable windows together, such as when a bow window is constructed of several casements.
To properly specify mulled units for a project, the single most important aspect is educating yourself on local building codes. The American Architectural Manufacturers Association recommends becoming very familiar with the design pressure rating for the specific geographic area where the mulled units will be installed. The structural limitations associated with the mulled unit must match up with the local codes, and mulled units should never be used in a situation that cannot meet those codes.
"Discuss large mulled configurations directly with the window manufacturer prior to ordering the units," suggests Lazor. "Consult the manufacturer's technical experts on the thermal expansion and contraction of mulled units along with any limitations of the product. Many manufacturers will suggest that whenever the amount of expansion and contraction is projected to exceed the recommended maximum joint movement (or the allowable clearance), that you consider dividing up the mulled units into smaller rough openings."
Another consideration is the directional location of a
wall of windows in a structure pertaining to north, south, east or west...and how the location relates to elevation from ground level. These factors all come into play when the contractor needs to ensure adequate framing is in place to secure the unit in the opening, especially for larger mulled units. Simonton recommends never shortcutting the required mullion for a given rating. Testing shows that the mullion ultimately determines the strength of the mulled unit. Working to make sure the design pressure ratings match up with the correct mullion system is critical.
Since mulled units can weigh hundreds of pounds each, it's essential that support is available in the construction to accommodate the units' specific weight. Window manufacturers can provide specific installation instructions, including information on providing the proper structural support needed for an opening.
Although mulled units are often custom-made, dealers play a crucial role in the process. Melinda Connell, marketing rep for Milgard, says dealers "order, store and deliver. We also offer the option of delivering directly to the job site, if that is what the dealer would like us to do."
"Dealers perform a very important logistical role in making sure a mulled unit gets to a job site," adds Sinning.
Mulled windows are bulky, heavy units that require the proper equipment for loading and unloading. The manpower and equipment to safely move, store and handle the mulled units are needed at manufacturing facilities, dealerships and on thejob site.
Sinning suggests, "First of all, it's important to have a loading dock that sits at dock height. This eliminates the hassle of lowering or physically lifting a unit onto ground level. Second, dealers should make sure they have the proper personnel and/or equipment because the mulled units can be very large and heavy. Dealers may also have to be on hand at a job site to help the contractor get the window in place."
Mulled units should be stored on and against a flat, even surface. "Mulled windows should be stored by keeping them upright-they are often leaned onto one another," advises Connell. "They should not lay flat."
Lazor says, "While extra considerations are important, they shouldn't 'scare off industry professionals from mulled units. Stunning mulled window configurations can make any home or commercial project more appealing."

A new year for southern pine

rFHE business climate for producers of southern pine I lumber remains most challenging, just like so many other industries.
Just three years ago, our industry established record production of 16.92 billion bd. ft. Homebuilding has remained strong in these first years of the New Millennium, encouraged by low mortgage rates. Eventually, lumber supply stretched demand as market dynamics shifted in the closing quarter of 2000. Total production for 2001 remained a healthy 16.10 billion ft. Unlike the nation's economy, our industry is still in a recession due to moderate demandnot strong, not weak-with record softwood imports.
A relatively healthy housing market throughout 2OO2 is what many observers believe kept our nation's economy from remaining in a long-term recession. True, housing was strong as interest rates fell further, but lumber producers were squeezed to make a profit considering their high timber costs. Throughout 2002, a good week in the lumber business was a rare event, at best, aggravated by weak markets, and hefty import volumes. The downward production trends continued through last summer; Southern Forest Products Association estimates total 2OO2 southern pine production at 15.5 billion bd. ft., a 2.5Vo decline from 2001.
The events of Sept. ll have put the economic brakes on nonresidential construction activity, and this market segment failed to show any signs of recovery during 2002. Quite simply, lumber markets are oversupplied.
SFPA member companies produce half of the nation's southern pine lumber, and their outlook for 2003 is, at best, guarded. Most companies have curtailed operations and many mills have been shut down. If the poor economic climate persists, additional closures are a distinct possibility.
A number of factors will influence business in 2003. Softwood imports from Canada continue to impact south-
ern pine's traditional framing markets. The industry's Coalition for Fair Lumber Imports was successful in obtaining a combined 27.2Vo countervailing duty.
Another hurdle for southern pine producers is increased imports from overseas. Competing softwood species from Europe and South America continue to adversely impact our domestic market. A strong dollar and foreign competitors have also hampered southern pine exports through 2002. Kiln-dried southern pine is now recognized in the materials handling markets as the logical choice to meet phytosanitary requirements for shipments to Europe.
Treated lumber markets were the bright spot for the southern pine industry rn 2002. Despite the EPA's announcement last February to remove CCA-treated products from most consumer-type residential applications by the end of 2003. the transition to non-arsenical-based preservatives proceeds smoothly. SFPA estimates treated lumber production to total 7 billion bd. ft. in 2002, dropping to 6.57 billion ft. in 2003.

Sierra-Pacific Starts Sawmill
Sierra Pacific Industries' new Junction City, Wa., sawmill is now operational with a second shift expected be added this month.
The mill is the Redding, Ca.-based firm's first Washington operation and at full capacity is expected to produce 250 million bd. ft. a year of standard and custom dimension lumber.
According to Sierra Pacific's Jack Stanley, the mill is expected to be in full production by the end of March. Currently mill workers are putting the final touches on the planer and the plant's cogeneration facility that will produce electricity from wood waste. Also under construction is a new rail spur that serves the facility.
County permit assessments value the planer and sawmill alone at $3.9 million.

Worker Killed ln MillAccident
OSHA is investigating a sawmill accident at Intermountain Resources, Montrose. Co.. that claimed the life of a veteran millwright.
According to Montrose County Undersheriff Dick Deines, about I 1:00 a.m. Nov. 26, James "Jim" Kury, 46, evidently was attempting to free a jam in a conveyor system when a co-worker turned on the machine.
The undersheriff said workers shut down the line after machinery jammed and a chain broke, separating from the
gears. Some employees left for lunch, but Kury and a co-worker stayed to repair the chain and free the jam. After fixing the chain, the co-worker returned to the control room.
"He didn't see James around and assumed James had also broken for lunch, because he couldn't see him," Deines said. Unaware that Kury had gone back in to clear more debris, the worker restarted the machine. It caught Kury's left arm and pulled him into a gear system of the conveyor. He suffered severe injuries and apparently died quickly.
Kury had worked at sawmills in Montrose; Price, Ut.; Ashland, Mt.; Auburn, Wa.; Worland, Wy., and Custer, S.D.

ABC Buys 29 Cameron DCs
ABC Supply Co. has acquired 29 Cameron Ashley Building Products distribution centers, primarily in the West. The locations are all "one-step" DCs that sell roofing, siding and related exterior products to contractors.
"This acquisition is a significant step within our current growth plans. We will continue to add stores in select markets while expanding product lines," said David Luck, president and chief operating officer of ABC Supply. "The new locations enhance our ability to provide contractors with thorough and consistent distribution coverage throughout the country."
New Western markets include Burlingame, Indio, Sacramento, San Diego, Santa Ana and Stockton, Ca.; Loveland. Co.: Santa Fe. N.M.: Portland, Or., and Ogden, Ut.
Thirteen of the new facilities will be consolidated with exisiting ABC locations, giving ABC 16 new sites for a total of 239 locations in 44 states.
ABC's Mesa, Az., DC will be merged with Cameron's local facility. Cameron locations in Glendale and Tucson, Az.; Monrovia, Oakland and San Jose, Ca.; Colorado Springs and Denver, Co., and Murray, Ut., will be consolidated into local ABC facilities.
Based in Beloit, Wi., ABC Supply is the largest wholesale distributor of roofing and siding in North America, with annual sales over $1.5 billion.
New HQ Site For Terry Cos.
The Terry Cos. has moved from its regional headquarters in Tarzana, Ca., to new offices in Mission Hill. Ca.. because a bus facility was moved to the Tarzana site.
The Dec. 23 move made way for a L.A. Metropolitan Transit Association ticket office and parking lot for a new rapid bus route.
Terry Sash & Door and Terry Lumber Tarzana also moved to Mission Hills, although the former will be moving in early 2003 to a new,
yet-to-be determined facility.
Terry Cos. expects to change its name to Stock Building Supply some time this year.
Vaagen Bros. To Shutter Mill
Vaagen Bros., Colville, Wa., will close its Republic, Wa., sawmill at the end of the month.
Blaming Canadian lumber imports and an inability to get logs from the nearby Colville National Forest, the firm will close the mill Jan. 27. Many in the small town of 1,000 fear the closure, coupled with the recent shutdown of a gold mine, will permanently devastate the local economy. Vaagen bought the Republic mill in 1982.
According to president Duane Vaagen, despite the 27Vo tariff on Canadian softwood, these imports still account for 40Vo of the market.
In addtion to the 90 job losses at the Republic mill, Vaagen also cautioned that layoffs are "not out of the question" at its Colville mill.

Eel River May Have Buyer
A group of Seattle-area investors are looking to acquire the closed Eel River Sawmills despite the firm's millions in debt and its recent default on workers' compensation payments.
The investors are working with Englewood Forest Products to acquire the hard assets of the Fortuna, Ca.based company, which shuttered its sawmill a year ago and is now closing its power plant.
Englewood, which made a different offer to buy the mill last year, is looking to acquire Eel River's mills, rolling stock and its 20,000 acres of timberland, along with retiring its debt.
Eel River president Dennis Scott said he has asked the investors to clarify some of the offer's details. Scott is also considering an offer by local trucking businessman Don Nolan.
In late December, Eel River reported it could no longer pay workers' compensation claims by former Eel River workers, leaving the state of California to take over the payments. The state's Self Insurance Plans found Eel River understated its liability on 142 indemnity claims by $2,159,824 and had a total remaining liability on its workers' compensation claims estimated at $7.021.506. Eel River had been self-insured since 1980.
Former workers filed a $25 million lawsuit Dec. 23 claiming Eel River reneged on a written promise that workers would own a majority of stock and, thus. be able to call for new management when they saw fit. The suit also alleges company officials hid the existence of a Barbados subsidiary, bought a luxury home for private use, and used company funds to settle sexual harassment claims, without addressing inappropriate behavior.
Logging Aids Owl Study
The U.S. Forest Service will cut 176,000 acres of trees in California as part of a study on the impact of logging on the protected spotted owl.
The study, the first to research the industry's impact on species that
depend on mature forests, will primarily take place in the Plumas National Forest northeast of Sacramento.
The project will cut trees up to 36" in diameter and eventually encompass watersheds ranging from 45,000 to 79,000 acres.

A native of Iowa, Mr. Bennett joined Mead Clark Lumber in 1935 and retired in 1983.
He served as president of the Lumber Merchants Association (now Lumber Association of California & Nevada) in the early 1960s.
Alfred Disdero, 90, owner of Disdero Lumber Co., Portland, Or., died Nov. 25.
A native of Portland, Mr. Disdero worked for Copeland Lumber, Weyerhaeuser Co., and Qualser Lumber before joining Disdero Lumber.
He was named a vice president of Builders Exchange in the 1950s, the
Portland Wholesale Lumbermen's Association Lumberman of the Year in 1990, and an honorary director of the World Forestry Center.
Shirley Henry, 73, chairman and c.e.o., Builders' Hardware and Supply Co., Seattle, Wa., died Nov. 29.
Ms. Henry founded the company in 1958 with her father, Tom Shannon. ln 1964 she became only the second women to be certified as a architectural hardware consultant.
She was a member of the Puget Sound chapter of the AHC, Door and Hardware Institute.
Theodore "Tedtt Amedeo Falasco, 81, co-founder, Los Banos Lumber and Sales Co.. Los Banos. Ca., died Nov. 30 in Stanford, Ca.
A native of Los Banos, Mr. Falasco was a veteran of the Army Corps of Engineers.
He founded the lumber company with his siblings, as well as Los
Banos Gravel Group, Central Valley Concrete and Central Valley Trucking with partner Harold Neal.
Arthur Russell Wall. 92. retired sales representative with the old Ward Forest Products, Burlingame, Ca., died Oct. 18.
A native of Pennsylvania, Mr. Wall joined Union Lumber Co., Fort Bragg, Ca., in the 1930s as a sawdust sweeper.
ln 1941, he joined George Windler Lumber Co., San Francisco, Ca., as a salesman, working until 1960, when he joined Arcata Lumber Co., Arcata, Ca.
ln 1972, he joined the sales staff of Ward Forest Products, working until his retirementin 1979.
Mr. Wall was a life-lons Hoo-Hoo Club member.
Loren Craig Keirnes, 51, salesman, QB Corp., Salmon, Id., died from cancer Nov. 26 in Salmon.
A native of Salmon, Mr. Keirnes also worked for Champion International and Independent Lumber, Salmon.
Ken Biggs, 66, who started his lumber career with the old American Forest Products, Fresno, Ca., died Dec. l0 in Tennessee.
A native of Sanger, Ca., Mr. Biggs, worked for American Forest Products from 1959 to 1969 before being transferred to the company's Houston, Tx., location.
He later worked for Masonite, Southern Lumber, Orgill and started Distribution America's forest products program.
George Asa Llewellyn, 88, owner, Kaneohe Hardware, Kaneohe, Hi., died Oct. 31.
Mr. Llewellyn was a native of Iowa.

Bush Proposes Thinning Plan
The Bush Administration is pushing a new national forest thinning plan that seeks to change how environmental oversight is handled by the U.S. Forest Service.
Areas designated for thinning will still have a mandatory initial environmental analysis, but it will not be as comprehensive as current Clinton-era regulations call for.
In addition, the plan seeks to narrow the timeframe for environmental impact statements, restrict administrative appeals to only those people or groups that raised objections at early hearings on thinning projects, and eliminate specific standards and procedures for maintaining and monitoring wildlife populations.
Bush Administration officials say the measures are necessary to counter groups who use the appeal process to delay timber projects they are opposed to.
Environmentalists contend the plan is an effort to "cut the public out of forest decisions," said the Wilderness Society's Mike Francis.
EPA Sued To Expand CCA Ban
Environmentalists have filed suit against the Environmental Protection Agency to increase thi scope and speed of the wood treating chemical phase-out.
In the U.S. District Court of Washington, D.C. suit, Beyond Pesticides and the Communication Workers of America claim that the EPA has sufficient evidence to ban the use of CCA, pentachlorophenol, and creosote.
Last February, the nation's largest wood preservative manufacturers agreed to discontinue selling CCA for nonindustrial wood products by the end of2003.

No Salvaging At Cal Depot
A Home Depot employee and a local salvage business owner were arrested for allegedly stealing merchandise from a Rohnert Park. Ca.. Home Depot.
George Bataeff Sr., the 75-year-old owner of Bataeff Salvage Co., Santa Rosa, Ca., and Depot worker Ron Dodds are accused of loading $4,000 in stolen merchandise into Bataeff's flatbed truck Nov. 21.
Bataeff said the eight windows, patio door, pressure washer, wheelbarrow and other items were to be thrown out-and under a long-standing agreement with a former manager of the store-his company was to haul awaY the damaged items.
"The same thing goes on over and over," said Bataeff. "Whatever they've been saving, ready to go in the compactor, they throw on the truck."
The current Depot store mgr. said he had warned both men that only damaged racks were allowed to be given away.
Bataeff said he plans to sue the retail chain.

Treesource Sells Mill, Moves
As it negotiates the sale of Trask River Lumber Co., Tillamook, Or., Treesource Industries has relocated its offices from Portland, Or., to the site of its Tumwater, Wa., mill.
The sale to Stimson Lumber Co., Portland, expected to close early this month, will leave Treesource with two mills, Tumwater Lumber Co. and Glide Lumber Products Co.. Glide. Or.
"As a smaller company, we have to reduce our overhead," says president and c.e.o. Bob Lockwood. "With the Trask River sale, we'll be positioned to not have any debt."
Lockwood is the only staffer to transfer to Tumwater. The company's corporate attorney, Galen Bland, will remain in Portland, while purchasing manager Jeff Remington works out of the central saw shop in Philomath, Or.
Salesman Ron Liebelt will stay on through the Trask River sale and then join Exterior Wood, Washougal, Wa. Allan Hurd is looking for a new opportunity in the Portland area. Bill O'Banion, ex-Simpson Timber, has joined Treesource in Tumwater as sales manager.

Depot Adds Self-Checkout
Home Depot stores are now installing self-check out stations as part of an overhaul of the chain's front-end checkout technology.
The most innovative aspect of FAST (Front-end Accuracy and Service Transformation) involves the installation of four self-checkout stations at 300 of Depot's highest volume stores by year end.
Next year the chain is expected to install the stations at 500 more stores.
"FAST will significantly improve the speed, accuracy and service levels at the checkout counters for millions of Home Depot customers," said Depot's Troy Rice.
In addition to the self-checkout stations, Home Depot has partnered with NCR Corp. and Microsoft to reduce time, improve accuracy and enhance cashier performance at its traditional checkout counters.
New technology features include: . point-of-sale terminals with touch-screens featuring graphics to speed-up cashier efficiency, . performance software to evaluate
a cashier's skill against company standards,
. a new operating system to manage all point-of-sale devices.
. streamlining media capabilities for training employees.
Depot's Don Harrison said the move was not an attempt to eliminate staff, but conceded it could result in a shift toward more part-time work. About 6OVo of Depot workers are full time.
