No facts, just action

If you've ever wondered what it takes to get a species listed under the Endangered Species Act" the case of the California gnatcatcher provides what may be a typical example.

While Department of the Interior secretary Bruce Babbitt has held up the gnatcarcher as a demonstration of his "flexible" approach to the ESA, it urrns out Interior listed the bird despite a total absence ofresearch data.

In a fit of environmental zeal, Interior's bureaucrats decided to list the bird without allowing any public review of the data that 'Justified" their action. Responding to the howls of local builders and developers, U.S. District Court Judge Stanley Sporkin took the bird off the threatened species list. Then Mr. Babbitt promised to provide the da0a, so back onto the threatened list the gnatcatcher went.

When the building industry asked Interior for the research data. it was nowhere to be found. Referred to the ornithologist who did the study, industry was told the daa had been destroyed in 1986. Now the story gets really weird. The 1991 report that backed the original listing had been

preceded by two reports. One in 1988 which claimed the Mexican and California gnarcarchefs were the same species and a 1990 report saying they weren't. California builders had earlier pointod out that. the thouands of birds norh of tbe bord€r werc at least matched by a similrr number south of the bord€r. Endangered specbs" inde€d. Despite its lack of justification, the Interior Deparment's enviros have continued to push fc the listing of the gnatcarcher as 6a sndangened species. In view of the fact that ttreir liSing pts vast tracts of coastal land off limits to develop ment, the species most threatened here is the human. Much of tbe land involved was sliated fm first time home buyers and low income fmilies. By putting the bird fint and the citizens secon4 the Deparunent's commitment to environmental extremism becomes clear. Similar examples abound across the U.S. No matrer what fre factg the Interior Deparment is going to do what it wants to do.

Environmental Certification Growth

A wide selection of certified environmental products was displayed at the National Building Products Exposition & Conference in Chicago, Il., last month. Certification of environmentat claims for hardline products has gained in the past three years with increasing numbers of building product retailers committed to selling certified products.

"It has become clear that a watershed has been reached in our industry," said Mark Eisen, environmental marketing manager for Home Depot. "We've now reached the critical mass we need to begin advertising the envirorunental achievements of our vendors."

Environmental claims are often supported by a cross and globe environmental label or an Environmental Report

PRELIMINARY findings of an environmental study of ACQ Preserve are undergoing final peer and stakeholder review. lt is expected that lhe product will be lhe first pressure treated wood chemical lo receive an Environmertal Reporl Card from Scientific Ceilification Systems, a third party certification organization. The trealment preservative, which conlains no arcenic or chromium, is being judged for its entire life cycle from the time raw matedals were extracied from the earlh througti product manufadure, distribution, use and disposal.

Card indicating certification by Scientific Certification Systems, Oakland, Ca. Their report card provides a comprehensive view of the product's "eco-profile" including natural resource and energy use and pollution and waste generated during the product's life cycle. SCS also certifies wood products under a Forest. Conservation Program.

How to find profit with panel sales

From an applied cost standpoint, paneling comparcs well to wallpaper (without the mess), Redding mailtains, using a chart to show the cost of paneling to finish a20'x2fr'rom witb an 8' ceiling heigbt (640 sq. ft- of surface without deducting for doors and windows) would be less than tbe cost of wallpaper (see cbrt below).

From the retailer's perspective, paneling sales provide a base fc addon sales of high magin troducts. A consumer buying paneling should be shown moulding (and stain or paint if he's buying real wood), nails, glue, touch-up sticks, furring strips (if needed) and tools to finish the job. The more proficient a salespersm is in asking questions and offaing solutions, the highsr and mqe profitable the sale wiU be, Redding says.

Redding, vice president, sales and marketing, Chesapeake Hardwood Products, Inc., Chesapeake, Va., gives this examPle to prove their value: A consumer remodeling a20'x?n'rmm will need roug$y 20 shees of paneling. Within this range he could have anything - a cheap cover-up, a high fashion decorator panel or an elegant real hardwood veneer.

A free standing, pre-cut hardwood wainscotting stocking display complements the otal program. Cut-away vignettes can provide product/project infomation, allowing consumers to see how it is used over studs, plastered, block and even paneled surfaces. They also can see how decorators and woodgrains combine in wainscot applications.

Paneling is best situated in the same area as other decorative items like cabinets, wallpaper and paint. This gives the consumef one more option for his choice. Displays should be changed as the retailer reviews his program, generally on an amual basis.

Advertising that highligbts the pro ject is more effective than highlighting the "piece/price." Throwing out a couple of price points to get consumers in the door is good, Redding mainains. Once you have them, the rest of the package is needed to sell full projects. This includes price points that make it easy to show the cost/value of stepping up to style. High fashion decorators can be had for a few dollars more than the least

expensive composition board. Displaying a simple price gid like the one below can help customers sell themselves up.

Salespeople should lmow the products they offer and the price points they fit Consumers generally have a good idea of what they want, so the key is to ask questions and make suggestions around these needs. If they are looking for a cheap cover-up, a properly installed woodgrain on composition board back will do. If they are going to spend any time in the room, the salesperson should show them the value of higher fashion items.

Installation instructions are readily available, but the salesperson should be able to give pointers. Once the panel has been selected, he needs to move to related ite,ms.

Retailers can be successful in the paneling business by having a good selection of products, a range of price points, advertising that gets consumers in the door, effective merchandising and good salespeople. Working with manufacffiers who can assist in these areas will ensure adequate sales and inventory turns, Redding concludes.

After showing Oey are committed to steel, dealers must promote oe product. There will be a time lag since most p,rojecs that are already engineered are usually engineered for wood, not steel. Builden can bave plans re-engineered for steel - at a cost of about $1.50 to $2.00 a foot. So, presum-

ably, more steel should be sold as projects are engineered for steel from the start.

But the biggest problem is that few constuction worken ktow the material well, and its introduction slows down building. Initially labor costs will be higher, due to the learning curve required for working with steel. An average carpenter is said to have to build four to six homes before becoming proficient with steel.

Yet with proper planning builders reportedly can achieve a profit quicker. Fnzier has proof on film - a video she shows to other contractors considering steel. "We made a video of a framer on his second house," said Frazier. "He said he normally has four to five guys ftame a house working full-time. He did the house himself with a part-time guy in 16 hours."

Key to making the prograrn work is training, especially of the subcontractor. "Builders must coordinate everyone from the beginning, fill all their subcontractors in on what they're doing, have all their ducks in a row," she cautioned. "If not, it will really cost them. If the subcontractors aren't prepared, everyone kind of whines and it's a struggle to drag them through the process."

Dealers should also advise customers that metal is more conductive than wood so it heats up and cools off faster, thus requiring more insulation. After lying at a building site in the hot sun, steel studs can burn ungloved hands.

Plus, steel must be handled more carefully on the job site. To be cost competitive, a variety of gauges (thiclmesses) must be used in residential construction. Each gauge has a specific application. Thicker steel studs must be used in load-bearing walls, while lower gauge steel is used in non-load-bearing applications, such as interior walls. Low gauge steel must be strapped, unloaded and handled carefully to avoid crushing and bending.

Since steel framing in residential construction is new to many areas, building code officials may have questions over code compliance, presenting special problems in both plan checking and in the field. Frazier recommends remaining active throughout the project, so you become a more valuable part of the team. If builders run into a snag, rather than have them call the supplier, she gets involved. "Sometimes there are problems with

city inspectors. They don't know what screws are required or what's the proper spacing," Frazier said. "If there's a problem, I've called the city inspector and then the supplier. He's faxed out the written regulations immediately, so the job doesn't even stop. If you have all your paperwork, you'll be okay."

She sees a shiny future for steel, especially with the introduction of more user-friendly products, such as the nine-month-old Carpenter's Steel Stud. The hot-selling, non-bearing stud reportedly requires no new tools or training, because it attaches to wood plates with nails or staples. It also has pre-punched holes for plumbing and wiring. Bearing studs are in development.

Finally, Frazier preaches patience to her customers. "It's slow," she'll explain. "There's a learning curve. It's not just something you pick up and go with. It's like a major erector set."

And it's advice that holds true, as well, for dealers contemplating carrying steel studs.

Remodeling conEactors, builders and even do-it-yourselfers find sanded plywood the right maf€dd at the rigbt price for numerous applications, but many warehouse-type operations do not include it in their inventory.

Typically residential contractors use sanded plywood for soffits, stair treads and risers, cabinets, paneling, accent panels, shelving and builtins. It a]so can be used as an underlayment base for thin re si lien t floor coverings and high performance floor or roof dects.

Commercial builders find sanded plywood when sained duplicates the warrr natural appearance of wood in paneling, @unters, shelves and builtins at a lower price.

In addition to having a luxury appearance when finished, sanded plywood is commmly used as abacking for the real thmg in high end decorating. Rare hardwoods are often applied over sanded plywood as are vinyl surfaces and decorative fab'rics.

Those specializing in material handling products such as pallets, bins, crating, shelving and cable reels can be good customers for sanded plywood. The smooth surface reduces damage to delicate goods including soft fruits and vegetables. Because sanded plywood is durable, resists damage and offers a smooth surface, it is frequently used to line trucks, trailers, vans and railcars.

These same qualities make sanded plywood a favored wood for farm buildings and animal shelters including horse stalls. Its smooth finish reduces the danger of an animal being injured by splinters or contact with rough wood.

$50 Million Duty Refund

In an initial step toward complying with a recent decision by a bi-national panel, the Commerce Deparunent has instructed Customs Service to refund $50 million of rhe $450 million in duty deposits collected on Canadian lumber shipments to the U.S. during the past two years.

The refund was ordered following the Extraordinary Challenge Committee's binding decision early last month to dismiss a U.S. appeal of the bi-national panel's earlier decision that Canada was not subsidizing its forest products indusfy. After the 21 vote in favor of Canada, the ECC also rejected a U.S. claim that the binational committee was biased.

An estimated $600 million was collected from importers of record, mostly Canadian producers, with the 6.5l%o duty imposed on Canadian softwood lumber shipments to the U.S. after Jily 1992. The $50 million ordered retumed represents duties collected since March 17 of this year when a previous bi-national panel revoked the duty.

After reviewing the ruling, Commerce officials will decide if and when the remainder will be returned.

Although Canadian officials welcomed the decision, some in the U.S. including the Coalition for Fair Lumber Imports vowed to continue the fight. Chairman Harold Maxwell indicated the Coalition will now explore all options including legislation and new cases. "The struggle to terminate or offset the subsidies will continue," he said.

Lumber buyers were hopeful that eliminating the duty would lower prices on lumber frorn Canada.

Mld-Amerlca Lumbermens Assoclatlon's board of dfuectors adopted the following position on countervailing duty applied to Canadian imports prior to a special appeals panel ruling against aduty (see related story p. 17):

"Most lumber and building material dealers agree that unrealistic continued timber harvesting restictions, in botb the United States and Canada, will cause a shordall of lumber products necessary to satisfy forecasted demand. North America is now considered to be one market therefore, there should be no artificial barrier between Canada and the United States in the sales and distribution of lumber products. We believe in free and unfettered trade in the movement of all

forest products. With the ratification of the North American Free Trade Agreement and in the spirit of the General Agreement on Trade and Tariffs, all govemments should resist pressues of certain special self-interest groups and remove all barriers to free trade between the countries, thus helping to ensure a reliable, consistent, and economical supply of lumber products for the home building industry''

"Big Boxes" Push Baby Safety In Promotions

Baby and child safety is being pushed by large home center chains which conduct child safety campaigns as a community service or add merchandise designed to make a home safe for children.

Lowe's through its Home Safety Council child-proofed the new home of Keith and Becki Dilley, parents of America's only sextuplets, to encourage other families to do the same in their homes. Child and fire safety experts on the council evaluated the home for hidden hazards and identified appropriate safety-proofing measures. Items installed included smoke detectors, fire extinguishers, electric outlet covers, sharp corner cushions, devices to prevent children from opening doors or cabinets and a wooden fence enclosing the back yard.

Both Home Depot and HomeBase have entered the baby and child safety business as well, adding special items used to baby-and-child-proof homes to thefu inventories.

Retailers can set uP sPecial child safety merchandise endcaps within household merchandise or hardware departments and tie in with national

child safety promotions.

Lowe's Home Safety Council recommends magnetic key locks or child-proof storage cabinet and drawer latches; appliance latches; double handrails and expandable gates on stairs; stair posts no more than 3-112" aparq non-skid appliqu€s or rubber mats in bathtubs; cushioned spout guards, anti-scald faucets; toilet seat locks; child window guards; window safety locks; electrical safety outlet plugs, caps or plates; cushioned corner guards; automatic reversal system on gamge door opener; smoke alanns; fences with self latching gates around pools and hot tubs.

Builders Square Store Shut

Builders Square will close is August& Ga., store Sept 18, leaving the state entirely.

The 50,000 sq. ft. store doesn't fit the dimensions of the new Builders Square II concept, a spokesperson said. The new stores "have to have I10,00 sq. ft. and 25,000 sq. ft. indoor or outdoor space for a garden center."

New OSB Plant In Texas

International Paper is building a new oriented strand board facility in Jefferson, Tx., for completion in Dec. 1995.

Nearby pine timber resources growing at a tate significantly greater than consumption influenced the company's selection of the Jefferson site. International Paper owns and manages over 300,000 acres of timberlands in East Texas.

The new facility, similar to the OSB plant built in Nacogdoches, Tx., in 1985, is designed to produce 350 million square feet of panels annually.

APA Annual Keynoter

Dr. Marvin J. Cetron. futurist. founder and president of Forecasting International Ltd., will keynote APA - The Engineered Wood Association's annual meeting Oct. 9-11 at the Hyatt Regency Hill Country Resort, San Antonio, Tx.

The association's second annual Info Fair product and service expo will be held in conjunction witlt the meeting. Exhibits will be open the evening of the frst day and the next morning.

Various committee meetings aud talks by APA president Dave Rogoway and chairman Dennis Spencer are on the agenda. Golf and tennis tournaments and an assortment of social activities including special events for spouses are scheduled.

Wood Treating Meeting

The Forest Products Society will sponsor a "Wood Preservation in the '90s and Beyond" conf'erence Sept. 26-28 at the Hyatt Regency, Savannah, Ga.

Environmental, health and sat-ety issues aff'ecting the wood preserving industry, opportunities otTered by new treating processes and products and performance testing improvements will be discussed. Manufacturers and suppliers of wood treating materials and equipment will have tabletop exhibits.

Lowe's Sees 25% Growth

Lowe's will expand its store count by 257o from 324 to approximately 400 locations in the next 30 months.

In addition, the company will complete the fourth and final year of a rrstructuring-relocation program during 1995, a company spokesperson said. By the end of next year 123 small stores will have been replaced by prototype units in the same market.

Lowe's sales for the first week of August increased 38Vo to $121.8 million from $88.1 million for the same 1993 period, with total stores increasins from 304 to 324.

Nails Made From Recycled Steel

Recycled nails are no longer the ones kids pry from old boards and hammer straight.

All nails manufactured by W. H. Maze Co., Peru, Il., meet "green" product requirements, explains Roelif Loveland. "The company has a strong commitment to using quality recycled materials and making sure that our manufacturing process results in reclaimable products."

Maze uses only domestic re-melted steel, eliminating the need for additional mining to meet steel demands and lessening the amount of steel thrown into landfills. Scrap steel generated while nails are being made goes back to the steel mills for re-melting along with steel from other products such as soapped automobiles, I-beams and radiators.

Steel used in nails is "pickled' in an acid bath prior to manufacture. Maze reclaims the acids and most of the other raw materials used in the process including zinc.

Too often, comm€nts abort qulity ignore how and why lumber is graded" Lumber g[ading nrles are a set of criteria which define how various lumber characteristics, such as wane or lnots, will affect the srucural performance of dimension lunber and the aestbetic value of appearance grades. These characteristics are det€rmined in lrge part' W the natural variations ln each tree from which lumberis cut.

Since the late 1960s, lumber grades and the national grading system have operated under p,rocedures outlined in Voluntary Product Standard 20-94, publisbed by the American Lumber Standard Committee (ALSC). For nearly a qurter century, the sizes, grades and teirninology detailed in this standard have remained virtually unchanged. Lumber is graded today by standards which have be€n in place fc two and ahalf &cades.

Knots andwane are two oommonly cited lumber quality problems. However, these two characteristics cannot be clanged in the raw naterial - unless someone invents a square tnee with no branches. So, structural lumber grades cmsider how the combination of lnots, wane and other ebments affect the srength of the piece. By focusing on how characteristics affect the final end use of the prcduct lumber grades accommodate changes in the size and type of log available for processing.

In recent years, the mix of logs processed by sawmills has changed significantly. The legal gridlock on public forasts and a general shift away from old growth has led to smaller, second and third grow6 timber as tbe chief resouroe fs1 mills. This affects the variety of ltmber gfades that can be cut from a log and the extent to wbich non-limiting characteristics appea within a grade.

Large diameter logs from older rees t€nd to yi€ld mue cleu lmber thm smaller sizes. At the sme time the big bgs have lrger loots c otbr undesirable characteristics, which reduce the grade. While more clear lumber is found in old growth timb€r, ths€ is also a higber vohrne of lower grade materials.

But tnots arc small€r and tigbter, and the slope of $ain is often better for some carcgories of stnrcUral lumber. The effects of more secmd gFm,th timber can be seen in WWPA grade fecovery surveys. Dimension, or structural lunber, traditionally accq|nts for nerly half of tbe West's lumber production and includqs the grades most commonly cited as having qulity p,roblems. In a move o inprove service and cut costs, Georgia-Pacific is restructuring its building producs distribution division beginning with a Southern region prototype utilizing new sales and logistics concepts.

A sales center in or near Atlanta will open next year to serve an area currently covered by 15 distribution branches. Srategicatty located warehouse/delivery locations will support the sales center. New information systems are planned to speed delivery and provide beuer operational data.

Many of the 15 branches (Birmingham, Huntsville, Montgomery, Al.; Little Rock, Ar.; Atlanta, Augusta, Columbus, Macon, Ga.; Asheville, N.C.; Bristol, Chattanooga, Knoxville, Memphis, Nashville, Tn.; Greenville, S.C.) will close in 195.

After fine urning the operation during 1995, a second Southern prototype is anticipated by 1996. G-P ctrrently operates 140 distribution centers nationwide. The disribution unit employs 500 workers in the South and about 4,700 nationally.

Though details such as name and design are still being worked out, tbe mega sales centers will operate longer hours than existing branches, possibly offering 24 hour delivery service.
