r]HE FEDERAL deficit's upward pressure on I interest rates has become all too clear of late.

The cost of money has begun to climb. To this

interest rate sensitive business, these increases are causing at best, apprehension, at worst, something akin to panic. To those who endured the twenty-two percent money, the trauma thought of repeating those times is sickening.

Yet, it doesn't have to happen. Responsible economists of all persuasions say that a meaning-

ful reduction of the federal deficit would allow the lower rates needed for business survival. But the Congress has failed to act.

Now the business community, all too aware of the shattering effects of soaring interest rates, has taken unusual steps to get Congress to cut the deficit. A recent two page advertisement in the Matter Too Wall Street Journal entitled Serious For Politics As Usual," urging reduction of the federal deficit was signed by scores of the top people in business. Presidents of the major auto makers, airlines, banking, transport, energy, you name it, joined the appeal. As did the top men at Crown Zellerbach, The Stanley Works, Boise Cascade, National Gypsum, Allied Corp., Potlatch, Koppers Co., Champion International,

The commission, or more correctly, the President's Private Sector Survey on Cost Control, found what we all suspected: incredible federal govemment waste. They also dis-

covered that eliminating vast amounts of that bloat was very definitely possible. And essential.

The report, noting waste and inefficiency in the federal government, the growth of the underground economy as taJ(es increase, said that "in other words, all individual income ttx revenues are gone before one nickel is spent on the services which tax payers expect from their government."

Rarely do we ask our readers to demand action from their elected representatives. We're asking you, now, to insist to your Senator and Congress-

man that they make sizable cuts in the federal deficit and do it promptly.

Hechlnger Enters Warchouslng As a follow-up to their late April announcement that they would not consumate their joint venture agreement with K mart to dwelop the Home T[:am, Hechinger Co. has unveiled immediate plans to develop a chain of warehouse home centers as a whof,y owned division of their company.

The first warehouse home center will open in Raleigh,N.C.. in September. Opening semi-warehouse stores in Durham, N.C., Burke and Manassas, Va., encouraged the move, according to John W. Hechinger, president.

and panel sales at the Charlotte, N.C., DC. He will report to Glenn

Jack Delpapa, with Powell since 1978 and marketing manager since 1982, is now manager of the Lake Charles DC. Tommy Joyce, a trader

Over 5090 of those questioned were ticked off when stores were out of stock on what they wanted to buy.

Well over a third complained about a lack of point of purchase literature.

Close to a third bemoaned long lines at checkout counters while over 2090 were put off if they couldn't find a staffed information center to answer their questions. About l49o complained that no one offered to help them load large or bulky purchases.

adequate information about the merchandise, either through well trained sales people, customer service reps or literature. He is entitled to good, easy to read signing and easy to locate sections and departments.

Remember, a consumer survey by the Bureau of Business Practice found that customers who are pleased with their purchases tell at least five other people their satisfaction while those who are displeased will tell at least l0 others of their problems.

As a store owner or manager, you must establish policy, set the tone of service and maintain an agreeable shopping climate in your establishment. Courtesy, service, good housekeeping and attentiveness to the wants and needs of the customers begins at

By the mere act of entering your store, a customer earns certain rights.

He has become a guest, a responsiyour management. This bility position entitles him to certain claims, privileges and expectations.

Enthusiasm for the show, already at a whopping 321 exhibitors, has resulted in an expansion of next year's expo. Unfortunately this surge of plastic buyrng power has created a new type of criminal-the person who makes purchases using a stolen credit card. Clever crooks with the help of careless clerks and cashiers are obtaining thousands of dollars worth of merchandise for which merchants are unable to collect.

Home centers are not exempt from this type of fraud. In an attempt to solve the increasing problem of credit card fraud as well as bad checks, shoplifting and refund victimizing, home center managers throughout the country are banding together into security associations. They find that this cooperation allows them to share information and solve mutual security problems.

Another common problem surfacing was the failure of cashiers to compare the photos on driver's licenses offered as identification with credit cards although they wrote off the identification numbers. It was discovered that in some states it is easy to remove the original photo and replace it with one of the person carrying the stolen identification.

How You Can Recognize The Credit Card Criminal

Crime prevention and law enforcement officials have compiled a list of habits and practices often identified with the user ofa stolen credit card. They have distributed these lists to stores, urging managers to alert their employees to be aware of telltale behavior. Clerks as well as cashiers who note suspicious behavior are instructed to report the incident to the manager immediately.

Customers who buy indiscriminately also are suspect as are those who buy expensive items with little thought or carry a credit card in a pocket. Teenagers with credit cards and those who "left their ID at home" but have a credit card also arouse suspicion.

Managers involved in security organizations have discovered that the same individuals work more than one store in an area. For example, in one city merchants uncovered a scam of dishonest shoppers paylng for merchandise with bad plastic and then returning the merchandise

these days, but Scotty's down in Florida is thinking small and launching a new retailing strategy of 8,000 to 10,000 sq. ft. hardware stores.

Aimd at customers in Florida's small towns and neighborhood metropolitan markets, the first in a group of Scotty's Hardwares opened in January in St. Cloud, about 25 miles southeast of Orlando. A second store opened in Zephyrhills in March.

A third will open this month in Bartow, about l0 miles from the corpor- ate headquarters in Winter Haven. A

fourth store, an existing Scotty's in Hollyrood, will open .N soon as re formatting is completed. The first stores are located in virgin territory for Scotty's.

Scotty's is the offspri4g of Home Builders Supply which was incorpor-

ated on May 18, 1925 after being

Haven by Evanda Hugh Sweet and H.S. Hedrick as paxtners.

In 1945 Hedrick's interest in the retail establishment was purchased by Sweet and his two sons, Ewell and

Jim. The business soon expanded from a community operation to service a county-wide trading area.

In 1948, a branch store was opened in Auburndale as an experiment in the cash and carry method of operation.

When the company later decided to expand into a cash and carry chain,

this store as well as the original Winter Haven store was sold.

The name was changed to Scotty's

in 1968 when the company went

public with money from the sale of stock allowing them to begin opansion to cities all over Florida. Jim Sweet rernains with the company as chairman.

When something needs to be done, you can depend on it being done.

Many think business will drop because of the adjustable rate loans. Disaster won't occur because of their wide use but it won't help any. ARM's are being offered today at about 1290, low enough for more people to qualify. Next year they could edge above l39o which will slow down the demand.

I am frightened with what can happen tothe holders of ARMs. Their payments can climb as loans are adjusted every yeiu

After the war, production hummed to meet the housing needs of the returning GIs, but the FHA ended the boom by agreeing to finance carpet as part of the mortgage. It looked like the end of hardwood floors.

Bruce sold its household products division and began closing plants.
