More than a quarter of the UK Government construction pipeline disappears, finds KPMG analysis WITH MORE than a quarter of its projects disappearing since December 2014, more needs to be done to improve the consistency and accuracy of the UK Government construction pipeline, according to analysis published by KPMG. The report, UK Government Construction Pipeline - KPMG Analysis, indicates that there is a total decrease of 886 (28%) construction and infrastructure projects since the previous pipeline analysis in December 2014 (from 3,148 to 2,262 in August 2015), relating mainly to the Defence, Justice and Police sectors (860 projects alone relate to these sectors).

KPMG understands that the remarkable decrease in the number of projects is largely due to potential projects being removed from the pipeline to avoid pre-empting decisions in the forthcoming Spending Review. There are also a number of projects that have been completed since the December 2014 iteration.

Most of the decrease in value attribute to projects completing mainly in two sectors: • £6.7 billion decrease in Transport projects - relating to spend already incurred

on a number of ongoing programmes, including Crossrail.

• £2.8 billion decrease in Housing and Regeneration projects – relating to the completion of Decent Homes Backlog projects and a number of Affordable Housing projects and programmes also completed.

The analysis went on to reveal that 1,784 projects did not specify a construction start date, further raising questions about the completeness of the data.

The report also found that: · Transport and energy continue to dominate the pipeline, mirroring the National Infrastructure Pipeline, with nearly 70% of the pipeline (£82.1 billion) designated to these two sectors alone, despite only contributing 9% of the entire pipeline of projects by volume.

Defence, Justice and Police

Forces projects account for over 74% of projects (1,672 projects inclusive) by volume, but only 10% (£11.4 billion) of total allocated spend. Spend across these three sectors relates to refurbishment, maintenance programmes and minor improvements/ small works/ new capital programmes.

Richard Threlfall, KPMG’s UK Head of Infrastructure, Building and Construction said: “It is clear that more needs to be done to improve the consistency and accuracy of the Government’s construction pipeline. A stable pipeline would give the construction industry good visibility of future demand and the ability to plan and invest for that demand. It would lead to efficiencies for the Government and hence for the taxpayer. Instead we have a pipeline whose data is so incomplete, and which fluctuates so wildly and erratically that the industry can place no detailed reliance on it.

“I hope that we will get a clearer

picture in November when the Spending Review is published. But in the meantime the huge 28% drop in the number of projects included suggests some Government departments are putting projects on hold in the expectation that they get culled. I don’t expect we will see anything like the scale of cutback in capital programmes that the industry experienced in 2010, after the last election, but there is clearly cause for nervousness about the potential squeeze in spending.

“I hope the Government will recognise that what this industry most needs is long-term certainty and stability in demand, to provide it with the confidence to invest in technology and its workforce.

Our growing economy is creating a welcome uplift in private sector demand, but the Government should not use that as an excuse to cut back its own investments, create another hiatus, and send ripples of uncertainty through the industry.”

17 year old William Walker, from Coalville, is training as an apprentice plant mechanic. “My cousin has worked for William Davis for over ten years and so encouraged me to consider the apprentice scheme,” said William. “For the beginning of my apprenticeship, I’ll be in the garage workshop, shadowing the fully qualified plant mechanics and learning all the different construction equipment used on site - I can’t wait to get started!”

This new intake takes the total of young apprentices currently being employed by William Davis to 29. HR & training officer, Rebecca Jones believes apprenticeships are essential for promoting construction as a viable career choice for young people. “It’s really important for school leavers to understand there are positive alternatives to higher education, and we work closely with local schools to highlight these opportunities,” explains Rebecca. “Over the past few years especially, we have seen a significant rise in applications so our new intake should be reassured they have survived some tough competition and can now focus on developing life-long craft careers.”

William Davis’ latest apprentices have started their training with an induction into the industry, learning about site health and safety, construction equipment and tools and will continue with practical training on the company’s developments across the East Midlands.

LARKFLEET GROUP – the East Midlands based housebuilding and development organisation – has announced the first payments as part of an innovative new community benefit scheme linked to the construction of new houses.

In total the grants available through this scheme could amount to more than £500,000 across Lincolnshire and Cambridgeshire over the next five years.

The Larkfleet Community Fund proposes to pay up to £500 for each house built for sale on the open market on new Larkfleet Homes developments, up to a maximum individual fund of Karl Hick, CEO of Larkfleet Group £75,000 for each site.

This is part of the company’s overall commitment to creating sustainable communities and in recognition of the need to support the integration of new housing developments with existing communities.

Since its inception in 2013, the fund has been advertised as part of 16 potential developments in Lincolnshire and Cambridgeshire and, following the grant of planning permission, has now been put in place at seven sites: Laceby, Pinchbeck, Horncastle, Colsterworth and Louth in Lincolnshire and two sites in Eye, Peterborough.

The individual community funds announced so far will total: • Laceby - £40,000 • Pinchbeck - £56,500 • Colsterworth - £16,000 • Horncastle - £32,000 • Louth - £43,000 • Eye - £42,000 in total across both sites For each fund, Larkfleet works through an established local community foundation trust which will manage the fund independently. The foundation will be responsible for inviting and assessing applications from local community groups, making grants and monitoring progress.

The first payments under the scheme have now been paid out in Eye, with subsequent payments expected on the other six sites with planning permission during 2016-17.

Other funds will be put in place as and when other sites are developed.

Allison Homes, which is also part of the Larkfleet Group, will be announcing details of a similar scheme in due course.

Karl Hick, CEO of Larkfleet Group, said: “We all know that there is a desperate shortage of houses in this country and in this area. But we must also recognise that the challenge is more than about building houses – it is about creating communities. We need to ensure that new developments contribute to and integrate quickly with existing communities and are built with minimal disruption to local people.

“The Larkfleet Community Fund aims to address this issue and offers communities opportunities to bid for financial support for projects and causes that deliver at the local level.”

Focus Consultants Planning Minister continues expansion with launches expert Leicester office move panel to speed up development PLANNING Minister Brandon Lewis has launched a new group of experts to help streamline the local plan-making process.

FOCUS CONSULTANTS has transferred its Leicester operation to a larger office as part of its expansion plans.

The company, which provides a range of services including funding and economic development, energy and sustainable development, surveying and building services, as well as project management, has moved to new premises at 4 Merus Court on Meridian Business Park, Leicester.

For the past ten years, Focus operated from offices in Princess Road East in Leicester, but increasing contract wins, additional staff and a growing reputation nationwide have prompted the move to a new Leicestershire home for the business.

“We are building a growing reputation across the country and in the West Midlands particularly. Our new premises not only provide additional space for the Focus team as we expand, they are also situated in an ideal location near junction 21 of the M1, giving us excellent transport links,” said partner Keith Butler.

The eight-strong panel will consider how it can be simplified with the aim of slashing the amount of time it takes for local authorities to get them in place.

This will provide greater certainty to communities regarding plans for new homes and infrastructure in their area, while speeding up the planning process so developers can get on site quicker.

Planning Minister Brandon Lewis (pictured right) said: “Our planning reforms have caught the imagination of communities across the country, allowing them to bring forward developments that are a real benefit to local people.

“However, while many have seized this opportunity, it’s fair to say the process of getting Local Plans in place can sometimes be lengthy and complicated.

“That’s why we’ve brought together this panel of experts to help look at ways to streamline the process. Their first-class advice will help councils push on and deliver the homes and infrastructure that their communities need.”

Local Plans give communities more say in how their area will develop from the amount of housing they need to the infrastructure that has to be put in place to help them thrive.

The Government launched a radical reform of the planning system in 2012, reducing the amount of policy from more than 1,000 pages to just 52 and putting Local Plans at the heart of the system.

In total, 276 local authorities have published Local Plans to date with 216 adopted so far. However, that means more than a third of local planning authorities have yet to adopt plans.

The new group includes representatives from a range of backgrounds, including local authorities, developers, the legal industry and the Planning Inspectorate.

Because plan-making involves a wide range of considerations, the remit of the group will be broad and cover any aspect of the Local Plan-making process that they feel is relevant, calling on experts in the field as they see fit. They are due to report back in the New Year.

Five New Trainee Site Managers Join Five Star Homebuilder FIVE NEW trainee site managers from Leicestershire have been taken on by leading homebuilder David Wilson Homes to help run its developments in the East Midlands, in response to the continued growth of homebuilding in the region.

The five-star developer’s East Midlands division has employed new starters Rob Ford, Sam Green, Ben Jones, Sam Mayfield and Dipesh Morjaria, who have all now started working at sites in Leicestershire and Nottinghamshire.

New proposals to transform historic Leicester Market LEICESTER’s outdoor market could be set for a stunning transformation if new proposals are given the go-ahead.

City Mayor Peter Soulsby is considering major investment in the 800 year-old market, to ensure it is fit for the future and to complement the ongoing redevelopment work in the area.

The improvements would follow the construction of a new public square on the site of the old indoor market, and the repaving of the roads surrounding it, but would take priority over an extension to the Corn Exchange building.

Initial proposals for the outdoor market are to give it a fresh new look, with improved stalls, better lighting and new signage.

The revamp could include changes to the roof to make it more transparent, and the installation of LED lighting, which would save energy and reduce costs.

Shoppers and traders will be consulted on the proposals as part of the detailed design process, and it’s expected that final designs will go to the City Mayor for approval early next year.

City Mayor Peter Soulsby said: “It’s clear that the work we’ve already done at the market has made a huge difference, with the new food hall providing customers with the attractive shopping environment they want.

“The creation of a new public square and improvements to the roads and pavements around the market will really transform the area, but they will also highlight the poor quality of the outdoor market.

“I am therefore proposing that improvements to the market should take precedence over the Corn Exchange extension, which is something we could look at again in the future when we have seen how the new public square is being used.”

Consultation on the proposals for the outdoor market will begin in the next few weeks.

Project manager Mike Dalzell said: “We have a lot of preparation work to do to move utilities and carry out necessary changes to the highways, but our aim is for construction of the new square to begin in the new year and finish by autumn 2016.”

The first phase of the market redevelopment was completed in May 2014, with the opening of the bright and airy new food hall.

The food hall has already won several awards, including Best Food Market from the National Markets Association (NABMA) and Best New Building from the Leicester Civic Society.

Over-valuation of building works Problem: Having read the Leicestershire Builder for the past year or so (which I find is an excellent read), your column has always caught my eye, and although I am a client as opposed to a contractor or builder, I was hoping that you may be able to give me some guidance on a problem I believe I have.

I purchased a house in 2014 and then set about instigating plans for a major refurb. My lack of expertise on such a project meant that I employed an experienced Architect from the outset, and when I engaged the builder, a JCT Intermediate Form of Contract, 2011 with contractors design was executed. However, I have become increasingly concerned that the Architect is over-valuing the work carried out by the builder. I did seek professional advice from a quantity surveyor who said that the work may be over-valued, although the advice was not specific and lacked detail.

I have poured a lot of money into this project and want to ensure that I get value for money.

Response: Hello Benje. You appear to have procured your project correctly, and in theory your Architect should be a pair of safe hands when it comes to administering the Contract.

However, where an Architect has issued his interim certificate for payment, you maintain the right under the Contract to pay a lesser amount than certified providing you have issued a valid and effective pay less notice.

If you are going to issue a pay less notice, it is of paramount importance that it is issued on time and is effective. If the payment provisions of the Contract are unamended (section 4), the builder is required to receive payment within 14 days from the due date unless it is in receipt of a pay less notice no later than 5 days before the final date for payment. If you issue the pay less notice late, even by one minute, no monies can be with-held. In addition, the pay less notice must also include a) the sum that you consider to be due on the date that the notice is served; and b) the basis on which that sum is calculated. It is also imperative that the pay less notice comes from you as the employer named in the Contract or a duly authorised person on behalf of you providing you have notified the builder in

However, if you do issue a pay less notice, there is a risk that the builder will issue a notice of its intention to suspend performance under clause 4.13, followed by a notice to suspend. If the builder does suspend performance, you will need to consider your options under clause 8.4.1 of the Contract, and in particular sub-clause .1, although you must be absolutely certain of your position and the validity / effectiveness of any pay less notice issued prior to invoking clause 8.4 and the sub-clauses. You must also realise that in agreeing to the JCT IFC, the contractor has a right to refer any dispute to adjudication (unless the relevant clause has been omitted).

My suggestion is to have a meeting with your Architect and discuss your concerns. Your Architect is well experienced and should be able to explain how and why the costs have been evaluated.

However, it is vital that you do not attempt to interfere or influence the Architect otherwise this could be considered a repudiatory breach of contract, which would allow the builder to accept the breach, bring his employment under the Contract to an end and pursue you for damages.

Plans to be drawn up for Residential development opportunity in Coventry Golden Mile revamp RESIDENTS and businesses will be asked to contribute to the development of proposals for improvements to Leicester’s Golden Mile.

Leicester City Council is considering how the busy area could be improved for traffic, pedestrians and cyclists, and what should be done to make it safer and more attractive as a retail and commercial centre.

Issues such as traffic congestion, poor air quality, too many traffic lights, narrow pavements and difficult access for pedestrians and cyclists have been identified as problems by the Golden Mile Regeneration Group, which includes Leicester City Council, local residents and business representatives.

The city council will now work with Birmingham-based independent transport planning consultancy Phil Jones Associates and architecture charity Opun Design East Midlands to draw up plans for a major revamp of the Golden Mile.

Local businesses and residents will be asked for their initial views, ideas and comments on the proposals as they develop over the next few months.

Meetings with the Golden Mile Regeneration Group, emergency services, local access groups and other interested parties will take place over the coming weeks. Public consultation events, which will include workshops and exhibitions, are planned for December and February.

The city council has already held a number of public events in the Belgrave area to introduce the concept of ‘shared spaces’.

City Mayor Peter Soulsby said: “There is no doubt that the Golden Mile suffers as a result of the dominance of traffic in the area. It is noisy and often congested which makes it difficult for pedestrians, especially elderly or disabled people, to cross. Air quality along the road is also often poor.

“We need to find a way of redressing this imbalance. It is a very important route into the city, but that needs to be balanced against the benefits of making the whole area more pleasant for businesses, residents and visitors.

“Over the coming months, we will be looking at a range of options and inviting views and ideas from people who live, work and visit the area. These will play an important role in how plans to improve the area will develop.”

Phil Jones Associates are among the UK’s leading independent transport planning specialists. Along with advising on major development schemes throughout the UK, the company has been involved in the preparation of national-level design guidance, including Manual for Streets 1 and 2, Designing Streets for the Scottish Government and residential parking research for DCLG. They have also provided advice to Transport for London on its cycling strategy.

Quarter of a million pound community investment in Burbage from David Wilson Homes MORE THAN £250,000 has been contributed to community investment in Burbage by leading homebuilder David Wilson Homes.

Three community buildings to be leased to local organisations THREE community buildings are to be leased to local organisations which will run them and ensure they continue to be open for public use.

Leicester City Council currently owns the buildings, which are in the city’s Fosse and Braunstone wards, but wants to transfer them over for community groups on a 25 year lease, in return for a peppercorn rent.

The move is part of the city council’s Transforming Neighbourhood Services work, which aims to ensure that local associations and groups can continue operate vital community buildings which could otherwise close due to funding cuts.

The terms of the new leases specify that the buildings must remain accessible to the whole community.

Newfoundpool Neighbourhood Centre, in Pool Road, is to be leased to the Leicester Events Group, which works with young people to develop dance and acting skills.

Cort Crescent Community Centre, in Braunstone, will be leased by the Forward in Faith Ministry, a religious organisation which also plans additional facilities focusing on fitness, education and life skills training.

Finally, Trinity Life Church will take on the lease at the nearby Braunstone Oak Centre, in Bendbow Rise, where it wants to develop new child care provision, a job club and café.

Each organisation was chosen after a lengthy process which began back in February. Council officers met with potential tenants to set out the requirements of the lease and the need to both ensure public access and expand the range of community services available.

FMB and LABC launch new partnership for building quality THE FEDERATION of Master Builders (FMB) and Local Authority Building Control (LABC) have forged a new partnership aimed at promoting the recognition of quality builders.

The FMB which is the UK’s largest construction employers’ organisation and the LABC the largest provider of building control services have signed a Memorandum of Understanding which sets out a series of joint aims, including supporting quality builders, and informing consumers of the importance of using competent, vetted builders for their work.

Innes England Employees Smash Fundraising Target LEADING cancer charity Cancer Research UK has continued to receive phenomenal support from Innes England over the past eight months. The commercial agent has already surpassed its fundraising target of £10,000 for the charity, having raised more than £12,000 and counting.

The Innes England team has taken part in a wide range of fundraising activities throughout 2015, including a 75 mile bike ride, a squash tournament, the Pretty Muddy 5km race, a number of Race for Life events, and also a number of themed dress up and dress down days.

Matthew Hannah, a director at Innes England, said: “We are overjoyed by the support we have received during all our fundraising events so far – and we are astonished to have raised £12,000 already. This is way above our target and we really couldn’t have achieved this without everyone’s support.”

Graduate aspiring to be surveyor after completing first year of scheme AN ENTHUSIASTIC graduate entering the second year of David Wilson Homes’ two year graduate programme has settled into life with the leading developer and is now set for a year specialising in his chosen field.

Ben Stansfield (23), from Leicester, studied Geography at the University of Leeds before being taken on by the five-star homebuilder at its East Midlands division as part of its two-year graduate programme, ASPIRE. The programme sees talented graduates work through rotations in six key departments - technical, commercial, land, site, sales and finance – before choosing a specialism in the second year of the programme.

Ben has now completed his first year of rotations, giving him an insight into the business as a whole, and has elected to spend a year learning the trade of quantity surveying within the commercial department.

He said: “Unlike many graduates on the scheme, I came into the process not knowing exactly the area I wanted to specialise in, which is where the rotations have really helped. I’ve enjoyed seeing how each area of the business works and getting to know employees in each department, which will be beneficial when working alongside others in the future.

“This year has flown by and although I’ve enjoyed my rotations, I’m now looking forward to really getting my teeth into one job and eventually having my own site to look after as a Surveyor.”

Alongside his rotations, Ben has also been tasked with managing projects to aid the business as a whole. Working alongside other graduates, he raised £45,000 through a Rugby World Cup dinner event, organised two inter-division football tournaments and worked on a project focussed on improving customer experiences.

SUPPORT for new homes is growing across the East Midlands as communities begin to feel the benefits of the housing recovery, according to Bellway.

As house-building returns to prerecession levels, millions of pounds are being invested in roads, healthcare, education, community centres, sports facilities and a whole host of other areas. The result is a growing wave of support for new homes across the region.

Easier finance helping small house builders, says FMB ACCESS TO finance for SME house builders is showing signs of improvement, according to the Federation of Master Builders’ (FMB) latest survey of small house builders.

Brian Berry, Chief Executive of the FMB, said: “We are at last starting to see some real improvements in our members’ ability to deliver new housing. The FMB’s 2015 House Builders’ Survey shows increased levels of participation in house building by small builders, boosted by a buoyant housing market and Government moves to improve access to finance.

However, it is still disappointing that nearly two thirds of builders cite difficulty in accessing finance as inhibiting their ability to deliver new housing.

“Too many small developers are being held back by banks’ reluctance to lend for small scale development, which is stopping new building.

Government initiatives, such as the Builders Finance Fund and Housing Growth Partnership, have helped ease the situation but it needs to continue to seek ways of encouraging the flow of finance into the SME sector. Some form of loan guarantees, or further well-judged interventions along the lines of the Housing Growth Partnership, would be helpful.”

Berry concluded: “There is still a long way to go to help reverse the huge decline in the number of SME house builders over the course of the economic downturn. Our survey shows that availability of suitable and viable small sites is now the most commonly cited barrier to delivery. This seems to be most keenly felt by those looking to develop small sites of fewer than five units. Hopefully, new Government initiatives designed to speed up the approval of small sites will help address the problem. The Government also needs to consider how to respond to the recent High Court decision which overturned exemptions from affordable housing contributions for small sites. A third of survey respondents stated that they know of sites for which a ten unit threshold for affordable housing could make the difference between viability and non-viability. I would urge the Government to defend the principle of this policy.”

Responding to the Survey results, Housing and Planning Minister Brandon Lewis MP said: “This One Nation Government has got Britain building again. Confidence is up and we’re starting to see a real revival across the industry, but we know there is more to do. That’s why we’re helping to boost the supply of houses, with £1bn in brownfield funding to generate more viable land and building 200,000 Starter Homes.”

£1,000 For Construction Students in JCT’s Student Competition JCT has launched its 2016 competition for construction students, with a winning prize of £1,000 and runner-up prizes of £250 to be won.

Construction students can enter the competition by producing an innovative, original idea addressing one of the challenges facing the building industry today. Topic categories include skills shortages, sustainability, collaboration, BIM and technology.

Where in previous years the competition has been a solely essay-based exercise, this year students can present their idea in any form they choose; it could be an essay, a video, a photographic essay, a set of designs or drawings – as long as the idea is good, the presentation can vary depending on the candidate’s preference.

The competition is open until Wednesday 16 March 2016. Students can enter by visiting www.jctltd.co.uk/students.aspx, where they will find the full brief, helpful hints and registration form.

Institutions can also enter and submit their students’ work on their behalf.

The JCT Student Competition is a well-established annual award first launched in 2012 as part of JCT’s Education and Training Initiative. IN 1975 Brian Clough had gone from being football’s most exciting young manager to being seen as impossible to work with after walking out on Derby County, leaving Brighton under a cloud and being sacked as manager of Leeds United after just 44 days.

His only offer of work came from a run-down second division club called Nottingham Forest who’s brief glory days in the 1950’s were seen as well behind them. It was predicted that Clough would last less than a season but in five he’d won a remarkable two European Cups consecutively and produced one of the greatest domestic football teams in the game’s history.

Mortgage Advice Bureau comments on the latest Help to Buy equity loan statistics ANDY FRANKISH, New Homes Director at Mortgage Advice Bureau (MAB), comments: “The government’s Help to Buy equity loan scheme helped a record number of people access the property ladder in Q2, with more than 9,000 completions.

“This is not only a massive increase on the previous quarter, but is also 3% above the total recorded in Q2 2014. The overwhelming majority of people benefiting from the scheme are first-time buyers, and the price of a Help to Buy equity loan property remains 22% below the average UK house price*.

“There’s no doubt that the scheme has been a success, and to date over 56,000 people have been able to become a homeowner through the scheme. The scheme represents a far more affordable route onto the property ladder – something that is sorely needed as many first-time buyers struggle to save for rising deposits.

“However, while the equity loan scheme is well ingrained in the sales of new homes, it won’t be around forever. The focus now needs to turn towards more permanent solutions that address the underlying problems affecting housing affordability. The issue of supply is a growing concern, particularly as new starts have flatlined in recent months while consumer demand rises. A lack of suitable properties will continue to force prices up, so it’s vital that government initiatives begin to tackle this critical imbalance.” *The average price of a property bought under the scheme in Q2 2015 was £216,030. This compares to an average UK house price of £277,000 (ONS House Price Index).

House price growth gathers pace in East Midlands as market conditions tighten • • • •

Lack of new instructions drives prices higher Shortage of stock drives prices higher House prices set to rise nationally by 6% in 2015 New buyer enquiries continue to build at a solid rate

ACCELERATION in national house price growth was reinforced by the continued imbalance between falling new instructions to sell and rising buyer demand, according to the latest RICS UK Residential Market Survey.

The RICS price indicator reached a 12 month high in the East Midlands in August, with a net balance of 47% more respondents reporting price rises in the region and firm growth being seen across all areas of the UK. Further RICS analysis, using ONS data as the comparator, indicates that nationally prices now look likely to rise in the region of 6% over the course of 2015, compared with 3% predicted at the beginning of the year.

Both near and medium term price expectations series from the survey are reflective of the imbalance between demand and supply, with 35% more members in the East Midlands expecting prices to continue rising over the next three months and 83% over the coming year. Meanwhile, the agreed sales balance edged upwards again in the East Midlands this month but a more robust recovery in activity is continuing to be held back in part by the lack of stock on the market.

Simon Rubinsohn, RICS Chief Economist, said: “Given current market conditions, the latest data unsurprisingly shows house prices continuing to rise, and at an accelerating pace. As such, house price inflation has now quickened in each of the last seven months following a sustained period of easing towards the latter half of 2014.

“And there is good reason for this trend to be sustained into next year, however uncomfortable that may be for those looking to enter the market, given that so many of our members are telling us that they are struggling to replace the stock they have sold.”

At the national level, new buyer enquiries increased for a fifth month in succession, with 22% of respondents reporting a rise in demand, led by significant improvements in the West Midlands, Wales and the North West.

New instructions, however, have yet to record any meaningful upturn since the middle of 2013, pushing average stock levels to record lows.

Michael Hanley, RICS Economist, commented: “While the UK housing market has seen some substantial volatility in demand over the last 18 months, the most consistent feature has been a distinct shortage of new instructions. With respondents reporting another fall in appraisals during August, and looking at general market conditions, we have no reason to believe this will change in the near term. Therefore, despite the fact that demand has been picking up in recent months, we have lowered our forecast for transactions for 2015 from 1.25 million to 1.2 million. Alongside this, we have revised up our expectations for price gains this year to 6%.”

In the East Midlands lettings market, tenant demand rose at a steady pace for the eleventh successive month, outstripping the modest pick-up in new landlord instructions once more in the process. Accordingly, rents are expected to increase in the near term, with 55% of respondents in the East Midlands predicting a rise in rents during the next three months.

J Tomlinson bags largest ever contract

NOTTINGHAM-BASED J Tomlinson has won its largest ever contract after landing a £30m deal with Ashfield Homes and Ashfield District Council that will also see it open a new office and 40 new jobs.

The contract includes replacing kitchens, bathrooms, central heating systems, electrical installations, roof coverings, windows and external doors on the council’s 6,900 properties. There is also scope to undertake other improvement works to benefit tenants’ homes and their surroundings, including carbon and environmental efficiency saving measures.

Steve Kirkland, managing director of J Tomlinson said: “This is the largest single contract we have ever been awarded and will lead to the creation of up to 40 new jobs in the local area, and will provide work for at least 12 apprentices over the next five years.

“We have worked on refurbishment, maintenance and repairs contracts for Ashfield Homes for more than ten years now, and we are genuinely excited about the prospect of further strengthening our close working partnership with Ashfield Homes.

“It is our intention to open a new base in the area to service this new contract, and we have also devised a programme of community involvement in association with Ashfield Homes, which will include offering apprenticeship and work experience opportunities, mentoring support, employment and training events, as well as school activities.”

TAYLOR SWIFT might have insured her legs for £26 million ($40 million) but British workers also put high price tags on their body parts.

The average East Midland’s worker values their legs at £528,320 which is 41% lower than the UK national of £891,408 The average builder thinks their legs would be worth £1,185,000 for being crucial tools of their trade. Engineers and lawyers are even more precious about their limbs, putting their worth at £1.2 million.

Telecoms workers value their legs more highly still at £1.9 million. £1,140,000 is what doctors and nurses would ask for and the average shop worker, traditionally on their feet a lot, valued their legs at £1,045,000.

The research, conducted by family focussed insurance brand There®, asked 2,000 professionals across 20 different industries to put an insurance value on different body parts to highlight their impact on earning potential. In the East Midlands eyes were the most valued, followed by face, hands then legs.

Engineers top the tables with an insurance value on their eyes of £3.4 million, followed by plumbers and electricians at £3.1 million and telecoms workers at £2.6 million.

Plumbers and electricians also put one of the highest price tags on their hands at £2.2 million, with their index finger alone being worth £1,196,107 in compensation.

Similarly damage to a builder’s leg or an engineer’s eye would have a big impact on their earning potential. Being fit and healthy is crucial to an individual’s ability to do their job which is why, despite so many other financial pressures, 1 in 4 in our study has considered insuring themselves against being unable to work due to injury. With financial protection, anything is better than nothing if you get injured and can’t do your job.”

In fact 75% of designers said they wouldn’t be able to do their job if they injured their hands or arms, making the £1.4 million insurance price tag they’d place on them understandable. 77% of the hospitality industry also admitted they couldn’t do their jobs if they injured their hands.

The research also showed a difference between self-employed and employed workers. Self-employed people valued their bodies even more highly. This is reflected in the fact the self-employed are more likely to think insurance against injury is a sensible precaution (57% vs. 45%) and that 64% of them feel more pressure to take care of their physical well-being because they are self-employed.

Construction firms advised to act now to maximise AIA tax savings CONSTRUCTION firms set to invest in business growth could save thousands of pounds by doing so before the end of the year, leading asset finance specialist Academy Leasing is advising.

The Annual Investment Allowance (AIA) will fall from the current rate of £500,000 to £200,000 from January 1, 2016, reducing the tax relief cap on investments in equipment and development capital.

The AIA offers tax relief at 100 per cent on qualifying expenditure in the year of purchase, deductible from taxable profits.

“Although the fall in AIA was less severe than expected in the Summer Budget, businesses can still make substantial tax savings by making their purchases before the end of the year,” said Academy Leasing Managing Director Michael Nolan.

“The countdown is on to benefit from the higher existing allowance and the maximum possible tax break.”

For businesses that have accounting periods that straddle 1 January 2016, the AIA will combine both the existing and new limits. A company with a March 31 year-end, for example, will have an allowance of £425,000 (£500,000 x 9/12ths + £200,000 x 3/12ths).

From January 1, 2016 to year-end however, the AIA will only extend to the calculated allowance for this period.

Housing Minister Calls On Youngsters To Build A Career In The Construction Industry HOUSING MINISTER Brandon Lewis called on young people to consider a career in the construction industry as he welcomed the very first apprentices to a new brickwork academy in Derby.

Mr Lewis said the sector was booming again thanks to Government efforts to get the country building and represented a “great opportunity to carve out a successful and well-paid career.”

The house building industry was devastated by the 2008 economic crash, resulting in the loss of a quarter of a million construction jobs.

However, the Government put house building at the heart of its economic plan, leading to a revival of the sector with house building levels now double those seen in 2009.

The Housing Minister issued the rallying cry as he attended an opening day at the Hodgkin son Brickwork Academy at Derby College ahead of its official launch.

During the visit Mr Lewis spoke with several new students about their ambitions and met with academy mastermind Ian Hodgkinson, who was inspired to set up the training facility because of a lack of qualified bricklayers in the area.

The father of three is a 30-year veteran of the construction industry, having initially trained as a builder and bricklayer before setting up a successful construction business in 1990.

The academy, set up in partnership with Derby College will be run at campuses in Ilkeston and the Roundhouse in Pride Park. It has already received a record number of applicants.

NASC PRESIDENT’S NEW APPRENTICES CHALLENGE HITS 400 GOAL The NASC President Kevin Ward’s ‘New Apprenticeship Challenge’ to create 400 scaffolding apprentices in his two year tenure has been achieved – three months before the November 2015 deadline.

Mr Ward will be announcing the good news and providing the final apprenticeship numbers – along with the grand total figure of money raised for the chosen Teenage Cancer Trust (TCT) charity – at the confederation’s AGM in Leeds in November, two years on from the scheme’s launch, following Mr Ward’s inauguration as President in November 2013.

Mr Ward, who was once a scaffolding apprentice himself, said: “I am absolutely thrilled that we have reached the goal of 400 new scaffolding apprenticeships, and earlier than anticipated too.

Apprenticeships are the lifeblood of the industry and I am pleased the NASC member companies are doing their bit to fill the skills gap in the construction industry, whilst also raising much needed funds through the challenge’s sponsors for Teenage Cancer Trust, a great cause close to my own heart. I am very grateful for the generous support of our members on both counts.

“Bringing in all this essential new blood is vital for the scaffolding sector and I could not be more delighted at the response from NASC member companies, in terms of the number of new CISRS apprentices being taken on. I wish them all a long and rewarding career in our proud industry.”

Michelle Aucott, Regional Fundraising Manager for Teenage Cancer Trust, West Midlands, said: “We are delighted to have the support of NASC and its sponsor members. The money raised from the New Apprentices Challenge will help to support young people with cancer, so they don’t have to face their diagnosis alone.”

Dulux Trade Unveils the Masters Series

WE ALL LIKE a job well done, which is why Dulux Trade is launching the Masters Series to recognise outstanding decorating work, part of the company’s Champions of Colour initiative, launched in September.

Running from now until 9th December 2015, the initiative will seek out Dulux Trade Masters - six of the most skilled decorators from across the trade – who will have their work celebrated as well as receive exclusive rewards including a weekend for two in Amsterdam, the home of AkzoNobel.

The Masters Series will showcase exceptional examples from across the decorating industry and offer decorators a chance to showcase the most advanced levels of their skills. Judging will take into account improvement of space, use of techniques and expert use of colour. Consideration will also be taken for entrants who have used their experience to help customers achieve their vision, going above and beyond to deliver the best results.

Only six Masters are being sought nationally, giving six individuals the once-in-a-lifetime chance to have their hard work celebrated.
