SDL Auctions tops £100m in sales in 2016

Construction sector returns to growth in September

SDL AUCTIONS, the UK’s largest auction network outside of London, has topped £100m in sales so far this year following a successful calendar of four auctions last month.

SEPTEMBER data highlighted an upturn in business activity across the UK construction sector for the first time since May, primarily driven by a recovery in residential building.

SDL Auctions, comprising SDL Graham Penny in the East Midlands and SDL Bigwood in the West Midlands, raised over £17m at its four auctions in Derby, Birmingham, Nottingham and Leicester last month taking the total raised for the year so far to more than £108m.

New funding for SME builders From page 1 SME sector, there’s little prospect of the country tackling its chronic undersupply of new homes. The launch of a £3 billion Home Builders Fund, a significant part of which will be specifically targeted at supporting small scale developers, will tackle one of the key barriers to SME house builders – a lack of access to finance. One in two local house builders cite difficulty accessing finance as a major barrier to their ability to build more homes, demonstrating the latent potential of a sector that can play a much larger role in tackling the gap between supply and demand of new homes.”

Berry concluded: “This problem is particularly pronounced for the smallest firms and new entrants. It’s therefore critical that the new fund is made accessible to firms that will not want to engage with lengthy bureaucratic processes. Some Government funding schemes have been previously available to smaller developers, but received relatively poor take up due to the perceived complexity of applying, and the challenging timescales for delivery and repayment.

“The Government will need to work closely with industry to ensure that this policy is delivered in a way that is accessible and that enables both existing SMEs and new entrants to make maximum use of such a substantial fund. If the Government get the details of this fund right, we would hope that the anticipated building of 25,500 homes over the course of this Parliament could act as a real catalyst for a much wider revival of SME house builders.”

New orders also rebounded during September, which ended a four-month period of sustained decline. Survey respondents cited improving confidence among clients and a reduced drag on demand from Brexitrelated uncertainty.

Reflecting this, construction firms indicated a further recovery in their business expectations for the next 12 months, with optimism the strongest since May. Just under half of the survey panel (45%) forecast a rise in output over the year ahead, while only 9% anticipate a reduction. However, the degree of confidence remained softer than that seen at the start of 2016.

Adjusted for seasonal influences, the Markit/CIPS UK Construction Purchasing Managers’ Index® (PMI®) registered 52.3 in September, up from 49.2 in August and above the 50.0 nochange value for the first time in four months. The latest reading was well above July’s seven-year low and indicated the fastest rise in construction output since March. The pace of expansion was nonetheless still softer than the long-run survey average (54.6).

A solid rebound in residential activity was the key factor boosting overall construction output during September. Moreover, the latest increase in housing activity was the strongest recorded since January.

A number of firms cited resilient demand for residential building work and generally improving market conditions.

Construction companies pointed to a renewed rise in civil engineering activity, with the pace of expansion the fastest since March. Commercial construction activity decreased for the fourth month running, which is the longest period of sustained decline since early-2013. However, the latest fall was only modest and the slowest recorded since the downturn began in June.

Higher levels of overall construction activity were supported by a rise in new work for the first time since April. Anecdotal evidence suggested that signs of improving domestic economic conditions, and an

upturn in housing-related demand in particular, had contributed to greater volumes of incoming new work in September. This in turn led to a further moderate rise in employment levels across the construction sector, although subcontractor usage continued to fall at one of the fastest rates since late-2013.

Mirroring the positive trends seen for business activity and new work, latest survey data highlighted a return to rising input buying across the construction sector. Meanwhile, construction companies indicated that supply chain pressures eased in September, with the latest deterioration in vendor performance the least marked seen for almost six years.

There were again widespread reports that exchange rate depreciation had pushed up the cost of construction materials during September. A number of survey respondents noted that domestic suppliers had sought to pass on higher imported raw material costs. Although easing since August, the rate of input price inflation was close to the highest for two years.

Tim Moore, Senior Economist at IHS Markit and author of the Markit/CIPS Construction PMI®, said: “UK construction companies moved back into expansion mode during September, led by a swift recovery in residential building from the three-anda-half year low recorded in June.

“Construction firms appear reasonably optimistic about the near-term outlook, with confidence linked to the fastest rise in new orders since March and a more upbeat economic newsflow in general. However, the sector remains on a much weaker growth trajectory than seen at the start of 2016, which contrasts with the export-led surge in manufacturing production during September.

Quarter Of A Million Pounds To Be Invested Into Loughborough ALMOST a quarter of a million pounds is set to be invested into the Leicestershire town of Loughborough thanks to a new development by David Wilson Homes.

The funding, which totals £224,654.66, forms part of the planning agreements for new development The Chimes, on Allendale Road, and will be used to support services and improve facilities for both new and existing residents of the town.

Plans outlined for next phase of city’s riverside improvements PLANS for a new phase of work to improve access to Leicester’s riverside and waterways have been announced.

Leicester City Council is working with the Environment Agency and the Canal & River Trust to help enhance the river corridor through the city as part of a wider programme of work to reduce flood risk.

Over the last 18 months, the partnership has managed to combine major flood conveyance work with projects to create new riverside nature parks, better facilities for boaters and improvements to the city’s canal towpaths.

Work completed to date includes the creation of a new footpath and cycleway at Ellis Meadows; towpath resurfacing and improvements and new moorings for boats at Friars Mill in the Waterside Regeneration area; accessibility improvements at Sock Island and improvements to the flood sluices; and canoe access at Thurmaston as part of the development of a new River Soar canoe trail.

The work has been substantially funded by the Leicester and Leicestershire Enterprise Partnership with an initial award of £1.5milllion of Local Growth Fund (LGF) cash.

An additional £810,000 of LGF money has been earmarked for new projects along the River Soar and Grand Union Canal planned for the next 12 months.

Planned works include a next phase of towpath improvements between Abbey Park Road and Holden Street, the construction of new moorings and boater facilities at Memory Lane Wharf and the creation of new wildlife habitats at Birstall Meadows as part of flood conveyance works already underway.

The funding is part of a five-year programme which runs from 2015 to 2020, and has a total LGF funding allocation of £7.5million.

Other new projects due to get underway over the next 12 months include the installation of new canoe platforms at Evans Weir, improvements to public access and wildlife habitats at Aylestone Meadows and new mooring and better facilities for boaters at Memory Lane Wharf.

Design and feasibility work will also be carried out on a proposed riverside cycle route lining to the Great Central Railway Leicester North Station, and a potential new bridge crossing linking the north and south sides of Watermead Park will be investigated.

Measures demonstrate Government commitment to increasing housing supply – and keenness to work with the industry MEASURES announced last month by Secretary of State Sajid Javid are a welcome reaffirmation of the new Government’s commitment to housing delivery and also demonstrate that they are listening to industry concerns.

Moves to speed up the planning process, bring more land forward more quickly and assist small developers are exactly what the industry has been telling Government is needed and should build on the increases of recent years.

Already output has been increased significantly. The number of new build completions has increased by around one-third in just two years following five years of general decline. 2014/15 saw a 19% yearon-year increase in the number of new build completions recorded in England. However, more is needed particularly to help smaller builders play a part.

The number of SME builders has collapsed over the course of a generation due to the complexities and cost of the planning and regulatory systems and a lack of available finance. The House Building Fund, and proposed improvements to the planning system that would in particular assist smaller builders, are welcome steps that should help stimulate a section of the industry that has been frustrated and constrained.

Additional planning constraints and an influx of regulation has resulted in there being very few new entrants to the UK house building industry for decades.

Moves to de-risk the system could help encourage new entrants to build homes, whilst also assisting existing builders increase their own supply still further.

In May, HBF on behalf of its larger members, signed a joint Statement of Intent with Government committing all parties to look at how further increases in supply could be delivered. Government has now demonstrated it is serious about its commitments and the industry will continue to work closely with ministers to develop proposals so it can continue to grow, and if implemented effectively they should encourage further increases in investment from home builders..

Stewart Baseley, executive chairman of the Home Builders Federation said; “Even after the

huge increases in housing supply over the past few years we are some way short of building the number of homes the country needs. House builders are still stifled by planning delays that prevent them getting on sites and delivering homes more quickly.

Efforts to address this and remove some of the many barriers that new entrants face when trying make it into the industry and build new homes will undoubtedly help to boost housing output.

“Most of the big increases in supply in recent years have been driven by the largest house builders who have significantly boosted investment in land and skills. If we are to get to the level of supply required we need to see more players on the pitch. We need to enable small builders to play more of a part as well as facilitating more of a contribution from other sources.”

MAIN POINTS OF THE ANNOUNCEMENTS 1. The launch of a £3 billion Home Builders Fund The Home Builders Fund will provide £1 billion of short term loan funding. This will be used for small builders, custom builders, and innovators, delivering 25,500 homes by 2020. This is an increase of £325m over the previous commitment through the £525m Builders Finance fund and the £150m Build to Rent fund (both of which will now be incorporated within the new combined fund) The fund will also provide £2 billion of long term funding for infrastructure. This will be used to unlocking a pipe line of up to 200,000 homes over the longer term – with the emphasis on developments on brownfield land (see below). As is often the case with government announcements of “new” funds, £1.2bn of this £2bn had been previously announced as the Large Sites Infrastructure Fund in 2015.

2. Accelerated Construction The Accelerated Construction project will be paid for through £2 billion of new public sector net borrowing but is expected to deliver value uplift for the Government in the long term.

Government intends to use this money to step in to address “failures in the market”.

Government will take direct action, using surplus public land to build faster, including by encouraging new developers with different

models into housebuilding, and to support SMEs”.

Sites within the Government’s portfolio which can be built on by 2020 will be identified, and the Government will work with local authorities to help them bring forward their own sites.

Government will deliver outline planning permission and undertake the costs of some remediation work to reduce development risks on their sites, and offer support to local authorities to do the same on theirs.

Government will diversify the market by partnering with new entrants, SMEs, custom builders and offsite manufacturers that, they believe, can build out sites at up to twice the rate a large developer might. By using public land better, for example as equity, rather than expecting an upfront receipt, Government intends to lower developer risk and overcome issues with access to finance.

3. Urban Regeneration The announcement focuses heavily on proposed changes to the planning system that have been previously consulted on or are contained within the Housing and Planning Act 2016. While there is a focus on bringing forward brownfield sites for redevelopment there is no return to a “brownfield first” strategy, either explicit or implied.

The announcement to “strengthen national planning policy to create a “de facto” presumption in favour of housing on suitable brownfield land and to drive up density levels in high demand areas while ensuring that developments are well-designed and respect the character of the local area” is not yet clearly explained in any further detail. However, the fact that the government believes that this

could deliver an additional 25,000 new homes by 2021 suggests that it is a far cry from announcing a blanket presumption in favour of brownfield land within built up areas for which the HBF has been lobbying.

The proposal to allow local planning authorities to grant permission in principle on sites suitable for housing-led development identified in the new Brownfield Registers is a clear sign that the government are committed to the implementation of various parts of the Housing and Planning Act 2016 relating to both initiatives. This, the government claims, will make development of up to 140,000 homes per annum on brownfield land less risky for developers.

The government has also announced that it will build on recent permitted development rights allowing conversion of offices to residential development, by extending the right to allow for demolition of the offices and replacement with housing on a likefor-like basis.

This move was announced by the previous Planning Minister, Brandon Lewis when making the permitted development right permanent in October 2015.

Details of how this will work in practice have not yet been announced.

Agreements: out with the old, in with the new!

Problem: I am the Company Secretary for a building contractor based in Rugby, and we are part-way through building a 27-unit housing development on the border of Leicestershire / Northamptonshire.

Both the project and our client have been a nightmare! There have been disagreements over programme and sequencing or work, what is and is not included in the price, standard and delays. We are however negotiating through it, and have agreed a way forward on all the big issues. For example, we have agreed to extend the date for completion and that the developer will not seek any delay damages.

However, my worry now is, once we have agreed the way forward, should the existing agreement be terminated and a new agreement put in place? This has not been discussed, and my fear is that once we have agreed on the way forward, nothing formal will be executed and this could lead to further disputes at some future date.

Response: Hello Fiona. Although the project does sound nightmarish, you are very sensible in considering that an agreement needs to be clearly and concisely recorded once your company and your client has reached an agreement on the various issues in dispute, and there is no conflict with the initial contract.

You essentially have 2 options. You can terminate the initial agreement whereby the contract is discharged by mutual consent, and enter into a new contract that incorporates all of the new terms that have been negotiated. With this option, the initial agreement does not cease to exist, only that the future rights and obligations of the parties fall away.

The second option is to execute a deed or simple contract to vary the terms of the initial agreement. This is usually the most common method, and is referred to either as a deed of variation / agreement to vary or a supplemental agreement. If the initial contract was executed as a deed, then the supplemental agreement must also be executed as a deed. If the supplemental agreement is otherwise a simple agreement, each party must give consideration to make the change binding.

In a supplemental agreement, it is also vital to set out in the terms that unless the supplemental agreement expressly provides otherwise, the initial contract remains unaffected and continues to take full force and effect.

I would however recommend that you seek professional assistance in drafting up any agreement, as this will benefit both parties.

Winners of the East Midlands fbe Awards 2016 revealed A UNIVERSITY’S carbon neutral laboratory building which is a centre of excellence for green chemistry has been crowned the overall winner of the East Midlands fbe Awards 2016.

The GlaxoSmithKline Carbon Neutral Laboratory for Sustainable Chemistry at the University of Nottingham’s Innovation Park on the Jubilee Campus had earlier also taken the top prize in the Nonresidential category at the annual awards ceremony held at the City Rooms in Leicester.

The building has been constructed by the university in partnership with the Higher Education Funding Council for England (HEFCE) and Impact: The Nottingham Campaign, the university’s largest ever fundraising appeal to change lives, tackle global issues and shape the future.

Nominated by main contractor Morgan Sindall Construction & Infrastructure Ltd, the project team also included architects Fairhursts Design Group (FDG), structural engineer Curtins Consulting and AECOM (BREEAM and LEED assessors, concept structural engineer, M&E consultant), KLH Sustainability (Embodied Carbon Consultant), and Anthesis (Embodied Carbon Auditor).

The judges said: “Superb collaboration between stakeholders sits behind many of the awardwinning attributes of this project.

From striking design, to highlevels of sustainability, this scheme showcases world-class design using natural materials. The judging panel felt this scheme far surpasses any other submission in terms of its contribution to the creation of new employment which should be acknowledged. An exceptional

The £750,000 project is part of a three-phase £4 million investment to create a new Midlands centre for the charity, which trains assistance dogs for people with disabilities.

It was nominated by North Midland Construction PLC. Other members of the team were architects PWP, structural engineer ASP Consulting and project manager/employer’s agent Baqus Ltd. The judges said: “This scheme expertly showcases the use of low carbon materials resulting in accommodation that meets the precise needs of the brief. Using a variety of materials and finishes, the building is both aesthetically pleasing yet delivers a strong visual

identity. The judging panel was particularly impressed by the way the design reflected the practical needs of its residents.”

Nottingham’s new £3.7 million London Road Fire Station, built by J Tomlinson Ltd for Nottinghamshire Fire and Rescue Service, took the honours in the Regeneration category. The architect was CPMG, structural engineer Curtins, project manager was CPMG’s client Turner & Townsend, and mechanical and electrical consultants was Couch Perry Wilkes.

The judges said: “Demonstrating excellent use of technology and natural elements, this is a complex project needing to take into account the practical needs of the fire station and blend with the city’s existing south side regeneration plans. This scheme should be highly commended for showcasing our industry to the local community and indeed showcasing construction as a profession.”

East Midlands’ retirees eager to unlock £81 billion property goldmine, finds McCarthy & Stone MILLIONS of retirees across the UK are considering downsizing to release equity to fund their retirement including 332,000 in the East Midlands, finds McCarthy & Stone in its inaugural Retirement Confidence Index.

Developed in conjunction with YouGov, the survey of over 3,000 UK adults aged 65 and over by the UK’s leading retirement housebuilder notes that this age group in the East Midlands has approximately £81 billion of housing wealth, £80 billion – or 98% – of which is un-mortgaged[1], providing them with the scope and flexibility to potentially benefit from downsizing and equity release should they wish to do so.

Over a third (37%) of adults aged 65 and over in the East Midlands are considering downsizing, saying that they are likely to move from their current property in the future if suitable properties become available. This equates to approximately 332,000 people in the region, who – were the homeowners among them to proceed – would release homes with a combined value of some £30 billion[2].

McCarthy & Stone’s figures show that many people have already started making the move. Figures this year show that the company has helped their customers release c.£42,0000 each of equity, once they have downsized. 14% of these also released more than £100,000.

The ability to release equity from the value of homes in later life provides a strong economic argument for downsizing.

In addition, 57% of those aged 65 and over in the East Midlands expect to use their housing wealth to fund at least some of their future adult social care requirements.

As health among older age

groups deteriorates, the need to downsize to more appropriate accommodation is likely to become more important. Almost one in three (31%) retirees feel it is likely that they would have difficulty living in their current home due to changes in their health and/or mobility, according to the survey.

Enabling people to downsize and release this significant level of UK housing stock is a key part of the equation in solving the UK’s housing crisis, helping to unlock housing that can then be taken up by families and first time buyers.

With 11.4 million people aged 65 or over in the UK, just c.141,000 units of specialist retirement housing for ownership have ever been built. A greater provision of housing suitable for later life is needed and McCarthy & Stone has been calling for national and local policy makers to use the planning system to focus more on the needs of older people. More suitable housing reduces the need for social care and limits the impact of the ageing population on local and national government budgets. As part of the forthcoming Autumn Statement, the company is also calling for a stamp duty exemption for older people looking to downsize and greater Government support in planning to boost the supply of retirement housebuilding.

Clive Fenton, Chief Executive Officer at McCarthy & Stone, said: “We are encouraged to hear that the new Government is going to extend housing policy beyond starter homes. As important

as this area is, it overlooks the chronic under-supply of suitable retirement housing essential to the needs of the UK’s rapidly ageing population. Those aged 85 and over are expected to more than double in the next 20 years to 3.2 million and those 65 and over are expected to increase by more than 50% to 17.2 million. Unfortunately, the UK’s housing stock is woefully unprepared for this demographic shift to the ‘extended middle age’, and this has created a new ‘Generation Stuck’ dilemma.

“Across the UK, there is soaring demand for retirement housing, creating an unprecedented opportunity for new supply in this area. However, while more than four million retirees are thinking about moving from their homes in the UK, they are locked in due to the lack of housing suitable for later living. With greater retirement choices, we would be able to improve the lives of older people, release millions of under-occupied family-sized homes onto local markets, stimulate housing chains and help younger people move up the ladder.

“This must be the next focus for Government, and the forthcoming Autumn Statement provides an opportunity to re-align housing policy. The Government has shown, through its Help-to-Buy scheme and other initiatives aimed at first time buyers, that it can influence market supply. It’s now time to support the housing choices of those in later life.”

Final phase of BSF programme to start next year THE FINAL phase of a £350m programme to improve all of Leicester’s secondary and special schools is to get under way early next year.

Leicester’s City Mayor has announced plans for a further £4million investment that will help bring older buildings at seven Leicester secondary and special schools up to modern standards.

The schools: Babington, Hamilton, Lancaster, Moat, New College, Sir Jonathan North and Millgate – will undergo a range of repairs and improvements, including replacement boilers, internal redecoration, and new windows and roofs.

While the schools have already benefited from new classrooms and new facilities as part of the Building Schools for the Future (BSF) programme, many of them still rely on some older buildings that need to brought up to the standards of the BSF buildings.

The programme of works – which will get under way early in the new year – will include renewing the sports hall heating system at Babington; lighting improvements at Hamilton; flat roof replacement and improved heating at Lancaster; new electrical equipment and windows at Millgate; new boiler controls and windows at Moat; new windows and

flat roofs, and major improvements to the heating system, at New College; and new electrical equipment and improvements to emergency lighting at Sir Jonathan North.

The £4million will be released from a fund set aside by the council for its capital maintenance responsibilities.

A further £2million has been set aside to fund future repairs and improvements to the city’s secondary and special schools.

This funding is in addition to the £8million committed by the city council in August to fund repairs at primary schools and other buildings operated by its children’s services department.

Four out of ten UK towns and cities suffer fall in new buy-to-let properties listed on market FOUR OUT OF TEN (40.4%) major towns and cities in the UK saw a drop in the number of new buy-to-let properties being advertised in September compared to the previous month, according to research by property crowdfunding platform Property Partner.

NOTTINGHAM-BASED construction specialist Stepnell is celebrating winning East Midlands projects totalling £25 million since the start of the current financial year.

The family-owned company’s Nottingham office – based at the Eldon Business Park, Chilwell has expanded significantly since its launch in June 2014, now employing 20 office- and 25 sitebased staff and providing work for 40 local subcontractors and suppliers on construction projects across the region.

Stepnell currently employs 10 apprentices in the East Midlands region and will provide more than 50 work placements for East Midlands based-based college students over the next year. As part of its commitment to giving back to local communities, Stepnell continues to work in partnership with local business charity Leicestershire Cares to provide mentored work placements for ex-offenders locally. The successful partnership has led to three people being taken on full-time by Stepnell following their placements.

Major recent projects completed

by Stepnell’s Nottingham office include the construction of a new gallery for the University of Leicester’s Attenborough Arts Centre, and the delivery of the first phase of a new hub for student life at the University of Nottingham.

Stepnell has also completed work on a major new conference and events venue at De Montfort University in Leicester and a motor vehicle workshop for Leicester College.

The study identified 89 UK towns and cities, analysing the number of new rental properties being advertised* between 1st September and 28th September, and then comparing it to the same period in August.

Researchers at Property Partner found that of the 36 towns and cities, which saw a decrease in rental supply in September, 80% (29) of those also experienced a decline in August.

The table shows the 29 UK towns and cities Grimsby, which that saw the decreases in new rental property fared better in listings for both August and September August with a relatively small drop (-5.15%) in new rental listings, was the worst hit last month (a fall of -26%). The next three locations were in the South East – Oxford (-24.4%), Canterbury (-23.9%) and Brighton (-18.7%) but no region or nation was unaffected by the shortage in supply of new buy-to-let properties.

Of the major English cities, London saw new rental property listings up only marginally by 1.43% in September – although a considerable improvement from August when the supply of new buy-to-lets dropped by 16.4%. Meanwhile, in Manchester and Birmingham, new rental ads fell 13.04% and 13.69% respectively.

£3 billion home building fund announced

MORE HOMES need to be built and finance can be a barrier – particularly for small builders and innovative schemes.

So as well as helping larger builders and developers, the Home Building Fund is also open to small builders, community builders, custom builders and regeneration specialists.

The Home Building Fund is a flexible source of funding administered by the Homes and Communities Agency (HCA) on behalf of government.

The Fund provides: • Development Finance – Loan funding to meet the development costs of building homes for sale or rent.

• Infrastructure Finance – Loan funding for site preparation and the infrastructure needed to enable housing to progress and to prepare land for development.

Loans of £250,000 to £250 million are available with smaller loans considered for innovative housing solutions and serviced plots for custom builders. Typical terms are up to 5 years for development finance, and up to 20 years for infrastructure loans. Interest is payable at transparent, preagreed variable rates.

Innovation is encouraged, both in the kind of homes that are built and the way they are delivered. Financing is available to support these projects which could include community led housing projects, serviced plots for custom and self-builders, off-site manufacturing, new entrants to the market and groups of small firms working in consortia to deliver larger sites.

Help to Buy is not ending despite the rumours

FIVE STAR housebuilders Barratt Homes North Midlands and David Wilson Homes East Midlands are assuring homebuyers that the government’s Help to Buy scheme will not be ending.

Barratt and David Wilson Homes are both advising customers that the most popular part of the scheme will not be coming to an end. People can still get a new home with just a 5% deposit, and this is set to continue until 2021.

There are currently two main elements to Help to Buy which are the Mortgage Guarantee Scheme and the Equity Loan Scheme.

The homebuilders want to ensure potential homebuyers understand that it is the mortgage guarantee scheme that will be ending, not the equity loan.

This scheme, also known as HTB2, will finish on December 31 of this year.

It is set to end because it has largely been successful in helping increase the supply of high loan to value mortgages (up to 95%), thereby helping first time buyers.

Potential home buyers are still able purchase a property with just a 5% deposit even after HTB2 finishes by using the equity loan element of Help to Buy. This is the larger part of the HTB scheme with over 91,000 properties having been bought using it since it launched in 2013.

The average purchase price of a home bought under the scheme is £226,887, with the vast majority, more than 80%, being used by first time buyers to get on the property ladder.

The Help to Buy equity loan scheme allows a homebuyer to secure a brand new home up to the value of £600,000 with only a 5% deposit.

The government lends the buyer 20% of the value of the property in the form of an interest free equity loan for five years. This then means buyers can access some of the great deals available for a 75% mortgage, making new homes much more affordable.

Demand for building work bucks Brexit: FMB CONSUMER demand for building work remained resilient in the three months following the vote for Brexit, new figures from the Federation of Master Builders (FMB) have revealed.

Commenting on the results of the first UK-wide survey of the SME construction sector post-referendum, Brian Berry, Chief Executive of the FMB, said: “Ongoing workloads for construction SMEs remained remarkably resilient in the months following the referendum vote, suggesting that consumer demand – which accounts for the bulk of SME work – has held up far better than anticipated. Some of the other key indicators of SME activity, such as employment levels, anticipated workloads and new work enquiries, are all positive, albeit showing slowed growth compared to the previous quarter. If we all agree that construction is a “weather vane” industry, and demand for home improvement and new build homes an important gauge of consumer confidence, then our results chime with the cautious positivity demonstrated across construction and the wider housing market.”

Berry continued: “That being said, construction bosses will be taking nothing for granted. Growth has softened compared to the buoyant first half of the year and some parts of the UK have gone into decline. In particular, London is flat-lining which is concerning given that it is typically one of the strongest markets for construction SMEs. Our feeling is that the construction skills shortage, which we know is particularly pronounced in London and the south east, is starting to bite.”

Berry concluded: “Our latest figures show that nearly two-thirds of SMEs are struggling to hire bricklayers and 55% are having a hard time sourcing carpenters and joiners. This highlights a different potential consequence of Brexit – the possibility that we will have a less flexible workforce. 12% of construction workers working in the UK are of non-UK origin, forming a vital part of a labour force that is already stretched. Given that the skills gap is only expected to grow over the next decade, it’s vital that talented tradespeople continue to come to the UK. For this reason, we welcome the Government’s u-turn on requiring companies to publish data on the percentage of foreign workers they employ. Such a move would send completely the wrong message to foreign workers currently living and working in the UK and those who might consider coming here.”

The Lionheart Academies Trust has been selected to sponsor a new state of the art primary school in Birstall, following approval by the Secretary of State for Education.

Construction students can enter the competition by producing an innovative and creative idea to address one of the challenges facing the building industry today.

DESPITE Brexit fears thousands of jobs in the energy sector are still up for grabs.

Under a government initiative to ensure the UK becomes more energy efficient, around 53 million smart meters, which monitor both gas and electricity usage, are to be fitted in over 30 million homes and businesses in the UK by 2020.

The project needs around 11,000 qualified engineers to fit the meters but a significant skills gap in the sector has resulted in a shortfall, with leading trade course provider ECTA Training estimating that up to 6,500 smart meter engineer jobs are still available.

Becoming a smart meter engineer has few pre-requisites and previous industry experience is not needed to undertake the training needed to qualify, making it a viable option for those looking for a new job or a career change.

Qualified smart meter installers can expect to earn between £16k and £40k per year and even be supplied with a van to get to jobs. Many employers also offer attractive pension and Sharesave schemes, with some also offering to refund training fees.

Once qualified, the basic role of a smart meter engineer will be to safely remove existing energy meters and to install and test smart meters. Engineers will also need to educate the property owners on how the smart meter works and how to use it effectively.

Dave Berry, director at ECTA Training, said: “The smart meter rollout has created thousands of job opportunities for existing tradespeople who want to skill up in this area but also for new entrants looking for a change in career.

“But a lack of communication around the benefits of this job, and investment into the training of new smart meter engineers, has resulted in a shortage.

“Given the scale of the demand for engineers, starting packages tend to be generous and the career offers increasing job security as the skills are highly transferable within the utilities industry. However, more needs to be done to encourage people and businesses to invest in smart meter training courses if the government is to hit its ambitious 2020 targets.”

St George’s churchyard revamp plans move forward REVISED council plans for a major revamp of St George’s Churchyard – at the heart of Leicester’s Cultural Quarter – will be presented to scrutiny.

Leicester City Council this summer invited public feedback on plans to improve the area around the Grade II*-listed Church of St George, make it safer and open it up onto Orton Square.

In total, 287 people took part in the public consultation which asked for views on options to open up the churchyard, and potential improvements that could be made.

Around 83 per cent of respondents agreed with one of the two options to remove trees from the churchyard, with the option to remove 26 trees proving more popular (49.8%) than the second option of removing nine (33.1%).

However, following concerns about privacy from nearby apartments, the council now intends to move forward with a revised plan that will see the removal of 21 trees.

Plans to install architectural feature lighting on the 19th century church proved popular with 83.6 % of respondents, and will almost certainly feature in the planned revamp.

St George’s churchyard is one of the largest areas of green space in the city and provides a direct pedestrian route between the train station and the Cultural Quarter.

THE DANGER of construction card fraud is well documented and the CSCS is urging employers to carry out electronic card checks prior to allowing workers on site.

By checking CSCS cards electronically, employers can be confident that operatives on site have the right qualifications and training to do the job safely.

CSCS Communications and Public Affairs Manager Alan O’Neile said: “CSCS believes that for construction sites to remain safe and productive all workers should have the correct qualifications and training for the type of work they carry out. This was one of CSCS’s primary objectives when introducing the electronic SmartCard in 2010. The CSCS SmartCard provides a simple and cost effective way to tackle fraud and verify that workers hold the correct qualifications and training before allowing them on site.”

A survey conducted last year confirmed many employers and contractors are still not taking advantage of the available technology, with many sites still relying on flawed visual card checks and time consuming paper based systems.

Alan O’Neile continued: “The technology embedded in a CSCS card is free to use and allows a site manager access to a wealth of information about each worker, including their qualifications. By simply placing the card in a reader or onto a compatible device such as a tablet or smartphone you can instantly check the cards validity and the qualifications held by the card holder.”

Leicestershire building surveyor runs half marathon to raise £450 for charity AMY NEEVES from architecture and construction consultancy YMD Boon took part in London’s Royal Parks Foundation Half Marathon on Sunday to raise funds for education charity Teach First.

National charity Teach First believes that every child, no matter what background, deserves a great education. The charity recruits, trains and supports people to become brilliant teachers who inspire the young people who need them the most.

Along with her husband, Neeves ran the 13.1 miles with 16,000 other runners through four of London’s Royal Parks, taking in some of the capital’s famous sights including Buckingham Palace, Trafalgar Square, Royal Albert Hall and the Houses of Parliament.

Neeves, a building surveyor at Market Harborough-based YMD Boon, said: “This is my first half marathon and I’m so pleased I have raised funds for such a worthy charity.

Property Supply Springs Back With Over 10% Increase In Listings After Summer Lull FEARS THAT homeowners would be scared into a Brexitinduced selling paralysis have been lifted as UK-wide property supply jumped 10.4% after the summer lull, according to the latest Property Supply Index from online estate agents HouseSimple.com.

Following a typically slow August, where homeowners traditionally put sales on hold as they go on holiday and attempt to entertain the kids, property listings have bounced back, with 69% of UK towns and cities seeing a leap in listings. London was in particularly fine fettle with a 16.5% boost in new properties listed in September.

The East of the UK, too, saw a strong September for property supply with four out of the top 10 towns and cities for listings based in the Home Counties. Basildon in Essex jumped 68.1%, the biggest riser in the country, while new properties in Hemel Hempstead rose 52.2%.

To compile the Index, HouseSimple looks at data on more than 500,000 listed properties* to track the number of new properties marketed every month in more than 100 major towns and cities across the UK and all London boroughs.

Despite the majority of towns and cities receiving a supply boost in July, nearly a third (31%) experienced falls in new properties listed, including Falmouth, where listings fell by 27.5%.

The following table shows the 10 UK towns and cities that experienced the biggest falls in new property listings in September versus August: Alex Gosling, CEO of online estate agents HouseSimple.com comments: “The property market continues to defy predictions of a post-Brexit fallout with a return to form after the summer lull. The figures don’t show an astronomical uplift in new listings after a typically slow August, but a more than 10 per cent boost in new properties is evidence of a resilience in the housing market that many didn’t expect. This certainly isn’t a ‘rabbit caught in the headlights’ moment for UK homeowners. Many clearly believe that the market is strong enough to sell in despite the ongoing political uncertainty.

“Equally, with the recent interest rate cut putting a spring in the step of buyers – and a further cut on the cards – a degree of market equilibrium may be restored. What was a sellers’ market before the Referendum vote and buyers’ market in the initial months after it may now be somewhere in between. This is no bad thing.”

Annual fbe Awards Recognise Young Talent AN ARCHITECTURAL assistant in a busy multidisciplinary architectural practice has won a major regional award.

Sarah Grocock, at rg+p in Leicester, was announced ‘Best Rising Star’ at the annual fbe (forum for the built environment) East Midlands awards dinner last month.

The Rising Star Award, new for this year, recognises young professionals who are making a significant contribution to the wider construction industry and Sarah was named the inaugural winner after impressing the judges with her academic success and practical experience.

They commented: “Sarah’s contribution to the construction industry is already impressive. She is a true rising star and Sarah Grocock accepting her Rising Star will undoubtedly go on to influence other young professionals Award at the fbe East Midlands dinner from throughout her career. The judging panel was impressed by her award sponsor, Andrea Jones of J Tomlinson boundless energy and commitment to learning and developing her skills. Efficiently-shaped homes could significantly reduce energy consumption

ENERGY DEMAND in new homes could be halved if more focus is put on the shape and form of housing being built, the latest report from the NHBC Foundation has found.

The current Building Regulations methodology used to demonstrate energy/carbon compliance does not give credit for the energy efficiency inherent in simple forms of homes, and there has been little incentive for designers to use this as part of their low-energy strategies. This study shows that for the same floor area, the most efficient forms of housing such as mid-floor apartments may have less than half the energy demand of the least efficient forms, detached homes and bungalows. Further improvements in energy efficiency can be demonstrated for simply shaped buildings (rectangular rather than ‘L’ or ‘T’ shaped).

The challenge of shape and form: Understanding the benefits of efficient design also shows that focusing on simple shapes does not mean homes have to be bland in their appearance. For example, using different materials can provide as much visual appeal as a complex shape. Additionally a consideration of shape and form can deliver energy efficiency without any increase in the cost of homes.

Neil Smith, Head of Research & Innovation at NHBC, said: “Whilst further improvements to the energy efficiency standards of Building Regulations have been paused for the time being, the challenge of climate change will not go away. This report provides a useful insight into an approach which starts by considering the inherent efficiency of good shape and form before adding the fabric insulation and efficient services that area also needed.”

To supplement their academic studies, the apprentices’ practical work experience involves shadowing the civils, geomatics or surveying teams in their respective offices.

M-EC currently employs 15 apprentices across its four offices.

Potential 2,500 Home Garden Village Near Peterborough LARKFLEET HOMES (www.larkfleethomes.co.uk) held public exhibitions at the Haycock Hotel, Wansford, near Peterborough in October to explain the thinking behind the plans for a possible garden village at Sibson, near Peterborough, which would include 2,500 new homes.

The consultation events allowed the company to explain the ideas in more detail and to listen to the views of local people. There was also an on-line survey for people to offer thoughts and feedback.

The government is currently looking for appropriate sites for a new generation of garden villages across the country. Huntingdonshire District Council has submitted an Expression of Interest to the government to explore a new garden village of 2,500 homes, plus employment land, a school, health services and shops at Sibson Aerodrome. The council has been working with the owners of the land and Larkfleet Homes which is the prospective developer.

Daryl Kirkland, group land director at Larkfleet Homes, said: “We are excited about the opportunity at Sibson. The creation of a brand new village gives us the chance to build the infrastructure and community services that so often cannot be provided in smaller developments. “

Spalding industrial premises to become 48 residential units KAPLAN Property Group, the Leicestershire-based property development company has outlined plans to redevelop former car showroom and industrial premises in Spalding, Lincolnshire with the construction of 48 residential units.
