£22m Leicester Tigers hotel plans almost finalised

THE LEICESTER Tigers plans for their proposed £22m development are close to being finalised The hotel, which will house a 165-room hotel to be built on the 1.7-acre Granby Hall car park site, next to their Welford Road ground will also be one of the largest corporate event venues in the East Midlands .

In addition to the 165 rooms, the proposal features meeting rooms and conference space, reception, lounge and dining areas, as well as a fitness suite, restaurant, sky bar and retail units, across the five floors.

The plans also include car parking for hotel guests and enhanced Leicester Tigers conference, corporate and supporter facilities and some 3,500m sq of event space.

The development is being led by Leicester-based Pick Everard and the plans are now said to be close to being finalised.

Tigers chief executive Simon Cohen said: “Liaising with potential investors and the city council, we’re close to reaching an agreement with a global hotel provider to operate a high quality hotel complex which will add an exciting dimension for fans, partners, businesses and the city of Leicester.”

Initiatives by Stepnell to address the construction skills shortage in the East Midlands include an innovative partnership with Leicester College and its supply chain partners which is helping construction students become ‘jobready’ by giving them hands-on site experience. Stepnell has so far arranged site visits to construction projects for 60 Leicester College students as well as arranging 64 week-long work placements where students gain valuable industry experience on local projects. A number of students have gained jobs with Stepnell subcontractors as a result of the scheme.

In addition, Stepnell engages with local schools to encourage young people to consider a construction career by providing work placements, taster days and careers talks, as well as speaking to local colleges and universities. In 2016, Stepnell employed a total of eight apprentices following successful work placements, with one trainee going on to receive the National Federation of Builders Apprentice of the Year award. Stepnell is committed to ensuring that at least ten per cent of its workforce consists of apprentices, trainees or graduates and has consistently achieved this target over the last 20 years.

The award also recognises Stepnell’s emphasis on training and upskilling its existing workforce to ensure that all staff have the necessary technical skills and opportunity to achieve their full potential. The company has a dedicated training coordinator with every employee’s training needs assessed through annual performance reviews and a bespoke training plan produced to help them develop their career and abilities. The success of this approach has resulted in a third of the company’s 382-strong workforce having worked for the company for over ten years.

Stepnell is currently working on a number of major schemes in Leicester, including multi-million pound projects to create high-quality new student accommodation at two sites in Leicester city centre. The company also recently began work on the new Leicester branch of Selco Builders Warehouse; the builders’ merchants store is under construction at Parker Drive, on the former Forest Park Business Centre site.

Former farm offers prime opportunity for new homes through Mather Jamie

A FORMER farm in Leicestershire which has been earmarked for redevelopment into a mix of new homes and barn conversions is being offered for sale through local surveyors Mather Jamie.

Redrow embarks on East Midlands expansion programme REDROW PLC has embarked on an expansion programme across the East Midlands.

The deal to acquire the awardwinning Radleigh Homes at the end of January has enabled Redrow to establish a new East Midlands division.

Now, with the rebrand complete, the company has announced plans to increase its output from 200 units a year to more than 500 in the next three years – with the creation of a number of new jobs and opportunities for supplier and sub-contractor recruitment across the region.

New posts are currently being created across all disciplines and a number of key appointments are set to be announced shortly.

At the same time, Redrow East Midlands has unveiled its first Tom Finnegan, MD for Redrow Homes East Midlands development in the region – Knights Keep in Stretton, which is set to launch in the Autumn.

Pioneering Passivhaus Scheme Is Double Award Winner

Innes England Team Pedal Their Way To Success

EMPLOYEES from commercial property agency Innes England jumped in the saddle and clocked up 100 miles cycling across the East Midlands – in just one day.

The firm took on the two-wheeled challenge on Friday, 9 June to celebrate being crowned the Most Active Agent in the East Midlands for the tenth consecutive year in the Estates Gazette Interactive (EGi) deals competition.

Twelve people cycled across the region, taking in all three of the company’s offices in Nottingham, Leicester and Derby in the process.

Tim Garratt, managing director at Innes England, said: “The team were enthusiastically cheered on once the ride had been completed at the end of a long day at our Nottingham office.

“It was a great chance for the team to visit all three of Innes England’s offices in the East Midlands and show they are active in more ways than one.”

The dedicated staff who took part in the cycle were managing director Tim Garratt, director Peter Doleman, head of asset management Gary Woodward, head of retail Ben Taylor, surveyor Matt Howson and associate director Paul Rogers.

They were joined by family members and friends Lynn Doleman, Craig Watson and Liz Cartwright.

Director Nick Hosking, associate director Chris Wright and property administrator Gillian Minogue also joined in for the last leg from Innes England’s Derby office to Nottingham.

The riders represented all three office locations and all four of Innes England’s discipline-based structure; agency, professional, asset management and building surveying.

The EGi deals competition is designed to establish the agents completing the largest volume of deals throughout the year. The competition is an independent survey, conducted by a research team, which covers commercial property transactions.

Throughout the East Midlands, Innes England completed more than 400 deals across the industrial, office, retail, leisure and investment sectors for its clients.

Three agents from Innes England – Mr Hosking and associate directors Jenny Clarke and Scott Osborne – were also named as ‘Dealmaker of the Year’ for Derbyshire, Leicestershire and Nottinghamshire respectively. HARBOROUGH District Council and building industry firms are celebrating after scooping accolades at a prestigious awards event.

Harborough District Council nominated seven local projects for this year’s East Midlands Local Authority Building Control (LABC) awards which recognise quality and building excellence.

At a ceremony held at the Athena conference centre in Leicester two of the council-nominated projects triumphed.

ADM Surveyors Ltd won in the ‘Best partnership with a local authority building control team’ category being recognised for their professionalism and positive relationship with the council on 12 projects this year.

Also, Davidsons Homes, developers of Royal Park, Lutterworth won in the ‘Best new housing development’ category being recognised for taking inspiration for each development from existing streets and spaces in historic parts of the local area to ensure an ‘interesting and inviting street scene’.

Builders’ Problems SOLVED Issue of the Final Certificate under the JCT Intermediate Building Contract 2011 Problem: Back in 2014, the

building company I work for entered into a JCT Intermediate Building Contract 2011 to construct a large extension to a health and fitness centre for a well-known company.

Soon after work was started on site, it became obvious that the person, who had been nominated by the external building consultants as the contract administrator, was well out of her depth. Fortunately, we took the initiative and ‘powered’ our way through the project, meeting the original date for completion.

The end of the defects period arrived in mid-2016, and having received the list of defects from the same contract administrator, we were pleased to receive the certificate of making good and the final certificate shortly after attending to the defects. The final certificate had even agreed our final account and released the retention. However, we have since hit a brick wall with the client, insofar that it is refusing to make payment against the final certificate on the basis that it not only disagrees with the level of the final amount certified, but is also claiming that the contract administrator should never had issued a certificate of making good defects because defects still exist with our works, which the contract administrator failed to note on her initial list of defects.

The monies that are owed were certified towards the back end of 2016, but the client has not issued a pay less notice. Can you give any advice on how to proceed?

Response: In spite of what must have been

a difficult project due to a ‘below-par’ contract administrator, your company deserves credit for achieving its obligations as to time, and no doubt your client, at least at the time of completion, must also have been pleased to have use of its new facilities on time.

Although you have mentioned that your client has not issued a pay less notice against the final certificate, which I would normally observe that in the absence of a timeous pay less notice, the amount certificate must be paid and then argued later, your overall situation is different with the contract administrator having issued the final certificate.

Under your form of contract, where the final certificate has been issued, this becomes conclusive evidence on matters such as the standard of workmanship and the quality of the materials are as described in the contract documents, or the adjusted contract sum is in accordance with the terms, unless challenged by some form of proceedings no later than 28 days after the final certificate has been issued.

I therefore recommend that you instigate [adjudication] proceedings, for the monies certified in the final certificate based on the absence of a timeous pay less notice. Any proceedings that your client may instigate in relation to the recovery of [what it may see as] any over-payment, and / or alleged defects, notwithstanding latent defects, you have the evidence of the final certificate in defence to this. If there were indeed defects outstanding at the time that the contract administrator issued the final certificate (even if the defects were simply missed by the contract administrator), you will not be liable to make good those defects and the only recourse for your client would be to bring a claim against the building consultant who employed the contract administrator. © Michael P. NOTTS FIRM WINS £100M CONTRACT NOTTS-BASED North Midland Construction are in a celebratory mood having just won new joint venture infrastructure contract for Severn Trent Water on the Birmingham Resilience Project worth in excess of £100m.

Maber Wins National Award For Second Year Running

MABER ARCHITECTS, a top 100 UK practice with a office in Leicester, has won the Building Information Modelling (BIM) Project of The Year Award for the second year running at the 2017 Graphisoft Awards.

The prize was awarded for maber’s work on the Isaac Newton Building at the University of Lincoln.

FUNDING EXPERTS at Focus Consultants are urging the owners of historic buildings to consider following in the footsteps of Bridgford Hall which has become the first completed project in the East Midlands to benefit from a Heritage Enterprise Grant.

Focus supported Rushcliffe Borough Council in its successful bid for a £1.5 million Heritage Enterprise Grant from the Heritage Lottery Fund (HLF) to redevelop the hall in West Bridgford near Nottingham.

The Grade II listed building has recently reopened as a luxury aparthotel and civil wedding ceremony venue, following a £2.3 million redevelopment – making it the first Heritage Enterprise project to be completed in the East Midlands.

“The Bridgford Hall project is paving the way in the East Midlands by illustrating how Heritage Enterprise Grants are helping to breathe new life into old buildings,” said Focus partner . “The team at Focus has been involved in the project at Bridgford Hall from the early days and it’s always a proud moment when a scheme is successfully completed.

“This renovation aptly illustrates how a Heritage Enterprise grant can open a new chapter in the life of a building.

We’re very proud to have helped to secure the Heritage Enterprise grant for his work – the first to be completed in the East Midlands. Since helping to secure the Heritage Enterprise grant for Bridgford Hall we’ve been involved in supporting other organisations across the UK with their bids and we are looking forward to seeing other schemes come to fruition in the future.

“We’d be delighted to offer funding advice to any organisations that are thinking of similar projects.”

For many property owners, owning a historic building requires a great deal of investment, firstly potentially restoring those buildings and secondly keeping them in good repair. The cost of repairing a neglected historic building is often so high that restoration is not commercially viable. The aim of the HLF’s Heritage Enterprise programme is to make such schemes possible by funding some of the repair costs with grants of £100,000 to £5 million available.

Since supporting Rushcliffe Borough Council with its Heritage Enterprise Grant bid, Focus has helped a number of other organisations with their applications including the University of Northampton Students’ Union, for its Engine Shed project, and Waltham Abbey Royal Gunpowder Mills Foundation Trust on proposals to bring many of the currently unused and listed buildings at the Royal Gunpowder Mills site at Waltham Abbey in Essex back into use.

“Hundreds of neglected historic buildings across the UK could qualify for special grants to help bring them back into life,” added Heather. “Funding experts at Focus have successfully secured millions of pounds in various grants and funds for projects over the past 23 years, and we’d be very pleased to talk to organisations that feel they could benefit from Heritage Enterprise Grants.”

Skills shortages was the overwhelming category of choice for students taking part in this year’s competition, with the overall winner and both runners-up providing unique and interesting takes on the topic. Creativity, original tone of voice, and clarity of ideas were all on show, whether using the written word, photography, visual graphics or designs, highlighting the depth of talent and broad range of skills of the students who enter each year.

The 2017 competition ran from September 2016 to March 2017 with judging taking place in May. Students from a number of high-level institutions from around the UK, including Queens University Belfast, Oxford Brookes University, University of Bath, University of Wolverhampton, and others entered the competition, continuing the high level of interest and value that the competition generates for construction students.

JCT is committed to improving the understanding and learning of construction contracts and the competition is an important opportunity to provide support to students and future JCT contract users.

As the competition has become established, it has also evolved over time, recognising the different ways in which construction students learn and the various industry backgrounds and disciplines from which students are drawn.

The JCT Student Competition aims to provide a significant boost to construction students, to assist with their studies, and provide development opportunities. The auction at King Power Stadium, Leicester, on Friday 23 June saw more than £2.5 million raised with 20 lots offered.

This was the third auction SDL Auctions Graham Penny has held in Leicester this year and the third increase recorded.

Previous auctions in February and April raised more than £1.3 million and £2 million respectively.

The auction got off to a good start when Lot 1, 112 Wilberforce Road, Leicester, sold for 54% more than A farmhouse at 7 King Street in Sileby which sold for £446,000 its *guide price of £85,000, with the hammer eventually falling after spirited bidding at £131,000.

The third lot, Flat 31, Eastfield Road, Thurmaston, also sold well achieving £61,500 from a guide of £45,000.

And the investment market is also looking good with a five bedroom tenanted property at 5 Selbourne Street, Loughborough, selling well for £175,000 from a guide of £135,000.

A farmhouse at 7 King Street in Sileby, which was offered with a guide of £350,000+ proved popular and sold for £446,000.

THE MOST inspiring young surveyors – who make the East Midlands a better place to live, work and visit – are currently being given the opportunity to have their talent recognised nationally and be rewarded with a car to help them in their career.

Last year the ‘UK Young Surveyor of the Year’ title went to Matthew Fedigan, 30, Director at Domec Facilities Management in Liverpool. Matthew co-founded the business over five years ago – which delivers technical facilities solutions relating to the management and upkeep of buildings – and it has since grown rapidly with turnover now approaching £3 million. He is an RICS ‘APC doctor’ too, responsible for advising and supporting Building Surveying candidates through their Assessment of Professional Competence (APC) - professional examinations to become a fully qualified chartered surveyor.

Detailed planning permission has been granted to build a total of 230 homes on 12.5 hectares land off Leicester Road as part of phase two of their Eden Park development.

New homes to replace disused haulage yard in Hathern A FORMER lorry haulage yard in the village of Hathern, in Leicestershire, is being redeveloped into new luxury homes, following a land deal arranged by local surveyors Mather Jamie.

The brownfield site, on Wide Street, previously operated by Goodacre Brothers, has had planning permission granted for two new houses and a bungalow to be built there, following a lengthy consultation with Charnwood Borough Council and local residents.

STRIKING designs for a planned new primary school in Leicester’s Waterside area have been revealed by the city council.

Leicester City Council is planning to build the new five form entry Waterside Primary School on disused councilowned land off Fosse Road North.

Artist’s impressions giving a first glimpse of what the proposed £13milllion school would look like have been released.

The modern, two-storey school building would be set back from Fosse Road North, with landscaping to the front of the school helping to create a more attractive streetscape.

Infant and junior pupils would be accommodated in connecting wings, with a large outdoor area providing space for synthetic turf sports courts, an outdoor classroom and amphitheatre, gardens and wildlife area and room for outdoor play.

Materials used will reflect the predominantly brick-built buildings that surround the school site, with zinc cladding to the rear and patterned anodised aluminium brise soleil used to provide shade.

The designs have been developed by local architecture and landscape design practice Maber. The firm has previously worked with the city council on the award-winning design for the King Richard III Visitor Centre.

Maber also recently designed the stunning two-storey extension to the Grade II-listed building at Charnwood Primary School.

If plans are approved, work on the new school could begin in early 2018. It is hoped that the new school would be open in time for the 2019/20 academic year.

Major reconfiguration at Highcross HAMMERSON has announced that planning consent has been granted

by Leicester County Council to complete a major reconfiguration of the former House of Fraser outlet unit at Highcross shopping centre, allowing for larger stores and new brands to take space.

Three units have already been let, including upsizings from Zara and JD Sports and one new name for the city, Treetop Adventure Golf.

The reconfiguration of the old House of Fraser outlet store marks a significant investment in the centre and in Leicester, and will allow for the introduction of larger, experiential flagship stores as well as new and exciting brands. Works are expected to complete in the second half of 2018. The plans will transform and improve a significant part of Highcross, in addition to rejuvenating Shires Lane and the adjacent high street.

The former outlet store is spread over three floors, totalling approximately 100,000 sq ft. As part of the reconfiguration the space will be divided into eight new individual units of varying floorspace to

accommodate a range of operators including retail, food & beverage and leisure, significantly enhancing the tenant mix at the centre.

East Midlands firms blissfully unaware of new wide-ranging data protection rules MANY EAST Midlands firms seem to be unaware of the new wide-ranging data protection rules which come into force in less than a year’s time according to the findings of a survey A YouGov survey of over 2,000 businesses which was commissioned by national law firm Irwin Mitchell, reveals that only three in every 10 (29%) have started preparing for the new General Data Protection Regulation (GDPR) which commence on 25 May 2018.

GDPR represents the biggest change in 25 years to how businesses process personal information and it replaces existing data protection laws.

Under the new rules, the maximum fine for certain data breaches in the UK will rise from £500,000 to 20million Euros or 4% of global turnover, whichever is larger. Despite this and the fact that virtually all businesses will be affected, only 38% admit to being aware of the rules.

Seventy one per cent are unaware of the new fines and 18% say they would go out of business if they received the maximum punishment. Ten per cent think they would need to make significant job cuts with a further 21% admitting that smaller scale headcount reductions will be necessary.

The notification of certain data breaches where there is an impact on privacy, such as a customer database being hacked or a letter being put in the wrong envelope, must be given to the Regulator within 72 hours under the new regime.

Other changes under the GDPR include an obligation to be more transparent about how personal data is used. Businesses will also need to have processes in place in case an individual asks for all their personal data to be erased.

Irwin Mitchell believes the low level of awareness of GDPR is caused by a number of misconceptions that exist about the new rules and say this has led to a level of complacency.

This view is supported by 33% of businesses, who think GDPR will have no impact, claiming that GDPR is not an issue for their sector. Twenty two per cent claim it isn’t relevant to their business as they are not a consumer business.

The reality is that the rules encompass a wide range of personal data including employee data, payroll and pension records. They also apply to data in a business context where individuals are concerned, such as sole traders and partnerships.

Bellway launches sales centre at Burton development BELLWAY has launched the sales centre at one of its latest developments in Burton-uponTrent, as work progresses at the site which will fund investment in the local area worth over £500,000.

The developer is building 37 new homes at Stretton Park, on land off St Mary’s Drive in Stretton, including a mixture of three and four-bedroom homes.

Work started at the development in December 2016, and the first homes were released for sale from the housebuilder’s Linkside development, due to exceptional early demand.

Fusion steps up recruitment drive to meet offsite demand

NORTHAMPTON-BASED Fusion Building Systems has recently appointed two new team members and advertised for a further seven, in response to new contracts being won by the business as the popularity of offsite construction methods increases.

Mark Webb has joined the light gauge steel superstructure manufacturer as a Project Site Manager from Stewart Milne Timber Systems, and Ahmed Sharif has been appointed as a Trainee Structural Engineer. Ahmed will combine his role at Fusion with studying for an MSc in Structural Engineering at the University of Surrey.

In addition to these new appointments, Fusion has recently advertised seven new positions which require varying skillsets and levels of experience - two Site Managers, an Assistant Site Manager, a Structural Engineer, a Graduate Structural Engineer, a Design Team Leader and a Technical Designer.

£500m for East Mids SME’s £500m is to be made available to SME’s from today as part of a £10b fund allocated across the UK by HSBC. Work Begins On Brand-New Leicester Builders’ Merchants CONSTRUCTION firm Stepnell has just started work on the new Leicester branch of Selco Builders Warehouse.

Designed by Market Harborough-based architects Corporate Architecture, the builders’ merchants store is under construction at Parker Drive, on the former Forest Park Business Centre site.

Construction growth rebounds to 17-month high in May, driven by house building Key findings: • • •

Business activity rises at fastest pace since December 2015 Residential work replaces civil engineering as best performing category Input cost inflation moderates to seven-month low

UK construction companies experienced a sharp rebound in business activity during May, helped by the fastest upturn in residential work since the end of 2015. The latest survey also revealed a sustained recovery in new work, following the soft patch seen during the first quarter of 2017.

Increased workloads encouraged greater staff recruitment and a marked expansion of input buying across the construction sector. Meanwhile, prices for imported materials continued to push up input costs during May. However, the overall rate of input price inflation eased further from the peak seen at the start of the year.

The seasonally adjusted IHS Markit/CIPS UK Construction Purchasing Managers’ Index® (PMI®) posted 56.0 in May, up sharply from 53.1 in April, to signal the strongest expansion of overall business activity for 17 months. While the headline index signalled robust growth momentum during May, the latest reading was still much weaker than the post-crisis peak seen in January 2014 (64.6).

A sharp and accelerated rise in residential work was a key factor supporting overall construction activity in May. The housing sub-category has rebounded strongly following the seven-month low seen in March.

Moreover, the latest increase in residential building was the fastest since December 2015. Survey respondents cited a strong pipeline of new development projects and resilient underlying demand conditions.

May data also pointed to solid rises in civil engineering and commercial building. Although commercial development remained the weakest performing sub-category, the latest rise in activity was the fastest since March 2016. New business intakes picked up in May, with the rate of expansion the fastest seen so far in 2017. Reports from survey respondents mainly cited resilient demand from the housing sector. Despite the improvement in new work, construction firms noted that heightened economic uncertainty continued to act as a brake on client spending.

Increased workloads underpinned a further marked rise in employment numbers across the construction sector in May. The rate of job creation accelerated for the second month running to its strongest since January 2016. Mirroring the trend for staff recruitment, latest data showed that input buying expanded at the steepest pace for 16 months in May. A rebound in demand for construction materials placed pressure on supply chains in May, with delivery times lengthening to the greatest extent since March 2015. However, the were more positive developments in terms of cost inflation, as overall input prices rose at the slowest pace for seven months.

Survey respondents reported that the weak exchange rate had led to intense negotiations with suppliers, but some noted that the peak phase of price hikes for imported materials had now passed.

Comments Tim Moore, Senior Economist at IHS Markit and author of the Markit/ CIPS Construction PMI®, said: “May’s survey data reveals that the UK construction sector has started to recover strongly from its slow start to 2017.

“House building was the key growth driver, with work on residential projects rising at the fastest pace since December 2015. A sustained rebound in residential building provides an encouraging sign that the recent soft patch for property values has not deterred new housing supply.

Instead, strong labour market conditions, resilient demand and ultralow mortgage rates appear to have helped boost work on residential development projects in May. “Civil engineering continued to flourish, helped by a strong pipeline of infrastructure projects. However, commercial building was trapped in the slow lane amid reports highlighting that heightened economic uncertainty is holding back client spending.

“The forward-looking elements of the latest survey are reassuring for the construction sector, notably the acceleration in new business growth to its strongest so far this year.

“On the price front, while construction costs have ratcheted up over the past six to nine months, the wave of inflation from imported materials now appears to have passed its peak.”

“The unexpected recovery in construction has been felt most acutely in residential housing as builders finally feel able to respond to demand for new homes. The sector had been held back by the rising cost of raw materials but after months of tense negotiations with suppliers, input prices are starting to stabilise.

“The rapid upturn in production is putting considerable pressure on construction supply chains. Suppliers are struggling to meet demand while there is a growing shortage of contractors to complete work. After the experience of the financial crisis, it may be some time before risk aversion fully recedes and suppliers have more confidence to invest in their capacity.

Only time will tell whether we are witnessing a long awaited resurgence in housebuilding.”

In something of a homecoming, Tim Peach has returned to the company where he began his career 27 years ago.
